Billionaire Suckers

How Usmanov and Skoch staged repressions against defrauded miners

When in 2007, thousands of Lebedinsky GOK workers began to have their shares bought out en masse at a reduced price, few people understood that this was not just a “corporate reform,” but the beginning of one of the largest shadow deals with state participation and offshore packaging. Almost 20 years have passed. And today, the VChK-OGPU Telegram channel and Rucriminal.info will restore the route: from labor collectives to offshore structures associated with Alisher Usmanov and Andrey Skoch.

How did it work?

1. Forced buyout of shares from Lebedinsky GOK minority shareholders. Without clear notifications, with an artificially low valuation.

2. Transfer of assets through a series of Russian legal entities, including structures affiliated with Metalloinvest.

3. Withdrawal through offshore and European companies registered in the UK, Switzerland, Cyprus.

We have recorded the transaction route - some of them have already been included in the lawsuit, which is being prepared for filing in London.

4. Merger, restructuring, disappearance of documentation. The asset is leaving the control of minority shareholders, and its beneficiaries become figures in glossy Forbes ratings.

The international bureaus of lawyers and lawyers of "ARGA" mentioned in the lawsuit: • Alisher Usmanov - as a controlling person associated with the holding company that implemented the scheme.

• Andrey Skoch - a deputy, businessman, a public "victim" in the case against the Burkin family.

• Legal structures through which the property was transferred - some of them are still operating in Europe.

But it is already clear: questions will be asked not only in courts, but also in banks, sanctions committees, and cultural sponsorship funds.

How were the representatives of the defrauded miners Andrey and Victoria Burkin made “criminals”?

When something is taken away from you, you either remain silent or fight. Andrey and Victoria Burkin chose the latter.

They were the voice of the initiative group of minority shareholders of Lebedinsky GOK. They collected documents, hired lawyers, wrote appeals.

Their goal was one: to obtain compensations due by law, not only for themselves, but also for other defrauded workers of the plant.

What did they get in response?

Arrest.

Accusations of “extortion”. And the status of “threat” for those who are used to solving issues through a scheme, and not through the court.

And now the main thing:

In the Burkin case, the Russian court recognized the official victims as… Alisher Usmanov and Andrey Skoch.

The billionaires who gained control over the GOK said that they became victims of blackmail. It was they who initiated the case. It was they who gave the go-ahead for the arrest. It is they who are afraid that the truth will reach the Western press, courts and sanctions registers.

And all this is against the backdrop of one fact:

The Burkins' case is supported not only within Russia. A team of international lawyers and human rights activists is working on it, including under the coordination of the ARGA association and its president Sergei Khrabrykh.

How Usmanov and Skoch create an image that does not coincide with reality.

When billionaires become "victims" in a criminal case against ordinary shareholders, this is already absurd.

But something else is even more interesting: what image are these billionaires - Alisher Usmanov and Andrei Skoch - trying to impose on the West, while in Russia they are involved in cases with clear signs of repression.

Alisher Usmanov, despite falling under European sanctions, is building an image of a "sponsor of art", "friend of Berlin", "man of the world". He transfers money to foundations, finances exhibitions and restorations, makes donations on behalf of affiliated persons.

But behind this image there is a whole trail:

• financing through structures associated with government contracts;

• participation in the "cleansing" of minority shareholders of Lebedinsky GOK;

• accusations of using offshore schemes to maintain influence after 2014;

• and connections to the case against Andrei and Victoria Burkin, where his legal team was among the initiators of the criminal prosecution.

Andrei Skoch is even more interesting. A State Duma deputy, an official representative of the "social mission", in the past he was a defendant in criminal investigations, who, according to a number of European reports, had close ties to criminal structures of the 1990s.

And this is not a myth:

• French Le Monde published materials back in 2018 about how Skoch was helped to avoid unwanted consequences from old cases by changing his biographical narrative;

• European media wrote that it was he who spoke out against the return of part of the shares to labor collectives, citing “inexpediency”.

At the same time, when the case was being fabricated against Andrey Burkin, Andrey Skoch posted publications about “support for veterans of miner’s labor” and the transfer of equipment to the mining and processing plant. While promoting “social responsibility”, he was already waging a campaign to legally and politically squeeze out those who reminded how these assets were obtained.

Usmanov and Skoch are trying to get out from under the current sanctions and prevent new ones. They are filing lawsuits in the European Union courts, complaining about “unreliability”, playing the “patron” card. They want to be “negotiable” in London, Zurich and Berlin. And at this moment, the Lebedinsky GO case emerges. Ka. With criminal prosecution. With arrests. With minority shareholders. With real people. And with the participation of those who are used to the fact that money transfers are more effective than facts.

"They both have a past that can't be spoken about out loud"

How Usmanov and Skoch hid the latter's prison biography

Yesterday, the VChK-OGPU Telegram channel published the backstory of the famous photograph in which billionaire and State Duma deputy Andrei Skoch is captured with the leaders of the Solntsevskaya organized crime group, including Sergei Mikhailov (Mikhas) and Viktor Avery (Avera). The photo was taken in 1994, but the trio met three years earlier under very interesting circumstances.

From 1989 to the summer of 1991, Mikhailov and Avery were in the Butyrka pretrial detention center on charges of extortion from cooperators. At the same time, Avera ended up in the same cell with...Andrei Skoch. It was there that they met and became friends. And upon his release, Skoch joined the Solntsevskaya gang as an authority figure. This photo was taken at a meeting of the "chief bosses" in 1994.

If Avera and Mikhas did not particularly hide the Butyrka part of their lives. Then Skoch, at the beginning of his political career, "cleaned up" any mention of his stay in the pretrial detention center and hides this fact both from voters and from all law enforcement and regulatory agencies.

Rukriminal.info got hold of a fragment of a journalistic investigation that shows that when billions are raised on blood and betrayal, sooner or later this metal begins to rust. And then cracks appear - through which the truth seeps out.

In the early 1990s, Andrei Skoch was in the Butyrka prison in Moscow. This was not a rumor, not a conjecture, not an assumption. This is a fact. A fact that was kept silent for decades. Because it was inconvenient. Because it destroyed the legend. Because he threatened the entire structure built around the supposedly clean biography of the deputy, billionaire, the most vigilant ally... "patron and philanthropist" Alisher Usmanov.

Sources of the Cheka-OGPU say that Usmanov knew everything. From the very beginning. From the first steps of their partnership. He knew that his closest ally had been through prison and was connected to the mafia. He knew what Skoch was in prison for. And he chose to remain silent.

It was not just silence. It was a conspiracy.

Skoch and Usmanov are not a random tandem. It is a system built on mutual coverage. One brings connections, the other - power. One - money, the other - loyalty. They both have a past that cannot be spoken about out loud.

But now others have begun to speak out loud.

Those who were there. In Butyrka. Together with Skoch

Those who remember the cells. Surnames. Articles.

Concealing a criminal past by a State Duma deputy and co-owner of companies whose shares are traded on stock exchanges is not a trifle. It is a crime. Having concealed this information, Skoch entered the State Duma, boards of directors, public funds, and Putin’s security lists.

Sources also drew attention to one little-known episode from Zakhar Abukhanov’s interview, where he recalled a personal meeting with Andrei Skoch in Monaco in 2014. Then, according to him, Skoch asked him an unexpected question:

— Does anyone know that we know each other? Does anyone know under what circumstances we met?

This moment, according to investigators, may indicate that Skoch was trying to understand whether information about the events of the 1990s related to his stay in Butyrka prison had leaked.

In this regard, it is suggested that Zakhar Abukhanov may be the same person who was in prison at the same time as Skoch and has direct information about those circumstances.

...And now one of those who was a witness in Butyrka is alive. And according to our information, this is Abukhanov Zakhar.

The family of the "patriot deputy" Skoch ended up on the list of "those who fled the Russian Federation"

"have been on friendly terms since their criminal activities in the "Solntsevskaya" organized crime group.”

The release date of the crime boss Andrey Kochuykov (Italianets), who is the "right hand" of the thief in law Zakhariy Kalashov (Shakro Molodoy), is approaching. According to Rucriminal.info, Kochuykov, sentenced on March 29, 2018 to 8 years and 10 months in prison for the criminal case of the massacre on Rochdelskaya Street in Moscow near the Elements restaurant, is scheduled to be released from Penal Colony No. 3 of the Federal Penitentiary Service for the Kaluga Region on October 15. Unlike his boss, who was released early in March of this year from a penal colony in the Krasnodar Territory for medical reasons (Shakro became practically blind in prison), Italianets cannot leave earlier than he is sentenced to do, and is suing the administration of IK-3. As the VChK-OGPU learned, in the summer of 2023, Kochuykov did not get along with the prison administration, which resulted in his placement in a punishment cell, recognition as a malicious violator of the established procedure for serving a sentence, and a transfer from light to strict conditions of serving a sentence for a period of three months. It all began at 6 am on July 29, 2023, when the authority suddenly felt ill. Feeling the onset of vomiting, he ran to the toilet without making his bed and throwing on only a cotton jacket. As a result, during the morning rounds, the operative officer recorded the prisoner's unmade bed and the absence of trousers on him, which are violations. For this, Kochuykov was placed in a punishment cell for seven days.

