In 2019–2021, citizens entered into contracts with the construction organization for the purchase of residential premises, but the construction of the buildings was not completed. At the same time, the municipality revoked the previously issued construction permit, and in December last year filed a lawsuit to recognize the facility as an unauthorized building subject to demolition, the press service of the Investigative Committee of the Russian Federation said.

The residential complex "Imeretinskiye Vysoty", formerly an MFC, immediately began with a violation of the law. Subsequently, the MFC turned into a residential complex and began to attract funds from equity holders to purchase apartments "formed" on the site of business premises.

But people cannot return money for non-existent apartments for the main reason - they did not arrive in accounts at all. The sales departments of "Imeretinskiye Vysoty" practiced significant discounts for paying part of the funds for apartments in cash. This money was reflected in the contract, but it was not credited to the company's bank accounts, but immediately went to Armenak Tozlyan, of course, he has no plans to return anything.

Tolzyan sold another scandalous project of the Montreal Park Group of Companies, which he owned together with the well-known criminal figure Yalanuzyan, for 4 billion rubles.

Almost simultaneously with the transfer of ownership of Montreal Park to the limited liability company Specialized Developer Vostok 314, INN 6950255713, the company OOO KUBRENTA acquired the Sokol office center, located at 22 Gorky Lane in Sochi, on land plots with cadastral numbers 23:49:0204018:3568 and 23:49:0000000:10538. The deal took place on December 12, 2023, the cost of the property in the contract is indicated as two and six billion rubles, and the only founder of OOO KUBRENTA is Tozlyan's accomplice Oleg Makarevich.

Tozlyan has such a criminal trail that one can only guess how he still manages to remain free.



It would seem that after the criminal case and multiple lawsuits against the fixer Tozlyan from defrauded equity holders for a sum of over 4 billion rubles, he would lie low along with the loot somewhere in warm countries. But, as they say, impudence is the second happiness. And having the right connections, you can even get "as compensation" a plot of land in the same Sochi in exchange for the one lost by the court, on which he tried to build the previous gigantic illegal construction.



And here Tozlyan, who has never created a single business in his entire life, but is accustomed to a luxurious life at the expense of his friends, as “compensation” gets himself a plot of 9 hectares (4 times larger than the previous one!!!), and not just anywhere, but right in the central part of the city of Sochi. And there are trees growing there that are even older than Sochi itself!



But this circumstance did not prevent the rules of use and development of this plot from being changed from “R-2” - a zone of green spaces for public use, to “ZO-1” - a recreation area. According to our information, Tozlyan plans to build a new residential complex here under the guise of a hotel with apartments under the guise of “rooms”. Probably, there will be many people willing to buy themselves an elite apartment with a view of the sea, which is only 300 meters away.

An agreement for a large-scale investment project has already been hastily concluded with an affiliate of Tozlyan, and all approvals are being processed at lightning speed!

Of course, the development of a forest with relict plants will blow up the public! I just hope I'm not late... It took several centuries to grow such natural beauty, and Tozlyan can destroy it all in just a few days due to his greed.

По силам ли Бастрыкину криминальный Тозлян?

Как стало известно телеграм-каналу ВЧК-ОГПУ, мусорный король Сочи Арсен Мкртчян, изнуренный домашним арестом, сделал еще одно громкое заявление о том, что коренное армянское население Сочи подвергается геноциду.



Своей ненавистью к армянским диаспорам известен губернатор Краснодарского края, который изгнал из Сочи уважаемого в криминальном мире господина Рубена Татуляна (Робсона), а затем взялся за его последователя Арменака Тозляна, перекрыв ему кислород. Благо за Тозляна заступился его кум и близкий друг Станислав Попрыгин - замначальника Управления службы Президента РФ по вопросам госслужбы, кадров и противодействия коррупции. А вот Арсена Мкртчяна отдали на растерзание тогдашнему мэру Алексею Копайгородскому. Как мы помним, Мкртчян просил своих родственников делать ему скидку на студии для знакомой юристки Копайгородского, а так же выполнял личные поручения Копайгородских, которые ему обходились в копеечку. Так же он заявил, что супруга мэра - Янина обладает приемами гипноза и он неоднократно был жертвой ее воздействия .

