In a conversation between a law enforcement officer and a banker, loud surnames are heard, both of whom were clearly familiar with these people. It was created in 2012 (the beginning of the flourishing of Zakharchenko's activities), and its only founder was Marina Gennadyevna Belevtsova, a close relative of Zakharchenko's "right hand". In recent years, LLC “El” has received over 60 million rubles under state contracts, and most of these funds came from the budget of the Moscow government. Юнаев, кстати, дал показания на Захарченко и рассказал о том, как платил полковнику взятки. Клан Юнаевых тесно связан, как с правительством Москвы, так и с Сергуниной. Телеграм-канал ВЧК-ОГПУ рассказывал, что в расследовании дела Захарченко есть «московский след». Осенью 2018 года за дачу взяток Дмитрию Захарченко был арестован другой совладелец ГК 1520 Валерий Маркелов. Вместе с ним под стражу взяли адвоката, близкого друга и доверенное лицо Захарченко Виктора Белевцова. Захарченко встречался с бизнесменами, получал от них суммы (которые росли с каждым годом), записывал на ближайших родственников объекты недвижимости и фирмы, которые в реальности принадлежали Дмитрию Захарченко. Одной из таких фирм стало ООО «ЭЛЛИПС» («Эл»). Оно было создано в 2012 году (начало расцвета деятельности Захарченко), а его единственным учредителем стала Белевцова Марина Геннадьевна - близкий родственник «правой руки» Захарченко. Сам Виктор Белевцов поначалу числился гендиректором этой структуры, но потом ушел с должности, чтобы не «светится». За последние годы ООО «Эл» по госконтрактам получило свыше 60 млн рублей, причем большая часть этих средств поступила из бюджета правительства Москвы. Самое интересное, что буквально шквал госконтрактов от столичных властей «обрушился» на «Эллипс» уже после ареста Захарченко, в 2017-2018 годах. Нередко с фирмой Захарченко подписывались контракты, как с единственным поставщиком. Весьма удивляет крайнее разнообразие услуг, которые «Эллипс» оказывал столичным властям: услуги «Скорой помощи»; погрузочно-разгрузочные работы; аренда автобусов; аренда машин с водителем и т.д. Любопытный факт. Госконтракты со структурой Захарченко подписывали городские структуры, подконтрольные в основном Наталье Сергуниной.

К тому же Захарченко и Станкевич имели отношение к крупному каналу (первый делал прикрытие по правоохранительной линии, второй- один из соорганизаторов) по отмыванию гигантских сумм, похищенных из бюджета. Ну, и изюминкой этой беседы является упомянутый Семенович. Можно было бы подумать на Год Семеновича Нисанова, но он не подходит под обозначенный беседующими возраст. А вот Сергей Семенович Собянин вполне подходит.

Как выстроена таможенная мафия



Следственный комитет России (СКР) возбудил уголовное дело о получении взятки в отношении и. о. начальника службы по противодействию коррупции Северо-Западного таможенного управления ФТС России Максима Розсыпало. Таможенник попался, когда через посредника взял у предпринимателя деньги за необеспечение проверок юридических лиц, которым требовалась растаможка автомобилей.

По данным следствия, таможенник в июле этого года вступил со своими коллегами в преступный сговор, целью которого было получение взяток на регулярной основе. Первый случай подвернулся быстро: представителю коммерческой организации понадобилось, чтобы таможенники не принимали дополнительных мер по проверке юридического лица при таможенном оформлении.


Розсыпало, говорится в деле, нашел посредника, через которого потребовал от бизнесмена $700 за беспрепятственное таможенное оформление одного автомобиля. Тот согласился.

В итоге посредник получил от предпринимателя более 1 млн руб. за «неприятие дополнительных мер в части таможенного контроля» при оформлении 20 автомобилей, сообщили в СКР. Затем, по материалам дела, посредник передал деньги и. о начальника службы по противодействию коррупции Северо-Западного таможенного управления. Правда, происходило это уже под контролем оперативников, которые вовремя получили информацию о коррупционной сделке. В задержании таможенника участвовали сотрудники управления «К» ФСБ России и УЭБиПК управления на транспорте МВД России по ЦФО.

