Телеграм-канал ВЧК-ОГПУ и Rucriminal.info начинают серию статей об одной из самых криминальных и проблемных банковских структур- «Совкомбанке»- и его владельцах. Банк вечно «трещит по швам», а его хозяева участвуют в теневой деятельности, на которую пускают во всю и деньги вкладчиков. Наши читатели узнают. Как «Совкомбанк» вкладывает деньги в «черный рынок» антиквариата, участвует в нем и его совладелец Сергей Хотимский. Как еще один совладелец банка под действием наркотиков принимал неофициальные вклады «Совкомбанка» на очень крупные суммы, а потом ВИП-вкладчиков просто кинули. На него возбудили дело, когда он собрался все рассказать (и даже сделал видеозапись) о темных делах Хотимского, то загадочно исчез (уже точно известно, что он был убит). Как жену убитого совладельца «Совкомбанка», воспользовавшись ее горем, подсадили на бутылку и забрали не только видеозапись, но и семейную долю в банке, много денег, всю недвижимость. Как головорезы Совкомбанка нападают на многодетные семьи. Сегодня мы начнем рассказ, как другой совладелец Совкомбанка Дмитрий Хотимский (брат Сергея) решил «убить» сразу двух «криминальных зайцев»- захватить «лакомый кусок» земли на Рублевке и начать получать доходы на нелегальном букмекерстве.
Любитель специфических вечеринок и всевозможных веществ совладелец Совкомбанка Дмитрий Хотимский неожиданно подался в спорт и стал владельцем футбольного клуба «Спартак Кострома» из второго дивизиона. Объяснение этом у нашлось довольно быстро. Источники Rucriminal.info рассказали, что известный банкир выстроил систему договорняков в непрозрачном втором дивизионе российского первенства по футболу. И плотно «завяз» в подпольном букмекерском бизнесе, в который активно пускает деньги вкладчиков «Совкомбанка». А заодно, под предлогом строительства спортивной базы для Спартак-Кострома, Хотимский с помощью чиновников захватил огромный кусок земли в элитном Ромашково.
Коррупция в самом богатом районе Подмосковья уже заинтересовала компетентные органы.
Теперь обо всем по порядку.
1. Между Комитетом по управлению муниципальным имуществом Администрации Одинцовского муниципального района Московской области» (арендодатель) и Государственным унитарным предприятием «Экспериментальное сельскохозяйственное предприятие «Немчиновка» Российской академии сельскохозяйственных наук (арендатор) был заключен договор аренды земельного участка № 2023 от 12 сентября 2007 г., по которому арендодатель предоставляет, а арендатор принимает в аренду земельный участок, находящийся в государственной собственности, общей площадью 49000 кв.м. из земель сельскохозяйственного назначения, с КН 50:20:0010215:0019, расположенный по адресу: МО, Одинцовский муниципальный район, гп. Одинцово, в районе с. Ромашково, для сельскохозяйственного производства.
2. Сразу же после этого по договору № 48-У от 24 октября 2007 г. о передаче прав и обязанностей по договору аренды земельного участка из земель сельскохозяйственного назначения ГУП «Экспериментальное сельскохозяйственное предприятие «Немчиновка» Российской академии сельскохозяйственных наук передает ЗАО «Техстройинвест» (новый арендатор) все принадлежащие ему права и обязанности арендатора. В соответствии со специальной регистрационной надписью договор № 48-у от 24 октября 2007 г. о передаче прав и обязанностей зарегистрирован Управлением Росреестра по МО 26 октября 2007 г.
3. Комитет по управлению муниципальным имуществом Администрации Одинцовского муниципального района Московской области, ТУ ФАУГИ в МО (арендодатель) и ЗАО «Техстройинвест» (арендатор) заключили дополнительное соглашение № 1 от 23 сентября 2008 г. о передаче прав и обязанностей по договору аренды земельного участка от 12.09.2007 г. № 2023, по которому Комитет передает, а ТУ Росимущество по МО принимает на себя права и обязанности арендодателя в полном объеме по договору аренды земельного участка от 12.09.2007 г. № 2023 на земельный участок из земель сельскохозяйственного назначения с видом разрешенного использования для сельскохозяйственного производства.
4. ЗАО «Техстройинвест» и только что созданное ДНП «Техстройинвест» (новый арендатор) заключили договор № 1/04-А от 16 апреля 2009 г. о передаче прав и обязанностей по договору аренды № 2023 от 12.09.2007 г. земельного участка из земель сельскохозяйственного назначения. Председателем правления ДНП «Техстройинвест» в тот момент был ЧАБДАРОВ РАСУЛ ПАХОБИТДИНОВИЧ из Кабардино-Балкарии. С 2013 года этот пост занимает ШОМАХОВ МУРАТ МУСАБИЕВИЧ, который параллельно несколько лет был гендиректором ООО "Корпорация эксклюзивного строительства" в Грозном (учредитель - ДЖАРАГЯН АРГИШТИ СЕЙРАНОВИЧ из Чечни).
