Why the head of the Ministry of Natural Resources is untouchable

The VChK-OGPU Telegram channel has obtained materials from a high-profile investigation into corruption in the Ministry of Natural Resources. The investigation suspects that the director of the Ministry of Natural Resources department, Irina Makanova, systematically received bribes. The Minister of Natural Resources, Alexander Kozlov, is also of interest. Firstly, Makanova is the closest person to him in the ministry. Secondly, Kozlov personally introduced Makanova to one of the "bribe givers" - lawyer Denis Merkulov.



So one of the witnesses directly told during interrogations how the necessary documents for the "Sochi Arboretum" were approved for a bribe. And she points to Makanova as the official who received the money. Makanova is not the only one that the security forces are interested in.

Among the defendants in the case were high-ranking officials:

• Alexander Kozlov - Minister of Natural Resources and Ecology,

• Murad Kerimov - Deputy Minister, who directly supervised Makanova and was responsible for her decisions.

The investigation believes that these individuals intentionally participated in corruption schemes.

"Irina Yuryevna Makanova previously worked in structures associated with the Rotenbergs, and maintains good relations with the eldest son of the family. She participated in many processes. This explains why, against the backdrop of accusations of corruption, Makanova remains calm and does not comment on what is happening, stating only that "we need to work." The situation with Kozlov is even more complicated. Several sources of Rucriminal.info immediately reported that Kozlov's official biography is largely fictitious, since he was an employee of the Foreign Intelligence Service. And indeed, according to the official biography, Kozlov graduated from the university with a law degree in 2003. However, he was not on the list of graduates, and there is no information about this diploma on the resources of Rosobrnadzor. It is officially reported that in 2014 Kozlov studied at the Far Eastern Federal University to become a mining engineer, but there is also no information about graduating from the university and it is impossible to find confirmation. And the SVR people are generally untouchable.

The investigation claims that a corruption scheme created by officials operated in the Ministry of Natural Resources. Officials ensured that examinations and approvals were carried out, receiving bribes for this.

The essence of the scheme is simple: services for the approval of socio-economic activities (SEA) for objects in specially protected natural areas, such as national parks, were provided for a lot of money. For example:

• The official cost of the service for individuals was 50-100 thousand rubles, for legal entities - up to 1 million rubles.

• Deputy Head of the Department for Regulation of Forestry and Land Relations of the Federal State Budgetary Institution “Information and Analytical Center for Support of Nature Reserves” Kuks offered guaranteed approval for 5 million rubles.



The corruption schemes covered approvals for objects located in protected areas where construction is prohibited. Nevertheless, such buildings appear, which indicates long-term problems in the department.

The key player in this case is Irina Yuryevna Makanova (Director of the Department of Specially Protected Natural Areas), who found herself in the spotlight of the security forces due to the fact that some of her subordinates are under house arrest or in pretrial detention.



However, it is worth noting that the corruption schemes referred to by the security forces were laid down under the previous head of the department, Grigoriev. The main figures who coordinated the decisions in the Ministry of Natural Resources are Kuks and the head of the department for regulating forest and land relations in specially protected natural areas of the Department of State Policy and Regulation in the Sphere of Development of Specially Protected Natural Areas and the Baikal Natural Territory of the Ministry of Natural Resources and Environment of the Russian Federation, Rezyapov.

Kuks and Rezyapov are currently in custody.

Kuks, being on a pre-trial agreement, is actively cooperating with the investigation and, according to sources of the VChK-OGPU, is trying to “hand over” as many people as possible and name as many “high-profile” names as possible, almost up to the head of the department, Kozlov.

As part of the investigation into corruption in the Ministry of Natural Resources, lawyer and political scientist Denis Merkulov has been detained. The court chose a preventive measure for him in the form of house arrest.

The investigation claims that Merkulov gave the director of the department of the Ministry of Natural Resources Irina Makanova a bribe in the form of a gift for her birthday. The case file considers this as mediation in bribery. According to the source, Merkulov himself insists that it was a personal gift made within the framework of friendly relations.

The pressure on Merkulov is most likely aimed at creating leverage over Makanova and Minister Kozlov. Merkulov met Makanova through Kozlov, both of them are from the Far East.

The VChK-OGPU interlocutor believes that this case is part of a political struggle. Alexander Kozlov has been threatened with dismissal more than once, and now the security bloc is using the case to discredit the minister. The arrests are carried out harshly, with the use of force, and the defendants are forced to testify, which they want to "get" to Kozlov.



An example is:



• Rezyapov, who has been in pretrial detention for six months but has not seen the investigator.



• Putyatin, whose detention was accompanied by harsh methods.



