According to him, at one time (he does not give the exact date), “the administration of the President of the Russian Federation, having the order of the President of the Russian Federation” (Putin and Peskov previously stated that the President does not read Telegram channels and does not use a mobile phone at all) gave the go-ahead to the FSB of the Russian Federation to establish the owners of the largest anonymous channels. After each such meeting, Polyakov was also granted administrator rights for the Telegram channel with whose owner he had spoken. In total, Polyakov received access to several dozen leading Telegram channels. In Telegram, before his arrest, he used the pseudonyms ZOV and ALEX. As Polyakov himself states, he needed the functions of an administrator "for the purpose of timely removal of negative information on the instructions of the administration of the President of the Russian Federation."

Mikhail Polyakov assures that he needed access to the admin panels of the Telegram channel exclusively for censorship, but "for the soul" he was an admin in the channels: "Soloviev Live", "Siloviki", "338", "Oper Slil". "As an administrator of the said Telegram channels, I can "repost", "post", and also write various articles," Polyakov said during interrogation. Also, "Uncle Misha" spoke about the channels where he was the owner. This is "Kremlin Laundress". In addition, according to Polyakov, he owns the channel "True Truth", which is hosted by his son Maxim. Polyakov also admitted that he is the owner of the channel "Postovoy" (this network also included "Shum priboy", "Rokot", "Rodina slyat".). During the first Telegram war, all these channels deanonymized the owners and admins of various channels, posted their personal data - addresses, phone numbers, etc. Now it is clear that Polyakov led this process. During interrogation, he named the admin of "Postovoy" and others. It turned out to be Rusakov Igor Borisovich, whom Polyakov introduces as a close friend. According to Rusakov's biography, until 2013 he served in the RF Armed Forces, then from 2013 to 2021 he was an assistant to the Minister of Education and Science, from 2023 to 2024 he worked in the department of the ANO "Directorate of the World Youth Festival" (recall that Polyakov was deputy director of the ANO), and is now the vice-rector for security at MSTU STANKIN. According to the VChK-OGPU, Rusakov is now directly related to the same channel "Two Majors", which Mikhail Polyakov personally launched while still at large.

During the search, Polyakov was found to have a permanent pass to the Presidential Administration of the Russian Federation and a large sum of money. "The funds confiscated from me during the search were received by me at the Presidential Administration of the Russian Federation to pay salaries for special projects supervised by me," Polyakov explained during interrogation.



However, as follows from the testimony, by May 2023, the clouds began to thicken over Polyakov and his curators. Thus, Polyakov learns from the owner of one of the major channels that he was detained by FSB officers, taken to "some building not far from Lubyanka" and "pressed" and "pressed" for 8 hours, demanding to show on Polyakov himself and the deputy head of the Department for Internal Policy of the Presidential Administration Timur Prokopenko. Prokopenko is a long-time acquaintance of Polyakov and is considered one of the curators of Telegram from the Presidential Administration of the Russian Federation. Polyakov photographed the entire correspondence (in which the deputy head of the Presidential Administration of the Russian Federation Sergei Kiriyenko was also repeatedly mentioned) and hurried with it to Prokopenko.



However, it was not possible to "fight back". In July 2023, former colleagues came for Polyakov himself. As follows from his testimony, the 2nd service of the FSB Internal Security Directorate was working against him. It carries out counterintelligence activities in the units of the central office of the FSB of the Russian Federation. The "two" detained hackers from "Shaltai-Boltai", the head of the 2nd department of the FSB Central Security Directorate Colonel Sergei Mikhailov, etc.



It turned out that it was the 2nd service of the FSB Internal Security Directorate that had been “developing” Polyakov, Prokopenko and other Telegram curators in recent years.

“Crimes have been committed against me…. On July 14, 2023, at 07:00, armed men in masks burst into the address…, as I later learned from the security unit of the FSB of the Russian Federation, knocked me down, twisted my arms, slammed me into all the corners, dragged me into the kitchen, pushed me into the radiator and began to hit me on the head, legs, and body. They shoved my phone in my face and demanded that I give them the password. They strangled me! ”- this is how one of two statements about the crime by FSB Colonel Mikhail Polyakov (Uncle Misha FSB), who, for the Internal Policy Department (IPD) of the presidential administration of the Russian Federation, identified the owners of Telegram channels and then forced them to make him an administrator. Polyakov, in the interests of the UVP, could delete or post any post at any time in several dozen channels.



