I truly love my job, but right now my team is being destroyed. A team of people who made the Kronotsky Nature Reserve one of the best in the country and the world. These are real professionals in their field, equal to a few in the reserved system. My duty is to do my best. People became hostages of the soulless formalism of the system as part of the investigation of the criminal case on the cleanup of the Kronotsky Reserve in 2015-16.



All the accusations against my team are based on the testimony of witnesses who were convicted in a special order and received suspended sentences for this. Template scheme: intimidate, get evidence and build the whole case based on them. God alone knows what ultimatums were given to them, in their testimony they blamed the former director of the Kronotsky Reserve, Tikhon Shpilenok, who had already died by that time, for everything. The investigation did not come up with anything better than to bring the guilty to his deputies and researchers who worked on the project to clean up the reserve, performing their official duty.



On Monday, the prosecutor's office asked for real terms: for my deputy for science and tourism Roman Korchigin Roman Anatolevich - 6 years in prison, for the head of the scientific department Darya Panicheva Darya Panicheva - 7 years, for the deputy for finance and economy Oksana Terekhova Oksana Terekhova - 8 years, for the former deputy for general affairs, Nikolai Pozdnyakov, 4.5 years. Analyzing the attitude of the judge to the case, I understand that these people will be arrested in the courtroom in the coming days. They all have families and children. These are ruined destinies. However, there is no evidence for them. What actually happened on the territory was not investigated in any way. Not a single confrontation, not a single expert assessment of documents, not a single cost examination of the work performed, assessment of the contractor's expenses, assessment of the state of natural complexes at the work sites have been carried out, the places of supposedly existing burrows have not been established, but it was possible to at least conduct a banal polygraph - all is based on the testimony obtained as part of a deal with the investigation.



In court against employees, in his testimony, the main witness for the prosecution, contractor Vitaliy Drozd, said: “I don’t understand at all what the reserve’s employees are doing here”, “The reserve’s management and the reserve’s employees, they pursued good goals in cleaning up the reserve.”

The second main witness for the prosecution, Alexander Ilyin, said: "The work was actually carried out and a large amount was done in the reserve", "It was a scale: with the involvement of equipment, with the involvement of ships, transport." To the questions "Any cases are known that any of the employees of the Kronotsky Reserve in 2015 or 2016 received any illegal rewards for carrying out criminal or illegal, in your opinion, activities related to the elimination of accumulated environmental damage ?", Ilyin replied "No, it is not known."

But the court does not take this into account, the basis is still their testimony, written under pressure during a deal with the investigation. And even in them there is nothing about the criminal role of our employees, this is only mentioned in the certificates of operational employees and the conclusions of the investigator.

Such terms for murders are not always given, but here, in fact, for the performance of their official duties. Since the employees worked smoothly and clearly followed the orders of the director, they certainly represented an organized criminal group. In this case, an organized crime group can be called any workable team! Tikhon, as a director, was really responsible for everything that happened in the institution. I don't know what mistakes he made, now only God can judge him. But I am sure that the employees became hostages of his death, the desire to curry favor and the soulless formalism of the system.



Judging by the attitude of the judge and the logic of the development of events (representatives of the Ministry of Natural Resources are not allowed into the process, although they were determined by the decision of the investigator by the injured party; photo and video recording of the process is not allowed; all petitions are rejected; the possibility of a full interrogation of witnesses is limited) they are simply trying to quietly condemn the employees .

I do not know what else I can do as a director in order to achieve an objective investigation of the case against my employees, how to draw attention to this inhuman formalism that breaks people's lives.

Therefore, I turn to you all for help, most likely the last one in the position of director of the Kronotsky Reserve.

P.S. I came to work as the director of the Kronotsky Nature Reserve in order to continue the work of my brother, my family, in which I believe and which I love with all my soul. And no one will ever convince me that Tikhon could give the command to bury garbage in the territory of the Reserve, he would never have crossed out everything that he had done before. We will fight for colleagues and justice to the end, but I consider it senseless and even vile to drag out the work of the most difficult Institution without my guys, to hire new employees in their places, as if nothing had happened.

In Kamchatka, the trial of the employees of the Kronotsky Reserve is coming to an end. The prosecution demanded to recover hundreds of millions of rubles from employees of one of the country's leading environmental institutions and deprive them of their liberty for terms of 6 to 8 years. They are charged with embezzlement of funds allocated from the state budget for the elimination of accumulated environmental damage on the Pacific coast of the reserve. The employees were just doing their jobs.

As part of the debate of the parties at the trial in the "clean-up case" in the Kronotsky Reserve, despite the abundance of evidence of the work being done, the public prosecutor said: the guilt of the defendants was proven in full, and punishment is possible only by real imprisonment.



The following are accused of embezzlement: Deputy Director for Science and Educational Tourism Roman Korchigin, Head of the Scientific Department Daria Panicheva, Deputy Director for Financial and Legal Support Oksana Terekhova. In addition, the former director of the reserve Tikhon Shpilenok is accused posthumously. The prosecution demands to recover from them damages totaling over 460 million rubles in solidarity, to award multimillion-dollar fines, and to send the defendants to prison for terms of 6 to 8 years.

The work was carried out within the framework of the federal targeted program, it was a pilot project for Russia to eliminate the accumulated environmental damage in protected areas. The prosecution insists that the cleanup was not carried out, and the defendants embezzled funds allocated by the state. The investigation is based on the hypothesis that hundreds of tons of metal barrels, empty and with the remains of fuel and lubricants, old equipment and fragments of buildings were not taken out of the protected area, but buried on the shore. At the same time, in the course of the investigation, not a single confrontation, not a single expert assessment of documents, not a single cost examination of the work performed, assessment of the contractor's expenses, assessment of the state of natural complexes at the work sites were carried out, the places of allegedly available diggings were not established.

The basis of the criminal case against the employees of the reserve was the testimony of the contractor who performed the clean-up work, who, as part of a deal with the investigation, in order to receive a milder punishment for his previous crimes and be released, slandered Tikhon Shpilenok, accused him of creating an organized crime group, taking advantage of the fact that that the director of the reserve died of a serious illness in 2016 and could no longer refute his testimony.



“Since the investigation could not interrogate the deceased director, his subordinates were unreasonably brought to justice, who were simply doing their duty. There is no objective evidence of my colleagues' guilt. Throughout the investigation, it was obvious that the investigation was not interested in a real search for evidence, conducting examinations and establishing the truth. But the accuser's side claims that since the employees worked smoothly and clearly followed the director's orders, they certainly represented an organized criminal group. To prove that the conclusions of the investigation are incorrect, the Kronotsky Reserve team collected hundreds of documents, photo and video materials, evidence, including the conclusions of scientific institutions, Rosprirodnadzor and the Ministry of Natural Resources of Russia. Reports with footage of cleaning and waste disposal in Petropavlovsk-Kamchatsky were broadcast on Kamchatka and federal TV channels and are still in the public domain.

“On the coast of the Kronotsky Peninsula in the areas of Olga Bay, the mouth of the Bolshaya Chazhma River, Cape Kozlov and the Cape Kronotsky lighthouse, in 2016, work was carried out to eliminate the previously accumulated damage and technical land reclamation. Over the past years, a good natural overgrowth of the territory has been noted. The restoration of plant communities and the passage of succession stages proceed in accordance with their natural features. The developed program of measures to eliminate objects of previously accumulated damage and technical reclamation is effective and can be recommended for implementation in other specially protected natural areas of the Russian Federation,” said Mikhail Kozhin. Mikhail, being a researcher at the Faculty of Biology of Moscow State University, led the geobotanical team, which conducted monitoring of the natural restoration of natural complexes after cleaning in the Kronotsky Reserve.

В редакцию Rucriminal.info обратились коллеги Петра Шпиленока - директора ФГБУ «Кроноцкий государственный заповедник» и передали его завление.

«Подал заявление на увольнение с должности директора ФГБУ «Кроноцкий государственный заповедник». С болью в сердце пишу об этом. Искренне люблю свою работу, но прямо сейчас уничтожают мою команду. Команду людей, которые сделали Кроноцкий заповедник одним из лучших в стране и мире. Это настоящие профессионалы своего дела, равных которым в заповедной системе единицы. Мой долг – сделать все, что могу. Люди стали заложниками бездушного формализма системы в рамках расследования уголовного дела об очистке Кроноцкого заповедника в 2015-16 гг.

