Under arrest, the adviser to the head of the Ministry of Internal Affairs of the Russian Federation, the former head of the police department of St. Petersburg and the Leningrad Region, Sergei Umnov, gave a new fiery speech in the Moscow City Court about the “lawlessness of the security forces.” It is interesting because Umnov reveals the inner kitchen of the Ministry of Internal Affairs - the largest concentration of “spiders in a jar.” Umnov directly says that he sat down because his competitor for various posts, the current head of the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the Leningrad Region, Roman Plugin, decided to send him to prison. “I and my colleagues have been under arrest for 14 months!
I ask myself the question, what was the root cause of the persecution of me and my colleagues? Whose throat did Umnov cut across the throat with a sharp bone? Analyzing the years of my leadership, I am looking for an answer to the question, for what specific actions was I thrown behind bars?
I come to the conclusion that the key to everything is my active position - intransigence towards slackers and grabbers.
I understand that the reason must be sought not in the past, but in the present tense. Then, when I left the post of head of the Main Directorate and moved to serve in the Ministry of Internal Affairs of the Russian Federation, to Moscow in February 2019.
And my past career was only a search for reasons for any sins, for any clue to show that my name is not impeccable. But I never claimed to be perfect. But on the other hand, I claimed professionalism, honesty, and responsibility for the assigned work.
For a long time in Russia there has been a tradition of defaming predecessors in every possible way. As a rule, this is done by narrow-minded people, people who have never created. Their destiny is to destroy, destroy, show off their appearance and show imaginary results.
And to earn authority among people, it takes years of work, and not swelling of the goiter.
So who initiated the criminal case, when, and most importantly, why?
The initiator came to St. Petersburg immediately after his appointment in March 2019. And his first steps to strengthen his authority were aimed at actively and peremptorily squeezing out the heads of the Main Directorate’s apparatus and the heads of district departments.
In the first year after his appointment, at least 50 applicants for various positions arrived in St. Petersburg for the leader. They occupied key areas in the Northern Capital.
But history teaches us that massive raids by nomads are not done in order to create, but in order to ruin, destroy and take away.
A start has been made.
The first wave of nomads gained a foothold in the taken territories and began to scour the sides with greedy eyes - where and what was bad. We quickly settled in the business corners of the St. Petersburg residential complex, closer to the Main Office, and began to act.
There were fewer and fewer people resisting the invasion.
The chief of police lasted until November 2019 and died from serious illness and injustice. The Chief of the Home Front began to be persecuted in the literal sense of the word. They followed him around. In the end, a criminal case was opened against the general for the fact that he was absent from the hospital ward while undergoing hospital treatment. Shame on everyone who participated in this orgy of initiating and investigating a case against a participant in 2 Chechen wars, who was awarded the medal for “Courage” and other awards.
General Semenov, the head of the traffic police, also did not want to leave voluntarily. That’s when the forces of the Main Directorate of Security Services of the Ministry of Internal Affairs were sent to discredit those resisting
The head of the Main Directorate himself once headed the operational department of the State Security Service, so it was not difficult for him to call cleaners from Moscow.
The state administration of the city of Leningrad and St. Petersburg was seized brazenly and unceremoniously.
Of the 36 heads of district departments of the city and region, about 30 were forced to resign.
The same thing happened to the key departments of the Main Directorate. The deputy and the head of the Main Directorate for Investigation, 5 deputy chiefs of police, the heads of the Internal Security Service, the Internal Affairs Directorate and the PC, the Migration Department, the Consumer Market Department, etc. resigned. And these are only the top officials, not to mention their deputies.
One got the impression that the GUMVD of the Russian Federation for St. Petersburg and Leningrad Region was turned into a “Private paramilitary office named after “P” PMC. P.”, where the owner is free to fire hundreds of highly professional senior officers. And in their place there was a line of people who wanted to show themselves in full glory.
If you noticed, the former “nomads” were only interested in certain positions and areas, such as economics and taxes, migration, traffic police, the consumer market and of course CSS for cover. But they were not at all interested in the Criminal Investigation Department, the fight against extremism, the precinct service, the patrol service, the convoy service. There is slave labor, which means the lot of local workers.

