Putin ordered the organization of an all-Russian competition of mentors called “To be, not to appear!” In this regard, the telegram channel VChK-OGPU and Rucriminal.info tell how the last similar Putin training project “Do the Right Thing” ended. This will be the magical story of the Ministry of Science and Higher Education and fixers-helpers (FSB Directorate for Moscow and the Moscow Region, UEBiPK Main Directorate of the Ministry of Internal Affairs of Russia for the North-Eastern Administrative District of Moscow, Investigative Directorate for the Central Administrative District of the Investigative Committee of Russia for Moscow), which began back in 2015. The ministry once again found itself at the center of a scandal with the implementation of the “Do the Right Thing” project, which was supposed to provide the most important social function – the admissions campaign to the country’s universities.
Part 1
As the Cheka-OGPU found out, the background to our scandal is the “Do the Right Thing” project, which was created by the Ministry of Education and Science since 2015, with annual funding through a state assignment for MPEI. But in 2021, when the Ministry of Education and Science needed to fulfill the indicators of the national project “Education”, which were tied to the real work of “Do the Right Thing,” it suddenly became clear that the result of huge investments from the federal budget was missing. In fact, there is no system, and the Ministry of Education and Science and the minister will not be able to report to the Russian Government on the achievement of indicators and the implementation of Putin’s May decrees. Problem….
At that time, at the Federal State Budgetary Institution “CITO” such projects were led by Bokov D.Yu., who had friendly contact with the director of the Department of Digital Development of the Magical Ministry, Alexander Skvortsov.
Bokov D.Yu., in March-April 2021, involved ordinary IT workers in “saving the project”, and at the same time three times useless officials of the Ministry of Education and Science, for which he turned to his friend. “Do the Right Thing” was made “from scratch” and started working already in June-July 2021, even before the appointment of the new director V.V. Bannikov, and the Ministry of Witchcraft regularly issued a state task for the development of “Do the Right Thing” at the Federal State Budgetary Institution “CITO”.
It would seem that the goal has been achieved - the system has been created and is finally working, the state task has been completed, and the indicators have been exceeded, which was successfully reported within the Ministry.
According to the Cheka-OGPU, in June 2022, the Investigative Committee for the Central Administrative District, based on materials from the intelligence officer of Directorate “P” of the FSB of Russia, initiated a criminal case. The main villain was appointed V.V. Bannikov, whose ink was not yet dry on the appointment order and who, in fact, ultimately saved the Ministry of Witchcraft, successfully completing the project and fulfilling the state task.
...Day and night, a group of 10 investigators worked on a criminal case... well, in any case, this is how they justified (misled) their existence to the leadership of the Main Investigative Directorate of the Investigative Committee of Moscow and Russia.
But in fact... a case was opened, it fell through on the shelves of the Investigative Committee, the investigation period exceeded all permissible values and, having found nothing better, investigator SK Shaporova and her “helpers” - subordinates of K. Stroganov, who was removed from office just the other day - opera OBEP in the North-East Administrative District made an illegal decision - everyone who passed by should be charged... Then we will definitely please the management.
You say “how so? After all, the project was completed. But why bother finding out these details, because “people passed here” (c) S. Farad.
Further according to the proven scheme. To falsify the case, improvised means were used - falsifying inspection reports, forging signatures of witnesses and deceiving them, inducing the accused to self-incriminate. One of the accused was even persuaded...
The icing on the cake of unprecedented impudence - on August 17, 2023, after 21:00, investigator Shaporova, after long events with “8 new accomplices in the case,” with whom, by the way, Bannikov was not even familiar, took power by the evening of the same day. - royally over everything that was happening in the Central Administrative District and ordered everyone to be taken into the building of the Investigative Committee for the Central Administrative District and to lock the entrance doors. Exactly at 21:00 the order was carried out and 15 people, half of whom were respected lawyers, were locked up, deprived of the opportunity to move or go outside from the vestibule. This continued until the lawyers themselves called the police.
Until now, the investigator and her “assistants” have not delved into the essential circumstances; no confrontations, no audits, no examinations have been carried out in the case; what’s more, even the accused with their detailed testimony are not interesting to the investigation.
Of course, it is unlikely that such daring violations are impossible without understanding one’s impunity, where does it come from?? So, a friend of our investigator is a representative of law enforcement agencies, serving in the “M” Directorate for Moscow and supervising the work of detectives from the North-East Administrative District (it coincided by chance). Judging by the latest events with this management, this is simply a corporate style.
