Space assets ended up with criminal Shtorm

The investigation is looking for his patrons among a number of Roscosmos executives

of the Investigative Committee of Russia for the city of Moscow may initiate a criminal case related to the theft of about 100 million rubles belonging to the main research institute of mechanical engineering (JSC TsNIIMash), which is part of the Roscosmos State Corporation. At the same time, a scandal may flare up related to the activities of a number of officials of both the corporation itself and the local management. Rucriminal.info has details.

In 2021, when Dmitry Rogozin was still Roscosmos, so-called "industry operators" were created - organizations that provide various services to industry enterprises. It would seem like a good idea: the money stays in the industry and does not go to the side, the service providers are verified, one might say "their own". Bureaucratic red tape associated with holding tenders for the purchase of services is left aside. Space industry enterprises conclude contracts with such firms directly, without any tenders.

But as often happens, a good idea, in reality, turned out to be another scheme for individual officials to make money. In fact, these were firms with an authorized capital of 10 thousand rubles and a staff of one and a half people without work experience and the corresponding reputation, which Roscosmos endowed with all types of activities, concluding contracts without a tender for almost everything, from the sale of office equipment to accounting for industry enterprises and construction.

OOO "RK-Service" is actually owned by a repeat offender Mikhail Storm, who in the early 2000s already served time in places not so remote, for fraud. Having more than 140 registered types of activity, Storm actually knows how to do only one thing - steal money. Storm is omnivorous. It does not matter whose money it is: business partners, or government money allocated for children's meals in schools. Or for the construction of buildings for Russian space enterprises.

With the active support of Roscosmos officials, Storm boldly entered enterprises, concluding multimillion-dollar contracts for construction work. On the ground, Storm also acquired patrons in the person of construction curators and enterprise managers, where he began to actively "master" money on a "cosmic scale", having amassed a decent fortune: several apartments in Moscow and cars, as well as real estate in London. The scheme for earning money like this is very simple:

Dozens of contracts are concluded for hundreds of millions of rubles with at least a fifty percent advance payment. And then the usual "scam" begins. Construction materials are not purchased at all, or in extremely small quantities only to create the appearance of work. There are no builders at the sites, the work itself is not carried out. The money received in the form of advances is transferred to the accounts of one-day firms or "gaskets" controlled by Storm, and then withdrawn by cashing. Among other things, Storm concluded contracts with himself as an individual entrepreneur, naturally under fictitious contracts for the supply of dishes and detergents, and also issued loans to a company affiliated with him, which did not actually conduct business.

Covering up his crimes, Storm complained about hard times

(SVO, partial mobilization, rising prices for building materials). When, after two years, most of the work had not yet begun, Storm and the small RK-Service simply stopped communicating and, as they say, "disappeared from the radar", leaving behind a pile of garbage and unfinished business.

Now TsNIIMash must look for new contractors, naturally, at its own expense, risking violating its obligations under government contracts.

The investigation will have to find out not only the scale of all of Storm's activities, but also the role of assistants and patrons in his dark deeds among a number of managers at Roscosmos. The investigation may also have many questions for the deputy general director of TsNIIMash Ivan Yudakov, who oversaw construction issues during the period of active activity of Storm and the company.

The latter, by the way, is familiar with Yudakov I.A. since the time when he worked in the Ministry of Defense under the disgraced Minister Anatoly Serdyukov, and later under the infamous glamorous deputy-construction worker Timur Ivanov. It is noteworthy that Yudakov was expelled from the Ministry of Defense in disgrace for fraud with land plots and service apartments. But Ivan Yudakov did not lose the experience accumulated over the years of work in the department, but on the contrary, successfully applies it in another direction, mastering the "space budgets".

Yudakov did not just do nothing, observing the "work" of

"RK-Service", but on the contrary, concluded more and more contracts and literally stuffed this "garbage dump of Roscosmos" with new tranches, turning a blind eye to the tricks of Storm and even when everything was already quite clear and obvious, continued to conclude new contracts with advances.

These advances at flew to the accounts of RK-Service with the light hand of another deputy director of TsNIIMash for economics, the previously convicted Maxim Rakita, to whom the investigation also has many questions, including about his other interesting decisions.

