He filed a knowingly false statement about the extortion of 70 million rubles by the Tsapkov gang, in connection with which a criminal case was opened in 2019. In 2021, the criminal prosecution was terminated, since, according to the investigation, Alexander Isyuk forged the documents provided. But, having worked on the mistakes, the Pokrovsky OPS activated their other "victim" Zakharov-Gordik.



Almost according to the same scheme as with Isyuk, the raiders, with the help of Oleg Popov and Alexander Likhovtsev, brought everything to the bidding stage, their ultimate goal is to prevent or make it impossible for other persons to participate in the bidding, except for the friendly head of the Pokrovsky OPS Andrei Korovaiko, AST company-M. For this purpose, they carried out all the preparatory work in advance with the bankruptcy trustee Dmitry Andreev.

Before the start of the bidding, the above-mentioned persons put unprecedented pressure on the property owners in order to persuade them to sign, as they say, a settlement agreement, in order to simplify the raiding procedure and prevent them from bidding, where many decent and uncontrolled persons may try to participate. Речь шла об одном известном Кущевского крабоеде Вячеславе Цеповязе и его судебных спорах с бывшей супругой, в которые влезли ОПС «Концерн Покровский». На сегодня, имущество последних, на 500 млрд рублей изъято в пользу государства, такое решение суд принял в рамках удовлетворения иска генерального прокурора, отличилось ведомство Краснова.



Главарь ОПС «Концерна Покровский» Андрей Коровайко, после того, как он был обескровлен, сам находится в розыске по линии Интерпола, лично привлек Олега Попова (руководитель адвокатского бюро особого назначения А-про), Александра Лиховцева (АСТ Компани-м) и ряд других лиц, для завершения проектов по рейдерскому захвату.

Несмотря на то, что 8 октября 2024 года Преображенский районный суд Москвы приговорил пятерых адвокатов, действующих в интересах ОПС «Концерн Покровский», к заключению на срок от 8,5 до 13 лет за вымогательство активов краснодарских предприятий. Несмотря на то, что главный режиссер почти всех рейдерских схем, осужденный адвокат Генрих Хачатуров, активно сотрудничал со следствием, еще более раскрылся при допросе в суде, что должно было привести, но не привело, к возбуждению десятков уголовных дел, отличилось СКР. Показания Хачатурова легли в основу приговора, которые также подтвердил другой участник ОПС, но они остались не услышаны, так как в этом, по словам источника Rucriminal.info, заинтересованы отдельные лица ЦА Следственного комитета РФ. Так же, до недавнего времени, активную поддержку ОПС оказывала, теперь уже бывшая член Совета Федерации Ирина Рукавишникова, досрочно ушедшая в отставку. О «добровольной» отставке она вынуждена была написать по настоянию Валентины Матвиенко.



В рамках вымогательства у руководства компании Merlion крупной взятки были задержаны сотрудника Управления М ФСБ РФ Александр Ушаков, Валерий Попов и другие, что очень насторожило Олега Попова и практически заставило его уйти в подполье и действовать руками других, ранее нигде не замеченных лиц. Сам Попов теперь маскируется под президента некоего Фонда климатической безопасности.

Несмотря на то, что за рейдерство (вымогательство) одного из преуспевающих сельхоз-предприятий Краснодарского края, входящая в число 100 преуспевающих аграрных предприятий в России, а именно ООО ОПХ «Слава-Кубани», были осуждённые члены ОПС «Концерн Покровский» ,речь идет о профессиональном, карманном потерпевшем Исюк. Он подавал заведомо ложное заявление о вымогательстве 70 млн рублей бандой Цапков, в связи с чем было возбуждено уголовное дело в 2019 году. В 2021-м уголовное преследование было прекращено, поскольку, по версии следствия, Александр Исюк подделал предоставленные документы. Но, проведя работу над ошибками, ОПС «Покровский» активировали своего другого «потерпевшего» Захаров-Гордик.

Практически по аналогичной схеме, как и с Исюком рейдеры уже с помощью Олега Попова и Александра Лиховцева довели все до стадии торгов, их конечная цель не допустить или сделать невозможной участие в торгах других лиц, кроме как дружелюбной главе ОПС «Покровский» Андрею Коровайко, АСТ компани-М. Для этой цели они заранее провели всю подготовительную работу с конкурсным управляющим Андреевым Дмитрием.

