“Redirect the huge flow of budget funds in the right direction”

 


Information has appeared about the bankruptcy of the manufacturer of Russian processors, Baikal Electronics.

As Rucriminal.info found out, this is not entirely true; one of the shareholders of Baikal Electronics, the T-Platforms company, known to specialists since the beginning of 2000 as a developer of supercomputers and a supplier of solutions for high-performance computing, was in the process of bankruptcy.

Until recently, the fate of this company was connected with Vsevolod Opanasenko, who was sentenced in May 2023 to a prison term of 2 years. Also, the most important role in the life of the company was played by RUSNANO OJSC, the Warton group and a number of well-known characters, such as Arkady Dvorkovich, Anatoly Chubais, member of the RUSNANO Board Andrey Trapeznikov, founder of the Warton group Denis Frolov, and many others.



The history of the T-Platforms company is an exception to the rule when the security forces are behind the redistribution of property. Here, the redistribution of property was initiated by people who position themselves as staunch systemic liberals and innovators, employees of state development institutions.

The development of Baikal Electronics processors took place with the support of RUSNANO, or rather the Fund for Infrastructure and Educational Programs formed by RUSNANO, or as it is abbreviated as FIOP. It was with the money from FIOP, allocated through the project company T-Nano LLC, that funding for the development of Baikal processors began.

Like many RUSNANO companies, the developers of Baikal processors very soon ran into a lack of demand for Russian developments and were in a state of permanent crisis. Lack of demand meant lack of revenue - there was not enough money not only for product development, but also for maintaining operating activities.

At the same time, the state allocated billions of rubles in subsidies for the development of the electronics industry through the Russian Ministry of Industry and Trade, and the RUSNANO company sought every possible access to this money. Responsible for interaction with government agencies, including the Ministry of Industry and Trade, was Andrei Trapeznikov, a member of the board, corporate director of RUSNANO, one of the oldest (since 1995) associates of Anatoly Chubais, who went with him through the government, the presidential administration and RAO UES.

Not only RUSNANO, but also the Warton group were looking closely at the money of the Ministry of Industry and Trade. The head of the group, Denis Frolov, was a person closely associated with Arkady Dvorkovich, the former Deputy Prime Minister of the Government of the Russian Federation and Chairman of the Board of Directors of OJSC RUSNANO. Having significant support from the office of the Deputy Prime Minister and owning a private company, the Warton group could easily receive and redirect in the right direction a huge flow of budget funds allocated for a variety of topics.

In 2014, in Dvorkovich’s reception room, Trapeznikov met Denis Frolov for the first time, their interests intersected, and their personal capital increased.

Warton is a small company, and to receive big money from the Ministry of Industry and Trade, a name and scale of activity were needed, primarily in terms of the variety of topics. It was officially easy for RUSNANO companies to receive subsidies from the Ministry of Industry and Trade; any government official will confirm that the allocation of money to state corporations is supported and does not raise any suspicion. But any official will also confirm that allocating money to state corporations that are under the close control of security forces and regulated by internal procedures is not at all interesting, because the management of such companies is well aware of the personal risks when withdrawing and cashing out funds.

Trapeznikov and Frolov came up with a brilliant plan: to collect state assets under the management of the Warton group and then, taking advantage of all the privileges inherent in state-owned companies, to receive huge budget money.

The list of companies that, according to Trapeznikov and Frolov’s plan, were to come under the control of the Warton group included: Mikron, Optogan, Crocus Nanoelectronics, ESTO Vacuum, Elvis Neo Tech, Plastic Logic, T-nano, Profotex, Optical fiber.

Trapeznikov quite easily received approval from Chubais, to whom Frolov was introduced as a major industrialist with the support of Dvorkovich. Dvorkovich also received corresponding explanations. An official explanation has also been formed - RUSNANO companies receive both financing and a private owner, which is fully consistent with RUSNANO's strategy.

Negotiations began and the first problems began: neither internal procedures nor the position of the project managers allowed the assets to be transferred to Warton’s control just like that, for next to nothing, and the financial capabilities of the Warton group were extremely limited. There were attempts to allocate subsidies to RUSNANO projects, but the efficiency of such activities was minimal: no more than 20-30% of the subsidy amount was converted into cash.