It is noteworthy that Storm with his RK-Service was also a contractor for another infamous building of TsNIIMash, during the construction of which several managers of the enterprise along with fraudulent contractors got burned back in 2011. Then, during the reconstruction of the building, where it was planned to place the means for controlling GLONASS satellites during fictitious construction work, more than 150 million rubles of budget money were stolen.



Now TsNIIMash is again trying to complete the building, declaring even more ambitious plans - to create an entire technology park in its place, gathering around itself a whole layer of residents in the field of space exploration.

In general, TsNIIMash has no luck with construction. Several years ago, he was left without a renovated hall in the Mission Control Center. This story, like others, ended in criminal cases and "imprisonments"

JSC TsNIIMash, which is located in Korolev near Moscow, is an enterprise with a rich history, where the great minds of Russian cosmonautics once worked: Sergei Korolev, Mikhail Yangel, Yuri Mozzhorin and Vladimir Utkin. How Rogozin, through Rotenberg, begged for a position from Putin.

The source of the telegram channel of the Cheka-OGPU confirmed the authenticity of Dmitry Rogozin's correspondence that appeared on the NETWORK. The most interesting thing about Rogozin is Rogozin's discussion with his "master" Putin's friend Arkady Rotenberg. The latter has been dragging Rogozin for a long time, including lobbying for his appointment, which allows him to have control in the relevant areas, as it was in Roscosmos and was planned in the Accounts Chamber, where Rogozin was never appointed, and is unlikely to be appointed.

Evgeny Prigozhin Rogozin, in messages to Rotenberg, calls the dog "loose from the chain", Rotenberg calls him "pug". Also, Rogozin, in another correspondence, calls Prigozhin a “little shit.”

Not flattering Rogozin writes about Shoigu and his family. The ex-head of Roscosmos calls Ksenia Shoigu an idiot. And Shoigu himself is a "goat".

It is especially interesting to read how Rogozin solicits a new position for himself through Rotenberg. Rotenberg, referring to communication with Putin, promises Rogozin that he is about to receive some kind of appointment. But that doesn't happen.

Rogozin believes that Deputy Head of the Presidential Administration of the Russian Federation Kiriyenko is "weaving" intrigues against him.

On January 21, 2023, he wrote to his bodyguard, and officially former adviser to the head of Roskosmos, Sergei Gugushkin, inviting him to go to Donbass with him: “Seryozha, we never sit still. I agreed with him (Putin - ed.) This trip. Maybe they'll announce it when I get there. It doesn't matter. The flywheel is already running."

Earlier, a source of the Cheka-OGPU said that Rogozin was accompanied everywhere by two former fighters of the Alpha special forces, who have the status of advisers. Already 10 years with the ex-head of Roscosmos Sergey Gugushkin. And much later Mikhail Bridasov was added. He didn't serve at Alpha for very long, a couple of years. Bridasov died during the shelling of a restaurant in Donetsk, where his boss was celebrating his birthday.

Rogozin lobbied for employment because of Russian billionaire Arkady Rotenberg, who is close to Putin. There is a lot of sycophancy in their correspondence.

On September 27, 2022, Rotenberg replied to Rogozin: "Good morning, dear!!! I'm a little twirled, but I miss you a lot!!! Today I'll dial it directly and remind you!!! The Lord is protecting you!!! The motherland needs you, it just started spinning too!!!".

In the evening he added: "I said everything and the shifts began!!!".

On October 1, Rogozin wrote to Rotenberg again: “Please tell him that it’s enough to keep me in the rear. Yes, and in the Ministry of Defense it is necessary“ not to move furniture, but to change girls. ”I embrace you with hope.”

Rotenberg answered briefly: "He already spoke with Vaino (Anton Vaino - head of the presidential administration of the Russian Federation - ed.) about you !!! Wait."

On October 4, Rotenberg himself writes that he reminds "him" of Rogozin. Both shift the responsibility for the absence of "landslides" to Vaino.

The conversation on October 7, 2022 is another fawning of Rogozin towards the Supreme: “Arkady Romanovich, I congratulate you on the anniversary of your friend and our President! God grant him health, wisdom, determination and VICTORY! I embrace you.”

The next day, Rogozin himself offered a position for himself: “My brother,” he writes to Rotenberg. “Now we need to bring decisive people into battle. "He will give the component of the operation to Surovikin. As the new Chief of the General Staff. And he will give the entire civilian component to me. We can handle it together."

