Всё это осталось красивой ширмой и бутафорией в стиле госкорпорации развития .На деле же бюджетные деньги попросту выводились из ВЭБа под видом разработки стратегий развития транспорта, мастер-планов городских транспортных артерий, перекочевывая из бюджета "друзьям-олигархам" Шувалова.



Одним из якорных получателей госденег от пилорамы Говоруна выступают, в том числе структуры "Трансмашхолдинга" (принадлежит олигархам Бокареву и Махмудову). Заемные деньги ВЭБа успешно перекочевывают в руки олигархов на 20 лет по смешной ставке в 4% годовых и попросту выводятся из РФ или перекладываются в банки для получения процентной маржи, но ни в коем случае не для целевого использования и лишения проблем с изношенным и убитым транспортом по всей стране. Так, городской трамвай в Волгограде так и не дождался денег ВЭБа, и по городу до сих пор ездит убитое советское транспортное наследие, которое в отчётах ВЭБа называют "модернизацией". The Tretyakov case began to develop in 2017 during a friendly drinking party at the Razdolye recreation center, owned by Yu.G. Vostrikov and his friend A.A. In April 2023, the Tchaikovsky City Court nevertheless found the former director of the Oscar municipal unitary enterprise, Stanislav Aleksandrovich Korolev, guilty of embezzling 1.3 million rubles from the company’s accounts.

According to the investigation of the department of the Ministry of Internal Affairs of Russia for the Chaikovsky city district, the convicted person, being the director of a limited liability company, using his official position, from May to December 2020, using a bank business card linked to the organization’s current account, paid for goods purchased in stores for own needs.

The court sentenced the culprit to imprisonment for 3 years and a fine of 1 million rubles. The court decided to consider the imposed sentence of imprisonment as suspended.

It can be assumed here that the machinations with the destruction of the Oscar municipal unitary enterprise were covered up by Agafonov’s “big brother” from Perm. В городе Чайковский Пермского края давно было понятно, что криминальные грехи заместителя главы Чайковского городского округа Алексея Валентиновича Агафонова, бывшего начальника Чайковского управления МВД, кто-то покрывает в Перми. Что бы он в Чайковском не творил, все ему сходило с рук. После ареста его старшего брата пазл сложился. Это губернатор Дмитрий Махонин. Подробности – у Rucriminal.info.

Старшего Агафонова 6 октября 2023 года арестовали:

Андрей Агафонов, вплоть до 20 сентября 2023 года возглавлял отдел собственной безопасности (ОСБ) оперативно-поискового бюро (ОПБ) ГУ МВД России по Пермскому краю. 20 сентября Андрей Агафонов был взят под стражу. На другой день, 21 сентября, в его отношении возбуждено уголовное дело. 5 октября подполковник был задержан, 6 октября его отправили под стражу решением Дзержинского районного суда Перми и уволили из полиции «по отрицательным мотивам».

Согласно обвинению, которое предъявлено 9 октября, начальник ОСБ ОПБ Андрей Валентинович Агафонов допустил превышение должностных полномочий из корыстной или иной личной заинтересованности (п. «е» ч. 3 ст. 286 УК РФ). С 23 августа 2022 года по 1 августа 2023-го он через служебные информационные базы собирал персональные данные некоторых граждан и продавал их заинтересованным лицам, полагает следствие.

На суде присутствовал младший брат арестованного Алексей Валентинович Агафонов и предлагал внести залог в размере одного миллиона рублей. Попытался прикрыть старшего, но не сработало.

Судья Наталья Погадаева поддержала прокурорские доводы и оставила Андрея Агафонова в СИЗО до 21 ноября. Обвиняемому грозит от 3 до 10 лет лишения свободы.

Как выяснил Rucriminal.info, было у отца Валентина Агафонова два сына, Андрюша и Алёша. Отец ещё во времена СССР работал начальником УВД Большесосновского района Пермской области. Оба сына пошли служить в полицию, так сказать, по стопам отца. Очень жаль, что влиятельный папаша не привил сыновьям главного качества для службы в органах правопорядка – уважения к законам.

