Телеграм-канал ВЧК-ОГПУ и Rucriminal.info начинают серию статей об одной из самых криминальных и проблемных банковских структур- «Совкомбанке»- и его владельцах. Банк вечно «трещит по швам», а его хозяева участвуют в теневой деятельности, на которую пускают во всю и деньги вкладчиков. Наши читатели узнают. Как «Совкомбанк» вкладывает деньги в «черный рынок» антиквариата, участвует в нем и его совладелец Сергей Хотимский. Как еще один совладелец банка под действием наркотиков принимал неофициальные вклады «Совкомбанка» на очень крупные суммы, а потом ВИП-вкладчиков просто кинули. На него возбудили дело, когда он собрался все рассказать (и даже сделал видеозапись) о темных делах Хотимского, то загадочно исчез (уже точно известно, что он был убит). Как жену убитого совладельца «Совкомбанка», воспользовавшись ее горем, подсадили на бутылку и забрали не только видеозапись, но и семейную долю в банке, много денег, всю недвижимость. Как головорезы Совкомбанка нападают на многодетные семьи. Сегодня мы начнем рассказ, как другой совладелец Совкомбанка Дмитрий Хотимский (брат Сергея) решил «убить» сразу двух «криминальных зайцев»- захватить «лакомый кусок» земли на Рублевке и начать получать доходы на нелегальном букмекерстве.



Любитель специфических вечеринок и всевозможных веществ совладелец Совкомбанка Дмитрий Хотимский неожиданно подался в спорт и стал владельцем футбольного клуба «Спартак Кострома» из второго дивизиона. Объяснение этом у нашлось довольно быстро. Источники Rucriminal.info рассказали, что известный банкир выстроил систему договорняков в непрозрачном втором дивизионе российского первенства по футболу. И плотно «завяз» в подпольном букмекерском бизнесе, в который активно пускает деньги вкладчиков «Совкомбанка». А заодно, под предлогом строительства спортивной базы для Спартак-Кострома, Хотимский с помощью чиновников захватил огромный кусок земли в элитном Ромашково.

Коррупция в самом богатом районе Подмосковья уже заинтересовала компетентные органы.

Теперь обо всем по порядку.

1. Между Комитетом по управлению муниципальным имуществом Администрации Одинцовского муниципального района Московской области» (арендодатель) и Государственным унитарным предприятием «Экспериментальное сельскохозяйственное предприятие «Немчиновка» Российской академии сельскохозяйственных наук (арендатор) был заключен договор аренды земельного участка № 2023 от 12 сентября 2007 г., по которому арендодатель предоставляет, а арендатор принимает в аренду земельный участок, находящийся в государственной собственности, общей площадью 49000 кв.м. из земель сельскохозяйственного назначения, с КН 50:20:0010215:0019, расположенный по адресу: МО, Одинцовский муниципальный район, гп. Одинцово, в районе с. Ромашково, для сельскохозяйственного производства.



2. Сразу же после этого по договору № 48-У от 24 октября 2007 г. о передаче прав и обязанностей по договору аренды земельного участка из земель сельскохозяйственного назначения ГУП «Экспериментальное сельскохозяйственное предприятие «Немчиновка» Российской академии сельскохозяйственных наук передает ЗАО «Техстройинвест» (новый арендатор) все принадлежащие ему права и обязанности арендатора. В соответствии со специальной регистрационной надписью договор № 48-у от 24 октября 2007 г. о передаче прав и обязанностей зарегистрирован Управлением Росреестра по МО 26 октября 2007 г.



3. Комитет по управлению муниципальным имуществом Администрации Одинцовского муниципального района Московской области, ТУ ФАУГИ в МО (арендодатель) и ЗАО «Техстройинвест» (арендатор) заключили дополнительное соглашение № 1 от 23 сентября 2008 г. о передаче прав и обязанностей по договору аренды земельного участка от 12.09.2007 г. № 2023, по которому Комитет передает, а ТУ Росимущество по МО принимает на себя права и обязанности арендодателя в полном объеме по договору аренды земельного участка от 12.09.2007 г. № 2023 на земельный участок из земель сельскохозяйственного назначения с видом разрешенного использования для сельскохозяйственного производства.



