The young doctor Ivan Privalikhin could not underestimate her either. He worked as a surgeon in the Krasnoyarsk emergency hospital named after N. S. Karpovich and helped resolve the issue of coronavirus. No, he did not treat patients from this infection, but supplied everyone with fake covid certificates. Naturally, for a certain fee.

Judging by Ivan's page on the social network, he did not experience problems with money, which his less fortunate colleagues often complain about. The doctor has a spacious apartment with an area of more than 100 sq. m. and a picturesque view of the Yenisei. Privalikhin also has several expensive foreign cars at once: Mercedes-Benz s500 4matic, Mercedes-Benz c180 and Lexus RX 350. The doctor actively shares photos of these cars with his subscribers.

It is not surprising that, in the end, the investigating authorities became interested in the enterprising doctor. In July 2021, a criminal case was opened against Privalikhin under article 327 part 1 of the Criminal Code of the Russian Federation - “forgery, production or circulation of fake documents, state awards, stamps, seals or forms.” But just a month later, the case was closed with an interesting wording (Article 28 of the Criminal Procedure Code of the Russian Federation) - "in connection with active repentance."



It is not known for certain who exactly helped Privalikhin get out of this story. But it is obvious that during his illegal "part-time job" he managed to acquire influential patrons. Of course, he was fired from the regional BSMP. But in transit through several clinics, he went to work in the Berezovskaya district hospital under the command of Dmitry Dvornikov, the head physician, notorious in the region.





Fake medical examination

Residents of Berezovka have to travel to Krasnoyarsk for quality medical care. Outraged by this situation, people staged a national gathering at the local clinic. Dmitry Dvornikov even had to go out to them. However, the matter did not go further than a conversation in raised tones.

Unfortunately, this is not an isolated situation in the region. Numerous complaints, for example, are received at the emergency room on Dzhambulskaya Street in Krasnoyarsk. Those who are not lucky enough to be there call it the most terrible place in the city. In a cramped and stuffy room without repairs, dozens of patients spend in queues for several hours. Non-walking patients are literally brought into the office by relatives and friends - the fact is that there is not a single wheelchair in the emergency room. But that's not all. The x-ray machine there often breaks down and may not work for days. Then people with severe injuries are simply sent to other institutions ...



Optimizer or liquidator

Krasnoyarsk residents associate the depressing situation with medicine with the policy of the local Ministry of Health. The head of the ministry, Boris Nemik, appoints as chief physicians not professionals in their field, but people loyal to himself.

Interestingly, Boris Markovich has been working in senior positions in the health care of the region since 2008. And all this time, the sphere accountable to him is shaken by corruption scandals. Either several doctors will be caught taking bribes for operations, or the long-awaited new equipment in hospitals appears only after the intervention of the prosecutor's office.

But Boris Nemik is in no hurry to put things in order. Instead, he optimizes and enlarges the region's hospitals. And those who do not agree with this and call it, in fact, the liquidation of medical institutions, simply do not understand the topic, Nemik assures.

There are many questions about the work and decisions of Boris Nemik. So many that this winter there was even a petition demanding the resignation of the head of the regional Ministry of Health. More than 3,000 people signed up for it. And the deputy of the Legislative Assembly of the region, Irina Ivanova, turned to the governor Alexander Uss to take a closer look at Nemik. And there really is something to look at. The fact is that the family of Boris Markovich has Israeli citizenship, owns property and lives in Israel.

At the same time, it is known that his son works in the field of Israeli healthcare. Therefore, whether Minister Nemik, who is probably being treated in Israel himself, is making efforts to develop Krasnoyarsk medicine or is pursuing some other goals is an open question.



Crime without punishment?

Medicine in Russia has always been one of the most closed and corrupt areas. But in the Krasnoyarsk Territory, the scale of the problems is truly amazing. The health care of the region has been shaken by scandal after scandal over the past few years - from bribes, forgery and forgery of documents to fraud with expensive medical equipment.