Старший сын Агафонов Андрей Валентинович уже сидит, при этом второго сына – Алексея Валентиновича Агафонова, погрязшего в криминальных привычках и пренебрежении к законам, губернатор Пермского края Дмитрий Махонин планирует посадить…. в кресло главы Чайковского городского округа? К сожалению, это не сказка, это быль про братьев Агафоновых

Младший брат - Агафонов Алексей Валентинович, в настоящее время продолжает работать первым заместителем главы администрации Чайковского городского округа, руководителем аппарата. И, что поражает – губернатор Пермского края рассматривает его кандидатуру в качестве кандидата на конкурс на должность главы Чайковского городского округа вместо уходящего Вострикова Ю.Г. При этом, конечно, Махонин в курсе всех криминальных хвостов этого «конкурсанта».

Криминальные инциденты с участием Алексея Валентиновича Агафонова скрывали, следы заметали. Надеемся, что после потери влияния в органах и ареста старшего Агафонова, вспомнят и про младшего.

А.В.Агафонов был назначен начальником УВД в Чайковский район в 2016 году. Перечислим примеры откровенно криминальных ситуаций, которые были прикрыты, вероятно, его старшим братом.

Незаконно приватизированная муниципальная квартира.

Начальник Чайковского отдела МВД Агафонов А.В. был куплен с потрохами в первые же месяцы службы – глава района Востриков Ю.Г. незаконно передал семье Агафоновых муниципальную трехкомнатную квартиру на улице Азина и позволил в последствии эту квартиру приватизировать, хотя до переезда в Чайковский семья Агафоновых уже имела жилье в собственности. Совершенно незаконная приватизация муниципальной квартиры Агафоновыми осталась никем не замеченной!

Незаконное трудоустройство жены.

Жену Агафонова Наталью в 2017 году глава Чайковского района Востриков Ю.Г. опять же незаконно пристроил на должность директора детской школы искусств в селе Фоки. Проработавшая около 20 лет на посту директора этой школы Лидия Клячина была уволена в феврале 2017 г. без объяснения причин (п. 2 ст. 278 Трудового кодекса РФ). Она обратилась в Чайковскую городскую прокуратуру с требованием проверить законность назначения нового директора на освободившуюся должность. Чайковская городская прокуратура подтвердила доводы Лидии Клячиной. В ходе проверки было установлено, что назначенная директором ДО «Чайковская районная школа искусств» супруга начальника Чайковского отдела МВД Агафонова Н.П. не имеет высшего образования, необходимой справки о наличии или отсутствии судимости, ею также не была пройдена обязательная для этой должности аттестация.



Прокуратура внесла представления главе Чайковского района Юрию Вострикову, а также начальнику Управления культуры и молодежной политики администрации Чайковского района Елене Смирновой о незаконности назначения Натальи Агафоновой. Но скандал прикрыли и Агафонову Н.П так и оставили директором.

Агафонова Н.П. оказалась неспособной руководить детской школой искусств, что ни удивительно. Школу при её директорстве постоянно сотрясают скандалы и конфликты. Большинство опытных педагогов были изгнаны с работы этой «новой метлой». Например, в 2022 году незаконно уволенному педагогу Кудашиной В.В. удалось выиграть суд и получить компенсацию за незаконное увольнение более 300 тысяч рублей. Выплатили из бюджета, Агафонову Наталью прикрыли. Это не единичный пример.

Уголовное дело по заказу.

В 2017 было состряпано на скорую руку уголовное дело против мэра г. Чайковский Третьякова А.В. и его зама Смышляевой Н.В. по поводу незаконной передачи муниципальной квартиры несовершеннолетней дочери Смышляевой. Нет, мы не будем утверждать, что Третьяков и Смышляева – не пытались увести муниципальную квартиру.Пытались, это установлено. Но есть нюансы – квартира Смышляевой была возвращена в муниципалитет, и, несмотря на это, и Третьяков, отец 3-х несовершеннолетних детей, и Смышляева Н.В., - мать несовершеннолетней дочери, оба получили реальные сроки и уже отсидели. Хотим напомнить, что семья Агафоновых в это же время незаконно приватизировала трехкомнатную квартиру и возвращать не собирается. И таких случаев – раздачи муниципальных квартир незаконно в период работы Вострикова главой Чайковского района – десятки, если не сотни. Достаточно вспомнить, что в бывшем военном городке Марковский Чайковского района был раздарен своим и нужным людям целый дом - №11, более 40 отличных квартир. Никто пока не сел.

