The corruption case has reached Mishustin

The case of the dollar multi-billionaire, IT oligarch Sergei Matsotsky, who was arrested by the Basmanny Court at the end of the week, may develop into one of the most high-profile corruption investigations. Matsotsky paid bribes to the head of the Federal State Institution "Tax-Service" Roman Filimoshin for the fact that the Federal State Institution supplied Matsotsky's company "Rubitech" with contracts for large sums. Filimoshin and Matsotsky are close friends of Prime Minister Mikhail Mishustin, who introduced them. Mizustin himself, as soon as he became prime minister, also organized profitable contracts for "Rubitech". The fact that Matsotsky personally resolved issues regarding contracts with Mishustin is also indicated by hacked correspondence that ended up on the Internet. As the VChK-OGPU Telegram channel and Rucriminal.info found out, they have known each other since the mid-2000s, when Mishustin, as the head of Rosnedvizhimost, created a system for cadastral valuation of land and real estate, and Roman Filimoshin headed the Federal State Unitary Enterprise Roszemkadastr. The process of creating the system was accompanied by grandiose corruption, so it is not surprising that Mishustin and Filimoshin became friends. When Mishustin was appointed head of the Federal Tax Service in 2020, the first thing he did was put Filimoshin at the head of the State Unitary Enterprise GNIVTS of the Federal Tax Service of the Russian Federation. A year later, Filimoshin began to head the Federal State Institution Tax Service. This Federal State Institution was supervised by Deputy Head of the Federal Tax Service Andrei Petrushin, Mishustin's most trusted person in the Federal Tax Service of the Russian Federation. Mishustin has been friends with Matsotsky since the 90s, when both were members of Mishustin's International Computer Club. Having headed the Federal Tax Service, Mishustin introduced Matsotsky to Petrushin and Filimoshin. At that time, Matsotsky was a co-owner of the IBS company, which was showered with government contracts. And when Matsotsky left IBS and created Rubitech, it was this company that became the main supplier of the Federal State Institution "Tax-Service", which was headed by Filimoshin and supervised by Petrushin. It is now known that Matsotsky paid kickbacks for lucrative contracts.

It is interesting that after its founding, Rubitech received seven government contracts worth 1 billion rubles from the Russian government, headed by Mishustin. Among them is the most important agreement to modernize the IT infrastructure of the Ministry of Finance's data centers for 265 million rubles.

The fact that all these years the relations between Matsotsky, Petrushin and Mishustin were informal and they discussed the distribution of government contracts in a narrow circle is also evidenced by Petrushin's correspondence, published by the Blackmirror channel. Here is the content of the letter from Sergei Matsotsky to Mikhail Mishustin, then head of the Federal Tax Service of the Russian Federation, now Chairman of the Government of the Russian Federation. The letter talks about the necessary measures to gain access to budget financing for a number of projects of the FTS and the FT (federal treasury), mentions a number of people (some of whom have been convicted at the moment), and describes the proposed schemes. At the end of the letter, Matsotsky asks Mishustin for an audience together with Petrushin and Kislov to discuss with Mishustin "decisions on further actions".

1. The FT, represented by Guralnikov (Artyukhin's deputy responsible for procurement), understands that if the current situation remains unchanged, it can have a very limited influence on the purchase for the FT. Therefore, he is trying to change the situation, first of all, by revising the specification in the developed project by "his" people and through this process to negotiate special prices and discounts from manufacturers for this project for companies completely under his control. Thus, to bring economic interests in terms of procurement for the treasury under control. He will most likely try to delay the process of organizing the competition as much as possible with numerous comments and additions and during this time, one way or another, legalize the allocation of part of the FC to a separate competition or separate financing. Perhaps it is he who "incites" Nesterenko and Chernikova to once again discuss the distribution of the budget, racks, etc. between the Federal Tax Service and the FC, using this as a tool for revising the Government decree and buying time.



