In this connection, F.A. was repeatedly encouraged by the leadership of the Main Directorate of the Ministry of Internal Affairs of Russia for the Stavropol Territory and the GUEB and PC for "excellent" indicators. Everything seems to be good and it turns out to be "earning" and the management is quite enough, but, unfortunately, there is always a downside, it is impossible to jump above your head.

As sources told Rucriminal.info, in pursuit of indicators for the identified crimes, Dubrivny F.A. and Popova T.V. created a conveyor for falsifying the results of operational checks. So, Popova T.V. at the direction of F.A. Dubrivny forces the specialists-auditors of the UEB and PC of the Main Directorate of the Ministry of Internal Affairs of Russia for the Stavropol Territory to enter false information in the acts (revisions) indicating unconfirmed (unreliable) data, then the falsified materials go to the Investigative authorities, where, without due verification, on the basis of "friendly" relations with the leadership and the “requests” of F.A. Dubrivny. criminal cases are initiated. It is one thing to initiate a criminal case and send statistics to the GUEB and the PC, but a criminal case must not only be initiated, but also helped to send an investigator to the Court, and for this, in most cases, it is necessary to write an independent examination with supporting conclusions. At this stage, the head of the department of documentary checks and audits of the UEB and PC Popova T.V. at the direction of F.A. Dubrivny and on the basis of incomprehensible documents from the investigators makes them write (in violation of federal laws, the Criminal Procedure Code, the order of the Ministry of Internal Affairs No. 184 of 03/10/2015, job descriptions) of specialists-auditors of the UEB and PC of the Main Directorate of the Ministry of Internal Affairs of Russia for the Stavropol Territory of the examination, according to the previously written " fake ”certificates, which clearly goes beyond the limits of official authority and is a crime. Thus, Dubrivny F.A. and persons associated with him have the opportunity to initiate a criminal case against any enterprise and person who refuses to pay money, either simply against a merchant who does not like him or at the request of a competitor. Недавно Rucriminal.info публиковал расследование о золотом полковнике начальнике УЭБ и ПК ГУ МВД России по Ставропольскому краю Федоре Дубривном и в нем упоминали начальника отдела документальных проверок и ревизий УЭБ и ПК ГУ МВД России по Ставропольскому краю Попову Татьяну Владимировну. Наше расследование заставило понервничать золотого полковника и его соратницу, но, по их мнению, не хватает фактуры. В новом расследовании мы более подробно расскажем, как происходят фальсификации и не только.



Всем известно, что работа в подразделениях МВД РФ оценивается по АППГ (аналогичный период прошлого года), а также существует коэффициенты (баллы) по отдельным преступлениям. Для того, чтобы оставаться «наплаву» и спокойно заниматься коррупцией, необходимо не опускаться ниже показателей прошлого года и показывать небольшой рост по числу выявленных преступлений. С приходом в 2017 году на должность начальника УЭБ и ПК ГУ МВД России по Ставропольскому краю полковника Дубривного Ф.А. количество выявленных преступлений неуклонно растет, в особенности тех, которые приносят максимальное количество баллов (налоговые и коррупционные составы). В связи с чем, Дубривный Ф.А. неоднократно поощрялся руководством ГУ МВД России по Ставропольскому краю и ГУЭБ и ПК за «прекрасные» показатели. Все вроде хорошо и «зарабатывать» получается и руководство довольно, но, к сожалению, всегда есть обратная сторона, невозможно прыгнуть выше своей головы.