The examples above show that corruption has penetrated all levels of the medical hierarchy: from ordinary nurses and doctors to chief doctors and their leaders from the regional Ministry of Health. And the saddest thing is that in these schemes there is no place at all for quality medical care and care for the health of patients.

Кто и как развалил здравоохранение Красноярского края



Лето 2021 года. Разгар пандемии коронавируса, которая в общей сложности по данным ВОЗ унесет жизни более 20 млн человек по всему миру. Опасность вируса уже очевидна всем. Не мог её недооценивать и молодой врач Иван Привалихин. Он работал хирургом в красноярской БСМП имени Н. С. Карповича и помогал решить вопрос с коронавирусом. Нет, не лечил больных от этой инфекции, а снабжал всех желающих поддельными ковидными сертификатами. Естественно, за определенное вознаграждение.

Судя по странице Ивана в социальной сети, проблем с деньгами, на которые часто жалуются его менее удачливые коллеги, он не испытывал. В долевой собственности врача просторная квартира площадью больше 100 кв. м. и живописным видом на Енисей. Еще у Привалихина есть сразу несколько дорогих иномарок: Mercedes-Benz s500 4matic, Mercedes-Benz с180 и Lexus RX 350. Фотографиями этих машин доктор активно делится со своими подписчиками.

Неудивительно, что в конечном итоге предприимчивым врачом заинтересовались органы следствия. В июле 2021 года на Привалихина завели уголовное дело по статье 327 ч.1 УК РФ - «подделка, изготовление или оборот поддельных документов, государственных наград, штампов, печатей или бланков». Но всего через месяц дело закрыли с интересной формулировкой (ст. 28 УПК РФ) – «в связи с деятельным раскаянием».



Доподлинно неизвестно, кто именно помог выпутаться Привалихину из этой истории. Но очевидно, что за время своей незаконной «подработки» он успел обзавестись влиятельными покровителями. Из краевой БСМП его, конечно, уволили. Но транзитом через несколько клиник он перешел на работу в Берёзовскую районную больницу под начальство скандально известного в регионе главврача Дмитрия Дворникова.

Фейковая диспансеризация

Дмитрий Дворников к большому сожалению жителей пгт. Берёзовка знаменит вовсе не своими врачебными талантами. Главврача обвиняют в подделке и подлоге медицинских документов, давлении и травле своих подчиненных. Неудивительно, что Иван Привалихин со своим бэкграундом смог быстро влиться в команду Дворникова.

Возглавив Берёзовскую больницу, Дворников провел диспансеризацию как настоящий эффективный менеджер. О чем он и отчитался наверх. Вот только оказалось, что все медицинские процедуры проводили лишь на бумаге. О своей диспансеризации и якобы уже сданных анализах пациенты с удивлением узнавали из медкарт. Заниматься подлогом Дворников заставлял персонал больницы. Тем же, кто не хотел в этом участвовать, главврач строчил выговоры, лишал доплат и премий.

В результате из больницы, в которой и так не хватает кадров, стали увольняться опытные специалисты. К оставшимся докторам выстроились огромные очереди. За качественной медпомощью жителям Березовки приходится ездить в Красноярск. Возмущенные такой ситуацией люди устроили народный сход у местной поликлиники. Дмитрию Дворникову даже пришлось выйти к ним. Впрочем, дальше разговора на повышенных тонах дело так и не дошло.

К сожалению, это не единичная ситуация в регионе. Многочисленные жалобы, например, поступают и на травмпункт на Джамбульской улице Красноярска. Те, кому не повезло там оказаться, называют его самым ужасным местом в городе. В тесном и душном помещении без ремонта десятки пациентов проводят в очередях по несколько часов. Неходячих больных в кабинет заносят буквально на руках родственники и друзья – дело в том, что в травмпункте нет ни одной коляски. Но и это еще не все. Рентген-аппарат там часто ломается, и может не работать днями. Тогда людей с тяжелыми травмами просто отправляют в другие учреждения…



Оптимизатор или ликвидатор

Удручающую ситуацию с медициной красноярцы связывают с политикой местного Минздрава. Руководитель министерства Борис Немик главврачами назначает не профессионалов своего дела, а лояльных себе людей.

