«Ансистемс» является аккредитованной IT-компанией и разрабатывает программное обеспечение для Министерства Обороны, Генеральной прокуратуры, МЧС, Правительства Москвы и других государственных структур. Одним из её соучредителей является Руслан Сафин, сын олигарха Ралифа Сафина. Ралиф Рафилович занимает 192 место в списке Forbes. Его состояние оценивается в $500 млн. При этом, компания не платит зарплату уже больше полугода. Пострадавшие уже предприняли юридические шаги и обратился в прокуратуру, следственный комитет и суд.

К сожалению, из-за моратория на проверки, прокуратура не стала предпринимать никаких действий и ответила стандартной отпиской для таких ситуацией.

Следственный комитет завёл уголовное дело на генерального директора «Ансистемс» по ст. 145.1 УК РФ.

Кроме того, в настоящее время дело находится на рассмотрении в суде. Другие сотрудники «Ансистемс» тоже подали иски. Всего исков уже больше 30. Посмотреть их можно на сайте Мосгорсуда.

«Руководство регулярно обещает выплатить задолженность, но всегда находит оправдания чтобы не делать этого. Такая ситуация вызывает серьезные вопросы о финансовой устойчивости и надежности данной организации, особенно учитывая, что госконтракты оплачиваются, в том числе с налогов граждан РФ.

The legal grounds for financing the Ministry of Education of Russia for this institution and the formation of the Federal Register of additional professional programs are currently being checked, which allow the FGAOU DPO "Academy of the Ministry of Education of Russia" to actually control the huge market for additional professional education of teachers.

Such a special love of the Ministry for this particular sub-department causes jealousy of the directors of other sub-departments, who objectively note that FSAEI DPO "Academy of the Ministry of Education of Russia" does not have the opportunity to carry out its work according to the law - since 2021, 8 inspections have been carried out by Rosobrnadzor, Rospotrebnadzor, the Ministry of Emergency Situations of Russia and the labor inspectorate, which resulted in violations identified in all areas of the institution's work, and from 2022 to 2023 the institution did not pay suppliers more than 40 million rubles of their purchases.



For such high achievements in education, in July 2023, Pavel Kuzmin, Director of FSAEI DPO "Academy of the Ministry of Education of Russia", was awarded the gratitude of the President of Russia.

Part three. Import substitution in Moscow.

Since 2020, with the arrival of the new Minister of Education of Russia, Sergey Kravtsov, no one has paid attention to his new deputy, Tatyana Vasilyeva, who previously worked as Deputy Director of the Department of Education and Science in Moscow. Yes, for many years she was Isaac Kalina's deputy for the purchase of equipment for Moscow schools, which she continued to do at the federal level.

Tatyana Vasilyeva's first training was the approval of a number of orders that established requirements for equipment purchased by the subjects of the Federation at the expense of federal money. Thanks to the intervention of the Ministry of Industry and Trade of Russia and the public, the Federal Antimonopoly Service of Russia conducted the necessary inspections of the Ministry of Education of Russia, as a result of which violations of the antimonopoly law were revealed. Then Minister Sergey Kravtsov had to turn to the head of the Russian Ministry of Industry and Trade Denis Manturov, apparently with a request not to ruin his career and stop attacks on his ministry, however, Tatyana Vasilyeva, who had been the main candidate for the position of Sergey Kravtsov just yesterday, was removed and sent to oversee general education.

Thus, the Moscow management team, which entered the Ministry of Education of Russia, learned their lessons and decided to continue their work, but this time doing everything by proxy. «Еще вчера была главной кандидатурой на должность министра, а сегодня отстранена»



Уже не первый месяц Генеральная прокуратура России и ФАС России проводят проверку работы Министерства просвещения в связи с любимым подведом министерства - ФГАОУ ДПО «Академия Минпросвещения России». Сегодня Rucriminal.info расскажет о злоупотреблениях и импортозамещении.

Часть первая. Коллеги не только по работе.