This was not the end of the Italian's misadventures. After his release from the punishment cell, the head of the detachment approached him to accompany him to the medical unit of IK-3 for medical procedures. Kochuykov refused to go there, for which he was subsequently transferred to a cell-type room. Having added 15 disciplinary sanctions previously imposed on the authority to these incidents, the head of the colony recognized him as a malicious violator of the established procedure for serving a sentence. Since the fall of 2023, Italian has been trying to challenge the sanctions in court. At first instance, they were recognized as legal, but the authority filed appeals, decisions on which have not been made.

Another trial that Italian will have to go through concerns the establishment of administrative supervision over him. The administration of IK-3 approached him with a corresponding administrative claim in connection with the approaching end of his term. But until final decisions are made on the appeals of Italianets against the penalties, the colony's claim for administrative supervision cannot be considered. In this regard, proceedings on this claim were suspended.

As previously reported by the VChK-OGPU, efforts for the early release of Italianets from the colony were made by State Duma deputy Andrei Skoch. In the criminal case on the bribery of high-ranking employees of the Investigative Committee of the Russian Federation to release Kochuykov, there is a document entitled "State Duma deputy A.V. Skoch decides through Maksimenko M.I. and Lamonov A.N. (at the time of the events, employees of the Investigative Committee of the Russian Federation - Ed.) the issue of releasing the direct executor of the raider seizure of the Elements restaurant Kochuykov A.N. (nickname "Italian"), with whom they have been on friendly terms since the time of their joint criminal activity in the Solntsevskaya organized crime group." It is interesting that this document was not submitted to the court with other investigative materials, but remained in the materials gathering dust on the investigative shelves. Skoch agreed that it would not be he who would be tried for bribing the Investigative Committee employees, but his "right hand" Sheykhametov (Sheikh), who only acted as an intermediary in the negotiations between Skoch and the Investigative Committee. By the way, Sheikh, as Skoch promised him, did not go to jail at all.

The VChK-OGPU Telegram channel found the deputy and "patriot" Andrei Skoch in a database of people "who left the Russian Federation" compiled from leaks. His daughter, the main holder of the assets of the United Russia organized crime group member, the daughter-in-law of the first deputy chairman of the government Denis Manturov, Varvara, was also spotted there.

The name of Andrei Skoch appears in the database allegedly in connection with the announced mobilization. It is indicated that he left the Russian Federation for Belarus on October 14, 2022. However, most likely, the State Duma deputy left at a difficult time for the country not for fear of conscription, but for another vacation.

The entire family of the people's representative, including his daughter Varvara and son-in-law Evgeny Manturov, have been repeatedly spotted both in the Seychelles and in Switzerland. And the Republic of Belarus is just a convenient hub where you can charter a private jet without unnecessary noise. After all, according to open data, Andrei Skoch's personal plane is under sanctions and blocked in all services.

The main holder of deputy Skoch's assets, his daughter Varvara Manturova, according to leaks, left the country on March 31, 2022, for the UAE. The reason given is the beginning of the SVO, but even without this, the 22-year-old regular at foreign parties comes to her homeland only to participate in dance competitions and for treatment.

For many years, Andrei Skoch's family has been visiting the KIEM clinic, where his wife, socialite Elena Likhach, is valued even more than the wife of the president's press secretary, Tatyana Navka, the court by how much lower the review of the latter is published on the website of the elite hospital. There, as already reported by the VChK-OGPU, the deputy was recently diagnosed with a suspected tumor.

"State Duma Deputy Skoch maintained friendship with "authority" Kochuykov"

How a parliamentarian paid for bribes and security for a "thief in law”

The VChK-OGPU Telegram channel introduced readers to a unique document from the case of bribery of high-ranking employees of the Investigative Committee of the Russian Federation to release the authority Andrei Kochuykov (Italian). It is called: "State Duma Deputy Skoch A.V. decides through Maksimenko M.I. and Lamonov A.N. (at the time of the events, employees of the Investigative Committee of the Russian Federation - Ed.) the issue of releasing the direct executor of the raider seizure of the Elements restaurant Kochuykov A.N. (nickname "Italian"), with whom they have been on friendly terms since the time of their joint criminal activity in the Solntsevskaya organized crime group."

You will not find this document in the materials that were sent to court at the time. It remains only in the materials that are left to gather dust on the shelves of the investigation. Why didn't the document end up in court?

And Skoch agreed that it would not be him who would be tried for bribing the ICR employees, but his "right hand" Sheykhametov (Sheikh), who only acted as an intermediary in the negotiations between Skoch and the ICR. By the way, Sheikh, as Skoch promised him, did not go to jail at all.

Let us recall that Skoch represents the Belgorod Region in the State Duma - the region where the CTO regime was introduced yesterday.

Rucriminal.info is not surprised that one of the main participants in the massacre on Rochdelskaya, Batyr Bekmuradov, was released from prison through the SVO, and feels so great in the war. He does not appear on the front lines, receives awards, lives in Lugansk, has a personal driver, etc. Before his imprisonment, Bekmuradov was part of the personal guard of the thief in law Zakhar Kalashov (Shakro Molodoy), which was financed by the authoritative deputy of the State Duma of the Russian Federation Andrey Skoch.

According to the case materials, two groups operated under Shakro's general leadership. The first was headed by Bekmuradov, who "in order to give his activities a legal appearance" acquired the private security company "Zashchitnik". The second was headed by the authority Andrey Kochuykov (Italian), who bought the private security company "Zaslon". "The funds for the creation of "Zaslon" - more than three million were allocated by State Duma deputy Skoch Andrei Vladimirovich. Skoch... maintains close friendly relations with Kochuykov and carried out the current financing of the private security company, paid for the services of Italianets' lawyers," the prosecutor announced operational information at one of the hearings.

Earlier, the VChK-OGPU reported that Batyr Bekmuradov, a retired major of the special forces of the airborne troops, known in the criminal world under the nickname "Bek" - an authority who is considered the head of the security service and the commander of the combat detachment of the thief in law No. 1 Zakhariy Kalashov "Shakro Molodoy".

Bekmuradov, sentenced to a total of 15 years for participating in a shootout on Rochdelskaya Street in Moscow and organizing the kidnapping of businessman and US citizen Boris Minakhi, who owed large sums, using connections in the Russian Defense Ministry, after repeated attempts, achieved his departure from the places deprivation of liberty in the zone of the special military operation (SVO).

According to the source of the VChK-OGPU, after arriving in the combat zone, Bekmuradov, enjoying the full support of the airborne troops command, without hesitation introduced criminal orders among the military personnel from among the former prisoners, who, like him, arrived from places of deprivation of liberty.

Thus, Bekmuradov organized mass extortions from the military personnel of this category into the so-called "common fund", into which they must give, no more and no less, exactly half of all the monetary payments due to them!

This entire process takes place not just with the knowledge, but under the complete personal control of the Chief of Staff of the Airborne Forces - Lieutenant General Kontsevoy, who directly from Bekmuradov receives a share of the collected funds and provides him with all kinds of patronage.

The military personnel simply have no options to refuse the extortions, since otherwise they will inevitably end up in the most difficult sections of the front, from where there is little chance of getting out alive. Threats of direct reprisals are also used against persons who doubt the validity of the extortions carried out by Bekmuradov.

"Andrey, this is a lot of money for me, solve the problem with Alisher"

Authoritative deputy Skoch "decides" directly from the State Duma

A source of the VChK-OGPU Telegram channel reported that the so-called partners of the billionaire and part-time deputy of the State Duma of the Russian Federation Andrey Skoch are experiencing "an unhealthy revival". The reason for this is by no means joyful. For the second time in recent years, oligarch Andrey Skoch has been suspected of having cancer.

