По информации источника, с 2014 года в службе по противодействию коррупции СЗТУ, что сидит на 4 этаже Шпалерной 14, неустанно трудится известный в узких кругах правоохранителей и контрабандистов подполковник таможенной службы Герасимов Федор Александрович. За годы службы в таможенных органах Федор Александрович успел поруководить оперативными отделами СПК в Санкт-Петербурге и г. Петрозаводске. При Мирошкине Герасимов даже успел побыть его заместителем. Сейчас же Герасимов числится оперативником в отделе, курирующем Балтийскую таможню, где ему мягко сказать не рады.

Репутация у Федора Герасимова не самая лучшая. Знающие его в один голос уверяют, что он является типичным ярким представителем агентуры Литейного, плохо соблюдающего меры конспирации, но никогда не пропускающего очередных встреч с кураторами.

Итак, кто же такой Ф.А. Герасимов?

Андрею Павловичу Курлапову удалось избавиться от Герасимова переводом его из управления подальше в Карельскую таможню. Уволить не решился, хотя говорит желание такое имел.

Борис Буханцев почти сумел-таки подвести Герасимова под увольнение путем не продления с ним контракта, но тогда убрали самого Буханцева и Федор Александрович даже сумел вернуться в СЗТУ и возглавил оперативный отдел.

Мирошкин Михаил Семенович решил не испытывать судьбу и с самого начала стал дружить с Федором, даже повышая его по службе и представляя к различным ведомственным наградам. Но не угадал, в один момент Мирошкину стало известно, что все это время Герасимов исправно доносил на своего шефа кураторам, с которыми у Мирошкина не складывались отношения. Михаила Мирошкина озарило, но было поздно, приказ о его ротации в Москву уже ждал подписи на столе руководителя ФТС России В.И. Булавина.

Как рассказал источник Rucriminal.info, Рустамов Руслан Алексеевич с первых дней своего пребывания на посту начальника СПК СЗТУ указал Герасимову его жердь. Но глупейшей и роковой ошибкой Руслана Алексеевича было привлечь к поискам обидчика своего автомобиля именно Федора Герасимова. Войдя в таможенный мир в 2014 году Федор Александрович внимательно изучал своих коллег по ремеслу. Выполнял легкие поручения кураторов. Устраивал мелкие провокации в отделе, как раз тогда обнаруживались пропажи оперативных материалов. Но главное, что ему удалось понять это, как и на чем зарабатывают таможенные опера, естественно речь не о официальной зарплате.

Схема личного обогащения заключалась в покровительстве группы участников внешнеэкономической деятельности, занимающихся импортом товаров народного потребления, одежды и игрушек. Для этого Герасимов создавал в курируемой таможне видимость бурной антикоррупционной деятельности, в то время в зону его ответственности входила Балтийская таможня и ее таможенные посты. На этом фоне Федор Александрович устанавливал оперативные контакты с перспективными фигурами правоохранительного блока таможни и ее функциональных подразделений, таких как оперативно-розыскной отдел, отдел контроля таможенной стоимости и отдел контроля и применения системы управления рисками. Далее, через сотрудников данных подразделений Герасимов заявлял список мелких юридических лиц – импортеров, которые особо не выделялись из общей массы фирм, оформляющихся в зоне Балтийской таможни. При подаче таможенных деклараций на товары от данных импортеров инспектора таможни, принимающие декларацию выпускали ее в максимально короткие сроки без проведения проверок, тем самым импортеры, находящиеся под покровительством Федора Александровича, получали преференцию, позволяющую максимально сэкономить расходы при таможенной очистке товаров, а это уже давало возможность продавать товар по ценам ниже конкурентов и быть максимально востребованным на рынке.

Для тех, кто не особо знаком с нюансами таможенного оформления поясним, что при проверке таможенной декларации и товаров, по регламенту инспектор таможни обязан проверить комплект сопроводительных документов на товар, при отсутствии какого-либо документа инспектор дозапрашивает их у декларантов – представителей импортера и даже может отказать в выпуске декларации.

