Anapa developer is asked to check for inciting ethnic hatred




Law enforcement structures of the Krasnodar Territory and the Kuban prosecutor's office were asked to check the statements of the developer from Anapa Artem Ochkas for inciting ethnic hatred. Such a call in his film-investigation was published by journalist Yevgeny Mikhailov.



In his opinion, the developer may be involved in attempts to stir up large-scale social unrest and interethnic conflict on the basis of rejection of the new urban development plan of the resort city.

As the journalist notes, the new urban planning document may prevent Ochkas from implementing his construction projects, and may also contribute to the liquidation of illegally built objects affiliated with his business.

Mikhailov suggests that Ochkas may have a connection with the extremist organization Trade Union of Citizens of the USSR banned in Russia, which is the main initiator of actions against the new urban development plan of Anapa. The journalist sees an indirect confirmation of this in the participation in the actions of a member of the Ochkas team and the leader of the primary organization of the Anapa City Council of Veterans, Yuri Koval.



Also in his film, the journalist publishes a video in which the developer calls for violent actions against the Armenian population of the resort, since, according to Ochkas, they "climb into the general plan of the city."

Mikhailov believes that the developer avoids responsibility for his actions thanks to connections in the resort's judicial system, in particular with the chairman of the Anapa District Court, Ilya Dolina. In addition, as noted in the film, Artem Ochkas claims patronage from the Hero of the Russian Federation, State Duma deputy Vladimir Shamanov.

“I ask you to consider this story a direct appeal to the law enforcement agencies of the Krasnodar Territory and the Kuban Prosecutor’s Office, since he sees in the activities of Artem Ochkas a violation of at least several articles of the Criminal Code of the Russian Federation and, most importantly, this is an open call for violence against representatives of the Armenian nationality,” he says in his film by Evgeny Mikhailov.

Анапского застройщика просят проверить на предмет разжигания межнациональной розни



Правоохранительные структуры Краснодарского края и прокуратуру Кубани попросили проверить высказывания застройщика из Анапы Артема Очкаса на предмет разжигания межнациональной розни. Такой призыв в своем фильме-расследовании опубликовал журналист Евгений Михайлов.

По его мнению, застройщик может быть причастен к попыткам раскачать масштабные социальные волнения и межнациональный конфликт на почве неприятия нового градостроительного плана города-курорта.

Как отмечает журналист, новый градостроительный документ может помешать Очкасу в реализации его строительных проектов, а также, возможно, поспособствует ликвидации аффилированных с его бизнесом незаконно построенных объектов.

Михайлов предполагает, что Очкас может иметь связь с запрещенной в России экстремистской организацией «Профсоюз граждан СССР», которая выступает основным инициатором акций против нового градостроительного плана Анапы. Косвенное подтверждение этому журналист усматривает в участии в акциях члена команды Очкаса и лидера первичной организации Анапского городского совета ветеранов Юрия Коваля.



Также в своем фильме журналист публикует видео, на которых застройщик призывает к насильственным действиям в отношении армянского населения курорта, поскольку те, по мнению Очкаса, «лезут в генеральный план города».

Михайлов считает, что ответственности за свои действия застройщик избегает благодаря связям в судебной системе курорта, в частности с председателем Анапского районного суда Ильей Долиной. Помимо этого, как отмечается в фильме, Артем Очкас заявляет о покровительстве со стороны Героя РФ, депутата Госдумы Владимира Шаманова.

«Прошу считать этот сюжет прямым обращением в правоохранительные структуры Краснодарского края и в прокуратуру Кубани, так как усматривает в деятельности Артема Очкаса нарушение как минимум нескольких статей УК РФ и главное – это открытой призыв к насилию в отношении представителей армянской национальности», - заявляет в своем фильме Евгений Михайлов.

Drug addiction of the St. Petersburg police

So, on the night of November 16-17, 2017, in the hotel-hostel next to the former 57 police department of the Russian Ministry of Internal Affairs for the Vyborgsky district of St. Petersburg, located at 12 on Kultury Avenue, the hotel administration found the body of the head of the department in the fight against drug trafficking Kutuzov S. with signs of an "overdose" (in the annals of history, the conclusion on the autopsy of the deceased, with the results of the research, should have been preserved).

From the side of the CSS of the Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg at that time, the Vyborgsky District was supervised by Mr. Vladimirov, but more on that later.