Источник Rucriminal.info вскрыл одну из схем работы таможенных органов по крышеванию контрабанды. Странно что попался пусть и высокопоставленный таможенник, но всего один. Странно, что он при такой должности взял на себя лично функции сборщика дани, имея целую службу противодействия коррупции в самом СЗТУ и на каждой таможне региона, в частности. Розсыпало очень доверял тому человеку, кто пришел с видео-камерой скрытого наблюдения и с деньгами. Разберем схему работы таможни, когда платятся такие деньги с каждой машины и, собственно, за что они уплачиваются и как распределяются.

Тот, кто платит по 700 долларов за машину, он понимает за что. Какой «сервис» он покупает за эти деньги и он знает также, как распределяется эта сумма дальше по должностным лицам. Машина – это или сборник или «перевертыш», когда в декларации заявлено одно, а въезжает что то дорогостоящее и иногда даже запрещенное к ввозу. В этой сумме нет оплаты на месте на таможенном посту, нет оплаты беспрепятственного прохода границы. Давайте разберем что в этих 700 долларов США.

В сумму 700 Долларов США входит лояльность Отдела Управления Рисками на той таможне, куда направляется машина с грузом. То есть там «не выстрелит» досмотр и никто на груз не приедет. Сюда входит «временной ослепление» Северо-Западной Оперативной таможни и всего правоохранительного блока таможни оформления (это и Оперативно-Розыскное отделение и Отделение Дознания (недавно писали про дознавателя Евгения Емельянова), Отделение Административных расследований. Тут же система контроля таможенной стоимости, так как товар, каким он заезжает на территорию РФ, идет по минимально возможному индексу таможенной стоимости. Отдельно сверху должно оплачиваться невмешательство транспортной полиции и прочих органов, кто все знает, но молчит. Схему работы рассказал один и бывших замов по праву одной из таможен СЗТУ, который не по наслышке знаком со службой в таможенных органах и имеет прекрасный дом, и не один, и не только в России. Это просто для понимания масштабов таможенных теневых доходов. Если уважаемый Розсыпало Максим Анатольевич все это расскажет, да с фамилиями – мы получим настоящую операцию «чистые руки», а его взятку переквалифицируют на попытку мошенничества или коммерческий подкуп, все завершится условным сроком или просто штрафом. Многие таможеннику из числа руководителей высшего звена уволятся по собственному желанию и вольются в ряды участников ВЭД.

В основном все уголовные дела по таможенникам Северо-Запада имеют в своей базе материалы из уголовного дела, возбужденного по статье 210 УК РФ "Организация преступного сообщества" в отношении одного из самых серьезных таможенных брокеров северо-запада - Игоря Хавронова. Начиная с 2018года было много скандалов и уголовных дел вокруг Безлюдского Александра Михайловича, который являлся начальником Северо-Западной Оперативной таможни, сейчас СЗОТ возглавляет Лагирев Николай Владимирович, до этого он был заместителем руководителя на той же таможне и с 2017 года совершенно точно знает все что происходит.

Ни для кого не секрет, что в таможнях СЗТУ давно и эксклюзивно существует такая услуга как «не изъятие товара», который был выявлен например, как излишек и явился предметом административного правонарушения. Это «хлеб» замов по правоохранительной деятельности таможен Алешкин Евгений Александрович и Исмаилов Мурад Исмаилович - кстати оба выходцы из Северо-Западной Оперативной таможни, и тут такса составляет те же 700 долларов США. На таможнях других регионов это все обычно бесплатно, так как все понимают, что изъятие товара это лишние расходы, ложащиеся на плечи конечного потребителя.

Все участники ВЭД знают, кому что можно, знают кто чьих будет и знают, что сколько стоит.

Как можно победить взятки, даже поймав с поличным одного, когда остальные все сидят на своих местах и схема так и работает, прям как часы. Если составить блок-схему, то все нити идут в Северо-Западную Оперативную таможню, но, если в оркестр перестать давать деньги, то оркестр перестает играть музыку.

Таким образом сколотил свое состояние бизнесмен Вертий Андрей Федорович из округа ХМАО. Мы рассказывали о том, как это происходило и кто помогал зарабатывать на контрабанде, упоминались депутат Государственной Думы Брыкин Н.Г. и экс-помощник Председателя СК России Комиссаров Игорь Федорович, а также ныне банкротящий сам себя его брат-адвокат Комиссаров Андрей Федорович.