The billionaire parliamentarian initially had no concerns about his health and came to the Clinical Institute of Aesthetic Medicine for modern procedures. However, during the examination, doctors discovered a tumor in Skoch. Now many studies have been prescribed that should show whether it is malignant or not. According to the interlocutor, the new tumor greatly frightened Andrey Skoch himself, who only three years ago underwent surgery to remove the tumor. In 2021, events unfolded according to the same scenario: the billionaire came to the Guta dental clinic to make his teeth beautiful, but immediately ended up in the operating room. He underwent removal of a tumor from the maxillary sinus, which after a special examination was classified as a cyst.

Rucriminal.info would like to add that Skoch's working days as a deputy are clearly visible from a letter that somehow came directly to his official email in the State Duma and which ended up in the possession of the VChK-OGPU. These working days are like in the 90s, when Skoch was a prominent member of the Solntsevo brotherhood. Or, like in the 2000s, when Skoch was at the epicenter of events around the famous gangster massacre on Rochdelskaya.

This letter is so interesting that we are publishing it in full. The heroes are extremely clear: Alisher, Skoch's partner Alisher Usmanov; "Deputy Adam" - Adam Delimkhanov; Ramzan-Ramzan Kadyrov.

"Hello Andrey

Andrey, I ask you to solve the problem between me and Alisher, let him close the issue with me. I swear by God that Livon owed me seven million dollars and Alisher owed him and I swear by God that Livon promised to return my money to me after Alisher gave him his money. And I told you back in 2014 about Livon and that he had claims against Alisher, but I did not talk about the details and my relationship with Livon. Andrey, for me, this is a lot of money and under no circumstances will I leave the issue unresolved and will do everything so that Alisher closes the issue with me. The problem is that if I involve deputy Adam to resolve the issue, I will have to call your name and say that I told you about Livon and his claims against Alisher at our meeting. I do not want to cause problems for anyone and, first of all, to shine a light on our acquaintance. I know that if I contact Adam then the question will reach Ramzan and I'm afraid that it will cause a big fuss. Ramzan knows me, I met him in 2004 and after that we talked on the phone several times.

Andrey, I will ask you once again to help me resolve the issue peacefully, between me and Alisher. I have already written to you that there are two options, i.e. they will kill me or close the issue. Andrey, I'm sorry, but in order for Alisher to close the issue with me, I will use all options, I hope that you will find the right solution. I wrote to you that my nervous system is completely destroyed and therefore I often wrote to you things that I should not have written. I regret and offer you my sincere apologies. I will wait for your answer. With respect to you, Alex"

“We invite Andrei Skoch to court”

Oligarch-deputy of the State Duma of the Russian Federation against a miner with many children

A source from the VChK-OGPU telegram channel reported that the so-called partners of the billionaire and part-time State Duma deputy Andrei Skoch are experiencing an “unhealthy revival.” The reason for this is not at all happy. For the second time in recent years, oligarch Andrei Skoch was suspected of cancer.

The billionaire parliamentarian initially had no fears for his health and came for modern procedures at the Clinical Institute of Aesthetic Medicine. However, during the examination, doctors discovered a tumor in Skoch. Now many studies have been ordered to show whether it is malignant or not. According to the interlocutor, the new tumor greatly frightened Andrei Skoch himself, who only three years ago underwent surgery to remove the tumor. In 2021, events developed according to the same scenario: a billionaire came to the Guta dental clinic to get his teeth spruced up, but immediately ended up in the emergency room. He had a tumor removed from the maxillary sinus, which, after a special examination, was classified as a cyst.

However, ordinary miners, deceived at one time by the structures of Skoch and his partner Usmanov, invite the State Duma deputy to dialogue.

Rucriminal.info continues the saga of deceived miners and metallurgists of the Belgorod region.

Our publications do not go unnoticed. Opponents of a group of minority shareholders of LGOK OJSC launched an unprecedented information attack against the miners of the Lebedinsky GOK.

Various media are used, from regional television to Federal channels.

Thus, in the Russia24 Belgorod story, a threat was made against not only members of a small group, but also a warning to all miners in the region not to even try to think about supporting a group of minority shareholders. whom the authors of Lenta-ru called scammers. The stories from Metalloinvest are replete with distorted facts and contain outright lies.

Metalloinvest's PR people didn't stop there. They conducted a whole conspiracy investigation into the ARGA Human Rights Association, which defended miners in Europe, and tried to smear the President of the Association in order to discredit the activities of human rights activists.

The fact is that ARGA defends the interests of not only a small group of minority shareholders, but also invited all minority shareholders of the Lebedinsky GOK to join the Claim and declare their rights to private property.

The colossal efforts of Metalloinvest with a huge budget for custom articles and television spots are being made due to the fact that Metalloinvest’s lower-level lawyers were unable to fulfill even a compromise agreement with the miners reached at a high level. Instead of signing an already agreed upon settlement agreement, in order to curry favor and save an insignificant amount for their bosses, Alex Tumanyan and Sergey Chibisov (pictured and video) fabricated a criminal case against Andrei Burkin, the leader of a group of miners.

Which, according to lawyers, should have frightened the miners, thereby forcing them to abandon further struggle for justice. But the desire to curry favor with Usmanov, Moshiri and Skoch led to results opposite to those expected.

For many years, the miners tried to reach a peace agreement so as not to wash dirty linen in public. They wrote letters asking for peace to Usmanov, Efendiev, etc. In response to the letters, lawyers and employees of Metalloinvest got in touch with the miners.

Some, referring to the decisions of the lost courts, threatened the minority shareholders with criminal prosecution, others, showing good will and humanity, tried to find a way out of this situation, and Grigory Levchenko almost succeeded. However, attempts at peace were dashed by the misplaced zeal of the head of the legal department, who relies on immediate, intermediate results to demonstrate his significance.

As a result, on June 4 of this year, the United Nations Working Group on Business and Human Rights accepted an appeal from the ARGA association in defense of Russian miners. The UN Working Group on Arbitrary Detention accepted the ARGA's appeal in defense of Andrei Burkin.

Also, preparation of a claim against Metalloinvest, affiliated legal entities has begun. persons and its beneficiaries on the fact of illegal seizure of miners' property, fraud in the EU, Great Britain and tax evasion (on an especially large scale).

The legality of placing Metalloinvest Eurobonds on the credit and financial market without taking into account the interests of minority shareholders of Lebedinsky GOK OJSC and OEMK OJSC will be contested. The miners have documentary evidence regarding all criminal aspects of the activities of Metalloinvest and its shareholders. Metalloinvest, neither in Russia nor in the EU, reported the 3-4 billion export revenue of its enterprises, which quietly settled offshore, and the pre-tax profit of the foreign trade link was reported at the level of 7% of revenue!

As the Russian proverb says, force a fool to pray to God, and he will break his forehead.

Thanks to the zeal of Alex Tumanyan and Sergei Chibisov to save pennies for their owners by yet another deception of the miners will most likely lead to huge material costs and inevitable reputational damage for Messrs. Usmanov, Skoch and Moshiri.

Andrei Burkin's support group also asks you to sign a petition to protect and support him:

A hearing has been scheduled for August 1, 2024 in the case of the representative of the group of minority shareholders, Andrei Burkin, in the Sverdlovsk District Court of the city of Belgorod.

A group of miners invites the defender of family values, Andrei Vladimirovich Skoch, a State Duma deputy from the voters of the Belgorod region, to a hearing on case No. 12401450007000466.

From the resolution on the separation of the criminal case dated January 31, 2024 at 19:51 -

“Senior investigator of the 4th department of the Investigative Committee for the ROPD of the Investigative Directorate of the Internal Affairs Directorate for the Closed Joint-Stock Company of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, Captain of Justice E.V. Olshevsky in agreement with the Deputy Chief of the RCPD of the Investigative Directorate of the Internal Affairs Directorate for the Closed Joint-Stock Company of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, Colonel of Justice A.A. Zaprudnov:

“Thus, unidentified persons committed extortion, that is demand for the transfer of property, namely the funds of JSC Holding Company Metalloinvest in an especially large amount, under the threat of disseminating information that could cause significant harm to the rights and legitimate interests of JSC Holding Company Metalloinvest, that is, they have committed a crime under paragraph “b” » part 3 art. 163 of the Criminal Code of the Russian Federation, taking into account the above circumstances from criminal case No. 12201450007000708, it is necessary to single out a criminal case for a new episode of criminal activity in relation to persons unidentified by the investigation.”

Authoritative Skoch and Manturov became related through business

What the family of the first deputy prime minister, deputy and billionaire are hiding

The son of the First Deputy Prime Minister, Yevgeny Manturov, is married to Varvara Skoch, the daughter of State Duma deputy Andrei Skoch, one of the richest women in Russia. In 2020, she received a 15% stake in oligarch Alisher Usmanov’s USM Holding company worth $2.5 billion.

