The case of the dollar multi-billionaire, IT oligarch Sergei Matsotsky, who was arrested by the Basmanny Court at the end of the week, may develop into one of the most high-profile corruption investigations. Matsotsky paid bribes to the head of the Federal State Institution "Tax-Service" Roman Filimoshin for the fact that the Federal State Institution supplied Matsotsky's company "Rubitech" with contracts for large sums. Filimoshin and Matsotsky are close friends of Prime Minister Mikhail Mishustin, who introduced them. Mizustin himself, as soon as he became prime minister, also organized profitable contracts for "Rubitech". The fact that Matsotsky personally resolved issues regarding contracts with Mishustin is also indicated by hacked correspondence that ended up on the Internet. As the VChK-OGPU Telegram channel and Rucriminal.info found out, they have known each other since the mid-2000s, when Mishustin, as the head of Rosnedvizhimost, created a system for cadastral valuation of land and real estate, and Roman Filimoshin headed the Federal State Unitary Enterprise Roszemkadastr. The process of creating the system was accompanied by grandiose corruption, so it is not surprising that Mishustin and Filimoshin became friends. When Mishustin was appointed head of the Federal Tax Service in 2020, the first thing he did was put Filimoshin at the head of the State Unitary Enterprise GNIVTS of the Federal Tax Service of the Russian Federation. A year later, Filimoshin began to head the Federal State Institution Tax Service. This Federal State Institution was supervised by Deputy Head of the Federal Tax Service Andrei Petrushin, Mishustin's most trusted person in the Federal Tax Service of the Russian Federation. Mishustin has been friends with Matsotsky since the 90s, when both were members of Mishustin's International Computer Club. Having headed the Federal Tax Service, Mishustin introduced Matsotsky to Petrushin and Filimoshin. At that time, Matsotsky was a co-owner of the IBS company, which was showered with government contracts. And when Matsotsky left IBS and created Rubitech, it was this company that became the main supplier of the Federal State Institution "Tax-Service", which was headed by Filimoshin and supervised by Petrushin. It is now known that Matsotsky paid kickbacks for lucrative contracts.
It is interesting that after its founding, Rubitech received seven government contracts worth 1 billion rubles from the Russian government, headed by Mishustin. Among them is the most important agreement to modernize the IT infrastructure of the Ministry of Finance's data centers for 265 million rubles.
The fact that all these years the relations between Matsotsky, Petrushin and Mishustin were informal and they discussed the distribution of government contracts in a narrow circle is also evidenced by Petrushin's correspondence, published by the Blackmirror channel. Here is the content of the letter from Sergei Matsotsky to Mikhail Mishustin, then head of the Federal Tax Service of the Russian Federation, now Chairman of the Government of the Russian Federation. The letter talks about the necessary measures to gain access to budget financing for a number of projects of the FTS and the FT (federal treasury), mentions a number of people (some of whom have been convicted at the moment), and describes the proposed schemes. At the end of the letter, Matsotsky asks Mishustin for an audience together with Petrushin and Kislov to discuss with Mishustin "decisions on further actions".
"The situation that has developed with the MegaTsodov project requires immediate discussion and decision in connection with the preparation of the tender (tenders) for the purchase of IT equipment for the FTS and the FT.

The FT, represented by Guralnikov (Artyukhin's deputy responsible for procurement), understands that if the current situation remains unchanged, it can have a very limited influence on the purchase for the FT. Therefore, he is trying to change the situation, first of all, by revising the specification in the developed project by "his" people and through this process to negotiate special prices and discounts from manufacturers for this project for companies completely under his control. Thus, to bring economic interests in terms of procurement for the treasury under control. He will most likely try to delay the process of organizing the competition as much as possible with numerous comments and additions and during this time, one way or another, legalize the allocation of part of the FC to a separate competition or separate financing. Perhaps it is he who "incites" Nesterenko and Chernikova to once again discuss the distribution of the budget, racks, etc. between the Federal Tax Service and the FC, using this as a tool for revising the Government decree and buying time.
2. Nesterenko and Chernikova have begun the actual creation of the "Electronic Budget" system. At the same time, the progress of the work is catastrophically behind schedule, there is a significant confrontation between the participants (different divisions of the Ministry of Finance and the FC), many unresolved fundamental issues regarding the functionality and structure of the subsystems. Nevertheless, the first competition for the development of a technological platform took place in December 2012 (400 million rubles), and thus, from their point of view, it is possible to begin discussing the issue of the infrastructure budget. They hardly have any economic interests in this part, but as ambitious people who do not understand the essence of this process, they are happy to rush into a fight. Guralnikov is clearly using this to his advantage, escalating the situation. At the same time, he and Guralnikov are “not friends!”
3. Shamil Kayumov, fired from ODEZ (this is the Tatar guy who was stirring up all the engineering on the part of the General Designer and who was then taken by Zhilin and fired after e your direct order) is leaving next week to work at the Ministry of Finance as the head of the department for examination of information projects and informatization plans. Perhaps this happened at the instigation of Chernikova (she is also from Kazan), but I think that the target is not hers but that of Deputy Minister Ivanov, who has long wanted to put all major projects and budgets in IT "under control" in conjunction with the Ministry of Communications. Shamil is smart and cunning and, perhaps, can offer to take control of the MegaTsOD project as the first big case. If I were him, I would try to drag the project management center to the Ministry of Finance, and perhaps even make adjustments to the government decree for this. In addition, Zhilin certainly has close ties with the "Tatars" in general and Kayumov in particular, and thus they have a serious organizational and informational "fifth column" that will give them a head start at the slightest weakness. Zhilin has already cautiously started talking about how important it is to “legitimize” our project through an official examination at the Ministry of Finance in order to avoid further inspections. I don’t think that Zhilin has any direct interests, but he is certainly closely connected to them “out of friendship.”
4. The Government Resolution does not provide for a phased commissioning of the facility (an obvious mistake and nonsense) and it will have to be amended anyway.
What I propose to do:
Determine whether we are ready to negotiate with Guralnikov on his part. If so, then we will most likely be able to convert him to our side and the position of the Ministry of Finance will dramatically weaken. Then we need to quickly determine the structure of the competitions by time (for 2013-2014-2015 - the most likely and reasonable option, or for the entire project as a whole) and by objects (separately Dubna and Gorodets - complete stupidity, or a common one for two data centers), play out the competition as quickly as possible and only then make changes to the government resolution.
If not, then are we ready to "let go" of part of the FC. If we are ready, then it would be best to separate the competitions for the FTS and the FC, play out the FTS competitions and "get stuck" in coordinating and preparing the competition for the FC, acting according to the situation.
If we are not ready to negotiate with Guralnikov and do not want to let go of their part, we need to firmly block with the Ministry of Finance (T.G. and, maybe, Ivanov) and harshly crush the FC. Knowing the situation on the interaction of the Ministry of Finance and the FC, this is not an easy task.
It is useless to crush Zhilina and, probably, even harmful. He does nothing wrong. He's just friends...
