This group of people continues to lobby the interests of contractors for the performance of work in the metro and for the supply of material and technical supplies, make changes to the technical specifications under the contract, draw up requirements for the goods that allow affiliated companies to win auctions. Susalny per., bldg. 4/6, bldg. 2 - bldg. 4/6, bldg. 3, V. Syromyatnicheskaya st., bldg. 7, bldg. 1, turn onto V. Susalny per. (curved section)" "Composite sleeper for the metro" in accordance with TU VDMA.663500.145 is used.

2. Currently, reinforced concrete sleepers SHTE are stored at the site. The change from composite sleepers to reinforced concrete ones (in the working documentation; in the author's supervision log; letter of approval of changes) was not presented by the contractor.

3. According to the technical conditions (TU 23.61.12-012-68190779-2019), the warranty period for the operation of sleepers is four years from the date of their laying on the track. The calculation of the warranty period begins no later than 6 months from the date of receipt of the sleepers by the customer. The service life of reinforced concrete sleepers is up to 30 years. According to the presented Quality Passport No. 74 dated 08.08.2024 - Warranty period 12 months. Service life 3 years.

4. Sleepers stored and laid on the site have markings that are not made in accordance with GOST. According to GOST 21174-75, paragraph 5.1 (page 13), the upper surface of each sleeper must have a marking pressed into the concrete:

По словам источника, заместитель начальника Службы заказчика Дирекций инфраструктуры Алексей Турутов создал организованную группу, в которую входят действующие работники Метрополитена, а также бывшие сотрудники данной инфраструктуры:



Алексей Тезин - бывший работник Метрополитена (главный специалист отдела капитального ремонта) уволенный за коррупцию.

Вадим Романов - бывший сотрудник и начальник Турутова. (зам начальника Дирекций Инфраструктуры по капремонту и реконструкций) уволенный с вязи с утратой доверия.

Сергей Глушанков - действующий сотрудник заместитель руководителя проектного офиса Управления контроля. (Данный сотрудник был уволен за коррупцию с метрополитена, но через некоторое время взят обратно в обход руководителя Метрополитена Козловского).

Данная группа лиц продолжает лоббировать интересы подрядчиков по выполнению работ в метрополитене и по поставкам материально-технического снабжения, вносят изменения в технические задания по контракту, составляют требования к товару, позволяющие выиграть аукционы аффилированным компаниям. Все это делал и их любимый и честный «шеф» Дощатов Дмитрий Алексеевич.















Пример «шпала марки ШТЕ и скрепление для шпал, поставляемые ООО ПФК ЕврохимРезинотехника (ИНН 5031093773). Данная шпала и дочасти изготавливается не на заводе, как должно быть, а в ангарных (фактически «бытовых») условиях. В данной организаций Тезин Алексей Константинович является 100 % учредителем и участником.

Как выяснил Rucriminal.info, в ходе проверки было установлено, что:

1. В соответствии с Рабочей документации Трамвайные пути ГЗ.ТП-0008-20-ТР ТОМ 1 утвержденной ГУП «ММ» от 27.06.2024 на участке «Курский вокзал – оборотная петля» -В. Сусальный пер.,д. 4/6, стр.2 – д. 4/6, стр. 3, В. Сыромятническая ул., д. 7, стр. 1, поворот на В. Сусальный пер. (криволинейный участок)» применяется «Шпала композитная для метрополитена» в соответствии с ТУ ВДМА.663500.145.

2. В настоящее время на объекте складирована железобетонная шпала ШТЕ. Изменение замены композитной шпалы на железобетонную (В рабочей документации; в журнале авторского надзора; письмо о согласовании изменений) подрядчиком не представлено.

3. По техническим условиям (ТУ 23.61.12−012−68190779−2019) гарантийный срок эксплуатации шпал составляет четыре года со дня укладки их в путь. Исчисление гарантийного срока начинается не позже 6 месяцев со дня поступления шпал заказчику. Срок службы железобетонных шпал до 30 лет. Согласно представленного Паспорта качества № 74 от 08.08.2024 г - Гарантийный срок 12 мес. Срок службы 3 года.