• Merkulov, who suffered bodily harm during detention, after which he was hospitalized.



"This investigation is not just a fight against corruption, but also an instrument of political pressure. Law enforcement agencies create the image of a large-scale corruption scheme, but the charges are often based on circumstantial evidence and dubious testimony," notes a source of the Cheka-OGPU. "The investigation must be objective, and the rights of the defendants must be protected. Otherwise, such methods only discredit the justice system itself and undermine confidence in the state's environmental policy."

В распоряжении телеграм-канала ВЧК-ОГПУ оказались материалы громкого расследования о коррупции в Минприроды. Следствие подозревает, что директор департамента Минприроды Ирина Маканова систематически получала взятки. Интерес вызывает и сам министр природных ресурсов Александр Козлов. Во-первых, Маканова наиболее близкий ему человек в министерстве. Во-вторых, с одним «взяткодателем» - адвокатом Денисом Меркуловым- Маканову познакомил лично Козлов.



Так один из свидетелей прямо рассказала на допросах, как за взятку проходили согласования необходимых документов для «Сочинского дендрария». И указывает на Маканову, как на чиновника, получившего деньги. Маканова не единственная, кем и интересуются силовики.

В числе фигурантов дела оказались высокопоставленные лица:

• Александр Козлов — министр природных ресурсов и экологии,

• Мурад Керимов — заместитель министра, который непосредственно курировал Маканову и отвечал за её решения.

Следствие полагает, что указанные лица намеренно участвовали в коррупционных схемах.

«Ирина Юрьевна Маканова ранее работала в структурах, связанных с Ротенбергами, и поддерживает неплохие отношения со старшим сыном семьи. Она участвовала во многих процессах. Этим и объясняется, почему на фоне обвинений в коррупции, Маканова сохраняет спокойствие и не комментирует происходящее, заявляя лишь, что “нужно работать”.

С Козловым еще сложнее ситуация. Сразу несколько источников Rucriminal.info рассказали, что официальная биография Козлова в значительной части придуманная, поскольку он был сотрудником Службы внешней разведки. И действительно, по данным официальной биографии, в 2003 году Козлов окончил вуз с дипломом юриста. Однако в списках выпускников его не оказалось, на ресурсах Рособрнадзора сведения об этом дипломе отсутствуют. Официально сообщается, что в 2014-м Козлов учился в ДВФУ на горного инженера, но информации об окончании вуза тоже отсутствует и найти подтверждения невозможно. А СВРовцы вообще неприкасаемые.

Следствие утверждает, что в Минприроды функционировала коррупционная схема, созданная должностными лицами. Чиновники обеспечивали прохождение экспертиз и согласований, получая за это взятки .

Суть схемы проста: услуги по согласованию социально-экономической деятельности (СЭД) для объектов в особо охраняемых природных зонах, таких как национальные парки, предоставлялись за большие деньги. Например:

• Официальная стоимость услуги для физических лиц составляла 50–100 тысяч рублей, для юридических — до 1 миллиона рублей.

• замначальника отдела регулирования лесных и земельных отношений ФГБУ «Информационно-аналитический центр поддержки заповедного дела» Кукс предлагал гарантированное согласование за 5 миллионов рублей.



Коррупционные схемы охватывали согласования для объектов, расположенных в охранных зонах, где строительство запрещено. Тем не менее, такие постройки появляются, что свидетельствует о многолетних проблемах в ведомстве.

Ключевым игроком в этом деле является Ирина Юрьевна Маканова (директор департамента особо охраняемых природных территорий), которая оказалась в центре внимания силовиков из-за того, что некоторые из ее подчиненных находятся под домашним арестом или в СИЗО.



Однако стоит отметить, что коррупционные схемы, на которые ссылаются силовики, были заложены еще при прежнем руководителе департамента — Григорьеве. Основными фигурантами, которые согласовывали решения в Минприроды, являются Кукс и начальника отдела регулирования лесных и земельных отношений на особо охраняемых природных территориях Департамента государственной политики и регулирования в сфере развития особо охраняемых природных территорий и Байкальской природной территории Министерства природных ресурсов и экологии Российской Федерации Резяпов.

Кукс, находясь на досудебном соглашении, активно сотрудничает со следствием и, по данным источников ВЧК-ОГПУ, старается “сдать” как можно больше людей и назвать, как можно больше «громких» фамилий, чуть ли не вплоть до главы ведомства Козлова.

В рамках расследования о коррупции в Минприроды задержан юрист и политолог Денис Меркулов. Суд избрал ему меру пресечения в виде домашнего ареста.