Все обвинения против моей команды построены на показаниях свидетелей, осужденных в особом порядке и получивших за это условные сроки. Шаблонная схема: запугать, получить показания и на их основе выстроить все дело. Один Бог ведает, какие ультиматумы перед ними были поставлены, в своих показаниях они во всем обвинили уже умершего к тому моменту бывшего директора Кроноцкого заповедника Тихона Шпиленка. Следствие не придумало ничего лучше, чем привлечь виновными его заместителей и научных сотрудников, которые работали над проектом по очистке заповедника, выполняя свой служебный долг.

В понедельник прокуратура запросила реальные сроки: для моего заместителя по науке и туризму Романа Корчигина Роман Анатолевич – 6 лет лишения свободы, для начальника научного отдела Дарьи Паничевой Дарья Паничева – 7 лет, для заместителя по финансам и экономике Оксаны Тереховой Оксана Терехова – 8 лет, для бывшего заместителя по общим вопросам Николая Позднякова – 4,5 года. Анализируя отношение судьи к делу, я понимаю, что эти люди будут арестованы в зале суда в ближайшие дни. У всех у них семьи, дети. Это разрушенные судьбы. При этом в отношении их нет никаких доказательств. Что вообще происходило на территории, никак не расследовалось. Не проведено ни одной очной ставки, ни одной экспертной оценки документов, ни одной стоимостной экспертизы проведенных работ, оценки расходов подрядчика, оценки состояния природных комплексов в местах проведения работ, не установлены места якобы имевшихся закопок, можно же было хотя бы банальный полиграф провести – все строится на показаниях, полученных в рамках сделки со следствием.

В суде против сотрудников в своих показаниях основной свидетель обвинения, подрядчик Виталий Дрозд, сказал: «Я вообще не понимаю, что здесь делают сотрудники заповедника», «Руководство заповедника и сотрудники заповедника, они преследовали благие цели по очистке заповедника».

Второй основной свидетель обвинения, Александр Ильин, сказал: "Работы на самом деле выполнялись и большой объем выполнен был в заповеднике", "Это был масштаб: с привлечением техники, с привлечением судов, транспорта". На вопросы "Известны какие-либо случаи о том, чтобы кто-либо из работников Кроноцкого заповедника в 2015 или в 2016 году, получали какие-либо незаконные вознаграждения за осуществление преступной или незаконной, по вашему мнению, деятельности, связанной с ликвидацией накопленного экологического ущерба?", Ильин ответил "Нет, неизвестно".

Но суд это не учитывает, в основу все равно ложатся их показания, написанные под давлением во время сделки со следствием. И даже в них про преступную роль наших сотрудников ничего нет, об этом говорится только в справках оперативных сотрудников и выводах следователя.



Один из ключевых свидетелей, Коваль, на суде заявил, что часть подписей в протоколе – не его, это же было доказано экспертизой…

Такие сроки за убийства не всегда дают, а тут по сути – за выполнение своих должностных обязанностей. Раз сотрудники работали слаженно и чётко выполняли распоряжения директора, то непременно представляли собой организованную преступную группу. В таком случае ОПГ можно назвать любой работоспособный коллектив! Тихон, как директор, действительно нёс ответственность за всё происходящее в учреждении. Я не знаю, какие он ошибки совершил, теперь только Бог ему судья. Но я уверен, что сотрудники стали заложниками его смерти, желания выслужиться и бездушного формализма системы.



Судя по отношению судьи и логике развития событий (не допускаются в процесс представители Минприроды, хотя они были определены постановлением следователя потерпевшей стороной; не разрешается фото- и видеофиксация процесса; отклоняются все ходатайства; ограничивается возможность полного допроса свидетелей) сотрудников пытаются просто по-тихому осудить.

Я не знаю, что я еще могу сделать как директор для того, чтобы добиться объективного расследования дела в отношении моих сотрудников, как привлечь внимание к этому бесчеловечному формализму, ломающему судьбы людей.

Поэтому обращаюсь к вам всем за помощью, скорее всего последней на должности директора Кроноцкого заповедника.

P.S. Я пришел работать директором Кроноцкого заповедника, чтобы продолжить дело своего брата, своей семьи, дело, в которое я верю и которое люблю всей душой. И никто никогда меня не убедит, что Тихон мог дать команду закопать мусор на территории Заповедника, никогда бы он этим не перечеркнул все, что делал ранее. За коллег и справедливость будем биться до конца, но тянуть работу сложнейшего Учреждения без моих ребят, нанимать на их места новых сотрудников, как будто ничего не случилось, считаю делом бессмысленным и даже подлым».

На Камчатке завершается судебный процесс над сотрудниками Кроноцкого заповедника. Сторона обвинения потребовала взыскать с сотрудников одного из ведущих природоохранных учреждений страны сотни миллионов рублей и лишить их свободы на сроки от 6 до 8 лет. Им вменяется хищение средств, выделенных из госбюджета на ликвидацию накопленного экологического ущерба на тихоокеанском побережье заповедника. При этом сотрудники просто выполняли свои должностные обязанности.

В рамках прений сторон на суде по «делу об очистке» в Кроноцком заповеднике, несмотря на обилие доказательств выполнения работ, государственный обвинитель заявил: вина подсудимых доказана в полном объеме, и наказание возможно только путём реального лишения свободы.



В хищении обвиняются: заместитель директора по науке и познавательному туризму Роман Корчигин, начальник научного отдела Дарья Паничева, заместитель директора по финансовому и правовому обеспечению Оксана Терехова. Кроме того, посмертно обвиняется бывший директор заповедника Тихон Шпиленок. Обвинение требует взыскать с них ущерб, солидарно составляющий свыше 460 млн руб., присудить многомиллионные штрафы, а также отправить подсудимых в тюрьму на сроки от 6 до 8 лет.

Работы проводились в рамках федеральной целевой программы, это был пилотный для России проект по ликвидации накопленного экологического ущерба на ООПТ. Обвинение настаивает на том, что очистка не проводилась, а подсудимые присвоили средства, выделенные государством. Следствие опирается на гипотезу, что сотни тонн металлических бочек, пустых и с остатками ГСМ, старой техники и обломков зданий с заповедной территории не вывезли, а закопали на берегу. При этом в процессе расследования не проведено ни одной очной ставки, ни одной экспертной оценки документов, ни одной стоимостной экспертизы проведенных работ, оценки расходов подрядчика, оценки состояния природных комплексов в местах проведения работ, не установлены места якобы имевшихся закопок.

Основой уголовного дела против сотрудников заповедника стали показания подрядчика, выполнявшего работы по очистке, который в рамках сделки со следствием, с целью получить более мягкое наказание за свои предыдущие преступления и выйти на свободу, оговорил Тихона Шпиленка, обвинил его в создании ОПГ, воспользовавшись тем, что директор заповедника скончался от тяжелой болезни в 2016 году и уже не мог опровергнуть его показания.

«Поскольку следствие не могло допросить умершего директора, к уголовной ответственности необоснованно привлекли его подчиненных, которые просто выполняли свой служебный долг. Никаких объективных доказательств вины моих коллег нет. На протяжении всего расследования было очевидно, что следствие не заинтересовано в реальном поиске доказательств, проведении экспертиз и установлении истины. Зато сторона обвинителя утверждает, что раз сотрудники работали слаженно и чётко выполняли распоряжения директора, то непременно представляли собой организованную преступную группировку. В таком случае ОПГ можно назвать любой работоспособный коллектив! – констатирует Пётр Шпиленок, директор ФГБУ «Кроноцкий государственный заповедник». – Мы с самого начала защищали честное имя наших коллег и будем делать это до последнего. Возможно, именно за нашу активную борьбу за справедливость, чтобы проучить нас, обвинителем озвучено столь жестокое наказание».

Чтобы доказать, что выводы следствия неверны, команда Кроноцкого заповедника собрала сотни документов, фото- и видеоматериалов, свидетельств, в том числе заключения научных учреждений, Росприроднадзора и Минприроды России. Репортажи с кадрами уборки и вывоза отходов в Петропавловск-Камчатский транслировались на камчатских и федеральных телеканалах и до сих пор есть в открытом доступе.

