Их в Липецке называют Силикатными. 3,4 га бывшего песчаного карьера полвека заполнены водой из родников и реки Воронеж. Сдали это озеро в аренду на 25 лет за 2720 рублей и 8 копеек. Протоки, соединяющие озеро с соседними водоёмами, под водой закроют сеткой. Здесь станут разводить форель и другие ценные породы рыб. Идею предложил сам губернатор. Надо отметить, что озера находятся в черте Липецка. До центра езды 15 минут. Лес вокруг озера находится в ведомстве управления лесного хозяйства Липецкой области. На берегу арендованного водоёма ещё летом началась масштабная стройка. Здесь раньше находилась база Общества охотников и рыболовов Липецкой области. Но в 2023 году общественная организация простилась с этим имуществом. Сейчас здесь возводят коттеджи и благоустраивают берег. Городские власти в этом году уложили асфальт на дороге к озеру.

Номинальным арендатором водоёма стал Игорь Чуйков. Обращают на себя внимание его компаньоны. Одним из совладельцев ООО "РыбпромЛипецк" является Давид Григорян. В 90-е он заработал первичный капитал на дружбе с бандой "Липецкая братва". Группировка держала в страхе полумиллионный город. Но развалилась из-за внутренних междоусобиц и под ударами УБОП и ФСБ.



Другим учредителем "РыбпромЛипецк" значится Александр Григорьев - сын и наследник строительного магната Виктора Григорьева. Александр Викторович владеет 10 компаниями, которые в своих названиях используют бренд СУ-11. Одна из них, ООО СУ-11 "Липецкстрой-М", управляет главным отелем Липецка - "Меркури". Другая компания Григорьева уже два года пытается построить жилой комплекс в самом центре города - на границе парка Быханов сад и Евдокиевского кладбища. Жители соседних домов и краеведы - против. Их поддерживает парламентская оппозиция. Правительство области все это время пытается делать вид, что оно непричём.

Еще одним партнёром Чуйкова, Григоряна и Григорьева в "РыбпромЛипецк" является некая Лариса Полякова. Эта дама неизвестна в бизнес-кругах. Но числилась соучредителем ООО "ТД-Липецк". Фирма ликвидирована в 2014 году. Ее совладельцем и директором был Алексей Гуськов. Он известен строительством баскетбольного центра в Быхановом саду. Хозяин модного ресторана Sole, что напротив правительства области.



Здесь любит иногда посидеть губернатор. Алексей Гуськов настолько близок к Игорю Артамонову, что ради его затеи власти были готовы вырубить 45 из 90 га Нижнего парка. Со скандалами правительство области даже приняло новый Генплан Липецка с уполовиненной рекреационной зоной. Но излишнее внимание общественности к проекту Гуськова пока притормозило активность бизнесмена. Вместо фитнес-центра с бассейном он переключился на другие объекты. После переговоров Гуськов вернул в бюджет около 150 млн рублей и о претензиях к нему временно забыли. Появились обязательства перед липецким губернатором.

Итак, озеро арендовано за копейки не Чуйковым. В его фирме всего один работник и смешной оборот. Фактически озеро арендованно за копейки Гуськовым и его партнёрами - Григоряном и Григорьевым. Сейчас на берегу фирма Гуськова строит элитный комплекс. Гостиничный сервис и высокую кухню для гостей губернатора обеспечат компании компаньенов. The collapse of the energy sector in Dagestan was the result of corruption schemes introduced back in 2010 by the now convicted director of PJSC IDGC of the North Caucasus, Magomed Kaitov. Later the company was renamed Rosseti - North Caucasus, but the schemes he introduced are being implemented to this day, enriching new managers.

First scheme: twisting counters. When doing the rounds, inspectors suggest turning the counter “50 to 50.” To pay at the cash register, the minimum data is left on the meter display, and the controllers divide the rest in half with consumers. The majority of this revenue is collected monthly by the company's management at a set rate.

Second scheme: unauthorized connection. Homeowners' associations and management companies in new buildings, factories, cafes, supermarkets and mining farms are connected to the power supply without being entered into the consumer database. Employees of PJSC "RSK" control their consumption through unaccounted meters, collecting from them 50% of the cost of stolen energy.

The electricity stolen under these schemes is written off by accruing fictitious debts to non-existent consumers, who are added to the database instead of those who actually consume it. When security forces, after a shout from above, identify another chain of thefts, lower-ranking employees bear criminal responsibility.

Third scheme: “garbage subsidiaries and affiliates” (subsidiaries and dependent organizations) and their “satellites”. Fully controlling their work, the parent company PJSC RSK not only leased them Dagestan energy networks and even offices with furniture, but appoints controlled directors in them who are responsible before the law for corruption schemes.