Следствие утверждает, что Меркулов передал директору департамента Минприроды Ирине Макановой взятку в виде подарка на её день рождения. В материалах дела это рассматривается как посредничество в даче взятки. По словам источника, сам Меркулов настаивает, что это был личный подарок, сделанный в рамках дружеских отношений.

Давление на Меркулова, скорее всего, направлено на создание рычага воздействия на Маканову и министра Козлова. Меркулов познакомился с Макановой через Козлова, оба они родом с Дальнего Востока.

Собеседник ВЧК-ОГПУ считает, что это дело — часть политической борьбы. Александр Козлов не раз был под угрозой отставки и сейчас силовой блок использует дело для дискредитации министра. Задержания проводятся жестко, с применением силы, а фигурантов вынуждают давать показания, по которым хотят «дойти» до Козлова.



Примером служат:



• Резяпов, который уже полгода находится в СИЗО, но не видел следователя.



• Путятин, задержание которого сопровождалось жесткими методами.



• Меркулов, которому причинили телесные повреждения при задержании, после чего он был госпитализирован.



«Это расследование — не просто борьба с коррупцией, но и инструмент политического давления. Силовые ведомства создают образ масштабной коррупционной схемы, однако обвинения часто строятся на косвенных доказательствах и сомнительных показаниях, - отмечает источник ВЧК-ОГПУ, - Следствие должно быть объективным, а права фигурантов защищены. В противном случае подобные методы лишь дискредитируют саму систему правосудия и подрывают доверие к экологической политике государства».

In the westernmost region of the country, employees of the FSB Directorate for the Kaliningrad Region have put together a group (including employees of the FSB SB Department and Department M), which is led by two FSB APS colonels in the regional government and the former Lieutenant General Gulyaev, who was dismissed from the post of head of the FSB Directorate for the Kaliningrad Region in December 2023.



As the VChK-OGPU Telegram channel and Rucriminal.info found out, on December 7, 2022, employees of Department M and SB of the FSB Directorate for the Kaliningrad Region detained a master of mixed and oriental martial arts, M.O. Aliashabov. Aliaskhabov personally trained the head of the Kaliningrad region, and now the Minister of Industry Anton Alikhanov, was a regular in big offices and, in principle, was in a fairly good standing and position in the city. In 2022, Alikhanov opened a martial arts gym for Aliaskhabov, which is still functioning today. He was also friends with the FSB officers, whom he also trained in this gym. According to the source, these security officers were involved in "dirty topics": the darknet, protection of criminal elements, protection of the amber business, they supervised the Yantarny plant. Aliaskhabov was friends with them, and on the part of the counterintelligence officers, as it turned out, the friendship was "with interest". As a result, Aliaskhabov was detained by "friends" from "M" and the SB, who trained in his gym. He was accused of kidnapping their agent, who has three convictions. On the night of December 7, M-ers together with SB-ers brought Aliaskhabov to the FSB department and, according to the interlocutor of Rucriminal.info, offered to quietly/silently resolve the issue, namely, they offered to work, to record respected people at their request, with whom Aliaskhabov is friends. Including Alikhanov. In exchange for these services, they promise to “put the criminal case on the back burner”, “to work together”. The sanction for the development was given personally by General Gulyayev (at that time the head of the FSB Directorate for the Kaliningrad Region), because the stakes were high. Aliaskhabov refuses and is automatically sent to a pre-trial detention center. According to the source, for 6 months these same security officers visited him every day and persuaded him to cooperate. Aliaskhabov himself is sure that initially this whole story with the kidnapping was staged by the security officers and their agents of influence. The victim and all the witnesses in the case were their agents, which the security officers do not hide.



Six months later, after the case against the athlete began to crumble and it became clear that expectations were not being met, Aliaskhabov was released from the pretrial detention center. While outside of prison, he wrote a statement against the employees - with all the evidence he had of their criminal activity.

According to the interlocutor of the VChK-OGPU, a recording of a conversation was presented along with the statement, where UFSB Major Akhmet Amanov (M-shchik) orders the beating and kidnapping of a well-known businessman in the city and other Yantarniks, Akhmet Amanov acted as the treasurer of the group. It was Akhmet Amanov who oversaw the entire coast of the Yantarny urban-type settlement (resort town), the cities of Zelenogradsk and Svetlogorsk, as well as the Yantarny combine.



Based on Aliaskhabov's statement, an inspection was carried out in the region and a lot of material was collected, the applicant himself was interrogated. All arguments and evidence were checked and established by them.

But after the check, the materials were sent to the Military Investigative Department of the Baltic Fleet and further management of the pre-investigation check was assigned to investigator Glotov. But there is still no criminal case. And Akhmet Amanov was simply dismissed from his post.



