The upcoming election season in Krasnodar only looks deceptively quiet. It would seem that only by-elections to the City Duma, which will determine the holders of five mandates. And it seems that any result will not affect either the arrangements in the political establishment of the city, or the general economic course.

But the upcoming vote could be a test run for Krasnodar's new electoral system, which will have global implications for the city's new administration.

While the mayor of the regional capital, Yevgeny Naumov, is focusing on the construction of new social facilities and attempts to correct the distortions in the urban planning policy of the former leaders of Krasnodar, the communists and the New People are realizing their intention to take revenge for previous losses.



The Krayizbirkom has not yet announced the recruitment of candidates for the new composition of the precinct election commissions, and the regional branches of the parliamentary parties of the Communist Party of the Russian Federation, A Just Russia and New People are already actively recruiting caring citizens to become members of the PEC.

According to experts with practical experience in conducting election campaigns, for a start, the Communist Party of the Russian Federation and the New People will become active players in the by-elections to the City Duma in the fall of 2023.

The most stable and tough members of the commissions are being trained for the polling stations in the districts where the voting for candidates will take place, because after the elections to the Legislative Assembly of the Territory in September 2022, both the Communists and the New People have big claims as to the voting results , and to the method of counting votes.

There are already precedents. For example, to win the elections to the City Duma in 2020, the deputy from the Communist Party of the Russian Federation Oleg Kunda needed only 102 to 123 votes at his polling stations. At that time, United Russia did not manage to bring its voters, despite all the possibilities and efforts, it was not possible to organize the necessary indicators and after the fact - the communists simply worked more actively with voters in the districts and "outstayed" United Russia on the vote count.

Since the constituencies in the elections to the City Duma are small, the Communists will have enough resources to close all five constituencies with surveillance this time. There are enough stubborn candidates who are ready to meet with voters every day and collect votes in their piggy bank. The experience of organizational work, inherited from the CPSU, remained with the CPRF.

The likelihood of developments not in favor of United Russia will increase if business representatives, who are now moved away from city processes, want to help candidates not from the party in power with money. I must say that there are such entrepreneurs in Krasnodar.

This is evidenced by the example of the former mayor Yevgeny Pervyshov. When at 20 In 2020, in the elections to the City Duma, the headquarters of the Communist Party of the Russian Federation under the leadership of Alexander Safronov suddenly managed to get their unplanned candidates through four single-mandate constituencies, the reaction of the system led to the fact that Pervyshov was offered to change his occupation. Instead of leading a city with a million people, he had to go to work in the State Duma, where there are incomparably fewer opportunities.

The upcoming by-elections to the City Duma of Krasnodar will become an indicator of the mayor's office's readiness to hold the presidential elections in 2024. The loss of the ability of the administrative apparatus to achieve the planned results in the elections will be a signal, the reaction to which will come immediately.

In this situation, a trip to the deputies for candidates from United Russia may become more expensive. After all, the Communist Party of the Russian Federation and New People will be able to bill for passing points, and United Russia, when such high stakes are at stake, will have nothing left but to pay for the desired result in large sums. After all, the result, indicating a loss of controllability, in the current situation can be fatal for the local authorities.

«Для «Единой России» же достойные электоральные кампании остались в прошлом»



Предстоящий выборный сезон в Краснодаре только представляется обманчиво тихим. Казалось бы, всего лишь довыборы в городскую думу, на которых определят обладателей пяти мандатов. И вроде бы любой результат не отразится ни на расстановках в политическом истеблишменте города, ни на общем хозяйственном курсе.

Но предстоящее голосование может стать тестовым запуском новой системы выборов в Краснодаре, которая будет иметь глобальные последствия для нового состава администрации города.

Пока мэр краевой столицы Евгений Наумов сосредоточился на строительстве новых социальных объектов и попытках исправить перекосы в градостроительной политике прежних руководителей Краснодара, коммунисты и «Новые люди» реализуют намерение взять реванш за предыдущие проигрыши.

Крайизбирком еще не объявил о наборе кандидатов в новый состав участковых избирательных комиссий, а региональные отделения парламентских партий КПРФ, «Справедливая Россия» и «Новые люди» уже активно рекрутируют неравнодушных граждан стать членам УИК.

Именно на такой срок формируют составы УИК, в этот период пройдут выборы президента России, губернатора Краснодарского края, нового состава городской думы Краснодара, Законодательного собрания региона и Госдумы РФ.

