"Governor Artamonov personally called the prosecutor and asked to help Guskov”

The VChK-OGPU Telegram channel and Rucriminal.info are starting a series of articles about the corrupt nexus of the top leadership of the Lipetsk region and local security officials.

In June 2020, Gennady Gennadievich Anisimov was appointed prosecutor of the Lipetsk region. Nine months later, Dmitry Aleksandrovich Chistyakov, transferred from the Kostroma region, was appointed head of the anti-corruption department. It is worth noting that, according to Chistyakov D. A., he is a friend of Anisimov G. G. and worked with him as an assistant prosecutor

in the Kostroma region, in one of the districts.

As a source of the VChK-OGPU telegram channel and Rucriminal.info said, with the arrival of D. A. Chistyakov to the Lipetsk Region Prosecutor's Office, almost all "intimate" issues were resolved exclusively through him. At the same time, D. A. Chistyakov himself repeatedly stated that he came to the region for his friend with the prospect of growth, namely with an eye on the position of Deputy Prosecutor of the Lipetsk Region. When communicating with colleagues, he positioned himself as the prosecutor's right hand and his informal deputy.

The entire period of Anisimov G. G.'s tenure as the Lipetsk Region Prosecutor has been headed by Igor Georgievich Artamonov.

And this entire period is characterized by an ambiguous order of their communication and working interaction. The figure of the head of the regional department of the FSB of Russia played a significant role in this order.

Thus, during the period of Vladimir Aleksandrovich Ovchinnikov's leadership of the Department, Anisimov G. G. positioned himself as a fighter against corruption and a principled prosecutor. In 2021, the regional FSB department, with the full support of the prosecutor's office, implemented a development, as a result of which a criminal case was initiated on the fact of abuse of office by the Deputy Governor of the Lipetsk Region I. V. Tuzov and the head of the regional department of roads and transport V. I. Malakhov. They were charged with creating preferential conditions for concluding a state contract for road repairs (as part of the implementation of the state program "Safe and High-Quality Roads") with Ruslan-1 LLC, which entailed a violation of the rights and legitimate interests of other bidders. According to the state prosecution, the regional budget suffered damages in the amount of more than 33.5 million rubles. It is worth noting that only V. I. Malakhov was punished. Tuzov I. V., by all accounts, left the Russian Federation with the assistance of the region's leadership and is still on the international wanted list. The investigation only managed to achieve an arrest in absentia, while it is important that this was only possible on the fourth attempt. And this was caused by the fact that Tuzov I. A. was a key link in the newly formed team of the Governor of the Lipetsk Region and was, in fact, his "right hand".



In the fall of 2022, Yuri Gennadievich Shumilin was appointed head of the UFSB for the Lipetsk Region, whose arrival radically changed the balance of power and the already announced order of interaction between the prosecutor and the governor of the region.

The interlocutor of the VChK-OGPU says that exclusively friendly, trusting relations have developed between the new leader and the governor. The head of the subject received full support in resolving almost any issues, including "repressions" against undesirable persons. And as was announced earlier, the position of the prosecutor of the Lipetsk Region has changed dramatically.



A striking example of the consolidation of forces to resolve issues important to these persons was the situation around Teplosfera LLC, the main beneficiaries of which are Guskov A. and former employee of the UFSB for the Lipetsk Region Polyakov I. V.

On March 31, 2023, the investigator for especially important cases (investigation of cybercrimes and crimes in the sphere of high technologies) of the second department for the investigation of especially important cases (on crimes against state power and in the sphere of economy) of the Investigative Committee of the Russian Federation for the Lipetsk Region, Senior Lieutenant of Justice A.V. Larin, based on the materials received from the Federal Tax Service of Russia for the Lipetsk Region (tax evasion by the management of Teplosfera LLC), opened a criminal case (No. 123024200130000) on the grounds of a crime under paragraph "b" of Part 2 of Article 199 of the Criminal Code of the Russian Federation against the director, V.G. Solilov. Here Rucriminal.info would like to point out that Guskov A. is very closely connected personally with the governor of the Lipetsk Region and the head of the regional FSB department. This is expressed in the provision of preferences in terms of public-private partnerships, provision of services, priorities for the development of business structures, lobbying of interests.

