The enterprise is important in the defense capability of the Russian Federation. The enterprise is managed by citizens with foreign citizenship, all transactions take place without approval from the FAS, which violates the legislation of the Russian Federation. The Bodrug family steals state property through contracts and fraudulent schemes.

The Bodrug group, using deception, forged documents, fraudulent schemes and selfish intentions, took possession of JSC MPZ Askona with the aim of plundering a strategic enterprise in order to benefit themselves and their relatives, i.e. a raider seizure of JSC MPZ Ascona was carried out.

As a result, from March 2022 to the present time, the Company has had a corporate conflict; there are many pending and ongoing legal disputes in the courts. One such dispute is the case of the sunken submarine Chita.



On September 02, 2019, JSC MPZ Askona and the Ministry of Defense of the Russian Federation concluded state contract No. 1920187290192461109000117 for the dismantling of Project 877 diesel submarines and Project 956 destroyers in 2019 and 2020 (hereinafter referred to as the Contract).

To fulfill the Contract, MPZ Ascona JSC accepted from the Ministry of Defense of the Russian Federation for subsequent disposal of the Chita diesel-electric submarine, project 877 with serial number 452.



12/09/2019 for the purpose of towing the diesel-electric submarine "Chita" from b. Ulysses of the port of Vladivostok in b. Kozmino, a towing agreement No. MCC-443/2019 was concluded between JSC MPZ Askona and the Federal State Budgetary Institution Morspasluzhba.

On 12/10/2019 at 5 p.m., a transfer and acceptance certificate was drawn up, according to which the representative of JSC MPZ Askona handed over, and the captain of the SS Lazurit accepted the towed diesel-electric submarine of Project 877 No. 452 for towing at the departure point - b. Ulysses of the port of Vladivostok.

According to a source from Rucriminal.info, according to an extract from the ship’s log No. 34-1007 pages 30-31 dated 12/11/2019, the crew of the Lazurit mbs, due to a storm warning and the customer’s lack of readiness to accept the transfer of the towed object, decided to “storm with object" in the southern part of Vostok Bay.

On December 13, 2019, the Far Eastern Interregional Directorate of Rosprirodnadzor received a report of an emergency situation from the Marine Rescue Coordination Center (MRCC) in Vladivostok.

On May 26, 2020, a protocol of administrative violation was drawn up due to the fact that the sinking of the diesel-electric submarine "Chita" was caused by the fault of the towing vessel BS "Lazurit" IMO 8832590 (shipowner - FSBI "Morsspasluzhba").

On June 10, 2020, the Rosprirodnadzor Department of State Regulation No. 15-286/2020 issued a resolution, according to which the Federal State Budgetary Institution Morsspasluzhba was found guilty of committing an administrative offense under Part 4 of Art. 8.13 of the Code of Administrative Offenses of the Russian Federation, and the Federal State Budgetary Institution "Morsspasluzhba" was sentenced to an administrative fine in the amount of 150,000 rubles.

By the decision of the Pervomaisky District Court on the complaint of the Federal State Budgetary Institution "Marine Rescue Service", the resolution of the Department of Medical Supervision of Rosprirodnadzor dated June 10, 2020 No. 15-286/2020 was left unchanged, and the complaint was not satisfied.

04/19/2021 by the Arbitration Court of the Primorsky Territory in case A51-6395/2020 at the request of the Federal State Budgetary Institution "Marine Rescue Service" luzhba against MPZ Askona JSC for the collection of payment under the towing agreement dated 12/09/2019 No. MCC-443/2019 was completely rejected, according to the counterclaim of MPZ Askona JSC against the Federal State Budgetary Institution Marine Rescue Service for the recovery of losses associated with the costs of paying for the work of the tugboats “Svoevremenny”, “Ruslan” and expenses under agreement No. 07/2019 for the provision of supply services, in the total amount of 1,822,000 rubles, were satisfied in full.

08/10/2021 by the Arbitration Court of the city of Moscow in case A40-33397/21-77-153 on the claim of the Far Eastern Interregional Directorate of the Federal Service for Supervision of Natural Resources to the Federal State Budgetary Institution "Marine Rescue Service" for compensation for damage caused to a water body in the amount of 188 RUB 790,196 56 kopecks fully satisfied.

06/15/2021 Between JSC "MPZ "ASKONA" and LLC SVP "Gulfstream" an agreement was concluded for the provision of services for the inspection of the sunken submarine pr. 877 manager. 452 to determine the possibility of its lifting and transportation to the disposal site.

On June 20, 2021, report No. 1 was drawn up for the diving work performed, which established that the stern hatch of the submarine is open, lifting the ship is possible using pontoons SP 400 and purging ballast tanks.

Cost of services under the contract dated June 15, 2021. amounted to 2,564,750 rubles.

07/30/2022 Between JSC "MPZ "ASKONA" and LLC SVP "Gulfstream" an agreement was concluded for the provision of services for the preparation for ensuring buoyancy and transportation of the sunken submarine pr. 877 manager. 452 to the disposal site, according to which the cost of work on ship lifting and towing is determined in the amount of 719,315,131 rubles.

It is important to note that the cost of the services provided is significantly inflated, therefore, clearly in the current situation, MPZ ASKONA JSC and SVP Gulfstream LLC are seeking to earn money in order to claim these expenses from the Federal State Budgetary Institution Morsspasluzhba, since the latter was found guilty by judicial acts in the sinking of a submarine.
