Procurement without a Tender: Activities of Deputy General Director Sergei Charkin

Russian Railways (RZD) is a state-owned transport monopoly and one of the largest recipients of budget funds. However, in recent years (2022–2025), the company has found itself at the center of numerous corruption scandals. Schemes for embezzling tens of billions of rubles, procurement abuses, inflated project costs, and abuse of official position for personal gain have been uncovered. The VChK-OGPU Telegram channel and Rucriminal.info continue to report on the policies of General Director Oleg Belozerov and their impact on freight transportation and investment; dubious infrastructure projects (especially those related to the 1520 Group of Companies); the activities of Deputy General Director Sergei Charkin and his role in procurement; numerous violations of Federal Law No. 223-FZ on procurement and the passivity of supervisory authorities; as well as direct and indirect evidence of the involvement of Russian Railways management and affiliated persons in corruption schemes. Corruption in Russian Railways flourished not only at the level of large contracts, but also in the area of ​​procurement and technology, which is supervised by Deputy General Director Sergei Charkin. Charkin is responsible for digital transformation, IT infrastructure and communications, and is in charge of key subsidiaries of Russian Railways: JSC Transtelecom (telecommunications), LLC RZD-Technologies, JSC OCRV (Industry Center for Development of the IT Branch of Russian Railways), etc. It is through these structures that billion-dollar contracts for communications, software, security systems and other technologies for the railway pass - and numerous data indicate the lack of transparency and inflated cost of such contracts. A characteristic feature is the widespread practice of purchasing from a single supplier under the guise of unique services or urgent need. The divisions controlled by Charkin often entered into contracts directly with pre-selected companies, bypassing competitive procedures, as required by Federal Law 223.



For example, as a market participant told the Cheka-OGPU, Transtelecom purchased telecom equipment for Russian Railways at prices 20-30% higher than market prices, justifying this by the exclusivity of the supplier. Similarly, RZhD-Technologies and OCRV placed large orders for software development with affiliated IT companies without a tender - the amounts of such contracts amounted to hundreds of millions of rubles, and the results were sometimes questionable.

Thus, one of the projects to create a "unified digital platform for Russian Railways" was delayed and doubled in price from the original estimate, but the regulatory authorities did not intervene, despite obvious signs of violation of procurement legislation. The systemic nature of the problem is also confirmed by official figures. According to the Investigative Committee, in 2023 alone, 143 criminal cases of corruption were opened against employees and officials of Russian Railways (111 persons have already been held accountable). A significant portion of these cases are related to procurement crimes - kickbacks, price gouging, collusion with suppliers. Individual episodes broke out all over the country: either the head of a track section was caught taking a bribe for accepting poor-quality work, or the head of the procurement department was caught in "internal" contracting for his company. The geography - from the Volga Railway to the Far East - suggests that the violations are not isolated, but systemic.

As Rucriminal.info found out, in most cases, the scheme is the same: an official of Russian Railways organizes the conclusion of a contract with a specific company (often through acquaintances or controlled firms), the contract amount is artificially inflated, the difference is returned to the interested parties as a kickback. For example, in November 2024, the transport prosecutor's office uncovered the fact that a branch of Russian Railways purchased a batch of equipment at a price almost twice the average market price - the extra money settled in the accounts of an intermediary associated with one of the branch directors. Such stories are no longer a rarity; rather, they have become a typical business process of corrupt middle managers. The role of Sergei Charkin in many such schemes is assessed critically by experts. As the curator of the IT and telecom direction, he, at least, allowed a situation of uncontrolled spending and lack of transparency. And a number of investigations hint that some supplier companies may be affiliated personally with Charkin or his entourage. For example, consultants and contractors who had previously worked with Charkin in other organizations were actively involved in the sphere of Russian Railways digital projects - and contracts with them were concluded on an exclusive basis. Charkin has not been formally charged, but circumstantial evidence suggests that he may have been aware of what was going on. In any case, during his tenure as head of the IT unit, there was not a single case recorded of him initiating an investigation into a dubious purchase or questioning the price of a contract with a single supplier. On the contrary, it seems that such a model of work has become tacitly encouraged: the key is to spend allocated budgets quickly, even if at the same price of overpayment. The rest is the "internal matter" of the performers.