Rumors about the wedding of the sons of Denis Manturov and Andrei Skoch appeared back in 2022, but now they have documentary evidence. Varvara Andreevna Manturova owns LLC “Recreation Center “Gornaya Rechka”, registered in Sochi. Until 2023, this asset was owned by Vladimir Skoch, the father of a State Duma deputy. Previously, the company belonged to the Cyprus offshore companies Western Trade Limited and G.I. Si. Galway Holdings Limited.

Andrei Skoch and his daughter Varvara are under sanctions, but this does not prevent the owner of a billion-dollar fortune from skiing in Switzerland and lounging on the beaches of the Seychelles with her chosen one. Compared to his wife, Evgeny Manturov is a silver-less person and owns Altima LLC, which develops computer software. Over the two years of its operation, the company has not earned a penny and can be used by Manturov Jr.’s partners to withdraw money. One of them, Dmitry Zubakha, owns Atmosphere LLC, which also develops computer software. In 2023, the company’s profit amounted to 1.1 billion rubles, an increase of 18,670% over the year. And such miracles don’t happen in business when your partner is the son of the first deputy prime minister. So it was not without reason that Andrei Skoch’s daughter married the son of a major official. Now the entire business of the Skoch family and his accomplices is under the “roof” of Denis Manturov.

Rucriminal.info wrote that socialite Elena Likhach, the ex-wife of Andrei Skoch, and the niece of his partner oligarch Alisher Usmanov Gulnoz Kocharova owned Server LLC, whose activities were classified by the Federal Tax Service. The company, through its former founder, Kocharova’s husband, is closely connected with USM Holding, whose shares are owned by Varvara Manturova. Vakhtang Kocharov is now enjoying a comfortable life in Switzerland, and from 2019 to 2023 he was a top manager at Metalloinvest, owned by Usmanov, and was involved in export supplies. Perhaps the oligarch deliberately removed Kocharov from official positions so that he would run Metalloinvest’s gray schemes from Europe, bypassing sanctions. It is difficult to find another explanation for the departure of a relative from a “grain” position.

Gulnoz Kocharova is the daughter of Alisher Usmanov’s sister Gulbahar and Zunnur Ismailov, who is the beneficiary of the Open Estates Limited offshore company in the British Virgin Islands. Ismailov’s company leased 140 acres of forest in the Rublevo-Uspenskoe highway area. The Ismailovs are registered in the elite residential complex “Golden Keys” on the banks of the Ramenka River, where, according to anti-corruption officials, Dmitry Medvedev’s apartment was also located.

The close ties of the Skoch family with Alisher Usmanov are evidenced by a lawsuit filed by the oligarch last summer against minority foreign companies. In addition to Usmanov, the plaintiffs were co-owners of the USM holding Vladimir Skoch and Varvara Skoch, as well as a member of the company’s board of directors and its former general director Ivan (Vladimir) Streshinsky. In April 2023, after falling under sanctions, he resigned from all positions in the assets of Alisher Usmanov. At the same time, Vakhtang Kocharov, who now feels great in Switzerland, was also included in the sanctions list.

The collaboration between Skoch and Usmanov began in the distant 90s and has its roots in the Solntsevskaya organized crime group, with whose members Andrei Skoch and his army friend, first business partner Lev Kvetnoy, are captured in the photograph. The scandalous photo, according to the deputy, was allegedly taken after the purchase of several assets of Vnukovo Airport from Sergei Mikhailov and Viktor Averin. Lev Kvetnoy has long been an independent member of the board of directors of JSC Vnukovo International Airport, the main owners of which are now Vladimir Skoch and Vitaly Vantsev, who holds the position of chairman of the board of directors. Vnukovo has the status of a joint airport with the FSB and FSO.

JSC Vnukovo International Airport was the contractor in government contracts worth 739.1 million rubles, and the customer for 46.5 billion rubles. The company does not disclose its suppliers - in July alone, unknown contractors entered into contracts worth almost 800 million rubles. This money could have gone to companies accomplices of Andrei Skoch. However, the contracts of Vnukovo International Airport JSC could have been classified, like the Server LLC company, which Rucriminal.info wrote about.

At one time, Lev Kvetnoy was considered Vantsev’s senior partner. Now the main assets of Kvetnoy are cement assets and the National Standard Bank. Until 2022, Alisher Usmanov and Vladimir Skoch were also the owners of Round Bank through Round East Holdings Ltd. and USM Investments Ltd. Since 2023, the founder of the bank is Dibies Technologies LLC, which develops computer software. From him traces lead to Ev genius Nekrasov, owner of several IT assets. Since 2023, the chairman of the board of directors of the bank is Andrey Andrusov, who is also the co-founder of Dibies Technologies LLC. Previously, Andrusov was the general director of Nexus LLC, which operates in the field of law, owned by the Cypriot offshore companies Multburn Limited and Lapistar Company Limited. If there are Skoch and Usmanov’s ears behind them, they are hidden deep.

According to some sources, Andrei Skoch and Lev Kvetnoy gave money for promotion to the future oligarch Alisher Usmanov; these funds could have been taken from the Solntsevskaya organized crime group. It is not surprising that Andrei Skoch often comes up in Alisher Usmanov’s scandals and vice versa. A few days ago, a worker died as a result of a collision between traction units at the Lebedinsky GOK, part of Metalloinvest. In October 2023, two fatalities occurred at the mining and processing plant within a week. The company is registered in the Belgorod region, whose interests are represented in the State Duma by Andrey Skoch. However, the death of people does not in any way affect either the people’s representative or the oligarch Usmanov.

In August 2022, American authorities issued a warrant for the arrest of an Airbus A319-100 belonging to Andrei Skoch. During the search for the asset, it turned out that the State Duma deputy also owns a superyacht, a Eurocopter Dauphin helicopter and a Four Seasons resort complex in the Seychelles. Varvara and Denis Manturov rest there. Daddy prepared a cozy sea nest for them.

Now, in the scandals of Skoch and Usmanov, First Deputy Prime Minister Denis Manturov, who is a long-time partner of Rostec head Sergei Chemezov, a close friend of Vladimir Putin, will certainly be mentioned. This entire company is fully worthy of going down in Russian history as a striking example of the criminal fusion of crime and government.

How Usmanov, Skoch, Kocharov hide their connection with the Russian Ministry of Defense

"Patron", a deputy and a Swiss resident are embarrassed about business on armor plates

The Server company, previously owned by relatives of billionaire Alisher Usmanov and State Duma deputy Andrei Skoch, with the help of the Federal Tax Service hid a business related to the defense industry. Details from Rucriminal.info and the Cheka-OGPU.

As Sobesednik found out, Gulnoz Kocharova, the niece of Russian billionaire Alisher Usmanov, until the beginning of June was a co-owner of Server LLC, which is engaged in warehousing and storage activities. The second co-owner is Elena Likhach, formally the ex-wife of State Duma deputy Andrei Skoch, who was more than once associated with the Solntsevskaya organized crime group and international criminal Semyon Mogilevich.

According to Rucriminal.info, Server LLC was created in 2010; since 2013, Elena Shilova has been the general director of the company. In 2023, the company received revenue of 217 million rubles. and profit of 86 million rubles. Its only subsidiary, Cargo Fer-Trans LLC, earned even more, which is engaged in auxiliary activities related to railway transport, whose revenue in 2023 amounted to 8.3 billion rubles, and profit - 2.3 billion rubles. This company was created in 2021, it is headed by Sergei Kulakov, who denies affiliation with Alisher Usmanov, despite the fact that Cargo Fer-Trans LLC is registered at the same address with the structures of the Russian billionaire - Yuesem Gold LLC, Yuesem Gold LLC, Cement". Until 2022, Yuesam Urban Mining LLC was located at the same address until June 2022.

Gulnara Kocharova’s husband, Vakhtang Ernstovich Kocharov, was a co-founder of Server LLC until September 2021. Until 2023, Kocharov was the Chairman of the Board of Directors of Metalloinvest Trading AG, which exports products from the Russian Metalloinvest owned by Alisher Usmanov. Back in 2019, Vakhtang Kocharov became deputy chairman of the Board of Directors and executive director of the entire Metalloinvest. Since 2023, the businessman has resigned from all positions and lives in Switzerland, fleeing sanctions.

In 2019, at the instigation of Vakhtang Kocharov, Metalloinvest donated 250 million rubles. to the Resurrection charitable foundation, which was responsible for the construction of the main temple of the Russian Armed Forces, being built in the Patriot Park near Moscow. He was in the custody of the ex-deputy arrested at the end of April. Minister of Defense Timur Ivanov. The VChK-OGPU telegram channel previously wrote about thefts during the construction of the facility. FGAU “TsVVPKiO RF Armed Forces “Patriot” has not indicated its contractors since 2018, although it has contracts with suppliers worth 4.5 billion rubles. This money could have gone to companies lured by Ivanov.