According to the VChK-OGPU, just a couple of months ago, he was given shelter by Sergei Koshevoy, also a former security officer, the head of the administration of Zelenogradsk (a resort town in the Kaliningrad region). Today, Akhmet Amanov holds the position of deputy head of the Zelenogradsk city department. Koshevoy, by the way, also took up the position in a surprising way. He himself was literally brought to criminal responsibility in the not-so-distant 2024 for abuse of office with grave consequences, but this fact was hidden from the public. His son Nikita Koshevoy is on the international wanted list at the request of the Ministry of Internal Affairs for fraud, and is currently hiding in the United States.

Как ФСБ собирала компромат на министра промышленности

Личного тренера Антона Алиханова отправили в СИЗО для «сбора информации»



В самом западном регионе страны сотрудники УФСБ по Калининградской области сколотили группировку ( входят сотрудники отдела СБ ФСБ и отдела М), которой руководят два полковника АПС ФСБ в правительстве области и уже бывший генерал-лейтенант Гуляев, который в декабре 2023 был уволен с должности руководителя УФСБ по Калининградской области.



Как выяснили телеграм-канал ВЧК-ОГПУ и Rucriminal.info, 7 декабря 2022 сотрудниками отдела М и СБ УФСБ по Калининградской области был задержан мастер по смешенным и восточным единоборствам Алиасхабов М.О. Алиасхабов лично тренировал руководителя Калининградской области, а ныне министра промышленности Антона Алиханова, был вхож в большие кабинеты и в принципе в городе был на достаточно хорошем счету и позиции. В 2022 году Алиханов открыл зал единоборств для Алиасхабова, который функционирует и по сей день. Он же дружил и с сотрудниками УФСБ, которых также тренировал в этом зале. По словам источника, эти чекисты были замечены в «грязных темах»: даркнет, крышевание криминальных элементов, крышевание янтарного бизнеса, курировали комбинат «Янтарный». Алиасхабов дружил с ними, а со стороны контрразведчиков, как оказалось, дружба была «с интересом».

В результате Алиасхабова задержали «друзья» из «М»-ки и СБ, которые тренировались в его зале. Обвинили его в похищении их агента, который имеет три судимости. Ночью 7 декабря Алиасхабова М-щики совместно с СБ-шниками привезли в управление ФСБ и , по словам собеседника Rucriminal.info , предлагают тихо/молча решить вопрос, а именно - предлагают работать, записывать уважаемых людей по их просьбе, с которыми Алиасхабов дружит. В том числе и Алиханова. Взамен на эти услуги обещают уголовное дело «убрать в далекий ящик», «вместе работать». Санкцию на разработку дал лично генерал Гуляев (на тот момент руководитель УФСБ по Калининградской области), ведь ставки были высоки. Алиасхабов отказывается и автоматически попадает в СИЗО.

По версии источника, на протяжении 6 месяцев эти же чекисты каждый день ходили к нему и уговаривали сотрудничать. Сам Алиасхабов уверен, что изначально вся эта история с похищением была инсценирована чекистами и их агентами влияния. Потерпевший и все свидетели в деле были их агентами, чего чекисты и не скрывают.



Через 6 месяцев, после того как дело в отношении спортсмена начало сыпаться и стало понятно, что ожидания не оправдываются, Алиасхабова отпустили из СИЗО. Будучи вне заключения, он написал заявление на сотрудников- со всеми имеющимися у него доказательствами их преступной деятельности.

По словам собеседника ВЧК-ОГПУ, вместе с заявлением была представлена запись разговора, где майор УФСБ Ахмет Аманов (М-щик) заказывает избиение и похищение известного в городе бизнесмена и других янтарщиков, Ахмет Аманов выступал в роли казначея группировки. Именно Ахмет Аманов курировал все побережье ПГТ Янтарный (курортный город), города Зеленоградск и Светлогорск, а также Янтарный комбинат.



По факту заявления Алиасхабова была проверка в регионе и собрали много материала, допросили самого заявителя. Все доводы и доказательства были проверены ими и установлены.

Но после проведения проверки материалы были направлены в Военно-следственное управление по Балтийскому флоту и дальнейшее руководство доследственной проверки поручили следователю Глотову. Но уголовного дела до сих пор нет . А Аманов Ахмет был просто освобожден от занимаемой должности.



