At the end of July 2022, the investigator of the 12th department of the Main Investigative Directorate of the Main Directorate of the Ministry of Internal Affairs for Moscow, E. A. Fedorov, opened a case under article 306 of the Criminal Code of the Russian Federation (false denunciation) against three members of the team of Police Ombudsman Vladimir Vorontsov - Andina, Moiseev, Fedorov. All of them were taken into custody. Previously, they created the film "Save the Police Ombudsman", about how the case against Vladimir Vorontsov was fabricated. In particular, Svetlana (real name Irina Andina), sent by Vorontsov's friends, agreed to become the victim. She pretended that she was ready to cooperate with the CSS of the Ministry of Internal Affairs of the Russian Federation. In exchange for reinstatement in her job in the police, she was offered to give false evidence that Vorontsov, as if he had extorted money from her. In the trial of Vorontsov, this episode, like many others, fell apart. And in revenge Andin, Moiseev and Fedorov.

I, Evgeny Viktorovich Moiseev ... being of sound mind and solid memory, I want to sincerely confess to committing a crime under Part 3 of Art. 306 of the Criminal Code of the Russian Federation, that is, in committing a deliberately false denunciation, combined with the artificial creation of evidence for the prosecution.
The crime was committed as part of a group of persons by prior agreement, and perhaps even by an organized group, under the following circumstances.
The Oktyabrsky District Department of Internal Affairs of Penza at the very beginning of the 2000s consisted of two departments. I served directly in the 1st department, which served 4 sectors located in the microdistrict. Arbekovo (Penza)
And so, on one of the dank winter days of 2003, this monstrous crime happened.
The precinct and the opera of the criminal investigation department of the 3 sectors simply lost their feet, performing various materials and solving crimes that at that time were pouring in like a shaft. And operative Denis from the 4th sector just looked at us and often, swaying in a chair, smoked. Yes, all because for the past 2-3 months there has not been a single crime or even a small incident in his sector. That is, he just watched us plow day and night, while he himself enjoyed idleness.
And then a very layer of intent was born in our team, aimed at disrupting the normal activities of law enforcement agencies from performing current tasks, by committing a deliberately false denunciation of a crime committed, combined with the artificial creation of evidence for the prosecution.
In simple terms, we decided to create “left” material for Deniska in order to keep him busy, otherwise he will forget from idleness how to solve crimes. Please note that we acted out of good intentions, which undoubtedly should be taken into account as a mitigating circumstance.
So, we came up with the data of a fictional person - a woman. On her behalf, we filed a statement that an armed attack was committed against her in the Denis sector by an unknown person who, under the threat of a knife, took possession of her purse with a large amount of money. Also on her behalf, we made detailed statements, setting out everything in detail. On behalf of one of the investigators, we prepared a fake report of the inspection of the scene, with which we seized some material evidence. Fortunately, we had a large police department at that time, the investigators were in a different department, and the chance that Denis would go to this investigator to find out how he compiled the inspection report was scanty.
Having agreed with the head of the shift on duty, we put a stamp on the application for registration in the KUSP. Number of course came up with themselves. The head of the department, Sergei Vasilyevich, also did not have to be persuaded for a long time to put a resolution on this material.
And the next morning, the duty officer gives Deniska the material on the robbery for execution.
As if Denis, stung by a thousand hornets, begins to run around the department in a panic: after all, armed robbery - you can’t hang a hanger - 3 skins will be removed.
Sergei Vasilievich did not disappoint either, telling Denis at the morning planning meeting to put all his strength into solving this audacious crime, and set him a deadline of 10 days.
Poor Denis couldn't find a place for himself. In the evenings, he combed the sector, practicing witnesses and eyewitnesses in the hope of finding out more accurate signs of the robber. He went through all the haunts and haunts in his sector, seriously strained the authorities of the underworld and just previously convicted. Everything was unsuccessful. But his sector became calmer than before. Even the "kitchen boxers" stopped terrifying their wives in the evenings while drunk. That is, specific prevention was carried out
And then came the 10th day. At the morning planning meeting, Sergei Vasilievich began with Denis, asking about the success of disclosing the robbery.
Sitting in To the first row, Denis issued in a pitiful voice: “Vasilich, I haven’t even been able to find the victim yet, let alone the criminal, but I will definitely reveal everything, I promise.”
A wild neighing came from the back rows, which engulfed everyone else. The head of the department, standing in front of everyone and looking at Denis, also could no longer hold back his laughter. Everyone just roared. Everyone except Denis, who, with a purple face, shouted: “Goats! You are all goats."
Why am I doing all this? As an educated person, Doctor of Law, you, Vladimir Alexandrovich, can perfectly distinguish between the artificial creation of evidence for the prosecution, which took place in the described case, and the natural giving of false testimony. That is, as described above, this is the artificial creation of evidence, and when the applicant, after filing a deliberately false denunciation, gives deliberately false testimony in a natural way, this is a combination of crimes of Art. 306 and 307 of the Criminal Code of the Russian Federation, and not part 3 of Article 306 of the Criminal Code of the Russian Federation, which your subordinates are trying to impose on us. And this is not only my version, this is the legal position of the Supreme Court of Russia, set out in the relevant decisions of the Plenum and the Presidium of the Supreme Court of the Russian Federation, which you need to know close to the text.
And since on behalf of Irina Andina an application was filed for committing a crime of medium gravity (part 1 of article 163 of the Criminal Code of the Russian Federation), her actions can only be qualified under part 1 of art. 306 of the Criminal Code of the Russian Federation and under Part 1 of Article 307 of the Criminal Code of the Russian Federation. Only now, at the time of the initiation of a criminal case against the three of us, the statute of limitations had already expired, and the decision to initiate was clearly illegal.
And the Supreme Court chewed all this out not only for doctors of legal sciences, but also for "orderlies" and even "patients" of legal sciences.
But we have a different case - you see, we humiliated the colonels and generals of the Ministry of Internal Affairs, showing everyone their illiteracy, stupidity, pomposity and thirst to jail any innocent for the sake of career growth.
Despite the fact that they need to be imprisoned, they threw us into the isolation ward, showing the society what will happen to anyone who wants to achieve truth and justice in our law enforcement system.
All this, Vladimir Alexandrovich, makes me feel ashamed that you, my countryman, are in charge of this mindless machine to settle accounts with those who you simply did not like.
It's a shame!
And despite the fact that everyone understands everything, including you, the “tame” Moscow judges will extend our detention to a carrot spell, slavishly following the obviously criminal instructions of these Krivolingus.
Of course, there are people who can change this by putting real criminals behind bars. And they are even now reading these lines. But no one will do anything. None of them will help us. Everyone will look at how the system deals with those who cannot get past injustice and lawlessness. That's actually all you need to know about the law enforcement system of our country, which the three of us, according to your subordinates, disorganized.
At this pace, those who decided to save a kitten stuck on a tree will be put behind bars.
And those who are able to change it will silently observe this lawlessness.
Why this happens, I don't know. And if I manage to find the answer to this question, it will be a huge victory over this whole shameful system. Even if I have to sit here for a long time, I will still get to the bottom of the truth, no matter what it costs me.
Because I just don't have any other choice.