Rotenberg replied to this: "Surovikin will already be appointed to the NWO. We need to promote you. He promised me."

On October 22, Rogozin writes to Rotenberg that he is in Donetsk and wants to send a short letter to the “Chief”: “I plan to describe my impressions of the meeting with the battalion commanders of the Donetsk and volunteer battalions, a real picture of their support, as well as some suggestions for organizing peaceful life. Spent a week here because you are aware of their needs."

Rotenberg replies that he will see "him" on October 29, but he can deliver the letter earlier.

By the way, the mentioned letters - reports on Donbass for Putin - Rogozin will prepare later. More precisely, the "VV report" will be written for him by his assistant Artem Melnikov, the former head of the internal audit service of Roskosmos. Rogozin took him to work in the "Tsar's Wolves".

Rotenberg replied that on October 25, Rogozin's letter was "delivered." On November 1 - after meeting with Putin - the billionaire wrote to Rogozin that the response to his letter was "good."

On November 12, a message appeared on Russian telegram channels that "the question of Rogozin's appointment has been postponed again": At the same time, sources consider the non-appointment of Dmitry Rogozin to be the result of his failures, in particular, in the work to create a satellite group, which today is becoming apparent against the backdrop of the SVO.

Rogozin wrote Rotenberg y, that, according to him, this material was placed on the order of Sergei Kiriyenko, the first deputy head of the presidential administration of the Russian Federation.

For several days in November, Rotenberg did not respond to Rogozin's messages, in particular, about his trips to the Donbass. The following months, messages from the billionaire became less frequent and detailed.

On November 25, information appeared in the Russian media that the post of head of the Accounts Chamber would become vacant: the head of the institution, Alexei Kudrin, would go to work at Yandex before the end of the year.

Rogozin sends this news to Rotenberg, and he asks: "Do you want?". Rogozin replies that "He offered it." “It seems to me that you can influence a lot and help you,” adds Rogozin.

"Then agree, and then we'll see," Rotenberg answers him, but Rogozin notes that no one has called him on the phone yet. The billionaire advises him to do it himself.

On the same day, Rotenberg reports that all the photos from the Donbass that Rogozin sent him, he passed on to Putin, and he seemed to have a good reaction.

"Well, I'm for the motherland and for it," writes Rogozin.

"He appreciates it!!! Me too!!!" , - the billionaire answers him.

On November 28, Rogozin wrote to Rotenberg: “Arkady Romanovich, good morning. Today I’ll try to get through to the Chief. Will you call too?

Rotenberg replied briefly: "You tell him that you agree to this post! I will be in Moscow until 17:00 and I will recruit."

There is no information about whether the conversation took place that day. On November 30, Rogozin reported to Rotenberg, who had met with Secretary of the Security Council of the Russian Federation Nikolai Patrushev and Deputy Prime Minister of the Russian Federation Denis Manturov: "They help in the work. They are very interested in my actions in the NVO zone."

On December 2, Rogozin asks if there is any news. “Not yet!!! He said everything and sent it!!! He says he refused? I said that I already agree or something else, but I can’t sit without a job, we need to help the country. He said that he understands,” answered Rotenberg.

On January 12, Rogozin and Rotenberg met, and on January 14, the billionaire was at a meeting with Putin. “I told you that everything will be fine and you will be satisfied,” Rotenberg wrote that day.

On February 5, Rogozin asked Rotenberg to send the video work "Marker" to the "Chief" and joked: "As long as we appoint me, we will reach Kyiv."

As it became known to the VChK-OGPU and Rucriminal.info, the Main Investigative Directorate of the ICR in the Moscow Region completed the investigation of the criminal case against the former General Director of the Rocket and Space Corporation (RSC) Energia, Vladimir Solntsev, the head of NPP Istok (subsidiary of Rostec ) Alexander Borisov, as well as a number of former top managers of RKK. They are accused of embezzling 1 billion rubles. when supplying an electronic component base (EEE) for the module of the International Space Station (ISS).



Sources speak of a "big game" around the case. The head of Roscosmos Dmitry Rogozin, whose hands are falling apart, is trying to write off all the problems on the previous heads of enterprises and initiates sometimes far-fetched criminal cases. Fortunately, especially for such purposes, there is a deputy for security, Lieutenant General of the FSB Demin S.A.

