The deceased in his native village of Ivino left a wife and a daughter.

On August 10, 1988, he was arrested and then sentenced to four years on charges of committing a crime under article 147 of the Soviet Criminal Code (Fraud committed on a large scale or by an organized group). The term of Pavel Cho was serving in ITK-29 of the city of Navoi, Uzbek SSR. And on February 16, 1990, the Navoi court decided to replace the remaining term (2 years 3 months 15 days) with a conditional one. Из материалов проверки следует, что чиновник приехал в Смоленскую область в охотхозяйство «Восток» вечером 4 ноября. Говердовский был один и хотел поохотиться на кабана. Оружие он привёз с собой. Ранее Владимир неоднократно был этой базе. Сотрудники вспоминают, что он приезжал в большой компании випов. Был тут и в 2022 году. На объекте помимо охранников были охотоведы Александр (ранее работал в смоленском лесхозе) и Дмитрий. Когда стемнело, последний отвёз гостя и своего коллегу на кормовые поля, заложенные рядом с кабаньими тропами. На месте они встретили егеря Василия. Он был на вездеходе «Трэкол». Владимир и Александр отправились в поле, а Дмитрий предложил поехать егерю на базу вместе с ним, но тот отказался, и охотовед уехал один. Охотники, тем временем, осмотрелись и направились в сторону стационарной вышки, с которой открывается обзор на поля. В объяснениях свидетелей значится, что по дороге они в ночи якобы увидели зверя, и префект сделал два выстрела. Однако, вместо кабаньего визга, они услышали звук попадания по металлу. Позднее криминалисты выяснили, что обе пули попали в капот «Трэкола»: один снаряд разорвался в корпусе авто, а другой пробил обшивку и смертельно ранил сидящего в машине Василия. Александр бросился оказывать первую помощь егерю, а чиновник звонил в экстренные службы и даже вроде как договорился о вертолёте. Но рана оказалась смертельной. Некоторое время у Василия прощупывался пульс, но вскоре он скончался. Вся охота заняла примерно 30-40 минут. Никто не знает, что в поле делал егерь и почему он не уехал — прощаясь Дмитрий пообещал ему, что позвонит, когда будет трофей. У погибшего в родной деревне Ивино осталась жена и дочь.



Оказавшиеся у Rucriminal.info документы, свидетельствуют о том, что Павел Те был судим в родном Узбекистане. 10 августа 1988 года он был арестован, а потом осужден на четыре года по обвинению, в совершении преступления, предусмотренного статьей 147 советского УК (Мошенничество, совершенное в крупных размерах, или организованной группой). Срок Павла Тё отбывал в ИТК-29 города Навой Узбекской ССР. А 16 февраля 1990 года суд Навой принял решение заменить Те оставшийся срок ( 2 года 3 месяца 15 дней) на условный. Дальше он уехал в Бухару, а потом объявился в России и стал совладельцем Capital Group в 1993-1994 годах. Что примечательно, спустя четыре года после этого, Павла Те поставили на учет в ИЦ, как судимого гражданина. При выборах депутатом, глава Capital Group забыл указать свою судимость.

Одним из главных фигурантов дела о даче взятки сотрудникам СКР за освобождение «авторитета» Андрея Кочуйкова (Итальянец) стал его друг, тоже «авторитет» Олег Шейхаметов (Олег Шейх). В последнии годы Шейх занимается бизнесом, в первую очередь строительным. А его партнером по данным проектам являлся совладелец Capital group Павел Те. В частности, у Шейха и Те был совместный проект - возведение ЖК «Лица».

Начальник ОМВД по г. Избербаш Муртазалиев Ибрагим уличен в занятии предпринимательской деятельностью, кураторстве ввоза природных ресурсов самими жителями, так как делает это в цвет, в тотальной покорности исключительно мэру г.Избербаш и лоббировании интересов местного мэра. Однажды министр уже попытался отстранить Муртузалиева, но мэр Избербаша решил вопрос и Муртузалиев вернулся к своим обязанностям.