Закупки без конкурса: деятельность замгендиректора Сергея Чаркина

ОАО «Российские железные дороги» (РЖД) – государственный транспортный монополист и один из крупнейших получателей бюджетных средств. Однако за последние годы (2022–2025) компания оказалась в центре множества коррупционных скандалов. Выявлены схемы хищения десятков миллиардов рублей, злоупотребления при закупках, завышение стоимости проектов и использование служебного положения в личных интересах. Телеграм-канал ВЧК-ОГПУ и Rucriminal.info продолжают рассказывать о политике генерального директора Олега Белозёрова и ее влияние на грузоперевозки и инвестиции; сомнительные проекты в сфере инфраструктуры (особенно связанные с группой компаний «1520»); деятельность заместителя гендиректора Сергея Чаркина и его роль в закупках; многочисленные нарушения Федерального закона №223-ФЗ о закупках и пассивность надзорных органов; а также прямые и косвенные доказательства вовлечённости руководства РЖД и аффилированных лиц в коррупционные схемы.

Коррупция в РЖД процветала не только на уровне крупных подрядов, но и в сфере закупок и технологий, которую курирует заместитель генерального директора Сергей Чаркин. Чаркин отвечает за цифровую трансформацию, ИТ-инфраструктуру и связь, в его ведении находятся ключевые «дочки» РЖД: АО «Транстелеком» (телекоммуникации), ООО «РЖД-Технологии», АО «ОЦРВ» (Отраслевой центр развития ветви ИТ РЖД) и др. Именно через эти структуры проходят миллиардные контракты на связь, программное обеспечение, системы безопасности и прочие технологии для железной дороги – и многочисленные данные указывают на непрозрачность и завышенную стоимость таких контрактов. Характерная черта – повсеместная практика закупок у единственного поставщика под видом уникальности услуг или срочной необходимости. Подразделения, подконтрольные Чаркину, нередко заключали договоры напрямую с заранее выбранными фирмами, минуя конкурентные процедуры, как того требует 223-ФЗ.



Например, как рассказал ВЧК-ОГПУ участник рынка, «Транстелеком» закупал телеком-оборудование для РЖД по ценам на 20–30% выше рыночных, оправдывая это эксклюзивностью поставщика. Аналогично, «РЖД-Технологии» и ОЦРВ размещали крупные заказы на разработку софта у аффилированных ИТ-компаний без тендера – суммы таких контрактов исчислялись сотнями миллионов рублей, а результаты порой оказывались сомнительными.

Так, один из проектов по созданию «единой цифровой платформы РЖД» затянулся и подорожал вдвое от изначальной сметы, но контролирующие органы не вмешивались, несмотря на явные признаки нарушения закупочного законодательства. Системность проблемы подтверждают и официальные цифры. По данным Следственного комитета, только за 2023 год было возбуждено 143 уголовных дела коррупционной направленности в отношении сотрудников и должностных лиц РЖД (111 лиц уже привлечено к ответственности). Значительная часть этих дел связана как раз с преступлениями при закупках – откатами, завышением цен, сговорами с поставщиками. Отдельные эпизоды вспыхивали по всей стране: то руководитель дистанции пути попался на взятке за прием некачественных работ, то начальник департамента закупок уличён во «внутреннем» подряде своей фирме. География – от Приволжской железной дороги до Дальнего Востока – говорит о том, что нарушения носят не единичный, а системный характер.

Как выяснил Rucriminal.info, в большинстве случаев схема одна: должностное лицо РЖД организует заключение договора с конкретной компанией (часто через знакомых или подконтрольные фирмы), сумма договора искусственно завышается, разница откатом возвращается заинтересованным лицам. Например, в ноябре 2024 года транспортная прокуратура вскрыла факт закупки филиалом РЖД партии оборудования по цене почти вдвое выше среднерыночной – лишние деньги оседали на счетах посредника, связанного с одним из директоров филиала. Подобные истории перестали быть редкостью; скорее, они стали типовым бизнес-процессом коррумпированных менеджеров среднего звена.