Интересно, что на руководящих должностях в здравоохранении края Борис Маркович работает аж с 2008 года. И всё это время подотчетную ему сферу сотрясают коррупционные скандалы. То нескольких врачей поймают на взятках за операции, то долгожданное новое оборудование в больницах появляется только после вмешательства прокуратуры.

Но наводить порядок Борис Немик не спешит. Вместо этого он оптимизирует и укрупняет больницы региона. А те, кто с этим не согласен и называет это по сути ликвидацией медучреждений – просто не разбираются в теме, уверяет Немик.

Вопросов к работе и решениям Бориса Немика накопилось много. Настолько много, что этой зимой даже появилась петиция с требованием отставки главы краевого Минздрава. Под ней подписались больше 3 тысяч человек. А депутат Законодательного собрания региона Ирина Иванова обратилась к губернатору Александру Уссу, чтобы он присмотрелся к Немику. А присмотреться действительно есть к чему. Дело в том, что семья Бориса Марковича имеет израильское гражданство, владеет собственностью и живет в Израиле.

При этом известно, что его сын работает в сфере израильского здравоохранения. Поэтому прикладывает ли министр Немик, который вероятно сам лечится в Израиле, усилия для развития красноярской медицины или преследует какие-то иные цели – вопрос открытый.



Преступление без наказания?..

Медицина в России всегда была одной из наиболее закрытых и коррумпированных сфер. Но в Красноярском крае масштаб проблем действительно поражает. Здравоохранение региона последние несколько лет сотрясают скандал за скандалом – от взяток, подделки и подлога документов до махинаций с дорогим медоборудованием.

Примеры выше показывают – коррупция проникла во все уровни врачебной иерархии: от простых медсестер и докторов до главврачей и их руководителей из краевого Минздрава. И самое печальное, что в этих схемах совсем не осталось места для качественной медпомощи и заботе о здоровье пациентов.

Хочется задать вопрос господам Борису Немику и его подчиненному Дмитрию Дворникову: по какому принципу они подбирают кадры? И как получилось, что врач, замешанный в махинациях с медицинскими документами, продолжает спокойно работать с ничего не подозревающими пациентами?

It all started with the detention of Marchukov's subordinate Kozlov for receiving a small bribe for the employment of an employee in a military reception. Marchukov was charged with the same episode of bribery for employment, as well as two other episodes of receiving bribes (for general patronage and in the form of an apartment) and fraud when installing software on radar complexes.

Initially, Marchukov did not agree to a deal, but after the episode with the bribe for employment “disappeared” from him, he decided to conclude an agreement and testify on other episodes known to him. In particular, on the facts of embezzlement of funds during the construction of Shoigu's main project - the National Center for State Defense Management (NTSUOG) "Center 2014". Marchukov was "inscribed" in the schemes. According to his testimony, Lobuzko was arrested.

As the first deputy of JSC RTI, he was engaged in the construction of early warning stations for launching Voronezh missiles, since 2014 he oversaw the creation of the Center R&D, i.e., the construction of the National Defense Center of the Russian Ministry of Defense on Frunzenskaya Embankment. It was the machinations associated with the construction of the NCUOG that formed the basis of the criminal case and accusations of the general of corruption.

It is noteworthy that claims against Lobuzko arose long ago and he was interrogated as a witness. In 2022, as First Deputy he is the CEO of MAK Vympel (part of Almaz Antey), he quits Vympel, having prepared the ground for retreat in advance, lobbied for the post of General Director of Vympel his friend, also a retired general of the Ministry of Defense Igor Makushev, whom he attached to Vympel back in 2020, after how he was dismissed from the Ministry of Defense with a scandal. Interestingly, during his idleness in Vympel, Makushev became friends with the company's chief accountant, Elena Torkunova. Torkunova came to Vympel together with Lobuzko from RTI, where she cleaned up the major theft and fraud of the Sitronics company. There was such a daughter from AFK, due to which huge budget funds were stolen - these debts, which subsequently hung in the cost of production as part of a defense order.