Представители зама министра Баталиева, являющимся по его мнению главным претендентом на место Магомедова, открыто заявляют, что территорию Избербаша курирует Баталиев и его слово - последнее. В прошлом Баталиев руководил главным ЦПЭ РД.

Другой заместитель министра, начальник Следственного управления МВД по РД Руфат Исмаилов крышует и оберегает начальника следственного отдела ОМВД по г. Помимо этого местный «ханзаде» по протекции Исмаилова, несмотря на возбужденное уголовное дело, ушел от уголовного преследования за незаконное занятие предпринимательской деятельностью со своим отцом Мамедрезой Шахбазовым, которой много лет возглавлял ОМВД, но при этом вывозил ресурсы с побережья, на которого до сих пор в городе работают предприятия, с которых доход получает вся семья, чего стоит продажа квартир незаконно возведенном доме, который Шахбазов младший построил совместно с местным застройщиком.

Начальник линейного ОВД г. Махачкалы Али Омаров, является самым настоящим миллиардером. В закромах полицейского дорогостоящая недвижимость, оформленная на родственников жены Салихат Омаровой - начальнице дагестанского наркодиспансера, отстегивающая долю за свои «теневые заработки» на отмазывании наркоманов подруге Меликова министру здравоохранения РД Беляевой. Омаров уже засветился своими высокими доходами.



Недалеко ушел и начальник ОМВД по г. Дагестанские огни Хидирнабиев Мавлюдин, занимающий свой пост всего 2 месяца, но уже успевший посадить продающие наркотики аптеки на долю и допустить оскорбление своих сотрудников при исполнении.

В былые времени Магомедов решил бы эти вопросы за пару месяцев, но сейчас явно что-то не так.

As they already say in IKSA, Babaev is a narcissistic person, a manager, he is exclusively engaged in self-PR and building a near-scientific business. Articles, reports, interviews are written for him, and he runs around officials, businessmen, negotiates and fools everyone with some kind of success. The transformation of a single temple of science into a stall selling scientific statuses is already a reality in IKSA: they hide from the SVO in paid graduate school, they write articles, dissertations, etc. Perhaps this is the meaning of the “RAS reform” begun by Livanov, Fursenko and etc. in 2013: it's just business. It's funny that on the part of wise China there are no frank assessments of the new business project of ICSA to create a laboratory for studying Xi's ideas. And to a request from TASS, the answer was: “China welcomes interaction with research centers of all countries, including the Russian Federation, and maintaining contacts regarding [Xi Jinping’s] ideas.” However, the Chinese Foreign Ministry did not say how much money China is ready to pay off IKSA for spreading Xi's ideas in Russia. And he didn’t tell, Alaverdy, how much Putin’s ideas are in demand in the Celestial Empire. Как пишет телеграм-канал ВЧК-ОГПУ, следующий шаг – поездка в Китай с целью выбить из нашего главного стратегического партнера финансирование под изучение гениальных идей генерального секретаря Си. И пусть только попробуют отказать!

Превратить академический институт в филиал Центрального комитета Коммунистической партии Китая – хороший бизнес, нацеленный на будущее, ибо российские массы страдают без идей Си. А в ответ в Китае откроют лабораторию по изучению идей президента Владимира Путина. Русский с китайцем - скрепы навек. А для чего еще нужна РАН?