“Waste SDCs” - JSC “Dagenergoset”, JSC “Dagestan Grid Company”, LLC “Yurenergokonsalt”, collecting payments from the population in favor of PJSC “Dagestan Energy Sales Company” (hereinafter PJSC “DESK”), transferred these funds to “satellites”, accumulating as well as its debts to PJSC DESK, and the debts of PJSC DESK itself to generating companies.

Through these same “satellites” - JSC Energocapitalgroup, LLC SK-Energosbyt, the management of PJSC RSK also made money by purchasing at a large discount from generating companies the right to claim accounts payable against PJSC DESK for the energy supplied to it , then successfully receiving payment of debts from her in full.

The described schemes steal not only more than 50% of the electricity supplied to Dagestan, but also payments from the population. As a result, PJSC DESK has debts to generating companies of 47 billion rubles, and PJSC RSK does not have the funds to fulfill the President’s instructions to improve energy supply in the republic.

Following the “garbage subsidiaries and affiliates” and “satellites” that go bankrupt as debts accumulate, bankruptcy awaits not only PJSC DESK, but also PJSC RSK itself, which is also turning into “garbage”. The value of its assets has fallen by 14.5 billion rubles since 2020, although in the same year in 2020 the company received 20.4 billion rubles from the state.

Опасаясь грядущего зимой энергетического коллапса, глава Дагестана Сергей Меликов, нарушив протокол на заседании Госсовета при президенте РФ, рассказал о ситуации Владимиру Путину. В условиях дефицита федерального бюджета и урезания незащищенных статей расходов первый вице-премьер РФ Александр Новак, а вслед за ним и министр энергетики Николай Шульгинов дали понять, что федеральных субсидий для ПАО «Россети - Северный Кавказ» (далее ПАО «РСК») не будет и компания должна сама изыскать финансирование.

Однако, узнав от дружащего с его сыном гендиректора ПАО «РСК» Романа Левченко, что своих средств для развития энергетики Дагестана у этой компании нет, Николай Шульгинов решил в своем выступлении заранее переложить ответственность за неизбежный энергетический коллапс на самого главу республики.

Развал энергетики Дагестана стал результатом коррупционных схем, внедренных еще в 2010 году ныне осужденным директором ПАО «МРСК Северного-Кавказа» Магомедом Каитовым. Позже компанию переименовали в «Россети – Северный Кавказ», но внедренные им схемы реализуются по сей день, обогащая уже новых руководителей.

Первая схема: перекрутка счетчиков. При обходе контролеры предлагают перекрутить счетчик «50 на 50». Для оплаты в кассу на табло счетчика оставляют минимальные данные, а остаток контролеры делят с потребителями пополам. Большую часть этой выручки по установленной ставке ежемесячно забирает руководство компании.

Вторая схема: несанкционированное подключение. ТСЖ и УК в новостройках, производства, кафе, супермаркеты и майнинговые фермы подключают к электроснабжению без занесения в базу потребителей. Работники ПАО «РСК» контролируют их потребление через неучтенные счетчики, собирая с них 50% от стоимости украденной энергии.

Разворованная по этим схемам электроэнергия списывается путем начисления фиктивных задолженностей на несуществующих потребителей, которых вносят в базу вместо тех, кто на самом деле ее потребляет. Когда силовики после окрика сверху выявляют очередную цепочку хищений, уголовную ответственность несут нижестоящие работники.

Третья схема: «мусорные ДЗО» (дочерние и зависимые организации) и их «сателлиты». Полностью контролируя их работу, материнская компания ПАО «РСК», не только передало им в аренду дагестанские энергосети и даже офисы с мебелью, но назначает в них подконтрольных директоров, отвечающих перед законом за коррупционные схемы.

«Мусорные ДЗО» - АО «Дагэнергосеть», АО «Дагестанская сетевая компания», ООО «Юрэнергоконсалт», собирая в пользу ПАО «Дагестанская энергосбытовая компания» (далее ПАО «ДЭСК») платежи с населения, перечисляли эти средства «сателлитам», накапливая так и свои долги перед ПАО «ДЭСК», и долги самой ПАО «ДЭСК» перед генерирующими компаниями.

Через эти же «сателлиты» - АО «Энергокапиталгрупп», ООО «СК-Энергосбыт», руководство ПАО «РСК» также зарабатывало на том, что с большой скидкой перекупало у генерирующих компаний право требования кредиторской задолженности к ПАО «ДЭСК» за поставленную ей энергию, успешно получая затем с нее оплату долгов в полном размере.

Описанными схемами похищаются не только более 50% от поступающей в Дагестан электроэнергии, но и платежи населения. В результате у ПАО «ДЭСК» долги перед генерирующими компаниями на 47 млрд рублей, а у ПАО «РСК» нет средств на выполнение поручения Президента по улучшению энергоснабжения в республике.

