"VChK OGPU" and Rucriminal.info, continues to acquaint its readers with its leader M.V. Korobkin.
One of the main and significant figures on the chessboard of Ingushetia, and indeed in this whole corruption scheme, is undoubtedly the Minister of Internal Affairs for the Republic of Ingushetia, Police Lieutenant General Korobkin Mikhail Vladimirovich. At one time, thanks to the patronage and patronage of one of the Deputy Ministers of the Interior of Russia, Police Colonel-General Mikhail Georgievich Vanichkin, he quickly rose up the career ladder.
Korobkin was able to bring the prosecutor of the Republic Vasilchenko A.V. closer to him. who was a prosecutor in the Republic even before the arrival of Korobkin and the head of the ICR Konovod.
All employees of the prosecutor's office are well aware that in relation to Korobkin himself, as well as his close circle, decisions are made directly by Vasilchenko himself, and that there is an unspoken order from the prosecutor not to conduct inspections without his knowledge.
Moreover, this is probably the only precedent in the practice of the Prosecutor's Office and the Investigative Committee in Russia, when the head of the Ministry of Internal Affairs of the subject has a direct influence on the above leaders. At the request of Korobkin, all complaints against Korobkin and his entourage go down in the prosecutor's office, all types of ongoing checks are stopped, materials are lost, and the investigative committee does not allow materials to be processed in relation to officials of the Ministry of Internal Affairs close to Korobkin, statements sent to the Investigative Committee of the Investigative Committee of the Russian Federation for RI for consideration in accordance with the procedure 144-145 of the Criminal Procedure Code of the Russian Federation, which contain signs of a crime of lawlessness on the part of the main "ment" and his subordinates, without any checks in violation of the Federal Law - 59 of 06/02/2006, are sent back to the Ministry of Internal Affairs for consideration, criminal cases either excited or extinguished illegally and by "order".
A vivid example of this is the “Ovsyannikov case” of the former deputy head of the UEBiPK of the republican Ministry of Internal Affairs. Dmitry Alekseevich Ovsyannikov, while serving as deputy chief, having received operational information on the line of corruption and embezzlement of budget funds, began to conduct an audit as part of the verification material, later the verification turned into development in relation to a very influential person in the Republic, tremendous work was done to documenting the criminal activity of the person involved, operational cases were opened, a wide range of ORM was carried out with the involvement of forces and means. And when it came to implementation like a bolt from the blue, a command came from above to stop the development, forget about this topic. Oddly enough, even the intervention of the local UFSB did not help. However, Ovsyannikov D.A., turned out to be not timid and, in spite of everything, continued the development, putting the curators from the GUEBiPK of the Ministry of Internal Affairs of Russia up to date. Korobkin, having learned that his instructions are being ignored, and development continues, begins to drown Ovsyannikov, conducting one after another official checks on far-fetched grounds. In the end, at the direction of Korobkin, the ORCh SB, together with the ILS of the Ministry of Internal Affairs for the Republic of Ingushetia, fabricate material in relation to Ovsyannikov D.A. allegedly on the fact that the latter received a bribe on an especially large scale. The material is accordingly sent to the Investigative Committee of the Republic of Ingushetia and is taken under personal control by the head of the TFR, Konovod.
A criminal case is immediately initiated, within the framework of the initiated criminal case, Ovsyannikov D.A. is removed from his post, the contract is terminated ahead of schedule, Ovsyannikov is seconded to his previous place of service in Moscow. But even here, Ovsyannikov’s misadventures do not stop, so at the direction of Korobkin, henchmen from the ORCH SB of the Ministry of Internal Affairs of Ingushetia, headed by Kumykov and Petrikov, send a magic letter “about the inexpediency of considering Ovsyannikov’s candidacy for this or that position.” Sending after "letters of happiness" to your opponents is Korobkin's signature number.
As a result, the appointment of Ovsyanikov is hampered by the Main Directorate of the Security Service of the Ministry of Internal Affairs of Russia.
Realizing that this is a targeted persecution on the part of Korobkin, Ovsyanikov, with a statement and written evidence of his innocence, turns to the Prosecutor General's Office of the Russian Federation.
The result is the following picture. At the request of Ovsyannikov, the General Prosecutor's Office of the Russian Federation is conducting an audit on this fact, at the direction of Krasnov, the criminal case is withdrawn from the proceedings of the Investigative Committee of the Investigative Committee of the Republic of Ingushetia to the central office of the Investigative Committee of Russia, the Prosecutor's Office of the Republic of Ingushetia is instructed to additionally verify the facts and arguments set forth by Ovsyannikov in the appeal. Prosecutor Vasilchenko conducts his internal secret investigation, realizing that the case was fabricated, after listening, but not agreeing with the opinion of Korobkin and Konovod, cancels the decision to initiate a criminal case as illegally initiated. Checkmate.
