Vladimir Georgievich Tungusov began his career at the NPO Automation plant, where he came to work in 1982 as an instructor engineer after graduating from the UPI radio department. In 1988, he changes his field of activity and leaves for the post of head of the capital construction department of the Youth Housing Cooperative No. 4 (MZhK-4). After the collapse of the Soviet Union, Tungusov organizes his own business - in 1994, together with his partner Sergey Klimenko, with whom he worked together at NPO Automation, he creates the company "Our House" (liquidated in 2015 due to bankruptcy, the debt to creditors amounted to 241, 8 million rubles). In 1997, Tungusov came to the mayor's office of Yekaterinburg to the post of deputy head for urban economy and improvement. Without any experience of municipal government.

In 1999, Vladimir Georgievich was appointed deputy head of the Administration of Yekaterinburg for social policy, in 2000 - for management organization and public relations. The eldest daughter of Vladimir Tungusov, Olga Absalyamova, at one time successfully married Pavel Absalyamov, the son of a Sverdlovsk builder, the former owner of the Rusgrad IC company, Mikhail (Mirdagayan) Absalyamov, the former head of the Department of Economic Crimes of the Central Internal Affairs Directorate of the Sverdlovsk Region.

According to some information, Olga is listed as the owner of the prestigious cars Porshe Cayenne S and Porshe Cayenne GTS. Her husband, according to sources, owns a two-story cottage with an area of ​​609 "squares" on Ozernaya Street in the village of Karasyozersky. He owns a rare 1969 Porshe 911 S Coupe and a Harley Davidson motorcycle.

The owner of NOVA-Group was an authoritative in the criminal environment, previously convicted (according to rumors) businessman Oleg Cherepanov (now the Chairman of the Board of Directors of CJSC Forum-Group), who in 1998 was checked for involvement in the assassination attempt on the governor of the Sverdlovsk Region Eduard Rossel , close to Sergei Vorobyov from the Uralmash organized crime group.

In January 2007, Oleg Cherepanov was detained as part of a previously initiated criminal case under Article 127 of the Criminal Code of the Russian Federation “Illegal Deprivation of Liberty” and Article 139 of the Criminal Code of the Russian Federation “Illegal Entry into a Dwelling”. By decision of the Nevyansk city court, he was arrested as being on the federal wanted list.

Also, according to the publication, the figure of Oleg Cherepanov was practiced in the 2000s by operatives of the Organized Crime Control Department of the Central Internal Affairs Directorate and the Economic Security Service of the Sverdlovsk FSB for involvement in contract killings of "cashers" and the director of ZAO "Siberia" Kozlov. In addition, the security forces studied the likelihood of corrupt relations between Oleg Cherepanov and the leadership of the mayor's office when solving business issues, in particular, providing preferences for the development of elite housing in the center of Yekaterinburg.

In 2008, after the sale of part of the NOVA-Group holding, Oleg Cherepanov, together with his partner Sergey Vorobyov, founded the Forum group development holding. The company acted as the developer of the elite residential complex "Tikhvin", "Gallery Luxury" on the street. Sacco and Vanzetti (high-end boutiques have been chosen by the "powers that be" - here you can buy clothes from luxury clothing brands Cartier, Louis Vuitton, Christian Dior, Chanel, etc.), a shopping gallery on Radishchev Street (there is also a nightclub popular with the establishment "Blue Beetle"). Also among the objects of the "Forum group" is the business center "Vensky house", shopping center "Rainbow Park", apartments "Lights of Yekaterinburg" (together with "Atomstroykompleks"). Currently, large-scale projects are being implemented for the construction of the Forum City residential complex on the site of the former Central Market and the Solnechny microdistrict.

The assets of the Forum group reach more than 628 million euros (data for 2016), the holding owns and manages about 500 thousand square meters of real estate and 433 hectares of land.

The connection between Oleg Cherepanov and Vladimir Tungusov is captured not only in the sphere of relations as a developer and an official. In the 2000s, Oleg Cherepanov and Tungusov's matchmaker Mikhail Absalyamov were equal founders of Ekaterinburg Renaissance LLC (the developer is the Luxury Gallery shopping center, etc.). The successor of this company, in turn, became the founder of Forum City LLC, the developer of the shopping and residential complex of the same name.