Пока Мкртчян делает громкие заявление, Арменак Тозлян примеряет на себя криминальный трон Робсона.

Исполнение поручения поставлено на контроль в центральном аппарате ведомства

— В комментариях в социальной сети в адрес председателя СК России А. И. Бастрыкина поступили обращения о нарушении прав участников долевого строительства ЖК «Имеретинские высоты» в Сочи со стороны ООО «Специализированный застройщик «Марго». В 2019–2021 годах граждане заключили со строительной организацией договоры на приобретение жилых помещений, однако возведение зданий завершено не было. При этом муниципалитет отозвал ранее выданное разрешение на строительство, а в декабре прошлого года обратился в суд с иском о признании объекта самовольной постройкой, подлежащей сносу, — говорилось в сообщении пресс-службы СКР.

ЖК «Имеретинские Высоты», ранее МФК, сразу начинался с нарушения закона. В последствии МФК превратился в ЖК и началось привлечение средств дольщиков на приобретение квартир, «образовавшихся» на месте деловых помещений.

Но люди не могут вернуть деньги за несуществующие квартиры по главной причине — они не поступали на счета в принципе. В отделах продаж «Имеретинские Высоты» практиковались существенные скидки за внесение части средств за квартиры наличными. Эти деньги отображались в договоре, но на расчетные счета компании не поступали, а сразу уходили в распоряжение Арменаку Тозляну, разумеется ничего возвращать в его планы не входит.

Толзян продал ещё один скандальный проект ГК «Монреаль Парк», которым владел вместе с известным криминальным деятелем Яланузяном, за 4 млрд рублей.

Практически одновременно с переходом права собственности «Монреаль Парк» к обществу с ограниченной ответственностью «Специализированный застройщик «Восток 314» ИНН 6950255713, компания ООО «КУБРЕНТА» приобретает офисный центр «Сокол», расположенный на пер. Горького, 22 в г. Сочи, на земельных участках с кадастровыми номерами 23:49:0204018:3568 и 23:49:0000000:10538. Сделка прошла 12 декабря 23 года, стоимость объекта в договоре указана в сумме два и шесть миллиарда рублей, а единственным учредителем ООО «КУБРЕНТА» является подельник Тозляна Олег Макаревич.

За Тозляном вообще идет такой криминальный шлейф, что остается только догадываться, как ему удается до сих пор оставаться на свободе.



Казалось бы, после уголовного дела и множественных исков к решале Тозляну от обманутых дольщиков на сумму свыше 4 миллиардов рублей он заляжет на дно вместе с награбленным где-нибудь в теплых странах. Но, как говорят, наглость — второе счастье. А имея нужные знакомства можно и вовсе получить «в качестве компенсации» земельный участок в том же Сочи взамен утраченного по суду, на котором он пытался соорудить предыдущий гигантский самострой.



И вот Тозлян, не создавший за всю жизнь ни одного бизнеса, но привыкший к шикарной жизни за счет знакомых, в «качестве компенсации» пробивает себе участок в 9 гектар (в 4 раза больше предыдущего!!!), да не где-нибудь, а прямо в центральной части города Сочи. А ведь там растут деревья, которые старше даже самого Сочи!



Но это обстоятельство не помешало изменить данному участку правила пользования и застройки с «Р-2» - зона зеленых насаждений общего пользования, на «ЗО-1» - зона отдыха. По нашей информации здесь Тозлян планирует построить новый жилой комплекс под видом гостиницы с квартирами под маской «номеров». Вероятно, найдется много желающих прикупить себе элитную квартирку с видом на море, до которого всего 300 метров.