Кроме, этого инспектор таможни производит манипуляции непосредственно с самим товаром, производит досмотр, выгрузку, пересчет, взвешивание, отбор проб и образцов, соответствие товара санитарным нормам и т.д. В виду этого на импортера накладывается огромный перечень расходов по обеспечению нахождения контейнеров на складе временного хранения и всех манипуляций с товаром. Каждые сутки аренды склада стоят десятки и сотни тысяч рублей. Плюс к этому необходимо оплатить внутрипортовое перемещение контейнера до места проведения досмотра, заплатить за разгрузочно-погрузочные услуги и страховку. При этом, в случае обнаружения несоответствия товаров с заявленными параметрами в таможенной декларации импортер имеет все шансы быть привлечённым к административной и даже уголовной ответственности.

К примеру Китаец у которого импортер заказал партию товара решил порадовать своего покупателя и помимо оплаченного товара бонусом положил в контейнер какие-нибудь китайские безделушки или рекламную продукцию, а еще хуже презент с логотипом известных брендов, что уже попахивает нарушением прав интеллектуальной собственности. И вот уже инспектор производящий досмотр контейнера на Балтийской таможне открывает контейнер, а на него буквально падает коробка, а то и две с незадекларированными товарами от щедрого китайца. Инспектор счастлив, импортер рвет волосы на теле. В отношении импортера заводят административное производство, весь товар подлежит стопроцентному досмотру и изымается на период административной проверки, а это месяцы. По окончании всех процедур, помимо санкций за административное правонарушение импортер несет колоссальные убытки за хранение контейнера на СВХ, не исполняет обязательств по договорам поставки перед своими клиентами на внутреннем рынке, получает претензии и штрафные санкции. Бонусом ко всему попадает с список неблагонадежных импортеров, которые в дальнейшем особо тщательно проверяются таможенными органами. В общем конец бизнесу.

В виду этого околотаможенные бизнесмены всегда готовы платить энные суммы денег за беспрепятственный выпуск их товаров через таможенную границу. Именно здесь пригодился Федор Александрович. А что, человек смекнул «что к чему» нашел нужных людей из числа коллег по таможне (точнее собрал на них компрометирующие сведения), привел купцов и «жизнь удалась».

По сути в этой схеме Федор не нес никакой ответственности. Печати с личным номером в декларацию не ставил, в документах не расписывался, к товару и проведению таможенного оформления отношения не имел. Зато получает мзду за каждый ввезенный контейнер, а это по разным подсчетам от 100 до 1000 долларов, американских.

В 2016 году произошел казус, который сильно расстроил Федора Александровича. Начальником оперативного отдела СПК, курирующего Балтийскую таможню назначают господина Гурова Александра Николаевича, который сразу переориентировал все подобные схемы на себя и приближенных. Найти общий язык с Гуровым Герасимову не удалось. С этого времени где-то в кабинетах Литейного была заведена «папочка» с инициалами «Г.А.Н.», а дома у Герасимова ее дубликат. Чем это закончилось для «Шубы» вы уже знаете. А у Герасимова все еще продолжается.

Покинув просторы Балтийской таможни Герасимову удалось найти нужные контакты в Кингиссеппской таможне, которая обслуживает Усть-Лужский порт, по сути та же Балтика.

И вот уже кукловод Герасимов со своими куклами заявляется в Кингиссеппской таможне. Все по старинке, как на Балтике, товар ввозят, декларации молниеносно выпускаются, Федор и коммерсы довольны и богатеют. Но вот незадача, оказывается в Кингиссеппской таможне есть свои кардиналы в погонах, точнее кардинальша, Береговая Мария Игоревна – заместитель начальника службы федеральных таможенных доходов Северо-Западного управления. Мария Игоревна ставленница из Москвы, поэтому на Федора Александровича ей было наплевать. В итоге вся Герасимовская шелупонь была вынуждена покинуть зону ответственности Кингиссеппской таможни.

Со всей пролетарской ненавистью, не скрывая мотивов Федор перешел в агрессивную атаку на Береговую. Оборона Береговой рухнула, Москва не помогла. Не находите ли неслучайным факт получения взятки Розсыпало за ввоз товара именно через Кингиссеппскую таможню и наличие посредника из числа таможенных коллег, чьи данные следователи не раскрывают? На этот раз главным героем публикаций стал сам начальник службы по противодействию коррупции Северо-Западного таможенного управления полковник таможенной службы Розсыпало Максим Анатольевич, который в прошлом был недалек от службы в органах госбезопасности. Розсыпало М.А. был задержан сотрудниками ФСБ с поличным при получении особо крупной взятки. Не осталась без внимания информация о пристрастии Максима Анатольевича к злоупотреблению спиртными напитками. Подтверждением тому служат неоднозначные фото, на которых руководитель антикоррупционного подразделения таможни пребывает в спящем состоянии в позе характерной «перебравшего» человека, а также есть видео, на котором Розсыпало получает в руки от некоего лица конверт, после чего его задерживают.