Для несведущих людей такие граждане как Павел Кузьмин и Богдан Легостаев не известны, однако широкой популярностью они обладают в узких кругах московского образования, а теперь стали знакомы и всей системе российского образования. Сегодня первый возглавляет ФГАОУ ДПО «Академия Минпросвещения России», а второй является его заместителем.

Истории данного сотрудничества началась почти 10 лет назад. В давние годы Павел Кузьмин возглавлял МЦКО, когда в данной структуре неожиданно для всех стала развиваться карьера молодого Богдана Легостаева. За несколько лет молодой человек в возрасте 25 лет стал заместителем директора крупнейшего подведа Департамента образования Москвы.

По словам источника Rucriminal.info, данная случайность обусловлена личными отношениями с директором учреждения. Во время своего головокружительного карьерного роста до 2018 года Богдан Легостаев проживал в квартире Павла Кузьмина. Сейчас, конечно, Богдан Легостаев обеспеченный человек, имеет собственную квартиру и успел к 30 годам сменить не одну машину, работая всю жизнь только в госсекторе.

Данной парочке передали под контроль ФГАОУ ДПО «Академия Минпросвещения России», ежегодный бюджет которого составляет 3,2 миллиарда рублей.

Компания в ФГАОУ ДПО «Академия Минпросвещения России» и правда собралась дружная – с 2020 года президентом учреждения является одиозный Исаак Калина, а все руководство учреждения пришло из московского образования. Каких удалось добиться результатов?



Часть вторая. Злоупотребления московскими практиками.

Московское образование славилось централизацией и отсутствием контроля за стороны проверяющих органов. Данные успешные практики управления были использованы и перенесены на федеральный уровень.



Мы уже рассказывали о том, как Генеральная прокуратура России выносила решения о наличии коррупционных факторов в актах Минпросвещения России, которыми фактически полномочия передавались ФГАОУ ДПО «Академия Минпросвещения России».

Сейчас проводится проверка правовых оснований финансирования Минпросвещения России данного учреждения и формирования Федерального реестра дополнительных профессиональных программ, которые позволяют ФГАОУ ДПО «Академия Минпросвещения России» фактически контролировать огромный рынок дополнительного профессионального образования педагогов.

Такая особая любовь Министерства к данному конкретному подведу вызывает ревность директоров других подведов, которые объективно отмечают отсутствие у ФГАОУ ДПО «Академия Минпросвещения России» возможности осуществлять свою работу по закону – с 2021 было проведено 8 проверок со стороны Рособрнадзора, Роспотребнадзора, МЧС России и трудовой инспекции, результатами которых стали выявленные нарушения во всех сферах работы учреждения, а с 2022 по 2023 годы учреждение не выплатило поставщикам своих закупок более 40 миллионов рублей.

За такие высокие достижения в образовании в июле 2023 года директору ФГАОУ ДПО «Академия Минпросвещения России» Павлу Кузьмину вручили благодарность Президента России.

Часть третья. Импортозамещение по-московски.

С 2020 года с приходом в Минпросвещения России нового Министра Сергея Кравцова никто не обратил внимание на его нового заместителя – Татьяну Васильеву, до этого работавшую заместителем директора Департамента образования и науки г. Москвы. Да, она была на протяжении многих лет заместителем Исаака Калины по закупкам техники в школы Москвы, чем она продолжила заниматься уже на федеральном уровне.

Первой тренировкой Татьяны Васильевой стало утверждение целого ряда распоряжений, которыми устанавливались требования к технике, закупаемой субъектами Федерации за счет федеральных денег. Благодаря вмешательству Минпромторга России и общественности, Федеральная антимонопольная служба России провела необходимые проверки Минпросвещения России по результатам которых были выявлены нарушения антимонопольного законодательства. Тогда Министру Сергею Кравцову пришлось обращаться к главе Минпромторга России Денису Мантурову, видимо, с просьбой не губить карьеру и прекратить нападки на его министерство, однако, Татьяна Васильева, которая еще вчера была главной кандидатурой на должность Сергея Кравцова, была отстранена и отправлена курировать общее образование.