До начала торгов вышеуказанные лица устроили беспрецедентное давление на собственников имущества с целью склонить их к подписанию, как они выражаются мирового соглашения, да бы упростить процедуру рейдерства и не допустить до торгов, где могут попытаться принять участие уже многие порядочные и не подконтрольные лица. С подачи столичного решальщика Попова на крабоеда Цеповяза в местах не столь отдаленных оказывают беспрецедентное давление. Попов не раз говорил, что через «кураторов» из ФСБ сломает руками УФСИН любого. Так и происходит с Цеповязом. Время от времени к нему приезжают адвокаты от Попова адвокатов с целью подписать нужное мировое соглашение.

Супругу сидельца убедили в том, что ей лучше вообще молчать, иначе она потеряет все, и останется еще должна сотни миллионов или окажется за решеткой за финансовые махинации.

Казалось бы, чего ради, такие лица привлекли тяжелую артиллерию в лице ЦА Следственного Комитета РФ, лиц из Верховного Суда РФ, представителей Совета Федерации и целую армию юристов, потратив сотни миллионов рублей, и все ради какого-то деревенского колхоза, тут немного подробнее.

Только за 2021-2022 год ООО ОПХ «Слава Кубани» выплатила дивиденды в сумме более 250 млн рублей., владеет более 15 тыс. га земель аграрного назначения и соответствующей передовой сельхозтехникой. ООО ОПХ «Слава Кубани» сегодня входящее в число преуспевающих аграрных организаций России, обладает стабильным рынком сбыта. Ориентировочная рыночная стоимость более 7 млрдъ руб. Кредиторская задолженность с 2021 по 2023 года, увеличилась и составляет более 400 млн. рублей. Готовясь к банкротству и торгам, для снижения привлекательности велось неэффективное управление организацией, под присмотром все того же финансового управляющего Дмитрия Андреева, назначившего торги на 16 января, выставив все одним лотом всего за 2 млр рублей.

Вроде, как и разгромили ОПС «Концерн Покровский», вроде как и с десяток людей осудил, а дела их живут, и помощники продолжают пополнять преступный общак с помощь власть имущих.

As our investigation showed, these were mainly shadow funds stolen from the budget, including from the Ministry of Defense (we will talk about this in the near future). The funds received by Sovcombank for laundering from VIP clients, as it turned out later, were put into shadow projects of the bank's shareholders - the same Peretrukhin and the Khotsimsky brothers. But the bank's shareholders did not want to share with the VIP depositors (according to experts' forecasts, this fate awaits ordinary depositors as well). At first, they were paid increased interest, and then suddenly stopped. When the VIP depositors decided to take their money back, they were told that there were no funds. Then the victims began to file lawsuits first directly against Peretrukhin, since his receipts were personally on the receipts. The victims in the Moscow Arbitration Court said that they knew Peretrukhin as a shareholder and co-owner of Sovcombank and transferred funds to him exclusively as deposits in the bank. Sometimes Peretrukhin himself came to collect the sums (amounting to hundreds of millions of rubles) with the Sovcombank collection service. Sometimes VIP depositors themselves brought the money and handed it over to Peretrukhin at the Sovcombank premises.

When they stopped receiving interest, the depositors personally met with larger shareholders and top managers of Sovcombank, and they reassured them: everything was fine with the deposits, there were minor technical difficulties. But the businessmen never got their money back.

At the hearings, Peretrukhin himself initially denied that he had received any money. But examinations showed the authenticity of his signatures on the receipts. That he, as the head and shareholder of Sovcombank, received deposits and was responsible for working with VIP clients in the bank, was confirmed by many witnesses.

With his back against the wall, Peretrukhin stated in court that he had been drinking alcohol and cocaine in large quantities for a long time (the latter hobby is typical for Sovcombank shareholders), so he does not remember from whom and for what he took money. At the same time, Peretrukhin declared bankruptcy.

At the same time, Sovcombank makes a cunning move. On the order of the Khotsimskys, documents are forged stating that Peretrukhin allegedly took 1.5 billion rubles from the bank and did not return them, and they are also the injured party and his creditors. Thus, Sovcombank is trying to "kill two birds with one stone." On the one hand, to try to avoid the claims of VIP clients to the bank itself. And on the other hand, to become the largest and earliest creditor of Peretrukhin.

And then the most interesting events happen. According to relatives, Peretrukhin, fearing other criminal shareholders of Sovcombank, records a detailed story about their shadow activities on video. And then he simply disappears. They still cannot find him. Or rather, when Peretrukhin's wife began to raise the issue of the right to assets, a paper unexpectedly arrived in court stating that Peretrukhin had died in one of the Baltic countries.

And it is still not clear. Either the shareholders of Sovcombank removed the partner who had become dangerous. Or his death was staged.

