На банк поступили массовые жалобы во время прямой линии Путина




Как стало известно Rucriminal.info, правоохранительные органы начали проверку в связи с массовыми обращениями семей участников СВО во время прямой линии в декабре 2024 года с Путиным о мошенничество со стороны Совкомбанка. По Указу президента России они на время участия в боевых действиях освобождены от выплат по кредитам ипотеки. Однако, обнаруживали в почтовых ящиках решения судов об изъятии их жилья в пользу банка. Еще хуже обстоят дела у рядовых ипотечников Совкомбанка. Владельцы Совкомбанка братья Хотимские в открытую говорят, что им на все плевать, так как они «под крышей Мищустина». На этом же основании Хотимские массово выводят средства вкладчиков и пускают на свои теневые проекты: организация подпольных тотализаторов; скупка краденного антиквариата; рейдерские захваты. ВИП-вкладчики в результате такой деятельности Хотимских уже лишились свыше 6 млрд рублей. Деньги у них в своем служебном кабинете принимал акционер и зампредседателя Совкомбанка Сергей Перетрухин. Делалось это по распискам и с занесением в «черную бухгалтерию», чтобы обойти запреты ЦБ. Одно время ВИП-вкладчики получали большие проценты, но потом выплаты прекратились, деньги не вернулись. Перетрухин позже заявил, что принимал деньги, находясь под воздействием алкоголя и кокаина, и ничего не помнит.



Однако, денег вкладчиков много не бывает. Сейчас пользователи основного продукта Совкомбанка карты Халва массово жалуются, что несмотря на отметку в программе карты «Халва» «только свои» (расходоваться должны исключительно средства клиента), Совкомбанк начинает при покупках в тайне от владельца списывать средства с кредитных средств, а потом требует погасить долг с процентами. Если клиент вовремя замечает, что его без ведома загоняют в кредиты, то в Совкомбанке говорят о некоем «сбое» и обещают изучить проблему… в течении 15 дней.

Как сообщил телеграм-канал ВЧК-ОГПУ, Администрация президента России завалена жалобами со стороны заемщиков кредитов у Совкомбанка. Основные потерпевшие - это граждане которые брали в Совкомбанке ипотеку для покупки жилья. Обманываясь на обещания Совкомбанка о льготных кредитах, подписывали хитро составленные кредитные договора, которые позволяют отделениям Совкомбанка менять условия процентной ставки и время выплаты процентов, что зачастую приводит к невозможности своевременного погашения заемщиком своих кредитных обязательств. Далее, по уже отработанной схеме, с помощью аффилированных с банком коллекторских структур, через суды, администрация Совкомбанка лишает «должников» приобретенного жилья и через несколько подставных физических и юридических лиц сбывает отнятые квартиры. В подобные схемы угодило немало действующих участников СВО, будучи на фронте, прибывая в полной уверенности, что по Указу Президента России они на время участия в боевых действиях освобождены от выплат по кредитам ипотеки, вернувшись домой обнаруживали в почтовых ящиках решения судов об изъятии их жилья в пользу банка. Во время подготовки прямой линии в декабре 2024 года с Путиным, порядка 50 процентов жалоб со стороны заемщиков - участников СВО - касались именно нарушений со стороны Совкомбанка Указа Путина о предоставление кредитных каникул участникам СВО. Сами хозяева банка братья Хотимские в кулуарах говорят, что мы мол и так содержим несколько дивизий, платим зарплату, закупаем все необходимое для военных. Поэтому вправе рассчитывать на понимание с подобными историями. Ведь на долю Совкомбанка приходится порядка 25 процентов заемщиков, участвующих в так называемой специальной военной операции.















«Братья Хотимские со своим «Совкомбанком» (они всем утверждают, что ничего больше не бояться, так как «легли» под премьера Мишустина) в активном поиске «пассивных инвесторов» (терпил). В 2022 году они кинули держателей своих облигаций, сказав, что платить по процентам будут, когда наступит хорошее время. А в 2023 году вышли IPO. Возможно было бы логичнее, уже рассчитаться с кинутыми ранее держателями облигаций, а не размывать доли кинутых миноритариев новыми «лохционерами». Понимая, что их американский бизнес приказал долго жить, да и сколько продлится любовь Мишустин неизвестно, братья постоянно ищут пути состричь с баранов свежей шерсти», - высказал мнение источник ВЧК-ОГПУ.