С аффилированным лицом Тозляна уже в спешном порядке заключен договор на масштабный инвест-проект, а все согласования проходят просто молниеносно!

Разумеется, застройка леса с реликтовыми растениями взорвет общественность! Вот только не опоздать бы... Потребовалось несколько веков, чтобы вырастить такую природную красоту, а уничтожить всё это Тозлян из-за своей алчности может буквально за несколько дней.

"GC Samolet should have long been the object of attention of law enforcement and tax authorities, but this is prevented by the company's close ties with the Governor of the Moscow Region Andrei Vorobyov and Sergei Shoigu, who stand behind him. In 2021, Maxim Vorobyov and Grand Land LLC, owned by Lyudmila Vorobyova, the governor's mother, left AO IG 11, which, together with PAO GC Samolet, is a co-founder of OOO Samolet Dve Stolitsy.

Currently, the owners of AO IG 11 are not indicated in open sources. It is possible that the asset is still controlled by relatives of Andrei Vorobyov, who, given his connections, has no difficulty hiding information about the founders of AO IG 11. For example, the owners of PJSC Inarktika (former JSC Russian Aquaculture), in which Mikhail Kenin and Maxim Vorobyov were partners, are also currently unknown.

The shares of PJSC GC Samolet in many of its structures are pledged to state banks. In LLC SZ Bukhta Land, since October 2022, with the bank DOM. RF. In LLC SZ Samolet-Kutuzovsky, since May 2023, with a state bank. Since November 2023, in LLC SZ Samolet-Tomilino, with VTB, in LLC SZ Samolet-Putilkovo, since April, with Gazprombank. Money can be transferred to offshore companies through PJSC GC Samolet, since until 2022, almost 30% of its shares belonged to the Cypriot company Dorstagen Limited. That year, 26% was transferred to one of the shareholders of PJSC GC Samolet, Pavel Golubkov. His brother, Dmitry Golubkov, is a deputy of the Moscow State Duma. Golubkov is an associate of the Governor of the Moscow Region Andrei Vorobyov, from 2012 to 2020 he headed Mosoblgaz, and is currently a member of the board of directors of the company, as well as the chairman of the board of directors of PJSC GC Samolet, which confirms the company's connection with the government.

The CEO of Dorstagen Limited is Olga Mikhailova, her namesake worked as a realtor at Samolet Plus LLC. Mikhailova is the director of several other Cypriot offshore companies. Partners of Dorstagen Limited are Anton Elistratov, Pavel Golubkov, Denis Kondrakhin, Mikhail Kenin, Druzhba-Center LLC, Samolet Group of Companies, ZPIF combined Proektny, Samolet Development LLC, SZ Milvertin LLC and Samolet Plus LLC.

The company Samolet Plus LLC now positions itself as a structure operating separately from the Samolet Group of Companies, but this is not the case. The founders of Samolet Plus LLC are Samolet Plus JSC, created in March, and Samolet Reserve LLC, owned by Samolet Group of Companies PJSC. The beneficiaries of Samolet Plus JSC are not disclosed, but it has the same CEO as Samolet Plus LLC - Alexander Popov. The revenue of the structures he manages in 2023 amounted to 1.5 billion rubles, loss - 2 billion rubles. Of these, 1.6 billion rubles were attributable to Samolet Plus LLC, a partner of the Cypriot offshore Dorstagen Limited.

Крушение стройкомпании чиновников уже не скрыть

В зоне риска оказались 339 домов и 57 222 семей, проживающих в многоквартирных домах, которые обслуживает УК. Жильцам уже предложили подыскивать новые управляющие компании.