По данным ВЧК-ОГПУ, буквально пару месяцев назад его приютил у себя Сергей Кошевой, тоже бывший чекист, глава администрации Зеленоградска (курортный город Калининградской области). На сегодняшний день Ахмет Аманов занимает должность заместителя начальника управления города Зеленоградска. Кошевой, кстати, тоже занял должность удивительным образом. Он сам буквально в недалеком 2024 году был привлечен к уголовной ответственности за превышение должностных полномочий с тяжелыми последствиями, но этот факт скрывался от общественности. Его сын Никита Кошевой находится в международном розыске по запросу МВД по факту мошенничества, сейчас скрывается в США.

How anonymous analytical channels work for the PR of one political scientist



In 2017, the "guru of Russian political science" Evgeny Minchenko launched the anonymous Telegram channel "Successor", which is secretly engaged in the PR of Minchenko and his structures, as well as

fulfilling orders for the paid discrediting of public figures. Such allegedly political analytics from the resources under his control misleads the gullible audience of "Successor", to whom Minchenko appears as a guru

in analytics, allegedly "close to the Kremlin" and a successful head of the "Russian Association of Public Relations" (RASO),

which does not have a single social network.



Channel description



In 8 years, "Successor" has managed to write about everything: political news, armed and international conflicts, corruption

and other near-political topics. In reality, Minchenko uses these narratives to cover up his commercial activities to discredit various individuals for monetary compensation.



Minchenko worked very actively on the channel, having achieved that

it entered the top 1000 (551 place) authoritative Telegram channels according to the HITS rating.



At the same time, the channel's audience is clearly inflated. The total number of subscribers to "Successor" is about 32,000,

of which just over 17% are involved in views and 2% left reactions over the past week.



In 2024, 32 publications were deleted from the channel (an average of

1-3 per month). About

2-3 publications are deleted from the channel every month.



Among the deleted posts, special attention can be paid to an interesting entry from July 15, 2023 with the phrase "Belousov was offended by you. Don't do that again." Most likely, it was made by the channel administrator in a private message with one of his interlocutors and then abruptly deleted.



The connection of the channel "Successor" with Yevgeny Minchenko



Fact 1: excessive attention to Minchenko on the channel



Almost every message dedicated to Minchenko



on the channel describes him exclusively from the positive side (an extremely positive assessment of his activities as president of the "Russian Association of Public Relations" is given; the report of "Minchenko Consulting" is noted, which allegedly received high marks "both from colleagues in the industry and among the political elites"; a narrative is traced that political decisions in the country are supposedly made based on the reaction to Minchenko's publications).



What is interesting is that Minchenko himself is regularly present as a hero of one of the ratings of "Successor" called "Big Political Exchange", and

with the note "positive dynamics". And is always modestly mentioned between prominent politicians, officials, and representatives of the Russian business community (for example, between the Governor of St. Petersburg Alexander Beglov and the head of the Presidential Administration Anton Vaino; as well as between the President of the Kurchatov Institute Mikhail Kovalchuk and the President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin).



Based on the tone of the published posts, the "Successor" praises the following people the most: Yevgeny Minchenko, Marat Khusnullin, Sergey Kiriyenko, Alexey Dyumin. It is noteworthy that Minchenko is present among the status people and got into this list, having a positive assessment of his work, as well as positive media coverage on the channel as a whole.

Minchenko clearly wants to be at the "top" of the Russian establishment (attracting controlled information resources for this), and also to use his position to extract maximum benefit. True, Sergey Kiriyenko, Mikhail Kovalchuk, Alexey Dyumin and other "tops" are not administrators of anonymous Telegram channels - by what parameters Minchenko ended up in the same cohort with them - this is a very big question.

several times less often than "Successor".

Based on these data, the index of Minchenko's mentions on other Telegram channels in relation to Marat Khusnullin, Sergei Kiriyenko and Alexei Dyumin is noticeably lower

than that of "Successor" (the index was calculated by dividing the number of mentions of Yevgeny Minchenko on each of the 6 Telegram channels

for the total number of mentions of Marat Khusnullin, Sergey Kiriyenko and Alexey Dyumin on the same channel).

Knowing all the above information, it is amusing to observe



behind the fact that "Successor" is trying in every possible way to disguise its direct affiliation with Minchenko's structures. For example, in a post from January 9, 2024, the following statement appeared on the channel: "In some places, we do not agree with the model of "Politburo 2.0" by Yevgeny Minchenko, but there is quite a lot that is useful



and rational in it." Another publication of the channel gives the following description of Minchenko's opinion: "We agree with some things,

with some things we do not really agree, but we definitely support what."



Fact 2: Minchenko forgot about “digital hygiene”



In February 2019, the channels “EZh”, “Brief” and “Brief@незигар” published a post with the following content: “Political strategist Minchenko announced Valentina Matviyenko’s retirement in the spring” with a link to a post in the Telegram channel “Successor”,

which contained the following message: “Matviyenko is leaving in the spring. This issue has been resolved. But it is far from certain

that Turchak will be her replacement” and a link to the Telegram channel “Kremlin BezBashennik” is given.