Since it was no secret to anyone that in this hotel, along with the late Kutuzov, Mr. Romanov Roman Sergeevich often liked to retire (that day was no exception), at that time the acting head of the 57 police department of the Russian Ministry of Internal Affairs for the Vyborgsky district of St. Petersburg, then the next day he was sent for testing for the content of prohibited substances in the urine to the polyclinic of the Ministry of Internal Affairs on Bolshaya Morskaya St. in St. Petersburg and, oddly enough, the test turned out to be positive, which was recorded in the corresponding journal.

Information about this incident, as expected, the employees of the polyclinic were sent to the personnel apparatus of the Russian Ministry of Internal Affairs for the Vyborgsky district of St. Petersburg, which at that time was headed by Lieutenant Colonel of the internal service Oleg Chalanov.

Since all this obscurantism both happened and was “hushed up” under the strict guidance of the head of the Russian Ministry of Internal Affairs for the Vyborgsky district of St. Petersburg, Avtomonov Sergey Viktorovich, who does not leave “his own”, and Chalanov was always at hand and was ready every day even into the fire , even in the water, just to please his overlord; naturally, this message "dissolved" in the safe of the head of the personnel department (after all, according to representatives of the security services, the use of prohibited substances is only "administrative", and the deadlines for bringing it to it have expired).

At the same time, Chalanov himself was certainly in solidarity with Romanov R.S. in the part that he did not find anything reprehensible in using something from the forbidden both during working and non-working hours, since he himself loved and practiced driving company cars in a state of intoxication (while on vacation, for example), for which he paid in September 2018, despite all the efforts of his immediate supervisor, to save him from an inevitable fate (after all, then a whole special operation was organized to evacuate Chalanov from the scene of an accident in an ambulance, from which he simply escaped when he drove away from the scene) .

Today, Mr. Romanov carelessly heads the 36th police department of the Russian Ministry of Internal Affairs for the Vyborgsky district of St. Petersburg, where he sleeps with subordinates who are expecting children from him; and dreams of the post of chief of police of the Ministry of Internal Affairs of Russia for the Vyborgsky district of St. Petersburg and will definitely receive it, since Avtomonov S.V. and the word "their" does not throw into the wind.



As well as he does not leave the employees of the Ministry of Internal Affairs entrusted to him, who with regular frequency get into the chronicles of incidents as perpetrators of certain crimes (of course, not without the participation of “his” curator of the Internal Security Directorate of the Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg).

Even publications in the media about the “exploits” of his subordinate heroes cannot in any way induce him to make his “real masculine decision” (the curator of the CSS of the Main Directorate of the Ministry of Internal Affairs of Russia for St. he liked to express himself for quite a long time at office meetings, inciting his subordinates to commit suicide and certainly creating the necessary conditions for this in the conditions of service, until this information was published when covering the conflict between Kokonina, now the head of the police of the Kalininsky district of St. the leader at that time in the Vyborgsky district, the chief of police Mishenin, and then everything went without broken hands, criminal cases and dismissals, although in that whole story it was the outstretched middle finger of the hand, turned towards the head, with his denunciation of the status representative of non-traditional male orientation.

None of the above events in all the past time, was not interested in no less status representatives of the glorious CSS service of the Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg, and the direct supervisors of the above persons continue to overcome all the hardships of their extremely difficult service, without incurring any punishment for this; so close to the next increase.

But in the case of the dismissal of the head of the Russian Ministry of Internal Affairs for the Primorsky district of St. Petersburg, just one "letter of happiness" was enough.

Наркоувлечения питерской полиции

Один сотрудник умер от передоза. Другой выжил и пошел вверх.

Ни для кого не секрет, что город на Неве является одним из логистических центров как производства, так и транзита запрещённых к свободному гражданскому обороту веществ.

Как и во всей системе органов внутренних дел, в Санкт-Петербурге существуют профильные отделы по борьбе с этой напастью.

Однако, на карте Санкт-Петербурга до сих пор существуют по-настоящему «заповедные» места, где те кто должен по долгу своей службы бороться с преступностью и пресекать любое проявление распространения запрещённых веществ, сами становятся участниками «пищевой цепи», да ещё и умудряются продвигаться по службе, занимая руководящие посты и продвигать таких же как они. Так, в ночь с 16 на 17 ноября 2017 года, в гостинице-хостеле рядом с бывшим 57 отделом полиции УМВД России по Выборгскому району г. Санкт-Петербурга, расположенного в д. 12 по пр. Культуры, администрацией гостиницы было найдено тело начальника отдела по борьбе с незаконным оборотом наркотиков Кутузова С. с признаками «передоза» (в анналах истории должно было сохранится заключение о вскрытии покойного, с результатами исследований).