Rucriminal.info еще в декабре рассказывал, что ГК «Самолет» вошла в крутое пике. За последние полгода из компании было уволено несколько тысяч сотрудников. Из-за постоянных переносов сдачи ЖК дольщики не могут заселиться в свои квартиры. Спасая свои деньги, олигарх Год Нисанов вышел из состава акционеров компании, а один из ее основных акционеров Михаил Кенин искал покупателя на свой пакет акций. Дошло до того, что ГК «Самолет» обвинила своих клиентов в «потребительском экстремизме» и пожаловалась в прокуратуру за увеличившиеся обращения в суды.

«ГК «Самолет» давно должна была стать объектом внимания правоохранительных и налоговых органов, но этому мешают тесные связи компании с губернатором Московской области Андреем Воробьевым и стоящими за ним Сергеем Шойгу. В 2021 г. Максим Воробьев и ООО «Гранд Лэнд», принадлежащее Людмиле Воробьевой, матери губернатора, вышли из состава АО «ИГ 11», являющего вместе с ПАО «ГК «Самолет» соучредителем ООО «Самолет две столицы».

Сейчас владельцев АО «ИГ 11» в открытых источниках не указаны. Возможно, актив до сих пор контролируют родственники Андрея Воробьева, которому при его связях не составляет труда скрыть информацию про учредителей АО «ИГ 11». Например, сейчас также неизвестны владельцы ПАО «Инарктика» (бывшее АО «Русская аквакультура») в котором Михаил Кенин и Максим Воробьев были партнерами.



Доли ПАО «ГК «Самолет» во многих ее структурах находятся в залоге у госбанков. В ООО «СЗ «Бухта Лэнд» с октября 2022 г. у банка «ДОМ. РФ». В ООО «СЗ «Самолет-Кутузовский» с мая 2023 г у госбанка. С ноября 2023 г. в ООО «СЗ «Самолет-Томилино» у ВТБ, в ООО «СЗ «Самолет-Путилково» с апреля у Газпромбанка. Этот список можно продолжать и дальше, у ПАО «ГК «Самолет» более четырех десятков дочерних» компаний. Приведенные примеры свидетельствуют о том, что без поддержки государственных банков компания вряд ли сможет вести бизнес.

Через ПАО «ГК «Самолет» могут выводить деньги в офшоры, так как до 2022 г. почти 30% ее акций принадлежало кипрской компании Dorstagen Limited. В том году 26% переписал на себя один из акционеров ПАО «ГК «Самолет» Павел Голубков. Его брат Дмитрий Голубков – депутат Московской государственной думы. Голубков - соратник губернатора Подмосковья Андрея Воробьева, с 2012 по 2020 г. возглавлял «Мособлгаз», сейчас является членом совета директоров предприятия, а также председателем совета директоров ПАО «ГК «Самолет», что подтверждает связь компании с властью.

Гендиректор компании Dorstagen Limited – Ольга Михайлова, ее тезка работала риелтором в ООО «Самолет Плюс». Михайлова является директором еще нескольких кипрских офшоров. Партнерами Dorstagen Limited являются Антон Елистратов, Павел Голубков, Денис Кондрахин, Михаил Кенин, ООО «Дружба-центр», ГК «Самолет», ЗПИФ комбинированный «Проектный», ООО «Самолет Девелопмент», ООО «СЗ "Милвертин» и ООО «Самолет Плюс».

Компания ООО «Самолет плюс» сейчас позиционирует себя, как структура, работающая отдельно от ПОА «ГК «Самолет», но это – не так. Учредители ООО «Самолет плюс» - АО «Самолет плюс», созданное в марте, и ООО «Самолет резерв», принадлежащее ПАО «ГК «Самолет». Бенефициары АО «Самолет Плюс» не раскрываются, но у него тот же гендиректор, что и у ООО «Самолет плюс» - Александр Попов. Выручка структур, которыми он руководит в 2023 г. составила 1.5млрд руб., убыток – 2 млрд руб. Из них 1.6 млрд руб. пришлось на ООО «Самолет Плюс», партнера кипрского офшора Dorstagen Limited.