The next defendant in the case of embezzlement during the construction of Shoigu's main project - the National Center for State Defense Management (NTSUOG) "Center 2014" - may be Major General Oleg Stepanov, Head of the Department of Military Representative Offices of the Ministry of Defense.

When Major General, Deputy General Director of PJSC "RTI" Vyacheslav Lobuzko decided to thank the receiver of the Ministry of Defense Marchukov for turning a blind eye to large-scale theft in the systems of the Ministry of Defense, he instructed Datsko to do this. Как стало известно Rucriminal.info, очередным обвиняемым в деле о махинациях при строительстве главного проекта Шойгу - Национального центра управления обороной государства (НЦУОГ)- станет бывший заместитель по финансам Концерн «РТИ Системы» Ростислав Рычков. Он, как и экс-командир дивизии 3 отдельной армии ПВО ( система предупреждения о ракетном нападении ), экс-заместитель генерального директора «РТИ» Вячеслав Лобузько (арестован) допрашивался в качестве свидетеля и в ходе расследования было установлено, что именно он был связан со всеми финансовыми махинациями с НЦУОГ. Источники говорят, что в ближайшее время будет допрошен и бывший непосредственный руководитель Лобузько и Рычкова экс-генеральный конструктор системы предупреждения о ракетном нападении, Сергей Боев, который до 2016 года возглавлял «РТИ», а после стал генеральным директором «Вымпела», где вся эта троица продолжала вместе работать. Рычков и по сей день продолжает возглавлять финансовый блок Вымпела.



НЦУОГ

По сути за государственные деньги в несколько раз дороже рыночной стоимости закупались компьютеры и другое «железо», на котором просто имитировалась работа аппаратно-вычислительного комплекса по объединению разного рода информационных баз, источников информации. Начиная с 2014 года бюджет на проектирование и оснащение центра постоянной возрастал и суммы бюджетных трат перевалили за 40 млрд рублей, но должного эффекта это не дало, только красивые диваны, кресла , телевизоры и компьютеры за баснословные деньги.

Масштаб хищений поражает, как и те крохи, которые получали ответственные работники МО из военной приемки, закрывающие глаза на откровенную халтуру со стороны главного подрядчика центра и хищения.

Кому квартиру, кому машину.

Но нет худа без добра. Именно жадность высших чинов МО и главных подрядчиков привела к тому, что низшие исполнители стали давать показания и прояснять цепочки - схемы хищений.

По словам источника Rucriminal.info, не исключено, что к уголовной ответственности будут привлекать и сыновей Лобузько, которые в свое время были структурированы на руководящие должности дочерних компаний, находящихся под руководством их отца и где с ними в связки всегда присутствовал финансист Рычков.

Как стало известно телеграм-каналу ВЧК-ОГПУ в Московский гарнизонный военный суд поступили материалы дела в отношении начальника военной приемки, военного представителя Минобороны в концерне РТИ Системы Марчукова. Он заключил досудебное соглашение, в рамках которого дал показания на генерал-майора Вячеслава Лобузько- одного из «отцов» РЛС ВЗГ СПРН «Воронеж» - станций, предназначенных для обнаружения баллистических и крылатых ракет, экс-командир дивизии 3 отдельной армии ПВО.

Источник рассказал, как раскручивалось оно из самых громких дел, связанных с Минобороны, которое ведет к начальнику управления военных представительств Минобороны генерал -майору Олегу Степанову, экс-замминистра обороны Михаилу Мизинцеву (сейчас в ЧВК Вагнер), а при желании и к министру Сергею Шойгу. Расследование ведет Военно- следственное управление по ракетным войскам стратегического назначения.

Началось все с задержания подчиненного Марчукова Козлова за получение мелкой взятки за трудоустройство сотрудника в военную приемку. Козлову было предложено заключить досудебное соглашение и рассказать не только по эпизоду с мелкой взяткой, но и о других известных преступлениях. Он начал давать показания на Марчукова, за что получил условный срок.

