According to this story alone, a contract was illegally concluded, more than two billion rubles were “mastered,” and according to the investigation, stolen. I wonder whose bank account this money is in now — Moscow, Dubai, or maybe Cyprus? Sivakov himself, together with his relative Matsepuro, hastily left Russia.

But this is only an episode.

In March, the head of the Department of Economic Development and Investment of the Volgograd Administration, Anna Eliseeva, was detained. She is charged under Part 6 of Article 290 of the Criminal Code of the Russian Federation. She was immediately extradited to Moscow and placed in a pretrial detention center. Eliseeva herself is not a significant player in Volgograd politics, but she is part of the team of Vice Mayor Irina Peshkova. Peshkova has a special status in the Volgograd City Hall. According to a source of the VChK-OGPU, she does not report to Vladimir Marchenko, but is a protege of Alexander Sivakov. Of all the officials, he reports personally only to the Governor of the Volgograd Region, Andrey Bocharov.



Despite the fact that, according to available information, Yeliseyeva gave the required testimony, the Moscow City Court extended her stay in the pretrial detention center, refusing to transfer her to house arrest.

It can be added that Sivakov had a hand in the transfer of Volgograd's utility networks to concessions. Direct damage to the budget is eight billion, and indirect losses, according to experts, can be measured in comparable amounts. He reorganized the city's transport system for the benefit of "Piteravto", and the budget said goodbye to several billion rubles.



The secret ingredient of his super-wealth is the raider seizure of the metallurgical plant "Red October". Over the course of a year, tens of billions of rubles in stolen metal "flowed" through a Swiss offshore company, with the support of Ukrainian metallurgical magnates. According to a source at Rucriminal.info, Sivakov took about five billion net. And the former drilling equipment plant, which existed to compete with Western service companies under sanctions, was literally cut up for scrap metal. They say that foreign oil service companies thanked Sivakov for this with generous kickbacks.

Another figure on the horizon of clouds is Vice-Governor Valery Bakhin. A year ago, his confidant Sergei Shatkovsky was arrested for embezzling more than a hundred million during the construction of the military-patriotic camp "Young Hawk". A deal with the investigation and Shatkovsky is already free, having testified against Bakhin. But the investigation has stalled, and the main suspect is still in his place.

We must give Bakhin his due: he masterfully built a corruption scheme in the field of drug procurement, controlling the market together with his wife, and managed to "master" over a hundred billion rubles during road construction, here he is helped by representatives of the Armenian diaspora. The result of his work was the amount of theft, calculated in tens of billions.

And now, on the threshold of arrests and asset seizures, the Russia-Belarus forum. Volodin carefully leads Bocharov to Putin, as a symbolic gesture, which, they hope, will raise the governor's "authority" to a level of inaccessibility for investigative bodies. Bocharov's previous amulet - the Hero Star, no longer works.

The topic for the meeting with Putin is becoming something completely different: a discussion of renaming the Volgograd airport to "Stalingrad", as an alternative to renaming the city. A neutral topic, it will not affect the ratings, Bocharov and Volodin assured. По одной только этой истории незаконно заключен контракт, два с лишним миллиарда рублей “освоено”, а по версии следствия похищено. Интересно, на чьём банковском счёте сейчас сидят эти деньги — в Москве, Дубае или, может, на Кипре? Сам Сиваков вместе с родственником Мацепуро спешно покинули Россию.

Но это лишь эпизод.

В марте была задержана глава департамента экономического развития и инвестиций администрации Волгограда Анна Елисеева. Ей инкриминируют часть 6 статьи 290 УК РФ. Ее сразу экстрадировали в Москву и поместили в СИЗО. Сама Елисеева не является значимым игроком волгоградской политики, но она входит в команду вице-мэра Ирины Пешковой. Пешкова обладает особым статусом в мэрии Волгограда. По словам источника ВЧК-ОГПУ, она не подчиняется Владимиру Марченко, а является ставленницей Александра Сивакова. Из чиновников отчитывается только лично перед губернатором Волгоградской области Андреем Бочаровым.



Несмотря на то, что по имеющейся информации, Елисеева дала требуемые показания Мосгорсуд продлил ее нахождение в СИЗО, отказав в переводе под домашний арест.

К этому можно добавить, что Сиваков приложил руку к передаче коммунальных сетей Волгограда в концессии. Прямой ущерб бюджету в восемь миллиардов, а косвенные потери, по оценкам экспертов, могут измеряться сопоставимыми суммами. Он реорганизовал транспортную систему города на благо «Питеравто», и бюджет попрощался с несколькими миллиардами рублей.