4. ЗАО «Техстройинвест» и только что созданное ДНП «Техстройинвест» (новый арендатор) заключили договор № 1/04-А от 16 апреля 2009 г. о передаче прав и обязанностей по договору аренды № 2023 от 12.09.2007 г. земельного участка из земель сельскохозяйственного назначения. Председателем правления ДНП «Техстройинвест» в тот момент был ЧАБДАРОВ РАСУЛ ПАХОБИТДИНОВИЧ из Кабардино-Балкарии. С 2013 года этот пост занимает ШОМАХОВ МУРАТ МУСАБИЕВИЧ, который параллельно несколько лет был гендиректором ООО "Корпорация эксклюзивного строительства" в Грозном (учредитель - ДЖАРАГЯН АРГИШТИ СЕЙРАНОВИЧ из Чечни).



5. Постановлением от 01 октября 2009 г. № 909 Главы городского поселения Одинцово Одинцовского муниципального района Московской области изменен вид разрешенного использования земельного участка площадью 49000 кв.м. КН 50:20:0010215:19, земли сельскохозяйственного назначения, находящегося в аренде у Дачного некоммерческого партнерства «Техстройинвест», с «для сельскохозяйственного производства» на «для дачного строительства», расположенного в границах городского поселения Одинцово Одинцовского муниципального района, с местоположением в районе с.Ромашково.



6. Между Росимуществом в Московской области (арендодатель) и Дачным некоммерческим партнерством «Техстройинвест» (арендатор) заключено дополнительное соглашение № 2 от 02.04.2012 г. о внесении изменений в договор аренды земельного участка от 12.09.2007 г. № 2023, в соответствии с которым предмет договора изложен в следующей редакции: арендодатель предоставляет, а арендатор принимает в аренду земельный участок с КН 50:20:0010215:19, общей площадью 49000+/-155 кв.м., из земель сельскохозяйственного назначения, с разрешенным использованием – для дачного строительства. В соответствии с п. 2.1. договора аренды № 2023 от 12 сентября 2007 г. срок аренды устанавливается с 12 сентября 2007 г. по 11 сентября 2056 г.



7. Между ТУ Росимущества в МО (арендодатель) и ДНП «Техстройинвест» (арендатор) подписано дополнительное соглашение № 3 от 18 июля 2012 г., по которому подпункт 1.1. пункта 1 «Предмет договора» Договора изложен в следующей редакции: «Арендодатель предоставляет, а арендатор принимает в аренду следующие земельные участки:

с кадастровым номером 50:20:0010215:558, общей площадью 2458+/-0 кв.м., из земель сельскохозяйственного назначения, расположенный по адресу: Московская область, Одинцовский район, с/о Мамоновский, в районе с. Ромашково, с разрешенным использованием - для дачного строительства;

8. Судя по документам, после ДНП арендодатель менялся дважды. Первый договор уступки прав и обязанностей по договору аренды земельного участка, выдан 15.11.2019, дата государственной регистрации: 19.11.2019, номер государственной регистрации: 50:20:0010215:573-50/001/201 9-1. Документ нотариально удостоверен: 15.11.2019 Квитко А.Ф. нотариус Одинцовского нотариального Московской области 50/122-н/50-2019-7-1573. Однако этот владелец, очевидно умер. Было составлено Свидетельство о праве на наследство по закону, выданное 10.08.2022. Документ нотариально удостоверен: 10.08.2022 нотариусом города Москвы Новиковым Андреем Николаевичем 77/406-н/77-2022-5-1327. Соглашение о разделе наследственного имущества выдано 12.08.2022. 9. Новым владельцем было подписано Дополнительное соглашение к договору аренды земельного участка, находящегося в федеральной собственности от 12.09.2007 №2023, № 50-211, выдан 14.07.2023, номер государственной регистрации: 50:20:0010215:558-КУВД-001/2023-39149168:1. Сегодня арендодателем участков выступает Физическое лицо (персональные данные засекречены).Источники Rucriminal.info говорят, что им является Дмитрий Хотимский. 12.05.2022 (после того, как скончался предыдущий владелец, но новый еще официально не вступил в права) состоялось заседание Комиссии по рассмотрению споров о результатах определения кадастровой стоимости при министерстве имущественных отношений Московской области, в ходе которого Куминская Ю.С. представляла там именно интересы Хотимского Д.В. по определению кадастровой стоимости участков 50:20:0010215:561 - 50:20:0010215:581, предназначенные по данным протокола "для дачного строительства".