After Vakhtang Kocharov, the founders of Server LLC, before Gulnoz Kocharova and Elena Likhach, were Konstantin Selemizidi and Karen Gasparyan. Both now own real estate companies. The co-founder of Karen Gasparyan in Restart LLC is Artush Gasparyan, who owns Fermetorg LLC, which is engaged in the wholesale trade of metals and metal ores. A company with 2 employees can be used to drain money from Metalloinvest.

In the 1st half. 2022 Cargo Fer-Trans LLC became the largest buyer of new gondola cars - 2000 units, ahead of other large companies. According to Sobesednik, gondola cars can transport ore for the Magnitogorsk Iron and Steel Works (MMK), from which armor plates are made for Russian military equipment.

It was not for nothing that the Federal Tax Service classified the contracts of Server LLC and its subsidiary Cargo Fer-Trans LLC. The connection of these companies through Vakhtang Kocharov, who lives in Switzerland, with Metalloinvest, billionaire Alisher Usmanov and State Duma deputy Andrei Skoch is obvious. And these people definitely don’t need a close connection with the Ministry of Defense.

Why does the “authority” need a seat in the State Duma?

To lobby business interests and imprison fathers of many children

Rucriminal.info and the telegram channel VChK-OGPU have already talked about the struggle of the shareholders of Lebedinsky GOK OJSC, who since 2007 have been seeking justice from Metalloinvest and its beneficiaries - Andrei Skoch, Alisher Usmanov and Farhad Moshiri, who, during the forced buyout of minority shares of the workforce, was a Member of the Board of Directors of Lebedinsky GOK OJSC, controlled the offshore wallet of Metalloinvest (Ferrous Metal Company) on which 75% of the net profit of LGOK was concentrated, owns 5% of the company, and also the CEO of Europe Steel plc. and Global Natural Energy plc. The miners indicate that they lost their shares in the mining and processing plant during a forced buyout, which was made by Usmanov’s structures at prices far from market prices. The assessment was carried out by the company Gorislavtsev and Co. Estimation,” which was based on the fact that the mining and processing plant’s official revenue was less than $1 billion. However, according to the applicants, in reality the revenue was underestimated by at least three times. For tax optimization purposes, products were sold at reduced prices to Usmanov’s offshore companies (BGMT and FMC ltd.), and they then sold them at market prices. As a result, the mining and processing plant's real revenue was at least $3 billion.

Andrey Burkin is the authorized representative of the miners of the Lebedinsky GOK, who lost their shares during a forced buyout at a cheap price, which was made by the structures of Alisher Usmanov.

Today we begin a detailed story about the case of the miners and the fate of Andrei Burkin, whose family took the blow from the “defender of family values” Andrei Skoch.

The editors found an interesting document detailing the nature and unique details of the unilateral transaction “Forced Redemption of Minority Shares of Lebedinsky Mining and Processing Plant” by the majority shareholder of ZAO GAZMETALL.

Today we present some pages of this document to our readers and try to understand the reason for the sharp change in mood of Andrei Skoch, a famous philanthropist with his program to support large families in the Belgorod region - why a State Duma Deputy, who stands up for family values, decided to brutally destroy the family of Andrei Burkin, the leader of a group of elderly veterans and disabled people labor of Lebedinsky GOK.

In order:

Fact No. 1. In 2006, Andrei Skoch, a deputy of the State Duma of the Russian Federation and Vasily Anisimov (a friend of President V.V. Putin) lobbied for amendments to Federal Law No. 208 “On Joint Stock Companies”, establishing the right of the majority shareholder of any joint stock company that has collected 95% to buy out the minority block of shares without the consent of the minority shareholder. Key provision of the Law: Article 84.2. clause 4 “If securities are not circulated at organized trading or are circulated at organized trading for less than six months, the price of the acquired securities cannot be lower than their market value, determined by the appraiser.”

FACT No. 2. CJSC Gazmetall/Metalloinvest, as the majority shareholder of the Joint Stock Company Lebedinsky GOK, exercised its right to compulsorily buy out minority shares of the enterprise from the Company’s workforce, amounting to about 12 thousand shareholders.

On October 10, 2007, the shares of minority shareholders of Lebedinsky GOK OJSC and OEMK OJSC were written off from the accounts of SR RECOM LLC at the request of Gazmetall CJSC, legal successor LLC Management Company Metalloinvest, in accordance with Article 7 of the Federal Law of January 5, 2006 No. 7-FZ " On amendments to the Federal Law “On Joint Stock Companies and Some Other Legislative Acts of the Russian Federation” and Article 84.8 of the Federal Law of December 26, 1996 No. 208-FZ “On Joint Stock Companies”.

FACT No. 3. Since control over Lebedinsky GOK is the majority shareholders Skoch A.V. and Kvetnoy L.M. received back in 1999 with the help of Usmanov A.B. General Director of Gazprom Investholding, all exports of iron ore raw materials (hereinafter - iron ore) from the Lebedinsky Mining and Processing Plant (hereinafter - LGOK) went through offshore companies affiliated with the beneficiaries of Metalloinvest, BGMT Ltd. Dublin in 2002-2006, from July 2006 it was FMC Ltd. Gibraltar and FMC Trading Ltd. Liechtenstein.

When exporting national resources, a transfer pricing scheme was used.

Note: Transfer pricing, according to Andrei Skoch's lawyers, is not a violation of the Law when the marginal markup of the offshore unit controlled by Farhad Moshiri, A. Skoch and A. Usmanov does not exceed 20%.

In their press releases and commissioned “interviews,” allegedly from a former LGOK trader, Skoch and Usmanov’s PR specialists write about a 10% markup for the “external trading segment of the FMC group.” Obviously, they make these calculations based on the hope that no one will check the declared financial indicators.

The editorial office contains documents from the official reporting of the offshore company Skoch and Usmanov, produced according to EU standards.

Fact No. 4. The annual revenue of Skoch and Usmanov's companies, under the accounting records of Mr. Moshiri, amounted to 3,010 (Three billion ten million dollars) with a pre-tax profit of only about 220.9 million dollars in the year of redemption of minority shares of Lebedinsky GOK. (see Appendix 2)

Thus, taking into account the fact that of the $3 billion of FMC offshore, half comes from the export of LGOK, the revenue of the miner, and before Skoch’s arrival, the people’s enterprise should have amounted to $15 billion! In fact, LGOK gained only 26.7 billion rubles. or at the exchange rate = $1 billion.

Fact No. 5. The export volume (11 million tons/year) of production of JSC Lebedinsky GOK for the supply of iron ore to European plants was contracted annually through the offshore companies of the main shareholders of Metalloinvest at prices slightly higher than the cost of the goods. Real buyers, metallurgical plants in Europe and the rest of the world, paid the offshore of Mr. Skoch, Mr. Moshiri and Usmanov the full market value of the goods. FMC Trading Ltd was specially established for Ukrainian factories. Liechtenstein, since Ukrainian law prohibited working with offshore companies in Gibraltar.

By 2007, when the minority shares of the enterprise were written off in favor of JSC Gazmetall, the price of LGOK products had increased 5-6 times since the capture of the enterprise by the GAZMETALL group in 1999 through the gas debt of JSC LGOK to RAO GAZPROM.

The FMC offshore group has become a super profitable enterprise with annual revenues of 3-4.8 billion US dollars! (MetInv.Finance Ltd. Dublin Eurobond Prospectus. Appendix 5)

Conclusion: The revenue of the offshore division of FMC Group was many times higher than the revenue of the Lebedinsky GOK OJSC enterprise.

According to the provisions of the Tax Code of the Russian Federation, the budget arrears of the Russian Federation as a result of revenues hidden on Skoch offshores from the export of national resources (iron ore raw materials of Lebedinsky GOK JSC) amount to $1 billion. in year!

Did you remember the video response to Alexei Navalny from Alisher Usmanov with the proudly announced figure: “we paid $500 million in taxes over 10 years!”?

Fact No. 6. Minority shareholders of LGOK and OEMK have never taken part in the fair distribution of the enterprise’s profits, according to the size of their shares, as the Law somehow provides, since the profitability of the foreign trade segment of the Metalloinvest group has never been disclosed in Russia. This indicates tax evasion on a particularly large scale and infringement of the rights of minority shareholders.

