Obtain the necessary evidence from the former manager of the shadow financial flows of the Leningrad Region and, on the contrary, prevent the leakage of information about working schemes that we would like, of course, to preserve with other actors - for this it is worth working. Moreover, Zinchenko was with Drozdenko from the very beginning, he worked with him back in the Kingissep district of the region, where Zinchenko came from Transneft, where he was engaged in the classic “laundering” of funds as head of the Baltic Energy Company CJSC. Experienced both in construction and in the shadow economy - suffice it to say, that Lazutkin served as the general director of the Inzhtransstroy-SPb company, which was the contractor for the construction of the Gazprom Arena ... everyone probably remembers Albin's cormorants. In his telegram channel, Alexander Drozdenko, commenting on this appointment, noted Lazutkin's real experience at a construction site, "including in stressful situations." It looks like a secret "help" sign that a victim is trying to make while being held by criminals.

The Deputy of the Legislative Assembly of the Leningrad Region and the ex-head of the ANO "Directorate for the Integrated Development of the Territories of the Leningrad Region" (DKRT) Daniil Fedichev went as a "steam locomotive". Everyone saw the special piquancy of the situation in the fact that Fedichev is the son of an old friend of Moskvin, Vadim Fedichev. Without a loud resonance in the fall of 2021, the news passed that from October 7, 2021, Evgeny Petrovich Baranovsky was appointed Deputy Chairman of the Government of the Leningrad Region for Construction, Housing and Communal Services. Just instead of Mikhail Moskvin. From 2016 until his appointment to the Government of the Leningrad Region, Evgeny Baranovsky was Deputy Chairman of the Construction Committee in the Government of St. Petersburg.

The fact that officials are changing their chairs like gloves between two neighboring subjects of the Federation is not news and will not surprise anyone. But there is a nuance.



Baranovsky is, let's say diplomatically, "loyal" to Alexander Gimadiyev, which, however, does not give him indulgence. Loyalty in these circles is unselfish and sincere. Baranovsky is considered absolutely incompetent, earlier he was even brought to administrative responsibility, because he did not respond to requests from initiative groups of equity holders (for example, the Save Aleksandrovo association). Baranovsky has neither a specialized education nor real experience in the construction industry.

Gimadiev realized that it is risky now to invest forces, and funds (all "non-standard" activity of law enforcement agencies also costs money) in St. Petersburg (or rather, in "his people" in the city government and its committees) - despite a good margin of safety , the chair under Beglov is staggering more and more, and what will happen to the city government after the election of the governor of St. Petersburg is still an open question for a long time. And then a simple decision was made - to transfer "his" Baranovsky to the region, where just then Gimadiyev was already planning to be active in clearing the clearing and seizing financial flows, starting with the main committees bringing in "grey" money. Construction and housing and communal services of the Leningrad region is where we now see the main activity of Gimadiyev, and you can often get other committees and their money through construction. For almost a year, Baranovsky was a "sleeper agent" and at first even "worked well" with Moskvin, taking an active part in the Drozdenko-Moskvin team in the memorable case of the ISG "Mavis Stroy" almost immediately after his appointment to the Leningrad Region. True, even then, in August 2021, when Baranovsky came, he at first seemed to like the director of the DKRT - the same Daniil Fedichev, who was now detained along with Moskvin, and literally in the fall said that since Fedichev was elected a deputy, it would be better for him to focus on the laws. Let us recall that DKRT was created in 2017, the ideological inspirer was the then vice-governor for construction Mikhail Moskvin, and this was the scheme through which a huge amount of finance was laundered and just according to which now there are main claims against Fedichev and Moskvin.

Now, as an active warm-up, Baranovsky is carrying out changes to the General Plan of the Sverdlovsk urban settlement of the Vsevolozhsk district of the Leningrad region. At stake is 181.2 hectares of land for residential development, and more specifically, 1 million 549 thousand square meters of housing, where, in theory, 48,634 new residents can move in, and all this from the lands of the forest fund, industry and agriculture. The scheme again features deceived equity holders, beloved by Baranovsky while still working in St. eats", for the fact that they undertook the completion of the houses of the defrauded equity holders of the Petrostroy company.

The developers of changes to the master plan believe that it will be convenient for people to come here by high-speed tram or from the side of the Pokrovskaya road, which is still being built. Or from the transport interchange hub "Kudrovo", which, however, also does not exist yet. It is easy even without budget documentation to imagine the scale of finances that will be under the control of Gimadiyev. Yevgeny Baranovsky has already promised at the town-planning council of the Leningrad region that he will deal with the issue of knocking out money to correct the routing of the Koltushi-Novosaratovka highway from the federal budget. The smell of profit is so strong that despite the deadline for preparing the final document of the general plan until the end of May, requested by the head of the Sverdlov administration, Vadim Tulaev, Baranovsky said at the city council that he was waiting for the document in a month, in order to quickly coordinate it at the regional and federal levels. And rightly so - "strike iron without leaving the cash register", a classic.



We do not know if this is a coincidence in time or if the story with Kharlashkin accelerated the attack on Moskvin, but we have what we have. Drozdenko agreed at one time to the appointment of Baranovsky, hoping, due to his incompetence, to use him in the dark and then appoint him as a scapegoat. However, the governor did not see the true puppeteer behind Baranovsky - Alexander Gimadiyev. As a result, more and more officials of the Leningrad region of ever higher rank find themselves behind bars, others become very sincere and talkative with investigators, and if Baranovsky ends up behind bars, then not in spite of, but at the request of Gimadiyev. When it becomes waste material, and in its place - to actually manage the "correct" distribution of financial flows in the construction and housing and communal services of the Leningrad Region - it will be necessary to plant a really competent person.

At the moment, the old proven cadre of Drozenko, the bison of the shadow economy building block of the government of the Leningrad region, are almost all taken out of the game, and Baranovsky, in the position of vice-governor of the Leningrad region, is coming out of hibernation to start actively working for his longtime master.
