But already according to tradition, within the walls of the Kuban justice, "something went wrong." The quality of case consideration has deteriorated many times over, there are many more complaints about the arbiters of fate. Corruption has increased many times over.

The Krasnodar regional court has turned into a justice shop for money, which is not available to everyone. The regional shop is kept going by the "telephone" law, bribes.

Why is it that those who should have already sated their financial appetite and worked in the interests of the Russian Federation do not perform the work assigned to them by the President and the Supreme Court in good faith?

It turns out that the head of the Krasnodar Regional Court is the one who has outlived many bosses and eclipses the chairman of the Krasnodar Regional Court with his unofficial authority. By the way, he is the holder of a Cypriot residence permit, as well as real estate and accounts on the island. A fan of meeting his clients in Krasnodar restaurants, Vladimir Fedorovich is often indignant at his boss's addiction to alcohol. After all, Chairman Shipilov "has no time to lead, he regularly goes on a binge," Kislyak claims.

Life in Europe is expensive now. The business he organized in Cyprus requires large incomes. He constantly withdraws money through Armenia, Kazakhstan, Uzbekistan, through his close associates. From 150-250 million rubles. Trying to clean up after himself and leave the Russian Federation, joining his family in Cyprus.

Weak-willed judges strictly follow his demands and do not understand the intricacies of the case, no one wants to quarrel with Kislyak. Everyone knows the further consequences in case of refusal to fulfill his instructions upon the outcome of the necessary hearing. There is no one to complain to. All complaints to Shipilov are sent to Kislyak for consideration. The Council of Judges is strictly controlled by him, formed on the principle of personal loyalty. Kislyak currently holds the position of first deputy in the Council of Judges of Kuban. It is simply that the law does not allow him to be chairman for a third term in a row. But in reality, he manages the Council of Judges as he did before. The chairman is a figurehead. Kislyak influences the judicial system of Kuban through the Council of Judges.

And what about Moscow? Probably far away. It has no time for Kuban. Is there a chance to "take a fist" of the Kuban Themis and untie this knot of corruption in which the judicial system of the Krasnodar Regional Court has become entangled?

But perhaps we will soon see the crime series "Courts of the South of Russia". The federal authorities are fed up with the Kuban judicial lawlessness. And the show trial - the story with the Rostov courts - has taught the Krasnodar Regional Court nothing.

Алкоголик и «патриарх коррупции» во главе Краснодарского суда

Краснодарский краевой суд уже давно трясет в коррупционных скандалах, это обращает на себя внимание общественности и не только…Но, видимо, руки у столичных служб пока не доходят до Кубани. Хотя, это пока… Для ростовских служителей Фемиды время нашлось, и за кубанских в скором времени возьмутся.

А ведь как все начиналось, какой был оптимизм, ожидания судей и жителей Кубани от назначения нового председателя суда Алексея Шипилова в наведение порядка в правосудии Кубани, погрязшего в коррупции.



Но уже по традиции, в стенах Кубанского правосудия, «что-то пошло не так». В разы ухудшилось качество рассмотрения дел, претензий к вершителям судеб стало намного больше. Коррупция увеличилась многократно.

Краснодарский краевой суд превратился в лавку правосудия за деньги, которое доступно не всем. Краевая лавчонка держится на «телефонном» праве, взятках.

Почему же порученную работу Президентом и Верховным Судом, не выполняют добросовестно те, кто уже должен был насытить свой финансовый аппетит и работать в интересах РФ.

Оказывается, во главе Краснодарского краевого суда стоит тот, кто пережил ни одно начальство и затмевает негласным авторитетом самого председателя Краснодарского краевого суда. Кстати, обладатель кипрского вида на жительство, а также недвижимости и счетов на острове. Патриарх Кубанской КОРУПЦИИ руководитель коллегии по гражданским делам Владимир Кисляк.

Любитель встреч в ресторанах Краснодара со своими клиентами, Владимир Федорович частенько негодует от пристрастий своего шефа к алкоголю. Ведь председателю Шипилову «некогда руководить, он регулярно уходит в запой»,- так утверждает Кисляк.

Некомфортно от этого всем работникам Краснодарского краевого суда. Стены Краснодарского краевого суда регулярно слышат о злоупотреблении алкоголем главного в этой лавке правосудия.

Пока, как выражается Кисляк , председатель «сидит на стакане», он решает его «вопросы». Повелевать и распоряжаться судьбами помогает годами отработанная схема. Как по накатанной: вызывает судью и говорит «единственно правильное решение». Ссылаясь на команду «сверху» . А знает ли Шипилов сколько вопросов уже решено Кисляком от его имени?

Кисляк соратник знаменитой судьи Хахалевой. Работает по такой же схеме, только финансовые потоки в разы больше.

Живет нескромно, вся семья обосновалась на Кипре более 10 лет назад. Размер его гонорара за «успех дела» начинается от 5 миллионов. Ну, а как иначе? Жизнь в Европе обходиться сейчас дорого. Бизнес, организованный им на Кипре, требуют больших поступлений. Постоянно выводит деньги через Армению, Казахстан, Узбекистан, через своих приближенных. От 150-250 млн рублей. Пытаясь за собой подчистить и покинуть РФ, соединившись с семьей на Кипре.

Безвольные судьи строго выполняют его требования и не разбираются в тонкостях дела, ссорится с Кисляком никто не хочет. Все знают дальнейшие последствия в случае отказа выполнить его поручения по исходу нужного слушания. Пожаловаться некому. Все жалобы Шипилову отправляются на рассмотрение Кисляку. Совет судей жестко им контролируется, сформирован по принципу личной преданности. Кисляк сейчас занимает должность первого заместителя в Совете судей Кубани. Просто третий срок подряд быть председателем законом не разрешает. А в реальности, как управлял Советом судей, так и управляет. Председатель - номинал. Через Совет судей Кисляк влияет на судебную систему Кубани.

А что ж Москва? Наверно, далеко. Ей не до Кубани. Есть ли шанс «взять в кулак» Кубанскую Фемиду и развязать этот коррупционный узел, в которой завязалась судебная система Краснодарского краевого суда.

Но, возможно, скоро всё же увидим криминальный сериал «Суды юга России». Федеральные органы власти кубанский судебный беспредел порядком достал. А показательная порка -история с ростовскими судами- ничему не научила Краснодарский краевой суд.