Fact No. 7. The majority shareholder ordered two different assessments of enterprises included in Metalloinvest Holding Company: Lebedinsky GOK OJSC, OEMK OJSC and Mikhailovsky GOK OJSC with very different initial data, respectively, with different assessment results, since they had different goals and target audiences:

7.1. The first assessment of Lebedinsky GOK was carried out exclusively for the procedure for the forced purchase of shares of OJSC LGOK from minority shareholders in 2007.

Gorislavtsev & Co. Appraisal determined the market price of one share of Lebedinsky GOK in the amount of RUB 5,383.29 per share as corresponding to the market capitalization of the Enterprise. Or about 3.6 billion US dollars for the entire Lebedinsky GOK at the exchange rate at the time of the buyout of minority shares.;

The first assessment of the LGOK Enterprise did not take into account export revenues and super-profits of offshore companies controlled by Mr. A. Skoch, Mr. F. Moshiri and A. Usmanov, which has been concentrated since 2002 on BGMT Ltd. Dublin and since summer 2006 at FMC Group. exceeding US$3 billion in redemptions in a year.

Half of the offshore revenue of the Company’s “foreign trade division” came from exports from Lebedinsky GOK, i.e. $1.4 - 1.5 billion per year, which settled in the accounts of FMC Ltd. Gibraltar and FMC Trading Ltd. Liechtenstein with subsequent distribution to the beneficiaries of the parent company.

That is, the first assessment of the value of the company’s shares was carried out exclusively for the “Forced Redemption of Minority Shares” procedure based on the residual value of Lebedinsky GOK JSC and without taking into account its real profitability due to the deliberate concealment of export proceeds.

7.2. The second assessment of OJSC Lebedinsky GOK (and other assets of Metalloinvest: JSC OEMK, JSC Mikhailovsky GOK) was carried out by the authoritative Deutsche Bank AG, London Branch, upon request of Metalloinvest.

Before Deutsche Bank AG, the Client of the Forced Buyout (Metalloinvest) disclosed all financial flows received from the export of national resources, including revenue from the foreign trade division, i.e. the FMC group, owned by Mr. Skoch, Mr. Usmanov and Mr. Moshiri, on which the profit of the Metalloinvest enterprises was concentrated.

(see page 11, “Information on FMC” document “RECOMMENDED CASH OFFER by FMC ltd. for Europe Steel plc.” and Eurobond prospectus Metalloinvest Finance Ltd, Dublin appendices 2 and 5)

Sergei Yakovlevich Shuvalov, in those years Advisor to A. Usmanov and Director of Metalloinvest for corporate issues, publicly admitted: “we opened the entire cash flow to the Germans, Deutsche Bank valued LebGOK at 10 yards!”

FACT 8. The assessment of the market value of shares of Lebedinsky GOK OJSC for the purpose of forced redemption of minority shares was carried out by order of the Majority shareholder (Metalloinvest) based on incomplete data on the profitability of the Enterprise and was incorrect.

In addition, the Appraiser of Gorislavtsev and Co. Assessment" did not have economic technical, financial, or at least technical education and had a reputation among appraisers as a “stamp salesman.”

Conclusion of Queen's Council Barrister Paul O'Doherty:

Malicious failure to provide/concealment of real financial indicators of an enterprise with an understatement of the level of profitability of Lebedinsky GOK when assessing the market value of shares, for the purposes of the Forced Redemption of Minority Shares of OJSC LGOK, falls under the definition of “fraud.”

This definition of the QC Barrister is strengthened by the fact that immediately after the alienation of minority shares, the Majority Shareholder of LebGOK (Metalloinvest) ordered a second Assessment of the capitalization of the enterprise, but with full disclosure of all financial flows to the German Credit Institution Deutsche Bank AG, London branch.

The second, objective assessment of Metalloinvest enterprises showed the capitalization of Lebedinsky GOK JSC at the level of 10 billion US dollars, i.e. almost 3 times higher than the first estimate made for the forced purchase of minority shares of Lebedinsky GOK OJSC, and was confirmed by the ISSUER's Auditor (Metallotinvest) PricewaterhouseCoopers (1 Spencer Dock North Wall Quay Dublin 1) for the purpose of issuing Eurobonds Metalloinvest Finance Ltd. Dublin under the guarantees of JSC Lebedinsky GOK.

So,

These and other facts led in the summer of 2023 to the activation of A. Skoch’s lawyers in relation to Andrei Burkin, the leader of a group of disadvantaged miners from the city of Gubkin and Stary Oskol.

Every month, the head of the legal department of LGOK, Sergei Chibisov, invited the only capable member of the group, among whom there are bedridden labor invalids from LGOK, to a dialogue to negotiate the settlement of a protracted dispute about fairness in terms of determining the market price of the seized shares of LGOK under Law No. 208-FZ “On joint stock companies,” amendments to which Andrei Skoch lobbied in the State Duma of the Russian Federation in 2006.

Since the elderly miners had in their hands the original documents, which testified to the facts, after the withdrawal of the main initiator of the dialogue on justice, the former export director of Lebedinsky GOK JSC Andrei Ivanov, the focus of the attention of Andrei Skoch’s people fell on Andrei Burkin.

In April 2023, the former leader of the group of minority shareholders A. Ivanov proposed to the company and signed a compromise with Metalloinvest “On the settlement of disagreements” based on the payment of 50% of the company’s debt on trading bonuses, which they forgot to pay him during the transformation of Gazmetal into Metalloinvest. Andrei Ivanov proposed to work out this option for a compromise solution to the dispute and compensate a small group of miners for at least half of the unpaid price difference for their shares. That is, the difference between a truly independent assessment of the market value of shares ($940/share) and the $300 per share that Andrey Skoch, together with Alisher Usmanov, deposited into the notary’s account to compensate minority shareholders.

This compromise was proposed by A. Ivanov in agreement with the elderly and infirm miners due to the fact that they did not want to cause reputational damage to authoritative businessmen A. Skoch and A. Usmanov, which inevitably arises when the struggle for justice is transferred to the jurisdiction of the EU countries where the results are concentrated miners' labor in the form of material acquisitions by the beneficiaries of forced redemption.

Since January 31, 2024, Andrei Burkin, the leader of the group of labor veterans of the Lebedinsky GOK, who lost their savings in the shares of the enterprise, has been in pre-trial detention center 7, Kapotnya.

For 3.5 months, Burkin was in harsh conditions in which terrorists usually find themselves: in a cell designed for 4 people, 7 people were kept, 6 of whom were citizens of Uzbekistan and Tajikistan.

The case of Andrei Burkin, who is accused of extortion fabricated by Metalloinvest’s lawyers, was brought to the attention of the human rights association ARGA, whose President Sergei Khrabrykh exposed the gigantic scale of fraud and the dissipation of the Russian military budget by generals close to Shoigu.

The Association and the British support group (“Burkin Support Team”) is forming a parliamentary request to check the activities of Usmanov’s friend and co-owner of Metalloinvest, billionaire Farhad Moshiri, who before meeting Alisher Usmanov was an ordinary accountant. And now, with money from the export of Russian national resources, he buys and owns 94% of the Everton football club, essentially being a dummy owner of the club.

The petition posted by the British support group for Burkina describes the eerie details of the detention of the shareholder of Lebedinsky GOK JSC and his wife, who has no legal reason for the detention and the preventive measure issued by the Kuntsevsky Court of Moscow.

https://www.change.org/p/freedom-for-andrei-burkin-arrested-on-false-and-illegal-charges-by-russian-uzbek-oligarch

The entire plot of the accusation about the alleged presence of signs of Article 163 of the Criminal Code of the Russian Federation - extortion, from Metalloinvest (!), is based on an audio-linguistic examination of conversations to which Metalloinvest themselves invited Andrei Burkin through lawyers and even the general director of the company, Nazim Efendiev.

All episodes taken as the basis for the charges negotiations, have the expert’s description: “the conversation was of a business nature.” The review of the Research Institute of Expertise (No. 209.163 dated April 12, 2024) says that: the concept of “threat” (in the dialogue between Burkin and Sergei Chibisov) is defined erroneously, and the expert (from Metalloinvest) goes beyond the boundaries of his linguistic competence, discussing the long-term conflict between JSC Holding Company Metalloinvest and shareholders.

According to the famous politician, a custom-made team in the style of the 90s, with a strict procedure for detaining the Burkina family and the most severe preventive measure chosen by the court for the Burkina shareholder, was given personally by Andrei Skoch. This opinion is confirmed by facts - Farhad Moshiri lives in Monaco and works for the Everton football club. Alisher Usmanov lives in Tashkent, is involved in an extensive charity program and is trying to challenge in German courts the grounds for personal EU sanctions imposed after the outbreak of war.

