Turning an academic institute into a branch of the Central Committee of the Communist Party of China is good future-oriented business, for the Russian masses are suffering without Xi's ideas. The story of the creation at the Institute of China and Modern Asia (ICSA) under the leadership of Babaev of the Laboratory for the Study of Xi Jinping’s Ideas, which was covered at the Cheka-OGPU on June 22, caused a strong reaction from Russians, sinologists with comments: from “everyone roared in unison about the opening of the Laboratory for ideas of Xi" - to "now there is no doubt under whom the Great Superpower Russia fell". And then: why does modern Russia need "socialism with Chinese characteristics"? Have your Marxist-Leninist ideas dried up? It smacks of ideological sabotage! But people who worked with Babaev say otherwise. The Institute of Oriental Studies (IV) has an opinion about Babaev: he is an adventurer who unsuccessfully tried to cling to the budget of the IV. They remember how he boasted of his knowledge of 12 languages, but when the time came for negotiations, he needed an interpreter. Having taken off from IV and, thanks to patrons, having landed at IKSA as a director, he began to move from the granite of science to the rails of commerce. As they already say in IKSA, Babaev is a narcissistic person, a manager, he is exclusively engaged in self-PR and building a near-scientific business. Articles, reports, interviews are written for him, and he runs around officials, businessmen, negotiates and fools everyone with some kind of success. The transformation of a single temple of science into a stall selling scientific statuses is already a reality in IKSA: they hide from the SVO in paid graduate school, they write articles, dissertations, etc. Perhaps this is the meaning of the “RAS reform” begun by Livanov, Fursenko and etc. in 2013: it's just business. It's funny that on the part of wise China there are no frank assessments of the new business project of ICSA to create a laboratory for studying Xi's ideas. And to a request from TASS, the answer was: “China welcomes interaction with research centers of all countries, including the Russian Federation, and maintaining contacts regarding [Xi Jinping’s] ideas.” However, the Chinese Foreign Ministry did not say how much money China is ready to pay off IKSA for spreading Xi's ideas in Russia. And he didn’t tell, Alaverdy, how much Putin’s ideas are in demand in the Celestial Empire. IKSA has repeatedly attracted the attention of law enforcement officers regarding the development of the budget, but the Ministry of Education and Science continues to notice nothing in its summation for a year, they say, everything is going according to plan.

Как пишет телеграм-канал ВЧК-ОГПУ, следующий шаг – поездка в Китай с целью выбить из нашего главного стратегического партнера финансирование под изучение гениальных идей генерального секретаря Си. И пусть только попробуют отказать!

Превратить академический институт в филиал Центрального комитета Коммунистической партии Китая – хороший бизнес, нацеленный на будущее, ибо российские массы страдают без идей Си. А в ответ в Китае откроют лабораторию по изучению идей президента Владимира Путина. Русский с китайцем - скрепы навек. А для чего еще нужна РАН?

