The chronology of the tragic morning gives rise to a large number of questions for the minister's retinue. Zinichev, together with his entourage, left the exercise in Norilsk at 4 a.m. Moscow time. First, a Mi-8 helicopter took the officials to a picturesque lake, and from there they flew to the waterfall. At the Kitabo-Oron waterfall, Zinichev was accompanied by: Deputy Head of the Ministry of Emergency Situations Andrei Gurovich; another deputy of Zinichev, Viktor Yatsutsenko; Soinikov Chief of Staff; Alexey Katerinichev, First Deputy of the Center for Special Risk Rescue Operations “Leader”; advisers Merzlikin and Mukhin; Director of the Information Policy Department Zhanna Terekhova; directed by Alexander Melnik.



Viktor Yatsutsenko is known for being responsible for organizing a table for the minister, for his safety and logistics in joint trips. The investigation found out that the Mi-8 helicopter, on which the flight was made, did not have permission for this and landed in the wrong place.

As a result, at the top, events moved rapidly. Zinichev and Melnik approached the cliff, one stumbled and lost his balance, the other tried to grab his clothes, but he also could not resist on the wet stones. The men fell from the height of a 7-8-storey building.

Almost immediately after the incident, at 6.16, the deputy head of the Ministry of Emergency Situations Andrei Gurovich made several calls to the first deputy director of the FSO Oleg Klimentyev. Obviously, it was necessary to get advice from an older friend on how to proceed.

After this call, the financier Gurovich decided that the rescue operation should be carried out on their own.

Any rescuer knows that after such a fall, the victims must be fixed and wait for the arrival of a special helicopter. At this time, exercises were still going on in Norilsk. That is, at the side of the crashed Minister of Emergencies, a huge group was deployed with helicopters equipped with special capsules, with medical teams sharpened for such emergencies and ready to carry out resuscitation measures at the first signal.

Since Gurovich is still a purely "clerical" person, there was hope for the experienced Viktor Yatsutsenko. However, he, who took part in various rescue operations, simply took over the leadership of rescuing those who fell from the cliff on his own and refused to call the emergency assistance site.

According to sources of the Cheka-OGPU and Rucriminal.info, when Zinichev and Melnik were loaded into a helicopter, both were alive. At approximately 8:00 Moscow time, the helicopter called the air traffic control service, reported the incident and requested two reanimation vehicles, two ventilators and a second blood group. The dispatcher reported the incident to the Unified Duty Dispatch Service. The minister and the director were brought to the hospital at about 9 am, when they had already died.



An hour before arrival, somewhere around 8 Moscow time, Gurovich reported the incident to the first deputy head of the Presidential Administration, Alexei Gromov. I handed over, let's say, a convenient version. Apparently, it was Gromov who gave Margarita Simonyan a version of what happened, which the whole country heard. Simonyan was the first and, by the way, the last one who said at least some details about the death of the minister. “He and the operator stood at the edge of the ledge. Gurovich personally signed order No. 364 on the provision of gratuitous financial assistance to the Civil Defense and Emergencies Fund through the Federal State Unitary Enterprise "Militarized Mining Rescue Unit" and the conclusion of a donation agreement in the amount of 18 million rubles (references to regulatory legal acts at the disposal are formalism and do not apply to the legal basis for issuing the order ). Presumably, Gurovich's intentions are to purchase two business-class cars without observing competitive procedures and without putting them on the balance sheet for further use by the top management of the Russian Emergencies Ministry for personal purposes.

Thus, a scheme has been created for the withdrawal of state funds through a non-profit organization, the control of which is carried out by the personally interested official of the Ministry of Emergency Situations of Russia - A.M. Gurovich.

2) In the absence of justifications and calculations of the required staffing, assigned functions and tasks (there are no corresponding written decisions and there are no amendments to the Charter), in violation of the requirements for the maximum staffing of the institution in 145 units (Order of the Government of the Russian Federation of April 14, 2012 No. 461- r "On the establishment of FKU" Financial and Settlement Center of the EMERCOM of Russia ") Gurovich approved but on 06/21/2018 the staffing table with the number of 193 units. The number of the institution was 30 units. The preparation of the draft directive of the Minister on the establishment of a new staff list, verification and registration of the staffing table was carried out by the Department of Strategic Planning and Organizational Work. Within two months, the newly appointed head of the FRC, Pashnanov Mergen Erdnievich, randomly hired more than 40 new employees from among the former employees of the Treasury and the Ministry of Internal Affairs of Russia in the absence of regulations on the structure of the institution and job descriptions for each employee, as well as the tasks themselves for the institution, since the previous functions at the request of Gurovich were transferred to the Investment and Construction Department. The established level of wages paid to employees in the institution without defining the functions and tasks will lead to unjustified spending of budgetary funds for the payment of wages to employees of the institution in the amount of over 70 million rubles, which can be qualified as a waste of budgetary funds. (there is information that the above documents were reissued retroactively, but I do not have the signatures of previously dismissed officials, which is evidence of another offense - falsification of financial documents.