Роль Сергея Чаркина во многих таких схемах оценивается экспертами критически. Как куратор ИТ- и телеком-направления, он, по крайней мере, допускал ситуацию бесконтрольных трат и отсутствия прозрачности. А ряд расследований намекает, что некоторые компании-поставщики могут быть аффилированы лично с Чаркиным или его окружением. Например, в сферу цифровых проектов РЖД активно привлекались консультанты и подрядчики, ранее работавшие вместе с Чаркиным в других организациях – и контракты с ними заключались на эксклюзивной основе. Официальных обвинений Чаркину не предъявлено, однако косвенные факты указывают на возможную его осведомлённость о происходящем. Во всяком случае, за период его руководства ИТ-блоком не зафиксировано ни одного случая, чтобы он инициировал проверку сомнительной закупки или поставил под сомнение цену договора у единственного поставщика. Напротив, создаётся впечатление, что такая модель работы стала негласно поощряться: ключевое – осваивать выделенные бюджеты быстро, пусть даже ценой переплаты. Остальное – «внутреннее дело» исполнителей.

Just yesterday morning, the VChK-OGPU Telegram channel and Rucriminal.info reported that the most important energy enterprise in St. Petersburg, JSC TEK SPB (formerly GUP TEK), is under the control of "managers" from the FSB. We are talking about the deputy general director for security and regime - FSB General Gennady Ershov and his friend Anton Pustvalov, who held the post of deputy director for general issues. And here's the news - literally three hours after our publication, the Lisa Basilio channel reported that the general director of the enterprise, Ivan Boltenkov, resigned, and his position was taken by acting Vadim Bravve.



This is an extraordinary event - Boltenkov headed the State Unitary Enterprise "TEK" since August 2019, and it was under his leadership that the privatization of this structure took place. Now the situation in JSC "TEK SPB" is far from calm - the Accounts Chamber is working on the results of privatization at the enterprise and its findings are unlikely to be in favor of the now former director. In addition, since last summer, the police have been investigating a criminal case on the systematic theft of subsidies that were supposed to be allocated to employees of the enterprise who volunteered for the special operation zone - several mid-level managers have already been detained, and their testimonies lead to the top. For example, the head of the economic security department, Alexey Bausov, does not feel very comfortable. In addition to the ugly situation with subsidies, he is worried about the fate of a couple of contractors brought to the enterprise, who are now of great interest to his former colleagues from UEB and PK. As for Boltenkov's sudden departure, our sources in the city government do not rule out other news in the near future. For example, about his arrest. Another thing is that General Ershov's position in JSC "TEK SPB" remains strong and he will cover for his people. According to the source, in the activities of GUP TEK and its top managers from the FSB, there are precedents for the legalization of withdrawn money by means of arbitration proceedings on claims from OOO Skema Engineering (plaintiff) to the defendant OOO Olean Stroy for claims in excess of 80 million rubles, which is in fact an improper use of budget advances. Thus, in the statement of claim for case A56-35808/2024, it is stated that Skema Engineering LLC unreasonably transferred 24,408,692 rubles 39 kopecks to Olean Stroy LLC without a contract, according to payment orders:

Skema Engineering LLC transferred the specified amounts to Olean Stroy LLC from budget funds received from the State Unitary Enterprise TEK SPb for the construction of the facility in St. Petersburg, Letchika Pilyutova Street, Building 1. A similar situation has developed at the facility in St. Petersburg, the territory bounded by Mikhailovskaya Road, the road to Kamenka, the boundaries of territorial zones TZZh2, T1Zh2-2, stage 1-2.

In its claim against Olean Stroy LLC within the framework of the case (A56-53424/2024), Skema Engineering LLC indicated that, without an agreement or basis, it transferred 50,661,190 rubles to the latter to perform work at the site: St. Petersburg, the territory limited by Mikhailovskaya Road, the road to Kamenka, the boundaries of territorial zones TZZh2, T1Zh2-2, stage 1-2. At the same time, the case contains copies of acts KS-2, KS-3 signed by Olean Stroy LLC and Skema Engineering LLC for the amount of 43,888,570.00 rubles, the authenticity of which Skema Engineering LLC does not dispute, stating only that it does not have the originals of these acts. In objecting to acts KS-2, KS-3 with OOO Olean Stroy, OOO Skema Engineering indicates that the work described in the acts was performed by other contractors and attaches copies of acts KS-2, KS-3 with these companies.

TEK SPb, the FSB, and the Prosecutor's Office know about the current situation, but they take a passive position, not taking measures to resolve the situation for the fastest possible completion of construction and a legal assessment of the situation.

