How Okroyan and Yevtushenkov turned an aircraft engine plant into a pit



In the published investigation about the owner of the Soyuz aircraft engine scientific and technical complex, Mkrtich Okroyan, there is one small inaccuracy. According to the telegram channel VChK-OGPU, it was not to strengthen defense capability and scientific technical progress that an enterprising Komsomol worker from Armenia appropriated defense complex enterprises for himself and his family. He appropriated it with the help of the then mayor of the capital Luzhkov and his partner in the division of Moscow property, Vladimir Yevtushenkov. Now there is a huge pit where high-rise buildings with offices and apartments will soon rise into the sky, right in Luzhniki on the embankment.



This is why Moscow industrial enterprises with their infrastructure and energy capacities were grabbed for next to nothing, and not to improve engineering solutions in the field of aircraft and rocket science. Russia was never able to launch the production of the aircraft engines required for the X 55-101-555. But they organized a scheme for the purchase and delivery of these engines from other countries, a very profitable scheme from the point of view of enrichment at the expense of state defense procurement funds, into which the enterprises now owned by Yevtushenkov and Okroyan were built.

Vladimir Yevtushenkov somehow acquired the Dubna Machine-Building Plant, where MiGs and cruise missiles were once soldered, and Okroyan began to manage the 300 experimental plant, where aircraft engines for MiGs and Tues were developed and produced. In general, without investing anything, but only taking their considerable percentage, engines were purchased and resold at exorbitant prices to the Russian Ministry of Defense.

As Rucriminal.info found out, the tax authorities suspended operations on the accounts of Aerospace Engineering Center (Aerkits) Soyuz LLC back in April.

This coincided with the first part of the investigation, published in the spring, which revealed that Aerkits Soyuz LLC makes engines for rockets. Okroyan categorically denied this. Now on the Soyuz website in the products section there is no information about jet aircraft engines, but the news from 2021 about the 5th generation turbojet engine has not been removed.



The founders of Aerkits Soyuz LLC are three representatives of the Okroyan family - Mkrtich, presumably brother Harutyun and Andranik Mkrtichovich. The company's financial results for 2022 are missing and this raises great suspicions. If Aerkitz Soyuz does not produce engines for rockets, then why does it not publish financial statements?

And if it does, then the contracts are probably concluded bypassing the government procurement website and may be overpriced. Hence the villas and palaces. It is also easy to bypass the blocking of tax accounts if the partner is Sergei Chemezov’s Rostec.

Experts assess the financial condition of Aerkits Soyuz LLC negatively, noting low financial stability, solvency and efficiency. The company has a debt to the tax authorities in the amount of 24 million rubles. for 2021. It seems no one is going to extinguish it.

Aerkitz Soyuz LLC has a “subsidiary” company “Soyuz Testing”, most likely, which is a “lay-in”, since there is only 1 employee on staff. This company has three “subsidiaries” that are in the process of liquidation - LLC “ Titan Alliance, Alliance Energy LLC and Engineering Alliance LLC



All three companies were created in 2021, and in 2023 the registration authority made a decision on the upcoming exclusion of the legal entity from the Unified State Register of Legal Entities (the presence in the Unified State Register of Legal Entities of information about the legal entity in respect of which a record of unreliability was made).



The co-founder of these companies, together with Soyuz Testing LLC, is Alliance-M LLC, the founders of which are LLC YUK Opora, owned by Ambartsum Martirosyan, and himself.



Mkrtich Okroyan is the founder of 6 operating companies, including two museums. Ami Group LLC, engaged in the sale of motor vehicles with 1 employee, apparently exists to withdraw money, since the company has never had any revenue or profit.



The head of Ami Group LLC is Artem Migai, who also runs September LLC, which produces oil with 1 employee. The founder of this company is Auri Group LLC, owned by TsPP Jupiter LLC, which operates in the field of law. On September 22, tax authorities suspended operations on Jupiter accounts.



In Carlos LLC, which is engaged in real estate rental, together with Mkrtich Oroyan, the founders are Yastreb Gold LLC, Sokol Torg LLC and Krechet PRO LLC. In the first company, 40% belongs to Anna Okroyan, judging by her patronymic, the daughter of Mkrtich Okroyan.



LLC "Aerkk "Soyuz" (Aerospace Corporation "Soyuz") has nothing but a loud name; in 2022 the company's revenue is 0, loss is 3.7 million rubles. Everything is somehow sad in the companies of Mkrtich Okroyan. And it’s hard to even imagine where he got the money for expensive foreign real estate.