Как рассказали источники Rucriminal.info, в погоне за показателями по выявленным преступлениям Дубривный Ф.А. и Попова Т.В. создали конвейер по фальсификации результатов оперативных проверок. Так, Попова Т.В. по указанию Дубривного Ф.А. заставляет специалистов-ревизоров УЭБ и ПК ГУ МВД России по Ставропольскому краю вносить ложные сведения в акты (ревизии) с указанием неподтвержденных (недостоверных) данных, далее фальсифицированные материалы попадают в Следственные органы, где без должной проверки, на основании «дружественных» взаимоотношений с руководством и «просьб» Дубривного Ф.А. возбуждаются уголовные дела. Возбудить уголовное дело и отправить статистику в ГУЭБ и ПК это одно дело, но уголовное дело нужно не только возбудить, но и помочь направить следователю в Суд, а для этого в большинстве случаев необходимо написание независимой экспертизы с подтверждающими выводами. На данном этапе начальник отдела документальных проверок и ревизий УЭБ и ПК Попова Т.В. по указанию Дубривного Ф.А. и на основании непонятных документов от следователей заставляет писать (в нарушении федеральных законов, Уголовно процессуального Кодекса, приказа МВД № 184 от 10.03.2015 года, должностных инструкций) специалистов-ревизоров УЭБ и ПК ГУ МВД России по Ставропольскому краю экспертизы, по ранее написанным «липовым» справкам, что явно выходит за пределы должностных полномочий и является преступлением. Таким образом, Дубривный Ф.А. и связанные с ним лица, имеют возможность возбудить уголовное дело на любое предприятие и человека отказывающегося платить деньги, либо просто на непонравившегося коммерсанта или по заказу конкурента. Все указанные выше псевдонезависимые эксперты являются сотрудниками отдела документальных проверок и ревизий УЭБ и ПК ГУ МВД России по Ставропольскому краю и находятся в прямом подчинении Дубривного Ф.А. и Поповой Т.В., которые в свою очередь крайне заинтересованы в написании «правильных» экспертиз. (ст.70 УПК Эксперт не может принимать участие в производстве по уголовному делу, если находится в служебной или иной зависимости от сторон или их представителей).

Стоит особенно отметить, что в штате Следственного управления Следственного комитета по Ставропольскому краю имеются эксперты обладающие специальным образованием и познаниями, в обязанности которых согласно должностных инструкций входит написание экспертиз и дача заключений по уголовным делам и материалам проверок ( ст.198-199 УК РФ), но к сожалению для Дубривного Ф.А. они не готовы переступать закон и закрывать глаза на недостоверные (неполные) сведения указанные в справках (ревизиях) из УЭБ и ПК, что в конечном итоге может привести к прекращению уже возбужденных уголовных дел в связи с отсутствием события преступления и соответственно максимальных негативных последствий, в виде дисциплинарных взысканий вплоть до увольнения, для оперативника, следователя и Прокурора утвердившего постановление о возбуждении уголовного дела, в связи с чем в дело вступает «мисс» Попова Т.В. и уголовные дела благополучно уходят в Суд.

Lotto Guli was shot in Turkey in August 2020 by a bribed person from Salifov's entourage. The order is not officially known. However, gradually they became known and there are three of them. These are “thieves in law” Heydar Aliyev, Rafik Eyvazov (Rafik Massalinsky) and “authoritative” businessman Zaur Akhmedov. Neither had any reason to hate Guli, and each made an effort to keep him gone. Aliyev and Salifov were old enemies. Guli's people cut off Rafik's ear. Ilgam Hajiyeva (Ilgam Bolnisky) in St. Petersburg in 2019 was sentenced in absentia to 8.5 years in prison for organizing an attempt on the life of thief in law Heydar Aliyev (Albert Ryzhiy).

According to a source of the Cheka-OGPU and Rucriminal.info, Ilgam was once the closest person to thief in law Nadir Salifov (Lot Guli). While Guli was in prison for a long time, it was Ilgam who monitored the observance of Guli's interests in the Moscow region. After the release of Guli, Ilgam had a conflict with Nadir's brother Namik. Guli sided with a relative, and as a result, they parted ways. And with Namik, Ilgam became the worst enemies.

In 2016, Heydarov was arrested for robbery and later sentenced in St. Petersburg to seven years. In the summer of 2020, Albert Ryzhiy was released on parole.