In April 2019, a large inspection team arrived. She checked the activities of the previous management, i.e. mine and my subordinates, but no serious violations were identified.
And by June 2019, the GUSB brigade arrived. They attacked the traffic police, hoping that this was the most promising department for inspection and that there would be something to dig up there.
In his proactive report that served as the beginning of the inspection, the GUSS employee informs his superiors y, that in St. Petersburg, on the premises of commercial organizations, the population is provided with paid services for the preparation of documents for their subsequent submission to the State Traffic Safety Inspectorate for registration of motor vehicles, i.e. Citizens applying for vehicle registration are artificially misled regarding additional payments. In addition, the employee said that the MREO of the State Traffic Safety Inspectorate, as a state body, does not have the right to be located in premises leased from commercial structures, because this contradicts paragraph 1 of Art. 48 Federal Law “On the Police” dated 02/07/2011, according to which the logistics of the Police are carried out exclusively at the expense of the Federal budget.

Chronology of events and conclusions of the State Security Service made in November 2019.
1) Based on Presidential Decree No. 209 of 02.12.1993, in 1999, the head of the State Traffic Safety Inspectorate for St. Petersburg and Leningrad Region made a decision to conclude contracts for the maintenance of an excess staff of MREO traffic police inspectors. The subject of the agreement was funds from municipalities for the maintenance of MREO inspectors
2) On January 1, 2005, the Federal Law “On the Police” 1026-1 dated April 18, 1991, in a new edition, came into force. Funding for the police began to come from the Federal, Regional and local budgets. Art. 36 of the Federal Law “On the Police”, which determines the procedure for material and technical support, did not establish a ban on the possibility of concluding agreements for free use with commercial organizations.
3) In the period from 2005 to 2009, the selection of premises for rent is carried out by the State Traffic Safety Inspectorate without presenting uniform requirements. Considering the lack of legal regulation in the Ministry of Internal Affairs of the procedure for selecting organizations that provide premises for rent on a free basis in order to comply with the requirements of the Federal Law of July 26, 2006 No. 135 Federal Law “On the Protection of Competition”, by order of the Central Internal Affairs Directorate of July 31, 2009 No. 1262, a qualification selection commission was created enterprises, the Regulations were approved.
Later, on the basis of the reform of the Ministry of Internal Affairs of 2011 and the renaming of the police into the police, by order of the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and Leningrad Region on October 17, 2013 No. 700, the Regulations and composition of the commission in the new edition were approved.
Another 2 (two) years later, on September 2, 2015, order No. 497 was signed, according to which the previous order No. 700 dated October 17, 2013 was declared invalid, and new regulations and composition were approved.
The issuance of a new order is due to the fact that the commission is entrusted with additional functions related to control over the circulation of weapons.
Subsequently, order No. 497 was also canceled due to the fact that in 2020, order No. 304 dated 06/01/2020 was issued by the new head of the State Administration for St. Petersburg, which is still in effect. A new regulation was also approved and a new composition of the commission was announced.
But there is a significant difference - the investigator does not recognize this order as criminal, but the composition of the commission as criminals, just like order No. 1262 of 2009.
So, in accordance with Order No. 1262 of 2009, several years before Umnov’s appointment, a selection of enterprises was carried out that provided space for rent. This was the only selection until now, that is, until 2023, the commission did not select anyone else.
Information about the selection announcement was published in accordance with the St. Petersburg government decree of December 30, 2003, No. 173 in the newspaper “St. Petersburg Diary” dated September 17, 2009, No. 31 (242). Based on the results of the competition, free use agreements were concluded with the winners.