Security forces have come for Sovcombank

Mass complaints against the bank during Putin's direct line




As Rucriminal.info learned, law enforcement agencies have launched an investigation in connection with mass appeals from families of SVO participants during the direct line with Putin in December 2024 about fraud on the part of Sovcombank. According to the Decree of the President of Russia, they are exempt from mortgage payments for the duration of their participation in military operations. However, they found court decisions in their mailboxes on the seizure of their homes in favor of the bank. The situation is even worse for ordinary mortgage holders of Sovcombank. The owners of Sovcombank, the Khotsimsky brothers, openly say that they do not care about anything, since they are "under Mishustin's roof." On the same basis, the Khotsimskys are massively withdrawing depositors' funds and using them for their shadow projects: organizing underground betting; buying up stolen antiques; raider takeovers.



VIP depositors have already lost over 6 billion rubles as a result of such activities by Khotsimskikh. The money was accepted in their office by the shareholder and deputy chairman of Sovcombank Sergey Peretrukhin. This was done using receipts and entering it into the “black accounting” in order to circumvent the Central Bank’s prohibitions. At one time, VIP depositors received high interest rates, but then the payments stopped and the money was not returned. Peretrukhin later stated that he accepted the money while under the influence of alcohol and cocaine and did not remember anything. However, there is no such thing as too much money from depositors. Now users of Sovcombank’s main product, the Halva card, are complaining en masse that despite the “only your own” mark in the Halva card program (only the client’s funds must be spent), Sovcombank begins to secretly write off funds from credit funds when making purchases, and then demands that the debt be repaid with interest. If the client notices in time that he is being driven into loans without his knowledge, then Sovcombank talks about some kind of "glitch" and promises to study the problem... within 15 days.

As reported by the VChK-OGPU Telegram channel, the Russian Presidential Administration is inundated with complaints from borrowers of loans from Sovcombank. The main victims are citizens who took out a mortgage from Sovcombank to buy housing. Deceived by Sovcombank's promises of preferential loans, they signed cunningly drawn up loan agreements that allow Sovcombank branches to change the terms of the interest rate and the time of interest payment, which often leads to the borrower's inability to repay their loan obligations on time. Then, according to an already proven scheme, with the help of collection agencies affiliated with the bank, through the courts, the Sovcombank administration deprives the "debtors" of the purchased housing and, through several fictitious individuals and legal entities, sells off the seized apartments. Many active participants of the SVO have fallen into similar schemes, being at the front, arriving in full confidence that, according to the Decree of the President of Russia, they are exempt from mortgage payments for the duration of their participation in hostilities, returning home they found in their mailboxes court decisions on the seizure of their housing in favor of the bank.

During the preparation of the direct line in December 2024 with Putin, about 50 percent of complaints from borrowers - participants of the SVO - concerned violations by Sovcombank of Putin's Decree on providing credit holidays to participants of the SVO. The owners of the bank themselves, the Khotsimsky brothers, say behind the scenes that we already support several divisions, pay salaries, purchase everything necessary for the military. Therefore, we have the right to count on understanding with such stories. After all, Sovcombank accounts for about 25 percent of borrowers participating in the so-called special military operation. "The Khotsimsky brothers with their Sovcombank (they tell everyone that they have nothing more to fear, since they "lay down" under Prime Minister Mishustin) are actively looking for "passive investors" (suckers). In 2022, they screwed the holders of their bonds, saying that they would pay interest when the good times come. And in 2023, they released an IPO. Perhaps it would have been more logical to pay off the previously screwed bondholders, rather than dilute the shares of the screwed minority shareholders with new "suckers". Realizing that their American business has been ordered to live long, and how long Mishustin's love will last is unknown, the brothers are constantly looking for ways to shear fresh wool from the sheep," said a source of the VChK-OGPU.

As serial business flop Shukhrat Ibragimov steering

Eurasian Resources Group towards failure?



When the Kazakh government blessed the appointment of Shukhrat Ibragimov as chair and CEO of mining giant Eurasian Resources Group last year, it appears its due diligence amounted to the merest of glances at his CV.

Had anyone bothered to scratch beneath the surface of Ibragimov Junior’s glittering self-promotion, Kazakh ministers would have unearthed the reality of his car crash career. They would also perhaps be feeling less fretful about the fate of one of the country’s most prized economic assets – particularly given the state holds a 40% stake in the business.

The truth of Belgian businessman Ibragimov’s track record – an astonishing catalogue of unmitigated flops – has sent panic rippling through Astana and left many in the government questioning the wisdom of handing responsibility for ERG to such an untested apprentice. Some ministers, who eagerly rubber stamped the decision to appoint fresh-faced Ibragimov believing him to be a pliable puppet, are beginning to fear for their heads as the appointment shows signs of unravelling.