By posting such publications on the channels, Minchenko sought to “promote” himself as a “near-Kremlin” political scientist with access to insider information about personnel changes

in the echelons of power. However, he only disgraced himself: his forecast did not come true,

and he allowed his involvement with the channel “Successor” to become public.



Fact 3: the channel "Successor" is part of the "network" of Telegram channels associated with Minchenko



After digging a little in open sources, we found some very interesting information that back in 2019, political scientist Dmitry Orlov stated on his Facebook page

According to the head of the Social Communications agency Ilya Paimushkin, the Telegram channel "Sober Political Scientist" is part of the "Minchenko E. pool". By the way, Minchenko is mentioned in "Sober Political Scientist" as many as 352 times. The Telegram channel regularly publishes reposts of channels associated with it. In addition, the content of "Successor" and "Sober Political Scientist" have common narratives. For example, in 2020, they disseminated information

that the governor of the Irkutsk region Igor Kobzev is a protege of the Rotenberg entrepreneurs.



The Telegram channel "Deputy Governor" may also be under Minchenko's influence. At the end of 2022, the Telegram channel "Elections, elections, elections" published information that this resource belongs to Minchenko.



The content of "Deputy Governor" mainly consists of reposts of similar channels specializing in political analysis and political forecasts. Among the channel's reposts are publications from the Telegram channel "Successor". Also,

on "Deputy Governor" and "Successor" common themes of publications can be traced (for example, criticism of the work of the governor of the Orenburg region Denis Pasler, a forecast of the resignation of the former head of the Komi Republic Vladimir Uyba). The channels “Successor”, “Sober Politologist”, “Deputy Governor” and “Politburo 2.0” owned by Minchenko have common narratives, which clearly indicate that the channels belong to the same “network”. Probably, Minchenko promotes and criticizes certain people through these information resources (and clearly not for free). For example, positive publications were posted on the channels regarding Vladislav Davankov.



And mentions of the former head of the Samara region Dmitry Azarov, on the contrary, had a negative information background.



This is how Minchenko uses the Telegram channels under his control for his own PR and misleading the Russian audience, which he “feeds” with pseudo-analytical publications.

Как анонимные аналитические каналы работают на пиар одного политолога



«Гуру российской политологии» Евгений Минченко в 2017 году запустил анонимный Telegram-канал «Преемник», который скрытым образом занимается пиаром Минченко и его структур, а также
выполнением заказов по проплаченной дискредитации публичных персон. Подобная якобы политическая аналитика со стороны подконтрольных ему ресурсов вводит в заблуждение доверчивую аудиторию «Преемника», которой Минченко представляется гуру в аналитике, якобы «близким к Кремлю» и успешным руководителем «Российской ассоциации по связям с общественностью» (РАСО), у которой нет ни одной социальной сети.



Описание канала

«Преемник» за 8 лет успел написать обо всем: о политических новостях, вооруженных и международных конфликтах, коррупции и других околополитических темах. В реальности Минченко использует эти нарративы для прикрытия своей коммерческой деятельности по дискредитации различных персон за денежное вознаграждение.



Минченко над каналом работал весьма активно, добившись того, что он вошел в топ 1000 (551 место) авторитетных Telegram-каналов по рейтингу HITS.





При этом, аудитория канала явно является накрученной. Общее число подписчиков «Преемника» составляет около 32000, из них чуть более 17% вовлечены в просмотры и 2% оставили реакции за последнюю неделю.





За 2024 год в канале было удалено 32 публикации (в среднем 1-3 за месяц). Ежемесячно из канала удаляются примерно 2-3 публикации.



Среди удаленных постов особое внимание можно уделить интересной записи от 15 июля 2023 г. с фразой «Белоусов на тебя обиделся. Не делай так больше». Вероятнее всего, она была сделана администратором канала в личном сообщении с кем-то из своих собеседников и затем резко удалена.





Связь канала «Преемник» с Евгением Минченко



Факт 1: чрезмерное внимание к Минченко на канале

Практически каждое сообщение, посвященное Минченко на канале, описывает его исключительно с позитивной стороны (дается крайне положительная оценка деятельности в должности президента «Российской ассоциации по связям с общественностью»; отмечается доклад «Минченко консалтинг», который якобы получил высокую оценку «как у коллег по цеху, так и среди политических элит»; прослеживается нарратив, что якобы по реакции на публикации Минченко принимаются политические решения в стране).









