Together with a whole group of Moscow investigators and operatives (and further and even higher), they turned out to be involved in one of the largest developments of recent times aimed at combating corruption. We are talking about bribes in the millions of dollars, falsified cases, seizure of objects worth hundreds of millions of dollars. We will describe only two such stories.

History 1. Billionaire David Yakobashvili has not been doing very well in recent years. Together with his "nephew" David Mirzoev, he became a defendant in the kidnapping case of Boris Minakha's business partner. As a result, Yakobashvili and Mirzoev left Russia, but then the latter returned and took over the affairs of his uncle. In particular, two fixer friends Oleg Pokrovsky and Vitaly Kachur (both friends of Mikhail Mishustin's former son-in-law Alexander Udodov and love to flaunt the name of the prime minister), as well as the latter’s son, Kirill, were thrown to solve all sorts of problems with law enforcement agencies. And the "pump" started to pump money out of Yakobashvili to solve both real and invented problems. Since the Kachurov family is primarily known as successful raiders, hundreds of millions of dollars worth of Yakobashvili's real estate were copied and stolen along the way. The latter, due to a serious illness, did not notice what was happening for a long time, and when he regained his sight he began to fight for the return of his assets. And then Kachury, Pokrovsky and Mirzoev decided to eliminate the "old man" by sending him to jail. For good financial support, they resolved the issue with the Internal Affairs Directorate of the Central Administrative District, which initiated a corresponding case. Yakobashvili was under the threat of arrest. And the billionaire in parting was still decided to dissolve for money. Pokrovsky proposed, out of old memory, to solve the problem with the Central Administrative District Department of Internal Affairs for $ 3 million. Upon receiving the first tranche, he was detained and sent to jail. Next, a case was initiated on the fact of fabricating a case against Yakobashvili. And then the "power swing" began, which has been going on for a long time. Then the situation is close to the fact that all the participants in Yakobashvili's "promotion" and the security officials who actively helped them will be detained. Then, on the contrary, the situation turns in such a way that the materials on Yakobashvili will be launched and he himself will become guilty.

Story 2. Vyacheslav Simonenko was the CEO of a large IT company Merlion. He parted with the owners (Abramov, Mangutov, Karchev) badly. Symonenko believed that he owed a very large "golden parachute". The owners didn't think so. Then Symonenko began to go to various raider groups, offering himself as a battering ram to attack Merlion. As a bonus, there was a murky story with the arson of Symonenko's house. However, among the owners of Merlion, Levin was responsible for safety, always inclined to take radical steps. Symonenko walked for a long time until he came to the Kachurov family. They were very interested in the topic. And they decided not only to shake the owners of Merlion, but to squeeze out the whole company. The same Oleg Pokrovsky and counterparties from the power unit were involved in the process. So the case of the attempted murder of Symonenko (the same arson) was born, and the testimony of a secret witness "Ivan Bilibin" became one of the main evidence. Under this pseudonym was all that the same fixer Oleg Pokrovsky, who broadcast everything necessary for a successful "investigation". At the same time, consultations to Kachur on the issue of the deliberately illegal bringing of the owners of Merlion to criminal liability were provided by a high-ranking officer of the OSB in the Central Administrative District of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow named Dmitry (he also appeared in the story with Yakobashvili). The owners of the Merlion were sent to jail, where they received a tempting offer to part with the company for almost nothing. And then the same "power swing" began and the situation swings, then in one direction, then in the other direction. Now, for example, Nesnov, the investigator of the SZAO of the Main Investigative Directorate of the ICR in Moscow, and his former head Sergei Romodnovsky, the son of the ex-head of the Federal Migration Service, Konstantin Romodanovsky, are very close to landing.

По оперативным данным, Неснов скрылся в ОАЭ. Для сотрудников ФСБ РФ произошедшее не удивительно. Иначе бы Неснову пришлось отвечать на крайнее неудобные вопросы. Неснов только винтик гигантского коррупционного механизм, молотившего гигантские суммы. И если в рамках дела удастся «накрыть» весь механизм россиян ждет просто небывалое по своим размахам и персонам расследование, включающее в себя такие пункты: взятки сотрудникам СКР Максименко и Дрыманову; взятка следователю СКР Руслану Миниахметову и ряду сейчас уже бывших сотрудников ФСБ РФ; похищение гражданина США Бориса Минахи; развод на деньги миллиардера Давид Якобашвили решальщьком Олегом Покровским; участие в ряде криминальных историй самого Якобашвили и его родственника Давида Мирзоева; рейдерская деятельность семейств Качуров и т.д. Все это звенья одной цепи с одними и теми же героями. По сути сейчас началась гигантская силовая война.