Зампред и совладелец банка принимал миллиардные вклады под кайфом



Rucriminal.info и телеграм-канал ВЧК-ОГПУ продолжают рассказывать о самой криминальной банковской структуре – «Совкомбанке». Сейчас ее владельцами занимаются силовики, что не вызывает удивления. За последние годы акционеры Совкомбанка поучаствовали почти во всех возможных криминальных сферах деятельности, пуская в теневой мир средства вкладчиков. Сегодня мы вернемся к истории, как «Совкомбанк», в обход предписаний ЦБ РФ, принимал депозиты от VIP-клиентов на миллиардные суммы, а потом отказался по ним расплачиваться. Сборщиком средств выступал акционер и зампредседателя Сергей Перетрухин. Он вел прием непростых вкладчиков прямо в служебном, а средства брал «для инвестиций в акции и депозиты «Совкомбанка». Именно так указывалось в расписках, которые выдавались VIP-клиентам. Всего таким образом было получено «Совкомбанком» около 6 млрд рублей. Как показало наше расследование, в основном это были теневые средства, похищенные из бюджета, в том числе у Минобороны (об этом расскажем в ближайшее время). Полученные Совкомбанком для отмывания средства от VIP-клиентов, как позже выяснилось, пускались в теневые проекты акционеров банка- того же Перетрухина и братьев Хотимских. Но делится с VIP- вкладчиками акционеры банка не захотели (по прогнозу экспертов, эта судьба ждет и рядовых вкладчиков). Вначале им выплачивались повышенные проценты, а потом резко перестали. Когда VIP- вкладчики решили забрать свои деньги, то им с казали, что средств нет. Тогда пострадавшие стали подавать иски сначала непосредственно к Перетрухину поскольку на расписках стояли лично его расписки.



Потерпевшие в арбитражном суде Москвы рассказали, что знали Перетрухина, как акционера и совладельца «Совкомбанка» и передавали ему средства исключительно в качестве депозитов в банк. Иногда сам Перетрухин приезжал за суммами (исчислявшимися сотнями миллионов рублей) с инкассацией «Совкомбанка». Иногда VIP-вкладчики сами привозили деньги и передавали Перетрухину в помещениях «Совкомбанка».

Когда им перестали выплачивать проценты, вкладчики лично встречались с более крупными акционерами и топ-менеджерами «Совкомбанка» и те успокаивали их: с депозитами все в порядке, возникли небольшие технические трудности. Но денег бизнесмены назад так и не получили.

Сам Перетрухин на слушаниях сначала отрицал вообще, что получал деньги. Но экспертизы показали подлинность его подписей на расписках. Что он, как руководитель и акционер Совкомбанка получал депозиты и был в банке ответственен за работу с VIP-клиентами, подтвердили и многие свидетели.

Припертый «к стенке» Перетрухин заявил в суде, что долгое время употребляет алкоголь и кокаин в больших количествах (последнее увлечение является типовым для акционеров Совкомбанка), поэтому не помнит, у кого и для чего он брал деньги. Одновременно Перетрухин объявил о своем банкротстве.

При этом Совкомбанк принимает хитрый ход. Про приказу Хотимских, подделываются доку менты о том, что Перетрухин якобы сам взял в банке 1,5 млрд рублей и не вернул и они тоже потерпевшая сторона и его кредиторы. Таким образом, Совкомбанк пытается «убить двух зайцев». С одной стороны, попытаться уйти от претензий VIP-клиентов к самому банку. А с другой стороны стать самым крупным и ранним кредитором Перетрухина

А дальше происходят самые интересные события. По словам близких, Перетрухин, опасаясь других криминальных акционеров Совкомбанка, записывает на видео подробный рассказ об их теневой деятельности. А дальше он просто исчезает. Найти его не могут до сих пор. Вернее так Когда жена Перетрухина стало поднимать вопрос о праве на активы, неожиданно в суд поступила бумага о том, что Перетрухин умер в одной их прибалтийских стран.

И до сих пор не ясно. Не то акционеры Совкомбанка убрали, ставшего опасным партнера. Не то его смерть были инсценировкой.