The legality of the decision taken by the Main Directorate of the Ministry of Internal Affairs to conclude agreements for gratuitous use is confirmed by letters of the DPD of the Ministry of Internal Affairs dated November 10, 2011 No. 25/7108 and the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation dated December 13, 2011 No. 13/5-7499, according to which there is no prohibition on concluding agreements.
In addition, the general directors with whom gratuitous rental agreements were concluded indicated that, based on letters from the Foundation, they transferred funds to the Foundation as Donations.
There was no pressure from the police and this was not a condition for concluding agreements with the Main Directorate of the Ministry of Internal Affairs.
The check was completed, the materials were sent to the archive. Actions of officials from 1999 to 2019, i.e. have been legal for 20 years. The time has come for the new leadership of the State Administration to begin the creative activities of the unit entrusted to them in the name of the residents of St. Petersburg and Leningrad Region.
But no, we are mistaken - creation is the most difficult path and you won’t see the result right away. They are initiating a new check, concentrating on this large forces of the Main Directorate of Security of the Ministry of Internal Affairs and the State Administration for St. Petersburg.
And finally, on June 20, 2020, they pushed through the RF Investigative Committee to initiate a criminal case under Part 1 of Art. 285 of the Criminal Code of the Russian Federation (abuse). The case was initiated illegally, because All statutes of limitations have already expired. The case was initiated against an indefinite number of persons, which is also illegal in terms of official composition. But the fact of excitement made it possible to put enormous pressure on witnesses, to conduct searches, and much more.
What catches your eye?!
In the materials of the audit and the criminal case until 2022, the name Umnov is not mentioned anywhere. The name is not in the report on the discovery of signs of a crime, nor in the explanations in the interrogations of witnesses.
And suddenly, on December 27, 2021, the Russian Investigative Committee withdraws the criminal case from St. Petersburg to the central office, to Moscow.
What could have been the impetus for this, what extraordinary happened before the New Year and the long weekend?!
And the following happened!
On November 18, 2021, at the board of the Ministry of Internal Affairs, throughout Russia, claims were made against the activities of Plugin, the State Administration for St. Petersburg and Leningrad Region, his leadership and his team. The reason was a multiple increase in requests from the Office of Economic Security to legal entities in St. Petersburg and Leningrad Region - i.e. taxpayers.
Popularly, such requests are called “chain letters” (For reference, why?) Because in order not to be subject to verification, the enterprise must pay off the initiator of the letter).
The flow of “chain letters” demanding to provide documents on financial and economic activities has increased many times over the past year, 17 times, and the effectiveness of identifying tax crimes, on the contrary, has sharply decreased.
On December 6, 2021, a whole team of inspectors was sent from the Ministry of Internal Affairs to St. Petersburg.
The result of this sudden inspection was the dismissal of the head of the Economic Security Department and the PC, his two deputies, the heads of tax departments, the head of the CSS and many others.
In general, the blow was dealt by the Ministry of Finance of the “nomadic tribe”.
After such organizational conclusions, many in St. Petersburg thought that LAW was returning to the city.
But apparently financial interests were affected not only in the State Administration of St. Petersburg. The main beneficiaries were hiding behind a screen and not in St. Petersburg.

From that moment on, the name Umnov, as a possible culprit in the defeat of Sprut at the State Administration of St. Petersburg, began to be artificially inserted into the criminal scheme invented by the GUSB and the Investigative Committee.

The charges brought are absurd and not based on any objective evidence. It’s hard to even call it fiction. This is a chaotic pile of unfounded claims that lack logic, cause-and-effect relationships between events, and even common sense.
This is not an accusation - this is a “Presentation” and if we draw a line under today’s speech and briefly answer the question - why Umnov and his colleagues were arrested, then the answer is also in the case materials.
For the fact that during his leadership from 2012 to 2019, the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and Leningrad Region accepted donations from the Foundation and directed them to the construction of new police buildings, renovation of old ones, purchase of vehicles, office equipment, furniture, provision of international meetings, support of families dead and wounded, veterans. This activity, in the context of a shortage of government funding, significantly reduced the burden on the Federal budget, ensured decent conditions of service for personnel and, as a result, improved its quality.
By the way, funding at that time from the federal budget ranged from 30 to 50%.

“Implementing his plan, Umnov signed order No. 700 in 2013, and then No. 497 in 2015 on the creation of a commission. The commission held a meeting and decided to extend the lease agreements. Landlords donated money to the Fund in favor of the Main Directorate of the Ministry of Internal Affairs for the renewal of lease agreements.”
“The money was spent in accordance with the statutory goals of the Foundation, as well as for the purchase of premium cars for the State Enterprise, cosmetic repairs of office premises, organizing holidays with meals with delicacies for employees and for obtaining benefits and advantages for themselves.”