5. Постановлением от 01 октября 2009 г. № 909 Главы городского поселения Одинцово Одинцовского муниципального района Московской области изменен вид разрешенного использования земельного участка площадью 49000 кв.м. КН 50:20:0010215:19, земли сельскохозяйственного назначения, находящегося в аренде у Дачного некоммерческого партнерства «Техстройинвест», с «для сельскохозяйственного производства» на «для дачного строительства», расположенного в границах городского поселения Одинцово Одинцовского муниципального района, с местоположением в районе с.Ромашково.
6. Между Росимуществом в Московской области (арендодатель) и Дачным некоммерческим партнерством «Техстройинвест» (арендатор) заключено дополнительное соглашение № 2 от 02.04.2012 г. о внесении изменений в договор аренды земельного участка от 12.09.2007 г. № 2023, в соответствии с которым предмет договора изложен в следующей редакции: арендодатель предоставляет, а арендатор принимает в аренду земельный участок с КН 50:20:0010215:19, общей площадью 49000+/-155 кв.м., из земель сельскохозяйственного назначения, с разрешенным использованием – для дачного строительства. В соответствии с п. 2.1. договора аренды № 2023 от 12 сентября 2007 г. срок аренды устанавливается с 12 сентября 2007 г. по 11 сентября 2056 г.
7. Между ТУ Росимущества в МО (арендодатель) и ДНП «Техстройинвест» (арендатор) подписано дополнительное соглашение № 3 от 18 июля 2012 г., по которому подпункт 1.1. пункта 1 «Предмет договора» Договора изложен в следующей редакции: «Арендодатель предоставляет, а арендатор принимает в аренду следующие земельные участки:
с кадастровым номером 50:20:0010215:558, общей площадью 2458+/-0 кв.м., из земель сельскохозяйственного назначения, расположенный по адресу: Московская область, Одинцовский район, с/о Мамоновский, в районе с. Ромашково, с разрешенным использованием - для дачного строительства;

8. Судя по документам, после ДНП арендодатель менялся дважды. Первый договор уступки прав и обязанностей по договору аренды земельного участка, выдан 15.11.2019, дата государственной регистрации: 19.11.2019, номер государственной регистрации: 50:20:0010215:573-50/001/201 9-1. Документ нотариально удостоверен: 15.11.2019 Квитко А.Ф. нотариус Одинцовского нотариального Московской области 50/122-н/50-2019-7-1573. Однако этот владелец, очевидно умер. Было составлено Свидетельство о праве на наследство по закону, выданное 10.08.2022. Документ нотариально удостоверен: 10.08.2022 нотариусом города Москвы Новиковым Андреем Николаевичем 77/406-н/77-2022-5-1327. Соглашение о разделе наследственного имущества выдано 12.08.2022. Документ нотариально удостоверен: 12.08.2022 нотариусом города Москвы Новиковым Андреем Николаевичем 77/406-н/77-2022-5-1397.
9. Новым владельцем было подписано Дополнительное соглашение к договору аренды земельного участка, находящегося в федеральной собственности от 12.09.2007 №2023, № 50-211, выдан 14.07.2023, номер государственной регистрации: 50:20:0010215:558-КУВД-001/2023-39149168:1. Сегодня арендодателем участков выступает Физическое лицо (персональные данные засекречены).Источники Rucriminal.info говорят, что им является Дмитрий Хотимский. 12.05.2022 (после того, как скончался предыдущий владелец, но новый еще официально не вступил в права) состоялось заседание Комиссии по рассмотрению споров о результатах определения кадастровой стоимости при министерстве имущественных отношений Московской области, в ходе которого Куминская Ю.С. представляла там именно интересы Хотимского Д.В. по определению кадастровой стоимости участков 50:20:0010215:561 - 50:20:0010215:581, предназначенные по данным протокола "для дачного строительства".

In accordance with paragraph 2.1. lease agreement No. 2023 dated September 12, 2007, the lease term is set from September 12, 2007 to September 11, 2056.