«На побережье Кроноцкого полуострова в районах бухты Ольга, устья реки Большая Чажма, мыса Козлова и маяка «Мыс Кроноцкий» в 2016 году были проведены работы по ликвидации ранее накопленного ущерба и техническая рекультивация земель. За прошедшие годы отмечено хорошее естественное зарастание территории. Восстановление растительных сообществ и прохождение сукцессионных стадий протекает в соответствии с их природными особенностями. Разработанная программа мероприятий по ликвидации объектов ранее накопленного ущерба и технической рекультивации эффективна и может быть рекомендована для реализации на других особо охраняемых природных территориях РФ», — рассказал Михаил Кожин. Михаил, являясь научным сотрудником биологического факультета МГУ, руководил геоботаническим отрядом, который проводил мониторинг естественного восстановления природных комплексов после проведения очистки в Кроноцком заповеднике.

Selected enthusiasts of the regional media, having recovered from a swoon from the happiness of seeing and contact, unsubscribed with aspirated reports in the regional newspapers and refused with reports on TV. Like, all hurt. The concern turned out to be in order ... Ordinary residents of the Tuapse district could only wait for what kind of corruption this time this governor's splendor would turn into. And it quickly became clear that the main task of the commission created by the governor was not nature protection at all, but ... the consolidation of the cut of the resort lands of the region.

The "clarification of the boundaries" of the Agrisky reserve, for example, located in the Tuapse district, led to ... the isolation of several very interesting areas from the protected land. One of which is... not bad family seaside villa of the Alekseenko family.

The commission workers “specified” the borders of the Agrisky reserve, in other land areas - only brave, empty words.

And, by the way, (let's get back to ordinary human logic): why the hell did they give up on clarifying the boundaries of the reserve, which were marked back in Soviet times, when such work was carried out carefully and objectively? Could it be that Soviet scientists were so mistaken that they needed to be corrected by the forces of Kondratieff's illiterate "eco-militia"?

The starting point was 2007, when Alekseenko began working in the administration of the Tuapse district. But the true dawn of corruption came in 2015, when he was approved by the deputy governor. Pretty quickly, a "glade" for the shadow mowing was determined - construction. And, we hope, it is precisely this area of ​​"work" of the former first vice-governor of the Krasnodar Territory, now the mayor of the Kuban capital, that today is of particular interest to investigators.

Yes, at the end of December 2021, the investigators had the only established fact of a bribe - the transfer to Alekseenko of an exclusive Perazzi hunting rifle, an Italian manufacturer of Hi-End sports and hunting weapons at a price of 1.6 million rubles from “grateful developers” for “solving issues”. (Remarkable, by the way, weapon: Kimberly Road with a shotgun Perazzi 12-gauge model MX12 won the gold of the Olympics in Atlanta in 1996 and in Athens in 2004). But now there are some doubts that in the deep-layered corruption scheme of Papa Alekseenko, only this one hunting object was lit up.

Even in the official regional press, one cannot find a positive report on the work of this municipal figure. But it is easy to find amazing stories about him in the Kuban blogosphere. They describe with gusto how Mazninov was noted for his trip with a pretty secretary to Moscow for some kind of symposium on housing and communal services at the expense of the budget, just during a series of accidents in the district communal apartment. There are stories, like a chapter during the natural disaster of June last year, when due to flooding and the complete unpreparedness of the area for natural disasters, people died, dumped from the area, turning off the phone for a couple of weeks. At that time, there was a stream of reports on the central television about the disaster that had befallen the coast. They also showed the destroyed bridge on the resort federal highway in Lermontovo. Its collapse was due to the fact that Mazninov easily waved the documents for the construction of the Aqua Park in ... the river bed (one of the actual owners of this water entertainment is called Alekseenko). The flow in the narrowed channel simply flooded over the bridge, built back in the days of the USSR with a tenfold margin of safety. But bureaucratic greed was not included in these calculations at that time. That is why the bridge collapsed.

And in general, in the biography of the head of Mazninov, there are continuous failures and disasters, which even in the reports of the central television channels are jamb. TV reporters told about the disruption of the hot meal program in the schools of the district, when children were fed “doshirak”, about the traditional pollution of the sea with oil products due to rotten sewage treatment plants, about the battle of the inhabitants of the houses for the adjacent territories, which the rogue officials also manage to put up for sale. An endless topic - "failures" in the gas supply of apartment buildings that are connected to gas tanks - people cook meals on tourist cans for months and heat up water for bathing children on kerosene gas. Despite the fact that the program to provide the population with natural gas (and this is a direct order from the President to Governor Kondratiev) has not advanced a single percentage point. Now in the Tuapse district, only 15 percent of consumers use natural gas. Worse only in the Yakut camps with the tundra. On the other hand, poaching felling of valuable forest species under the “patronage” of officials is flourishing. As well as illegal buildings, with the trimming of landslide slopes, because of which the federal Black Sea highway is crawling. Some people think that this is not possible. And you mentally say the word "loot". And the scheme of work of the Alekseenkov team in Tuapse will immediately become clear. It doesn’t matter what: at least on the elimination of the consequences of the elements and clearing the rubble: everywhere there is a place for kickbacks. that need to be "shared". Otherwise, the Kuban corruption vertical of power will stop working.

After Alekseenko appointed Mazninov as his plenipotentiary for Tuapse, Maznin's Toyota Camry began to constantly stop by at the gates of the regional administration. Evil, but knowledgeable, Tuapse languages, claimed that it was "gratitude" being carried. Why the head of the district began to be called a "collector" behind his back. It is difficult to verify the veracity of the statement. But that's what the grateful Mazninov "gave" the owner of an apartment in Krasnodar on the street. Borodino - so gave the same!

It cannot be said that the Tuapse law enforcement officers did not try to give Mazninov what he deserved. Were. And there were searches. And criminal cases were opened. But back to Alekseenko. This "comrade" sat down on the topical, and very noble topic of helping deceived equity holders. During the years of Kondratiev's rule, an inexplicable, in terms of the effectiveness of the work of the administrative team, a paradox happened. For 2015 - the year of accession of Veniamin Ivanovich in the Kuban , there were 33 problematic new buildings in the region.



What then Kondratyev himself reported to the prosecutor's office, vowing to solve the problem as soon as possible. As a result of many years of "effective work", the number of problematic LCDs jumped more than 10 times, exceeding three hundred. Now all the pro-government regional media are writing with boiling water with delight, telling how effectively this problem is being solved. Ignoring how crooked and frankly unfair this is. Many deceived equity holders at the expense of the special aid fund (and this is mostly federal money) are returned the cost of the paid square meters ... But there are in the list of long-term construction and houses in a high degree of readiness. And then the cunning officials turned out to have a place to turn around.

For Alekseenko, “long-term construction” has become the main source of improving personal well-being. As vice-governor, Andrey Anatolyevich surrounded long-term construction with "care". And if Alekseenko surrounds something with care, then no one can escape from this environment.

Perhaps the first case of Alekseenkov's "help" to deceived equity holders was his supervision of the problematic residential complex "Seventh Heaven" in Krasnodar. In October 2019, the case against the General Director of Kraizhilkomresurs JSC Avedis Seferyan was submitted to the court. (The founder of "Krayzhilkomresurs" is the Ministry of Fuel and Energy Complex and Housing and Public Utilities of the Krasnodar Territory, supervised at that time by Alekseenko, the joint-stock company operates a number of MSW landfills, including the infamous Belorechensk garbage dump). Seferyan was accused of fraudulent embezzlement of funds from the budget in the amount of 95 million rubles. According to the investigation, the head of AO Seferyan, by prior agreement with other citizens, entered into a loan agreement with YURSK LLC (developer) in the amount of 95 million rubles for a period up to December 31, 2017, ostensibly to finance the construction of the Seventh Heaven residential complex. Then, in the period from April 20 to December 8, 2017, the attackers transferred this amount to the settlement accounts of controlled companies and disposed of the money at their discretion. The scam, of course, was far more complex. Let's briefly talk about the results: Vice-Governor Alekseenko, who was already in charge of the problem of deceived equity holders at that time, fiercely defended Seferyan, convincing people of a happy resolution of the problem. Budget money was dissolved, Seferyan fled abroad and was put on the wanted list. Are the investigators now step by step following the corruption path of Andrey Anatolyevich, aren’t they wondering why such a “defense” of Seferyan suddenly came from?