Gribov is accused of embezzling federal budget funds allocated in 2022 for the implementation of the federal project "Professionality" by the Ministry of Education of Russia. At the end of October 2022, the Institute for the Development of Professional Education, subordinate to the Ministry of Education of Russia, concluded 22 contracts for a total of more than 310 million rubles for the training of at least 4.5 thousand teaching staff of secondary vocational education implementing the activities of the federal project "Professionality". All 22 contracts were concluded with the same commercial organization - OOO "Country of Opportunities" without any reduction in the price originally announced at the auction. But even then, many teachers - participants in the internships were perplexed as to why the training was not carried out in the proper volume. For some reason, the same doubts did not arise among the heads of the Institute for Development, who paid for the work performed. They did not arise among the director of the Department of Secondary Vocational Education V.S. Neumyvakin, who administers this federal project in the ministry, who checked the progress of the work and the result obtained, including the reporting of the Institute for Development on the implementation of training activities with SPO teachers, and to whom regional ministries from the regions of Russia complained about the actual lack of training internships under these contracts. The then Deputy Minister D.E. Gribov, who in 2022 was the head of the federal project Professionalism, and who in 2022 reported to the Government of Russia information on its high-quality and complete implementation and the achievement of all planned results in terms of quantity, did not have similar doubts.



The Cheka-OGPU drew attention to the fact that there were many strange coincidences and inconsistencies in the conclusion and execution of the above-mentioned 22 contracts. First of all, what is striking is the very lengthy procedure for V.S. Neumyvakin's approval of the procurement documentation of the Development Institute for these contracts, which was personally initiated by him and delayed either due to his complete incompetence or because of someone's intent, which did not allow the Institute to conclude contracts on time. And also the amazing exactingness of V.S. Neumyvakin to the Institute he supervises in the matter of pushing through the need to sign contracts in those periods of time when, due to time constraints, it was no longer possible to fulfill them. And of course, the inexplicable blindness of the ministry officials - Neumyvakin V.S. and Gribov D.E. in the actual recognition of the results achieved. In fact, in 2022, one of the main results indicated in the passport of the federal project "Professionality" was not achieved - the training of secondary vocational education teachers was not conducted. Which speaks about the general level of organization of events under federal projects in the Ministry of Education of Russia.

Today, these circumstances are being investigated in a criminal case, in which former Deputy Minister Gribov D.E., former Vice-Rector of the Institute for the Development of Professional Education Vasiliev V.N., former General Director of OOO "Country of Opportunities" Sulyaev R.A. are in custody. As Rucriminal.info found out, it is impossible to explain by a simple coincidence the fact that the organization guilty of failure to fulfill obligations under all 22 contracts of 2022 - OOO "Country of Opportunities", having transformed into a JSC and changed its founder, in 2024 again became a participant and winner of the tender for conducting internships for 4.6 thousand teachers ensuring the implementation of the activities of the federal project "Professionality". The amount of the contract dated 05/31/2024 No. 126/2024, concluded between the Institute for the Development of Professional Education and JSC "Country of Opportunities", this time amounted to more than 332 million rubles.



And again, as then, in 2022, this contract was not fulfilled in the required volume. Only this time the management of IRPO was afraid to immediately accept the unfulfilled work - they decided to postpone the intrigue with payment for the work under the contract until 2025. There are already informal agreements on this between the rector of the IRPO, S. M. Kozhevnikov, and the general director of JSC “Stana Possibilities”, A. S. Shumakova. This is confirmed by the fact that the Institute for the Development of Vocational Education, in December 2024, reported to the Ministry of Education of Russia on the full achievement of all quantitative results of the federal project “Professionals” tet". In turn, the Ministry of Education, represented by the Director of the Department of Secondary Vocational Education V.S. Neumyvakin, reported to the curator of the federal project - Deputy Chairman of the Government of Russia Chernyshenko D.N. on the full implementation of all federal project activities and the achievement of all planned results in terms of quantity. Such a system of eyewash in the Ministry of Education only encourages the impunity of the leaders of the Institute for the Development of Professional Education and allows them to continue to embezzle budget funds and commit numerous violations of the law.