And only the lazy do not write and talk about the "monetization" of all issues between the Governor of the Lipetsk Region

and Guskov A. in the region.

The total amount of debt, according to the results of 2 on-site tax audits, amounted to about 700 million rubles.

The case was officially registered and entered into the electronic database for statistical reporting.

In continuation of the consideration of this issue in the region a meeting was scheduled in the Investigative Committee of the Russian Federation under the leadership of its head, to which the head of the Federal Tax Service, the Chief Federal Inspector, and the main beneficiary of Teplosfera LLC, Guskov A., was invited, who arrived at the meeting in his personal car together with the head of the Federal Security Service, Shumilin Yu. G. When asked by the head of the Investigative Committee of the Russian Federation in what capacity Shumilin Yu. G. wanted to participate in the meeting, the latter answered: "... as a listener." The next day after the initiation of the criminal case, the Governor of the Lipetsk Region, Artamonov I. G., personally called Anisimov G. G.

and asked to help Guskov A. by stopping the criminal prosecution of the latter. On the same day, after the call of the governor to Anisimov G. G., Shumilin Yu. G. arrived.

As a result, the resolution was withdrawn from consideration - not cancelled, not suspended, but simply an attempt was made to destroy it. This circumstance characterizes a gross violation of procedural rules by the supervisory authorities. However, understanding that the case was opened through an electronic database, it was not possible to completely delete it. In connection with this, avoiding publicity of this violation, the prosecutor's office gave the order to continue the investigation, demanding the most loyal attitude to A. Guskov (a copy of the resolution

on the initiation of a criminal case has been preserved and is available to a number of people in the subject).

As a result, we can conclude - a situation has developed in the region in which the governor of the Lipetsk region, Artamonov I. G. and the head of the UFSB Shumilin Yu. G. - together for each other with the businessman Guskov A., and all who interfere with them are enemies.

«Губернатор Артамонов лично позвонил прокурору и попросил помочь Гуськову»



Телеграм-канал ВЧК-ОГПУ и Rucriminal.info начинают серию статей о коррумпированной связке высшего руководства Липецкой области и местных силовиков.

В июне 2020 г. прокурором Липецкой области был назначен Анисимов Геннадий Геннадиевич. Спустя 9 месяцев, на должность начальник отдела по противодействию коррупции был назначен Чистяков Дмитрий Александрович, переведённый из Костромской области. Стоит отметить, что по заверениям Чистякова Д. А., он является другом Анисимова Г. Г. и работал с ним ещё помощником прокурора в Костромской области, в одном из районов.

Как рассказал источник телеграм-канала ВЧК-ОГПУ и Rucriminal.info, с приходом в прокуратуру Липецкой области Чистякова Д. А., практически все «интимные» вопросы решались исключительно через него. При этом сам Чистяков Д. А. не раз заявлял, что пришёл в регион за своим другом с перспективой роста, а именно с прицелом на должность заместителя прокурора Липецкой области. При общении с коллегами он позиционировал себя как правая рука прокурора и его неформальный заместитель.

Весь период нахождения Анисимова Г. Г. в должности прокурора Липецкой области регион возглавляет Артамонов Игорь Георгиевич.
И весь этот период характеризуется неоднозначным порядком их общения и рабочего взаимодействия. Немало важную роль в этом порядке сыграла фигура начальника регионального управления ФСБ России.

Так, в период руководства Управлением Владимира Александровича Овчинникова Анисимов Г. Г. позиционировал себя как борец с коррупцией и принципиальный прокурор. В 2021 г. региональным управлением ФСБ, при полной поддержке прокуратуры, была реализована разработка, по результатам которой возбуждено уголовное дело по факту превышения должностных полномочий со стороны заместителя губернатора Липецкой области Тузова И. В. и начальника регионального управления дорог и транспорта Малахова В. И. Им было инкриминировано создание преимущественных условий для заключения государственного контракта на ремонт дорог (в рамках реализации государственной программы «Безопасные и качественные дороги»)с ООО «Руслан-1», что повлекло нарушение прав и законных интересов других участников торгов. По данным государственного обвинения бюджету области был причинён ущерб на сумму более 33,5 млн. руб. Стоит отметить, что наказание понёс только Малахов В. И. Тузов И. В., по общему мнению, не без содействия руководства субъекта покинул пределы Российской Федерации и до настоящего времени находится в международном розыске. Следствию удалось лишь добиться заочного ареста, при этом важным является то, что сделать это удалось только с четвёртой попытки. А вызвано это было тем, что Тузов И. А. являлся ключевым звеном в только что сформированной команде губернатора Липецкой области и по факту был его «правой рукой».