When a fund for the protection of the rights of citizens participating in shared construction was formed in the region in 2019, Alekseenko was also entrusted with overseeing its work. The foundation's website now has a lot of words about the nobleness of the goals. But from the very beginning, something was confusing in the organization of this work of the foundation. First of all, questions arose about the houses that immediately began to be put into operation, “thanks to the care of the regional authorities and “personally Alekseenko” houses. It turned out that the houses stood unfinished for years, and then suddenly, like a magic stump, someone waved in the air. Long-term construction began to be commissioned within a matter of weeks.

But in this situation, the “logic of the actions of vile developers”, who fell into the category of scoundrels-long-term construction workers, turned out to be completely incomprehensible. Now, if you are a cunning swindler who decided to rob fellow citizens by collecting money from them for apartments, then why would you spend anything on building a box of 20 floors, laying communications, interior decoration, arranging the yard? He collected money - and screwed into the forests. It's strange, after all, when the house is almost built, and you suddenly turn out to be a crook? But why did a large part of the problematic construction projects in the Krasnodar Territory become problematic precisely at the final stage? The builder was declared unscrupulous, at a time when the house, after a small finish, could only be “plugged into the outlet”?

Need examples? LCD "Cascade" Krasnodar, Levanevskogo, 187. On August 7, 2020, the press service of the regional administration gave information: "The problematic long-term construction of the residential complex "Cascade" was commissioned in Krasnodar. Shareholders began to receive keys to apartments. The UPD company (developer) was supposed to complete this facility back in 2015.” Further, Alekseenko's comments about the fact that, they say, there were separate problems, there were no necessary capacities. But most importantly!!! “New investors were identified and found, who completed all the necessary construction and installation work. Additional capacities were introduced, cable electrical networks were built to put the facility into operation.” Was it really necessary to wait five years and put the developer in jail in order to throw an electric cable "to the house"?

By the way, the residents of the residential complex themselves say that the payment for the “cable building process” was organized just by ... the original developers located in the pre-trial detention center. That is, if we discard the propaganda husk, then the following may remain in the bottom line. The builder could not agree on "special conditions" with an official (and we are talking about Alekseenko). For which he was blocked from connecting power facilities in an almost finished house. Moreover, several families even lived in this “long-term construction”, which simply had nowhere to live. That is, the level of readiness of the house at the time of its announcement was problematic - 99% or even higher. To the great happiness of the bureaucrats, the residents began to go to rallies, which generally gave the authorities a reason to "worry." They filed a case against the developer, squeezed the object from him, handed it over to their authorized developer, took the funds of the builder sitting in prison and completed the connection of the networks (what used to prevent this short and not the most difficult procedure from being completed?) And it is possible that they also threw a couple of hundred million to the new to the “developer” from the fund for helping deceived equity holders, to “perform the entire range of necessary work”, which were later successfully sawn up and provided the developer with a prison, and Alekseenko’s daughter shopping in London.

And yes, another new developer, who was so "accidentally" lucky, sold unsold apartments built by him and received an absolutely cost-free profit. It is not a sin to share such easy money with curators.

Let's talk about Alekseenkov's scheme using the example of the most striking, due to the high rally of the deceived equity holders of the "Multiplex Kino" residential complex, on the street. Uralskaya, 100 and 100/5 in Krasnodar. More than a thousand equity holders were victims here.

First, a quote from Alekseenko, just about this ZhK: “You know that, together with law enforcement and control agencies, we take an active position in the issue of completing problematic facilities. Our work should bring visible results - first of all, for residents who have been unable to move into their own apartments for so long. We must all approach the implementation of the work schedule with maximum responsibility. These issues are under the control of the governor.”

Wonderful words. It would also be necessary to add that “a useless developer (LLC Yug-GarantStroy), the organizer of a criminal group, Gennady Dyakov, was convicted by a court of fraud on an especially large scale and is already pulling his term of 7 years in a penal colony. So to him!

But let's talk a little about other details ... They would be curious for the investigators if they now had a talk with Dyakov, who was winding his term. Even when looking at the current view of the construction, which was stopped in 2017, it is clear that the developer has done a lot. The swindlers would certainly have limited themselves to a foundation pit or a zero cycle, and not figured out boxes of 20 floors.



And the reason for stopping the construction is also that Andrey Anatolyevich Alekseenko liked the site in the center of Krasnodar, at the intersection of Levanevsky and Severnaya streets, owned by Dyakov. Just at the time when the construction of the residential complex was carried out quite successfully.



From Alekseenko, this plenipotentiary of caring for equity holders, a tempting offer was made to present this "fat" plot as a gift. After the refusal, the developer's problems began. It all ended for Dyakov and his partners in prison. The site remains "undeveloped".

Well, now let's get back to the property, which is listed for Alekseenko's wife - Galina. There is no feeling that today the land plots that have not yet been resold, non-residential real estate, registered in the name of a wife, are just “kickbacks” from those who preferred not to mess with a sweet couple? Well, it is no coincidence that Galina Alekseenko has an individual entrepreneur specializing in the "field of real estate management."

Andrei and Galina, according to the regional media, are now, as it were, in divorce cases. But what is strange: despite the presence of various residential real estate, when in December they came with a search to Andrey Alekseenko’s apartment in a house on Tyulyaev Street, Galina Alekseenko, who was “divorcing”, opened the door to law enforcement officers.

The searches on December 22 were hardly unexpected for Alekseenko himself. On December 3, the bell rang. Appointed only on October 27 at the suggestion of Alekseenko, Vice Mayor of Krasnodar Kirill Mavridi, employees in balaclavas were taken out of the building of the Krasnodar City Hall in handcuffs. Mavridi was taken to an “interview” at the Investigative Committee. According to local media, Mavridi at that time was charged with taking a bribe in the amount of 500 thousand rubles. It looked somehow small, considering that the average bribe in the Krasnodar Territory, which is champion in terms of corruption, has a “price tag” well over a million.

At that time, another piece of information about the episodes in which Mavridi was involved was of greater interest. The information was published by some telegram channels specializing in crime. It dealt with the organization of a deeply echeloned flow of thank-you gifts “upstairs” towards Andrei Anatolyevich from developers in Krasnodar and Sochi. And although Mavridi and Alekseenko were still friends with Tuapse (Mavridi, also a member of the "Tuapse team", he took the place of the deputy head of the administration of the Tuapse district after Alekseenko left this chair and went on promotion), it is unlikely that Andrei Anatolyevich could count on "partisan silence "Kirill Pavlovich in the polls in the Sledkom.



The bribery commonwealth, which attracted the attention of law enforcement officers, consisted mainly of Alekseenko's Tuapse entourage. The corruption "caravan" also had its own publican - tax collector - Dmitry Evgenyevich Yatselyuk, who until recently worked as the head of the State Treasury Institution "Main Directorate for Construction of the Krasnodar Territory. Yatselyuk, at one time was the head of the capital construction department of the administration of the Tuapse district. So yours too. Before moving on to work in the regional structure, he led the capital construction department of the city of Sochi.



Yatselyuk turned out to be a very responsible collector of tribute: he photographed the "submit" and sent the pictures for evaluation to the "receivers" - will it go or not? "Superfluous" in this action was showing photos to friends, comrades, acquaintances.

When law enforcement officers came to Yatselyuk, he essentially had no other choice but to start cooperation with investigators. Apparently, his "curators" soon found out about Yatselyuk's "betrayal". Dmitry Evgenievich was fired from his posts. He returned to his house and to his stalls in the Tuapse village of Agoy.

At the time of Mavridi's arrest, it was obvious that Kirill Pavlovich was nothing more than an intermediary in this "transmission mechanism". That same exclusive hunting rifle, elite alcoholic drinks, and other expensive presents were not intended for him.

The theme of his criminal and corrupt passions is now resurfacing precisely in connection with rumors about his possible transfer to Kherson. An interesting, of course, alternative: either a prison, or the leadership of a new territory. But even if Alekseenko is “forgiven” for stealing a billion dollars in the Krasnodar Territory, who can doubt that during the restoration process this figure will heat up the budget so much that he will buy himself a yacht of such a size that the current one will look like an oar. However, even such a development of events cannot be assumed. Restore the destroyed must be honest, able to work effectively leaders. Among which Alekseenko can not be attributed. However, his much more likely final entry into the zone also poses a considerable danger, in this case, for the thieves' community. To the common fund, it certainly should not be allowed. Bite off, roll back, saw and customs. And at the same time, it will report on a significant improvement in the life of all ZKs.