2. Nesterenko and Chernikova have begun the actual creation of the "Electronic Budget" system. At the same time, the progress of the work is catastrophically behind schedule, there is a significant confrontation between the participants (different divisions of the Ministry of Finance and the FC), many unresolved fundamental issues regarding the functionality and structure of the subsystems. Nevertheless, the first competition for the development of a technological platform took place in December 2012 (400 million rubles), and thus, from their point of view, it is possible to begin discussing the issue of the infrastructure budget. They hardly have any economic interests in this part, but as ambitious people who do not understand the essence of this process, they are happy to rush into a fight. Guralnikov is clearly using this to his advantage, escalating the situation. At the same time, he and Guralnikov are “not friends!”



3. Shamil Kayumov, fired from ODEZ (this is the Tatar guy who was stirring up all the engineering on the part of the General Designer and who was then taken by Zhilin and fired after e your direct order) is leaving next week to work at the Ministry of Finance as the head of the department for examination of information projects and informatization plans. Perhaps this happened at the instigation of Chernikova (she is also from Kazan), but I think that the target is not hers but that of Deputy Minister Ivanov, who has long wanted to put all major projects and budgets in IT "under control" in conjunction with the Ministry of Communications. Shamil is smart and cunning and, perhaps, can offer to take control of the MegaTsOD project as the first big case. If I were him, I would try to drag the project management center to the Ministry of Finance, and perhaps even make adjustments to the government decree for this. In addition, Zhilin certainly has close ties with the "Tatars" in general and Kayumov in particular, and thus they have a serious organizational and informational "fifth column" that will give them a head start at the slightest weakness. Zhilin has already cautiously started talking about how important it is to “legitimize” our project through an official examination at the Ministry of Finance in order to avoid further inspections. I don’t think that Zhilin has any direct interests, but he is certainly closely connected to them “out of friendship.”



4. The Government Resolution does not provide for a phased commissioning of the facility (an obvious mistake and nonsense) and it will have to be amended anyway.

What I propose to do:

Determine whether we are ready to negotiate with Guralnikov on his part. If so, then we will most likely be able to convert him to our side and the position of the Ministry of Finance will dramatically weaken. Then we need to quickly determine the structure of the competitions by time (for 2013-2014-2015 - the most likely and reasonable option, or for the entire project as a whole) and by objects (separately Dubna and Gorodets - complete stupidity, or a common one for two data centers), play out the competition as quickly as possible and only then make changes to the government resolution.



If not, then are we ready to "let go" of part of the FC. If we are ready, then it would be best to separate the competitions for the FTS and the FC, play out the FTS competitions and "get stuck" in coordinating and preparing the competition for the FC, acting according to the situation.



If we are not ready to negotiate with Guralnikov and do not want to let go of their part, we need to firmly block with the Ministry of Finance (T.G. and, maybe, Ivanov) and harshly crush the FC. Knowing the situation on the interaction of the Ministry of Finance and the FC, this is not an easy task.

It is useless to crush Zhilina and, probably, even harmful. He does nothing wrong. He's just friends...

Коррупционное дело добралось до Мишустина

Дело долларового мультимиллиардера, IT-олигарха Сергея Мацоцкого, который в конце недели был арестован Басманным судом, может перерасти в одно из самых громких коррупционных расследований. Мацоцкий платил взятки руководителю ФКУ «Налог-Сервис» Роману Филимошину за то, что ФКУ снабжало компанию Мацоцкого «Рубитех» подрядами на крупные суммы. Филимошин и Мацоцкий близкие приятели премьера Михаила Мишустина, который их и познакомил. Сам Мишустин, как только стал премьером, тоже организовал для «Рубитеха» выгодные подряды. О том, что Мацоцкий лично решал с Мишустиным вопросы по контрактам говорит и взломанные переписки, попавшие в Сеть.



Как выяснил телеграм-канал ВЧК-ОГПУ и Rucriminal.info, Мишустин и Филимошин знакомы с середины 2000-х годов, когда Мишустин в качестве главы «Роснедвижимости» создавал систему кадастровой оценки земли и недвижимости, а Роман Филимошин руководил ФГУП «Росземкадастр». Процесс создания системы сопровождался грандиозной коррупцией, не удивительно, что Мишустин и Филимошин сдружились. Когда Мишустина в 2010 году назначили главой ФНС, то первым делом он поставил Филимошина во главе ГУП «ГНИВЦ» ФНС РФ. Уже через год Филимошин стал руководить ФКУ «Налог-Сервис». Этот ФКУ курировал замглавы ФНС Андрей Петрушин- самое доверенное лицо Мишустина в ФНС РФ.