Another founder of Aerkk Soyuz LLC, Aratyun Okroyan, is a director in 3 companies and a founder in 8 operating companies that cannot boast of excess income.



Andranik Okroyan’s situation is no better; the value of his companies in 2022 was only 4.6 million rubles.

Mkrtich Okroyan has created a family octopus in which the founders and their companies intersect with each other. This is probably what makes it possible to withdraw money received from state corporations, with which Okroyan denies any connection.

Defense contracts are strictly classified, so it is unlikely that Mkrtich Okroyan will be brought to light. However, surprisingly, the tax authorities took charge of Okroyan. Since April, he has been unable to unblock the accounts of Aerkits Soyuz LLC.

So far, patrons from the military-industrial complex are apparently still helping Mkrtich Okroyan hide his income. However, information about expensive real estate abroad can play a cruel joke on a lover of museum art. В вышедшем расследовании о хозяине авиамоторного научно технического комплекса «Союз» Мкртич Окроян есть одна небольшая неточность. По данным телеграм-канала ВЧК-ОГПУ, не для усиления обороноспособности и научного технического прогресса присвоил себе и своей семье предприятия оборонного комплекса предприимчивый комсомольский работник из Армении. Присвоил с помощью тогдашнего мэра столицы Лужкова и его компаньона по дележу московской собственности Владимира Евтушенкова. Последний начинал с Юрием Михайловичем в Мосгорисполкоме и руководил управлением, а потом и комитетом по науке и технике мэрии.


Вот после распада СССР они за определенную мзду и распоряжались московскими предприятиями. Окроян в связке с Евтушенковым на все сто распорядились заводом ЗиЛ, которого теперь просто нет , а на его месте теперь жилые комплексы и бизнес центры. Закатали в асфальт все московские заводы по производству станков, подшипников и другого, ну и 300-ый завод (нынешний АМНТК "Союз"), конечно, не остался без их внимания. Теперь здесь огромный котлован, где скоро в небо уйдут высотки с офисами и апартаментами, прямо в Лужниках на набережной.

Вот для чего хапали за бесценок московские промышленные предприятия с их инфраструктурой и энергетическими мощностями, а не для совершенствования инженерных решений в области авиа и ракетостроения. В России так и не смогли наладить выпуск необходимых для Х 55-101-555 авиадвигателей. Зато организовали схему по покупке и доставке этих двигателей из других стран, очень выгодную схему с точки зрения обогащения за счет средств гособоронзаказа, куда и были встроены теперь уже принадлежащие Евтушенкову и Окрояну предприятия.

Владимир Евтушенков каким то образом заполучил Дубненский машиностроительный завод, где когда то паяли МиГи и крылатые ракеты, а Окроян стал распоряжаться 300 экспериментальным заводом, на котором разрабатывали и выпускали авиадвигатели для МиГов и Ту. В общем ничего не вкладывая, а только забирая свой немалый процент, закупались двигатели и втридорога перепродавались Минобороны России.

Как выяснил Rucriminal.info, налоговые органы еще в апреле приостановили операции по счетам ООО «Аэрокосмический инжиниринговый центр (Аэркиц) «Союз».

Это совпало с первой частью расследования, опубликованного весной, в котором рассказывалось о том, что ООО «Аэркиц «Союз» делает двигатели для ракет. Окроян это категорически отрицал. Сейчас на сайте «Союза» в разделе продукция нет информации о реактивных авиадвигателях, однако не убрана новость от 2021 г. про турбореактивный двигатель 5 поколения.







Учредителями ООО «Аэркиц «Союз» являются три представителя семьи Окроян – Мкртич, предположительно брат Арутюн и Андраник Мкртичович. Финансовые результаты компании за 2022 г. отсутствуют и это вызывает большие подозрения. Если «Аэркиц «Союз» не производит двигатели для ракет, то почему не публикует финансовую отчетность?

А если производит, то контракты, наверное, заключаются мимо сайта госзакупок и могут иметь завышенную стоимость. Отсюда и виллы, и дворцы. Блокировку счетов налоговой тоже легко обойти, если партнером является «Ростех» Сергея Чемезова.

Эксперты оценивают финансовое состояние ООО «Аэркиц «Союз» негативно, отмечая низкие финансовую устойчивость, платежеспособность и эффективность. Компания имеет задолженность перед налоговыми органами в размере 24 млн руб. на 2021 г. Гасить ее, похоже, никто не собирается.