История о создании в Институте Китая и современной Азии (ИКСА) под руководством Бабаева Лаборатории по изучению идей Си Цзиньпина, которая 22 июня освещалась в ВЧК-ОГПУ, вызвала бурную реакцию россиян, китаеведов с комментариями: от «все дружно загоготали насчет открытия Лаборатории по изучению идей Си» - до «теперь нет сомнений, под кого легла Великая сверхдержава Россия». И то: зачем современной России нужен «социализм с китайской спецификой»? Свои марксистско-ленинские идеи иссякли? Попахивает идеологической диверсией! Но работавшие с Бабаевым люди говорят другое. В Институте востоковедения (ИВ) мнение о Бабаеве: он - авантюрист, безуспешно пытавшийся прицепиться к бюджету ИВ. Им запомнилось, как он хвастал знанием 12 языков, но, когда приходило время переговоров, ему требовался переводчик. Вылетев из ИВ и благодаря покровителям приземлившись в ИКСА на должность директора, он занялся переходом с гранита науки на рельсы коммерции. Как говорят уже в ИКСА, Бабаев – это самовлюбленная особа, манагер, он занят исключительно самопиаром и выстраиванием околонаучного бизнеса. За него пишут статьи, доклады, интервью, а он бегает по чиновникам, бизнесменам, договаривается и морочит всем голову какими-то успехами. Превращение отдельного взятого храма науки в ларек по продаже научных статусов - это уже реальность в ИКСА: от СВО прячутся в платной аспирантуре, им пишут статьи, диссертации и пр. Возможно, в этом и есть смысл «реформы РАН», начатой Ливановым, Фурсенко и пр. в 2013 году: it's just business. Забавно, что со стороны мудрого Китая пока нет откровенных оценок новому бизнес-проекту ИКСА по созданию Лаборатории по изучению идей Си. А на запрос ТАСС прозвучал ответ: «Китай приветствует взаимодействие с исследовательскими центрами всех стран, включая РФ, и поддержание контактов, касающихся идей [Си Цзиньпина]». Однако сколько денег Китай готов отвалить ИКСА за распространение идей Си в России, МИД Китая не сообщил. И не сообщил, алаверды, насколько идеи Путина в Поднебесной востребованы. ИКСА не раз привлекал к себе внимание правоохранителей в части освоения бюджета, но Минобрнауки который год продолжает ничего не замечать в своем подведе, мол, все идет по плану.

“They testified against the major general, but they were hushed up”

An inspector sat behind the generals of the Main Directorate of the Ministry of Internal Affairs for Moscow

In May, Moscow's Dorogomilovsky Court convicted two police officers of taking bribes worth more than a million rubles to block streets for the filming of the Chikatilo series. As the telegram channel of the Cheka-OGPU found out, this case could develop into a major investigation into corruption in the Main Directorate of the Ministry of Internal Affairs in Moscow. The employees who made a deal with the investigation testified about the monthly deductions to Major General Andrei Zakharov. However, their testimony was simply "hushed up".



According to the source, initially, in November 2019, employees of the Main Directorate of the Ministry of Internal Affairs for Moscow were brought to criminal responsibility in this case: inspector Fedorov of the UOOP, deputy head of the department Fayzullin, deputy head of the Department of Internal Affairs Kitai-city Smolin. Now all these employees have already received terms and are sent to camps.

Fedorov was the first to be caught red-handed, who, as part of an operational experiment, handed over Fayzullin. Fayzullin, in turn, surrendered Smolin. Some time later, Fedorov concluded a pre-trial agreement and testified against his colleague Vitaly Fokin and the deputy head of the public order protection department (UOOP) of the Main Directorate of the Ministry of Internal Affairs in Moscow, Sergei Kulishov.

Moreover, Fedorov, as part of a deal with the investigation, said that he, together with Fokin, each month chipped off 50 thousand rubles and transferred the money to Kulishov and directly to the head of the UOOP of the Main Directorate of the Ministry of Internal Affairs for Moscow, Major General Andrei Zakharov. The same bribe for general patronage was paid by other employees.

A week after Fedorov's testimony, Kulishov was detained, who also agreed to cooperate with the investigation. It would seem that the detention of Zakharov should follow. The leadership of the Ministry of Internal Affairs of the Russian Federation, deciding not to wait for this, immediately fired him.

And then the well-known miracles of the Russian investigation take place. Kulishov unexpectedly begins to testify that the "center" of all corruption chains was not Zakharov at all, but his subordinate Vitaly Fokin. According to Kulishov, Inspector Fokin, who had worked in the UOP for only 1.5 years at the time of the events, persuaded his boss Kulishov to accept bribes and himself organized extortions from employees and persons who needed the help of the UOP (such as a film crew).



Fokin, 25, pleaded not guilty to any of the charges. As a result, he was made the main corrupt official of the Main Directorate of the Ministry of Internal Affairs in Moscow. Kulishov, according to the decision of judge Talanina, received five years in prison, and Fokin .... 11 years in a strict regime with a fine of two million rubles

As for General Zakharov, he was not even interrogated.