3) At the direction of Gurovich, the redistribution of earmarked funds in the amount of 658.2 million rubles was initiated, intended to fulfill the state defense order in 2018 for the completion and commissioning of a residential building for EMERCOM employees, located at the address: Moscow, st. Miloshenkova, house 6. The object is registered by the Ministry of Economic Development in the closed part of "Housing Construction".

4) September 17, 2018 Gurovich (out. FRTs No. 1218-2-1) initiated a change in the target figures for admission to educational institutions of higher education of the Ministry of Emergencies of Russia in 2018 enrollment in the direction of increasing by 1 unit in the fire-technical profile in correspondence courses by 5 years (Order of the Ministry of Emergency Situations of Russia dated 05/04/2018 No. 206). Given that the recruitment and admission to the universities of the Ministry of Emergency Situations for 2018 has already been completed, and PKU FRC has nothing to do with the field of "Fire safety". Under the personal patronage of Gurovich, a place was organized in the universities of the Ministry of Emergency Situations of Russia for fictitious higher professional education.



5) A group of people under the leadership of A.M. Gurovich made a flight to a football match on 07.07.2018 in Sochi on a separate board of the Aviation and Rescue Company of the Ministry of Emergency Situations of Russia, using their official position without payment. (6 people, including Pashnanov, Nerubailo, Syromolotov and Koldaev - former employees of the Treasury), the amount of the cost of the plane flight, according to the calculation of the ASK EMERCOM of Russia, amounted to 3294.3 thousand rubles. Andrei Gurovich's career began in an elite holiday home near Moscow, Konobeevo, Voskresensky District. The rest house was under the patronage of Gazprom, Viktor Chernomyrdin and other respected people loved to relax there. The director was the late Yuri Khalin, a friend of Pavel Pavlovich Borodin, who took Andrei Gurovich to administrative work at the request of his father. But Andrei Gurovich, instead of gratitude, responded with intrigues in relation to director Yuri Khalin, tried to take his place. He did not take into account exactly one. In December 2016, with the tacit support of Andrei Gurovich, entrepreneur and city deputy Vitaly Laschenov was elected as the head of the city of Voskresensk.

Vitaly Laschenov comes from a police family. His father and uncle were the heads of the Internal Affairs Directorate of Voskresensk in the 90s - early 2000s, his father was the head of the passport office, the uncle of OBKhSS. Hence the initial accumulation of capital and corrupt ties with the local administration, which allowed the Laschenov family to become the owners of large commercial real estate objects in the city center. The Laschenov family was part of the Golovkin clan, through which they solved many issues, during the time of Golovkin the Laschenovs in Voskresensk were untouchable and could solve almost any issue. They also helped the family of Andrei Gurovich, with whom Vitaly Laschenov has been friends since childhood.



In December 2016, with the tacit support of Andrei Gurovich, Laschenov was elected head of the city of Voskresensk. According to a Rucriminal.info source, Laschenov received the support of the law enforcement agencies of the Ministry of Internal Affairs and the FSB, respectively, from the head of the police department in the Voskresensky district, Sergey Matrosov, and from the head of the 4th district department of the FSB in Moscow and the region, Alexander Filatov.

Laschenov, without hesitation, organized an interesting business together with the head of the Voskresensky district administration Vitaly Chekhov.

Together with his accomplices, with the support of Chekhov, they brought their people to the management of DomService, a monopolist and the largest housing and communal services management company in the Voskresensky district. Laschenov also organized the creation of two gaskets - LLC "Kvartal +" and LLC "City Management Company", which immediately began to cut utility bills of residents.

These two gaskets received from OJSC "DomServis" entire city blocks of multi-storey buildings for maintenance under management and began to simply insolently withdraw money, the schemes were unpretentious - dead souls, accrual and cashing of bonuses, contracts that were executed only on paper, overpricing of purchased materials and tool, etc.

In addition, ordinary workers of Laschenov's gaskets corny rushed with salaries, when the wage arrears reached more than six months, the people in the city began to boil, crowds of housing and communal services workers, a hundred people each, came to the administration building and threatened With these actions, the situation began to get out of control, the dissemination of information was stopped in every possible way by the head of the administration Chekhov, but the dam burst. The operatives were waiting for Vitaly Laschenov on October 27, 2018 at the house in the village of Marishkino near Voskresensk. Laschenov realized what was the matter, waited for the moment and tried to get away from them in an EMERCOM service car with the flashing lights turned on, the jerk was made towards Zhukovsky, where he would be out of reach for the security forces of the Ministry of Internal Affairs. The chase continued to the town of Bronnitsy, about 30 km, as the billing showed, all this time Laschenov was in touch with Gurovich, but Laschenov's car was jammed at Bronnitsy, there is information that even with the shooting upwards, Laschenov was arrested and was placed in a pre-trial detention center.

Two weeks later, a court decision was made to change the measure of restraint for Laschenov from arrest in a pre-trial detention center to house arrest. Vitaly Laschenov is currently on trial.