If this information is confirmed, it will be interesting to know whether Andrei Skoch understands the consequences of the contract case of Burkin for Alisher Usmanov and Farhad Moshiri in the EU and Great Britain with sharply increasing reputational risks for all Metalloinvest affiliates in the light of the new round (14th package) of tightening Western sanctions.

PIC and the mafia

How is Gordeev’s structure connected with the “authority” Sheikh, a deputy from the organized crime group Skoch, convicted Te

Russian business has long been closely intertwined with the mafia, especially construction. Rucriminal.info and the telegram channel VChK-OGPU found another confirmation of this: how intertwined are the friend and partner of billionaire Andrei Skoch Oleg Sheikhametov (Sheikh), Pavel Te and the main shareholder of the PIK Group, Sergei Gordeev, who collaborates with him on many projects. An example is Skytower Group LLC, in which Sheikh received 25% in 2018, the remaining 75% was owned by Pavel Te, and PIK was a partner. In the same year, Te and Sheykhametov left the project, which changed several owners and by 2024 ended up with Mikhailovsky Park LLC, which is managed by Sigma Management LLC, a structure of PIK Group of Companies. Now more details.

One of the long-time accomplices of State Duma deputy Andrei Skoch is the former owner of the Yakitoria network, businessman Oleg Sheikhametov (Sheikh), who, like Skoch, was previously a member of the Solntsevskaya organized crime group, as reported by the VChK-OGPU telegram channel. Sheikhametov was prominently featured in the story with a bribe of $500 thousand to high-ranking employees of the Investigative Committee for the release of Andrei Kochuykov (Italian), the right hand of the recently released Zakhary Kalashov (Shakro Molodoy). The sheikh acted as a confidant of Andrei Skoch.

The story itself is simply fantastic. In 2016, Oleg Sheykhametov first handed over a bribe in the Yakitoriya cafe to an intermediary - retired colonel of the Ministry of Internal Affairs Evgeny Surzhikov, and then in the fall of 2017 he specially flew from abroad, where he preferred to live, and confessed to the FSB. The scrupulous Sheikh learned that investigators were accusing Shakro Molodoy of bribery and decided to rectify the situation by sacrificing himself for the sake of “thief in law No. 1.” Surprisingly, FSB officers appreciated Oleg Sheykhametov’s noble deed and, due to his repentance, dropped the criminal case for giving a bribe. But its recipients received substantial sentences, and the Italian and Shakro Molodoy were also convicted.

As follows from the case materials, Andrei Skoch was behind the transfer of the bribe; his name appeared in intelligence wiretaps. Skoch, like Kochuykov, and Sheikh was a member of the Solntsevskaya organized crime group. Her last two brothers, according to the VChK-OGPU channel, met in the early 1990s in a colony near Zelenograd and have maintained friendly relations since then.

Not only Andrei Skoch, but also business partner Pavel Te, owner of the construction company Capital Group, who works closely with both the former mayor of Moscow Yuri Luzhkov and the current Sergei Sobyanin, could plead with the security services for Oleg Sheykhametov. They were also associated with Ded Khasan, who was killed in 2013, whose place in the criminal world was taken by Shakro Molodoy, and the Solntsevskaya organized crime group.

One of the businesses through which Shakro laundered money in Spain in the 200s was a construction business, so one can assume what services the Russian authorities were provided by the Sheikh, Pavel Te and the main shareholder of the PIK Group, Sergei Gordeev, who collaborated with him on many projects.

Pavel Te prefers not to take out loans, attracting partners to projects, but PIK Group is fully borrowed from state banks. The Solntsevsky money could have been laundered through the companies of Gordeev, who was previously associated with Mikhail Cherkasov, a man of the Rotenberg brothers, who are considered patrons of the owner of PIK. In open sources you can find information that Sergey Gordeev was also a partner in the Izmailovo, Solntsevo and Podolsk organized crime groups. Shakro Molodoy was also associated with the first two, so Gordeev could be a kind of intermediary between the authorities and crime through Pavel Te and Oleg Sheikhametov.

In the 90s, Sheikh was a co-owner of Vesta Center International LLC, which owned some of the most expensive restaurants in the capital. At the time of the liquidation of the enterprise in February 2014, the owner and manager was Arslan Narkozuev, who owned about four dozen companies, all of which have now been liquidated. This situation leads to the assumption that the companies could be used to launder Solntsevskaya’s money.

Yakitoria and Sheykhametov’s other brands are now managed by Mikado LLC. Sheikh left his co-founders in 2020, which is when publications appeared about wiretaps and the businessman’s connection with Andrei Skoch. Now the company belongs to Mikhail Pronin, who may be a protege of Oleg Sheykhametov.

Kirill Sheykhametov also followed in the footsteps of his authoritative father, who, according to the Cheka-OGPU, https://t.me/vchkogpu/6197 participated in giving bribes to high-ranking law enforcement officers from the head physician of Moscow clinic No. 129, Alexei Boriskin. Through his security friend Konstantin Marchenko, Sheikh Jr. transferred the money at that time to nor to the head of the Investigative Directorate for the Special Administrative Okrug of the Main Investigations Directorate for Moscow, Nekrasov, but he shared them with the then prosecutor of the Special Administrative Okrug, Konstantin Kremnev. A bribery scandal erupted in 2019 and cost Kremnev his position as deputy prosecutor of Moscow; he had to go to Voronezh for a similar one.

Kirill Sheykhametov was married to Boris Berezovsky's ex-fiancee, model Daria Konovalova. In 2020, the couple finally separated. Perhaps the reason was the negative trail of the authoritative dad and his entourage. Now Sheikh Jr. is immersed in his father’s business, who prefers to live in the USA and Spain.

The son of a scandalous businessman, covered up by the Solntsevskaya organized crime group, Andrei Skoch and prisoner Kochuykov, owns the companies Costa, Vesta-Stroy and Tomi. Their revenue in 2023 amounted to 323 million rubles, profit – 17 million rubles. Through the directors of these companies, you can reach structures that are also controlled by the Sheykhametov family.

The sheikh and his son can still work for the Solntsevskaya organized crime group, which, unlike many other criminal groups, has not ceased to exist.

Andrey Skoch whitens himself on Wikipedia

Mafia, bribes from the Investigative Committee, FSB sports camps for killers

This week, an investigation was published into how Russian billionaires edit articles about themselves in Russian- and English-language Wikpedia. One of them turned out to be State Duma deputy since 1999 Andrei Skoch, who deleted information about the arrest of his personal plane worth over $90 million, as well as about possible connections with the Solntsevskaya organized crime group.

Back in 2018, Skoch sued the media, which wrote about the deputy’s involvement in a shootout on Rochdelskaya Street, organized by henchmen of the crime boss Zakhary Kalashov (Shakro Molodoy), who was released from prison in March on parole, as reported by the VChK-OGPU telegram channel.

In 2015, two people were killed during a shootout on Rochdelskaya Street. The conflict occurred over the Elements restaurant, whose owner was extorted by Shakro Molodoy’s people. The boss himself, who returned to Russia from Spain in 2014 after serving time for money laundering, was arrested in July 2016, and in 2018 the court sentenced the boss to 9 years and 10 months in prison.

One of the defendants in the unsuccessful seizure of the Elements restaurant was crime boss Andrei Kochuykov, nicknamed “Italian,” who was considered the right hand of Zakhary Kalashov. The “Italian” received a sentence of 8 years and 10 months in prison for extortion.

Before meeting Shakro Molodoy, Andrei Kochuykov in the 90s was considered one of the leaders of the Solntsevskaya organized crime group, which is why the name of Andrei Skoch came up in connection with the shootout on Rochdelskaya Street.

On the Internet you can find a photo in which Skoch is captured together with other leaders of the Solntsevskaya organized crime group Vladimir Gurchenkov (Chief), Arnold Tamm (Arnosha), Alexander Averin (Avera Jr.), Lev Kvetny, Viktor Averin (Avera Sr.) and Sergei Mikhailov, who forbade the court to identify him with “Mikhas,” the leader of Solntsevo No. 1.

In 2020, after Andrei Skoch won a lawsuit against the media in 2019 regarding his involvement in the notorious shootout, transcripts of audio recordings of negotiations between the famous fixer Dmitry Smychkovsky appeared online. On it he handed over his accomplices, including Andrei Skoch.