After sitting in the shadows, he returned to work in the Ministry of Internal Affairs of the Russian Federation.

Rucriminal.info became aware that the events that served as the detention of a number of employees of the UOP for the so-called help to filmmakers could be hostile relations between the deputy chief of police of the Moscow headquarters, Major General Domashev, and at that time the head of the OOP Zakharov. In 2018, Colonel Domashev acted as head of the UOOP, but was soon sent into exile in the North Caucasus Federal District (according to the source, General Zakharov could have contributed to this), where he received a general position. A few years later, Domashev, with the support of the FSB, was able to return to the Moscow headquarters, but already in a position higher than the head of the department. Thus, Zakharov fell into submission to him and, accordingly, disgrace. Having offered Zakharov to leave, and having received a refusal, he began to pick up through people subordinate to Zakharov. Subsequently, essentially sacrificing his employees (7 people), he achieved the removal of Zakharov from his post, inviting Diokin, deputy head of the traffic police (a mutual acquaintance with Zakharov), to his position.

According to information provided by a source close to the UOOP, the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, the movie has been filmed and continues to be filmed. This is actively facilitated by the current deputy head of the UOOP GU, police colonel A.N. Polyansky (who took the post of Kulishov). The latter, in turn, served as chief of the 2nd operational regiment of the Central Internal Affairs Directorate, which had hundreds of patrols under his command.



By the way, the court judge Federov also testified against him.

Polyansky was also not interrogated in the framework of the criminal case.

Intimidation by sentences against Inspector Fokin and the others does not bear fruit.

The process of coordinating filming on the roadways and public parts of the city is quite laborious, affecting the interests of balance holders (Diptrans, Prefect, Administration, various State Budgetary Institutions and law enforcement agencies).

Without the appropriate documents, only big stars can allow filming (we previously mentioned General Zakharov), now General Diokin, a friend of Zakharov, oversees this direction.

General Zakharov, when asked by his colleagues about what happened, pretends that it did not concern him.

As it became known, at present, filmmakers are a thing of the past, they are actively "solving" issues with the territorial divisions of the Moscow Central Administration, so to speak on the ground, which the current leaders really dislike.

«Дали показания на генерал-майора, но их замяли»

За генералов ГУ МВД по Москве сел инспектор

 



В мае Дорогомиловский суд Москвы признал виновными двух полицейских в получении взяток на сумму более миллиона рублей за перекрытие улиц для съемок сериала «Чикатило». Как выяснил телеграм-канал ВЧК-ОГПУ, данное дело могло перерасти в крупное расследование о коррупции в ГУ МВД по Москве. Заключившие сделку со следствием сотрудники дали показания о ежемесячных отчислениях генерал-майору Андрею Захарову. Однако, их показания просто «замяли» .



По словам источника, изначально, в ноябре 2019 года, к уголовной ответственности по этому делу были привлечены сотрудники ГУ МВД по Москве: инспектор УООП Фёдоров, заместитель начальника отдела Файзуллин, заместитель начальника ОМВД Китай -город Смолин. Сейчас все эти сотрудники уже получили сроки и направляются в лагеря.

Первого с поличным задержали Федорова, который в рамках оперативного эксперимента сдал Файзуллина. Файзуллин, в свою очередь, сдал Смолина. Спустя некоторое время Фёдоров заключил досудебное соглашение и дал показания на своего коллегу Виталия Фокина и заместителя начальника управления охраны общественного порядка (УООП) ГУ МВД по Москве Сергея Кулишова.

Более того Федоров в рамках сделки со следствием рассказал, что он вместе с Фокиным ежемесячно скидывались по 50 тыс рублей и передавали деньги Кулишову и непосредственно начальнику УООП ГУ МВД по Москве генерал-майору Андрею Захарову. Такую же мзду за общее покровительство платили и другие сотрудники.

