In January 2020, employees of the Investigative Committee, with the assistance of operatives of the UBEPiPK in St. Petersburg, detained a former employee of the administration of the Vsevolozhsk district of the Leningrad region, and now a United Russia deputy Valery Polovinkin.
According to the investigation, bribes were systematically taken by Valery Polovinkin and the former director of the Vsevolozhsk Municipal Budgetary Institution “Ritual Services” Igor Evtishenkov for patronage of funeral companies controlled by Sergei Mikhailov (better known under the name Miskarev or simply “Broiler”). Between them they counted 6 million rubles. Two episodes.
In February 2021, criminal case No. 1-12 (2022) under Part 6 of Art. 290 of the Criminal Code of the Russian Federation was transferred to court, the trial is still ongoing.
As Rucriminal.info found out, Polovinkin and Mikhailov “Broiler” are not only criminal partners, but also long-time friends who have been connected by several decades of friendship.
“Broiler” comes from the Malyshevskaya organized crime group, but he was not always a bandit; together with Valery Polovinkin, they studied at the Leningrad Higher Military-Political School of the USSR Ministry of Internal Affairs and were close family friends for decades.
And after 40 years of faithful friendship and profitable cooperation, “Broiler” hands over to law enforcement officers a video recording he has from two years ago (2018), in which Polovinkin receives an envelope containing, allegedly, a bribe.
The trial in the bribery case has been going on for more than 4 years, and of course the time Polovinkin spent in a pre-trial detention center (more than two years) and in the trial, the ruined political career, was not easy for him.
And the question rightly arises - what could have happened between friends, since one decided to set the other up so harshly?
According to the majority, the stumbling block was the activities of Broiler.
The lawlessness of his group in the cemeteries of the Vsevolozhsk region at that time had long gone beyond the bounds of reason. Clients and employees were intimidated by the bandits of Magomed Abdulaev “Magic”, who to this day provides these services, but to the new “owner of the cemeteries” Roman Ikizli.
But even during the time of “Broiler”, cemetery clients were literally held hostage by bandits - nothing has changed until now, but then the Administration of the Vsevolozhsk District decided to resist and created a specialized municipal budgetary institution “Ritual Services” in order to somehow streamline the processes.
This certainly interfered with Broiler’s activities and allegedly at that moment he came for support to his friend Polovinkin, the deputy head of the Vsevolozhsk administration, where he received a decisive refusal according to Polovinkin, and a tariff for cooperation according to Broiler.
Then the conflict develops, at first Polovinkin uses law enforcement resources to cool the ardor of “Broiler”, but the latter cleverly seizes the initiative.
But the story is not so simple and, as often happens, the intrigue is set by its most inconspicuous participants.
Let's go back to the distant year 2012. On April 15, a terrible tragedy occurred on Rustaveli Avenue in St. Petersburg.
27-year-old detective Nikolai Miroshkin, while drunk driving a Honda Accord, killed a pensioner and her 14-year-old grandson at a speed of 180 km/h.
Employees of the 15th police department, where Miroshkin served, the traffic police and the CSS officer in charge of the Kalininsky district of St. Petersburg arrive at the scene of the tragedy.
Miroshkin's colleagues - Archil Lobzhanidze and Alexander Kupkin - decided to help their colleague by trying to falsify the results of a medical examination.
As a result, both were exposed for what they had done and became defendants in a criminal case under the article “giving a bribe, complicity in official forgery.” After spending a couple of years in a pre-trial detention center, they were released based on the time they spent there.
But another participant in this story not only went unnoticed by the press, but also escaped punishment.
Dmitry Aleksandrovich Belov, detective officer of the Internal Security Ministry of the Ministry of Internal Affairs for St. Petersburg - in 2012, curator for the Kalininsky district, whose duties included monitoring the actions of those indicated by the employee of the 15th police department, in whose eyes the forgery and bribery took place.
The video recording from the corridors of the examination point clearly shows how Belov successfully turns away at the moments when Kupkin and Lobdzhanidze enter the office with the doctors, talk with them, that is, everything that Belov had no right to allow.
The reason for Belov’s professional negligence is simple - he and Kupkin are good friends, both are avid judokas, they go to sports together and spend their free time.