And always hungry for money and normal affairs, the investigator of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the Ministry of Defense Kiselev and his head Ivarlak V.I blindly follow the set goal. This case is largely based on the testimony of one person - the former deputy general director of ZAO ZEM RKK Energia, Alexander Prokhorov, who entered into a pre-trial agreement in order to change his measure of restraint to a milder one, namely house arrest.

It was he who was the signer of the agreement because of which "cheese boron" and no one could force him to sign this agreement. But as soon as the investigation put pressure on him, he immediately accused everyone of conspiracy, as it is beneficial to the investigation, and tries to get out through a separate office work, but now the prosecutor's office does not pass the "deal with the investigation", since he believes that Prokhorov did not fulfill the terms of the deal with the investigation and gave only unconfirmed information.

Unreasonable actions are being carried out by the investigator for especially important cases of the third investigation department of the 2 department for the investigation of especially important cases of the Main Investigation Department of the Investigative Committee of the Russian Federation for the Moscow Region Kiseleva D.G. in criminal case No. 12002460043000090 against Solntsev V.L, Prokhorov A.A., Prokhorov S.M., Borisov A.A., who are accused of committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation. Grinenwald I.N., who is the son-in-law of V.L. Solntsev, is being pursued.



Prokhorov A.A. made a deal with the investigation and gave false testimony of the following nature: that Grinenwald, not working at any of the enterprises involved in the criminal case, was Solntsev's man, who controlled the supply under the contract, and specific facts were not announced and there is no evidence the basis for this fact, except for the words of A.A. Prokhorov. The question of how a person, not working at the enterprises, could control the supply is unknown. Investigators need I.N. Grinenwald only to put pressure on V.L. Solntsev (former Head of RKK Energia) to admit his guilt, which they cannot prove. After one year, there is no evidence base to confirm this crime.



Grinenwald had no relationship, including procedural, to this criminal case. This criminal case was not initiated against him, no notification of suspicion was provided to him in this case, no charges were brought against him.

However, on 04/01/2021, the investigator of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the Moscow Region, D.G. Kiselev. conducted a search in a country house in g. Moscow region, without having a court order. Kiselev D.G. accompanied by employees at 22.30 they tried to open the front door with a crowbar, broke the garage door while trying to enter the house. The au pair was at that moment in the house and decided to open the house. Greenenwald and his wife were not at home at that time. The investigator did not call either him or his wife in order to find out where they were and whether they could come.

There were minor children (girls) in the house: 13 and 5 years old. Kiselev D.G promised that he would go into the house and see if Grinenwald was in the house or not and immediately leave, but having entered the house he began to conduct a search. A lawyer with whom an agreement was concluded and who arrived at the scene wanted to be present at the search, but investigator DG Kiselev did not accept the warrant and did not allow her participation.

The search began at 23.00 and ended at 02.10 on 02.03.2021. Employees were distributed to all rooms at the same time without the owner's representatives. We went into the rooms of the sleeping children and in the dark with a lantern for 40 minutes searched the room of the 13-year-old daughter, without the child's legal representatives they searched her bed in which she slept, the child pretended to be asleep from the horror of what was happening. As a result of these actions, the parents were forced to turn to a psychiatrist, who diagnosed the child with the deepest nervous breakdown.

They also searched the room of their 5-year-old daughter, woke her up by turning on the light at 00.10 o'clock and also frightening the child.

And since the search took place in different rooms at the same time, the assistant did not have the opportunity to at least observe what was happening and control. They tried to break into the safe with a crowbar, to which the housekeeper, in order to preserve the property, reported the code from the safe.

They intimidated the au pair, demanded to provide information that she did not have.

To hide their illegal actions, they took the video surveillance server of the territory of the house and cameras located inside the house. Nothing related to the criminal case was found in the house. They illegally seized the passport of a Russian citizen in the name of Grinenvald I.N.

A copy of the search protocol was not given to either the lawyer or the au pair was left in the house.

The day after the search, investigator D.G. Kiselev. called Greenenwald's wife and threatened to deprive her of parental rights.

After this incident, Grinenwald I.N. was charged in absentia (since he was on vacation) and put on the wanted list.