История о создании в Институте Китая и современной Азии (ИКСА) под руководством Бабаева Лаборатории по изучению идей Си Цзиньпина, которая 22 июня освещалась в ВЧК-ОГПУ, вызвала бурную реакцию россиян, китаеведов с комментариями: от «все дружно загоготали насчет открытия Лаборатории по изучению идей Си» - до «теперь нет сомнений, под кого легла Великая сверхдержава Россия». И то: зачем современной России нужен «социализм с китайской спецификой»? Свои марксистско-ленинские идеи иссякли? Попахивает идеологической диверсией! Но работавшие с Бабаевым люди говорят другое. В Институте востоковедения (ИВ) мнение о Бабаеве: он - авантюрист, безуспешно пытавшийся прицепиться к бюджету ИВ. Им запомнилось, как он хвастал знанием 12 языков, но, когда приходило время переговоров, ему требовался переводчик. Вылетев из ИВ и благодаря покровителям приземлившись в ИКСА на должность директора, он занялся переходом с гранита науки на рельсы коммерции. Как говорят уже в ИКСА, Бабаев – это самовлюбленная особа, манагер, он занят исключительно самопиаром и выстраиванием околонаучного бизнеса. За него пишут статьи, доклады, интервью, а он бегает по чиновникам, бизнесменам, договаривается и морочит всем голову какими-то успехами. Превращение отдельного взятого храма науки в ларек по продаже научных статусов - это уже реальность в ИКСА: от СВО прячутся в платной аспирантуре, им пишут статьи, диссертации и пр. Возможно, в этом и есть смысл «реформы РАН», начатой Ливановым, Фурсенко и пр. в 2013 году: it's just business. Забавно, что со стороны мудрого Китая пока нет откровенных оценок новому бизнес-проекту ИКСА по созданию Лаборатории по изучению идей Си. А на запрос ТАСС прозвучал ответ: «Китай приветствует взаимодействие с исследовательскими центрами всех стран, включая РФ, и поддержание контактов, касающихся идей [Си Цзиньпина]». Однако сколько денег Китай готов отвалить ИКСА за распространение идей Си в России, МИД Китая не сообщил. И не сообщил, алаверды, насколько идеи Путина в Поднебесной востребованы. ИКСА не раз привлекал к себе внимание правоохранителей в части освоения бюджета, но Минобрнауки который год продолжает ничего не замечать в своем подведе, мол, все идет по плану.

According to the source, initially, in November 2019, employees of the Main Directorate of the Ministry of Internal Affairs for Moscow were brought to criminal responsibility in this case: inspector Fedorov of the UOOP, deputy head of the department Fayzullin, deputy head of the Department of Internal Affairs Kitai-city Smolin. Now all these employees have already received terms and are sent to camps.

Fedorov was the first to be caught red-handed, who, as part of an operational experiment, handed over Fayzullin. Fayzullin, in turn, surrendered Smolin. Some time later, Fedorov concluded a pre-trial agreement and testified against his colleague Vitaly Fokin and the deputy head of the public order protection department (UOOP) of the Main Directorate of the Ministry of Internal Affairs in Moscow, Sergei Kulishov.

Moreover, Fedorov, as part of a deal with the investigation, said that he, together with Fokin, each month chipped off 50 thousand rubles and transferred the money to Kulishov and directly to the head of the UOOP of the Main Directorate of the Ministry of Internal Affairs for Moscow, Major General Andrei Zakharov. The same bribe for general patronage was paid by other employees.

A week after Fedorov's testimony, Kulishov was detained, who also agreed to cooperate with the investigation. It would seem that the detention of Zakharov should follow. The leadership of the Ministry of Internal Affairs of the Russian Federation, deciding not to wait for this, immediately fired him.

And then the well-known miracles of the Russian investigation take place. Kulishov unexpectedly begins to testify that the "center" of all corruption chains was not Zakharov at all, but his subordinate Vitaly Fokin. According to Kulishov, Inspector Fokin, who had worked in the UOP for only 1.5 years at the time of the events, persuaded his boss Kulishov to accept bribes and himself organized extortions from employees and persons who needed the help of the UOP (such as a film crew).



Fokin, 25, pleaded not guilty to any of the charges. As a result, he was made the main corrupt official of the Main Directorate of the Ministry of Internal Affairs in Moscow. Kulishov, according to the decision of judge Talanina, received five years in prison, and Fokin .... 11 years in a strict regime with a fine of two million rubles