Trapeznikov, by agreement with Frolov, begins a long siege of assets. The departments subordinate to Trapeznikov and the auditors of RUSNANO are preparing certificates containing information comprehensive information on both companies and project managers.

Появилась информация о банкротстве производителя российских процессоров Байкал электроникс.

Как выяснил Rucriminal.info, это не совсем так, в процессе банкротства оказался один из акционеров «Байкал Электроникс» компания «Т-Платформы», известная специалистам с начала 2000 годов как разработчик суперкомпьютеров и поставщик решений для высокопроизводительных вычислений.

До недавнего времени судьба этой компании была связана с Всеволодом Опанасенко, приговоренному в мае 2023 года к тюремному сроку 2 года. Также важнейшую роль в жизни компании сыграли ОАО «РОСНАНО», группа Вартон и ряд небезызвестных персонажей, таких как Аркадий Дворкович, Анатолий Чубайс член Правления РОСНАНО Андрей Трапезников, основатель группы Вартон Денис Фролов, и многие другие.

История компании «Т – платформы» является исключением из правил, когда за переделом собственности стоят силовики. Здесь передел собственности инициировали люди, которые позиционируют в качестве стойких системных либералов и инноваторов, сотрудники государственных институтов развития.

Разработка процессоров Байкал электроникс проходила при поддержке РОСНАНО, а точнее образованного РОСНАНО фонда инфраструктурных и образовательных программ или как его сокращенно называют ФИОП. Именно на деньги ФИОПа, выделенные через проектную компанию ООО «Т-Нано», началось финансирование разработки процессоров Байкал.

Как и многие компании РОСНАНО разработчики процессоров Байкал очень скоро уперлись в отсутствие спроса на российские разработки и пребывали в состоянии перманентного кризиса. Отсутствие спроса означало отсутствие выручки – денег не хватало не то, что на развитие продукта, но и на поддержание операционной деятельности.

В то же время государство выделяло миллиарды рублей субсидий на развитие электронной промышленности по линии Министерства промышленности и торговли России и компании РОСНАНО искали всяческий доступ к этим деньгам. Ответственным за взаимодействие с госорганами, в том числе с Минпромторгом был Андрей Трапезников - член правления, корпоративный директор РОСНАНО, один из старейших (еще с 1995 года) соратников Анатолия Чубайса, прошедший с ним через правительство, администрацию президента и РАО ЕЭС.

К деньгам Минпромторга присматривались не только в РОСНАНО, но и в группе Вартон. Руководитель группы - Денис Фролов был человеком, тесно связанным с Аркадием Дворковичем – бывшим вице премьером Правительства Российской Федерации и председателем Совета директоров ОАО «РОСНАНО». Имея весомую поддержку из аппарата вице- премьера и владея частной компанией группа Вартон могла бы легко получить и перенаправить в нужное русло огромный поток бюджетных средств, выделенные на самые различные тематики.

В 2014 году в приемной Дворковича Трапезников впервые познакомится с Денисом Фроловым, их интересы пересекутся, а личные капиталы приумножатся.

Вартон – небольшая компания, а для получения больших денег в Минпромторге необходимы были имя и масштабы деятельности, в первую очередь в части разнообразия тематик. Компаниям РОСНАНО официально было легко получить субсидии Минпромторга, любой госчиновник подтвердит, что выделение денег госкорпорациям поддерживается и не вызывает никакого подозрения. Но также любой чиновник подтвердит, что выделять деньги в госкорпации, находящие под пристальным контролем силовиков и зарегламентированные внутренними процедурами, совсем не интересно, ведь менеджмент таких компании прекрасно осознает личные риски при выводе и обналичивании денежных средств.

У Трапезникова и Фролова родился гениальный план: собрать госактивы под управление группы Вартон и затем, пользуясь всеми привилегиями присущим госкомпаниям, получить огромные бюджетные деньги.

В перечень компаний, который по замыслу Трапезникова и Фролова должны были перейти под контроль группы Вартон вошли: Микрон, Оптоган, «Крокус наноэлектроника», ЭСТО Вакуум, Элвис Нео Тек, Пластик Лоджик, Т - нано, Профотекс, Оптоволокно.