Осенью 2022 г. начальником УФСБ по Липецкой области был назначен Шумилин Юрий Геннадьевич, приход которого, кардинально изменил расклад сил и уже озвученный порядок взаимодействия прокурора и губернатора региона.

Собеседник ВЧК-ОГПУ говорит, что между новым руководителем и губернатором сложились исключительно дружеские доверительные отношения. Руководитель субъекта получил полную поддержку в решении практически любых вопросов, включая «репрессии» в отношении неугодных лиц. И как было озвучено ранее резко изменилась позиция прокурора Липецкой области.



Ярким примером консолидации сил по разрешению важных для указанных лиц вопросов стала ситуация вокруг ООО «Теплосфера», основными бенефициарами которого являются Гуськов А. и бывший сотрудник УФСБ по Липецкой области Поляков И.В.

31.03.2023 г., следователь по особо важным делам (по расследованию киберпреступлений и преступлений в сфере высоких технологий) второго отдела по расследованию особо важных дел (о преступлениях против государственной власти и в сфере экономики) СУ СК по Липецкой области, старший лейтенант юстиции А.В. Ларин, на основании материалов, поступивших из УФНС России по Липецкой области (уклонение руководства ООО «Теплосфера» от уплаты налогов), возбудил уголовное дело (№ 123024200130000) по признакам состава преступления, предусмотренного п. «б» ч. 2 ст. 199 УК РФ в отношении директора, В.Г. Солилова.

Здесь Rucriminal.info обязательно хотел бы отметить, что Гуськов А. очень тесно связан лично с губернатором Липецкой области и начальником регионального управления ФСБ. Это выражается в предоставлении преференций в части государственно-частного партнёрства, оказания услуг, приоритетов развития бизнес-структур, лоббирования интересов.
А о «монетизации» всех вопросов между губернатором Липецкой области
и Гуськовым А. в регионе не пишет и не говорит только ленивый.

Общий объём задолженности, по результатам 2-х выездных налоговых проверок, составил около 700 млн. руб.

Дело было официально зарегистрировано и внесено в электронную базу данных для статистической отчётности.

В продолжении рассмотрения данного вопроса в региональном управлении СК России было назначено совещание под руководством его руководителя, на которое был пригашен руководитель УФНС, Главный Федеральный инспектор, а также основной бенефициар ООО «Теплосфера» Гуськов А., который приехал на совещание на своем личном автомобиле вместе с начальником УФСБ – Шумилиным Ю. Г. На вопрос руководителя СУ СК – в каком качестве Шумилин Ю. Г. хочет принять участие в работе совещания, последний ответил: «…в качестве слушателя».

На следующий день после возбуждения уголовного дела, губернатор Липецкой области, Артамонов И. Г., лично позвонил Анисимову Г. Г. и попросил помочь Гуськову А., посредством прекращения уголовного преследования последнего. В этот же день после звонка губернатора к Анисимову Г. Г. приехал Шумилин Ю. Г.

В итоге, постановление было выведено из рассмотрения – не отменено, не приостановлено, а просто проведена попытка его уничтожения. Данное обстоятельство характеризует грубейшее нарушение процессуальных норм со стороны надзирающих органов. Однако понимая, что дело заведено через электронную базу данных, окончательно его удалить не получилось. В связи с чем, избегая гласности данного нарушения, прокуратура дала команду продолжить проверку, требуя максимально лояльного отношения к А. Гуськову (копия постановления
о возбуждении уголовного дела сохранилась и имеется в наличии у ряда лиц в субъекте).

В результате можно сделать вывод – в регионе сложилась ситуация, при которой губернатор Липецкой области, Артамонов И. Г. и начальник УФСБ Шумилин Ю. Г. – вместе друг за друга с предпринимателем Гуськовым А., а все, кто им мешают – враги.