Всем известно, что в 2020 году наступила эра пандемии COVID-19, но крайне давно в России существует еще одна болезнь – это «куриная слепота», ей болеют обычно сотрудники правоохранительных органов, когда не видят преступления, творящегося под их носом. Но в нашем рассказе речь пойдет о вспышке «куриной слепоты» в рядах сотрудников ФССП России по региону ХМАО. В данном регионе под надзором депутата Государственной Думы Брыкина Николая Гавриловича успешно трудится бизнесмен Вертий Андрей Федорович вместо со своим верным директором Осокиным Денисом Александровичем. Ими создана группа компаний, которые занимаются и лизингом и нефтедобычей и даже отъемом бизнеса у других бизнесменов по всей России. Исходя из данных по имуществу ООО «Дэнмар-Лизинг», Инвесткомпании «Дэнмар-Финанс», ООО «РСК-Альянс», а также ООО «Делта Ойл Лизинг» (ИНН 7704441413), видно, что это крайне доходный бизнес, который хорошо кормит многих, в том числе и депутата Государственной Думы Брыкина Н.Г. с отставным генералом СК России Комиссаровым И.Ф. Ранее мы писали о том, что с 2014-2015 годов компания из Санкт-Петербурга, ООО «ТоргМаш» бизнесмена Сбруева Дмитрия ввязалась в борьбу непосредственно с Вертием Андреем, законным путем, без криминала, понуждая того к возврату долгов его предприятий. Предприятие Вертия Андрея ООО «Дэнмар Лизинг» задолжало предприятию ООО «ТоргМаш» более 300 миллионов рублей, и это по ценам и курсу валюты 2012 года. События развивались в стиле Дикого Запада, бизнесмена Сбруева Дмитрия сажали в СИЗО, держали на домашнем аресте, судили и судили, арестовывали, запихивали в различные уголовные дела, душили депутатскими запросами, но не сломили. Сбруев, находясь постоянно под жестким, хорошо организованном и оплаченном уголовном прессинге, довел историю по взысканию практически до конца. Брыкин Николай Гаврилович слал депутатские запросы в интересах того же бизнесмена Вертия А.Ф., хотел при помощи депутатских полномочий, разумеется не бескорыстно, надавить на бизнес. Несмотря на личное кураторство всего процесса лично Брыкиным Н.Г., в августе 2020 года стараниями приставов ХМАО и информации от взыскателя, было обнаружено имущество в виде оборудования, найден был дорогостоящий станок фирмы Хундай, который стоял прямо в цеху по юридическому адресу ООО «Р-Фактор» и приносил лизингополучателю, компании ООО «Р-Фактор» порядка 70 млн рублей в год и это каждый год пока его «искали, но не могли найти». Летом 2020 года станок был арестован приставами и далее до декабря искали оценщика, станок был на это время отдан (оставлен) где и стоял и с правом эксплуатации. То есть за полгода на нем заработали ещё 35 млн.рублей, тут конечно не обошлось без коррупции, но страшна не сама коррупция, а ее масштабы. Схема по уклонению от исполнения решения суда работала безупречно, Компания - должник ООО «Дэнмар Лизинг» продолжала и владеть имуществом и получать прибыль, однако лизинговые платежи на счета не поступали, налоговые вычеты все регулярно подавались и даже каким-то непостижимым образом покупалась новая техника и автомобили в период действующего исполнительного производства и передавались в лизинг, а также «дарилась» покровителям, обеспечивающим «куриную слепоту» у приставов и правоохранителей на всех уровнях на местах.

Наконец, в январе 2021 года, спустя три года от начала исполнительного Производства - звезды наконец сошлись. Было принято решение на самом высоком уровне положить этому позору в работе (отсутствие работы) МОСП по ОИПНХ ГУФССП России по г. Москве.

Было проведено небольшое, но крайне гениальное наведение справок, при помощи просто поиска в Google названия «Мекаминефть», основного пользователя лизингового имущества, и по координатам 61.05563111786003, 76.0517758810121 была обнаружена целая автобаза, с фотографиями со спутника хоть и годовалой давности, но МОСП по ОИПНХ ГУФССП России по г. Москве решили проверить опытным путем, неужели все местные приставы в Сибири прямо таки поражены «куриной слепотой», техника же не только стоит на базе, она и перемещается и работает, ну и кроме техники там находится целый автопарк роскошных внедорожников.