Секретный ингредиент его супербогатства - рейдерский захват металлургического комбината «Красный Октябрь». За год через швейцарский офшор, при поддержке украинских металлургических магнатов «утекло» десятки миллиардов рублей в виде украденного металла. Чистыми Сиваков, по данным источника Rucriminal.info, забрал около пяти миллиардов. А бывший завод буровой техники, существовавший для конкуренции с западными сервисными компаниями в условиях санкций, был буквально распилен на металлолом. Говорят, за это иностранные нефтесервисеры отблагодарили Сивакова щедрыми откатами.

Ещё одна фигура на горизонте туч — вице-губернатор Валерий Бахин. Год назад его приближённый Сергей Шатковский был задержан за хищение более ста миллионов при строительстве военно-патриотического лагеря «Юный Ястреб». Сделка со следствием и Шатковский уже на воле, дав показания против Бахина. Но расследование застопорено, и главный подозреваемый по-прежнему на своём месте.

Надо отдать Бахину должное: он мастерски выстроил коррупционную схему в сфере закупок лекарств, контролируя рынок вместе с супругой, и умудрился «освоить» уже свыше сотни миллиардов рублей при строительстве дорог, тут ему помогают представители армянской диаспоры. Итогом его работы стала сумма хищений, исчисляемая десятками миллиардов.

И вот, на пороге арестов и изъятий активов, форум Россия–Беларусь. Володин аккуратно подводит Бочарова к Путирну, как символический жест, который, как надеются, поднимет «авторитет» губернатора на уровень недосягаемости для следственных органов. Прошлый оберег Бочарова - Звезда Героя, больше не работает.

Темой для встречи с Путиным становится совсем иное: обсуждение переименования аэропорта Волгограда в «Сталинград», как альтернатива переименованию города. Нейтральная тема, не тронет рейтинги уверяли Бочаров с Володиным. На деле же по данным закрытых опросов антирейтинг Путина в Волгограде взлетел сразу на 23%, а по стране этот скандал потерялся на фоне нескончаемых сводок с фронта.

The contact details were those of a woman from Dagestan, who simultaneously registered two high-ranking customs officers for the event. Deputy Head of the Central Energy Customs Office Alexander Sherstobitov and Deputy Head of the Central Customs Administration Grigory Inochkin.

В утечках можно найти информацию о регистрации Битаевых в качестве болельщиков на матчи FIFA 2018. В качестве контакта были оставлены данные женщины, уроженки Дагестана, которая одновременно регистрировала на событие двух высокопоставленных таможенников. Замначальника Центральной энергетической таможни Александра Шерстобитова и замначальника Центрального таможенного управления Григория Иночкина.

This is, for example, the development of the budget for large federal road projects or the redistribution of lands on the Black Sea coast, with the demolition of hundreds of houses declared illegal. The head of the region will have to solve all this, under the whistles, protests and curses of the residents of the region. In general, the result that will be shown in the official document of the regional election commission for the gubernatorial elections can be safely called now. It will be 81-83%. Because the figure should be less than Vladimir Vladimirovich's in his last elections, well, and, preferably, in the same area that was "drawn" for Veniamin Ivanovich during the elections five years ago - and that was exactly 83%.

With now it seems a bit illogical to "cleanse" the bureaucratic cadres on the eve of elections. Under Kondratyev, usually by default, there is an "agreement" that all criminal cases are postponed until "after the elections".

Five years ago, the "victory" of Veniamin Kondratyev, who is extremely unpopular in Krasnodar Krai, with his real rating of around 25 percent, was ensured precisely by... printing. At that time, ballots were printed by the Krasnodarblankizdat CJSC enterprise - the only manufacturer of protected printing products in the region. Which is what ballots are. Only trusted employees remained in the workshop on the secret printing night, their silence reinforced by good financial bonuses. All cameras in the workshop were turned off. In an atmosphere of complete secrecy, unscheduled ballots were delivered to municipal election commissions to put a tick in the correct box and stuff them. In addition to this professionally executed "leftist", the printing of additional editions was entrusted to a number of other Kuban printing houses that did not have the technical capabilities to print high-quality protected products. What came out of these printing presses was so sad that in order not to notice the obvious defect, one had to be a member of the precinct election commissions and territorial election commissions. Guilloche frames, microprinting (files with "protection" were kindly provided to the leadership of the regional department of internal policy by the management of "Blankizdat") "floated" on ordinary paper, a completely different Pantone paint was used. But, nevertheless, everything came together. And in the year of the 83rd anniversary of the Krasnodar Territory, as recommended to Kondratyev by his numerologists-clairvoyants and hereditary sorceresses working on the staff of the administration, "83% of voters voted for him. Deputy Director of the DVP of the region Inna Khaustova decided to monetize her "salvation" from the ejection of heads of municipalities from their chairs. Inna Mikhailovna reported to the heads that if it were not for the "leftist" organized by her, the real result of her boss would have been exactly at the level of sociology - that is, 20-25 percent. And this meant the inevitable throwing out of office for ... lack of landscaping, for broken benches in the park, for unrepaired water pipes ... In general, not for the shame of the election, but for any official offense. Khaustova's price: a personal transfer to her from 50 to 100 thousand from each official snout monthly. The security forces came up with a scheme. Inna Mikhailovna went to rest in the village of Dvubratsky Ust-Labinsky district of the region for the women's "troika". This criminal fact is well known to the current administrative makers of the election result. Which contributes to the growth of their apprehension, which in turn is also a big obstacle on the way to such a variant of the future "convincing" victory of Kondratyev in the elections. However, there is no doubt about the "victory" itself. The question is different: by what left "technologies" that have nothing to do with the law will this victory be ensured once again?