Given that the construction and development business for the Tungusov family and companies friendly to him is the main one, one can understand the hysteria of the administration of Yekaterinburg in 2015-2016, when the regional government took away urban planning powers and control in the management of undelimited lands from the mayor's office. And although it was stated that the war between the “city” and the region “lies in the political plane, everyone understood that the economy was involved in the conflict and billions of dollars that developers close to Tungusov could lose. After his transfer to the governor's administration and the official reconciliation of the parties, Yekaterinburg's powers were partially returned and the conditional "Cherepanovs" calmed down.

In 2010, the structures of Tungusov-Terentyev actively tried to resist the security forces, with whom relations did not work out at first. The security forces in the Sverdlovsk region are newly appointed, and so far demonstrate their incorruptibility and independence by their actions. So, the power structures of Yekaterinburg, in the heat of the fight against fraudsters, conducted searches on April 22, 2011 ... directly at the residence of Governor Misharin, who replaced Governor Rossel after the latter's resignation.

Tungusov promoted his protege, Eric Bugulov, to the post of vice-premier of the region. Bugulov then established an informal contact with Vyacheslav Lashmankin, and was appointed representative of the Sverdlovsk region in Moscow. A very important circumstance: Bugulov also represented the Sverdlovsk region in the Presidential Administration.

In Moscow, Bugulov established contacts in the Presidential Administration with a certain secret administration official. Thus, Tungusov, through Lashmankin and Bugulov, took full control of all of Misharin's external relations with the presidential administration and was able to form any opinion about Misharin there, and along with Misharin's entire policy. The results were not long in coming - large-scale scandals and revelations literally haunted the retired governor Misharin.

All these combinations were inspired and brilliantly done by Vladimir Tungusov to establish a complete information blockade of Misharin. It will be followed by the “leakage” of United Russia in the elections, which automatically led to the shameful removal of Misharin from the post of governor of the Sverdlovsk region.

This, according to Tungusov's scenario, in turn, will put Moscow in front of the need to urgently look for a replacement for the failed governor.

“But, despite the serious conspiracy measures taken by Tungusov and Terentyev, they seem to have made a mistake that could lead to the disclosure of their patron in the Presidential Administration. If this happens, a direct connection with the crime of the person who “protects” them and helps in the implementation of the drive of the Tungusov-Terentyev group to power can be proven, ”the regional media write.

How does Vladimir Tungusov manage to defend his personal business interests and those associated with him? According to one version, engaged representatives of the former commanding staff of the FSB of Russia in the Sverdlovsk region and a number of active employees of special services play a key role in providing cover for him and neutralizing criminal legal risks. The partnership system was probably formed during the leadership of the regional FSB Boris Kozinenko (headed the Department in 2000-2012), but we, of course, could not find official confirmation of this information. According to available information, in 2006, an elite apartment with an area of ​​about 150 "squares" on the street was issued as the sole property of Boris Kozinenko. Sacco and Vanzetti, 105/2, which belonged to the wife of Oleg Cherepanov. Its cost is estimated at 19 million rubles.

The main confidants of Tungusov's entourage, again according to unofficial data, in the FSB were the head of the Economic Security Service, Colonel Sergei Rakhmanov, now the Deputy General Director of the Yekaterinburg Municipal Unitary Enterprise Vodokanal (by his own admission, he has known Tungusov since 1995) and his deputy Colonel Oleg Voronov. The head of the SEB department, Nikolai Antonov, was also involved, who in 2009, after serving in the FSB, was elected a deputy of the Yekaterinburg City Duma.

Vladimir Tungusov was a defendant in the case. However, the criminal case was dismissed for lack of corpus delicti. In the future, production was repeatedly resumed and stopped again (the last time - in February 2011). According to insiders, the delay in the investigation over the course of 8 years is due to lobbying opposition (including through the FSB).

