He threatened that he would put them in jail for a long time, although there is no such measure of restraint or punishment under this article of the Criminal Code. “Under the pressure of not signing the case in court, he forces the investigator not to indicate in the protocol of interrogation of witnesses and the accused the fact that a few days before the initiation of the criminal case he met personally with Romanov and Petrova and under the pretext of completing the procedural check carried out in accordance with Art. 37 of the Code of Criminal Procedure of the Russian Federation, demanded money from them, as well as to carry out repairs in his office, ”said the interlocutor of Rucriminal.info. - Having received a refusal, Beschetnov, instructed the head of the investigation to initiate a criminal case. In this case, there is no corpus delicti, in connection with which it has already been investigated for almost 9 months, although all the persons are in Tambov and regularly come to all investigative measures.



These cases are not isolated, so similar requests from Beschetnov also came when he was the prosecutor of Morshansk. After all, it was during his leadership period, at the suggestion, among other things, of Deputy Prosecutor Morshansk Simonov (now demoted to Assistant Prosecutor of the Rzhaksinsky District of the Tambov Region, after verification), criminal cases were initiated, in which procedural decisions were made more than 17 times to refuse to initiate criminal cases. And then, miraculously, after one Tambov solicitor entered Beschetnov’s office, a criminal case was initiated under part 1 of Art. 330, and after the expiration of the statute of limitations. But the prosecutor was not embarrassed by this fact and he sent the case to court. Only in court, having studied the case, they decided to get rid of him quickly. The defendant was acquitted by the Tambov Region Court.



At one time, the Tsna River became shallow and began to look terrible. And all due to the fact that the dam collapsed, and the timing of its repair was constantly postponed. Then Alexander Romanov decided to repair the dam at his own expense, and actually build a new one. He spent 5 million rubles of personal savings on this. Прокурор против бизнесмена-благотворителя



Как выяснил Rucriminal.info, в производстве СО ОП 1 УМВД России по г. Тамбову находится феноменальное уголовное дело № 12201680032000651. Предприниматель Александр Романов за свой счет решил восстановить дамбу, которая была в удручающем состоянии. Однако, по отмашке местного прокурора на него возбудили дело по признакам преступления, предусмотренного ч. 3 ст. 260 УК РФ (Незаконная рубка лесных насаждений).



Данное уголовное дело возбуждено исключительно по инициативе прокурора Ленинского района Тамбова Бесчётнова, который на протяжении всего расследования и в настоящее время даёт указание, нарушающие требования УПК РФ, вместе с тем, лично и неоднократно угрожал Романову. Угрожал тем, что посадит их на долгий срок, хотя подобной меры пресечения или наказания по этой статье УК не предусмотрено. «Под давлением того что не подпишет дело в суд, заставляет следователя не указывать в протоколе допроса свидетелей и обвиняемых факт того, что он за несколько дней до возбуждения уголовного дела встречался лично с Романовым и Петровой и под предлогом окончания процессуальной проверки проводимой в порядке ст. 37 УПК РФ, требовал от них денежные средства, а также провести ремонт в его кабинете», - рассказал собеседник Rucriminal.info. - Получив отказ, Бесчётнов, дал указания начальнику следствия возбудить уголовные дело. В данном деле отсутствует состав преступления, в связи с чем оно уже и расследуется практически 9 месяцев, хотя все лица находятся в Тамбове и исправно приходят на все следственные мероприятия».



Указанные случае не единичны, так аналогичные просьбы со стороны Бесчётнов исходили и когда он был прокурором Моршанска. Ведь именно в его период руководства, с подачи в том числе заместителя прокурора Моршанска Симонова (в настоящее время разжаловал до помощника прокурора Ржаксинского района Тамбовской области, после проверки), были возбуждены уголовные дела, по которым более 17 раз принимались процессуальный решения об отказе в возбуждении уголовных дел. А потом чудесным образом, после того, как один тамбовский решала зашел в кабинет Бесчетнова, было возбуждено уголовное дело 1200168003000328 по ч.1 ст. 330, причем после истечения срока давности. Но прокурора данный факт не смутил и он направил дело в суд. Только в суде, изучив дело, решили от него по-быстрому избавится. Судом Тамбовской области обвиняемый был оправдан.



В свое время река Цна обмелела и стало выглядеть ужасно. А все из-за того, что плотина развалилась, а сроки ее ремонта постоянно переносились. Тогда Александр Романов решил за свой счет отремонтировать плотину, а фактически построить новую. Он потратил на это 5 млн рублей личных сбережений. Когда река и окрестности опять стали выглядеть дивописно, прокурор прислал к Романову полицейских.