Марчукова инкриминировали тот же эпизод о взятке за трудоустройство, а также два других эпизода получения взяток (за общее покровительство и в виде квартиры) и о махинациях при установке программного обеспечения на комплексы РЛС.



Сергей Шойгу




Изначально Марчуков не шел на сделку, но после того, как у него «отпал» эпизод с взяткой за трудоустройство, решил заключить соглашение и дать показания по иным известным ему эпизодам. В частности, по фактам хищения средств при строительстве главного проекта Шойгу - Национального центра управления обороной государства (НЦУОГ) «Центр 2014». Марчуков был «вписан» в схемы. По его показаниям был арестован Лобузько.

Как уже писал Rucriminal.info, Вячеслав Владимирович Лобузько в прошлом командир дивизии СПРН, после отставки в 2000 годах перешедший в АФК «Систему», где трудился до 2019 года в качестве ключевого топ менеджера оборонного блока АФК. Будучи первым заместителем АО «РТИ» занимался строительством станций дальнего обнаружения пуска ракет «Воронеж», с 2014 года курировал создание ОКР «Центр», т е строительства Национального центра обороны МО России на Фрунзенской набережной. Именно махинации связанные со строительством НЦУОГ и легли в основу уголовного дела и обвинения генерала в коррупции.

Примечательно, что к Лобузько претензии возникли давно и он допрашивался в качестве свидетеля . В 2022 году, будучи первым заместителем генерального директора компании МАК Вымпел (входит в Алмаз Антей), он увольняется из Вымпела, заранее подготовив почву к отступлению пролоббировал на пост Генерального директора Вымпела своего приятеля, тоже отставного генерала МО Игоря Макушева , которого еще в 2020 году пристроил в Вымпел, после того как его со скандалом уволили из Министерства обороны. Макушев оказался с этой точки зрения идеальной фигурой, далекий от вопросов предупреждения о ракетном нападении и контроля космического пространства откровенный лентяй и некомпетентный Игорь Макушев своим бездействием и «управляемостью» зачищает прежнее грехи команды Лобузько.

Интересно, что за время своего безделья в Вымпеле Макушев сошелся с главных бухгалтером компании Еленой Торкуновой. Торкунова пришла в Вымпел вместе с Лобузько из РТИ где зачищала крупное воровство и махинации компании «Ситроникс» была такая дочка у АФК за счет которой были украдены огромные бюджетные средства - эти долги в последствие которые повесили в себестоимость продукции в рамках оборонного заказа.

Следующим обвиняемым по делу о хищениях при строительстве главного проекта Шойгу - Национального центра управления обороной государства (НЦУОГ) «Центр 2014» - может стать Начальник управления военных представительств Минобороны генерал -майор Олег Степанов.

По словам собеседника ВЧК-ОГПУ, под удар могут попасть бывший руководитель НЦУО МО Михаил Мизинцев не так давно отправленный в отставку с поста замминистра обороны и еще более весомые фигуры в МО, чьи решения и подписи стояли при определение основного поставщика в лице компании АО «РТИ» входившей тогда в АФК Систему.

Как стало известно ВЧК-ОГПУ, допрошен и Сергея Дацко, который, в качестве руководителя ДМЗ, почти 10 лет отвечал за разработку и производство БПЛА и крылатых ракет Х-22, Х-55. Выяснилось, что именно Дацко выделил взятку в виде квартиры приемщику Минобороны Марчукову за то, чтобы он закрывал глаза на хищения в МО.

Когда генерал-майор, заместитель генерального директора ПАО «РТИ» Вячеслав Лобузько решил отблагодарить приемщика Минобороны Марчукова за то, что тот закрывал глаза на масштабные хищения в систем Минобороны, то поручил этот вопрос Дацко. Поскольку Марчуков захотел квартиру для своей родственницы, то Дацко фиктивно трудоустроил женщину на ДАЗ и уже как сотруднице оформил ей субсидию на покупку жилья. Впрочем, пока Дацко фигурирует в деле в качестве свидетеля.