Подразделение органа дознания в феврале 2021г. МОСП по ОИПНХ возбуждает уголовное дело по ст.315 УК РФ в отношении директора должника Осокина Дениса Александровича, далее неотложные следственные мероприятия, притом масштабные, с привлечением силовой поддержки из Москвы. В Сибири проводятся обыски силами МОСП по ОИПНХ ГУФССП России по г. Москве, дабы исключить местную коррупционную-«куринослепотную» составляющую. Все прошло результативно, была найдена и техника и необходимые документы, приставам в ХМАО розданы таблетки от куриной слепоты, проведены профилактические беседы и вся ситуация попала помимо всего прочего в приставскую службу безопасности Всея Руси. За одну поездку было арестовано имущества предварительно на 87 млн. рублей, и это только то, что не успели спрятать пособники Вертия и Осокина. Хотелось бы заметить, что до этого местные приставы региона ХМАО более года не могли установить местонахождения «ничего», в данном случае это слово «ничего» от слова «совсем». Нет у местных Сибирских приставов ни стыда ни совести, ничего личного, как говорится нет. Конечно же не у всех, а лишь у некоторых, кто болея «куриной слепотой» ставил личные интересы и личный достаток выше интересов службы и интересов государства.

Окромя этого, выяснилось, что существует у компании ООО «Дэнмар Лизинг» гениальная схема уклонения от исполнения решения суда вступившего в законную силу. Осокин Денис с подачи своего учредителя Вертия Андрея, создал фирму-дублёр - ООО «Дельта Ойл Лизинг», данная фирма с уставным капиталом в 25 тысяч рублей, за пару лет обросла активами на миллиарды, притом, что все это видно из данных отрытых источников. Техника вся та самая, что была на должнике ООО «Дэнмар Лизинг».

Осокина Д.А. не смутило, что это - вообще то мошенничество и особо крупный размер, в том числе и мошенничество с налогами... директор в обоих фирмах сам Осокин Д.А., он сам себе переуступил все и сидит довольный, ну то есть пока конечно не «сидит»... спасибо приставам и органам дознания ФССП по Москве, бесконечная история наконец то сдвинулась, бюджет пополнится исполнительным сбором, приставы в ХМАО после вакцинации от слепоты должны начать тоже прикладывать усилия к исполнению своих прямых обязанностей. По возвращению десанта в Москву, в отношении Осокина Д.А. возбудили дополнительно 177 УК РФ и до кучи 315 УК РФ, а так уже возможно и реальное лишение свободы и гражданский иск.



Осокин Денис, несмотря на помощь адвоката с фамилией Понасюк, вероятно теперь понесет заслуженное наказание, помимо двух уголовных дела по ст.ст. 177 и 315 УК РФ, которые хоть и считаются не прям серьезными, но перед 159й УК РФ они могут сыграть злую шутку. Тем более что есть перспектива по всем исполнительным производствам, отдельно по каждому получить Осокину Д.А. букет из связки 177 УК РФ + 315 УК РФ, в суде однозначно будет интересно, так как это будет суд в г. Москве.



Наложен наконец арест на все транспортные средства должника, которые удалось установить, в их числе по несколько штук таких как: ТОЙОТА ЛАНД КРУЗЕР 200, ЛЕНД РОВЕР РЕЙНДЖ РОВЕР, МЕРСЕДЕС-БЕНЦ V220 СDI, ТОЙОТА ЛАНД КРУЗЕР 150, ТОЙОТА HILUX, МЕРСЕДЕС-БЕНЦ ACTROS и многие, многие другие общим числом более 150 штук, в том числе и дорогостоящая специализированная техника. Справедливость должна быть восстановлена, должники не могут дурить государство и ФССП вечно, а взыскатель наконец сможет вернуть свои средства... процесс запущен, процесс пошёл.

It got to the point that they tried to force the GSU to transfer to Yevtushenkov's structures the right to fulfill the order of the presidential administration for the production of gift sets.

Then the prosecutor's office, the treasury, the Ministry of Emergency Situations passed checks. No violations were found. It would seem that life at the university has calmed down. However, it turned out that this is for a very short period. Then, according to sources of Rucriminal.info, Sokolov again used his "levers" in the Ministry of Education and the Ministry got back on the same tracks, which lead to the main goal - to donate the university to Sistema. And how could one not get on these tracks, if such agreements, it seems, were reached after a personal meeting between the head of the Russian Ministry of Education and Science Valery Falkov and Yevtushenko.