«Система очковтирательства и коррупции в Минпросвещения»

Бывший заместитель министра просвещения РФ Грибов Д.Е. обвиняется в хищении бюджетных средств федерального бюджета, выделенных в 2022 году на реализацию Министерством просвещения России федерального проекта «Профессионалитет». В конце октября 2022 года подведомственный Минпросвещения России Институт развития профессионального образования заключил 22 контракта на общую сумму более 310 млн. рублей, для обучения не менее 4,5 тысяч педагогических работников среднего профессионального образования, реализующих мероприятия федерального проекта «Профессионалитет». Все 22 контракта заключены с одной и той же коммерческой организацией – ООО «Страна возможностей» без какого-либо снижения первоначально объявленной на торгах цене. Данная ООО имела на тот момент 5 человек штатной численности и осуществляла деятельность исключительно в сфере туристических услуг, не имея даже лицензии на образовательную деятельность.



Как сообщает телеграм-канал ВЧК-ОГПУ, в кратчайшие и не реальные сроки, с удивительной быстротой все работы по обучению педагогов и их стажировке в передовых по своему оснащению мастерских, были завершены контрагентом, были приняты Институтом развития профессионального образования и оплачены в полном объеме. Но уже тогда многие педагоги - участники стажировок недоумевали, почему обучение не было проведено в должном объеме.

Почему-то такие же сомнения не возникли у руководителей Института развития, которые оплатили выполненные работы. Не возникли они у директора Департамента среднего профессионального образования В.С. Неумывакина, который администрирует в министерстве данный федеральный проект, который проверял ход выполнения работ и полученный результат, включая отчетность Института развития по выполнению обучающих мероприятий с педагогами СПО, и которому из регионов России жаловались региональные министерства на фактическое отсутствие обучающих стажировок по этим контрактам. Не возникло аналогичных сомнений и у тогдашнего заместителя министра Грибова Д.Е., который в 2022 г. являлся руководителем федерального проекта Профессионалитет, и который в 2022 году доложил в Правительство России информацию о его качественном и полном выполнении и достижении всех плановых результатов по количеству.

ВЧК-ОГПУ обратил внимание, что очень много странных совпадений и не стыковок имело место при заключении и исполнении вышеуказанных 22 контрактов. Прежде всего бросается в глаза очень длительная процедура согласования В.С. Неумывакиным закупочной документации Института развития по данным контрактам, которая была им лично инициирована и заволокичена или из-за его полной некомпетентности или из-за чьего-то умысла, что не позволило Институту своевременно заключить контракты. А также удивительная требовательность В.С. Неумывакина к курируемому им Институту в вопросе продавливания необходимости подписания контрактов в те периоды времени, когда из-за ограниченности времени, выполнить их было уже не возможно. Ну и конечно-же необъяснимая слепота должностных лиц министерства – Неумывакина В.С. и Грибова Д.Е. при фактическом признании результатов достигнутыми. По факту же, в 2022 году один из основных результатов, указанных в паспорте федерального проекта «Профессионалитет», не был достигнут – обучение педагогических работников СПО не было проведено. Что говорит об общем уровне организации мероприятий по федеральным проектам в Минпросвещения России.



Сегодня данные обстоятельства расследуются по возбужденному уголовному делу, по которому под стражей находятся бывший заместитель министра Грибов Д.Е., бывший проректор Института развития профессионального образования Васильев В.Н., бывший генеральный директор ООО «Страна возможностей» Суляев Р.А.

Как выяснил Rucriminal.info, простым совпадением невозможно объяснить тот факт, что организация, виновная в неисполнении обязательств по всем 22 контрактам 2022 года - ООО «Страна возможностей», преобразовавшись в АО и поменяв учредителя, в 2024 году вновь стала участником и победителем торгов на проведение стажировок 4,6 тысяч педагогов, обеспечивающих реализацию мероприятий федерального проекта «Профессионалитет».

