Migrants were required to have certificates back in 2012, then in 2015 they were required to know the history and laws of the country. All this time, migrants, in order to receive this certificate, had to show in the exam that they can speak Russian. This lasted until 2021, when this oral part of the exam self-liquidated from the text of the regulatory document, and the results in the form of those involved in Crocus were not long in coming.
Any methods will do

And yesterday, Duguniev was appointed to the vacant position, having informed the authorities about the schemes of his boss. A couple of administrative responsibilities, as well as a grave sin for drunk driving on the roads of Dagestan did not prevent the hero from taking the position of the head of the department for migration issues in the Ministry of Education and Science of Russia. It also didn't hurt that M. Duguniev is a former police officer who specialized in cases on the famous and infamous "228". Also, the official's promotion was not hindered by the fact that his brother was tried in criminal case 1-1015/2024 since March 2024 - by the way, also about a bribe.
Will Duguniev help the third whale? The fact is that the case of Pyotr Kucherenko is being pedaled by the Ministry of Education and Science of Russia. Two of the three whales sailed in December 2024 as part of Federal Law No. 377-FZ, the roots of which grow from this department.
Is there any control at all?
Who issues certificates, and does the government monitor them? There is control, there is even supervision. The adopted packages of amendments in 2020 and 2024 to exams introduced these functions in conducting exams and issuing certificates to migrants. In Federal Law No. 115-FZ, the controller is Rosobrnadzor, and according to a special government decree, Rosobrnadzor exercises control, identifies errors/violations and punishes violators.
What is interesting here is that during its term of office from 2021 to 2023 (three years), this body did not conduct a single inspection. With reference to the president's moratorium, this agency "dragged away" the issue of control, and more than 1,000 organizations, including private ones, were left alone and freely conducted exams and issued certificates.
But when society shuddered, the practice of 2024 changed, the body began to stir, there were even on-site inspections. Today, such giants as St. Petersburg State University, Moscow State University and RUDN University have left the list of authorized universities.
Note that before this, the functions of control and supervision were not assigned to any body. But there is hope for Rosobrnadzor.
The Pushkin Institute of Russian Language, which issued certificates to those involved in Crocus, was also excluded from the list. But another organization that issued a certificate to another group of those involved, the Moscow Center for Education Quality, remained on the list. By the way, this organization is now a monopoly in Moscow, the region, and Tajikistan; all migrants are served by them. That is, they survived 2024 not only without personnel losses, but also with a big jackpot. The organization is close to the economic bloc, for whom business is a priority – Moscow and its government strictly protect their own and do not allow migrants to speak. It is Moscow that has been openly opposing the third pillar – speaking in the exam – all these years, claiming that working in Russia is not the same as speaking Russian. Maybe they are right? What would those involved in Crocus say?
Elimination of speaking
The fate of exams is now such - there are moods to exempt from the exam those migrants who come from countries with a visa entry procedure. Yes, those millions of Indians, Chinese, Vietnamese, and Turks, with whom businesses are now covering the labor shortage, may not take the exam. Such proposals are now being worked out by serious people, there is even an order to the government about this.
The replacement of labor is proceeding by leaps and bounds. Just 3 years are enough and it will become obvious what the optional study of Russian will lead to. How from 2021 to 2024, 3 years were enough for Crocus to happen.