По данным Rucriminal.info, после бегства Неснова и возбуждения дела о взятке, все больше сгущаются тучи над одним из самых крупных решальщиков Виталием Качуром (бывший друг и партнер экс-депутата ГД РФ Дениса Вороненкова) и его сыном Кириллом. Они вместе с целой группой столичных следователей и оперативников (а дальше и еще выше) оказались фигурантами одной из самых крупных разработок последнего времени, направленных на борьбу с коррупцией. Речь идет о взятках в миллионы долларов, сфальсифицированных делах, захвате объектов, стоимостью сотни миллионов долларов. Опишем только две такие истории.

История 1. Последние годы не очень хорошо складывались дела у миллиардера Давида Якобашвили. Он вместе со своим «племянником» Давидом Мирзоевым стал фигурантом дела о похищении делового партнера Бориса Минахи. В результате Якобашвили и Мирзоев покинул Россию, но потом последний вернулся и взялся управлять делами дяди. В частности, на решение всевозможных проблем с правоохранительными органами были брошены два друга-решальщика Олег Покровский и Виталий Качур (оба приятели бывшего зятя Михаила Мишустина Александра Удодова и любят бравировать именем премьера), а также сын последнего Кирилл. И заработал «насос» по выкачке денег из Якобашвили на решение, как реальных, так и придуманных проблем. Поскольку семья Качуров в первую очередь известна, как успешные рейдеры, то попутно были переписаны и похищены объекты недвижимости Якобашвили на сотни млн долларов. Последний из-за тяжелой болезни долго не замечал происходящего, а когда прозрел начал борьбу за возврат своих активов. И тогда Качуры, Покровский и Мирзоев решили устранить «старика», отправив за решетку. Они за хорошую финансовую поддержку решили вопрос с УВД ЦАО, которое возбудило соответствующее дело. Якобашвили оказался под угрозой ареста. А миллиардера на прощание еще решили и развести на деньги. Покровский предложил по старой памяти порешать проблему с УВД ЦАО за 3 млн долл. При получение первого транша он был задержан и отправился за решетку. Следом было возбуждено дело по факту фабрикации дела в отношении Якобашвили. А дальше начались «силовые качели», которые идут уже давно. То ситуация близится к тому, что будут задержаны все участники «раскрутки» Якобашвили и активно помогавшие им силовики. То, наоборот, ситуация поворачивается так, что ход дадут материалам на Якобашвили и он сам станет виновным.

История 2. В крупной IT-компании Merlion был гендиректор Вячеслав Симоненко. Расстался он с владельцами (Абрамов, Мангутов, Карчев) плохо. Симоненко считал, что ему должны очень крупный «золотой парашют» . Владельцы так не считали. Тогда Симоненко стал ходить по разным рейдерским группам, предлагая себя в качестве тарана для атаки на Merlion. В качестве бонуса была мутная история с поджогом дома Симоненко. Впрочем, у хозяев Merlion за безопасность отвечал Левин, всегда склонный к радикальным шагам. Ходил Симоненко долго пока не попал к семье Качуров. Те очень заинтересовались темой. Причем решили не просто потрясти хозяев Merlion, а отжать всю компанию. К процессу был подключен тот же Олег Покровский и контрагенты из силового блока. Так на свет появилось дело о покушении на убийство Симоненко (тот самый поджог), а в качестве одного из основных доказательств стали показания засекреченного свидетеля «Ивана Билибина». Под этим псевдонимом скрывался все тот же решальщик Олег Покровский, который и вещал все нужное для успешного «расследования». При этом, консультации Качуру по вопросу заведомо незаконного привлечения хозяев Merlion к уголовной ответственности оказывал высокопоставленный сотрудник ОСБ по ЦАО ГУ МВД России по г. Москве по имени Дмитрий (он же засветился и в истории с Якобашвили). Владельцев Merlion отправили за решетку, где им и поступило заманчивое предложение почти даром расстаться с компанией. А дальше начались теже «силовые качели» и ситуация качается, то в одну, то в другую сторону. Сейчас, например, очень близки к посадке следователь СУ по СЗАО ГСУ СКР по Москве Неснов и его бывший руководитель Сергей Ромодновский- сын экс-главы ФМС Константина Ромодановского.

“A talented manager” (both objectively and according to his friend Andrei Markov) Vadim Ishutin was very successful for a certain period of time and in the communal sector he “grabbed” everything that could be consolidated in theory to the maximum. But, as practice has shown, it was not possible to legalize and keep the PROJECT painlessly, even with the support of deputies and officials of all stripes. Everything is too criminal. Several years ago, Vadim Ishutin was forced to sell his UKashki to the PIK group not on market conditions, as they say, not without the help of the Voronezh security forces.