Сумма контракта от 31.05.2024г. № 126/2024, заключенного между Институтом развития профессионального образования и АО «Страна возможностей», на этот раз составила более 332 млн. рублей. И вновь, как и тогда, в 2022 году, этот контракт не был выполнен в необходимом объеме. Только в этот раз руководство ИРПО побоялось сразу принимать невыполненные работы, - интригу с оплатой работ по контракту решили перенести на 2025 год. О чем уже есть неформальные договоренности между ректором ИРПО Кожевниковым С.М. и генеральным директором АО «Стана возможностей» Шумаковой А.С. Это подтверждается тем, что Институт развития профобразования, в декабре 2024 г. отчитался перед Министерством просвещения России о полном достижении всех количественных результатов федерального проекта «Профессионалитет».

В свою очередь, Министерство просвещения, в лице директора Департамента среднего профессионального образования В.С. Неумывакина, доложил куратору федерального проекта – заместителю председателя Правительства России Чернышенко Д.Н. о полном выполнении всех мероприятий федпроекта и достижении всех плановых результатов по количеству. Такая система очковтирательства в Минпросвещения только поощряет безнаказанность руководителей Института развития профессионального образования и позволяет им и дальше заниматься хищением бюджетных средств и совершать многочисленные нарушения законодательства.

The offices on Staraya Square have not heard anything about the "new governor", but they have information that on September 17, in the Oryol region, under Article 159, Part 4. of the Criminal Code of the Russian Federation, criminal case No. 12401540059000052 was opened in connection with the theft of land plots by the brother of the head of Krasnogorsk, Oleg Volkov.

Here it is necessary to immediately note that Dmitry Volkov registers all his property in the name of his brother. He officially owns the house where Dmitry Volkov's family lives in Domodedovo on Egerskaya 12, purchased for 25 million rubles, and a bunch of other property.

Moreover, since Dmitry Volkov loves horses very much, which he sometimes gives as bribes, but we will write about this later, his brother "became a farmer" and opened a stable for 40 heads in his small homeland. The stable is equipped to the highest standard, it was built at the expense of key contractors of Krasnogorsk under the supervision of the former deputy head of Krasnogorsk Nadezhda Barilo.

It will not be difficult for law enforcement agencies to prove these circumstances, since in fact the unemployed brother of the head of Krasnogorsk cannot have so many real estate properties and a whole squadron of horses in the Oryol region.

Apparently, Dmitry Volkov, realizing this circumstance, decided to insure himself. Since 2019, his brother Oleg began to apply for subsidies for the development of agriculture.

Here's the problem, when giving explanations to the employees of the OBEPiPK, Oleg Volkov explained that in order to receive budget money, he needed to present contracts confirming that he had land in the Oryol region, on which he allegedly wanted to engage in farming.

Since the Volkov brothers did not have the necessary land at that time, the brother of the head of Krasnogorsk allegedly concluded the relevant documents with his relatives, which were signed in his presence, after which he received the meadows and fields necessary for the subsidies for 49 years.

However, a handwriting examination established that the signatures of the "lessors" in the lease agreements were forged, and the funds due for the lease of the land were never paid.

That is, the fact of not only illegal seizure of land plots was established, but also selfish intent to receive state money, which the Volkov family could not claim without proper registration of land relations. As soon as this story was revealed, Andrei Vorobyov, fearing another scandal, gave Dmitry Volkov a month to resolve the problem and a landing party from Krasnogorsk was sent to the Oryol region. Deputy head of the city district for legal issues Evgeny Elizarov and head of the municipality's judicial protection department Aleksey Masolikov began to represent the interests of "farmer" Volkov and unsuccessfully object to conducting examinations to establish the fact of forgery of signatures in documents.

Dmitry Vladimirovich, throwing in news that he was about to come to lead the region, tried to give a signal to the locals that there was no need to rush to investigate his brother's actions in the Oryol region, and that the experts conducting the study should refrain from making their truthful conclusions...

«Воробьев дал месяц на решение проблемы»



В телеграмм-каналах Подмосковья появилась новость, что по итогам года глава Красногорска Дмитрий Волков вошел в тройку самых эффективных управленцев региона.

Стоит отметить, что еще недавно сообщалось, что Волков «проходит процедуры согласования» на пост губернатора Орловской области и вот вот, как и его предшественник Радий Хабиров, займет кресло руководителя региона.