At the end of January 2021, Heydarov celebrated his 40th anniversary on a grand scale. According to the documents, he was born on February 2, but in reality this event happened earlier. On the occasion of such a significant event, Albert gathered a lot of honored guests in a restaurant in Moscow. Арестованный сразу после расстрела Алиева исполнитель Матлаб Султанов заявил на допросах, что решение расправится с «вором в законе» было его личным, из-а каких-то обидных слов. Оперативники в это, конечно, не поверили. И не зря.

Как рассказал источник, потом по СИЗО пошла малява, смысл которой сводился к тому, что с Султановым необходимо расправиться, как с убийцей «вора в законе». Его в целях безопасности перевели в «Матросскую тишину», даже держали одного в камере. Однако, понятно, что вечно оберегать Султанова не удастся. Но у него появился заступник. Сыщики установили, что в СИЗО неоднократно звонил «вор в законе» Намик Салифов (родной брат Гули), который настойчиво просил у влиятельных сидельцев ничего не предпринимать в отношении Султанова.

Наведя информацию, оперативники выяснили, что Намик уже особ и не скрывает среди приближенных, что устранение Алиева дело «его рук» и это было местью за брата.

После убийства Лоту Гули, Намик пытается рулить его империей.

Что касается Ильгама, то в последнее время он был близок с «ворами» Мерабом Джангвеладзе и только недавно освободившимся Тариелом Ониани (Таро).

В ноябре 2021 года в клане последних должны были официально объявить о коронации Ильгама, но вместо этого за ним пришли турецкие полицейские. Он был арестован по запросу России. В окружении Ильгама за происходящим видят козни Намика.

Если возвращаться к Альберту Рыжему, то одновременно с Гули, он вел войну с «вором в законе» Алексеем Гудыной. Выяснение их отношений привело к перестрелке в Турции из-за того, что Альберт Рыжий лишил Гудыну воровского статуса.



В 2016 году Гейдаров был арестован за грабеж и позже приговорен в Петербурге к семи годам. Летом 2020 года Альберт Рыжий освободился по УДО.

В конце января 2021 года Гейдаров с размахом отметил 40-летний юбилей. По документам он родился 2 февраля, но в реальности это событие произошло раньше. По случаю столь знаменательного события Альберт собрал массу почетных гостей в ресторане в Москве. А в самый разгар веселья в помещения ворвались бойцы спецназа в полном обмундировании. Обычное дело для банкетов (на официальном языке «сходок») «законников». Отдельные собравшиеся уже собрались лечь на пол и положить руки за голову. На спецназовцы повели себя не характерно. Они направились к столику юбиляра и упали перед ним на колени, произнося извинения. Оказалось, это был веселый подарок от одного из гостей с ряженными. Юбиляр был очень доволен.

А в апреле его застрелили .

В распоряжении Rucriminal.info оказались материалы, на основании которых и была воссоздана картина преступления.

«: 12.04.21г., в 14.53 час, через службу "02" поступила информация, о том, что по адресу: ул. Авиационная д.79, корп.1, в фитнес-клубе "ДОН-Спорт Алые Паруса", произошло убийство. На место незамедлительно были направлены: СОГ УВД, СОГ ОМВД, ПА-1731, ПА-1732, ГИБДД-4723, ВНГ 836,835. По прибытию на место ПА-2 было доложено: на месте в "фитнес-клубе" находится труп Гейдарова Али Мусеиб Оглы 02.02.1981, БОМЖ (гр-н респ. Азербайджан, адрес регистрации устанавливается), в г. Москве прож: ул. Авиационная 77-… (ответственный квартиросъемщик устанавливается), имеет статус беженца с 25.05.2020г.) с множественными огнестрельными ранениями, в области головы. Давность смерти - 15 минут, причина смерти - огнестрельное ранение головы, труп направлен в Царицынский морг.