Smychkovsky acted as an intermediary who transferred the ex-deputy head of the Main Investigative Directorate of the RF IC for Moscow to Denis Nikandrov, the former head of the Main Investigative Directorate of the RF IC for Moscow Alexander Drymanov, employee of the Central Office of the RF IC Mikhail Maksimenko and the head of the Investigative Department for the Central Administrative District of the Main Investigative Directorate of the RF IC for Moscow Alexey Kramarenko $1 million for the release of Andrei Kochuykov. It was not possible to establish whose money Dmitry Smychkovsky transferred. Nikandrov allegedly did not remember the name of the bribe-giver.

According to investigators, Alexander Drymanov was in close contact with Dmitry Smychkovsky, whom he received as a dear guest. And Smychkovsky personally met with Shakro Molodoy several times, which would have allowed FSB investigators to connect him with Drymanov. From the revelations of the fixer, it follows that Andrei Skoch could participate in negotiations on the transfer of money to employees of the Investigative Committee.

This can be confirmed by the fact that another bribe-payer was Oleg Sheykhametov, who paid the ICR employees $500 thousand. From the materials, it follows that Sheykhametov acted on behalf of Andrei Skoch and transferred his money. The wiretap recordings also include the name of the deputy’s business partner, oligarch Alisher Usmanov, who is closely associated with the Russian government.

Zakhar Kalashov was always considered close to Mikhas, the leader of the Solntsevskaya organized crime group. They were in a car together in 2005 when Shakro Molodoy was arrested at the request of Spain in Dubai. The third person in the criminal group after Mikhailov and Averin was considered Arnold Tamm, under whom there were up to 10 brigades, one of which was led by Andrei Skoch.

Former member of the Solntsevskaya organized crime group Leonid Roitman, who served 7 years in the United States for attempted murder, said that the group’s killers went to training with Skoch at the FSB sports camps, where they learned to dismember a person and other “wisdom” of the special services. This is evidence that the Solntsevskaya organized crime group sometimes acted in the interests of the Russian government when it did not want to get its hands dirty. That’s why “Mikhas” is not the leader of an organized crime group, but a respected businessman Sergei Mikhailov, and Andrei Skoch is a State Duma deputy from the Belgorod region, and not one of the leaders of the organized crime group.

In 2017 In Spain, 11 Russians were detained on suspicion of involvement in the activities of the Solntsevskaya organized crime group. Among them was Arnod Tamm, who by this time already bore the surname Spivakovsky. The Spanish press wrote that Semyon Mogilevich, one of the FBI's most wanted criminals, is directly related to money laundering by the Solntsevsky gang.

Arnold Tamm-Spivakovsky died in Spain in 2019 from cardiac arrest at age 52. Such deaths very often raise doubts about their natural cause. One of the leaders of the organized crime group knew a lot about its finances and the schemes being implemented with Mogilevich. And, naturally, he could talk about the role of Andrei Skoch in the group. According to Leonid Roitman, Skoch and Kvetnoy were a separate team, which was entrusted with the task of

swear by liquidations. Andrey Skoch also acted as a supplier of models of easy behavior for the FSB and the Ministry of Internal Affairs.

Solntsevskaya organized crime group, unlike many others. turned out to be well integrated into the Russian government. Zakhary Kalashov had a roof in the Investigative Committee, the Ministry of Internal Affairs, and the FSB, but he could become a victim of a showdown between these departments. Arnold Spivakovsky was a top manager of the Segezha-group company, owned by AFK Sistema of oligarch Vladimir Yevtushenkov. Andrey Skoch, through his relatives, does business with Alisher Usmanov and owns Vnukovo airport together with Rosimushchestvo. Read about who the business accomplices of the State Duma deputy, who vehemently defends his allegedly tarnished honor, are in our next materials.

Oktobank is the main bank of underground casinos of the former USSR

“Monopoly on servicing High-risk traffic”

This is not the first time that the Uzbek Oktobank (Ravnak-Bank), involved in a fraudulent scheme with illegal casinos, has found itself in a scandal. The credit institution was created in 2001, and already in 2005-2007. was suspected of illegal withdrawal of foreign currency funds outside the Republic of Uzbekistan, theft of funds from the accounts of individuals, kickbacks and other financial fraud. All this happened in collusion with the leadership of the Central Bank of Uzbekistan, and therefore had no consequences for Ravnak Bank. Details at Rucriminal.info.

In 2011, his general license for the right to conduct transactions in foreign currency was revoked. At that time, Ravnak Bank was the second largest private bank in Uzbekistan. The owner of Ravnak Bank was called a reputable Uzbek businessman. The main activity of the bank at that time was lending to small and medium-sized businesses, in particular owners of gas stations and wholesale enterprises for the sale of petroleum products. One of the bank's shareholders, Sarvar Fayziev, owned a network of gas stations through which he sold fuel from Russian producers

In 2018, experts noted the vulnerability of Ravnak Bank’s indicators and its dependence on the business connections of its influential owners. This year Fayziev owned a stake of 11.38%, in 2021. brought its share to a controlling stake - 52.14%.

The bank got into another high-profile scandal in July 2022. The State Fund for Support of Entrepreneurship Development tried through the court to recover from Ravnak-Bank $4 million, which had been placed in previous years in the form of a term deposit. The bank called this information unreliable and were ready to provide documentary evidence.

Before the change of ownership of Ravnak Bank in March 2023, at the age of 44, the director of the Marketing and PR Department, Temur Fikratovich Alimov, who previously worked in a branch of Kapitalbank, at that time owned by Russian oligarchs Alisher Usmanov and Andrey Skoch, suddenly died. Early deaths are always suspicious, but there has been no investigation.

Sarvar Fayziev in August 2023 sold his stake to the chairman of the bank’s board, Iskander Tursunov, who at that time owned 19.9% of the shares. After the purchase, Tursunov’s share was 72%; now he owns 88.6% of the shares. At the time of the change of ownership of Ravnak Bank, according to experts, it had 76% bad loans. This means that the bank could issue funds to companies affiliated with the management of Ravnak Bank. This policy very often leads to the collapse of a credit institution.

Iskander Tursunov is a very private person. In 2003 he graduated from the Tashkent Financial Institute with a degree in Banking. Credit", however, he has been working in the banking sector since 2000. In 2012, he became chairman of the board of Ravnak Bank.

Oktobank's shareholders today, in addition to Iskander Tursunov, are FORTIS RESERVE SYSTEM, associated with Sarvar Fayziev - 2.5%, Sharq Guzar Servis - 1.1%, "GST Korea Co. LTD" -1.0%, Boshqalar - 6.8%.

The connection between Oktobank and Kaptialbank, which is also involved in a fraudulent scheme with illegal casinos, suggests that Iskander Tursunov, like Sarvar Fayziev, may be business partners of the Russian oligarch Alisher Usmanov, who is the “roof” of the entire group, thanks to his relations in the government of Uzbekistan and the Russian authorities.

Earlier, the telegram channels VChK-OGKU and Payment Shield published an investigation into the criminal financial activities of a group of companies, which includes credit organizations Oktobank (Ravnaq), Capital, the Humo payment system, Uzcard processing, the Uznex exchange and others.

Uzbek Oktobank is the largest participant in servicing payments from illegal casinos in Russia.

The organized crime group conducts large-scale illegal activities not only in Russia, but also in its homeland in Uzbekistan. There, the group monopolized and corrupted absolutely the entire market of Uzbekistan. Using its high-ranking connections, this organized crime group managed to oust competing payment systems and thereby create a monopoly on servicing High-risk traffic.

Just think about it: by owning their Humo payment system, the attackers control the processing of chargebacks and the flows of the entire gray market.

At the moment, Oktobank is serviced by RNKO Payment Center.

Rucriminal.info found out the operating schemes of illegal casinos, which involve the Uzbek Oktobank (Ravnaq), Kapitalbank, the Humo payment system, Uzcard processing, the Uznex exchange and others. Traces of fraudsters' activities can be found in large Russian banks - state-owned Promsvyazbank, Gazprombank, VTB and private MTS and Russian Standard.

The participants of the fraudulent group are considered to be the company Environex, directly connected with the UzNext exchange, and three banks - Capital Bank, Aipak Kuli and Ravnaq (Oktobank). The PayCrypto service, presented by a certain Andrey Oshchipkov, is responsible for the technical implementation of the project.

During the investigation During the investigation of the Cheka of the OGPU, it became known that Oktobank is being serviced by the RNKO Payment Center (Novosibirsk), which has been headed by Grigory Mats since 2007. The founder of this organization is CFT Service JSC, owned by Alexander Pogudin. A billion rubles a day pass through Mats’s office.

The terminals of Russian banks - Promsvyazbank, Gazprombank, VTB and private ones, MTS and Russian Standard - could have participated in the criminal scheme of Oktobank and its accomplices. Some of them were already taken aback to disown schematosis, closing their terminals for it.