Однако, как стало известно Rucriminal.info, информация о переходе Дмитрия Волкова оказалась поспешной. В кабинетах на Старой площади ничего не слышали о «новом губернаторе», но располагают информацией о том, что 17 сентября в Орловской области по ст.159 ч.4. УК РФ было возбуждено уголовное дело №12401540059000052 в связи с хищением земельных участков братом главы Красногорска – Олегом Волковым.

Тут необходимо сразу отметить, что все свое имущество Дмитрий Волков записывает на родного брата. Тому официально принадлежит и дом, в котором проживает семья Дмитрия Волкова в Домодедово на Егерьской 12, приобретённой за 25 млн. рублей и куча другого имущества.

Более того так как Дмитрий Волков уж очень сильно любит лошадей, которых в том числе преподносит порой в качестве взяток, но об этом мы напишем позднее, его брат «стал фермером» и на малой родине открыл конюшню на 40 голов. Конюшня оборудована по высшему разряду, строилась за счет ключевых подрядчиков Красногорска под присмотром уже бывшего заместителя главы Красногорска Надежды Барило.

Правоохранительным органам не сложно будет доказать данные обстоятельства, так как по сути безработный брат главы Красногорска не может иметь столько объектов недвижимости и целый эскадрон лошадей в Орловской области.

Видно и Дмитрий Волков, осознавая это обстоятельство решил подстраховаться. С 2019 года его брат Олег начал оформлять субсидии на развитие сельского хозяйства.

Вот только незадача, давая объяснения сотрудникам ОБЭПиПК Олег Волков, пояснил, что для получения бюджетных денег ему нужно было представить договора подтверждающие наличие у него земель в Орловской области, на которых он якобы и хочет заняться фермерством.

Так как необходимых угодий у братьев Волковых на тот момент не было, брат главы Красногорска якобы заключил со своими родственниками соответствующие документы, которые были подписаны в его присутствии, после чего получил в пользование на 49 лет необходимые для субсидий луга и поля.

Однако почерковедческая экспертиза установила, что подписи «арендодателей» в договорах аренды поддельные, денежные средства, причитающиеся за аренду угодий никогда не выплачивались.

То есть, установлен факт не только незаконного завладения земельными участками, но и корыстный умысел на получение государственных денег, на которые семья Волковых претендовать не могла без надлежащего оформления земельных отношений.

Как только эта история раскрылась Андрей Воробьев, опасаясь очередного скандала, дал Дмитрию Волкову месяц для разрешения сложившейся проблемы и в Орловскую область был высажен десант из Красногорска. Заместитель главы городского округа по юридическим вопросам Евгений Елизаров и начальник отдела судебной защиты муниципалитета Алексей Масоликов начали представлять интересы «фермера» Волкова и безуспешно возражать против проведения экспертиз для установления факта подделки подписей в документах.

Дмитрий Владимирович вбрасывая новости о том, что вот вот придет руководить регионом попытался дать сигнал на местах, что не стоит спешить с расследованиями деяний его брата на орловщине, а экспертами проводившими исследование лучше воздержаться от своих правдивых заключений...

Однако «пиар компания» провалилась, Андрей Клычков сообщил в СМИ, что кресло губернатора покидать не планирует.

В настоящее время Дмитрий Волков, заручившись поддержкой Ирины Проваленковой и Сергея Кудрявцева ранее возглавлявшего управление Министерства юстиции в Орловской области, пообещавших разрешить все его проблемы в регионе, за счет подрядчиков администрации Красногорска продолжил строительство своей конюшни на орловщине, но об этом мы расскажем в следующих публикациях.

Bender-Yevloyev wants to "eat" the state defense order

The Prosecutor General's Office and the Ministry of Defense "smoke" on the sidelines

Entrepreneur Mikhail Yevloyev, having fraudulently appropriated the accounts payable of JSC Klyuchevsky Ferroalloy Plant (KZF), is now trying to establish full control over this enterprise - an important executor of state defense orders, a strategic supplier for the defense and space industries, as well as a number of "civilian" industries. This is reported by the VChK-OGPU Telegram channel.



There is a clear feeling that the state defense order may not end up in the cleanest hands. Ostap Bender himself could envy the scheme of the clever Yevloyev. But first things first.

The MidUral Group of Companies, which includes KZF, decided to sell one of its non-core enterprises in 2023 - Khrompik (aka Russian Chrome 1915). The buyer was the Polyplast Group. To support the transaction, the parties engaged two agents - and one of them, unfortunately for the seller, was Mikhail Evloev.