С Мацоцким Мишустин дружит еще 90-х годов, когда оба состояли в "Международном компьютерном клубе" Мишустина. Возглавив ФНС, Мишустин познакомил Мацоцкого с Петрущиным и Филимошиным. Тогда Мацоцкий был совладельцем компании IBS, на которую сыпались госконтракты. А когда Мацоцкий ушел из IBS и создал «Рубитех», то именно эта фирма стала главным поставщиком ФКУ «Налог-сервис», которую возглавлял Филимошин и курирует Петрушин. Сейчас уже известно, что за выгодные контракты Мацоцкий платил откаты. Еще в апреле Филимошина арестовали за получение взяток. А в конце недели арестовали и Мацоцкого за дачу взяток, точнее выплату откатов. Правда, арестовали заочно, он сумел с крыться.

Интересно то, что «Рубитех» после основания получила семь госконтрактов на сумму в 1 млрд рублей от правительства РФ, возглавляемого Мишустиным. Среди них – важнейшее соглашение на модернизацию IT-инфраструктуры ЦОДов Минфина за 265 млн рублей.

О том, что все эти годы отношения Мацоцкого, Петрушина и Мишустина носили неформальный характер и они в узком кругу обсуждали распределение госконрактов, говорит и переписка Петрушина, публикуемая каналом Blackmirror. Вот содержание письма от Сергея Мацоцкого Михаилу Мишустину на тот момент главе Федеральной налоговой службе РФ, ныне Председателю Правительства РФ. В письме говорится о необходимых мерах для получения доступа к бюджетному финансированию по ряду проектов ФНС и ФК (федеральное казначейство), упоминается ряд лиц (некоторые осуждены на данный момент), описываются предполагаемые схемы. В конце письма Мацоцкий просит Мишустина об аудиенции вместе с Петрушиным и Кисловым для обсуждения с Мишустиным "решений по дальнейшим действиям".

« Ситуация сложившаяся по проекту МегаЦодов требует скорейшего обсуждения и решения в связи с подготовкой конкурса (конкурсов) на закупки ИТ-средств для ФНС и ФК.



1. ФК в лице Гуральникова (зам Артюхина ответственный за закупки) понимает, что при неизменности текущей ситуации может очень ограниченно влиять на закупку для ФК. Поэтому он пытается ситуацию изменить, прежде всего, за счет пересмотра спецификации в разработанном проекте силами «своих» людей и через этот процесс договориться о получении специальных цен и скидок от производителей по данному проекту на полностью подконтрольные ему компании. Таким образом, поставить под контроль экономические интересы в части закупки для казначейства. Он, скорее всего, будет пытаться максимально затягивать процесс организации конкурса многочисленными замечаниями и дополнениями и за это время так или иначе легализовать выделение части ФК в отдельный конкурс или отдельное финансирование. Возможно именно он «подбивает» Нестеренко и Черникову в очередной раз обсуждать распределение бюджета, стоек и т.д. между ФНС и ФК, используя это как инструмент для пересмотра постановления Правительства и выигрыша времени.



2. Нестеренко и Черникова приступили к реальному созданию системы «Электронный бюджет». При этом ход работ катастрофически отстает от запланированного, есть существенное противостояние участников (разные подразделения Минфина и ФК), много нерешенных принципиальных вопросов по функциональности и структуре подсистем. Тем не менее первый конкурс на разработку технологической платформы в декабре 12 года состоялся (400 млн рублей) и таким образом с их точки зрения можно начинать обсуждать вопрос бюджета на инфраструктуру. Они вряд ли имеют какие-то экономические интересы в этой части, но как амбициозные и не понимающие сути данного процесса с удовольствием бросаются в драку. Это явно использует в своих интересах Гуральников, нагнетаю обстановку. При этом они с Гуральниковым «не дружат!».