Long eclipsed by his father Alijan, one of the three architects of ERG, Shukhrat appears to have inherited all of his father’s wealth and none of his business nous. His career has lurched dramatically from one disastrous investment to another. We have already revealed how Ibragimov ploughed $23 million he is unlikely to see again into Borealis Foods, a failing noodle business launched by his friend and fellow oligarch Kenes Rakishev.

But sadly for Ibragimov, and for the red-faced Kazakh ministers, Borealis appears to be no one-off. Take Eurasian Space Ventures: when Ibragimov launched the project in December 2019, it had the ambitious goal of emulating Elon Musk’s SpaceX and launching cutting-edge space missions. But the project’s trajectory has been anything but upward. Despite much-trumpeted partnerships in Kazakhstan and China, the company has not got off the ground. Not only has the company failed to acquire necessary licences to operate legally in Kazakh airspace, it has also failed to report any revenue since its inception, and corporate records show no evidence of employees or active operations. The official ESV website, once a hub for press releases and updates, has displayed a blank page with a “renew your subscription” message since March 2023.

Another Ibragimov-inspired flop is Biteeu, a cryptocurrency exchange platform hailed as rising star in the world of digital asset trading at its launch in 2019 but has proved to be an utter failure. Despite the fanfare, it has no customers, and its official website has been “under maintenance” since January 2024. Its mobile app has a meagre rating of 1.5 out of 5 on Google Play, with fewer than 1,500 downloads, while the company YouTube channel, once a promotional tool for the company, has accumulated only 12 subscribers. Biteeu's troubles came to a head in mid-2024 when it missed the deadline for submitting its annual report. This prompted the Estonian business registrar to step in and issue a notice of potential deletion from the business register, signalling the company’s serious operational issues.

After trying his hand (and failing) at rocket science and cryptocurrency, it appears Ibragimov gave the music industry a go. He claims to have founded SPRK Music, an online platform designed to help artists gain expose and grow their careers. However, much like Ibragimov’s other ventures, SPRK Music’s bold ambitions have faded to nothing. Despite a promising launch, SPRK Music’s financial health paints a picture of a company struggling to stay afloat. The most recent financial report for controlling company Sprkle Music Ltd., as of December 2022, shows liabilities exceeding £931,966 - up from £638,548 in 2021. The platform’s impact has been limited with only 10,000 downloads on Google Play. The company’s YouTube channel, launched in May 2021, has accumulated a meagre 10 subscribers, and its videos have failed to generate any significant viewer engagement.



If that weren’t enough, another of Ibragimov’s much-vaunted projects has also hit the skids. In 2022, Ibragimov invested $20 million into Galaxy Racer via a Hong Kong-based trust. However, the company, once touted as a rising force in esports and digital content, has spiralled into turmoil since its founding in 2019 by Paul Roy.

Initially a trailblazer in influencer marketing and gaming, the company quickly gained attention with high-profile partnerships and ambitious goals. However, by 2023, Galaxy Racer faced mounting financial troubles, operational failures and a growing list of unpaid employees and vendors.

Despite flashy ventures like cryptocurrency start-up Quint and esports partnerships with La Liga, the company’s fortunes have faltered. Operational issues led to layoffs, delayed wages and unfulfilled contracts. By 2024, Galaxy Racer’s Dubai headquarters had closed, and CEO Paul Roy fled amid legal concerns. With debts reaching up to $30 million, the company pivoted to launching a football streaming service in India, but continued to alienate employees, vendors and esports teams with unpaid contracts and broken promises.

The evidence of Ibragimov’s anti-Midas touch is utterly damning. The question now on the lips of Kazakh ministers and ERG investors alike: Is ERG next to suffer the fate of every other Ibragimov business flop?

У Rucriminal.info складывается впечатление, что когда в прошлом году казахстанское правительство благословило назначение Шухрата Ибрагимова на пост председателя совета директоров и генерального директора горнодобывающего гиганта Eurasian Resources Group, проверка его резюме была проведена закрытыми глазами.

Если бы кто-то удосужился заглянуть под сверкающую обёртку саморекламы младшего Ибрагимова, казахстанские министры разоблачили бы реальное состояние его провальной карьеры. Возможно, тогда они испытывали бы меньше тревог за судьбу одного из самых ценных экономических активов страны — особенно учитывая, что государству принадлежит 40% акций этой компании.

