Стоит отметить, что в УЭБ и ПК ГУ МВД России по Ставропольскому краю все прекращенные материалы предварительной оперативной проверки списываются (приобщаются) в номенклатурное дело. В соответствии с приказом МВД «Об утверждении Перечня документов, образующихся в деятельности органов внутренних дел Российской Федерации, с указанием сроков хранения» № 655 от 30.12.2012 года срок хранения номенклатурных дел после их прекращения 5 лет и ранее данного срока дела и их отдельные тома уничтожению не подлежат. Соответственно на лицо превышение должностных полномочий и грубейшее нарушение режима секретности начальником УЭБ и ПК ГУ МВД России по Ставропольскому краю полковником полиции Дубривным Ф.А, но лучше нарушение режима секретности, чем скамья подсудимых.

Удачные продажи материалов в 2020 году позволили Дубривному Ф.А. в начале 2021 года приобрести своей супруге Дубривной Ю.А. 1983 г.р. Сотрудникам УСБ и ФСБ стоило бы проверить характер взаимоотношении данных персонажей.

Отдельно стоит отметить, что Дубривный Ф.А. на протяжении длительного времени пользуется поддержкой в руководстве ГУЭБ и ПК . Данная поддержка связана с тем, что в течение нескольких лет УЭБ и ПК ГУ МВД России по Ставропольскому краю не опускается ниже пятого места в рейтинге по выявленным преступлениям. Выше только Москва, Московская область, Краснодарский край и Ленинградская область, но никто не задается вопросом каким образом Ставропольский край с его населением в 2 792 776 и ущербной экономикой, в сравнении с вышеуказанными монстрами, соперничает в выявлении преступлений, наверно во всем виноват гений Дубривного Ф.А., но не только. Так же все происходит с точностью наоборот, при продаже материалов, когда нужно не видеть очевидные факты. Попова Т.В более 10 лет возглавляет данный отдел, что позволяет ей владеть несколькими квартирами в г. Ставрополе.

Наведет ли порядок в УЭБ и ПК новый начальник ГУ МВД России по Ставропольскому краю Мишагин А.В. остается открытым, но ему нужно помнить об участи предыдущего начальника Щеткина С.М., который погорел на «золотых унитазах» своего подчиненного начальника УГИБДД по Ставропольскому краю Сафонова А.Н, в свою очередь Дубривный Ф.А. является ценителем антиквариата, может где-то в подвалах лежат картины Врубеля или Леонардо да Винчи.