Детали и лица, давшие взятку, в настоящее время не раскрываются, известно только, что Розсыпало будет находиться в одном из Московских СИЗО.

Максим Анатольевич является креатурой руководителя управления по противодействию коррупции Федеральной таможенной службы России Мурышева Дмитрия Николаевича, тоже выходца из органов безопасности. Именно по его представлению в ФТС России Розсыпало назначили сначала заместителем начальника службы по противодействию коррупции, а после и.о. начальника данного подразделения.

Задачами службы являются борьба с коррупционными и должностными преступлениями, выявление оборотней в зеленых погонах.

С противодействием коррупции у Максима Анатольевича не задалось, пришлось возглавить. Но и тут не срослось. «Прикурили» свои же, если так можно выразиться. Должность начальника службы по противодействию коррупции СЗТУ снова вакантна. В один из осенних Питерских дней автомобиль недавно назначенного начальника СПК немного пострадал, помяли крыло, что очень расстроило Руслана Алексеевича. Не мудрствуя лукаво, Рустамов не придумал ничего лучшего как отправить на поиски виновного лица оперативников своей службы. Последние, восприняв указание Рустамова как сигнал к действиям тут же настрочили запросы о предоставлении информации в управляющую компанию, обслуживающую дом Рустамова и в полицию. Требовали предоставить видео с камер наблюдения и сообщить информацию о собственниках автомашин, парковавшихся рядом с машиной Рустамова. При этом в запросах естественно ссылались на служебную необходимость, наличие в производстве вымышленного оперативного материала и настоящие пункты статей Федерального закона Российской Федерации «Об оперативно-розыскной деятельности». Все как положено, по букве Закона. Помимо всего прочего по прямому указанию Рустамова экипаж оперативников круглосуточно на протяжении недели дежурил во дворе дома своего начальника в надежде вычислить водителя и машину причинившего моральные страдания Рустамову. Чем закончилась история по розыску негодяя умалчивается, вероятнее всего не найден, зато нашлось за что зацепиться оперативникам с Литейного 4 и следователям Северо-Западного СУТ СК России.

По словам источника Rucriminal.info, информация о злоупотреблениях полномочиями Рустамова утекла от его же подчиненного, руководившего поисковыми мероприятиями. О его личности и мотивах чуть позже. Скажем лишь, что последние полгода службы Рустамова в должности начальника СПК СЗТУ были несладкими. Оперативников службы «таскали» по допросам и очным ставкам, в их адрес поступали прямые и анонимные угрозы со стороны Рустамова и неустановленных лиц. Одному из оперативников, самому осведомлённому о тех событиях пришлось уйти на больничный и просить помощи у «старших» коллег. Внутри СПК коллектив разделился на два недружественных друг к другу лагеря, тех кто сочувствовал Руслану Алексеевичу и тех, кто ждал его отставки и статуса фигуранта уголовного дела. Атмосфера на Шпалерной 14 была угнетающая в первую очередь для простых работяг, которых служба обязывала выявлять коррупционеров и в добавок отбиваться от кулуарных конфликтов, способных пустить в расход и поставить точку в карьере.

Увы, но усидеть в кресле начальника Рустамову не удалось, Москва в лице вышестоящего управления по противодействию коррупции не спасла. Итог – заявление на пенсию, фигура короля легла на бок, шах и мат. На благо Руслана Алексеевича преследовать по делу о злоупотреблении его на стали. Джентльмены.

Следующий в очереди, а точнее в череде руководителей службы собственной безопасности (так до 2012 года именовалась служба по противодействию коррупции Северо-Западного таможенного управления), стоит полковник таможенной службы Мирошкин Михаил Семенович. Чем отметился Михаил Семенович и почему мы расскажем о нем.