The VChK-OGPU telegram channel gave its readers a unique opportunity to look into Valery Falkov's diary. На защиту уникального учебного заведения с уникальным преподавательским составом, который хотят превратить в производственную «дочку» «Системы», встали «Народный Фронт» и лидер «Справедливой России» Сергей Миронов. Однако, они получили «отлуп» от заместителя министра науки и высшего образования Российской Федерации Петра Кучеренко. Коротко напомним ситуация с ГГУ. В начале лета сотрудники Гжельского государственного университета (ГГУ) – старейшего вуза по подготовке специалистов для народных художественных промыслов- передали в редакцию Rucriminal.info обращение к президенту Владимиру Путину. В ВУЗ приезжали депутаты, глава района, сошлись во мнение, что с уникальным вузом ничего не надо делать. Потом прошли проверки прокуратура, казначейства, МЧС. Никаких нарушений выявлено не было. Казалось бы жизнь в вузе успокоилась. Однако, оказалось, что это на совсем недолгий период. Потом, по словам источников Rucriminal.info, Соколов вновь задействовал свои «рычаги» в Минобразования и министерство встало на прежние рельсы, которые ведут к главной цели- подарить ВУЗ «Системе». А как было не встать на эти рельсы, если подобные договоренности, похоже, были достигнуты после личной встречи главы Минобрнауки России Валерия Фалькова и Евтушенко.

При проверке кандидата выяснилось, что у Есауловой есть гражданство Израиля. Но Евтушенков не унывает. Сейчас он с одобрения Фалькова ищет нового кандидата на место ректора.

Узнав об этом, коллектив ВУЗа обратился в «Народный фронт» и к Сергею Миронову. Они сразу откликнулись, взяли ситуацию под свой контроль, написали обращения в Минобрнауки. Однако, на днях получили письменный отлуп от замминистра Петра Кучеренко. Фактически он в деликатной форме послал Миронова и «Народный фронт» куда подальше.



Для понимания вопроса, кто такой Кучеренко приведем несколько выдержек из старых публикаций.

Впервые Петр Кучеренко заставил о себе говорить большинство «желтых» и не только СМИ в декабре 2004 года. Тогда в «Экспресс-газете» вышла статья под заголовком ««Фабрикантка» вцепилась юристу Гурцкой зубами в пах». В ней рассказывалось, что юрист Дианы Гурцкой Петр Кучеренко помогал певице расторгнуть контракт с компанией «АРС», которая принадлежит продюсеру Игорю Крутому. При этом он потряс общественность заявлениями о том, как гендиректор «АРСа» Вячеслав Кормильцев избил его прямо во время переговоров, а подружка Вячеслава певица Мария Ржевская своими вставными клыками чуть не отгрызла ему гениталии.

Вновь о Петре Кучеренко СМИ заговорили спустя несколько месяцев — в марте 2005 года. Тогда состоялась его официальная свадьба с Дианой Гурцкой.

В свое время Кучеренко работал помощником политика и депутата Галины Старовойтовой. После гибели Старовойтовой Кучеренко стремительно сделал карьеру в партии «Демократическая Россия», а в 2001 году влился в состав «Союза правых сил» и даже стал членом его политсовета. А после поражения на выборах и раскола в «Союзе правых сил» поспешил раструбить о создании им комитета поддержки бывшего сопредседателя СПС Ирины Хакамады на президентских выборах 2004 года.

«В концертном зале «Измайлово» при поддержке партии «Союз правых сил» прошел Форум правой молодежи, — сообщала в 2003 году «Независимая газета». — Руководство партии — Борис Немцов и Ирина Хакамада, а также «молодежное крыло» СПС в лице Андрея Вульфа, Александра Баранникова и Петра Кучеренко в своих выступлениях старались максимально соответствовать собравшейся аудитории». Примечательно, что Андрей Вульф и Александр Баранников прославились тем, что были первыми открытыми представителями гей-сообщества в Госдуме, которые активно отстаивали интересы своего «комьюнити». Примкнувший к ним Кучеренко о своей сексуальной ориентации никогда не говорил, но неизменно находился вместе с Андреем и Сашей. Двое последних из политической жизни выпали. А Кучеренко остался на плаву. Какое сообщество его продвигает, сказать с точностью сложно. Но Петр успел поработать в аппарате губернатора Самарской области, Госдуме, пока не оказался на ответственной должности в Совете Федерации. А оттуда перешел в Минобрнауки.