Верных чиновников «режут», фальшивые бюллетени печатают



Судя по последним событиям, на Кубани вновь планируется включить «теневые» допмощности печатных станков. Тех станков, что в райском Краснодарском крае выдают на гора сотни тысяч «левых» избирательных бюллетеней для будущего «победителя» предстоящих в сентябре губернаторских выборов. Им назначен действующий губернатор Вениамин Кондратьев.



По словам источника телеграм-канала ВЧК-ОГПУ и Rucriminal.info, неизбежность предстоящей выборной аферы обусловлена серьезными кадровыми потерями в администрациях ряда ключевых кубанских территорий. Смотря на убыль чиновничьих фигур, можно сказать, что весной в регионе случилась неожиданная децимация. Кажется именно так, - уничтожением каждого десятого, поднимали боевой дух, отступивших с поля брани легионеров. Убыль ключевых чиновников, отвечающих за победные выборные результаты в регионе как раз приближается к условиям децимации.

При том, что Москалеву образцом законности тоже не назовешь ( и о ее «стиле работы» мы тоже рассказывали, надо отдать ей должное – делать результат выборов, переламывая провальную выборную реальность, она всегда умела. Еще со времен ее работы на интересы семьи тогдашнего главы района Виталия Очкаласова в администрации Кавказского района Кубани. Криминальные заслуги этой властной семейки – теперь разбирают подмосковные суды, разбирающие дело бывшего главного кубанского судья Чернова.



Практически одновременно была обезглавлена выборная орда мэрии Краснодара. Только что случилась отставка директора департамента внутренней политики Краснодара Геннадия Попова. Ну, и тут же как гром среди ясного выборного неба, - обыски в кабинетах мэрии и отправка под домашний арест вице-мэра, как раз по внутренней политике – Всеволода Нетребы. Ему предъявляется ст. 159 УК РФ «Мошенничество».



Нетреба в мэрию перебрался с третьестепенной должности (он работал начальником краснодарской станицы Пашковской) всего-то в августе прошлого года. Произошло это после личного собеседования с губернатором Кондратьевым, который этот талант на краснодарское внутриполитическое кресло и благословил.

С учетом того, что в Сочи в сентябре должны пройти еще и выборы депутатов Городского собрания, а в Краснодаре депутатов Городской Думы, ситуация сегодня для чиновников, отвечающих за победные результаты, не выглядит радостной.

Искреннюю нелюбовь к краевым властям и предводителю Кондратьеву лично могут высказать избиратели Анапы. Для которых предстоящий курортный сезон уже сейчас оборачивается катастрофой. После мазутного ЧС, после того, как Кондратьев в прошлом декабре браво заверял президента в прямом эфире, что никакие федеральная помощь краю не нужна, и он сам с бедой справится за недельку-другую (помянут ему слова «У нас работает группировка из 4 тысяч человек. Справимся»), в городе долгое время никто не сомневался, что так нагло обманувшего президента губернатора, на следующие выборы просто не пустят. По итогу Кондратьев благословление президента получил, но вот с благословлением на следующий срок от анапчан будет не все так гладко.

С учетом того, что и Анапа, и Геленджик вряд ли простят Кондратьеву, то полнейшие игнорирование интересов людей, по ходу продавливания им новых генеральных планов территорий, заточенных под интересы московских друзей губернатора, включение выборного печатного станка и сентябрьских миллионных вбросов становится просто неизбежным.