Трапезников достаточно легко получил одобрение от Чубайса, которому Фролов был представлен как крупный промышленник, имеющий поддержку Дворковича. Соответствующие пояснения получил и Дворкович. Официальное объяснение также было сформировано - компании РОСНАНО получают и финансирование и частного владельца, что полностью соответствует стратегии РОСНАНО.

Начальник кивнули и можно приниматься за работу.

Начались переговоры и первые проблемы: просто так, за бесценок, передать под контроль Вартона активы не позволяли ни внутренние процедуры, ни позиция менеджеров проекта, а финансовые возможности у группы Вартон были крайне ограничены. Были попытки выделения субсидий в проекты РОСНАНО, но кпд такой деятельности был минимален: в кэш превращалось не более 20-30% от размера субсидии.

Трапезников по договоренности с Фроловым приступает к длительной осаде активов. Силами подчиненных Трапезникову и аудиторов РОСНАНО подразделений готовятся справки, содержащие чувствительную информацию как по компаниям, так и по менеджерам проектов.

The situation is surprising in that there seems to be all the evidence in the case - for example, CCTV footage. But let’s briefly recall this incredibly “difficult” crime to investigate.

The Samara Ministry of Internal Affairs investigated the theft from KompeKD LLC. The suspect was a resident of Orenburg, Natalya Novikova (Zelentsova). According to the case materials, from May 13 to May 24, 2022, Novikova, wearing glasses, a mask and a hood, withdrew 1,244,600 rubles from the organization’s bank card. But one day Novikova did not disguise herself. Then the ATM camera captured her face. Novikova was detained in Orenburg and taken to Samara. Before the New Year, criminal prosecution was abruptly stopped.



Novikova-Zelentsova is a relative of the richest resident of Orenburg and the former first deputy governor of the Orenburg region, Alexander Zelentsov. The Zelentsov family controls assets worth more than 16 billion rubles. On the sidelines they are discussing whether fellow countrymen could supposedly help the oligarch and his relative.

The deputy prosecutor was immediately transferred to work in another region. Можно бесконечно смотреть на огонь, воду и то, как в Самаре в суд никак не могут направить уголовное дело, по которому проходит родственница олигарха из Оренбурга…

Ситуация удивительна тем, что по делу, кажется, есть все доказательства - например, записи с камеры видеонаблюдения. Но давайте кратко вспомним это невероятно «сложное» в расследовании преступление.

В УМВД Самары расследовали хищение у ООО «КомпеКД». Подозреваемой проходила жительница Оренбурга – Новикова (Зеленцова) Наталья. Согласно материалам дела, Новикова с 13 по 24 мая 2022 года, в очках, маске и капюшоне сняла с банковской карты организации 1 244 600 рублей. Но как-то раз Новикова не замаскировалась. Тогда камера банкомата зафиксировала ее лицо. Новикову задержали в Оренбурге, доставили в Самару. Перед Новым годом уголовное преследование резко прекратили.



Новикова-Зеленцова — родственница самого богатого жителя Оренбурга и бывшего первого замгубернатора Оренбургской области Александра Зеленцова. Семья Зеленцовых контролирует активы на сумму более 16 миллиардов рублей. В кулуарах обсуждают, якобы помогать олигарху и его попавшейся родственнице могли земляки.

А кто у нас земляки?

Может быть прокурор Самарской области Сергей Берижицкий? Он уроженец Оренбургской области, всю жизнь работал там, а в 2015-2020 – был прокурором Оренбургской области.

Но вот «новые новости». На днях стало известно, что теперь не просто родственницу олигарха по делу не привлекают, но и само расследование приостановили. Потерпевшие есть, видеозаписи есть, ущерб есть… А дела нет.

Скандал-с, однако…

В данной ситуации потерпевшим необходимо писать жалобу в Генпрокуратуру РФ. Причём, с изложением всех фактов возможных коррупционных связей и просьбой проверить местных прокурорских работников на предмет коррупции, в том числе прокурора области: кто с кем перезванивается и какие распоряжения даёт. Помнится, отвечали на аналогичную жалобу из Генпрокуратуры о конфликте интересов местного зампрокурора и его жены - городской чиновницы. Сразу же зампрокурора перевели работать в другой регион. К сожалению, порядок в Самарской области без вмешательства Генеральной Прокуратуры РФ не навести.