In St. Petersburg, hot water and heating are turned off once a week in winter due to breakthroughs. And this is not in any specific area, but throughout the city. Local authorities are simply inactive. Of course, it is convenient when the management of the TEK and the "offices" interact as close as possible.

As Rucriminal.info found out, the dealers from the State Unitary Enterprise TEK also took contracts in Moscow, but there they attracted live companies (subcontractor ov), who were cheated out of money.

Thus, under state contracts with Lomonosov Moscow State University and Skema Engineering LLC, the individuals entered into a contract by falsifying tender documentation.

Contracts:

- Contract No. 1607-44-2022 dated 11.01.2023 (procurement procedure in the EIS system No. 0373100040122000916) for the performance of work on replacing and restoring the operability of the equipment of the central supply chamber of the Physics Faculty, contract amount 148,017,724.75 rubles;

- Contract No. 1608-44-2022 dated 11.01.2023. (procurement procedure in the EIS system No. 0373100040122000917) for the performance of work on the replacement and restoration of the operability of the equipment of the central supply chamber of the Faculty of Chemistry, the contract amount is 180,340,805.07 rubles.

Thus, the work at the facilities of Lomonosov Moscow State University was carried out by the forces and funds of the involved subcontractor - LLC "Agency for Construction and Reconstruction" (TIN 7736326205), with which no payments were made for the work performed.

Based on the fact of falsification of tender documentation, an inspection was carried out by the Economic Security and Anti-Corruption Department of the Internal Affairs Directorate for the Western Administrative District of the Main Directorate of the Ministry of Internal Affairs of Russia for the city of Moscow (KUSP No. 14281 dated 06/07/2023, incoming 36292/776 dated 07/17/2023). ГУП ФСБ началась зачистка

Коррупционные схемы чекистов-топ-менеджеров добрались до МГУ

Только вчера утром телеграм-канал ВЧК-ОГПУ и Rucriminal.info рассказали о том, что важнейшее энергетическое предприятие Петербурга - АО "ТЭК СПБ" (ранее ГУП "ТЭК") находится под контролем "менеджеров" из ФСБ. Речь идет о заме генерального директора по безопасности и режиму - генералу ФСБ Геннадии Ершове и его друге Антоне Пуствалове, что занимал пост заместителя директора по общим вопросам. И вот новости - буквально через три часа после нашей публикации, канал Лиса Basilio сообщил, что гендиректор предприятия Иван Болтенков ушел в отсавку, а его кресло занял ио Вадим Бравве.

Событие незаурядное - Болтенков возглавял ГУП "ТЭК" с августа 2019 года, и именно при нем происходила приватизация этой структуры. Сейчас же ситуация в АО "ТЭК СПБ" далека от спокойствия - по итогам приватизации на предприятии работает Счетная палата и ее выводы вряд ли будут в пользу теперь уже бывшего руководителя. Кроме того, с лета прошлого года полиция расследует уголовное дело о систематических хищениях субсидий. которые должны были выделяться сотрудникам предприятия, уходящим добровольцами в зону спецоперации - уже задержаны несколько руководителей среднего звена, а их показания ведут наверх. Напрмер, не очень уютно себя чувствует начальник департамента экономической безопасности Алексей Баусов.

Помимо некрасивой ситуации с субсидиями, его волнует судьба пары подрядчиков, заведенных на предприятие, которыми сейчас очень интересуются его бывшие коллеги из УЭБ и ПК.

Что касается внезапного ухода Болтенкова, наши собеседники в правительстве города не исключают в скором времени появления уже других новостей. Например, о его задержании. Другое дело, что позиции генерала Ершова в АО "ТЭК СПБ" остаются крепки и своих людей он прикроет. Вопрос только кого генерал решит оставить в команде, а кого принести в неизбежную жертву.

По словам источника, в деятельности ГУП ТЭК и ее топ-менеджеров от ФСБ прецеденты по легализации выведенных денег по средствам просуживания в арбитраже по искам от ООО «Скема Инжиниринг» (истец) к ответчику ООО «Олеан Строй» о требованиях на сумму свыше 80 млн. рублей, что фактически является нецелевым расходованием бюджетных авансов.