Что интересно, сам Минченко на регулярной основе присутствует в качестве героя одного из рейтингов «Преемника» под названием «Большая политическая Биржа», причем с припиской «позитивная динамика». И всегда скромно упоминается между видными политиками, чиновниками, а также представителями бизнес-сообщества России (например, между губернатором Санкт-Петербурга Александром Бегловым и руководителем АП АнтономВайно; а также между президентом Курчатовского института Михаилом Ковальчуком и президентом РСПП Александром Шохиным).





Исходя из тональности опубликованных постов, больше всего «Преемник» хвалит следующих персон: Евгения Минченко, Марата Хуснуллина, Сергея Кириенко, Алексея Дюмина. Примечательно, что Минченко присутствует среди статусных персон и попал в этот список, имея положительную оценку своей работы, а также позитивное медийное освещение на канале в целом.

Минченко явно желает быть в «топе» российского истеблишмента (привлекая для этого подконтрольные информационные ресурсы), а также использовать свое положение для извлечения максимальной выгоды. Правда, Сергей Кириенко, Михаил Ковальчук, Алексей Дюмин и другие «топы» не являются администраторами анонимных Telegram-каналов – по каким параметрам Минченко оказался с ними в одной когорте – это очень большой вопрос.

Исходя из этих данных, индекс упоминаемости Минченко на других Telegram-каналах по отношению к Марату Хуснуллину, Сергею Кириенко и Алексею Дюмину заметно ниже,
чем у «Преемника» (индекс высчитывался путем деления числа упоминаний Евгения Минченко на каждом из 6 Telegram-каналов на суммарное число упоминаний Марата Хуснуллина, Сергея Кириенко и Алексея Дюмина на этом же канале).

Зная всю вышеперечисленную информацию, забавно наблюдать за тем, что «Преемник» всячески старается замаскировать свою прямую аффилированность со структурами Минченко. Например, в посте от 9 января 2024 г. на канале появилось следующее заявление: «Мы в некоторых местах не согласны с моделью «Политбюро 2.0» Евгения Минченко, но в ней есть довольно много полезного и рационального». В другой публикации канала дается следующая характеристика мнению Минченко: «С чем-то согласны, с чем-то не очень, но что поддерживаем точно».



Факт 2: Минченко позабыл о «цифровой гигиене»



В феврале 2019 г. каналы «ЕЖ», «Бриф» и «Brief@незыгарь» опубликовали пост следующего содержания: «Политтехнолог Минченко анонсировал уход Валентины Матвиенко на пенсию весной» со ссылкой на запись в Telegram-канале «Преемник», в которой было сообщение следующего содержания: «Матвиенко весной уходит. Этот вопрос решенный. Но далеко не факт, что ее сменщиком станет Турчак» и дается ссылка на Telegram-канал «Кремлевский безБашенник».









Разместив такие публикации на каналах, Минченко стремился «пропиарить» себя как «околокремлевского» политолога, имеющего доступ к инсайдерской информации о кадровых перестановках в эшелонах власти. Однако только опозорился: и прогноз не сбылся, и допустил огласку свой причастности к каналу «Преемник».



Факт 3: канал «Преемник» входит в «сетку» Telegram-каналов, связанных с Минченко



Покопавшись немного в открытых источниках, мы обнаружили весьма любопытную информацию о том, что еще в 2019 году политолог Дмитрий Орлов на своей странице в Facebook заявил,
что владельцем Telegram-канала «Трезвый политолог» является самМинченко. Позднее об этом факте сообщал также Telegram-канал «ЕЖ».

По данным руководителя агентства «Социальные коммуникации» Ильи Паймушкина, Telegram-канал «Трезвый политолог» входит в «пул Минченко Е.». К слову сказать, Минченко в «Трезвом политологе» упоминаетсяаж 352 раза. Telegram-канал регулярно публикует репосты каналов, ассоциированных с ним. Кроме того, контент «Преемника» и «Трезвого политолога» имеет общие нарративы. Например, в 2020 году они распространяли информацию о том, что губернатор Иркутской области Игорь Кобзев является ставленником предпринимателей Ротенбергов.





Telegram-канал «Замгубернатора» также может находиться под влиянием Минченко. В конце 2022 года Telegram-канал «Выборы, выборы, выборы» опубликовал информацию о том, что этот ресурс принадлежит Минченко.



Контент «Замгубернатора» в основном состоит из репостов аналогичных каналов, специализирующихся на политической аналитике и политических прогнозах. Среди репостов канала присутствуют публикации Telegram-канала «Преемник». Также на «Замгубернаторе» и «Преемнике» прослеживаются общие темы публикаций (например, критика работы губернатора Оренбургской области Дениса Паслера, прогноз отставки бывшего главы Республики Коми Владимира Уйбы).