Установлено, что 12.04.21г., примерно в 14.49 час, н/у лицо, находясь по адресу: ул. Авиационная д.79, корп.1, произвело не менее 4 выстрелов из предмета, похожего на пистолет, в область жизненно важных органов Гейдарова А.М.о., в результате чего последний на месте скончался. Приметы нападавшего: кавказской народности, на вид 35 лет, рост 180 см, спортивного телосложения, черные короткие волосы. Одет: черные штаны, черные кроссовки, черная футболка с коротким рукавом. При себе имел рюкзак красного цвета. Возможные установочные данные: Оручев Талех Намик Оглы. ….



На МП обнаружено и изъято: предмет конструктивно схожий с пистолетом-пулеметом "Скорпион" (номер уничтожен) с 2 снаряженными магазинами, 1 магазин с 20 патронами кал. 7*65 "Браунинг", 1 магазин с 15 патронами кал. 9*19 Люгер, рюкзак красного цвета марки "Хорли", 5 гильз кал. 9х19 мм, произодства Luger, 3 следа руки, 1 след перчатки, 1 след подошвы обуви, 2 моб. телефона потерпевшего, вод. удостоверение потерпевшего, удостоверение беженца».



«12.04.21г., Хорошевским МРСО СУ по СЗАО ГСУ СК РФ по г. Москве по данному факту возбуждено уг. дело № 12102450022000028 по ч.1 ст.105, ч.1 ст.222 УК РФ. Для розыска преступника на территории СЗАО проводились мероприятия предусмотренные планом "Сирена" с 15.45 час, до 18.50 час. …Принятые меры: Просмотрены камеры собственного видеонаблюдения».



«12.04.2021 в 15:38 через службу "02" поступила карточка происшествия, из которой следует, что в службу "112" обратился водитель ООО "Альтранс Автолиз Северный № 1" и сообщил о том, что 12.04.2021 в 15:30 им в конце салона автобуса маршрута № 26, по левой стороне у окна был обнаружен за сиденьем огнестрельный пистолет, один снаряженный магазин и один патрон. В ходе опроса водитель пояснил, что маршрут автобуса составляет от улицы Новопесчаной, до 8 до ул. Живописная, дом 28. В 15 часов 30 минут на данном автобусе он приехал на ул. Новопесчаную д. 8. Остановившись на остановке общественного транспорта, пассажиры вышли и автобуса, и после начал осматривать салон автобуса на предмет забытых вещей, проходя по левой стороне салона заметил за сиденьем у окна продольный металлический предмет. Данный предмет он взял двумя пальцами правой руки и увидел, что данный предмет похож на пистолет черного цвета, после дальнейшего осмотра обнаружил отдельно лежащий патрон, отдельно лежащий магазин со снаряженными патронами. После чего о данном факте было сообщено в службу "112". Проверку в порядке ст. 144-145 УПК РФ проводит ОУР Нарчук В.В. Принятые меры: Произведен осмотр места происшествия, изъятые в ходе осмотра МП предметы направлены на комплексное исследование. Просмотрено видеонаблюдение из автобуса, установлено, что подозреваемый в убийстве (убийство совершено на территории ОМВД по району Щукино) в 15 часов 21 минуту, находясь в салоне данного автобуса поменялся куртками с неизвестным пассажиром. Далее в 15 часов 30 минут данный пассажир вышел на конечной остановке - Песчаная дом 8 и направился в сторону улицы Песчаная, дом 3, где по указанному адресу были просмотрены мусорные контейнеры и в одном из контейнеров была обнаружена указанная куртка, которая впоследствии была изъята. Приметы преступника по видеонаблюдению выявить не представилось возможным, в виду плохого качества видеосъемки в салоне автобуса. Информация передана нарядам, задействованным в системе единой дислокации, также доведена до УВД по САО и прилегающих ОМВД….».