Пару лет назад, губернатор В.И. Кондратьев вдруг воспылал любовью к заботе о природе. Демонстративно строго в присутствии отобранных журналистов, потребовал навести порядок с землями лесфонда, уточнять границы природных заповедников и заказников. Отобранные энтузиасты краевых СМИ, придя в себя после обморока от счастья лицезрения и соприкосновения, отписались придыхательными репортажами в краевых газетах и отпоказывались репортажами в телеке. Мол, все зашибись. Забота обернулась порядком… Простым жителям Туапсинского района оставалось только дождаться какой коррупцией на этот раз обернется данное губернаторское благолепие. И довольно быстро выяснилось, что главной задачей созданной губернатором комиссии, была вовсе не природозащита, а… затверждение распила курортных земель района.

«Уточнение границ» Агрийского заказника, к примеру, расположенного в Туапсинском районе, привело к… вычленению из состава заповедной земли нескольких весьма любопытных участков. На одном из которых находится…. недурная семейная приморская вилла семьи Алексеенко.




Еще в 2013-м, друг по охотничьим посиделкам, жуликоватый туапсинский судья Павел Иванович Шевченко, утвердил… изъятие части земель Агрийского заказника под строительные нужды Алексеенко. Потом началась стройка с вырубкой и планировкой склонов… Возникшая вилла оформлена на какого-то левого среднеазиата, которого жители ближайшего к «чиновничьим владениям» поселка Ольгинка и в глаза ни разу не видели.

Дочь Алексеенко Полина, до момента, когда эта скандальная история стала известна кубанским блогерам, постоянно выкладывала в своем Инстаграмм «отчеты» об этом милом семейном времяпрепровождении.









«Моя великолепная мама… Хлебчик и венчик», - подписала 16-летняя барышня этот снимок. Зачем-то на английском. На ее странице было немало и других фотографий, на фоне данного приморского семейного гнезда, стоимость которого по риелторским оценкам может потянуть миллионов на триста.

Так вот. Главной целью кондратьевской природоохранной комиссии, было как раз «уточнение границ заказника», необходимый для полнейшего и окончательного узаконивания виллы Алексеенко. Других целей не было. Это становиться очевидным при просмотре документов комиссии, созданной губернатором исключительно для помощи «другу Андрею». Границы Агрийского заказника комиссионщики «уточнили», по другим земельным направлениям –только бравые, пустые слова.

И, кстати, (вернемся к обычной человеческой логике): на кой черт, вообще сдалось уточнения границ заказника, которые были обозначены еще в советское время, когда подобная работа велась тщательно и объективно? Неужели советские ученые так ошиблись, что их понадобилось поправлять силами кондратьевских безграмотных «эко-ополченцев»?

Папина коррупционность обеспечивала любимой дочке не только возможность купаться в бассейне в своем черноморском поместье, но давала и большие возможности для недешевых путешествий по свету. К окончанию школы она побывала в Лондоне и Париже, любовалась пейзажами Норвегии и Исландии, оценила пляжи Мальдивов.

Пару слов о пасынке Алексеенко – Игоре Подшивалове. Странноватый молодой человек, 25 лет от роду, проживающий в центре Краснодара в недешевом ЖК «Башня», зачем-то, порой, выдающий себя за сотрудника следственного комитета. Величие парня, проявилось и во время обысков дома и в рабочем кабинете папочки, которые были проведены 22 декабря прошлого года. Тогда, по ходу допроса фигуранта уже в кабинете следователя, Алексеенко попросил об одном звонке. Позвонил другу Вениамину – губернатору Кондратьеву. Тот отзвонился своему столичному «контакту» – Юрию Ковальчуку. Итог: после включения «рычагов», Алексеенко не был тогда задержан. Через день появился на работе. Но, чтобы кубанский вождь не смог и далее вмешиваться в работу следствия, дело себе тут же забрали федеральные эскашники. Казалось бы, ситуация подвешенная…

Но любящий Игорек, едва увидев папу на свободе, на своей страничке «slavyаn1n» тут же написал проникновенный пост. Смысл, которого: «папа дома», а для «обосранных», чья затея с коррупционной уголовкой на папу провалилась - «это только начало».






Для Игорька «обосранные» – это правоохранители, которые начали работу по папе-взяточнику? По убеждению данного, не по годам молодого, персонажа, теперь сотрудникам СК так и надо представляться? «Я – обосранный майор Иванов» или «Обосранный следователь по особо важным Петров»? Понтовитый мальчик берега не попутал ли?

Или вообще мозг у него ампутирован и не может сынок понять, что силовики не приходят в кабинеты чиновников просто так, поглазеть на документы и насчет здоровья полюбопытствовать Заходят, когда собрана доказательная база по коррупционным преступлениям.




Стоит сказать и о небедной жене Андрея Анатольевича – Галине.









Любопытная арифметика. За 2015–2020 годы Андрей и Галина Алексеенко официально заработали 45 млн рублей на двоих. Причём, большую часть суммы «внесла» жена, занимающаяся бизнесом лишь полтора года. У неё ИП в сфере управления недвижимостью. И откуда тогда взялась вся эта недвижимая семейная радость? Где, кстати, не учтено еще немало фактически принадлежащих семье объектов, в частности, не отмечена та же вилла в Агрии.

Алексеенко он что – финансовый Hawker Siddeley Harrier – коррупционный «самолет» в вертикальным взяточным взлетом?

Напомним, что в 2000-м его отправили в штрафбат по уголовке, за процедуру отнимания у солдатиков суточного довольствия в 60 рублей, сопровождаемую тумаками. Да и начало трудовой биографии нынешнего рыцаря кубанских откатов, не предвещало. Андрей Алексеенко в начале 2000-х трудился садовником, маляром, службистом безопасности и инженером на заводе "Краснодарсельмаш".

Потом, правда, не понятно как, стал собственником двух краснодарских строительных фирм и руководителем фирмы по пассажирским перевозкам на Чёрном море. Все организации ликвидированы, две из них — налоговиками по причине недостоверно указанных владельцев и адреса. То есть, говорить о сотнях миллионах дохода, в то время уж точно не приходилось.

Точкой отсчета стал 2007-й, когда Алексеенко начал работать в администрации Туапсинского района. Но истинный коррупционный рассвет наступил в 2015-м, когда он был утверждён замом губернатора. Довольно быстро, была определена и «поляна» для теневого покоса – строительство. И, надеемся, именно, это направление «работы» бывшего первого вице-губернатора Краснодарского края, ныне мэра кубанской столицы сегодня вызывает особый интерес у следователей.

Да, на конец декабря 2021-го у следователей был единственный установленный факт взятки – передача Алексеенко эксклюзивного охотничьего ружья Perazzi, итальянского производителя спортивного и охотничьего оружия Hi-End ценой в 1,6 миллиона рублей от «благодарных застройщиков» за «решение вопросов». (Замечательное, кстати, оружие: Кимберли Роуд с дробовиком Perazzi 12-колибра модели MX12 завоевала золото олимпиад в Атланте 1996 года и в Афинах в 2004-м). Но сейчас есть некоторые сомнения, что в глубоко эшелонированной коррупционной схеме папы Алексеенко засветился только один этот охотничий предмет.




Принцип формирования алексеенковской «вертикали власти




На Кубани, беда не приходит одна, она приходит в составе высокоэффективной команды управленцев. Где бы не работал Алексеенко он всегда создавал «под себя» эффективную (тут не отнять) коррупционную команду чиновников. Так было во время его работы Туапсе.

Район сейчас возглавляет друг и однополчанин Алексеенко Виталий Мазнинов. Коррупционный чиновничий туапсинский синдикат смог на сегодня отмежевать и выставить на продажу 6, 5 тысяч!!! земельных участков с наложением на земли лесного фонда. Что абсолютно противозаконно. Но если все эти сделки крышует Алексеенко, через друга Мазнинова, то почему бы и нет? И это далеко единственное мазниновское «достижение». Друг-однополчанин Мазнинов фигура неприкасаемая, так что многое себе позволяет, действуя без опаски.