However, things did not work out for PIK-comfort in Voronezh and they agreed to return the business to Ishutin. Moreover, the base is already quite good. All of Vadim's people work in Pike, some have changed their shoes, but the bulk have remained loyal to their former patron.

Ishutin's former partner (yes, you didn't hear it) Alexander-basketball-rector-deputy Sysoev decided to make a "cobra throw" and take revenge for previous defeats, both financial and political. Why now? It is difficult to say for sure, but the moment, "offhand", was chosen a good one. Alexander Sysoev, Andrey Zachupeiko and Dmitry Solomakha opened 5 management companies for affiliated entities: Housing Standards LLC, Management Standards LLC, Service Standards LLC, Restoration LLC and Uyutservice-Comfort Management Company LLC. They want to transfer to these management companies the entire relatively profitable PIK-Comfort array located on the right bank by submitting "drawn" minutes of general meetings to GZI. The first stage was forged protocols with the signatures of residents, who at the general meeting allegedly voted for the transfer to these Criminal Code on 300 houses of the Comintern district.

On July 27, these protocols were sent to GZI, deputy. Head of GZI Minakov Andrey Aleksandrovich gave a command to the licensing department to include these 300 houses in the register from 01.08.2021. 07/28/2021 in the community "Overheard Voronezh" photos of the "left protocols" were published. On the same day, the staff of the regional BEP carried out operational activities in the office of A. Zachupeiko on the street. Kholzunova, 38/9, as well as excavations in GZI.

But this did not stop the friendly tandem at all. Also, these servants of the people organized an extended commission of the City Duma on housing and communal services (Sysoev - before, Zachupeiko - deputy), where the invitees habitually criticized the PIK-Comfort management company for the failure to prepare for the heating season (the head of the city administration of housing and communal services Solomakh was especially zealous), and " The basketball player "(Sysoev A.V.) also poured out his anger on the main defender of PIK from popular anger, the head of the state housing inspection Diana Goncharova. Anger is righteous and already habitual.

At the end of August, the network published a statement submitted to the Ministry of Internal Affairs from an indifferent resident of one of the "stolen" houses according to the "drawn" protocols of general meetings of tenants for the purpose of changing the Criminal Code. Residents say they did not vote, but the papers say the opposite.



At the same time, the proper reaction from the security forces does not follow. The reason is simple, the link Sysoev-Zachupeiko-Solomakha is very friendly to the deputy head of the regional FSB Zaitsev Andrey Nikolaevich, who is in charge of the housing and communal services sector of the region. Who also does not shy away from communicating with the Ishutin lobby and apparently bet on “both horses”. I wonder if his patron Nefedov is in the know? And what was the cost of slowing down the employees of the BEPiPK, who, before that, surprisingly zealously, on a tip from the FSB, interrogated people (not one dozen people)? The classic scheme is to create a problem and then heroically solve it. Zaitsev justifies his actions by state interests - to ensure stability in the housing and utilities sector and to prevent popular anger during the election race! It even looks like the truth ... And the sovereign Zaitsev is implementing another project ... Ishutin has expensive assets (VOC and solid waste landfill), already severely fined (about 1 billion rubles) by another friend of Zaitsev, Alexei Karjakin (head of the regional Rosprirodnadzor). An additional tool of pressure is the criminal case against the director of the VOC, Igor Zhitaryuk.

(заместитель руководителя Воронежского ГЖИ) с одной стороны и (2) проишутинские силы (замгубернатора Честикин С.А., депутат Госдумы Марков А.П., замгубернатора Соколов С.А., руководитель Воронежского ГЖИ Гончарова Д.И.) с другой. «Талантливый менеджер» (и объективно, и со слов его друга Андрея Маркова) Вадим Ишутин на определённом отрезке времени был очень удачлив и в коммунальном секторе «подгрёб» под себя по-максимуму все, что можно было консолидировать в теории. Но, как показала практика, безболезненно легализоваться и удержать ПРОЕКТ не получилось, даже при поддержке депутатов и чиновников разных мастей. Слишком все криминально. Несколько лет назад Вадим Ишутин был вынужден продать свои УКашки группе ПИК не на рыночных условиях, как говорят, не без помощи воронежских силовиков.

Однако дела у ПИК-комфорт в Воронеже не задались и они договорились вернуть бизнес Ишутину. Тем более, база вполне себе неплохая уже есть. Все люди Вадима работают в Пике, кое-кто переобулся, однако основная масса сохранила преданность бывшему патрону.