However, this situation did not suit someone very powerful, and the 2nd service of the Internal Security Department of the FSB - one of the most secret units of the FSB of the Russian Federation - took on Polyakov and the deputy head of the UVP Timur Prokopenko. The officers who broke into Polyakov's, as can be seen from Polyakov's testimony, were interested in access to his phone, access to admin panels, all correspondence, etc. Moreover, they promised to take Uncle Misha out into the forest and burn him alive. "I said that I had a bad heart, but they did not let me take a pill. They twisted my arms, put me in a car, threw a T-shirt over my head and drove away. Then in the car, they threw me face down on the floor between the seats. I began to lose consciousness... In the investigator's office, they continued to twist my arms, demanding the password to the phone. I gave the passwords...  Как УСБ ФСБ охотилась на замглавы УВП АП РФ Тимура Прокопенко

В распоряжении телеграм-канала ВЧК-ОГПУ оказались все показания, которые во время следствия дал экс-полковник ФСБ РФ Михаил Поляков (Дядя Миша ФСБ). Эти показания настоящая энциклопедия того, как управление внутренний политики Администрации президента РФ и одна из «башен» ФСБ РФ (ЗКС и Ко) взяли под свой контроль десятки наиболее популярных российских каналов в Телеграм. Кстати, никаких «отъемов» симок, похищений владельцев и т.д. не было. Все происходило более буднично. Назвал «Дядя Миша» и подконтрольную ему сетку силовых каналов. Например, наши читатели смогут узнать, кто являлся админом двух каналов, которые занимались деаноном владельцев телеграм-каналов, выкладывали их личные данные и т.д. Этим занимался друг Полякова, целый советник министра образования. Однако, потом в отлаженном механизме что-то пошло не так. УСБ ФСБ РФ (а точнее кто-то могущественный, кто мог дать им команду «фас») решило поменять «правила игры» в Телеграм. Главной целью УСБ являлся хороший знакомый Дяди Миши - заместитель начальника управления по внутренней политике администрации президента Тимур Прокопенко. Но в итоге сидеть придется только Полякову.

«С 1991 года по 2021 год я осуществлял свою трудовую деятельность в ФСБ РФ. Последняя моя должность – начальник службы по защите конституционного строя УФСБ по Москве и МО. ….Потом осуществлял свою трудовую деятельность на различных проектах Управления внутренней политики администрации президента РФ», - коротко описал следователю свою биографию Поляков.

По его версии, в свое время (точную дату он не называет) «администрация президента РФ, имея на то поручение президента РФ» (сам Путин и Песков ранее заявляли, что телеграм-каналы президент не читает и вообще не пользуется мобильным телефоном) дала отмашку ФСБ РФ установить владельцев крупнейших анонимных каналов. Занимался этим по роду службы как раз сам Поляков с коллегами, на каждый канал и его установленных владельцев и админов составлялись справки. Затем Поляков , по его словам, лично встречался с владельцами каналов, которые были доступны и в России. «Ранее данные телеграм-каналы писали посты по поводу политической ситуации в негативном формате, но после того, как я их нашел, они начали писать в положительном формате», - хвастается Поляков.

После каждой такой встречи Поляков также наделялся правами администратора телеграм-канала, с владельцем которого он провел беседу. Всего Поляков получил доступ к нескольким десяткам ведущих телеграм-каналов. В Телеграм он перед арестом пользовался псевдонимами ZOV и АЛЕКС. Как заявляет сам Поляков, функции администратора ему были нужны «в целях своевременного снятия негативной информации по указанию администрации президента РФ».

Михаил Поляков уверяет, что доступ к админкам телеграм-канала нужен был ему исключительно для цензуры, а вот «для души» он был админом в каналах: «Соловьев Лайв», «Силовики», «338», «Опер Слил». «Являясь администратором указанных телеграм-каналов, я могу «репостить», «постить», а также писать различные статьи», - рассказал Поляков на допросе. Также «Дяди Мища» рассказал о каналах, где он был владельцем. Это «Кремлевская прачка». Кроме того, по словам Полякова, ему принадлежит канал «Правдивая правда», который ведет его сын Максим. Кстати, «Правдивая правда» в прямом и переносном смысле родственный канал каналу «Два майора».