У ООО «Аэркиц "Союз» есть «дочерняя» компания «Союз Испытания», скорее всего, являющаяся «прокладкой», так как в штате числится всего 1 сотрудник. У этой компании имеются три «дочки», находящиеся в стадии ликвидации - ООО «Титан Альянс», ООО «Альянс Энергия» и ООО «Инжиниринг Альянс»







Все три компании были созданы в 2021 г., а в 2023 г. регистрирующим органом принято решение о предстоящем исключении юридического лица из ЕГРЮЛ (наличие в ЕГРЮЛ сведений о юридическом лице, в отношении которых внесена запись о недостоверности).

Соучредителем этих компаний вместе с ООО «Союз Испытания» выступает ООО «Альянс-М», учредители которого - ООО «ЮК Опора», принадлежащее Амбарцуму Мартиросяну, и он сам.

Мкртич Окроян является учредителем 6 действующих компаний, среди которых два музея. ООО «Группа Ами», занимающаяся торговлей автотранспортными средствами с 1 сотрудником в штате, видимо, существует для вывода денег, так как у компании никогда не было ни выручки, ни прибыли.

Возглавляет ООО «Группа Ами», Артем Мигай, который также руководит ООО «Сентябрь», добывающим нефть с 1 сотрудником в штате. Учредитель этой компании - ООО «Аури Групп», принадлежащая ООО «ЦПП «Юпитер», осуществляющего деятельность в области права. 22 сентября налоговые органы приостановили операции по счетам «Юпитера».

В ООО «Карлос», занимающегося арендой недвижимости, вместе с Мкртичем Орояном учредителями являются ООО «Ястреб Голд», ООО «Сокол Торг» и ООО «Кречет ПРО». В первой компании 40% принадлежит Анне Окроян, судя по отчеству, дочке Мкртича Окрояна.

ООО «Аэркк «Союз» (Аэрокосмическая корпорация «Союз») кроме громкого названия ничего не имеет, в 2022 г. выручка компании 0, убыток 3.7 млн руб. Как-то все печально в компаниях Мкртича Окрояна. И даже представить себе трудно, где он взял деньги на дорогую зарубежную недвижимость.

Другой учредитель ООО «Аэркк «Союз» Аратюн Окроян – руководитель в 3 компаниях и учредитель в 8 действующих компаниях, которые не могут похвастаться сверхдоходами.



Не лучше обстоят дела и у Андраника Окрояна, стоимость его компаний в 2022 г. составила всего 4.6 млн руб.

Мкртич Окроян создал семейный спрут, в котором учредители и их компании пересекаются друг с другом. Наверное, это и позволяет выводить деньги, полученные от государственных корпораций, связь с которыми Окроян отрицает.

Оборонные контракты строго засекречены, поэтому вывести Мкртича Окрояна на чистую воду вряд ли удастся. Однако, на удивление, за Окрояна взялась налоговая. С апреля месяца ему не удается разблокировать счета ООО «Аэркиц «Союз».

Пока покровители из ВПК, видимо, еще помогают Мкртичу Окрояну скрывать свои доходы. Однако информация про дорогую недвижимость за границей может сыграть с любителем музейного искусства злую шутку. Если ты официально гол как сокол, то виллы и дворцы надо прятать так, чтобы их не нашли.

В России много разных соперничающих групп влияния, и кто-то может воспользоваться информацией о Мкртиче Окрояне в своих целях. Возникнет вопрос, откуда у него деньги. А они любят тишину. Можно ненароком из окна выпасть или с лестницы упасть. Когда реализуешь сомнительные схемы с представителями российской власти, всякое может случиться.

Some kind of “murky” scheme is emerging. A new company is created, which is transferred for a short time to a controlled person, then it is mortgaged to the bank and allegedly purchased. In this case, we are not talking about any investments from the PIK Group. PSB has already made them for her.

Everything is opaque with the company Centrotrust JSC, which acquired 20% of the shares of PIK Group from Sergei Gordeev. It manages 20 “subsidiary” structures through various closed-end mutual funds. The owners of Centrotrust JSC are partners of oligarch Roman Abramovich Alexander Abramov, Dmitry Merkushenko, Alexander Frolov and Sergei Bratukhin.

They may also turn out to be temporary owners of shares in the IK Group, as evidenced by the history of Moscow Investment Company LLC (MIK). Until February 2022, it belonged to Alexey Dozortsev, from whom it was transferred to the closed mutual fund Fundamental Investment Solutions, managed by Centrotrust JSC. In April of the same year, MIK ended up with Pik-Investproekt LLC, whose share has been pledged to Alfa-Bank since September.