Everything about this story is great! And now everyone is happy. Prosecutor's office. The case was dismissed as unlawfully initiated. Prokurop Vasilchenko rejoices because he slipped between two ....! Ovsyannikov is rehabilitated. However, most of all in this story, the head of the ICR Konovod and his subordinates, the head of the 1st department for internal affairs and the investigator who dealt with this criminal case, were unlucky.
The Investigative Committee of Russia initiates an internal audit against officials of the Investigative Committee of the Republic of Ingushetia for abuse of power. As a result of the inspection, by the grace of Korobkin, the head of the Investigative Committee of the RF Investigative Committee for the Republic of Ingushetia Konovod receives a disciplinary sanction in the form of “incomplete service compliance”, for which we congratulate him. The head of the department in the proceedings, which was the above criminal case, respectively, "severe reprimand", and the investigator is demoted.
This is the only case in the Republic of Ingushetia over the past 3 years when the Prosecutor's Office of the Republic did not follow the lead of the "orange general" and brought the matter to its logical end.
We hope that this trend will continue in the future.
Believing in his impunity, Korobkin began to create his own "clan" and build a "hierarchy in the Ministry of Internal Affairs." At first, Korobkin's manager was in charge of Oleg Rednikov, the chief of staff of the Ministry of Internal Affairs, who was later dismissed in disgrace from the authorities for drunkenness, after which his place was taken by Korobkin's fellow countryman, head of the URLS of the Ministry of Internal Affairs Gudkov V.G., "500th".
Also in the inner circle are the deputy head of the ORC of the Ministry of Internal Affairs of Ingushetia Yermochenko Pavel Andreeevich, a former employee of the UEBiPK GUMVD in the Stavropol Territory.
There is another figure in this chain - this is an employee of the UNK Ministry of Internal Affairs for the Republic of Ingushetia Serova Olga Pavlovna, but also, like all other "family members", she receives wages not according to official regulations, but by personal business qualities, the personal adjutant of His Excellency the Deputy Minister - Chief of Police Nefedov Vladimir Ilyich call sign "Lenin" "Ulyanov".
And finally, having created a “clan”, placing the necessary pieces on a chessboard, the “inquisitor”, which Korobkin imagined himself to be, with his “holy flock”, begin a policy of cleansing from objectionable people. A participant in this project is the head of the Ministry of Internal Affairs of the Russian Federation "Sunzhensky" Tsechoev Nokhi Agaevich.
And when the “bonfire of the Inquisition” flared up in the Ministry of Internal Affairs of Ingushetia under the pretext of “witch hunting”, the eradication of evil in the face of local and non-local employees, persecution begins for absolutely far-fetched reasons, they begin to dismiss employees from among senior officers who have some experience in one or another other sphere, respect and authority, both among employees and among the population.
At the same time, it should be noted that, not wanting to participate in this “crusade”, a number of employees from among the “contract workers” who were respected among local employees left their positions, this is the deputy chief of police for operational work, an experienced operative Borotov Alisher Nomozovich, Deputy Minister Muravyov Yuri Alexandrovich, head of the ECC Kovalenko Svyatoslav Vladimirovich, head of the ODIR Evgeny Anatolyevich Isachenkov and a number of other worthy officers.
The personnel policy pursued by Korobkin and Co in the Ministry of Internal Affairs of Ingushetia “to exorcise demons” has borne fruit, as a result, the shortage of the Ministry of Internal Affairs is 25-30%, what achievements can we even talk about if in such units as the ORC SB, CID, UEBiPK, Inquiry shortage ranges from 25-35% and this is not because there are no suitable candidates, the only question is the price for a particular position.
Over the past three years, that Korobkin at the helm of the local Ministry of Internal Affairs, more than three heads of the UEBiPK have been replaced, and this despite the fact that this position is a contract, i.e. This position is filled by people who come from other regions under a contract close to Korobkin at his personal request, and not employees from among the locals. However, after working for a short time, realizing what Korobkin requires of them, after weighing all the pros and cons, they also quickly return back.
At one time, not wanting to cover up economic and corruption crimes, the following leaders left their positions:
Police Colonel Dmitry Alexandrovich Reva, Police Colonel Oleg Vladimirovich Petrunin, Police Lieutenant Colonel Dmitry Alekseevich Ovsyanikov. At the moment, General Korobkin is lobbying Moscow for the interests of a certain Yevgeny Alexandrovich Nikulnikov for approval in the position, well, let's see how this character will show himself.