4. Шпалы, складированные и уложенные на участке, имеют маркировку, выполненную не по ГОСТ. По ГОСТ 21174-75 п. 5.1 (стр. 13) на верхней поверхности каждой шпалы должна быть нанесена вдавленная в бетон маркировка:

Большинство контрактов, которые лоббирует Турутов переваливают за сотни миллионов.

Это касается подрядчиков (фирм), которые аффилированы с Турутовым и Глушанковым. Данные фирмы оказывают денежные вознаграждение, а также дарят дорогие подарки данным товарищам. Кроме этого, Турутов А.Г. использует служебное положение «по полному» снимает квартиру в элитном районе Москвы за счет Метрополитена, а также передвигается с водителем на служебном авто.



Кроме этого, у данных товарищей Турутова, Глушанкова, Романова и Тезина иметься собственный люксовый автопарк (Лексус, БМВ, Мерседес) а также квартиры в центре Москвы, которые оформленные на родственников.

Куда смотрит Руководитель метрополитена Козловский Виктор Николаевич на эту и коррупцию. Разве мало пришествий связанный в Метро с не качественным или бракованным материалом.

Earlier, the VChK-OGPU telegram channel told a story in which the main character was also Demin. The Smolensk Region prosecutor's apartment was robbed. He gave the order to the FSB officers to torture the suspect in the pre-trial detention center so that he would confess. The detainee turned out to be innocent. The prosecutor and the FSB officer were not held accountable.

The Cheka-OGPU learned about the details in the case of torture of Alexei Vladimirov, who, according to the investigation, robbed the official apartment of the former prosecutor of the Smolensk region, and now the head of the Prosecutor General's Department for the Investigation of Particularly Important Cases of Polonsky. A confrontation was held with the FSB officer Demin A.V., who took part in the investigation of the above-mentioned outrage, and who, according to the log of incoming SIZO 1 Smolensk, on May 29, 2019, in the evening, when Vladimirov was being tortured, looked into the pre-trial detention center. After the confrontation, Vladimirov recognized Demin as one of those who tortured him, and wrote a statement to the Investigative Committee. The list of bodily injuries inflicted on Vladimirov, probably by Demin and a second unidentified person, can be found in the appendix (Vladimirov's inspection report). The investigators were unable to establish the name of the guard who took Vladimirov out of the cell, and they forgot to ask detective Pirozhkov, who actually took Vladimirov to the basement, who was waiting in the basement. When Polonsky headed the Smolensk Region Prosecutor's Office, his service apartment was robbed. The prosecutor raised all the security forces, including the FSB, "on their ears", and the Vladimirov mother and son were detained. However, they were not called to the crime, there was no evidence. Как ФСБ открыло «окно в Европу»

Санкционка – из Грузии, «братский табачок» - из Беларуси



Сегодня Rucriminal.info расскажет про сотрудника ФСБ Алексея Демина, прославившегося пытками в СИЗО Смоленска.

По словам источника, после введения санкций, связанных с событиями 2014 года, для руководителя отделения М УФСБ по Смоленской области Демина наступили благоприятнейшие условия позволившие ему в дальнейшем подмять под себя весь силовой блок Смоленской области, а заодно значительно улучшить своё материальное положение, разумеется под видом активной деятельности по обеспечению госбезопасности.

Сначала под предлогом изобличения незаконной миграции граждан Грузии через госграницу Беларусь/Россия, а в дальнейшем под предлогом изобличения коррумпированных правоохранителей, под контроль преступного сообщества под руководством Демина была взята наиболее доходная на тот момент часть теневого рынка - ввоз на территорию РФ и последующий транзит до рынков сбыта санкционных товаров из Евросоюза.

Так, под покровительством Демина из провинциального жителя приграничного района Михаил Табур превратился в монополиста по провозу «санкционки». В результате его деятельности госграницу пересекли десятки тысяч фур с санкционными товарами, позволив участникам ОПГ получить доходы в миллиарды рублей… Зеленый пропуск на одну фуру обходился заказчикам от 900 до 1500 долларов. Транзит санкционной продукции прикрывали сотрудники погранслужб ФСБ РФ (коллеги Демина), сотрудники ГАИ и УБЭП по Смоленской области.