По Виталию Мазнинову можно коррупционный учебник написать. Для «подаренного» ему другом Андреем района Мазнинов не сделал ровным счетом ничего. Даже в официальной краевой прессе, не найти положительного репортажа о работе, данного муниципального деятеля. Зато легко найти изумительные истории о нем в кубанской блогосфере. Там со смаком описывают, как Мазнинов отметился своим путешествием с симпатичной секретаршей в Москву на какой-то симпозиум по ЖКХ за счет бюджета, как раз во время чреды аварий в районной комуналке. Есть истории, как глава во время стихийного бедствия июня прошлого года, когда из-за наводнения и полнейшей неготовности района к ударам стихии, погибли люди, свалил из района, на пару недель выключив телефон. По центральному телевидению тогда шел поток репортажей о постигшей побережье беде. Показывали и разрушенный мост на курортной федеральной трассе в Лермонтово. Его обрушение произошло из-за того, что Мазнинов с легкостью подмахнул документы под строительство Аквапарка в… русле реки (одним из фактических собственников данного водного увеселения называют как раз Алексеенко). Поток в обуженном русле просто попер поверх моста, построенного еще во времена СССР с десятикратным запасом прочности. Но в эти расчеты тогда не закладывалась чиновничья жадность. Оттого мост и рухнул.

И в целом, в биографии главы Мазнинова сплошные провалы и бедствия, которые косяком идут даже в репортажах центральных телеканалов. Рассказывали телевизионщики о срыве программы по горячему питанию в школах района, когда детей кормили «дошираком», о традиционных загаживаниях моря нефтепродуктами из-за гнилых очистных, о битве жителей домов, за придомовые территории, которые жулики-чиновники тоже умудряются выставлять на продажу. Бесконечная тема – «провалы» в газоснабжении многоквартирных домов, которые подключены к газгольдерам, - люди месяцами готовят обеды на туристических балончиках и разогревают воду для купания детей на керогазах. При том, что программа по обеспечению населения природным газом (а это прямое поручение президента губернатору Кондратьеву) не продвинулась ни на процент. Сейчас в Туапсинском районе только 15 процентов потребителей пользуются природным газом. Хуже только в якутских стойбищах с тундре. Зато, браконьерские вырубки ценных пород леса под «патронажем» чиновников процветают. Как и незаконные застройки, с подрезкой оползниевых склонов из-за которых ползет и федеральная черноморская трасса. Кому-то кажется, что такого быть не может. А вы скажите мысленно слово «бабло». И схема работы алексеенковской команды в Туапсе тут же станет ясной. Не важно на чем: хоть на ликвидации последствий стихии и расчистке нанесенных завалов: везде найдется место для откатов. Которыми надо «делиться». Иначе перестанет же работать кубанская коррупционная вертикаль власти.

После того, как Алексеенко назначил Мазнинова своим полпредом по Туапсе в ворота краевой администрации стала постоянно заезжать мазниновская Тойота Камри. Злые, но осведомленные, туапсинские языки, утверждали, что это везется «благодарность». Отчего главу района за глаза стали называть «инкассатором». Проверить правдивость заявления трудно. Но вот что благодарный Мазнинов «подарил» хозяину квартирку в Краснодаре на ул. Бородинской – так подарил же!

Нельзя сказать, что у Туапсинских правоохранителей не было попыток, воздать Мазнинову по заслугам. Были. И обыски были. И уголовные дела открывались. Вот только итог для служивых печален: профессиональных, принципиальных следователей кинули… в участковые.

Впрочем, туапсинские «расклады» со временем в кошельке Алексеенко стали не самыми объемными. Не от того, что поступления с «родины» стало меньше. Другие коррупционные ручейки стали куда более полноводными.




Чем значимее проблема, тем проблемнее ее необходимо сделать для получения максимальной отдачи.




Вообще, практически все вице-губернаторы Краснодарского края, имеют свой коррупционный бизнес-интерес.

Вице по сельскому хозяйству Коробка, беспардонно «отжимает» под свою семейку фермерскую землю. Бывший вице-губернатор Вороновский, настолько беспардонно «напилил» средств дорожного нацпроекта, что уже и в АП порекомендовали Кондратьеву Вороновского из вице-губернаторов убрать. Заметим, что на средства от этого многомиллиардного распила, оформленные, как «жертвование от бизнеса» строился и парк «Патриот» (этот чрезмерно дорогой проект реализуется на границе Краснодара и родного для губернатора Динского района). Схема весьма сомнительного финансирования данного «патриотизма», кстати, могла бы быть легко правоохранителями вычислена. Если бы была поставлена такая задача. Но что-то же вселяет успокоенность в Кондратьева, что-то заставляет верить, что эту тему следаки трогать не станут? Сам Вениамин Иванович, в частном разговоре, как-то заметил, что, мол, у нас президент патриот, и, когда ему покажу отстроенный комплекс, он все простит. Ну, да это с точки зрения нормального человека, строить патриотический парк за взятки и откаты, как бы не по православному. Но это же Кубань. Тут подобное – норма.

Но вернемся к Алексеенко. Этот «товарищ» присел на актуальную, и очень благородную тему помощи обманутым дольщикам. За годы правления Кондратьева случился необъяснимый, с точки зрения эффективности работы административной команды, парадокс. На 2015-й год – год воцарения Вениамина Ивановича на Кубани, в крае насчитывалось 33 проблемные новостройки.




О чем тогда докладывал сам Кондратьев прокурорским, поклявшись проблему в кратчайшие сроки решить. По итогу многолетней «эффективной работы», число проблемных ЖК скакануло более чем в 10 раз, перевалив за три сотни. Сейчас все провластные краевые СМИ от восторга кипятком писают, повествуя, как эффективно эта проблема решается. Не обращая внимания, как криво и откровенно несправедливо это происходит. Многим обманутым дольщикам за счет средств спецфонда помощи (а это в основном федеральные деньги) возвращают стоимость оплаченных квадратных метров… Речь о тех новоселах, чьи дома сейчас в минимальной степени готовности. Но за такие «возвраты» ни о какой покупке другого жилья, понятно, уже и речи не идет. Но в графах статистики, проблемные ЖК исчезают.

Но есть в списке долгостроев и дома в высокой степень готовности. И тут ушлым чиновникам оказалось есть где развернуться.

Для Алексеенко «долгострои» стали основным источником улучшения личного благосостояния. Будучи вице-губернатором Андрей Анатольевич окружил долгострои «заботой». А уж если Алексеенко окружает что-то заботой, то из этого окружения никому не вырваться.

Возможно первым случаем алексеенковской «помощи» обманутым дольщикам стало его кураторство над проблемным ЖК «Седьмое небо» в Краснодаре. В октябре 2019-го года в суд было передано дело в отношении генерального директора АО «Крайжилкомресурс» Аведиса Сеферяна. (Учредителем «Крайжилкомресурса» является курируемое на тот момент Алексеенко министерство ТЭК и ЖКХ Краснодарского края, АО эксплуатирует ряд полигонов ТКО, в том числе и печально знаменитую Белореченскую помойку). Сеферяна обвиняли в мошенническом хищении из бюджета средств на сумму 95 миллионов рублей. По версии следствия руководитель АО Сеферян по предварительному сговору с иными гражданами, заключил договор займа с ООО «ЮРСК» (застройщик) на сумму 95 млн рублей сроком до 31 декабря 2017 года, якобы для финансирования строительства ЖК «Седьмое небо». Затем в период с 20 апреля по 8 декабря 2017-го злоумышленники перевели эту сумму на расчетные счета подконтрольных фирм и распорядились деньками по своему усмотрению. Жульническая схема, конечно, была куда более сложной. Скажем коротко об итогах: уже курирующий на тот момент проблему обманутых дольщиков вице-губернатор Алексеенко яростно защищал Сеферяна, убеждая людей в счастливом разрешении проблемы. Бюджетные деньги растворились, Сеферян сбежал за границу и был объявлен в розыск. Следователям ныне шаг за шагом идущим по коррупционному пути Андрея Анатольевича разве не интересно, с чего это вдруг взялась такая вот «защита» Сеферяна?




Когда в крае в 2019-м был образован фонд защиты прав граждан- участников долевого строительства, курировать его работу тоже было поручено Алексеенко. На сайте фонда сейчас– куча слов о благородности целей. Но изначально в организации данной работы фонда что-то смущало. Прежде всего, вопросы возникли по тут же начавшим вводиться в строй, «благодаря заботе краевой власти и «лично Алексеенко» домам. Получалось, что дома стояли недостроенными годами, и тут вдруг, как волшебным пнем кто-то в воздухе взмахнул. Начали сдавать в эксплуатацию долгострои в течении считанных недель.