Дело Третьякова начало развиваться в 2017 году во время дружеской попойки на базе отдыха "Раздолье", принадлежащей Ю.Г. Вострикову и его другу А. А. Гражданкину, с участием начальника УВД Чайковского района А.В.Агафонова. Там и родилась идея устранить мэра города Третьякова. Через возбуждение уголовного дела, единственная цель этого сляпанного на скорую руку дела была – устранить конкурента Вострикова на предстоящих выборах . План мести по Алексею Третьякову, в конечном итоге, они осуществили. Сколько бы Третьяков со Смышляевой не пытались свести дело хотя бы к условному сроку, не получалось. Допускаем, что дело мэра Третьякова «крышевал» старший брат Агафонова.

Скрыта информация о конфликте с инспекторами ГИБДД с участием пьяного Агафонова А.А.

27 февраля 2019 года в Чайковском нарядом ДПС был остановлен автомобиль «Toyota Land Cruiser» номер 777, где в качестве пассажиров находились пьяные заместители главы ЧГО Агафонов А.В. и Герасимов И.Ф. Стоя на боевом посту, сотрудники ГИБДД заметили, что этот автомобиль странными зигзагами передвигался по городу, и нарушал правила дорожного движения, создавая реальную угрозу всем участникам движения. Водитель автомобиля, теневой чайковский предприниматель и друг главы Вострикова, Инкин Александр был сильно пьян. Бывший полицейский Агафонов пытался «отмазать» пьяного водителя, но не вышло. Составили протокол, в который были внесены и замы - Агафонов с Герасимовым, как лица, препятствующие работе инспекторов ГИБДД. История получила огласку, был большой скандал, водитель лишился прав, но оба зама главы ЧГО избежали наказания.

Свидетели рассказывали: «В общем, отважные работники госавтоинспекции начали составлять протокол на дорожного хама, а с заднего сиденья вываливается пьяный в хлам заместитель главы Чайковского городского поселения Алексей Валентинович Агафонов и начинает "пальцы гнуть", то есть "решать вопрос по существу". Но морально устойчивые сотрудники Российской правоохранительной службы вежливо попросили своего бывшего начальника (конечно же, они сразу признали в пьяном пассажире экс- начальника Чайковской полиции А.В. Агафонова ) не мешать работать инспекторам составлять протокол на нарушителя Инкина. Пьяный Агафонов не смирился с развитием событий и начал "включать грозного шефа". Сотрудникам ГАИ ничего не оставалось делать, как занести в протокол и Агафонова, отразив на бумаге его реальное состояние».

По большому счёту, должно было пройти служебное расследование. Случай не должен был остаться без внимания. Но ничего такого не случилось, Агафонова не уволили, инцидент замяли!

Стрелка с криминальным авторитетом



В августе 2020 в соцсетях распространилась информация о бесчинствах странной кампании - заместителей главы Чайковского городского округа Алексея Агафонова и Ивана Герасимова, а вместе с ними и местного криминального авторитета Вячеслава Костромитина в кафе «У Сайфутдина» на территории Воткинского района. Из опубликованных сообщений следовало, что чиновники и недавно отсидевший срок авторитет Костромитин по кличке «Кострома», отобедав, отказались платить по счету. Кроме того, чтобы «поставить на место» владельца, угрожали сжечь кафе. В соцсетях также распространена запись видеокамер, на которой запечатлен визит в кафе этих «высоких гостей». Обвинения были настолько серьезными, что названные чиновники могли бы иметь неприятности в суде.

С вопросом о том, случилось ли все это на самом деле, журналисты обратились к владельцу кафе Сайфутдину Абдурахманову. Предприниматель подтвердил, что он 5 августа обратился в полицию г. Воткинска и написал заявление. И вся описанная в соцсетях история - чистая правда.

Информацию о заявлении предпринимателя подтвердили и в ГУ «Межмуниципальный отдел МВД России «Воткинский». В официальном ответе на запрос сообщается (цитата):

«05.08.2020 года в МО МВД России «Воткинский» обратился Абдурахманов Сайфутдин Зайнитдинович с письменным заявлением о том, что 29.07.2020 года в его кафе, расположенном по адресу пос. Новый ул. Построечная д.29., приехали сотрудники администрации города Чайковский и авторитет по имени Слава, которые угрожали ему и требовали денег».



Заявление Сайфутдина Абдурахманова было зарегистрировано в Межмуниципальном отделе МВД России «Воткинский» №19434 от 05.08.2020 года. Была назначена проверка. Но и это дело замяли и Агафонов продолжил работать в Администрации ЧГО!



Прикрыли пьяные покатушки Фанави Зекрина.