Так, московская команда управленцев, зашедшая в Минпросвещения России, извлекла уроки и решила продолжить свою работу, но в этот раз сделав все чужими руками. Так был утверждён Стандарт «цифровой школы», который был уже подписан Министром просвещения России Сергеем Кравцовым и Министром цифрового развития, связи и массовых коммуникаций России Максутом Шадаевым.

И опять благодаря вниманию общественности, ФАС России обнаружила ряд нарушенных положений об ограничении конкуренции в данном акте, в этот раз уже не только со стороны Минпросвещения России, но и Минцифры России.





Указанная ситуация наглядно демонстрирует как на самом деле осуществляется поддержка федеральным правительством российских производителей оборудования, и сколько отсутствие контроля может стоить российскому бюджету.

The supplier and the main plunderer of all the money that is allocated to bring the networks in order, for many years in Dagestan, has been pushing "Rosseti", which frankly rob the Dagestanis, supplying non-working ancient transformers, laughing at people and their grief, while the leadership of Dagestan, represented by Melikov, is laying the red carpet to the leadership of "Rosseti", giving thanks, letters, and meeting with bread and salt.

All alternative electricity suppliers are removed from the number of applicants by fabricated criminal cases against their leaders.

Melikov gave access to the right to water supply for Dagestanis for good money to Shapiev's entrenched OPS, which resells water to people for huge tariffs, which it steals from them, extorting payments from them under the threat of disconnection from the network. Прошло три года с тех пор, как Сергей Меликов вступил в должность главы Дагестана, а надежды дагестанцев на него почти сразу превратились в пепел. Подробности у Rucriminal.info.

Казавшийся когда-то волевым и авторитетным чиновником, Меликов почти сразу же превратился в ручного и марионеточного номинала, распустившего до полного беспредела чиновников республики на всех уровнях власти, и впавшего в зависимость от местных кланов. И вовсе не задаром. Любое унижение стоит денег и немалых.

Не помогли и несколько крупных разносов от первых лиц в государстве по поводу состояния ЖКХ и здравоохранения в республике. Сегодня, когда руководство Дагестана, раздирая глотку, орет о заполнении гостиниц республики туристами, их прибывающем потоке, дагестанцы круглый год, ни в лютый холод, ни в знойную жару, не имеют доступа к воде, электричеству и теплу.

Южные города с начала и до конца летнего периода остаются совсем без воды, центр Махачкалы без воды и электричества, пригороды столицы живут как в первобытные времена: их статус никто до сих пор не определил, чтобы у людей элементарно была возможность заключить хотя бы договоры на поставку электричества.

Поставщиком и главным расхитителем всех денег, которые выделяются на приведение сетей в порядок, уже который год в Дагестане проталкивают "Россети", которые откровенно грабят дагестанцев, поставляя неработающие древние трансформаторы, смеясь на людьми и их горем, в то время, как руководство Дагестана в лице Меликова стелят руководству "Россетей" красную дорожку, дарят благодарности, грамоты, и встречают хлебом с солью.

Всех альтернативных поставщиков электроэнергии выводят из числа претендентов сфабрикованными в отношении их руководителей уголовными делами.

Доступ к праву водоснабжения дагестанцев за неплохие коврижки Меликов подарил укореняющемуся ОПС Шапиева, который за огромные тарифы повторно продает людям воду, которую у них же и ворует, вымогает у них платежи под угрозой отключения от сети. Вот такая политика АО «Единый оператор в РД в сфере водоснабжения и водотведения». Одобрено Меликовым.

За все время, пока жители южного Дагестана мучаются без воды и их просто посылает в разных направлениях весь чиновничий костяк, Меликов ни разу не высказался, и уж тем более не посетил города, где в разгар жары люди не могут ни решить свои хозяйственно - бытовые проблемы, помыть малых детей, и даже набрать воду. Выход - купить водовозами свою же оплаченную воду у Шапиева.

Отдельно: канализационные отходы по инициативе Шапиева и с одобрения Меликова попадают как в море, так и в избербашский водопровод.