What's the result? Very simple. The state task was completed, accepted by the Ministry, as evidenced by the acceptance certificates, the payments made, and even the advertising banners that we saw on the streets of the city, and innocent people became accused. Those who stood atthe origins of such an “organization” of the project feel great and continue to be engaged in the “development” of education in the country. The investigation is fooling the leadership of the Main Investigative Directorate of the Investigative Committee for Moscow, the prosecutor's office (happy holidays!) and the leadership of the Investigative Committee of Russia. How about the classics? Those who are called upon to protect our peace and intellectual resource, despite all the statements of the Chief, are doing everything to destroy it.
Part 3
We continue the narration of the magical story with fictitious damage to the Ministry of Science and Higher Education. Our heroes, as before: investigator Galina Shaporova, who, together with her helpers from the UEBiPK in the North-East Administrative District, persistently moves a cart with junk, which she does not hesitate to call evidence.
As Rucriminal.info told the reader, in the summer of 2023, when investigator Shaporova and her supervisor Abramov had to somehow explain to the leadership of the Russian Investigative Committee their red tape in the case, new defendants suddenly appeared in the case, many at once, some of them parents with many children. It is very appropriate in 2024, which the President called the Year of the Family. The slogan of A.I. Bastrykin’s subordinates: “Listen to the President and do the opposite” was clearly demonstrated to citizens who will soon vote.
So what is of particular interest (to everyone except the investigation and the prosecutor’s office of the Central Administrative District) is the story about theft without damage:
From the conclusions of the report, we learn (Fig. 1, 2, 3) that the project was monitored by the ministry on a monthly basis, the indicators were met and, in general, everything was fine, judging by the official papers of the “victim” (the Falkov Ministry). And at the same time, having conducted an “investigation” (although more similar to the investigation that “Koloboki conducted” - “similar!”), investigator Shaporova “drawn” the damage and reported such damage to management. Its leader (Abramov), as expected, without understanding, supported it (there is a separate loyalty to the thieves from the 2nd floor). A logical question, but what about the reports of the leadership of the Ministry?!... but they have sunk into oblivion and no one is interested in the truth.
In May 2021, Acting Director of the Federal State Budgetary Institution CITO Denis Yurievich Bokov offered a job to IT specialists, including from the regions, to carry out work on the “Do the Right Thing” project, having previously verified the high level of their competencies. As required, I signed the orders and set the bonuses. The specialists began their duties and worked safely. In July 2021, the Falkov Ministry conducted a control and audit inspection, they found those who did not submit weekly reports to their superiors - “boss, everything is gone! The plaster is removed, the client leaves!” But in the same ill-fated July (19), 2021, V.V. Bannikov was appointed director of the FSBI CITO.
Apparently at that moment, someone in the Ministry or where they should look after him, decided that now Bannikov would be the switchman who would put an end to the long-term thefts of the Ministry itself named after Falkov on the “Do the Right Thing” project, and the instigator Bokov needs to be removed from the case.
So a case was initiated based on the materials of the inspection of the control and audit department of the Ministry, which only indicated that no reports had been received from employees, and law enforcement officers should pay attention to Bokov and not take measures against Bannikov (Fig. 4).
But “do it the other way around” worked here too. Further along the beaten track. They lowered it to V.V. Bannikov. They even wanted to arrest all the dogs. And a year later, the investigations were woven into the story of the “switchmen-keymen”, Bokov was removed from the criminal case. The fact that the project is completed, launched and working is not of interest.
Neither the investigation, nor the Ministry, nor the operative of the Directorate “P” of the Central Economic Security Bureau of the FSB of Russia accompanying the case, nor the “assistant” from the Directorate “M” of the FSB for Moscow and the Moscow Region and supervising the North-East Administrative District (the name, the heads of the Directorate will be able to establish themselves, but we’ll give you a hint - this is a close “friend” of our investigator Shaporova and her “roof” for all outrages and violations of the law) are not embarrassed by inconsistencies and contradictions of facts.
It is clear that everything that the reader is told about is an attempt to hide the thefts of tens and hundreds of millions of rubles on the project, which lasted since 2015, which apparently were not known about in the Directorate “P” of the FSB of Russia, which Minister Falkov took upon himself upon taking office , from which the former Deputy Minister Narukavnikov is trying to escape.