Правда о послужном списке бельгийского бизнесмена Ибрагимова — впечатляющий каталог сплошных провалов — вызвала волну паники в Астане, заставив многих в правительстве задуматься о благоразумности решения доверить управление ERG столь неопытному новичку. Некоторые министры, которые с энтузиазмом поставили свои подписи под этим назначением, полагая, что юный Ибрагимов окажется удобной марионеткой, теперь начинают опасаться за свои кресла, поскольку последствия этого решения становятся все более очевидными.

Saninsky's expansion ran into Andrei Vorobyov's plans to consolidate undeveloped lands for the Samolet holding.



Under pressure from Vorobyov's team, Saninsky was forced to leave the country, but did not leave business management - he settled in Turkey. He was forced to flee by the threat of being charged with tax fraud - with the official income of an ordinary clerk, Oleg Saninsky managed to collect a land bank with a market value of over 50 billion rubles.



After the emergency emigration of the elder brother, the younger one, Mikhail, remained on the farm. But even from this problem the brothers decided to make a profit - now Mikhail is engaged in Russian business, and Oleg is responsible for the foreign block of the shadow "holding". All that remains is to obtain political asylum in France.



The Moscow Region authorities have taken on several large elements of Oleg Saninsky's land bank at once - with the support of the prosecutor's office, they intend to return the plots to the State Unitary Enterprise of the Moscow Region, the Timiryazev State Farm. It was from there that the land was withdrawn with the support of corrupt officials from Mytishchi and the Pushkinsky District of the Moscow Region.

The editorial office of Rucriminal.info received an appeal from citizens regarding the activities of the Saninskys:



"The supreme authority points to the urgent need to revive and develop agriculture in each subject of the Russian Federation, including the Moscow Region. The Russian government is sounding the alarm about the shortage of working farmland to replenish agricultural resources, obliging regional authorities to report within the established deadlines on the introduction of unclaimed farmland into agricultural circulation. That is, those lands that have not been cultivated for years, and perhaps even decades. The Minister of Agriculture of Russia O.N. Lut sometimes calls on the people of Russia to pray for the salvation of the harvest from drought, and sometimes talks about the shortage of milk in Russia for the production of butter, milk for which will now have to be purchased from partner countries. At the same time, in the Moscow region, closest to the Ministry of Agriculture of Russia, in ecologically clean areas, thirty-year-old Saninsky M.G. is freely and unhinderedly removing thousands of hectares of working arable land and hayfields from agricultural circulation. This citizen is buying up working farmland for next to nothing. As a result, Moscow region milk producers and breeders of dairy cows known throughout Russia are deprived of areas for grazing cattle and growing forage crops. So who is Mikhail Saninsky, who, with the permission of the authorities, is allowed to profit from Russia's strategic resources in such a difficult time for our country. We, and you, are sure, have asked ourselves this question more than once. A young man born in 1993, recently registered at his place of residence in the Chechen Republic, who is buying up thousands of hectares of working agricultural land in the Moscow region for building cottages. Judging by what our Mikhail brings to the masses, he is a simple man without outstanding abilities. Strategic thinking always passes him by, but cash flows flow without any obstacles in his direction, and then most likely are taken out of our country. So what is Mikhail's success and with whom or what is he connected, what high-ranking officials are behind him? What or who connects Mikhail Saninsky and his brother Oleg, who decided to take a long vacation on the shore of a warm sea and is currently going bankrupt, with the beneficiaries of Deimos LLC? After all, in our opinion, it is they who, through the Saninskys, are selling the lands that they once acquired after the Timiryazev State Farm and the Pleistocene Nursery.

«Переедет ли «Самолет» братьев Санинских

Структура Воробьева «наехала» на крупнейших подпольных латифундистов



Подмосковье наблюдает за обострением конфликта администрации области с местным земельным олигархом Олегом Санинским («Земстройторг»). Как выяснил телеграм-канал ВЧК-ОГПУ, собрал земельный банк почти из 15 тысяч участков, прикрываясь близкими контактами с мэрами, лидерами подмосковных ОПГ и силовиками. Экспансия Санинского напоролась на планы Андрея Воробьева по консолидацию незастроенных земель под холдинг «Самолет».

Под давлением команды Воробьева Санинский был вынужден покинуть страну, но управление бизнесом не оставил - обустроился в Турции. Бежать его заставила угроза предъявления обвинений в налоговых махинациях - при официальных доходах обычного клерка Олег Санинский сумел собрать земельный банк рыночной стоимостью свыше 50 млрд рублей.