The reason for the loyalty of the investigation, which left the negligent CSS officer as a witness in the case, is even simpler - Belov agrees to be an informant and has been leaking information about his colleagues to department “M” for years.
But how are Dmitry Belov and Alexander Kupkin related to Valery Polovinkin and Sergei “Broiler” Mikhailov?
According to a source of Rucriminal.info, Dmitry Belov’s elder brother is Vladimir, an ex-FMS employee, and the godson of Valery Polovinkin, and Alexander Kupkin is the nephew of Sergei Vasilyevich Skvortsov, better known as “Boatswain,” an active participant in the Broiler organized crime group.
After a fatal accident on Rustaveli, Kupkin goes to “work” in the Broiler group "to his uncle, for the position of general director of VRK LLC - one of whose employees will later become an applicant in the Polovinkin case.
And Dmitry Belov, after walking for a short time as a civilian, is reinstated in the Ministry of Internal Affairs and receives the position of detective officer in the 2nd department of the ORCh 6 UBEPiPK St. Petersburg.
But nothing brings people closer together than joint crimes.
In the summer of 2019, at the height of the disagreements between Polovinkin and Broiler, active operational investigative measures began in relation to the Broiler organized crime group, during which a criminal case was opened against Alexander Kupkin, as the head of VRK LLC, the activities were initiated by the UBEPiPK St. Petersburg.
The knowledgeable Dmitry Belov actively informs Alexander Kupkin about the dates and addresses of the searches, thanks to which documents and objects exposing the criminal activities of the Broiler group were removed from these addresses.
For a job well done, Belov receives a reward of 300,000 rubles from Kupkin.
Motivated Dmitry Belov easily negotiates the termination of criminal prosecution against Alexander Kupkin with the senior investigator of the Investigative Directorate of the Ministry of Internal Affairs of Russia for the Vsevolozhsk District of the Leningrad Region, Major of Justice Yu.V. Shlyk. 04/12/1987, as a result of which Shlyk issues a resolution to terminate the criminal prosecution of A.V. Kupkin. (criminal case No. 11901410018002470).
Criminal cases against Broiler also disappear, but suddenly all the troubles begin to befall Valery Polovinkin.
Due to a strange circumstance, it was at the same time that Dmitry Belov became the owner of two Grand Cherokee cars. Х543ХК178 and Land Rover Discovery E951ВУ154, which is issued to his wife Maria Belov (Lovygina).
Maria Belova did not have the opportunity to buy cars on her own, since her work as a stylist is not successful and does not bring any income.
At the same time, Dmitry’s older brother, Vladimir, who had been under the patronage of Polovinkin for many years, also joined the collaboration with the Broiler organized crime group.
Vladimir begins to actively assist in the registration of migrants working at Broiler cemeteries, for which he also receives regular gratitude through Kupkin.
By an unexpected coincidence, the next day after the initiation of a criminal case against Polovinkin, Dmitry Belov initiates a cleanup of the inconvenient MBU "Ritual Services" VMR LO.
01/22/2020 a day before Polovinkin’s arrest, Dmitry Belov conducted a search in the premises of the MBU “Ritual Services” VMR LO.
The purpose of the search was to paralyze the work of the municipal institution interfering with the criminal activities of VRT LLC. And also, to establish what information confirming the criminal activities of the Broiler organized crime group is available in the institution.
The tasks assigned to Belov were completed. Documents, photos, videos and audio recordings confirming the criminal activities of the Broiler organized crime group were confiscated.
To participate in the search, Belov recruited an employee of the 2nd department of the ORCh EB and PC No. 6 of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for St. Petersburg and Leningrad Region, police major D.V. Bykov.
How deeply his immediate superior, Oleg Sergeevich Alekseev, is aware of Belov’s motivation, one can only guess.
The next day, as is known, Valery Polovinkin was detained harshly and with prejudice.
Thus, trying to create problems for the presumptuous and out of control “Broiler” Mikhailov, Polovinkin was unable to appreciate the quality of his surroundings and fell into his own hole.
Dmitry Belov, Vladimir Belov, Alexander Kupkin are still conducting illegal activities.
The Belovs resolve issues in the interests of the Broiler organized crime group, trade in information and illegal legalization of migrants, Kupkin is an active participant in the organized crime group. “Broiler” itself stays close to the Presidential Administration and in every possible way denies any connection with the ritual business.
