How Abramovich's partner, ex-senator Efim Malkin, distributes bribes
The Telegram channel of the Cheka-OGPU and Rucriminnal.info continues to reveal corruption ties between oligarchs, officials, security forces and judges. This time we will talk about the hero of public scandals - Roman Abramovich’s partner, former senator from Chukotka Efim Malkin. He was once recognized as the richest member of the Federation Council, got into scandals with absenteeism from parliamentary meetings and eventually resigned. But he didn’t retire at all. Efim Malkin remained faithful to his boss, Roman Abramovich, and does everything to be useful. Builds the necessary bridges, manages denominations, gives bribes.
Apartments in Starokonyushenny Lane.
The editors have at their disposal an agreement for the purchase and sale of an apartment in the premium residential complex “Starokonyushenny” dated March 12, 2019 between ex-senator Efim Malkin and Deputy Minister of Foreign Affairs Evgeny Ivanov. We are talking about an alleged purchase and sale transaction, without intermediaries and for cash, which, of course, in reality did not exist. Efim Malkin transferred the property to the official for “friendship” and “services,” and the DCP was drawn up only for cover.
The apartments between Prechistenka and Arbat were built by a friend of Efim Malkin, and at one time he “snatched” at least two apartments in the five-story club building. He secretly “resold” one through his faithful nominee Mikhail Livergand to his then-mistress Anastasia Gulynskaya. And the ex-senator allegedly “sold” the other one for only 80 million (according to papers, the market value is more than 300 million rubles) personally to Deputy Minister of the Ministry of Foreign Affairs Evgenia Ivanova. The buyer promised to transfer the money within 10 days.
This is what a real bribe looks like, even if we assume that the Foreign Ministry official actually bought square meters from Efim Malkin. Then it turns out that the former senator just gave the current Deputy Minister of Foreign Affairs as much as 16 million rubles. And this is only the difference that is documented, because it is obvious that no one transferred the money to anyone either after 10 days or later.
The ministry’s website states that Ivanov oversees legislative activities in the Ministry of Foreign Affairs, ensuring interaction with the chambers of the Federal Assembly of the Russian Federation, public and religious organizations, legal and consular issues. It may be a coincidence, but it was precisely on the days of the deal that it became known about the sale of shares of Norilsk Nickel, sponsored by the Ministry of Foreign Affairs, to Western investors. Abramovich and his partners earned $551 million from this deal.
Another object is on 2nd Frunzenskaya Street.
Several years ago, journalists published an investigation in which they accused Roman Abramovich of bribing Finance Minister Anton Siluanov. The head of the Ministry of Finance, through persons affiliated with the oligarch, received ownership of a 253-meter apartment worth half a billion rubles in the Andreevsky residential complex. And the minister’s neighbor turned out to be Mikhail Livergand from apartment 93, which is one floor above, who was mistakenly called a full partner of Roman Abramovich. In fact, he is Efim Malkin’s henchman and obeys only him.
Ruscriminal managed to find out that already in 2020 (after the publication of the above-mentioned investigation), Livergand transferred his 247-meter penthouse to his son Anton Siluanov, carefully hidden in Rosreestr under the name of the Russian Federation. As a result of the transaction, the family of the Minister of Finance began to own two-story apartments with a total area of 500 square meters. m. and cost 1 billion rubles. In addition, the son of the official Gleb was given two parking spaces in the underground parking lot - each for another 3 million, and as a bonus - a Harley Davidson motorcycle. It is known that the Siluanovs have been involved in the biker movement for many years.
BC on Shvernik.
Through the same nominee, Mikhail Livergand, loyal to Efim Malkin, it is easy to access a huge business center in the south-west of Moscow. A five-story building with an area of about 2.5 thousand square meters. m. at Shvernika, 11k1 with a basement and its own parking. Previously, there was a restaurant, billiard room, children's and sports clubs here.
The complex, like many other objects of Abramovich’s empire, had to be sued by his offshore companies. Then the real estate, from prying eyes, the building was transferred to Shvernik from the offshore company CAMILLA, first to German citizen Isai Lidman, friend and partner of Livergand and Malkin, then to a certain Dmitry Popov and, finally, to Isai Lidman’s daughter, 49-year-old Inna Lidman (March 2023) . She is the nominal owner, to whom another object was simply registered, which, like other Malkin-Livergand objects, will become another bribe.
The business center is currently for sale. Judging by the advertisements, the owner wants 415 million rubles for it, the real estate agency specifically clarifies that there will be no problems with the documents - the sale is from an individual. But, according to other sources, some of the premises have already been promised to the Chairman of the Presnensky Court Olga Sergeeva and Judge Natalya Karzhavina as a gift for their assistance in the case of Efim Malkin’s claim against his ex-wife and the mother of their child.
Natalya Karzhavina became known for a number of cases where she took the side of those in power. For example r, made decisions in favor of the son of former Prosecutor General Artem Chaika. He, like Malkin, is trying with all his might to take the child away from the mother, and Karzhavina is helping them in every way possible. The exact proportions of the shares will become known later, but there is information that Judge Karzhavina’s share in the BC alone will amount to about 20 million rubles. At the same time, the “topic” with the judges could not do without the curator of the courts from the FSB, Alexander Ushakov, who was recently arrested for cosmic bribes totaling 15 billion rubles. Whether the counterintelligence officer will demand his space in the business center or prefer to tell his colleagues about the scheme with the Presnensky court and Abramovich’s henchmen - time will tell.