По словам источника Rucriminal.info, в реализации замысла Ишутину помогает Марков, включивший все возможные рычаги, один из которых - связь с действующим вице-губернатором Сергеем Честикиным, в ведении последнего находятся коммунальные вопросы.

Бывший партнёр Ишутина (да, вам не послышалось) Александр-баскетболист-ректор-депутат Сысоев решил сделать «бросок кобры» и взять реванш за предыдущие поражения, как финансовые, так и политические. Почему именно сейчас? Точно сказать сложно, но момент, «навскидку», подобран удачный. Подготовка к отопительному сезону; выборы же не дадут ни Маркову, ни тем более Гордееву (если он вообще об этом думает) всерьёз впрягаться в противостояние; да и Ишутин давно отсутствует, - пора. Такой бизнес удаленно не удержать.

Александр Сысоев, Андрей Зачупейко и Дмитрий Соломаха на аффелированных лиц открыли 5 управляющих компаний: ООО «Жилищные стандарты», ООО «Стандарты управления», ООО «Стандарты сервиса», ООО «Реставрация» и ООО УК «Уютсервис-Комфорт». На эти УК они хотят перевести весь относительно рентабельный массив ПИК-Комфорт, находящийся на правом берегу путем сдачи в ГЖИ «рисованных» протоколов общих собраний. Первым этапом были подделаны протоколы с подписями жильцов, которые на общем собрании якобы проголосовали за переход в эти УК на 300-х домах Коминтерновского района.

27 июля данные протоколы были направлены в ГЖИ, зам. руководителя ГЖИ Минаков Андрей Александрович дал команду отделу лицензирования на включение в реестр этих 300 домов с 01.08.2021 года. 28.07.2021 в сообществе «Подслушано Воронеж» были опубликованы фотографии «левых протоколов». Этим же днем сотрудниками областного БЭП были проведены оперативные мероприятия в офисе А. Зачупейко на ул. Хользунова, 38/9, а также выемки в ГЖИ.

Но это совершенно не остановило дружный тандем. По их словам этот массив как и последующие, которые они сдадут в августе, будут включены в реестр лицензий с 01.09.2021, так как с «погонами» у них «все решено». Уже открыты новые управляющие компании, и в ГЖИ поданы протоколы о переходе под их крыло многоэтажек.

Также данными слугами народа было организовано проведение расширенной комиссии гордумы по ЖКХ (Сысоев - пред, Зачупейко - зам), где приглашенные привычно критиковали УК "ПИК-Комфорт" за провал подготовки к отопительному сезону (особенно усердствовал начальник городского управления ЖКХ Соломаха), а "Баскетболист" (Сысоев А.В.) еще и изливал свой гнев на главную защитницу ПИКа от народного гнева, начальницу госжилинспекции Диану Гончарову. Гнев праведный и уже привычный.

В конце августа в сети опубликовано поданное в органы МВД заявление от неравнодушной жительницы одного из “угнанных” домов по «нарисованным» протоколам общих собраний жильцов на предмет смены УК. Жители говорят, что не голосовали, а бумаги утверждают обратное.

При этом, должной реакции со стороны силовиков не следует. Причина проста, связка Сысоев-Зачупейко-Соломаха очень дружна заместителю начальника регионального УФСБ Зайцеву Андрею Николаевичу, отвечающему за сектор ЖКХ области. Который также не чурается общению с ишутинским лобби и видимо поставил на “обе лошадки”. Интересно в курсе ли его патрон Нефедов? И чего стоило притормозить сотрудников БЭПиПК, которые до этого удивительно рьяно по наводке от УФСБ опрашивали людей (не один десяток человек)? Классическая схема - создать проблему, а потом ее героически решить. Свои же поступки Зайцев оправдывает государственными интересами – обеспечить стабильность в сфере ЖКХ и недопустить народного гнева в период предвыборной гонки! Очень даже похоже на правду… А еще державник Зайцев реализует другой проект… есть у Ишутина дорогие активы (ЛОС и полигон ТБО), уже жестко оштрафованные (около 1 млрд руб.) еще одним другом Зайцева Алексеем Карякиным (руководитель регионального Росприроднадзора). A previously convicted "businessman" with the uncomplicated nickname "Artyushok" not so long ago left the Minusinsk zone and for some time began to claim the place of "thief in law" in Krasnoyarsk. Pasha-Tsvetomuzyka in the 2000s will be imprisoned with high quality and for a long time, including for organizing the murder of Artyushkov. In 2015, Zhivitsa will be detained and imprisoned for 12 years (there is so much blood on this ghoul that it’s time to regret the abolition of the death penalty). But Ismandirov, by that time a "pure businessman" living in Moscow, managed to escape. As soon as Zhivitsa spoke, he disappeared abroad. Ismindirov was put on the wanted list by the law enforcement agencies through Interpol. He was detained in Poland in January 2018, after which the Russian Prosecutor General's Office sent a request for his extradition. In May 2020, he was satisfied. Now in the Sverdlovsk court of Krasnoyarsk hearings are taking place in the case of Ismindirov, who is accused of murder committed almost a quarter of a century ago and the statute of limitations will not apply here. Есть такое примитивное животное – гидра. Разрежешь ее на части, а каждый обрубок расползется и у него вырастут новые подошвы, головы и щупальца, ничем не отличающиеся от старых. Практически бессмертное животное. Так и банда Анатолия Быкова – кто бы в нее не входил, ни одному не удалось стать нормальным человеком, каждый, как был бандитом, так им и остался. Даже после того как «менял прописку» и уходил от Быкова. Сегодня Rucriminal.info расскажет о двух их них.