Кажется, уже ни для кого в крае не секрет, откуда у Кондратьева такие сильные кремлевские «завязки», которые даже президента могут убедить в исключительности таланта главного кубанского герольда. Безусловным и единственным преимуществом которого, является умение решать «вопросы» своих федеральных покровителей. А в Краснодарском крае их в ближайшую пятилетку предстоит «решать» немало. Это, к примеру, освоение бюджета под крупные федеральные дорожные проекты или передел земель черноморского побережья, со сносом сотен домов, объявленных незаконными. Это же все предстоит главе региона решать, под свист, протесты и проклятия жителей края. В общем, тот результат, что покажут в официальном документе крайизбиркома по губернаторским выборам, можно спокойно назвать и сейчас. Это будет 81-83%. Потому как, цифра должна быть меньше, чем у Владимира Владимировича на его последних выборах, ну, и, желательно, в том же районе, что было «нарисовано» Вениамину Ивановичу по ходу выборов пятилетней давности – а это были как раз 83%.

С учетом мазута, нищенских учительских зарплат, развала краевого здравоохранения, провала мусорной реформы и многочисленных народных бунтов против генпланов, можно будет результат нарисовать на процентик ниже. Типа реальность!

Сейчас немного нелогичным выглядит «очищение» чиновничьих кадров накануне выборов. При Кондратьеве, обычно, по умолчанию действует «договор» о том, чтобы вся уголовка переносилась на время «после выборов».

Пять лет назад «победа» крайне непопулярного в Краснодарском крае Вениамина Кондратьева с его реальным рейтингом в районе 25 процентов, была обеспечена как раз… полиграфией. Тогда бюллетени печатались предприятием ЗАО «Краснодарбланкиздат» - единственным в крае изготовителем защищенной полиграфпродукции. Каковыми избирательные бюллетени и являются. Тайной печатной ночью в цеху оставались только доверенные сотрудники, молчание которых подкреплялись неплохими финансовыми бонусами. В цеху были выключены все камеры. В обстановке полной секретности непредусмотренные бюллетени развозились по муниципальным избиркомам, для проставления галочек в правильном квадратике и вброса. Помимо, этого профессионально исполненного «левака» печать доптиражей, поручалась и ряду других кубанских типографий, которые не обладали техническими возможностями для печати качественной защищенной продукции. То, что вышло их этих печатных станков было настолько печально, что для того, чтобы не заметить откровенный брак нужно было быть членов УИКов и ТИКов. Гильоширные рамки, микропечать (файлы с «защиткой» были любезно предоставлены руководству краевого департамента внутренней политики руководством «Бланкиздата») на обычной бумаге «плыли», использовалась совершенно не та пантоновская краска. Но, тем не менее, все срослось. И в год 83-летия Краснодарского края, как и рекомендовали Кондратьеву его нумерологи-ясновидящие и потомственные колдуньи, работающие в штате администрации за него «проголосовали 83% избирателей. Для сравнения – фрагменты бюллетеней отпечатанных «Краснодарбланкиздатом» и простой типографией станицы Каневской, которая в 2020-м обеспечила «леваком» северные районы края.

Вообще-то подделка защищенной продукции – у нас уголовное преступление (ст. 327 УК РФ). Предприятие, допустившее не имеющее лицензий на печать гильошира в векторном варианте, может быть просто закрыто с последующими посадками или немалыми штрафами руководства. Но это же Кубань. Здесь во время выборных кампаний железные законы РФ приобретают консистенцию кабачковой икры, которую совершенно спокойно можно размазывать для губернаторского победного бутерброда.

Правда, уже в 2021-м случилась непредусмотренная «победой» уголовка. Замдиректора ДВП края Инна Хаустова решила монетезировать «спасение» ею от выкидывания из кресел глав муниципалитетов. Инна Михайловна, сообщала главам, что, если бы не организованный ею «левак», реальный результат ее шефа был бы как раз на уровне социологии – то есть 20-25 процентов. А это означало неминуемое вышвыривание деятелей с должности за… отсутствие озеленения, за сломанные лавочки в скверике, за неотремонтированный водопровод… В общем, не за выборный стыд, а за любую чиновничью провинность. Прайс Хаустовой: занос ей лично от 50 до 100 тысяч с каждого чиновничьего рыла ежемесячно. Силовики на схемку вышли. Инна Михайловна отправилась отдыхать в пос. Двубратский Усть-Лабинского района края на женскую «тройку». Этот уголовный факт нынешним административным делателям выборного результата хорошо известен. Что способствует росту их опасливости, что в свою очередь тоже большое препятствие на пути к такому варианту будущей «убедительной» победе Кондратьева на выборах. Впрочем, в самой «победе», сомнений нет. Вопрос в другом: какими левыми «технологиями» не имеющими никакого отношения к закону, эта победа будет в очередной обеспечена?