Так, в исковом заявлении по делу А56-35808/2024, указано, что ООО «Скема Инжиниринг» неосновательно без договора перечислило в ООО «Олеан Строй» 24 408 692 рубля 39 копеек, согласно платежным поручениям:

Указанные суммы ООО «Скема Инжиниринг» перечислило ООО «Олеан Строй» из бюджетных средств, полученных от ГУП «ТЭК СПб» на строительство объекта г. Санкт-Петербург, ул. Летчика Пилютова, дом 1.Аналогичная ситуация сложилась на объекте г. Санкт-Петербург, территория, ограниченная Михайловской дорогой, дорогой на Каменку, границами территориальных зон ТЗЖ2, Т1Ж2-2, этап 1-2.

ООО «Скема Инжиниринг» в иске к ООО «Олеан Строй» в рамках дела (А56-53424/2024) указало, что без договора и основания перечислило последнему 50 661 190 рублей для выполнения работ на объекте: г. Санкт-Петербург, территория, ограниченная Михайловской дорогой, дорогой на Каменку, границами территориальных зон ТЗЖ2, Т1Ж2-2, этап 1-2.

При этом в деле имеются подписанные ООО «Олеан Строй» и ООО «Скема Инжиниринг» копии актов КС-2, КС-3 на сумму 43 888 570,00 рублей, подлинность которых ООО «Скема Инжиниринг» не оспаривает, заявляя только, что у него отсутствуют оригиналы данных актов.

Возражая против актов КС-2, КС-3 с ООО «Олеан Строй», ООО «Скема Инжиниринг» указывает, что изложенные в актах работы выполнялись другими подрядчиками и прилагает копии актов КС-2, КС-3 с данными компаниями.

Дублирование оплаты из бюджетных средств за одни и те же работы на объекте г. Санкт-Петербург, территория, ограниченная Михайловской дорогой, дорогой на Каменку, границами территориальных зон ТЗЖ2, Т1Ж2-2, этап 1-2.

Прокуратурой Выборгского района Санкт-Петербурга рассматривались жалобы граждан на задержку выполнения работ на объекте г. Санкт-Петербург, пос. Пригородный, участок 439 (восточнее дома 162 лит. А по пр. Энгельса). Безрезультатно... По словам источника ВЧК-ОГПУ, все это потому что бывший начальник УБЭП и ПК ГУ МВД по Санкт-Петербургу Алексей Баусов, который сейчас возглавляет в ГУП ТЭК департамент экономической безопасности, решает эти вопрос оперативно.

ТЭК СПб, ФСБ, Прокуратура знают о сложившейся ситуации, однако занимает пассивную позицию, не предпринимая мер к разрешению ситуации для максимально быстрого завершения строительства и правовой оценки ситуации.

В Санкт-Петербурге зимой раз в неделю отключают горячую воду и отопление из-за прорывов. Причем это не в каком-то конкретном районе, а повально по всему городу. Местные власти просто бездействуют. Конечно, удобно, когда руководство ТЭК и «конторы» взаимодействуют ближе некуда.

Как выяснил Rucriminal.info, дельцы от ГУП ТЭК брали подряды и в Москве, но там они привлекали живые компании (субподрядчиков), которых кидали на деньги.

Так, по госконтрактам с МГУ им. М.В. Ломоносова и ООО «Скема Инжинириг» деятели заключили контракт путем фальсификации тендерной документации.

Контракты:

- договора №1607-44-2022 от 11.01.2023г. (закупочная процедура в системе ЕИС №0373100040122000916) на выполнение работ по замене и восстановлению работоспособности оборудования центральной приточной камеры Физического факультета, сумма договора 148 017 724,75 руб.;

- договора №1608-44-2022 от 11.01.2023г. (закупочная процедура в системе ЕИС №0373100040122000917) на выполнение работ по замене и восстановлению работоспособности оборудования центральной приточной камеры Химического факультета, сумма договора 180 340 805,07 руб.

Так работы на объектах МГУ имени М.В. Ломоносова выполнялись силами и средствами привлеченного субподрядчика - ООО «Агентство строительства и реконструкции» (ИНН 7736326205), с которым не были произведены расчеты за выполненные работы.

По факту фальсификации тендерной документации проводилась проверка ОЭБиПК УВД по ЗАО ГУ МВД России по г. Москве (КУСП №14281 от 07.06.2023, вх. 36292/776 от 17.07.2023 г.). Результат нулевой.