Over the summer, some of them were on the verge of bankruptcy and were put up for sale, and by the fall, small businesses were ripe for a new rebellion and now promise to take their pitchforks to the field. Sellers are also ready to join them, for whom Wildberries sharply raised prices for storing goods, citing the fall of the ruble. As Rucriminal.info found out, Wildberries behaves in exactly the same way with regional authorities who bought kickbacks from Bakalchuk’s fairy tale about investing 8 billion rubles. For example, in Yekaterinburg, Tatyana Vladimirovna began to build a warehouse simply by verbal agreement with Governor Kuyvashev, without even bothering to obtain a construction permit: Kuyvashev gave city land in a lordly manner, Bakalchuk nodded and drove guest workers there. The country's elite is not obliged to follow laws.

Illegal construction in the Koltsovo area was discovered in the summer by the townspeople themselves, the State Housing and Construction Supervision Authority of the Sverdlovsk Region was raised, and they had to carry out an inspection and draw up reports. When a fuss arose demanding the demolition of the unauthorized building, Bakalchuk still had to move her top managers, and they submitted documents for a building permit. It was issued only in early September (the warehouse has been under construction since at least June), but now Wildberries is threatening to sue Ural journalists, demanding that data about illegal construction be removed from the materials.

Как беспредельничает хозяйка Wildberries Бакальчук



Самая богатая женщина России Татьяна Бакальчук снова устроила неспокойную ночь Минпромторгу Дениса Мантурова и депутатам Госдумы, в нижней палате парламента прошло совещание по решению проблем хозяйки Wildberries. Проблема даже не в том, что Бакальчук считает соблюдение российских законов уделом неудачников и терпил, она не одна такая - гораздо хуже то, что она не умеет просчитывать риски и работать в системе сдержек и противовесов. Как выяснилось, чиновники Мантурова вынуждены гасить новый массовый бунт владельцев ПВЗ, а заодно и селлеров, которых Бакальчук опять втихую нагрела на деньги. После того, как Госдума и кабмин уладили весенний скандал с ПВЗ, Wildberries подождал, а затем все же сократил агентское вознаграждение, что привело к падению доходов владельцев пунктов. За лето часть из них оказалась на грани банкротства и была выставлена на продажу, а к осени мелкий бизнес созрел на новый бунт и обещает теперь брать в поход вилы. К ним готовы присоединиться и селлеры, которым Wildberries резко поднял цены за хранение товаров, сославшись на падение рубля. Снижать градус накала, как и прежде, приходится Минпромторгу и Госдуме. Сама Татьяна Владимировна показывает, что ее эти проблемы не касаются, потому что лично ей народный бунт не страшен пока ЧОПы, полиция и Росгвардия не угнаны в полном составе на фронт.

Как выяснил Rucriminal.info, точно так же Wildberries ведет себя и с региональными властями, купившимися на откаты сказки Бакальчук об инвестициях в 8 млрд рублей. К примеру, в Екатеринбурге Татьяна Владимировна начала строить склад просто по устной договоренности с губернатором Куйвашевым, не потрудившись даже получить разрешение на строительство: Куйвашев по-барски дал городскую землю, Бакальчук кивнула и загнала туда гастарбайтеров. Элита страны законы соблюдать не обязана.

Незаконную стройку в районе Кольцово летом обнаружили сами горожане, подняли Госжилстройнадзор Свердловской области, тем пришлось проводить проверку и составлять акты. Когда поднялась шумиха с требованием снести самовольную постройку, Бакальчук все же пришлось пошевелить своих топ-менеджеров, и те подали документы на разрешение на строительство. Выдали его только в начале сентября (склад строится как минимум с июня), но теперь Wildberries грозит судом уральским журналистам, требуя убрать из материалов данные о незаконной стройке.

In order to tell your friends that you are preparing to take his place without being embarrassed or afraid of your boss, you need to have either a strong “roof” or a thick “pocket”. Lapukhin seems to have both. It is no coincidence that he loves to pose against the backdrop of the Caucasus mountains with a carbine in his hand and boast about his hunting trophies.