Similarly, the investigation was blocked against Vladimir Tungusov, who on June 16, 2007, while driving a Mercedes S 500 (registration number A209AA66) in the village of Shirokaya Rechka, opposite house 1 "a" along Transportny Lane, hit a woman, Nadezhda Semenova, born in 1957. The victim from the scene of an accident was hospitalized with a concussion, a fracture of the pelvic bones and a contusion of the kidney. Criminal case under Part 1 of Art. 264 of the Criminal Code of the Russian Federation (“Violation of the rules of the road”) was terminated, despite the tough position of the regional authorities and the Office of the Prosecutor General of the Russian Federation in the Ural Federal District (at whose request the regional prosecutor's office in October 2007 canceled the illegal decision on the absence of corpus delicti). Nadezhda Semenova, who made public accusations in the media, died on May 31, 2009 under dubious circumstances. The body was reportedly found in a private house locked from the outside and set on fire.

The searches in the cottage of Vladimir Tungusov and the house of the head of the DUMI Vadim Dudarenko, which were carried out by operatives of the organized crime department of the Criminal Investigation Department of the Sverdlovsk Police Headquarters with the assistance of SOBR fighters, ended in nothing. A specialized investigative-operational group accumulated and worked out operational information about the involvement of municipal officials in malfeasance and economic crimes. At the same time, the large-scale operation of the Main Directorate of the Ministry of Internal Affairs did not entail any legal consequences for the named defendants. The criminal case initiated in May 2013 under Part 4 of Art. 159 of the Criminal Code of the Russian Federation on the facts of fraud on an especially large scale during the privatization of leased city property using corruption schemes, was discontinued.

After the resignation of Sergei Rakhmanov, the Economic Security Service of the UFSB was headed by Oleg Voronov. Having resigned, presumably in 2012, he retained connections with the SEB FSB and the Main Directorate of the Ministry of Internal Affairs of Russia for the Sverdlovsk Region. Among Voronov's long-standing contacts is the head of the Department of Economic Security and Anti-Corruption of the Main Directorate of the Ministry of Internal Affairs of Russia for the Sverdlovsk Region, Sergey Chuvakov. It was discussed that his candidacy was lobbied in the police headquarters by influential interests from the FSB.

In addition to these persons, contacts in the FSB are businessmen - deputies of the ESD from the coalition of Vladimir Tungusov - Viktor Testov (a native of the Tagansky Ryad), a former KGB officer in the Sverdlovsk region, a reserve major and Vladimir Smirnov, the controlling owner of the Omega market and the shopping center EcoMall Granat. From 2003 to 2008, he served in the Economic Security Service of the Federal Security Service of Russia in the Sverdlovsk Region (the direction of work is the fight against corruption).

Background

On November 28, 1996, the Vecherny Yekaterinburg newspaper published an article: “The head of the Uralmash group was arrested”, which briefly describes the special operation of the FSB in the Sverdlovsk region to arrest 32-year-old Sergei Terentyev, who on November 25, 1996 attempted to fly out of Russia using a fake passport through Vnukovo airport.

“The name of Terentyev is not well known to the public, this is the “gray eminence” of the Uralmash group, he tried not to “shine”. However, in criminal circles he is known as one of the most cruel representatives of the underworld. Having extensive connections in the authorities and administration, Terentiev, taking advantage of this, more than once shied away from responsibility. According to the investigation, he was involved in the murders of Vagin and his three bodyguards, Nikolai Shirokov and his two bodyguards, Sergei Dolgushin and many other bloody crimes of the gang,” the author of the note writes.

On 11/12/1999, the Podrobnosti newspaper published details of the announcement of the verdict in criminal case No. 945802, which the Sverdlovsk Regional Court considered in relation to the Terentyev-Kurdyumov gang.

The need for this, according to the prosecution, arose after in April 1993, employees of the department for combating organized crime “visited” the UZTM control center (the palace of culture of the Uralmash plant), where the office of the Intersport company is located, the head of which is Konstantin Tsyganov. The room was protected from the world by armored doors, intercoms, video cameras. Policemen fired Makarov pistols at video cameras and smashed the lock of armored doors with Kalashnikov assault rifles.

Then 62 people were detained, including Tsyganov himself. On May 6, he was charged with extortion.