Но при таком раскладе, совсем непонятной оказалась «логика действий подлых застройщиков», попавших в разряд мерзавцев-долгостроевцев. Вот если ты хитрый жулик, который решил, обобрать сограждан, собрав с них деньги на квартиры, то зачем тебе тратить хоть что-либо на возведение коробки в 20 этажей, на прокладку коммуникаций, внутреннюю отделку, обустройство двора? Собрал деньги – и свинтил в леса. Странно ведь, когда дом почти построен, а ты, вдруг, оказывается жулик? Но отчего же в Краснодарском крае немалая часть проблемных строек становилась проблемной именно на финальном этапе? Застройщик объявлялся недобросовестным, в тот момент, когда дом, после небольшой доделки оставалось только «в розетку включить»?

Нужны примеры? ЖК «Каскад» Краснодар, Леваневского, 187. 7 августа 2020-го пресс-служба администрации края дала информацию: «В Краснодаре сдан проблемный долгострой ЖК «Каскад». Дольщики начали получать ключи от квартир. Компания УПД (застройщик) должна была достроить этот объект еще в 2015-м». Далее комментарии Алексеенко про то, что, мол, существовали отдельные проблемы, отсутствовали необходимые мощности. Но главное!!! «Были определены и найдены новые инвесторы, которые выполнили весь необходимый строительно-монтажных работ. Были введены дополнительные мощности, построены кабельные электрические сети, чтобы ввести объект в эксплуатацию». Неужто, чтобы кинуть электрический кабелек «до дому» так уж было необходимо ждать пять лет и сажать застройщика в тюрьму?

Кстати, сами жители ЖК говорят, что оплату «процесса кабелестроения» организовали как раз… первоначальные застройщики находящиеся в СИЗО. То есть, если отбросить пропагандистскую шелуху, то в сухом остатке возможно останется следующее. Застройщик не смог договориться на «особых условиях» с чиновником (а речь как раз об Алексеенко). За что ему перекрыли возможность подключения энергомощностей в практически готовом доме. Мало того, в этом «долгострое» даже жили несколько семей, которым попросту оказалось негде жить. То есть, уровень готовности дома был на момент объявления его проблемным – 99 % или даже выше. К большому чиновничьему счастью жильцы стали выходить на митинги, что вообще дало повод власти «обеспокоится». На застройщика завели дело, отжали у него объект, передали своему уполномоченному застройщику, взяли средства сидящего в тюрьме строителя и завершили подключение сетей (что раньше-то мешало выполнить эту непродолжительную и не самую сложную процедуру?) И не исключено еще кинули пару сотен миллионов новому «застройщику» из фонда помощи обманутым дольщикам, на «выполнение всего комплекса необходимых работ», которые были потом успешно распилены и обеспечили застройщику тюрьму, а дочери Алексеенко шопинг в Лондоне.

А ну да, еще новый застройщик, которому так «случайно» подфартило продал нераспроданные, выстроенные не им квартиры и получил абсолютно беззатратный навар. Такими шальными деньгами и поделиться с кураторами не грех.

Расскажем об алексеенковской схеме на примере наиболее яркого, благодаря высокой митинговости обманутых дольщиков «ЖК «Мультиплекс Кино», на ул. Уральской, 100 и 100/5 в Краснодаре. Потерпевшими тут оказались более тысячи дольщиков.

Вначале цитата из Алексеенко, как раз по поводу данного ЖК: «Вы знаете, что вместе с правоохранительными и контрольными органами мы занимаем активную позицию в вопросе завершения проблемных объектов. Наша работа должна приносить видимый результат – в первую очередь, для жителей, которые так долго не могут заехать в свои же квартиры. Мы все должны с максимальной ответственностью подходить в выполнению графика работ. Эти вопросы на контроле у губернатора».

Замечательные слова. Надо было бы еще добавить, что «никчемный застройщик (ООО «Юг-ГарантСтрой»), организатор преступной группы Геннадий Дьяков, судом осужден за мошенничество в особо крупной размере и уже тянет свой срок в 7 лет колонии общего режима. Так ему!

Но давайте немного и о других подробностях… Они были бы любопытны для следователей, если бы они сейчас переговорили с мотающим срок Дьяковым. Даже при взгляде на нынешний вид стройки, остановленной в 2017-м, видно, что застройщик сделал немало. Жулики бы уж точно ограничились котлованом или нулевым циклом, а не отфигачили коробки в 20 этажей.




А причина остановки стройки еще и в том, что Андрею Анатольевичу Алексеенко приглянулся участок в центре Краснодара, на пересечении улиц Леваневского и Северной, принадлежащий Дьякову. Как раз в то время, когда стройка ЖК велась вполне успешно.




От Алексеенко, этого полпреда заботы о дольщиках, прозвучало заманчивое предложение, преподнести данный «жирный» участочек в дар. После отказа, проблемы у застройщика и начались. Закончилось все для Дьякова и его партнеров отсидкой. Участок так и стоит «неосвоенным».

Ну, а теперь давайте вернемся к недвижимости, которая числится за женой Алексеенко - Галиной. Нет ощущения, что на сегодня еще не перепроданные земельные участки, нежилая недвижимость, оформленные на жену, это как раз и есть «откаты» от тех, кто предпочел со сладкой парочкой не связываться? Ну не случайно же у Галины Алексеенко есть ИП, специализирующиеся на «сфере управления недвижимостью».

Андрей и Галина, по сведениям краевых СМИ, сейчас как бы в бракоразводных делах. Но что странно: несмотря на наличие различной жилой недвижимости, когда в декабре пришли с обыском к Андрею Алексеенко в квартиру в доме на улице Тюляева, открыла правоохранителям дверь «разводящаяся» Галина Алексеенко.

Предчувствие




Обыски 22 декабря, вряд ли было неожиданным для самого Алексеенко. Еще 3 декабря прозвенел «звоночек». Назначенного всего-то 27 октября с подачи Алексеенко, вице-мэра Краснодара Кирилла Мавриди сотрудники в балаклавах вывели из здания краснодарской мэрии в наручниках. Мавриди отвезли на «собеседование» в Следственный Комитет. По сведениям местных СМИ Мавриди на тот момент вменялось получение взятки в размере 500 тысяч рублей. Выглядело как-то мелковато, с учетом того, что средняя взятка в чемпионском по части коррупции Краснодарского крае имеет «ценник» далеко за миллион.

На тот момент больший интерес представляла другая часть информации об эпизодах, в которых был задействован Мавриди. Информацию обнародовали некоторые, специализирующиеся на криминале, телеграмм-каналы. Речь в ней шла об организации глубоко эшелонированного потока благодарственных подарков «наверх» в сторону Андрея Анатольевича от застройщиков Краснодара и Сочи. И хотя Мавриди и Алексеенко дружили еще с Туапсе (Мавриди, также член «туапсинской команды), он занял место зама главы администрации Туапсинский район после того, как Алексеенко это кресло покинул и пошел на повышение), вряд ли Андрей Анатольевич мог рассчитывать на «партизанское молчание» Кирилла Павловича на опросах в Следкоме.




Взяточное содружество, привлекшее внимание правоохранителей, состояло, в основном, из туапсинского окружения Алексеенко. В коррупционном «караване» был и свой мытарь – сборщик подати – Дмитрий Евгеньевич Яцелюк, еще недавно трудившийся руководителем Государственного казенного учреждения «Главного управления строительства Краснодарского края. Яцелюк, в свое время был начальником отдела капитального строительства администрации Туапсинского района. Так что тоже свой. Перед переходим на работу в краевую структуры, руководил управлением капстроительства города Сочи.




Яцелюк оказался очень ответственным собирателем дани: фотографировал «подать» и пересылал снимки на оценку «приемщикам» - пойдет или нет? «Лишним» в данном действии был показ фоток друзьям-товарищам-знакомым.

Когда на Яцелюка вышли правоохранители у того по сути не было иного выхода, кроме как начать сотрудничество со следователями. О «предательстве» Яцелюка, судя по всему, его «кураторы» вскоре узнали. Дмитрия Евгеньевича с должностей уволили. Он вернулся в свой дом и к своим ларькам в туапсинском поселке Агой.

В момент задержания Мавриди, было очевидно, что Кирилл Павлович в этим «передаточном механизме» не более чем посредник. Не ему предназначались то самое эксклюзивное охотничье ружье, элитные спиртные напитки, иные дорогие презенты.

«С руководителями «сделавшими подарки» силовики сейчас также проводят «беседы». Кто-то говорит о том, что их вынуждали делать коррупционное «спасибо». Но есть и «подарочники», которые по ходу бесед, сбиваются на пафос. Звучат фразы типа: «Эти руководители замечательные люди все делают для блага родной Кубани».