Поляков признал также, что является хозяином канала «Постовой» (в эту сетку также входили «Шум прибоя», «Рокот», «Родина слышит».). Во время первой Телеграм-войны все эти каналы деанонили владельцев и админов различных каналов, выкладывали их личные данные- адреса, телефоны и т.д. Сейчас уже ясно, что руководил этим процессом Поляков. На допросе он назвал и админа «Постового» и др. Им оказался Русаков Игорь Борисович, которого Поляков представляет, как близкого друга. Согласно биографии Русакова до 2013 года он служил в ВС РФ, Потом с 2013 по 2021 год являлся помощником министра образования и науки, с 2023 год по 2024 год работал в департаменте АНО «Дирекция Всемирного фестиваля молодежи» (напомним, Поляков был замдиректора АНО), а сейчас проректор по безопасности «МГТУ СТАНКИН».

По данным ВЧК-ОГПУ, сейчас Русаков имеет самое непосредственное отношение к тому же каналу «Два майора», запускал который, еще будучи на свободе, лично Михаил Поляков.

При обыске у Полякова был обнаружен постоянный пропуск в АП РФ и крупная сумма денег. «Изъятые у меня в ходе обыска денежные средства получены мною в Администрации президента РФ для выдачи зарплат по курируемым мной специальным проектам», - пояснил на допросе Поляков.



Однако, как следует из показаний, к маю 2023 году тучи над Поляковым и его кураторами стали сгущаться. Так, Поляков узнает от владельца одного из крупных каналов, что его задерживали сотрудники ФСБ РФ, доставили в «какое-то здание недалеко от Лубянки» и 8 часов «прессовали», «давили», требуя показаний на самого Полякова и заместителя начальника управления по внутренней политике администрации президента Тимура Прокопенко. Прокопенко давний знакомый Полякова и считается одним из кураторов Телеграма от АП РФ. Поляков сфотографировал всю переписку (в ней неоднократно еще упоминался и замглавы АП РФ Сергей Кириенко) и поспешил с ней к Прокопенко.



Однако, «отбиться» не удалось. В июле 2023 года бывшие коллеги пришли за самим Поляковым. Как следует из его показаний, в отношении него работала 2-я служба УСБ ФСБ. Она осуществляет контрразведывательные мероприятия в подразделениях центрального аппарата ФСБ РФ. «Двойка» задерживала хакеров из «Шалтай-Болтай», начальника 2-го управления ЦИБ ФСБ полковника Сергея Михайлова и т.д.



Выяснилось, что именно 2-я служба УСБ ФСБ и вела последние годы «разработку» Полякова, Прокопенко и других кураторов Телеграм.

«В отношении меня совершены преступления….14 июля 2023 года в 07.00 по адресу…ворвались вооруженные люди в масках, как потом мне стало известно из силового подразделения ФСБ РФ, сбили меня с ног, заломали руки, ударяли обо все углы, затащили в кухню, уткнули в батарею и стали наносить удары по голове, ногам, туловищу. Совали мне в лицо мой телефон и требовали назвать пароль. Душили.!», - так начинается одно из двух заявлений о преступлении полковника ФСБ РФ Михаила Полякова (Дядя Миша ФСБ), который для управления внутренней политики (УВП) администрации президента РФ выявлял владельцев телеграм-каналов, а потом заставлял делать себя администратором. Поляков в интересах УВП мог удалить или разместить любой пост в любое время в нескольких десятков каналов.



Однако, такая ситуация не устроила кого-то совсем могущественного и за Полякова и замглавы УВП Тимура Прокопенко взялась 2-я служба УСБ ФСБ – одно из самых секретных подразделений ФСБ РФ. Ворвавшихся к Полякову сотрудников, как видно из показаний самого Полякова, интересовал доступ к его телефону, доступы к админкам, все переписки и т.д. Причем, Дядю Мишу обещали и в лес вывести, и сжечь заживо. И избивали. В результате он представил не только запрашиваемые данные, но рассказал все, что знает о владельцах, админах известных ему каналов. Также Поляков, с его слов, снимал на телефон всю свою переписку в секретных чатах с владельцами каналов и съемки он тоже передал. Он рассказал подробности своих взаимоотношений с Прокопенко, Кристиной Потупчик и др. После этого, кстати, Дяди Мища перестал быть интересен двойке.



Сам он написал два заявления. Первое о том, что сотрудники 2-ой Службы незаконно преследовали и разрабатывали его и Прокопенко. Второе- о незаконном применении насилия.

«Я сказал, что у меня больное сердце, но мне не дали выпить таблетку. Заломив руки, посадили в автомобиль, накинули футболку на голову и повезли. По дороге мне продолжали затягивать наручники. Я начал терять сознание…В кабинете следователя мне продолжали выламывать руки, требуя пароль от телефона. Я назвал пароли..Пароли я назвал сотруднику 2 Службы УСБ ФСБ РФ».