At the end of 2022, MIK LLC received a loss of 109 million rubles, it increased by 3,488%, the value of the company fell by 671%, while revenue increased by 5%. It seems that the bank's money could have been withdrawn, otherwise it is difficult to explain such a drop in financial results for the year.

Sergey Gordeev can use a similar scheme for transferring assets to legalize companies owned by private individuals affiliated with PIK Group. From them, companies enter the structures of JSC Centroinvest, and from them into LLC PIK Investproekt. Although in the case of JSC Capital he acted differently. Apparently, he hoped that no one would discover Kamila Khafizova’s connection with PIK Group of Companies.

The participation of Roman Abramovich’s partners in the dubious scheme is explained by Sergei Gordeev’s closeness to Vladimir Putin’s entourage. In 2003, the businessman held the position of deputy general director of the National Judo Union (NSD), established by the Yavara-Neva non-profit partnership, owned by Arkady Rotenberg

In March, it became known that Sergei Gordeev was going to sell the Columbus shopping center to the daughter of the oligarch Lilia Rotenberg. The asset belonged to Mirs LLC, in which Sergei Gordeev's share was on the encumbrance of Otkritie Bank, owned by VTB.

Since June, MKOO TPS Real Estate Holding Limited became the owner of Mirs LLC, and its share at the same time was pledged to Otkritie Bank. This transaction could have been purely “paper”; the bank simply transferred the collateral from Sergei Gordeev to MKOO TPS Real Estate Holding Limited.

The PIK-Investproekt company has about 100 “subsidiary” structures, in most of which the parent company’s share is under the encumbrance of Sberbank, VTB and other banks. If not for their support, the PIK Group would have collapsed long ago. And so it works like a construction pyramid, pawning some assets to state banks to acquire others, and sometimes palming off dummy companies, such as Nelson LLC and the like.

In addition to the sale of PIK Group of Companies, there was also a rumor on the market about the creation of a new construction company by Sergei Gordeev. In March last year, the businessman established Holding Finance LLC, where he is also the director. For now, this is a purely technical structure with 1 employee on staff.

Sergey Gordeev heads MKOO "Ledamen", the founder of which is LLC "PIK+". This is also a technical company with 1 employee. The owner of PIK+ LLC is the HREF FUND (Liechtenstein), its share is under the encumbrance of the Russian Agricultural Bank (RSHB). The fund has only 1 employee, so in 2022 HREF received a loss of 2.2 billion rubles. Another reason could be withdrawal of bank money.

In addition to Holding Finance LLC, Sergei Gordeev owns only 1 company - Plaza Holding LLC, in which the HREF FUND is a co-founder. The loss of Plaza Holding with 1 employee in 2022 amounted to 2.7 billion rubles, in 2021 - 14 billion rubles.

In June, together with Mirs LLC, Sergei Gordeev lost Laut LLC, which was transferred to Northern Development JSC, whose founders are unknown. Laut LLC is a legal entity of the Salaris shopping center, the sale of which, like the Paveletskaya Plaza shopping center, also became known in June. Its legal entity Paveletskaya Ploshchad LLC was transferred to Delovoy Dom JSC. Most likely, this structure, like Northern Development JSC, was created for the sale of shopping centers and is controlled by Sergei Gordeev

Sergei Gordeev is trying to get rid of the assets he owns, but so far there is nothing indicating that he has created a new construction company. Without the support of state banks, even with the help of “murky” schemes, the shareholder of the PIK Group of Companies is unlikely to succeed.

ООО «Площадь Строгино» до августа принадлежало АО «СК «Донстрой», структуре ВТБ, бывшего партнера Сергея Гордеева по ГК «ПИК». С августа доля ООО «Гамма Холдинг» в ООО «Трест Мосзеленстрой» находится под обременением ПСБ.

Получается, что в августе в ПСБ были заложены ООО «Трест Мосзеленстрой», ООО «Нельсон» и ООО «Гамма Холдинг», а в сентябре ООО «ПИК- Инвестроект» якобы приобрело актив, находящийся в залоге у банка.

Какая-то «мутная» схема вырисовывается. Создается новая компания, которая передается на короткое время подконтрольному лицу, потом она закладывается в банк и якобы покупается. Ни о каких инвестициях в данном случае со стороны ГК «ПИК» речь не идет. Их уже за нее сделал ПСБ.

Все непрозрачно и с компанией АО «Центротраст», которая приобрела 20% акций ГК «ПИК» у Сергея Гордеева. Она управляет через различные ЗПИФы 20 «дочерними» структурами. Владельцы АО «Центротраст» - партнеры олигарха Романа Абрамовича Александр Абрамов, Дмитрий Меркушенко, Александр Фролов и Сергей Братухин.