Первый, Вячеслав Исминдиров с характерной кличкой «Палач», второй – штатный быковский киллер Александр Живица, по кличке «Буль». Исминдиров родился в 1966 году и криминальную карьеру начал еще в восьмидесятых. За различные преступления, в том числе на военной службе, был приговорен к 9 годам тюрьмы. На свободу вышел в конце 1993 года и связался с авторитетом Стругановым (Пашей-Цветомузыкой) в то время правой рукой Анатолия Быкова. По оперативным данным, в составе этой банды активно занимался вымогательством у красноярских предпринимателей. Параллельно пытался войти в легальный бизнес. Организовал несколько мелких фирм. После ссоры Толяна с Пашей-Цветомузыкой, а затем ареста Струганова, организовал свою преступную группу, в которую вошли часть бандитов из окружения Паши-Цветомузыки. Один из них – Живица. В 2000 году Исминдиров уехал в Москву, где учредил две фирмы: ООО «Интори тур», ООО «Мартел люкс». Но это было потом.

А пока на дворе 1997 год. Быков уничтожил всех конкурентов, возглавил Красноярский алюминиевый завод и активно пытался легализоваться в бизнесе и политике, готовился к очередному шагу - выборам в Законодательное собрание. При этом возглавлял крупнейшее преступное сообщество в крае и попыток что-то переустроить в этих отношениях не допускал. А желающие оторвать свой кусок и скинуть Быкова периодически появлялись. Был среди них и уроженец города Ужур (запад Красноярского края) Анатолий Артюшков. Ранее судимый «бизнесмен» с незамысловатой кличкой «Артюшок» не так давно откинулся с Минусинской зоны и с некоторых пор стал претендовать на место "вора в законе" в Красноярске. В 1997 г. он побывал в г. Москве и заручился согласием местного криминалитета. После этого готовился отбыть на Дальний Восток за получением одобрения влиятельного вора в законе по кличке "Джем". Но не срослось.

Летом 1997 года Струганов довел до Быкова информацию, что «Артюшок» поднял голову и пытается формировать вокруг себя блатных. Реакция последовала незамедлительно. Струганову дается команда убрать Артюшкова. Не желая лично совершать убийство, Паша-Цветомузыка находит исполнителей – двух членов своей банды Исминдирова и Живицу. Три дня они следят за Артюшком, а 21 июля 1997 около 10 часов, на автостоянке «Стелла» по ул. Парашютной в Красноярске, в упор из пистолетов расстреливают Артюшка.

Пашу-Цветомузыку в 2000-х посадят качественно и надолго, в том числе и за организацию убийства Артюшкова. Задержат и посадят в 2015 году на 12 лет Живицу (на этом упыре столько крови, что в пору жалеть об отмене смертной казни). А вот Исмандирову, к тому времени «чистому бизнесмену», живущему в Москве, удалось убежать. Как только, заговорил Живица, тот скрылся за границей. Правоохранительными органами Исминдиров был объявлен в розыск по линии Интерпола. Его задержали в Польше в январе 2018 года, после чего Генпрокуратура России направила запрос на его экстрадицию. В мае 2020 года он был удовлетворен. Сейчас в Свердловском суде Красноярска проходят слушания по делу Исминдирова, который обвиняется в убийстве, совершенном почти четверть века назад и сроки давности тут действовать не будут. Обрубки быковской гидры, рожденной в начале 90-х, жили сами по себе, отращивали тела и шупальца, и даже вдали от своего «главного» тела, оставались такими же как он сам – готовыми всех убивать.