Under the terms of the deal, the buyer of Khrompik shares had to pay off the accounts payable not only of Russian Chrome, but also of the aforementioned KZF. That's why intermediaries were needed: MidUral, as the owner of the shares, could not directly participate in the transaction, since the buyout of its own company's credit debt was prohibited by creditor rules. Which is quite logical.

As a result, Khrompik was successfully transferred to the buyers from Polyplast, but there was a discrepancy with the accounts payable. As it soon turned out, when transferring payments for "Khrompik", the intermediary Evloev built a chain of transit transactions, as a result of which the KZF accounts payable not only did not decrease, but on the contrary increased. And at the same time, the creditors' claims were transferred... to the schemer Evloev himself! Without spending a penny, the clever Mikhail appropriated a very pleasant sum, equivalent to 32.75 million US dollars, under loan agreements with UniCredit Bank.

What happened next is not hard to guess. Evloev and his structures (in particular, the company "EMA Invest"), through the appropriated "accounts payable", are now laying claim to the assets of JSC "KZF" as the most tasty morsel of the MidUral group. In particular, he bombards banks with letters, trying to disrupt credit lines for KZF.

The situation is not ordinary, and it clearly requires the intervention of some law enforcement agencies - either the Prosecutor General's Office or the Ministry of Defense as a major customer of KZF. Or maybe both.

Due to the actions of an unscrupulous intermediary, MidUral can neither continue the KZF investment program nor guarantee its continuous stable operation (especially in the context of external sanctions).

Rucriminal.info notes that the sale of Russian Chrome was successful only for the Polyplast Group. The buyer paid for the purchase and the plant was transferred to new owners.

But agent Mikhail Evloev began to play his own game.

According to our sources, when transferring payments for Khromik shares, Evloev, using a chain of transit transactions, did not pay off the debt of the MidUral group, but on the contrary, created it, only this time to himself.

As we have learned, the purchased credit debt of the Klyuchevsky Ferroalloy Plant in the amount of $27.5 million under loan agreements with UniCredit Bank and $5.250 million were appropriated by them. And this is despite the fact that all the proceeds from the sale of shares, at the expense of which the rights of claim from banks were acquired, are not due to Yevloyev or the company "EMA Invest", where he is the founder, but to the actual owner of the sold shares of the company MidUral.

But the story, of course, does not stop at the stolen credit debt.

According to our information, over the past year, Mikhail Alekseevich Yevloyev, together with other persons, including those previously convicted of fraud under Art. 159 Part 2 of the Criminal Code of the Russian Federation (the editorial board has a list of these persons), has developed a vigorous activity. Yevloyev personally and through controlled companies, including his LLC "EMA Invest", using the rights of claim received but not returned to the owner as a result of the sale of shares, purposefully tries to seize the assets of JSC "KZF" and establish control over the enterprise, creating obstacles to its normal production activities. Yevloyev presents JSC "KZF" with accounts payable, which he bought out at someone else's expense. He sends letters to banks, trying to limit access to receiving financing for replenishing working capital, and in fact creates a threat to the performance of JSC Klyuchevsky Ferroalloy Plant. And this, for obvious reasons, harms not only the interests of business, but also state interests, since it creates risks to the reliable supply of Russian enterprises with ferroalloys, including enterprises of the military-industrial complex. At the same time, Evloev is not actually a shareholder of the Klyuchevsky Plant, as he writes in his letters. In fact, the fact that Mikhail Evloev appropriated the rights to claim against KZF, which he acquired through a targeted loan from MidUral, and is now doing everything possible to avoid returning the money received, looks like an abuse of trust and cannot be called anything other than fraud.

And here the security forces and the courts must have their say, and journalists, in turn, will continue to closely and impartially monitor what is happening, study the history and adventures of Yevloyev.

As sources in MidUral told us, the funds from the sale of shares of "Russian Chrome 1915" were intended for investment in the development of KZF, for its continuous stable operation in the conditions of sanctions pressure, allowing to ensure the fulfillment of social obligations and guarantees to employees, the receipt of taxes in budgets of all levels, compliance with the norms and requirements of environmental safety.