Они также могут оказаться временными владельцами акций ГК «ИК», на что указывает история ООО «Московская инвестиционная компания» (МИК). До февраля 2022 г. оно принадлежало Алексею Дозорцеву, от которого перешло ЗПИФу «Фундаментальные инвестиционные решения», управляемому АО «Центротраст». В апреле того же года «МИК» оказалась у ООО «Пик-Инвестпроект», чья доля с сентября находится в залоге у «Альфа-Банка».

По итогам 2022 г. ООО «МИК» получило убыток 109 млн руб., он увеличился на 3 488%, стоимость компании упала на 671%, при этом выручка увеличилась на 5%. Похоже, что деньги банка могли быть выведены, иначе трудно объяснить такое падение финансовых результатов за год.

Подобную схему передачи активов Сергей Гордеев может применять, чтобы легализовать компании, принадлежащие аффилированным с ГК «ПИК» частным лицам. От них фирмы попадают в структуры АО «Центроинвест», а от них в ООО «ПИК Инвестпроект». Хотя в случае с АО «Капитал» действовал по-другому. Видимо, рассчитывал, что никто не обнаружит связь Камилы Хафизовой с ГК «ПИК».

Участие в сомнительной схеме партнеров Романа Абрамовича объясняется близостью Сергея Гордеева к окружению Владимира Путина. В 2003 г. бизнесмен занимал должность замгендиректора «Национального союза дзюдо» (НСД), учрежденного некоммерческим партнёрством «Явара-Нева», владельцем которого был Аркадий Ротенберг.

В марте стало известно, что Сергей Гордеев собирается продать ТРЦ Columbus дочери олигарха Лилии Ротенберг. Актив принадлежал ООО «Мирс», в котором доля Сергея Гордеева находилась од обременением банка «Открытие», принадлежащего ВТБ.

С июня владельцем ООО «Мирс» стало «МКООО «ТПС Реал Эстейт Холдинг Лимитед», его доля в то же время перешла в залог банку «Открытие». Эта сделка могла быть чисто «бумажной», банк просто переписал залог с Сергея Гордеева на «МКООО «ТПС Реал Эстейт Холдинг Лимитед».

У компании «ПИК-Инвестпроект» около 100 «дочерних» структур, в большинстве которых доля материнской компании находится под обременением Сбера, ВТБ и других банков. Если бы не их поддержка, то ГК «ПИК» давно бы рухнула. А так работает как строительная пирамида, закладывая госбанкам одни активы для приобретения других, а иногда подсовывает и фирмы-пустышки, такие как ООО «Нельсон» и ему подобные.

Кроме продажи ГК «ПИК» на рынке прошел слух и о создании Сергеем Гордеевым новой строительной компании. В марте прошлого года бизнесмен учредил ООО «Холдинг Финанс», в котором является и руководителем. Пока это – чисто техническая структура с 1 сотрудником в штате.

Сергей Гордеев руководит МКООО «Ледамен», учредитель которого - ООО «ПИК+». Это тоже техническая компания с 1 сотрудником штате. Владельцем ООО «ПИК+» является ФОНД ХРЕФ (Лихтенштейн), его доля под обременением Россельхозбанка (РСХБ). В фонде работает всего 1 сотрудник, поэтому в 2022 г. ХРЕФ получил убыток 2.2 млрд руб. Другой причиной может быть вывод денег банка.

Кроме ООО «Холдинг Финанс» Сергею Гордееву принадлежит только 1 компания - ООО «Плаза Холдинг», в котором соучредителем является ФОНД ХРЕФ. Убыток «Плазы Холдинг» с 1 сотрудником в штате в 2022 г. составил 2.7 млрд руб., в 2021 г. – 14 млрд руб.

В июне вместе с ООО «Мирс» Сергей Гордеев лишился ООО «Лаут», которое перешло АО «Северал Девелопмент», чьи учредители неизвестны. ООО «Лаут» - юридическое лицо ТРЦ «Саларис», о продаже которого, как и ТРЦ «Павелецкая плаза», стало известно тоже в июне. Его юрлицо ООО «Павелецкая площадь» отошло АО «Деловой Дом». Скорее всего, эта структура, как и АО «Северал Девелопмент», создана для продажи ТРЦ и контролируется Сергеем Гордеевым.

Сергей Гордеев пытается избавиться от принадлежащих ему активов, но пока ничего не свидетельствует о создании им новой строительной компании. Без поддержки госбанков даже при помощи «мутных» схем у акционера ГК «ПИК» это вряд и получится.
