For the sake of the exchange fund, a spy was made from a bribe-giver



The Lefortovo court arrested on charges of espionage (Article 276 of the Criminal Code of the Russian Federation) the former chairman of the board of directors of the Medpolimerprom Group of Companies, US citizen Eugene (Evgeny) Spector. Previously, Spektor was found guilty of mediating the giving of a bribe on an especially large scale (part 3 of article 291.1 of the Criminal Code of the Russian Federation) to Anastasia Alekseeva, the former assistant to former Deputy Prime Minister Arkady Dvorkovich, for assisting in the promotion of drugs produced by companies involved in the case. The Ostankinsky District Court of Moscow sentenced Spektor to four years in prison in a strict regime colony. However, in the spring, as reported by the Cheka-OGPU, he was transferred from the colony to the Lefortovo pre-trial detention center. According to our sources, in this way Russia is increasing the "exchange fund". Not without reason, Spector is in Lefortovo next door to the American journalist Evan Gershkovich.



According to Rucriminal.info, the American Spektr, whom the FSB arrested today for espionage, was first convicted by the Ostankino court in June 2021. for mediating a bribe to the assistant of the then deputy chairman of the Dvorkovich Government, Anastasia Alekseeva. Then he was sentenced to 4 years in a strict regime colony with a fine in the amount of three times the amount of the bribe - 14,116,805 rubles 55 kopecks. But last year the verdict was overturned by cassation. And reviewed again. Now the Specter's sentence was reduced - 3.5 years in prison, but with the same fine. According to the verdict, he was even returned the seized money, including 1,500 Ukrainian hryvnias (the Moscow City Court later canceled the return of the money, but upheld the deadline).

As Rucriminal.info found out, the bribe was transferred from Promomed Rus LLC, which produced drugs for the treatment of obesity Reduxin (R) and Reduxin (R) Met. The composition of these drugs included a substance - sibutramine, it is included in the list of potent substances. The second active substance of the preparations was microcrystalline cellulose, therefore, Reduxins were not included in a special list and, unlike all other preparations of a similar purpose, remained on free sale, that is, they were dispensed without a prescription, which provided Promomed Rus with a monopoly position in the domestic market obesity drugs.

But the Ministry of Health began to prepare a new order, according to which Reduxins would also be included in a special list, and sales by prescription would hit Promomed Rus volumes hard. Thus, the idea arose to resolve the issue of non-inclusion of drugs in the List through the Government.

For this Alekseeva and her daughters, at her request, the bribe givers paid for the January and May holidays in 2016. In January, she was sent to Thailand in business class and checked into the BANYAN TREE PHUKET hotel, and in January in business class on the route Moscow - Paris - Punta Cana and back. In the Dominican Republic, she and her daughters were accommodated at The Reserve at Paradisus Palma Real.

Thanks to the developed position of the then Deputy Chairman of the Government Dvorkovich, the amendments to Order No. 183n prepared by the Ministry of Health of Russia were not agreed with the Federal Drug Control Service and the Ministry of Internal Affairs of Russia, which resulted in positive consequences for Promomed Rus LLC in the form of not including Reduxin (R) drugs and "Reduxin (R) Met" in the List.



Specter made a deal with prosecutors and testified extensively. But the short term appointed as a result did not save him from a new, more serious charge of espionage (up to twenty years in a colony).

Ради обменного фонда из взяткодателя сделали шпиона



Лефортовский суд арестовал по обвинению в шпионаже (статья 276 УК РФ) бывшего председателя совета директоров ГК «Медполимерпром», гражданина США Джина (Евгения) Спектора. Первым об этом сообщил телеграм-канал ВЧК-ОГПУ. Ранее Спектор был признан виновным в посредничестве при даче взятки в особо крупном размере (ч. 3 ст. 291.1 УК РФ) Анастасии Алексеевой, экс-помощнице бывшего вице-премьера Аркадия Дворковича, за содействие в продвижении производимых компаниями фигурантов дела препаратов. Останкинский районный суд Москвы назначил Спектору наказание в виде четырех лет лишения свободы в колонии строгого режима. Однако, весной он, как сообщал ВЧК-ОГПУ, был этапирован из колонии в СИЗО Лефортово. По мнению наших источников, таким образом Россия увеличивает «обменный фонд». Недаром, Спектор находится в Лефортово по соседству с американским журналистом Эваном Гершковичем.



По данным Rucriminal.info, американец Спектр, которого ФСБ сегодня арестовало за шпионаж, впервые был осужден Останкинским судом в июне 2021г. за посредничество во взятке помощнице тогдашнего зампреда Правительства Дворковича Анастасии Алексеевой. Тогда ему был назначен приговор в виде 4 лет колонии строгого режима со штрафом в размере трехкратной суммы взятки – 14 116 805 рублей 55 копеек. Но в прошлом году приговор был отменен кассацией. И рассмотрен по новой. Теперь приговор Спектру был назначен поменьше - 3,5 года колонии, но с таким же штрафом. По приговору ему даже вернули изъятые деньги, в их числе 1500 украинский гривен (Мосгорсуд потом возврат денег отменил, но срок оставил в силе).

Как выяснил Rucriminal.info, взятка передавалась от ООО «Промомед Рус», которое производило препараты для лечения ожирения «Редуксин (R)» и «Редуксин (R) Мет». В состав этих препаратов входило вещество – сибутрамин, оно включено в список сильнодействующих веществ. Вторым же акттивным веществом препаратов была целлюлоза микрокристаллическая, поэтому Редуксины не были включены в специальный перечень и, в отличие от всех остальных препаратов аналогичного назначения, остались в свободной продаже, то есть отпускались без рецепта, что обеспечило «Промомед Рус» монопольное положение на отечественном рынке лекарств от ожирения.

Но Минздрав начал готовить новый приказ, по которому Редуксины бы были также включены в специальный перечень, а продажа по рецептам сильно бы ударила по объемам «Промомед Рус». Так возникла идея порешать вопрос о невключении препаратов в Перечень через Правительство.

За это Алексеевой и ее дочерям взяткодатели, по ее просьбе, оплатили январские и майские каникулы в 2016 году. В январе ее бизнес-классом отправили в Тайланд и заселили в отель BANYAN TREE PHUKET, а в январе бизнес-классом по маршруту Москва - Париж - Пунта Кана и обратно. В Доминикане ее с дочерьми поселили в гостинице The Reserve at Paradisus Palma Real.

Благодаря выработанной позиции тогдашнего зампреда Правительства Дворковича, подготовленные Минздравом России изменения в Приказ № 183н, не были согласованы с ФСКН и МВД России, что в результате повлекло положительные для ООО «Промомед Рус» последствия в виде не включения лекарственных препаратов «Редуксин (R)» и «Редуксин (R) Мет» в Перечень.



Спектр заключил сделку с прокуратурой и дал широкие показания. Но назначенный в итоге малый срок не уберег его от нового более тяжкого обвинения в шпионаже (до двадцати лет колонии).