После экстренной эмиграции старшего брата на хозяйстве остался младший - Михаил. Но даже из этой проблемы братья решили извлечь гешефт - теперь Михаил занимается российским бизнесом, а Олег отвечает за иностранный блок теневого «холдинга». Осталось лишь получить политическое убежище во Франции.



Власти Подмосковья взялись сразу за несколько крупных элементов земельного банка Олега Санинского - при поддержке прокуратуры участки намерены вернуть в состав ГУП Московской области Совхоз имени Тимирязева. Именно оттуда земля была выведена при поддержке коррумпированных чиновников Мытищ и Пушкинского района Подмосковья.

« Верховная власть указывает на экстренную необходимость возрождать и развивать сельское хозяйство в каждом субъекте Российской Федерации, в том числе и в Московской области. Правительство России бьет во все колокола о нехватке рабочих сельхозугодий для восполнения сельскохозяйственных ресурсов, обязывая региональные власти в установленные сроки отчитываться о введении в сельхозоборот невостребованных сельхозугодий. То есть тех угодий, которые годами, а может и десятилетиями не возделывались. Министр сельского хозяйства России О.Н. Лут то призывает народ Росси помолиться за спасение урожая от засухи, то рассказывает о нехватке в России молока для производства сливочного масла, молоко для которого теперь придётся закупать у стран партнеров. При всем при этом в ближайшем к Минсельхозу России Подмосковье в экологически чистых районах тридцатилетним Санинским М.Г. вовсю и беспрепятственно тысячами гектаров выводятся из сельхозоборота работающие пашни и сенокосы. Данный гражданин скупает за бесценок рабочие сельхозугодья. В результате чего подмосковные производители молока и заводчики известных на всю Россию молочных коров лишаются площадей для выпаса скота и выращивания кормовых культур. Then Armenak Tozlyan set his sights on the largest businesses in the Krasnodar Territory and began to involve the media under his control to denigrate a number of representatives of this very business, for example Oleg Vetrov, Vartan Vartanov, Pavel Avetyan and some others, with the aim of initiating criminal cases against them. But at that moment, a scandal with 9 hectares of the Sochi park, where Tozlyan was not allowed to start construction by Governor Veniamin Kondratyev personally, happened at the most inopportune moment, and Armenak Tozlyan firmly decided to “decriminalize” the seat of the governor of Kuban and promote “his” man to this place.

The task is difficult, therefore, groups of “public figures” are already preparing and setting the necessary information tone for the region.

For example, an article was published in defense of Tozlyan’s illegal construction in Sochi, “Imeritinskiye Vysot” (Imeretinskiye Vysot) from the “ZaPrava” movement, where Tozlyan allegedly did not deceive the shareholders, and of course the governor personally and the regional administration as a whole are to blame for the troubles of the deceived.



It became known that the chairperson of this regional movement “ZaPrava” Yulia Chepurina is a direct aide of Tozlyan’s mother-in-law Moskaleva, carrying out her tasks to attack the governor. As we can see, a drug addict with a Napoleon complex and the money of a fugitive oligarch can influence the situation in the region.

Tozlyan received it practically for free, allegedly as compensation for a lease agreement for another plot in the same Sochi that was terminated by the court. Surely it would be easier for you if you had the current president of the Republic of Abkhazia as your patron, who is currently Aslan Bzhania.

According to Tozlyan, it was Bzhania who called the governor and “insistently asked” to give his “unfairly offended” protégé a plot of land. Although, judging by Kondratyev’s reaction, Tozlyan’s stories about the patronage of the president of Abkhazia are “greatly exaggerated”.

Now information about his property is not available to tax authorities, which means he can continue to withdraw money abroad in any amount.



Using easy money, Tozlyan does not forget to pamper himself and his loved ones. He bought a restaurant in the center of Sochi for himself, and for his beloved mother-in-law Galina Moskaleva, he is trying to get a "lucrative" position in a management position.

Meanwhile, the process of concluding an agreement for a large-scale investment project on that very picturesque 9-hectare plot is going by leaps and bounds, and only time will tell whether Tozlyan will be able to overcome the opposition of the head of the region and ruin the natural beauty with another illegal construction.

Tozlyan himself is confident that he will soon be able to remove the current governor from office (he wanted this to happen in the fall, but plans were postponed) and put someone loyal to him in this place, so he considers the difficulties that have arisen with the development of the mountainside to be temporary.
