Exactly one year has passed since the head of the Investigative Committee of the Russian Federation Alexander Bastrykin gave the order to initiate a criminal case in connection with the appeal of a pensioner about the violation of her rights in Moscow. In February 2024, a resident of the Moscow region contacted Bastrykin at his VKontakte reception. In 2021, she entered into a loan agreement with PAO Sovcombank secured by real estate. However, due to illness, she was unable to make mandatory payments. Subsequently, the bank sold the right to claim the debt to ABK-Invest LLC without notifying the borrower, as a result of which the mortgaged apartment was foreclosed, and collectors tried to evict the applicant from the home. A year ago, Bastrykin instructed the head of the Main Investigative Directorate of the Investigative Committee of Russia for the city of Moscow, Andrei Strizhov, to initiate a criminal case and submit a report on the preliminary and final results of his investigation.

If Strizhov had carried out Bastrykin's order, then the management of Sovcombank and its owners, the Khotsimskys, would already be behind bars. Earlier, we reported on the mass appeals of families of SVO participants during the direct line in December 2024 with Putin about fraud on the part of Sovcombank. According to the Decree of the President of Russia, they are exempt from mortgage payments for the duration of their participation in military operations. However, they found court decisions in their mailboxes on the seizure of their housing in favor of the bank. The situation is even worse for ordinary mortgage holders of Sovcombank. The owners of Sovcombank, the Khotsimsky brothers, openly say that they do not care about anything, since they are “under Mishustin’s roof.” On the same basis, the Khotsimskys massively withdraw depositors' funds and use them for their shadow projects.

Here are just a few examples of the activities of the Sovcombank organized crime group.

In the city of Kotovo, an 86-year-old woman, a disabled person of the second group, is evicted from her apartment. Evgeniya Shuvaeva took out a loan from Sovcombank seven years ago, which turned out to be a mortgage, and in the end she legally lost her apartment. The borrower's son told how the events unfolded:

"My mother was simply deceived. They called her from Sovcombank and called her into the office. She thought she was taking out a consumer loan, but they "foisted" a mortgage on her. She was 80 years old at the time, they had no right to give her this loan. They would not have been able to give her this loan if she had not been the owner of the apartment. She signed blindly, paid the loan for three years, and the main part of the loan was paid off. In addition, my mother, in fact, was not the owner of this housing. I gave her this apartment in 2007. There is even a certificate stating that she has not used the right to privatize it. Moreover, this is her only housing, and no one has the right to evict her.

In Krasnodar Krai, Natalia Bulatova and her five children were thrown out onto the street one fine day. The house was bought with a mortgage, the family claims that they made payments on time and became victims of Sovcombank's fraud. According to the victims, the credit institution at some point first inflated the amount of debt, and then sold the debt to collectors. The new "owners" showed up quite quickly for the property, which they already obviously considered theirs. A deferment of payment was not implied at all. "They threw the car out with a tow truck, shot at the dogs, killed one, and promised to continue using force if we didn't leave. My wife, children, and elderly parents had to urgently leave our home in the clothes we were wearing," the head of the family said. According to him, the administration representatives remained completely deaf to all requests.

Now its owners are being dealt with by security forces, which is not surprising. In recent years, Sovcombank shareholders have participated in almost all possible criminal spheres of activity, putting depositors' funds into the shadow world. Today we will return to the story of how Sovcombank, bypassing the instructions of the Central Bank of the Russian Federation, accepted deposits from VIP clients for billions of dollars, and then refused to pay them. The collector of funds was shareholder and deputy chairman Sergei Peretrukhin. He received difficult depositors right in his office, and took the funds "for investments in shares and deposits of Sovcombank."