Как полагают эксперты, имеющие практический опыт проведения избирательных кампаний, для начала КПРФ и «Новые люди» станут активными игроками на довыборах в гордуму осенью 2023 года.

На участки в округах, где пройдет голосование за кандидатов в депутаты, готовят самых устойчивых и жестких членов комиссий, ведь после прошедших в сентябре 2022 года выборов в Законодательное собрание края и у коммунистов, и у «Новых людей» есть большие претензии как к результатам голосования, так и к способу подсчета голосов.

КПРФ, как правило имевшая устойчивый рейтинг около 10%, получила в Заксобрании лишь 3% мандатов, а «Новые люди» не смогли добрать всего 0,12% для прохождения своего кандидата.

Поскольку «Справедливая Россия» на этих довыборах не выказывает явных амбиций, укрепляя свои первичные структуры для участия в выборах 2025 года, а ЛДПР продолжает искать свою идентичность после потери лидера в лице Владимира Жириновского, эти партии выставят технических кандидатов, но деньги в кампании вкладывать не станут. Это означает отсутствие разрыва голосов протестных избирателей, что дает КПРФ и «Новым людям» возможность заключить неформальный союз и развести своих активных кандидатов по разным округам.

Нельзя не учитывать, что на выборах по одномандатным округам, всегда возможен неожиданный результат. Умение расположить к себе избирателей может взять верх над административным ресурсом, тем более при отсутствии возможности «подработать результат».

Прецеденты уже имеются. Например, для победы на выборах в гордуму в 2020 году депутату от КПРФ Олегу Кунде на своих избирательных участках понадобилось всего от 102 до 123 голосов. Тогда «Единой России» так и не удалось привести своих избирателей, несмотря на все возможности и усилия, не получилось организовать нужные показатели и постфактум - коммунисты просто активнее работали с избирателями на округах и «пересидели» единороссов на подсчете голосов.

Поскольку округа на выборах в гордуму небольшие, у коммунистов хватит ресурсов, чтобы в этот раз закрыть наблюдением все пять округов. Достаточно и упорных кандидатов, готовых ежедневно встречаться с избирателями и собирать голоса в свою копилку. Опыт организационной работы, унаследованный еще от КПСС, у КПРФ остался.

Вероятность развития событий не в пользу «Единой России» повысится, если представители бизнеса, которые сейчас отодвинуты от городских процессов, захотят помочь денежными средствами кандидатам не от партии власти. Надо сказать, что такие предприниматели в Краснодаре есть.

Для «Единой России» же достойные электоральные кампании остались в прошлом, в региональном отделении партии не осталось специалистов с соответствующими компетенциями, а избирательные бюджеты осваиваются узким кругом приближенных к руководству.

В департаменте внутренней политики Краснодарапрактически нет сотрудников, имеющих опыт проведения избирательных кампаний «на земле». И достоверность заверений внутриполитического блока города о том, что ситуация под контролем, и население благоволит к власти, весьма сомнительна.

Об этом свидетельствует и пример бывшего мэра Евгения Первышов. Когда в 2020 году на выборах в гордуму штаб КПРФ под руководством Александра Сафронова внезапно смог провести своих незапланированных кандидатов по четырем одномандатным округам, реакция системы привела к тому, что Первышову предложили сменить род деятельности. Вместо руководства миллионным городом ему пришлось перейти на работу в Госдуму, где возможностей несравнимо меньше.

Предстоящие довыборы в городскую думу Краснодара станут индикатором готовности мэрии к проведению президентских выборов 2024 года. Утрата административным аппаратом способности добиваться запланированных результатов на выборах будет сигналом, реакция на который поступит незамедлительно.

При таком раскладе путевка в депутаты для кандидатов от «Единой России» может стать более дорогостоящей. Ведь счета за проходные баллы смогут выставлять уже КПРФ и «Новые люди», а единороссам, когда на кону такие высокие ставки, не останется ничего, кроме как рассчитываться за нужный результат крупными суммами. Ведь итог, свидетельствующий о потере управляемости, в нынешней ситуации может стать фатальным для местной власти.


В случае поражения административных кандидатов хотя бы на половине округов, в здании на Старой площади отметка Краснодара зальется тревожным красным цветом, миллионный город - это вам не шутка. Возможно, мэру Евгению Наумову из-за загруженности, сложно лично управлять электоральными процессами в городе. Но ответственность с него никто не снимет. Москва слезам не верит!