7. Between the Territorial Administration of the Federal Property Management Agency in the Moscow Region (lessor) and the DNP Tekhstroyinvest (lessee), additional agreement No. 3 dated July 18, 2012 was signed, according to which subparagraph 1.1. of paragraph 1 "Subject of the Agreement" of the Agreement is set out as follows: "The lessor provides, and the lessee accepts for lease, the following land plots:

The new owner signed an Additional Agreement to the lease agreement for a land plot in federal ownership dated September 12, 2007, No. 2023, No. 50-211, issued on July 14, 2023, state registration number: 50:20:0010215:558-KUVD-001/2023-39149168:1. A lover of specific parties and all kinds of substances, Sovcombank co-owner Dmitry Khotsimsky unexpectedly went into sports and became the owner of the Spartak Kostroma football club from the second division. An explanation for this was found quite quickly. Between the Committee for the Management of Municipal Property of the Administration of the Odintsovo Municipal District of the Moscow Region (lessor) and the State Unitary Enterprise Experimental Agricultural Enterprise Nemchinovka of the Russian Academy of Agricultural Sciences (lessee), a land lease agreement No. 2023 dated September 12, 2007 was concluded, according to which the lessor provides and the lessee accepts for lease a land plot, which is in state ownership, with a total area of 49,000 sq.m. from agricultural lands, with KN 50:20:0010215:0019, located at the address: MO, Odintsovsky municipal district, urban settlement Odintsovo, in the area of the village of Romashkovo, for agricultural production.
2. Immediately after this, under agreement No. 48-U dated October 24, 2007 on the transfer of rights and obligations under the lease agreement for a land plot from agricultural lands, the State Unitary Enterprise "Experimental Agricultural Enterprise "Nemchinovka" of the Russian Academy of Agricultural Sciences transfers to ZAO "Tekhstroyinvest" (the new lessee) all of its rights and obligations as a lessee. In accordance with the special registration inscription, agreement No. 48-u dated October 24, 2007 on the transfer of rights and obligations was registered by the Rosreestr Office for the Moscow Region on October 26, 2007.
3. The Municipal Property Management Committee of the Odintsovo Municipal District Administration of the Moscow Region, the Territorial Administration of the Federal Property Management Agency in the Moscow Region (lessor) and Tekhstroyinvest CJSC (lessee) entered into additional agreement No. 1 dated September 23, 2008 on the transfer of rights and obligations under the land lease agreement dated September 12, 2007 No. 2023, according to which the Committee transfers, and the Territorial Administration of the Federal Property Management Agency for the Moscow Region assumes, the rights and obligations of the lessor in full under the land lease agreement dated September 12, 2007 No. 2023 for a land plot of agricultural land with the permitted use for agricultural production.
4. Tekhstroyinvest CJSC and the newly created DNP Tekhstroyinvest (new tenant) entered into Agreement No. 1/04-A dated April 16, 2009 on the transfer of rights and obligations under Lease Agreement No. 2023 dated September 12, 2007 for a land plot of agricultural land. The Chairman of the Board of DNP Tekhstroyinvest at that time was RASUL PAKHOBITDINOVICH CHABDAROV from Kabardino-Balkaria. Since 2013, this post has been occupied by MURAT MUSABIEVICH SHOMAKHOV, who was simultaneously the CEO of LLC "Exclusive Construction Corporation" in Grozny for several years (founder - DZHARAGYAN ARGISHTI SEIRANOVICH from Chechnya). 5. 6. Between the Federal Property Management Agency in the Moscow Region (lessor) and the Dacha Non-Commercial Partnership Tekhstroyinvest (lessee), an additional agreement No. 2 dated 02.04.2012 was concluded on amendments to the land lease agreement dated 12.09.2007 No. 2023, according to which the subject of the agreement is set out as follows: the lessor provides, and the lessee accepts for lease, a land plot with KN 50:20:0010215:19, with a total area of 49,000+/-155 sq.m., from agricultural lands, with the permitted use of dacha construction. In accordance with paragraph 2.1. lease agreement No. 2023 dated September 12, 2007, the lease term is set from September 12, 2007 to September 11, 2056.
7. Between the Territorial Administration of the Federal Property Management Agency in the Moscow Region (lessor) and the DNP Tekhstroyinvest (lessee), additional agreement No. 3 dated July 18, 2012 was signed, according to which subparagraph 1.1. of paragraph 1 "Subject of the Agreement" of the Agreement is set out as follows: "The lessor provides, and the lessee accepts for lease, the following land plots:

A Certificate of Right to Inheritance by Law was drawn up, issued on 10.08.2022. 9. The new owner signed an Additional Agreement to the lease agreement for a land plot in federal ownership dated September 12, 2007, No. 2023, No. 50-211, issued on July 14, 2023, state registration number: 50:20:0010215:558-KUVD-001/2023-39149168:1. Today, the lessor of the plots is an Individual (personal data is classified). Rucriminal.info sources say that he is Dmitry Khotsimsky.