Этот случай тоже остался не расследованным, никто не наказан, Агафонов прикрыл . 6 декабря 2022 года Зекрина Фанави Хайбрахмановича, ректора Чайковского института физкультуры, задержали ночью пьяным за рулем государственной машины марки Ford Kuga черного цвета, принадлежащей институту физкультуры. Машина была отправлена на штрафстоянку, Фанави Зекрин был помещен, в СИЗО. Толпа "лучших людей города" во главе с А.В.Агафоновым полдня кружилась вокруг Чайковской ГИБДД, и вызволила своего человечка! Зекрину все сошло с рук, его даже прав не лишили!

МУП «Оскар» разворовали, обанкротили и продали, никто не наказан

Начиная с 2016 года менее чем за три года, под управлением чиновников администрации Чайковского было уничтожено процветающее ранее предприятие МУП «Оскар». До того как за это предприятие взялась «команда» Вострикова Ю.Г. и Агафонова А.В., оно успешно выполняло работы по контрактам на обеспечение питанием в школах, учреждениях, больницах Чайковского района. Предприятие было финансово устойчивым, имело собственные помещения, производственное оборудование, и коллектив опытных сотрудников. У главы Чайковского возникла «крайняя необходимость» перевести контракты на питание школ и больниц частично ООО «Элиона», частично в частный бизнес самого Вострикова, то есть подгрести доходный бизнес под себя.

В МУП «Оскар» поставили директором племянника Ю.Г. Вострикова – Александра Вострикова, который не имел ни опыта работы руководителем, ни соответствующего образования. С помощью племянника «Оскар» лишили контрактов и начали разворовывать, продавая по дешевке оборудование и материальные ценности. Чтобы прикрыть факты воровства МУП преобразовали в ООО «Оскар» и назначили зиц-директора, под руководством которого предприятие было окончательно уничтожено и обанкрочено.

В апреле 2023 года Чайковский городской суд все таки признал бывшего директора МУП «Оскар» Королева Станислава Александровича виновным в растрате 1,3 млн рублей со счетов предприятия.

По версии следствия отдела ОМВД России по Чайковскому городскому округу, осуждённый, являясь директором общества с ограниченной ответственностью, используя служебное положение, с мая по декабрь 2020 года при помощи банковской бизнес-карты, привязанной к расчётному счёту организации, осуществлял оплату приобретённых в магазинах товаров для собственных нужд.

Суд приговорил виновного к лишению свободы на срок 3 года и штрафу в 1 миллион рублей. Назначенное наказание в виде лишения свободы суд постановил считать условным.

Можно и тут предположить, что махинации с уничтожением МУП «Оскар» были прикрыты «большим братом» Агафонова из Перми. Известно, что осужденный Королев С.А. несколько лет являлся доверенным лицом и личным поверенным в незаконных делишках самого Агафонова Алексея Валентиновича. Именно с его подачи этот проходимец и информатор Алексея Валентиновича и получил не только должность директора МУПа, не имея ни опыта, ни образования, но и возможность беззастенчивого разграбления бывшего ранее богатым предприятия. Если бы не Агафонов, Королев сел бы надолго и заслуженно.

Подобных криминальных историй с участием пьяного Агафонова А.В. в Чайковском вам расскажут десятки. В администрации ЧГО с пьянством вообще беда – сам Востриков постоянно уходит в запои, прикрываясь липовыми больничными. Оба его зама также сильно пьющие люди – и Агафонов А.В. и Герасимов И.Ф.

В Чайковском общеизвестный факт – глава Востриков Ю.Г. и его зам Агафонов А.В. ни во что не ставят прокуратуру, следственные органы, ГИБДД. В Чайковском надеются, что после ареста старшего Агафонова силовики покопаются в криминальных подвигах младшего и вскроют этот гнойник на теле Чайковского. It is not yet clear whether this meeting took place, but soon Cherepennikov showed up at the office on Michurinsky Prospekt. And then there appeared a man whom he called “personal doctor.” However, as the Cheka-OGPU found out, this man was never a doctor and did not have a medical education. This is just an acquaintance of Cherepennikov, who had the opportunity to obtain xenon and helped the businessman use this gas as a procedure for all diseases. At the same time, he made Cherepennikov xenon-dependent. The entrepreneur constantly used this gas, and sometimes organized real “marathons” for a day or two, without parting with the cylinder.

Sources believe that Cherepennikov could have been “dragged” from Turkey to Moscow precisely under the pretext of using xenon.

According to official information, the owner of X Holding in 2020-2021. there was the Yuesem Telecom company of the oligarch Alisher Usmanov.