Вслед за «мусорными ДЗО» и «сателлитами», которые банкротят по мере накопления долгов, банкротство ждет уже не только ПАО «ДЭСК», но и само ПАО «РСК», также превращающееся в «мусорку». Стоимость его активов с 2020 года упала на 14,5 млрд рублей, хотя в том же в 2020 году компания получила от государства 20,4 млрд рублей.

К сожалению, энергетический коллапс в Дагестане не смогут предотвратить и «посадки». Слишком легко здесь воровать.

Having found out which apartment the boy’s family lived in, my wife and I went there, hoping to communicate with Yakub’s parents. Nobody opened the door for us.

After that we returned to the yard. At the playground, my daughter’s friend ran up to me and told me that older guys had come. They surrounded the defenseless daughter, pressed her against the fence, and began to threaten her. The little daughter was crying. Having pushed aside the hooligans and their leader, he gave her the opportunity to break out of the ring of an aggressive gang.

At that moment, the women standing nearby began to push me, while simultaneously shouting death threats at me. Despite the fact that I was outraged by this abuse, my wife and I decided to take our daughter home.

At 18:32 a call was received from an unknown number. An unknown female voice asked to come into the yard again to discuss the situation with the children. There was already a crowd of excited women standing there, who again began to threaten with violence. I didn’t answer, I sat down on the bench in front of the entrance. My wife came down to me. We began to wait for the aggressive crowd to disperse and for us to have a normal conversation with the boys’ mother.

At about 18:40 three more young men came up and started beating me. Everything was recorded on a street surveillance camera. At this time, both boys, being in perfect health, ran and incited those around them.

My wife called the police and an ambulance. The women made up a story on the spot that their children were allegedly injured, and begged the doctors to issue a false report about the children’s injuries. Blood was gushing out of my nose. The hospital diagnosed him with a broken nasal bone. In addition, I wrote a statement to law enforcement authorities regarding the fact of receiving bodily injuries.

Подростки сначала избили палками 9-летнею москвичку, а затем подъехавшая подмога сломала нос её отцу, который заступился за дочку. 23 сентября 2023 в 18:04 мне позвонила дочь, которая гуляла во дворе дома 34 по Мичуринскому проспекту. Она попросила срочно подойти, пояснив, что её и других девочек бьют палками по голове мальчишки. Спустившись из квартиры вниз, я увидел на детской площадке дочь с подружками, рядом с которыми стояли 4-5 тинейджеров с палками в руках.

На вопрос, кто бил мою дочь, все указали на мальчика по имени Якуб. Естественно, я отобрал у него палку, сломал и повёл к родителям. По дороге он вырвался, успев на «прощанье» покрыть трёхэтажным матом мою семью. Выяснив в которой квартире живет семья мальчика, мы с женой отправились туда, рассчитывая пообщаться с родителями Якуба. Дверь нам никто не открыл.

После этого мы вернулись во двор. У детской площадки ко мне подбежала подружка дочери, и рассказала, что пришли ребята постарше. Они окружили беззащитную дочь, прижали к забору, начали угрожать. Доченька рыдала. Растолкав хулиганов и их предводителя, дал ей возможность вырваться из кольца агрессивной банды.

В этот момент, стоявшие рядом женщины, начали толкать меня, одновременно крича угрозы расправы в мой адрес. Несмотря на то, что меня возмутила эта ругань, мы с женой решили увести дочку домой.

В 18:32 на телефон с неизвестного номера поступил звонок. Неизвестный женский голос попросил снова подойти во двор, чтобы обсудить ситуацию с детьми. Там уже стояла толпа возбуждённых женщин, которые опять начали угрожать расправой. Я не отвечал, сел на скамейку перед подъездом. Ко мне спустилась жена. Мы стали ждать, когда агрессивно настроенная публика разойдётся, и мы сможем нормально поговорить с мамой мальчиков.

Примерно в 18: 40 подошли ещё три молодых человека и начали избивать меня. Всё зафиксировано на камеру уличного наблюдения. В это время оба мальчика, находясь в полном здравии, бегали и подстрекали окружающих.

Моя жена вызвала полицию и скорую помощь. Женщины на ходу придумали историю, что якобы их детей покалечили, и упрашивали врачей выдать ложное заключение о наличии у детей травм. У меня же из носа хлестала кровь. В больнице диагностировали перелом костей носа. Кроме того, я написал заявление в правоохранительные органы по факту получения телесных повреждений.

Насколько я знаю, нападавшие сейчас пытаются повлиять на работу силовиков и выставить пострадавших злодеями, которые избили детей. Это уже не первый подобный случай в нашем дворе. К сожалению, безнаказанность порождает вседозволенность.​