Иногда для придания легитимности этой работы, поставленной на поток, Деминым проводились показательные задержания. Например, при получении 70 т.р. от Табура был задержан целый полковник полиции уголовного розыска - Леонтьев Александр Сергеевич, мягкая мера пресечения и условный срок которому были явно обеспечены также не бескорыстно.

Со временем описанный вид преступной деятельности стал слишком заметен в московских кабинетах и перестал быть актуальным.

В этой связи преступная бизнес группировка Демина довольно быстро переключилась на более серьезные деяния, которые в последствии начали наносить колоссальный вред государственным интересам, а именно на незаконный ввоз и транзит табачных изделий из Беларуси, естественно, без уплаты акцизных сборов в бюджет РФ, но явно не без уплаты «акцизов» в карманы коррумпированных правоохранителей приграничной Смоленщины.

Ранее телеграм-канал ВЧК-ОГПУ рассказывал историю, в которой главным героем тоже был Демин. У прокурора Смоленской области обокрали квартиру. Он дал команду сотрудникам ФСБ РФ пытать в СИЗО подозреваемого, чтобы он сознался. Задержанный оказался невиновен. Прокурор и сотрудник ФСБ к ответственности не привлечены.

ВЧК-ОГПУ стало известно о подробностях в деле о пытках Алексея Владимирова, который, по версии следствия, обокрал служебную квартиру бывшего прокурора Смоленской области, а ныне начальника отдела ГП по расследованию особо важны дел Полонского. Была проведена очная ставка с сотрудником ФСБ Деминым А.В., который принимал участие в расследовании указанного выше безобразия, и который, согласно журналу приходящих СИЗО 1 Смоленска , 29 мая 2019 года вечером, когда и пытали Владимирова, заглянул в СИЗО. После очной ставки Владимиров узнал в Демине одного из тех, кто его пытал, и написал заявление в СК . С перечнем телесных повреждений причиненных Владимирову, вероятно, Деминым и вторым неустановленным лицом, можно ознакомиться в приложении ( акт осмотра Владимирова) . Фамилию постового, кто выводил Владимирова из камеры следствию установить не удалось , а оперуполномоченного Пирожкова, кто собственно и проводил потом Владимирова до подвала, спросить забыли, кто же ждал в подвале.

Когда Полонский возглавлял прокуратуру Смоленской области обокрали его служебную квартиру. Прокурор поднял «на уши» всех силовиков, включая УФСБ, и были задержаны мать и сын Владимировы.

Однако, они не призвались в преступлении, улик не было. Как указывал Алексей Владимиров его пытали в подвале СИЗО-1 Смоленска пока он не сознался, а на утро прямо в кабинете начальника СИЗО Михалика Полонский лично допросил его «с пристрастием». История повторилась и с матерью Алексея- ее тоже в кабинете начальника СИЗО с пристрастием допросил Полонский.

В итоге ГСУ СКР РФ по Смоленской области возбудило уголовное дело по факту причинения телесных повреждений Алексею Владимирову. На допросах Полонский называл мероприятия с Владимировой «личным приемом» в стенах СИЗО. А вот посещение Алексея категорически отрицал.

Месяц назад в Роснедрах снесли Евгения Петрова, результатом его работы на посту руководителя Роснедр стали революционные реформы: уход от бумажных аукционов (теперь все аукционы на право пользование недрами проходят в электронной форме), соответственно, удалось частично уйти от большой коррупции в отрасли, разработка и внедрение автоматической системы лицензирования недропользования (далее – АСЛН), через которую видны все лицензии и их текущий статус.

После ухода Петрова, новым директором стал номинал, который влип вместе с собственным бизнесов, который он успешно организовал через государственный отраслевой институт ВИМС. Новый директор – полный номинал, который даже совещания с коллективом проводит исключительно в присутствии своего патрона.