Спустя неделю после показаний Федорова был задержан Кулишов, который тоже согласился сотрудничать со следствием. Казалось бы следом должно последовать и задержание Захарова. Руководство МВД РФ, решив не дожидаться этого, сразу уволило его.

А дальше происходят известные всем чудеса российского следствия. Кулишов неожиданно начинает давать показания, что «центром» всех коррупционных цепочек был вовсе не Захаров, а его подчиненный Виталий Фокин. Как заявил Кулишов, инспектор Фокин, проработавший в УООП на момент событий лишь 1,5 года, склонял своего начальника Кулишова к получению взяток и сам организовывал поборы с сотрудников и лиц, нуждавшихся в помощи УООП (типа съемочной группы).



25-летний Фокин не признал свою вину ни в одном из предьявленных обвинений. В итоге его и сделали главным коррупционером ГУ МВД по Москве. Кулишов, согласно решению судьи Таланиной, получил пять лет лишения свободы, а Фокин….11 лет строгого режима со штрафом в два миллиона рублей

Что касается генерала Захаров то его даже не допросили.

Отсидевшись в тени, он восстановился на работе в МВД РФ.

Rucriminal.info cтало известно, что событиями, послужившими задержанию ряда сотрудников УООП за так называемую помощь киношникам, могли стать неприязненные отношения между заместителем начальника полиции московского главка генерал майором полиции Домашевым и в то время начальником управления ООП Захаровым. В 2018 году полковник Домашев исполнял обязанности начальника УООП, однако в скором времени был отправлен в ссылку в СКФО (по информации источника, этому мог способствовать генерал Захаров), где получил генеральную должность. Спустя несколько лет, Домашев, заручившись поддержкой сотрудников ФСБ, смог вернуться в московский главк, но уже в должности вышестоящей, нежели начальник управления. Таким образом Захаров попал к нему в подчинение и соответственно немилость. Предложив Захарову уйти, и получив отказ, он начал подбираться через подчинённых Захарову людей. В последующем, по сути жертвуя своими сотрудниками (7 человек) он добился снятия Захарова с должности, пригласив на его должность заместителя начальника ГИБДД Диокина (общего знакомого с Захаровым).

По информации предоставленной от источника близкого к УООП ГУ МВД России по г. Москве кино как снималось, так и продолжает сниматься. В этом активно содействует нынешний заместитель начальника УООП ГУ полковник полиции А.Н. Полянский (занявший должность Кулишова). Последний в свою очередь занимал пост начальника 2 оперативного полка ГУВД, в подчинении которого были сотни патрулей.

На него кстати тоже давал показания досудебщик Федеров.

Полянский так же не допрошен в рамках уголовного дела.

Запугивание приговорами в отношении инспектора Фокина и остальных не приносит своих плодов.

Процесс согласования киносъемок на проезжих и общественных частях города достаточно трудоёмок, затрагиваюет интересы балансосодержателей (Диптранс, Префекта, Управы, различных ГБУ и силовых ведомств).

Без соответствующих документов разрешить проведение съёмок под силу только большим звездам (ранее мы упоминали генерала Захарова), сейчас данное направление курирует генерал Диокин, друг Захарова.

Генерал Захаров на вопросы коллег о произошедшем, делает вид, что его это не касалось.

Как стало известно, в настоящее время киношники ушли в прошлое, активно "решают" вопросы с территориальными подразделениями Московского главка, так сказать на земле, что очень не нравится нынешним руководам.

Сам бизнес, связанный с кино приносил полицейским пассивный доход долгие годы, более 20 лет. Ходят легенды, что полицейские расписывались даже в смете за получение денег.

Удивительно, что в настоящее время нет ниодного нормативно правового акта, регламентирующего порядок их проведения (чем и пользуются полицейские), однако в Европе в частности США, созданы целые отряды полицейских для охраны киношников.