Мирошкин прибыл в СЗТУ в 2015 году в порядке перевода по службе из Управления по противодействию коррупции центрального аппарата ФТС России, где служил старшим оперуполномоченным по особо важным делам оперативной службы.

Став начальником СПК СЗТУ Мирошкин сразу сообразил, что на ключевые руководящие должности нужно ставить своих близких и доверенных лиц, а также вербовать перспективных Ленинградских парней внутри своей же службы. Что это дало таможенной службе? Ровным счетом ничего, результатов в выявлении таможенных коррупционеров в СЗФО при Мирошкине не было, статистика возбуждения коррупционных и должностных уголовных дел в регионе упала в несколько раз. Но, что это дало самому Мирошкину? По информации источников Rucriminal.info , недалеких от СЗТУ Мирошкин через своих доверенных лиц, начальников оперативных отделов СПК, курировавших все таможни СЗФО, замкнул на себя теневые денежные потоки, которые образовывались в результате контрабанды товаров и взяток инспекторам таможенных постов за пропуск через границу этой самой контрабанды. Нужно отметить, что по информации все тех же осведомлённых источников, на службе Мирошкин подавал себя как непримиримого борца с коррупцией, в дорогостоящих костюмах, обуви и аксессуарах не замечен, роскошных праздников не устраивал, передвигался на служебном транспорте с водителем. Кстати, занимал служебную жилплощадь, в которую после Мирошкина вселился его сменщик Рустамов.

Наш герой Михаил Семенович имел особую черту, получать материальные блага «на халяву». Подчиненные из приграничных таможен регулярно заносили шефу премиальный алкоголь прямо из duty free (магазины беспошлинной торговли алкоголем и парфюмерией). Иногда не стесняясь носили коробками по коридорам через все управление на 4 этаж, где находится штаб антикоррупционеров Северо-Запада.

Теперь о коррупции. После своего назначения на пост начальника СПК СЗТУ Мирошкин привозит из Москвы перспективного оперативника ОБЭП на транспорте Гурова Александра Николаевича. Назначает Гурова куратором – начальником оперативного отдела «всея» Балтийской таможни СЗТУ. Кто в теме, тот знает, что Балтийская таможня знаменита на всю Русь немыслимыми масштабами контрабанды и мзды. А кто не в теме, «погуглите» - Балтийская таможня, коррупция, контрабанда, Гуров.

На нашей шахматной доске для Гурова зарезервирована фигура слона. Что же можно сказать о Гурове? Молодой, энергичный, харизматичный мужчина в рассвете лет и сил. За время руководства оперативным отделом произвел кадровые перестановки так сказать «под себя», в отделе служили лишь доверенные лица, а как иначе, нужно зарабатывать…точнее зарабатывать и делиться… и зарабатывать.

С приходом первой же зимы за Гуровым закрепилось прозвище «Шуба», так его окрестили в СЗТУ и Балтийской таможне. А дело в том, что ходил на работу Александр в норковом полушубке, который подчеркивал его плотное телосложение и хорошее материальное положение. Служба шла, результатов не было, неофициальный портфель становился толще. Гурову завидовали многие. Кто и почему? Завидовали его же коллеги из других отделов, ведь Александр Николаевич мог не скрывать своего благосостояния, открывать дверь рабочего кабинета Мирошкина без стука, в то время как другие «стучали», а главное, что под ним была вся «лакомая Балтика». Но всему везению когда-то наступает конец, особенно когда за спиной не покладая головы и рук трудятся кураторы из органов безопасности и их подсобный аппарат. Печальный конец Гурова и его руководителя сейчас можно лицезреть также на многочисленных информационных сайтах.

Вкратце история такова, столичные чекисты принимают начальника отдела по борьбе с экономическими таможенными преступлениями Центральной оперативной таможни за покровительство контрабандного канала, тот в свою очередь дает показания на Гурова, по всей видимости караван шел через Балтийскую таможню. Гурова под ручки и этапируют в Москву. На этом цепочка оборвалась. Показаний на Мирошкина Гуров не дал, как и не признался в содеянном. Вернемся к Мирошкину. Свою таможенную карьеру Мирошкин закончил в должности начальника СПК Центрального таможенного управления, куда вопреки его воли перевели под предлогом ротации. Точкой карьеры Мирошкина стало неожиданное заявление на увольнение по собственному желанию, несмотря на только что заключенный служебный контракт на три года. Многие понимают в каких случаях начальники принимают спонтанное решение уйти со службы. Варианты очевидны: выбор пенсия либо в ближайшей перспективе стать фигурантом уголовного дела. Шах и мат.