About the UEBiPK of the Ministry of Internal Affairs for the Republic of Ingushetia, this is a separate topic, about which one can talk endlessly. Here is just one of a number of publications about the work of the republican UEBiPK in Internet resources. Well, let's leave it here..
Not the last role in this legalized lawlessness is played by the head of the head office of the North Caucasus Federal District, Colonel-General of Police Sergey Bachurin, who is aware of everything that is happening in the Ministry of Internal Affairs in the Republic of Ingushetia, but indulges Korobkin with all his appearance and behavior. Perhaps this is Bachurin's revenge on the Ingush law enforcement officers for refusing to carry out his criminal order in dispersing a sanctioned rally in the city of Magas in 2018. When the Ingush policemen formed a living wall between the proteststuyuschimi and security officials from other regions marching on the assault.
After our revealing publications about the corruption component in the Ministry of Internal Affairs for the Republic of Ingushetia, it became extremely unsettled there, as according to the employees, “the nuts were tightened to the limit.”
So, at the direction of Korobkin, in order to expose and identify persons among employees leaking information and information about what is happening within the walls of the Ministry of Internal Affairs into the network, in the building of the Ministry of Internal Affairs, in addition to the existing hundreds of cameras, they installed additional dozens of outdoor surveillance cameras with the function of recording and reproducing sound, also in pursuance of the order "orange" and the so-called observance of the "secrecy regime" in the corridors, metal boxes were installed for storing smartphones with support for photo and video recording, as well as Internet access. Now, under the fear of “withdrawal of access to information constituting a state secret” and subsequent dismissal from the internal affairs bodies, employees of the department are strictly forbidden to use smartphones within the walls of the Ministry of Internal Affairs, they are only allowed to use push-buttons, the so-called “wooden telephones” or “bricks”. Korobkin entrusted control over the execution of this instruction to his fellow countryman from Mordovia, the head of the ODIR Magdeev.
Things have come to the point that some offices and office premises of potential "heretics" are being equipped with eavesdropping "bugs" by the BSTM forces, and there is also an instruction not to gather more than two in the corridors.
In previous publications, the Cheka-OGPU spoke about the close friendship of General Korobkin with the Deputy Minister of Russia, Lieutenant General of Police Kubyshko, this information is confirmed by a former employee of the URLS of the Ministry of Internal Affairs in the Republic of Ingushetia, and now an employee of the DGSK of the Ministry of Internal Affairs of Russia by the name of Obrochny.
In at least one of the telephone conversations with former colleagues from Ingushetia, in particular with the deputy head of the URLS, Igonin, he explained that all statements and complaints from employees regarding the Ministry of Internal Affairs of Ingushetia are written off to him, and he writes them off at the direction of Kubyshko in the "long box". How else to explain the illegal dismissals of employees of the Ministry of Internal Affairs in the Republic of Ingushetia, namely the head of the Thunder, police colonel Ryzhikov O.A. head of the operational department, police colonel Belkharoev B.Kh. Deputy Head of the URLS of the Ministry of Internal Affairs for the Republic of Ingushetia, Colonel of the Internal Service Sampiev A.A. the head of the Dzheyrakhsky police department, Lieutenant Colonel of Police Katiev R.A., because all checks on the above employees were carried out by the DGSK of the Ministry of Internal Affairs of Russia and this against the background of 40% of the incompleteness of the Ministry of Internal Affairs of Russia, as Kolokoltsev said at his last speech.
Where are the courts, you ask? How was Korobkin able to negotiate with them and establish close cooperation with them??? Everything turns out to be much easier than everyone thinks. Almost the entire judicial corps of Ingushetia, including the chairman of the Supreme Court and the well-known Magas District Court, has relatives in the Ministry of Internal Affairs, and Korobkin employs such relatives for free, and accordingly requires feedback at the right time. In particular, numerous nephews of the Chairman of the Supreme Court of Ingushetia Fargiyev work in the Ministry of Internal Affairs of the Republic of Ingushetia.
Therefore, Korobkin, without embarrassment and remorse, dismisses objectionable employees, without looking back at the courts, knowing that the courts will support him. It got to the point that some judges are openly bargaining with Korobkin, making this or that decision in favor of the defendant, and the defendant is always the Ministry of Internal Affairs for the Republic of Ingushetia. Where the issue of making a decision is fundamentally Korobkin himself personally comes to the chairman of the court. So it turns out, losing the courts of first instance and second instance, the plaintiffs win them in the courts of cassation of general jurisdiction and other instances where Korobkin's connections, ears and tongue do not reach, there are many examples of this.