Со стороны УСБ ГУ МВД России по г.Санкт-Петербургу на тот момент, Выборгский район курировал господин Владимиров, но об этом чуть позже.

Поскольку ни для кого не было секретом, что в данной гостинице вместе с ныне покойным Кутузовым часто любил уединяться и господин Романов Роман Сергеевич (тот день не стал исключением), на тот момент исполняющий обязанности начальника 57 отдела полиции УМВД России по Выборгскому району г.Санкт-Петербурга, то его на следующий день направили на сдачу анализов на содержание запрещённых веществ в моче в поликлинику МВД на ул.Б.Морская в г.Санкт-Петербурге и как ни странно- тест оказался положительным, о чем осталась запись в соответствующем журнале.

Сведения о данном происшествии, как и положено, сотрудниками поликлиники были направлены в кадровый аппарат УМВД России по Выборгскому району г.Санкт-Петербурга, который на тот момент возглавлял подполковник внутренней службы Чаланов Олег.

Поскольку все это мракобесие как происходило, так и «заминалось» под чутким руководством начальника УМВД России по Выборгскому району г.Санкт-Петербурга Автомонова Сергея Викторовича, который «своих» не бросает, а Чаланов был всегда под рукой и ежедневно был готов хоть в огонь, хоть в воду- лишь бы угодить своему сюзерену; естественно данное сообщение «растворилось» в сейфе руководителя кадрового подразделения (ведь по мнению представителей служб безопасности, употребление запрещённых веществ- это лишь «административка», да и сроки привлечения к ней вышли).



При этом, сам Чаланов безусловно был солидарен с Романовым Р.С. в той части, что не находил ничего предосудительного в том, чтобы что-то употреблять из запрещённого как в рабочее, так и нерабочее время, поскольку сам любил и практиковал вождение служебных автомобилей в состоянии опьянения (будучи в отпуске например), за что и поплатился в сентябре 2018 года, несмотря на все усилия его непосредственного руководителя- его спасти от неминуемой участи (ведь тогда была организована целая спец.операция по эвакуации Чаланова с места ДТП на карете скорой помощи, из которой он попросту сбежал, когда отъехал от места происшествия).

Сегодня, господин Романов беззаботно возглавляет 36 отдел полиции УМВД России по Выборгскому району г.Санкт-Петербурга, в котором как спит с подчинёнными, которые в ожидании от него детей; так и грезит должностью начальника полиции УМВД России по Выборгскому району г.Санкт-Петербурга и обязательно ее получит, поскольку Автомонов С.В. и слова «свои» на ветер не бросает.

Равно как и не бросает сотрудников вверенного ему УМВД, которые с регулярной периодичностью попадают в хроники происшествий в качестве исполнителей тех или иных преступлений (конечно же не без участия также «своего» куратора УСБ ГУ МВД России по г.Санкт-Петербургу).

Даже публикации в СМИ о «подвигах» его героев-подчинённых , никак не сподвигнуть принять его «настоящее мужское решение» (куратор УСБ ГУ МВД России по г.Санкт-Петербургу и здесь поработал на славу- уголовного дела так и не возбудили)- как он любил выражаться достаточно длительное время на служебных совещаниях, склоняя своих подчинённых к суициду и безусловно создавая необходимые условия для этого в условиях службы, пока эта информация не была опубликована при освещении конфликта ныне начальника полиции Калининского района г.Санкт-Петербурга Кокониной, со своим непосредственным руководителем на тот момент в Выборгском районе- начальником полиции Мишениным, а ведь тогда все обошлось без сломанных рук, уголовных дел и увольнений, хотя во всей той истории ключевую роль сыграл именно вытянутый средний палец руки, обращённый в сторону руководителя, с обличением его в статус представителя нетрадиционной мужской ориентации.

Ни одно из вышеперечисленных событий за все прошедшее время, ни разу не заинтересовало не менее статусных представителей славной службы УСБ ГУ МВД России по г.Санкт-Петербургу, а непосредственные руководители вышеперечисленных лиц, так и продолжают преодолевать все тяготы своей крайне непростой службы-не понеся за это никакого наказания; так недалеко и до очередного повышения.

А ведь в случае с увольнением начальника УМВД России по Приморскому району г.Санкт-Петербурга, достаточно было всего одного «письма счастья».

P.S. Как оказалось господин Романов имеет склонность не только к запрещённым веществам, но и к контролю за деятельностью приемки лома на Удельной, куда регулярно старается наведываться, но об этом позже.