Unlike the deputy who was burned by game, Lapukhin, he believes, has nothing and no one to fear.

And even Deputy Chairman of the Government of the Russian Federation Alexander Novak, who heads the Board of Directors of the corporation, is not a decree for Lapukhin. Otherwise, he would have been afraid to disobey his seemingly insistent demand not to allow “drawdowns” in the rate of construction of tourist facilities by the corporation. But it is precisely the construction sector that Lapukhin supervises at Kavkaz.RF, pushing “his” companies into multi-billion dollar contracts.

For two years now, the corporation has been “cutting” funds from the federal budget, or, as they say officially, using funds for the construction of cable cars and ski slopes on the territory of the Elbrus VTRC, where billions from the budget have already been spent. And this development continues to proceed actively in view of the fact that the general customer, represented by Kavkaz.rf, “does not see” the problem of implementing this project.



Such managerial and financial “myopia” is usually easily treated through “personnel resections”, as a result of which corrupt parasites and nepotism-ridden managers are purged from government bodies. However, Lapukhin is not afraid of this prospect, and he stubbornly continues to pump budget money into the general contractor Stroygazkomplekt LLC.

The persistence in financing this dubious company did not awaken in Lapukhin yesterday. Since 2021, it is through it that he has been conducting a large cut of budget funds, despite regular gross violations of contract terms. And Lapukhin cannot refuse the services of this company, just as he cannot cut off his own hand, with which he takes kickbacks from this company, which not only misses the deadlines for the delivery of objects, but also casts doubt on their quality with its work.



The very essence of what is happening, when the management of the corporation and the employees of the Ministry of Economic Development of the Russian Federation responsible for the development of the North Caucasus do not notice obvious failures in the work of a key division of the Corporation, suggests that “hand washes hand.” And it doesn't do it for free.



Having every reason to break all previously concluded contracts with Stroygazkomlekt LLC, Vladimir Vladimirovich Lapukhin does not do this. Just like his direct superiors “do not notice” the violations in his work. We, of course, reject the assumption that the Cooperation with its modern name is inhabited by thoroughly corrupt officials, preferring to believe in the purity of hearts of all the people involved in this topic.

Unfortunately, even Lapukhin’s ostentatious presence at the construction site throughout the high tourist season could not get the construction work off the ground. However, he helped him get the Ministry of Economic Development of the Russian Federation to obtain another advance tranche in the amount of 120 million rubles for the same Stroygazkomplekt LLC for “continuation of construction work,” which, as they gossip, has already been divided by representatives of Kavkaz.rf and the contractor.



The position of the Ministry of Economic Development of the Russian Federation, which for about two years has been turning a blind eye to failures in the construction block of Kavkaza.rf, but is churning out reports on the full utilization of funds, also raises questions. Neither Kavkaz.RF nor the ministry was embarrassed by the fact that in 2021, Stroygazkomplekt LLC, which has only 10 employees, was the only participant in the competition for the construction of ski infrastructure on Elbrus.



Lapukhin’s own logic is not difficult to understand. By filling his controlled companies with easily “mastered” construction contracts, he is confident that with the help of this easy money he will be able not only to resolve all the issues that arise to him, but also to advance further in his career. And the higher he manages to climb, the easier it will be for him, as he himself is sure, to resolve similar issues in the future and “master” budget funds for new projects.

Following Elbrus, the issue of completing the construction of the long-suffering Mamison resort in North Ossetia is approaching, which has been discussed for over 10 years, but so far mainly only in reports and financial papers. In addition to securing contracts for 2.3 billion rubles (instead of the initial 1.4 billion of Stroygazkomplekt), Lapukhin is actively pulling another affiliated LLC, Svetoservis SPB, to take over contracts in Mamison.



The successful (since they have not yet been removed or imprisoned) leader Lapukhin looks unsinkable, talking about his future career against the backdrop of three key facilities on Elborz that have not been delivered by Stroygazkomlekt LLC: 2 cable cars and a set of ski slopes. And Lapukhin does not even allow people from Yumshanov’s circle to get close to his failed projects.



In particular, Lapukhin practically eliminated the rather promising manager Sanislav Goffenberg from the Corporation, in whom he saw a potential competitor.