Хозяев Совкомбанка увлекло теневое букмекерство

Теперь их «хобби» заинтересовались силовики



Телеграм-канал ВЧК-ОГПУ и Rucriminal.info начинают серию статей об одной из самых криминальных и проблемных банковских структур- «Совкомбанке»- и его владельцах. Банк вечно «трещит по швам», а его хозяева участвуют в теневой деятельности, на которую пускают во всю и деньги вкладчиков. Наши читатели узнают. Как «Совкомбанк» вкладывает деньги в «черный рынок» антиквариата, участвует в нем и его совладелец Сергей Хотимский. Как еще один совладелец банка под действием наркотиков принимал неофициальные вклады «Совкомбанка» на очень крупные суммы, а потом ВИП-вкладчиков просто кинули. На него возбудили дело, когда он собрался все рассказать (и даже сделал видеозапись) о темных делах Хотимского, то загадочно исчез (уже точно известно, что он был убит). Как жену убитого совладельца «Совкомбанка», воспользовавшись ее горем, подсадили на бутылку и забрали не только видеозапись, но и семейную долю в банке, много денег, всю недвижимость. Как головорезы Совкомбанка нападают на многодетные семьи. Сегодня мы начнем рассказ, как другой совладелец Совкомбанка Дмитрий Хотимский (брат Сергея) решил «убить» сразу двух «криминальных зайцев»- захватить «лакомый кусок» земли на Рублевке и начать получать доходы на нелегальном букмекерстве.



Любитель специфических вечеринок и всевозможных веществ совладелец Совкомбанка Дмитрий Хотимский неожиданно подался в спорт и стал владельцем футбольного клуба «Спартак Кострома» из второго дивизиона. Объяснение этом у нашлось довольно быстро. Источники Rucriminal.info рассказали, что известный банкир выстроил систему договорняков в непрозрачном втором дивизионе российского первенства по футболу. И плотно «завяз» в подпольном букмекерском бизнесе, в который активно пускает деньги вкладчиков «Совкомбанка». А заодно, под предлогом строительства спортивной базы для Спартак-Кострома, Хотимский с помощью чиновников захватил огромный кусок земли в элитном Ромашково.

Коррупция в самом богатом районе Подмосковья уже заинтересовала компетентные органы.

Теперь обо всем по порядку.

1. Между Комитетом по управлению муниципальным имуществом Администрации Одинцовского муниципального района Московской области» (арендодатель) и Государственным унитарным предприятием «Экспериментальное сельскохозяйственное предприятие «Немчиновка» Российской академии сельскохозяйственных наук (арендатор) был заключен договор аренды земельного участка № 2023 от 12 сентября 2007 г., по которому арендодатель предоставляет, а арендатор принимает в аренду земельный участок, находящийся в государственной собственности, общей площадью 49000 кв.м. из земель сельскохозяйственного назначения, с КН 50:20:0010215:0019, расположенный по адресу: МО, Одинцовский муниципальный район, гп. Одинцово, в районе с. Ромашково, для сельскохозяйственного производства.



2. Сразу же после этого по договору № 48-У от 24 октября 2007 г. о передаче прав и обязанностей по договору аренды земельного участка из земель сельскохозяйственного назначения ГУП «Экспериментальное сельскохозяйственное предприятие «Немчиновка» Российской академии сельскохозяйственных наук передает ЗАО «Техстройинвест» (новый арендатор) все принадлежащие ему права и обязанности арендатора. В соответствии со специальной регистрационной надписью договор № 48-у от 24 октября 2007 г. о передаче прав и обязанностей зарегистрирован Управлением Росреестра по МО 26 октября 2007 г.



3. Комитет по управлению муниципальным имуществом Администрации Одинцовского муниципального района Московской области, ТУ ФАУГИ в МО (арендодатель) и ЗАО «Техстройинвест» (арендатор) заключили дополнительное соглашение № 1 от 23 сентября 2008 г. о передаче прав и обязанностей по договору аренды земельного участка от 12.09.2007 г. № 2023, по которому Комитет передает, а ТУ Росимущество по МО принимает на себя права и обязанности арендодателя в полном объеме по договору аренды земельного участка от 12.09.2007 г. № 2023 на земельный участок из земель сельскохозяйственного назначения с видом разрешенного использования для сельскохозяйственного производства.



4. ЗАО «Техстройинвест» и только что созданное ДНП «Техстройинвест» (новый арендатор) заключили договор № 1/04-А от 16 апреля 2009 г. о передаче прав и обязанностей по договору аренды № 2023 от 12.09.2007 г. земельного участка из земель сельскохозяйственного назначения. Председателем правления ДНП «Техстройинвест» в тот момент был ЧАБДАРОВ РАСУЛ ПАХОБИТДИНОВИЧ из Кабардино-Балкарии. С 2013 года этот пост занимает ШОМАХОВ МУРАТ МУСАБИЕВИЧ, который параллельно несколько лет был гендиректором ООО "Корпорация эксклюзивного строительства" в Грозном (учредитель - ДЖАРАГЯН АРГИШТИ СЕЙРАНОВИЧ из Чечни).