3. Уволенный из ОДЭЗа Шамиль Каюмов (это тот татарский парень, который мутил все по инженерке со стороны Генпроектировщика и которого потом взял Жилин и уволил после твоего прямого поручения) выходит на следующей неделе на работу в Минфин начальником отдела экспертизы информационных проектов и планов информатизации. Возможно, это произошло с подачи Черниковой (она также из Казани), но я думаю, что прицел не ее а замминистра Иванова, который давно хочет в смычке с Минсвязью поставить «под контроль» все крупные проекты и бюджеты в ИТ. Шамиль умный и хитрый и, возможно, может предложить в качестве первого большого кейса взять под контроль проект МегаЦодов. Я бы на его месте постарался перетянуть центр управления проектом в Минфин, а возможно и внести коррективы в постановление правительства для этого. Кроме этого, безусловно, Жилин имеет тесную связь с «татарами» в целом и Каюмовым в частности и таким образом у них есть серьезная организационная и информационная «пятая колонна», которая при малейшей слабине даст им фору. Жилин уже осторожно начал говорить о том, как важно для отмазки от дальнейших проверок «легитимизировать» наш проект через официальную экспертизу в Минфине. Я не думаю, что Жилин имеет какие-то прямые интересы, но он наверняка «по дружбе» с ними тесно связан.



4. В Постановлении Правительства не предусмотрен поэтапный ввод объекта в эксплуатацию (явная ошибка и нонсенс) и в него по любому продеться вносить изменения.

Что предлагаю сделать:

Определиться с тем, готовы ли мы договариваться с Гуральниковым по его части. Если да, то мы скорее всего сможем перевести его на свою сторону и позиция Минфина драматически ослабнет. Тогда надо быстро определяться со структурой конкурсов по времени (на 13-14-15 годы - самый вероятный и разумный вариант, или на весь проект в целом) и по объектам (отдельно Дубна и Городец - совершенная глупость, или общий по двум ЦОДам), как можно быстрее разыграть конкурс и только потом вносить изменения в постановление правительства.



Если нет, то готовы ли мы «отпустить» часть ФК. Если готовы, то лучше всего разделить конкурсы по ФНС и ФК, разыграть конкурсы ФНС и «увязнуть» в согласовании и подготовке конкурса по ФК действуя по обстановке.



Если мы не готовы договариваться с Гуральниковым и не хотим отпускать их часть надо жестко блокироваться с Минфином (Т.Г. и, может быть, Иванов) и жестко плющить ФК. Зная ситуацию по взаимодействию Минфин-ФК это непростая задача.

Жилина плющить бесполезно и, наверное, даже вредно. Он ничего такого не делает за что можно. Просто дружит...

В любом случае очень прошу в ближайшее время принять меня, Петрушина и Кислова для принятия решения по дальнейшим действиям».

Он был объявлен в розыск после того, как покинул территорию России. Мацокий обвиняется в даче взяток руководителям ФКУ «Налог-Сервис» Роману Филимошину и Дмитрию Шалаеву за покровительство его компании «Рубитех». Ранее, в апреле этого года, по обвинению в коррупции был арестован весь руководящий состав ФКУ "Налог-Сервис" — структуры, основанной Мишутиным и управляемой его соратником, заместителем главы ФНС Андреем Петрушиным. Это крайне серьезный удар силовиков по Мишустину и его давнему партнеру и «кошельку» Александру Удодову, чей вотчиной является ФНС. А Мацоцкий, наравне с Александром Галицким, близкий друг Мишустина с 90—годов, еще, когда они вместе состояли в "Международном компьютерном клубе" Мишустина. Поэтому, можно сказать что это была дружеская благодарность внутри одной «коррупционной семьи».