This is exactly what was indicated in the receipts that were issued to VIP clients. In total, Sovcombank received about 6 billion rubles in this way. As our investigation showed, these were mainly shadow funds stolen from the budget, including from the Ministry of Defense (we will talk about this in the near future). The funds received by Sovcombank for laundering from VIP clients, as it turned out later, were put into shadow projects of the bank's shareholders - the same Peretrukhin and the Khotsimsky brothers. But the bank's shareholders did not want to share with the VIP depositors (according to experts' forecasts, this fate awaits ordinary depositors as well). At first, they were paid increased interest, and then suddenly stopped. When the VIP depositors decided to take their money back, they were told that there were no funds. Then the victims began to file lawsuits first directly against Peretrukhin, since his receipts were personally on the receipts. The victims in the Moscow Arbitration Court said that they knew Peretrukhin as a shareholder and co-owner of Sovcombank and transferred funds to him exclusively as deposits in the bank. Sometimes Peretrukhin himself came to collect the sums (amounting to hundreds of millions of rubles) with the Sovcombank collection service. Sometimes VIP depositors themselves brought the money and handed it over to Peretrukhin at the Sovcombank premises.

When they stopped receiving interest, the depositors personally met with larger shareholders and top managers of Sovcombank, and they reassured them: everything was fine with the deposits, there were minor technical difficulties. But the businessmen never got their money back.

At the hearings, Peretrukhin himself initially denied that he had received any money. But examinations showed the authenticity of his signatures on the receipts. That he, as the head and shareholder of Sovcombank, received deposits and was responsible for working with VIP clients in the bank, was confirmed by many witnesses.

With his back against the wall, Peretrukhin stated in court that he had been drinking alcohol and cocaine in large quantities for a long time (the latter hobby is typical for Sovcombank shareholders), so he does not remember from whom and for what he took money. At the same time, Peretrukhin declared bankruptcy.

At the same time, Sovcombank makes a cunning move. On the order of the Khotsimskys, documents are forged stating that Peretrukhin allegedly took 1.5 billion rubles from the bank and did not return them, and they are also the injured party and his creditors. Thus, Sovcombank is trying to "kill two birds with one stone." On the one hand, to try to avoid the claims of VIP clients to the bank itself. And on the other hand, to become the largest and earliest creditor of Peretrukhin.

And then the most interesting events happen. According to relatives, Peretrukhin, fearing other criminal shareholders of Sovcombank, records a detailed story about their shadow activities on video. And then he simply disappears. They still cannot find him. Or rather, when Peretrukhin's wife began to raise the issue of the right to assets, a paper unexpectedly arrived in court stating that Peretrukhin had died in one of the Baltic countries.

And it is still not clear. Either the shareholders of Sovcombank removed the partner who had become dangerous. Or his death was staged.

A lover of specific parties and all kinds of substances, Sovcombank co-owner Dmitry Khotsimsky unexpectedly went into sports and became the owner of the Spartak Kostroma football club from the second division. An explanation for this was found quite quickly. Rucriminal.info sources said that the famous banker built a system of fixed matches in the opaque second division of the Russian football championship. And he got stuck in the underground bookmaking business, where he actively invests the money of Sovcombank depositors. And at the same time, under the pretext of building a sports base for Spartak-Kostroma, Khotsimsky, with the help of officials, seized a huge piece of land in the elite Romashkovo.

Corruption in the richest district of the Moscow region has already attracted the attention of the competent authorities.

1. Between the Committee for the Management of Municipal Property of the Administration of the Odintsovo Municipal District of the Moscow Region (lessor) and the State Unitary Enterprise Experimental Agricultural Enterprise Nemchinovka of the Russian Academy of Agricultural Sciences (lessee), a land lease agreement No. 2023 dated September 12, 2007 was concluded, according to which the lessor provides and the lessee accepts for lease a land plot, which is in state ownership, with a total area of ​​49,000 sq.m. from agricultural lands, with KN 50:20:0010215:0019, located at the address: MO, Odintsovsky municipal district, urban settlement Odintsovo, in the area of ​​the village of Romashkovo, for agricultural production.