5. Постановлением от 01 октября 2009 г. № 909 Главы городского поселения Одинцово Одинцовского муниципального района Московской области изменен вид разрешенного использования земельного участка площадью 49000 кв.м. КН 50:20:0010215:19, земли сельскохозяйственного назначения, находящегося в аренде у Дачного некоммерческого партнерства «Техстройинвест», с «для сельскохозяйственного производства» на «для дачного строительства», расположенного в границах городского поселения Одинцово Одинцовского муниципального района, с местоположением в районе с.Ромашково.



6. Между Росимуществом в Московской области (арендодатель) и Дачным некоммерческим партнерством «Техстройинвест» (арендатор) заключено дополнительное соглашение № 2 от 02.04.2012 г. о внесении изменений в договор аренды земельного участка от 12.09.2007 г. № 2023, в соответствии с которым предмет договора изложен в следующей редакции: арендодатель предоставляет, а арендатор принимает в аренду земельный участок с КН 50:20:0010215:19, общей площадью 49000+/-155 кв.м., из земель сельскохозяйственного назначения, с разрешенным использованием – для дачного строительства. Former Deputy Minister of Education of the Russian Federation D.E. Gribov is accused of embezzling federal budget funds allocated in 2022 for the implementation of the federal project "Professionality" by the Ministry of Education of Russia. At the end of October 2022, the Institute for the Development of Professional Education, subordinate to the Ministry of Education of Russia, concluded 22 contracts for a total of more than 310 million rubles for the training of at least 4.5 thousand teaching staff of secondary vocational education implementing the activities of the federal project "Professionality". All 22 contracts were concluded with the same commercial organization - OOO "Country of Opportunities" without any reduction in the price originally announced at the auction. At that time, this OOO had 5 full-time employees and carried out activities exclusively in the field of tourism services, without even having a license for educational activities. As reported by the VChK-OGPU telegram channel, in the shortest and unrealistic time frame, with amazing speed, all work on training teachers and their internship in the most advanced workshops in terms of equipment was completed by the counterparty, was accepted by the Institute for the Development of Professional Education and paid in full. But even then, many teachers - participants in the internships were perplexed as to why the training was not carried out in the proper volume. For some reason, the same doubts did not arise among the heads of the Institute for Development, who paid for the work performed. They did not arise among the director of the Department of Secondary Vocational Education V.S. Neumyvakin, who administers this federal project in the ministry, who checked the progress of the work and the result obtained, including the reporting of the Institute for Development on the implementation of training activities with SPO teachers, and to whom regional ministries from the regions of Russia complained about the actual lack of training internships under these contracts. The Cheka-OGPU drew attention to the fact that there were many strange coincidences and inconsistencies in the conclusion and execution of the above-mentioned 22 contracts. Neumyvakin's approval of the procurement documentation of the Development Institute for these contracts, which was personally initiated by him and delayed either due to his complete incompetence or because of someone's intent, which did not allow the Institute to conclude contracts on time. Neumyvakin to the Institute he supervises in the matter of pushing through the need to sign contracts in those periods of time when, due to time constraints, it was no longer possible to fulfill them. And of course, the inexplicable blindness of the ministry officials - Neumyvakin V.S. and Gribov D.E. in the actual recognition of the results achieved. In fact, in 2022, one of the main results indicated in the passport of the federal project "Professionality" was not achieved - the training of secondary vocational education teachers was not conducted. Which speaks about the general level of organization of events under federal projects in the Ministry of Education of Russia.

Today, these circumstances are being investigated in a criminal case, in which former Deputy Minister Gribov D.E., former Vice-Rector of the Institute for the Development of Professional Education Vasiliev V.N., former General Director of OOO "Country of Opportunities" Sulyaev R.A. are in custody. The amount of the contract dated 05/31/2024 No. 126/2024, concluded between the Institute for the Development of Professional Education and JSC "Country of Opportunities", this time amounted to more than 332 million rubles.



And again, as then, in 2022, this contract was not fulfilled in the required volume. Only this time the management of IRPO was afraid to immediately accept the unfulfilled work - they decided to postpone the intrigue with payment for the work under the contract until 2025. There are already informal agreements on this between the rector of the IRPO, S. M. Kozhevnikov, and the general director of JSC “Stana Possibilities”, A. S. Shumakova. This is confirmed by the fact that the Institute for the Development of Vocational Education, in December 2024, reported to the Ministry of Education of Russia on the full achievement of all quantitative results of the federal project “Professionals” tet". In turn, the Ministry of Education, represented by the Director of the Department of Secondary Vocational Education V.S.