На каналах «Преемник», «Трезвый политолог», «Замгубернатора» и принадлежащем Минченко «Политбюро 2.0» присутствуют общие нарративы, которые явно свидетельствуют о принадлежности каналов к одной «сетке». Вероятно, Минченко через эти информационные ресурсы продвигает и подвергает критике определенных персон (и явно не безвозмездно). Например, на каналах были размещены позитивные публикации в отношении Владислава Даванкова.













А упоминания экс-главы Самарской области Дмитрия Азарова, наоборот, носили негативный информационный фон.













Вот так Минченко использует подконтрольные ему Telegram-каналы для собственного пиара и введения в заблуждение российской аудитории, которую «кормит» псевдоаналитическими публикациями.

Sovcombank vs. Russians

Putin? Bastrykin? We have Mishustin!



Exactly one year has passed since the head of the Investigative Committee of the Russian Federation Alexander Bastrykin gave the order to initiate a criminal case in connection with the appeal of a pensioner about the violation of her rights in Moscow. In February 2024, a resident of the Moscow region contacted Bastrykin at his VKontakte reception. In 2021, she entered into a loan agreement with PAO Sovcombank secured by real estate. However, due to illness, she was unable to make mandatory payments. Subsequently, the bank sold the right to claim the debt to ABK-Invest LLC without notifying the borrower, as a result of which the mortgaged apartment was foreclosed, and collectors tried to evict the applicant from the home. A year ago, Bastrykin instructed the head of the Main Investigative Directorate of the Investigative Committee of Russia for the city of Moscow, Andrei Strizhov, to initiate a criminal case and submit a report on the preliminary and final results of his investigation.



What do you think happened to this story? That's right - nothing. Subordinates have long stopped paying attention to Bastrykin's orders, since he forgets about them 5 minutes after they are announced. And you can ignore instructions and orders without any consequences. And especially when it comes to such a large, rich and well-connected organized crime group as Sovcombank. If Strizhov had carried out Bastrykin's order, then the management of Sovcombank and its owners, the Khotsimskys, would already be behind bars. After conducting a small investigation, the VChK-OGPU telegram channel and Rucriminal.info found out that robbing pensioners, leaving large families without a family is a huge business for Sovcombank, which is carried out on the go-ahead of the Khotsimskys.

Earlier, we reported on the mass appeals of families of SVO participants during the direct line in December 2024 with Putin about fraud on the part of Sovcombank. According to the Decree of the President of Russia, they are exempt from mortgage payments for the duration of their participation in military operations. However, they found court decisions in their mailboxes on the seizure of their housing in favor of the bank. The situation is even worse for ordinary mortgage holders of Sovcombank. The owners of Sovcombank, the Khotsimsky brothers, openly say that they do not care about anything, since they are “under Mishustin’s roof.” On the same basis, the Khotsimskys massively withdraw depositors' funds and use them for their shadow projects.

Here are just a few examples of the activities of the Sovcombank organized crime group.

In the city of Kotovo, an 86-year-old woman, a disabled person of the second group, is evicted from her apartment. Evgeniya Shuvaeva took out a loan from Sovcombank seven years ago, which turned out to be a mortgage, and in the end she legally lost her apartment. The borrower's son told how the events unfolded:

"My mother was simply deceived. They called her from Sovcombank and called her into the office. She thought she was taking out a consumer loan, but they "foisted" a mortgage on her. She was 80 years old at the time, they had no right to give her this loan. They would not have been able to give her this loan if she had not been the owner of the apartment. She signed blindly, paid the loan for three years, and the main part of the loan was paid off. In addition, my mother, in fact, was not the owner of this housing. I gave her this apartment in 2007. There is even a certificate stating that she has not used the right to privatize it. Moreover, this is her only housing, and no one has the right to evict her.

Here's another story about how Sovcombank evicted a mother of five children from Anapa. She even went on a solo picket near the administration building after collectors left her family homeless

In Krasnodar Krai, Natalia Bulatova and her five children were thrown out onto the street one fine day. The house was bought with a mortgage, the family claims that they made payments on time and became victims of Sovcombank's fraud. According to the victims, the credit institution at some point first inflated the amount of debt, and then sold the debt to collectors. The new "owners" showed up quite quickly for the property, which they already obviously considered theirs. A deferment of payment was not implied at all. "They threw the car out with a tow truck, shot at the dogs, killed one, and promised to continue using force if we didn't leave. My wife, children, and elderly parents had to urgently leave our home in the clothes we were wearing," the head of the family said. According to him, the administration representatives remained completely deaf to all requests.