2. Immediately after this, under agreement No. 48-U dated October 24, 2007 on the transfer of rights and obligations under the lease agreement for a land plot from agricultural lands, the State Unitary Enterprise "Experimental Agricultural Enterprise "Nemchinovka" of the Russian Academy of Agricultural Sciences transfers to ZAO "Tekhstroyinvest" (the new lessee) all of its rights and obligations as a lessee. In accordance with the special registration inscription, agreement No. 48-u dated October 24, 2007 on the transfer of rights and obligations was registered by the Rosreestr Office for the Moscow Region on October 26, 2007.



3. The Municipal Property Management Committee of the Odintsovo Municipal District Administration of the Moscow Region, the Territorial Administration of the Federal Property Management Agency in the Moscow Region (lessor) and Tekhstroyinvest CJSC (lessee) entered into additional agreement No. 1 dated September 23, 2008 on the transfer of rights and obligations under the land lease agreement dated September 12, 2007 No. 2023, according to which the Committee transfers, and the Territorial Administration of the Federal Property Management Agency for the Moscow Region assumes, the rights and obligations of the lessor in full under the land lease agreement dated September 12, 2007 No. 2023 for a land plot of agricultural land with the permitted use for agricultural production.



4. Tekhstroyinvest CJSC and the newly created DNP Tekhstroyinvest (new tenant) entered into Agreement No. 1/04-A dated April 16, 2009 on the transfer of rights and obligations under Lease Agreement No. 2023 dated September 12, 2007 for a land plot of agricultural land. The Chairman of the Board of DNP Tekhstroyinvest at that time was RASUL PAKHOBITDINOVICH CHABDAROV from Kabardino-Balkaria. Since 2013, this post has been occupied by MURAT MUSABIEVICH SHOMAKHOV, who was simultaneously the CEO of LLC "Exclusive Construction Corporation" in Grozny for several years (founder - DZHARAGYAN ARGISHTI SEIRANOVICH from Chechnya). 5. 6. Between the Federal Property Management Agency in the Moscow Region (lessor) and the Dacha Non-Commercial Partnership Tekhstroyinvest (lessee), an additional agreement No. 2 dated 02.04.2012 was concluded on amendments to the land lease agreement dated 12.09.2007 No. 2023, according to which the subject of the agreement is set out as follows: the lessor provides, and the lessee accepts for lease, a land plot with KN 50:20:0010215:19, with a total area of ​​49,000+/-155 sq.m., from agricultural lands, with the permitted use of dacha construction. In accordance with paragraph 2.1. lease agreement No. 2023 dated September 12, 2007, the lease term is set from September 12, 2007 to September 11, 2056.



7. Between the Territorial Administration of the Federal Property Management Agency in the Moscow Region (lessor) and the DNP Tekhstroyinvest (lessee), additional agreement No. 3 dated July 18, 2012 was signed, according to which subparagraph 1.1. of paragraph 1 "Subject of the Agreement" of the Agreement is set out as follows: "The lessor provides, and the lessee accepts for lease, the following land plots:

9. The new owner signed an Additional Agreement to the lease agreement for a land plot in federal ownership dated September 12, 2007, No. 2023, No. 50-211, issued on July 14, 2023, state registration number: 50:20:0010215:558-KUVD-001/2023-39149168:1. Today, the lessor of the plots is an Individual (personal data is classified). Rucriminal.info sources say that he is Dmitry Khotsimsky. On May 12, 2022 (after the previous owner died, but the new one had not yet officially entered into rights), a meeting of the Commission for the Consideration of Disputes on the Results of Determining the Cadastral Value under the Ministry of Property Relations of the Moscow Region was held, during which Kuminskaya Yu.S. represented the interests of Khotsimsky D.V. there. to determine the cadastral value of plots 50:20:0010215:561 - 50:20:0010215:581, intended according to the protocol "for dacha construction".