Всей необходимой юридической работой занялся как раз Постышев. При помощи своих связей он творил чудеса. Он сумел зарегистрировать в РФ марку «Бехеровка» на фирму Пискарева «Бехер» и выиграть суды у официального дистрибьютера «Бехеровки» французского гиганта «Перно Рикар Рус". Однако, потом Постышев, увлекающейся алкоголем и считавший себя всемогущим, решил шантажировать Костю Большого. Он потребовал ввести его в число совладельцев «Бехер» и крупную сумму в валюте. В противном случае Постышев грозил развернуть все достижения в обратную сторону и начать сотрудничать с «Перно Рикар Рус». Русь» ввозить ликёр с таким названием и требовать компенсацию. На весь ликёр «Бехеровка» и другую алкогольную продукцию, ввезенную «П.Р. Русь» на территорию России после вступления в силу решения арбитражного суда, был наложен арест, в мае-июне 2003 года службой судебных приставов арестованный алкоголь был передан на ответственное хранение какому-то дагестанцу и затем пропал.

Постышев рассказывал, что ЗАО «Бехер» не заплатило ему за услуги, и он в ответ угрожал развернуть ситуацию «на 180 градусов». После того, как Александров показал документы Пискареву, они поехали дальше в область по Дмитровскому шоссе. В районе поселка Поведники к ним - Мишину и Александрову присоединился Земцов, который сел на заднее сидение к генералу и надел на него наручники. Возле ресторана «У Петроса» они свернули в лес, Пискарев уже был на месте. Генерал сам вышел из автомобиля и даже немного обрадовался, увидев Пискарева. Он сказал: «Что ж вы сразу не сказали, что вы от Пискарева». Пискарев с генералом ушли разговаривать вперед. В какой-то момент Пискарев нанес удар генералу по лицу, отчего тот упал, и стал душить его удавкой- металлической проволокой с кольцами по краям. Удавка порвалась, тогда Пискарев взял у Александрова кожаный ремень и продолжил душить уже ремнем. После убийства Сарьян сбегал в ресторан «У Петроса» за лопатой, которой они поочередно копали яму, в которой захоронили труп».

«Согласно показаниям Земцова Д.А., примерно в июне 2003 года Пискарев К.Ю. попросил его помочь в устранении Постышева В. Он сел в автомобиль Volkswagen Passat темного зеленого цвета, в котором уже находились Александров, Мишин и вышеуказанный человек и заковал его в наручники. После этого они направились в деревню Ульянково Мытищинского района Московской области. По приезду в данную деревню Александров позвонил своему сообщнику, который координировал их движение по дороге и указал точное место, куда необходимо прибыть. Прибыв на место, они вышли из машины возле лесопосадки и вытащили из автомобиля Постышева. Постышев заметив Пискарева удивился такой ситуации и поздоровался с ним. После короткого разговора между Постышевым

и Пискаревым, последний нанёс удар и вытащив удавку принялся душить человека, однако, удавка оборвалась и взяв ремень у Александрова задушил Постышева. После этого он приказал закопать Постышева в землю, а сам уехал. Направившись в ресторан «У Петроса», который находился напротив, Александров взял лопаты и оттащив Постышева в лесопосадку совместно с Александровым и Мишиным закопали его».

При выезде на место преступления, Земцов (на фото) указал предполагаемое место совершения преступления, однако, из-за того, что срубили лес, который был тогда на этом месте и прошедшего времени точно указать не смог.

В течении нескольких месяцев следственными органами предпринимались попытке найти захоронение, однако оно так и не было найдено. Возможно,

что Пискарев перенес захоронение Постышева в 2008 году.

As it seems to us in this story, the fate of A.V. Grinev. and his "associates" is practically a foregone conclusion and is moving towards its logical conclusion. In our state, cases of unjustified bringing of really innocent persons to responsibility established by law are extremely rare. Quite the opposite.

And of course the experience is calling out villagers, who, as in the well-known epic novel by M. Sholokhov, Virgin Soil Upturned, will stand at a crossroads, and when they have made their choice, there will be nothing to return to.