Проект «Налог-Сервис» в ФНС курирует заместитель главы ФНС Андрей Петрушин, который считается личным представителем Мишустина в ФНС. От Петрушина ниточки большой коррупции тянутся уже напрямую к Михаилу Мишустину, его первому заместителю Дмитрию Григоренко, вице-премьеру Дмитрию Чернышенко, олигарху Александра Галицкому, главе Минцифры Максуту Шадаеву, кошельку премьера Александру Удодову. Последний, по словам источников телеграм-канала ВЧК-ОГПУ и Rucriminal.info в ФНС, помимо не включения организаций в планы проверок, решений ВНП, камералок и через КАО просмотр "светофоров", занимается темой банкротства крупных налогоплательщиков и досудебное регулирование споров между ФНС и этими крупными налогоплательщиками. Это просто золотая жила. Курируют эти направления замруководителя ФНС Виктор Бациев и другой замруководителя ФНС Константин Чекмышев. К примеру, Бациев бывший судья и имеет серьёзные связи в системе арбитражного производства. Он курирует работу досудебного регулирования налоговых споров. Ранее ее курировал Аракелов. Чекмышев курирует работу с задолженностью налогоплательщиков и обеспечение процедур банкротства. То есть если налогоплательщик не успел договориться, чтобы его не включили в план проверок или не договорился по ВНП, то он всегда может договориться на стадии досудебного регулирования и банкротства. По данным ВЧК-ОГПУ, от Бациева и Чекмышева зависит позиция ФНС в отношении налогоплательщика перед судами и правоохранительными органами. Выдавить Белоусова, Набиуллину, Силуанова и обязательно Патрушева младшего. На госкорпорации виды тоже есть. Поэтому Мишустин знакомит Удодова с заинтересантами напрямую и дает Удодову ЦУ, а Удодов уже всё исполняет через контакты в ФНС. Так, это сейчас работает. Последние 3-4 года.

К примеру, структуры Гуцериева обслуживает Удодов, а познакомил их именно Мишустин. Губернатор Воробьев, Удодов частые гости на днях рождения Мишустина. Благодаря тому, что Мишустин решает вопросы различных тузов с ФНС, по факту прикрывая их и лишая бюджет начислений, он приобретает лояльность этих тузов. Что для его карьеры первостепенно. То есть для Мишустина Удодов это самый ценный кадр и близкий человек, который знает всё, но на которого распространяется негласный иммунитет от силовиков. В ФНС Удодова называют неприкасаемым. Но Удодов и сам коррумпировал их. Ткачева, Иванова, Курносенко и Алпатова. Если Удодов что-то говорит и просит от ФНС или структур Правительства, значит здесь виза Мишустина. Это негласное правило, которое знают все в Правительстве и налоговой. Кто против Удодова, тот против Мишустина. Аракелов это подтвердил своим примером, когда его отодвинули. Но эти недоброжелатели естью Безусловно это Аракелов и вся его команда (бывший начальник управления по досудебному регулированию, а сейчас начальник управления ЦА по крупнейшими налогоплательщикам Елена Суворова, бывший начальник Межрегионалки № 4 Владимир Григорьев), бывший начальник Межрегионалки № 3 Алексей Ржевский (сейчас зам Суворовой и агент в этом подразделении Удодова), бывшая начальница Межрегионалки № 2 (нефтегазовая промышленность) Татьяна Деева, бывшая начальница Межрегионалки № 5 Ольга Махалова, действующий начальник Межрегионалки № 3 Александр Шаурин (партнер Романа Золотова и начальника Управления "Ф" Александра Иванова), бывший начальник контрольного управления Максим Чаликов, зам. контрольного управления ЦА ФНС Петр Бобров, бывший начальник одного из ключевых отделов контрольного управления Игорь Савченко, заместитель руководителя УФНС по Московской области Алексей Яровой, бывший начальник УФНС по Рязанской области Вячеслав Морозов. Как и сам Егоров, Чаликов, Шульга, Андрей Савченко из области и другие. К примеру, брат Игоря Савченко (не путать с Андреем) работал у Удодова. Был вхож в Гименей, а тот его потом бросил и запретил впускать в офис, как только Игорь ушел из ФНС. Этот брат очень многое знает за организацию внутренней офисной жизни империи Удодова. И он в злости на него. Удодов разменивает людей, как перчатки, когда они ему перестают быть нужны.