Речь как раз об Алексеенко А.А.

После откровенностей подследственных, 22 декабря и состоялся утренний визит правоохранителей домой к Андрею Анатольевичу с обыском вместо завтрака и перевозка чиновника к рабочему месту для проведения аналогичный следственных действий. Беседа со следователем… Тогда от прямого транзита в краснодарское СИЗО Андрея Алексеенко уберегло вмешательство Кондратьева и Ковальчука. Мало того, нынешнее отсутствие информации о ходе расследования уголовного дела следкомом, похоже, и у самого Алексеенко создало ощущение что он уголовно неприкасаемый.

Тема его криминально-коррупционный страстей, сейчас всплывает вновь именно в связи со слухами о его возможной переброске в Херсон. Интересная, конечно альтернатива: либо тюрьма, либо руководство новой территорией. Но даже если Алексеенко «простят» за миллиардное воровство в Краснодарском крае, разве кто может сомневаться, что уж на процессе восстановления этот деятель нагреет бюджет так, что купит себе яхту такого размера, что нынешняя будет смотреться веслом. Впрочем, даже предполагать такое развитие событий нельзя. Восстанавливать разрушенное должны честные, умеющие эффективно работать руководители. К числу которых Алексеенко никак не отнести. Впрочем, его куда более вероятное итоговое попадание на зону, тоже таит немалую опасность, в этом случае, для воровского сообщества. К общаку, уж его точно допускать не стоит. Откусит, откатит, распилит и утаможит. И при этом отчитается о значительном улучшении жизни всех ЗК.

As revenge for the reputational costs, Gritsenko decided to aggravate the situation around the primaries, instructing unapproved candidates to take part in the United Russia preliminary vote. Gritsenko’s candidates did not pass the primaries, but he claims that at the upcoming regional conference on July 5, he is ready to “pig” the governor’s team and, with the support of the CEC and the embassy, ​​nominate financially secure candidates who lost the primaries.

According to a Rucriminal.info source, Gritsenko, who believes that he is playing a successful gambit, has actually driven himself into a corner, exacerbating intra-elite conflicts in the region, which are especially wary in the VPB AP, understanding who provokes them.

The eldest son of Gritsenko - Vladimir Nikolaevich, born in 1971 convicted under Article 145 of the Criminal Code of the RSFSR for robbery, Article 157 of the Criminal Code of the Russian Federation for non-payment of alimony, Art. 324 of the Criminal Code of the Russian Federation for the sale of official documents and state awards, Art. 222 of the Criminal Code of the Russian Federation for illegal possession of weapons and Art. 158 of the Criminal Code of the Russian Federation (theft).

The youngest son of Gritsenko, who died as a result of a head injury, is Leonid Nikolayevich, born in 1973. was convicted under Art. 144 of the Criminal Code of the RSFSR for theft of another's property, art. 212.1 of the Criminal Code of the RSFSR for the theft of vehicles, art. 145 of the Criminal Code of the RSFSR for robbery and Article 228 of the Criminal Code of the Russian Federation (illegal possession, manufacture of narcotic substances).

It is possible that Gritsenko, who was aiming for the seat of senator in the late 90s, was associated with criminal authorities and groups that accounted for racketeering, robberies and murders, but he managed to erase unpleasant circumstances from his biography.

Another reason for Gritsenko's refusal to agree to the position of senator is his close and business relationship with his colleague in the ZSK Alexei Rudnev, suspected of commercial bribery and other fraudulent transactions using Gazprom structures. At present, more serious circumstances may emerge in the Rudnev case, pulling on a life sentence, which Nikolai Gritsenko knew and kept silent about.

Скандальный единорос пытается повлиять на назначение на ключевые должности на Кубани

Спасенный от увольнения руководством ЦИК ЕР, Гриценко решил доказать свою влиятельность через фальсификацию результатов праймериз. Буквально весь социальный блок Краснодарского края, под угрозой увольнения, вынужден был поменять на госуслугах адрес регистрации, для того, чтобы быть прописанными в Тихорецком районе и проголосовать за Гриценко. Планку в 31 тысячу голосов показал Гриценко своим покровителям, для сохранения власти. Подобных величин не смог достичь ни один из кандидатов, несмотря на узнаваемость и финансовые возможности.

Гораздо интересней выглядит гамбит Гриценко с попыткой повлиять на назначение на ключевые должности в крае.

После серии компроментирующих публикаций, Гриценко объявил фактически войну департаменту внутренней политики края, записав вице-губернатора Чагаева в личные враги. Чагаев должен был занять должность федерального инспектора в Краснодарском крае еще в конце мая, начале июня, однако процесс затормозился. Сам Гриценко говорит, что благодаря личным связям с одним из заместителей полпреда президента в ЮФО смог повлиять на то, чтобы затормозить процесс согласования Чагаева на вакантную должность, с последующим возможным полным отказом.

Гриценко, несмотря на вскрытые связи с криминалитетом, и преступное прошлое своей семьи, все еще рассчитывает получить кресло сенатора, или как минимум сохранить должность зампреда регионального ЗакСобрания, для чего ему необходимо завести не менее 5 депутатов в региональный парламент.

В качестве мести за репутационные издержки Гриценко решил обострить ситуацию вокруг праймериз, дав команду не согласованным кандидатам принимать участие в предварительном голосовании ЕР. Праймериз кандидаты Гриценко не прошли, однако он утверждает, что на грядущей 5 июля региональной конференции он готов подложить "свинью" команде губернатора и, заручившись поддержкой ЦИК и полпредства выдвинуть финансово-обеспеченных кандидатов, проигравших праймериз.

По мнению источника Rucriminal.info, Гриценко, считающий, что разыгрывает успешный гамбит, на самом деле загнал себя в угол, обострив внутриэлитные конфликты в регионе, к которым с особой настороженностью относятся в ВПБ АП, понимая кто их провоцирует.

Источники сообщают, что в округах, где выдвигается Гриценко и "его" кандидаты стоит ожидать тотального контроля со стороны федерального центра для обеспечения легитимности выборного процесса и демонстрации реальной (низкой) поддержки Гриценко и его команды. Попытки вбросов и привычного набора административных практик будут жестко пресекаться, а исполнители будут привлекаться к ответственности.

Ранее телеграм ВЧК-ОГПУ рассказал о том, что руководитель Краснодарского краевого отделения Единой России - зампредседателя ЗСК Николай Гриценко начал обивать пороги московских гостиных для получения одобрения на должность сенатора от региона. Гриценко под предлогом наличия серьезного компромата пытается убедить лиц принимающих решение о необходимости смены действующего 72-летнего сенатора Владимира Бекетова.

Федеральные кураторы как и региональные власти были не в восторге от идеи сенаторства Гриценко не только из-за его токсичности, но и в связи с темным пятном в его биографии. Гриценко на протяжении нескольких лет тщательно скрывает криминальное прошлое и настоящее своей семьи.

Старший сын Гриценко - Владимир Николаевич 1971 г.р. осужден по ст.145 УК РСФСР за грабеж, ст.157 УК РФ за неуплату алиментов, ст. 324 УК РФ за сбыт официальных документов и гос.наград, ст.222 УК РФ за незаконной хранение оружия и ст. 158 УК РФ (кража).

Погибший в результате травмы головы младший сын Гриценко - Леонид Николаевич 1973 г.р. был осужден по ст. 144 УК РСФСР за хищение чужого имущества, ст. 212.1 УК РСФСР за угон транспортных средств, ст. 145 УК РСФСР за грабеж и ст.228 УК РФ (незаконное хранение, изготовление наркотических веществ).

Не исключается, что метящий в кресло сенатора Гриценко в конце 90-х был связан с криминальными авторитетами и группировками, на счету которых рэкет, грабежи и убийства, однако ему удалось стереть из своей биографии нелицеприятные обстоятельства.

Еще одним доводом для отказа Гриценко в согласовании на должность сенатора являются его близкие и деловые отношения с его коллегой по ЗСК Алексеем Рудневым, подозреваемым в совершении коммерческого подкупа и иных мошеннических операций с использованием структур "Газпром". В настоящее время в деле Руднева могут всплыть и более тяжкие обстоятельства, тянущие на пожизненное о которых знал и умалчивал Николай Гриценко.