Почти "замкнутый цикл", когда канализация впадает в водопровод. Ведь "безотходное водоснабжение" теперь, по мнению руководства Дагестана - самое лучшее. Но об этом уже догадываются туристы, задающие вопросы о канализационной вони на дагестанских пляжах.

Именно за отравление 200 каспийчан грязной водой Шапиев Магомедгаджи и друг Меликова, горе-мэр Каспийска Борис Гонцов, были награждены медалью за заслуги в ЖКХ. Это ли не наглядный пример того, что в меликовском Дагестане поощряется преступление?

Последние две недели в Южном Дагестане люди сидят без воды. В Избербаше планируется митинг у зданий городского водоканала и местной администрации. Жители прекрасно знают, что пока они сидят без воды, городские заправки, автомойки и предприятия, объекты элиты вовсю снабжаются. Одобрено Меликовым.

Вместо посещения одной из самых проблемных зон, города Избербаш, всадник без головы Меликов поскакал встречать Хабиба Нурмагомедова в Цумадинском районе, прихватив с собой передатчика подношений Руслана Алиева.

Tinkov: Oligarch Melnichenko hates Putin

It is especially surprising to see Melnichenko on this list, who builds his entire business on the support of the Russian authorities, especially Deputy Prime Minister Novak. The largest coal company SUEK, owned by Andrey Melnichenko and Vladimir Rashevsky, is engaged in transfer pricing.

The property of Melnichenko and Rashevsky abroad is estimated at billions of dollars. Only some yachts Mr. Melnichenko bought for 2 billion dollars.

At the same time, the dividends for the last 10 years of SUEK amounted to a "ridiculous" 7 billion rubles, and the dividends of EUROCHEM (also owned by the above-mentioned oligarchs) amounted to 60 billion rubles.

It is obvious that Mr. Melnichenko is not content with dividends alone, but has set up some kind of scheme to transfer the proceeds of his enterprises abroad, avoiding taxes along the way.

The condition under which the oligarchs who acquired property under Yeltsin (including Melnichenko) were left with their companies was quite clear: companies pay taxes, do not use transfer pricing.

However, thanks to the fact that Melnichenko is covered by the powerful Deputy Prime Minister Novak, SUEK has left the legal field of the Russian Federation.



The Tax Service and the Investigative Committee should check SUEK and EUROCHEM for the presence of trading houses or similar pads through which the company's profits flow abroad and are used to maintain the chic lifestyle of the Melnichenko family.

After SUEK began to buy shares in TGC-14 in Ulan-Ude, the state allocated several tens of billions of rubles from the budget for investments in technical re-equipment, thus relieving SUEK of this burden.

Merging of SUEK and the energy block of the Government of the Russian Federation is evident.

As it became known to the telegram channel of the Cheka of the OGPU, on May 18, 2023, the Government Commission considered and gave permission to the oligarch Melnichenko to make a payment in the amount of 6 billion rubles. on a mortgage loan taken on an estate in France, worth 200 million euros.

How was this issue brought to the consideration of the Government?

An individual, even one as wealthy as Mr. Melnichenko, does not have the right and opportunity to bring questions to the Government meeting directly.

All other oligarchs and persons subject to sanctions lose their homes, yachts, planes, losing the ability to repay loans or technically service their property, but not Mr. Melnichenko.

It turns out that the Ministry of Energy, which has the right to submit questions to the Government Commission, acted on behalf of the oligarch Melnichenko. The issue of a mortgage loan taken from a Western bank for the purchase of Melnichenko's estate in France was raised by Deputy Energy Minister Pavel Sorokin, describing in an explanatory note to the issue the suffering of Mr. Melnichenko, who bought a property worth 200 million euros.

In the presented scheme of repayment of debt on a mortgage loan, the Government of the Russian Federation is misled in connection with the alleged repayment of the loan strictly in rubles, however, of course, the bank that received the rubles at the same second will buy the currency and transfer it abroad, thereby having an additional negative impact on the ruble exchange rate.

It seems that Alexander Novak, due to his age, did not hear about the equidistance of the oligarchs (from power), proclaimed many years ago by state policy.