On June 10 of the same, 1993, the building of the Sverdlovsk regional administration was shot from a grenade launcher. On December 5 of the same year, Nikolai Shirokov, the leader of the rival Central Group, was killed in Budapest.

“Whoever is not with us is against us”, “I give you a job, but I will take your life,” said the immediate leader of the Hobot gang (Sergey Kurdyumov), who by that time had several convictions and 12 years in prison. In the arsenal of the gang, according to the materials of the criminal case, there were: Kalashnikov assault rifles, Saiga, Beretta, Luger carbines, as well as radio-controlled explosive devices. In total, the bandits were seized: 9 Kalashnikov assault rifles, two pistols, 6 F1 grenades, five RGP-1 grenade launchers, several Makarov pistols, 12 radio-controlled explosive devices, valuables worth 4.5 billion non-denominated rubles, real estate worth more than 3.5 billion non-denominated rubles.

According to the investigation, from 1992 to 1995, gang members committed about 25 contract killings and attempted murders. yours. In total, they were charged with 87 crimes. The trial was attended by 24 lawyers from Moscow and Yekaterinburg. At the request of the defenders, photo and video filming of the process was prohibited, and each floor of the regional court building was guarded by riot police. In the criminal case No. 945802 - 124 volumes, they contain 128 episodes, including 25 murders. “In 1991, Kurdyumov S.I., convicted in 1976, 1978, 1983 for theft of personal property of citizens and who was in prison for 12 years, and Terentyev S.V. - one of the leaders of the "Uralmashevsky" criminal community, having entered into a conspiracy, acting in the interests of this community, organized a stable armed group (gang) for the purpose of attacking enterprises, institutions, citizens to kill the leaders of competing criminal groups, entrepreneurs in Yekaterinburg and their entourage , as well as members of the specified community, whose activities were in conflict with the interests of the leadership or threatened with exposure.

Partial results and their consequences

Of the leaders of the OPS Uralmash, then only Sergey Terentyev was prosecuted. When Konstantin Tsyganov was taken into custody in April 1993 on suspicion of extortion and pressure on a witness, Kurdyum's fighters fired from a grenade launcher at the window of the regional UBOP building. A month later, another warning - also from a grenade launcher, notes already on the windows of the regional administration.

Two weeks later, the judge of the Verkh-Isetsky District Court of Yekaterinburg, Alexander Dovgy, was severely beaten, refusing to release Tsyganov on bail.

However, a little later in 1994, the Leninsky District Court of the city of Perm, where the leader of Uralmash was kept, still releases him on bail. When in the same year, on charges of malicious hooliganism, they again try to take K Tsyganov into custody - he disappears and is put on the wanted list, in which he was for a long time, even despite the fact that State Duma deputy Gennady Burbulis in a letter to the prosecutor of the Sverdlovsk region Vladislav Tuykov asked to cancel the measure of restraint to the leader of the organized criminal group.

But Sergei Kurdyumov, whom the investigation miraculously managed to detain in 1996, was released on bail by Tatyana Tyurina, a judge of the Nizhny Tagil District Court, considering the medical certificate provided by Kurdyumov's lawyers as sufficient grounds. Since then, no one has seen Sergei Kurdyumov.

Apparently, by 1997, having grown stronger after a series of tangible defeats, the organized crime group Uralmash was ripe for a big leap into politics. At the by-elections to the State Duma, which were held in the Ordzhonikidzevsky district on November 23, 1997, 6 representatives of the economic wing of the Uralmash OPS simultaneously put forward their candidacies.

Formally number one in the clan was Konstantin Tsyganov. . Alexander Khabarov was in charge of the economic block, Igor Mayevsky was in charge of sports facilities and wholesale markets, and Alexander Kukovyakin was in charge of the Central Market.

Sergei Terentyev, a relative of the Tsyganovs through his wife, became a “grey eminence” in charge of power ministries and relations with them, and also creates a combat group that carried out direct actions, creating a kind of “special forces”.

According to Kurdyumov, the special forces are "cleansing the city." Oleg Vagin was killed on the fourth attempt. Three submachine gunners fired more than 100 bullets into him and the guards. K. Tsyganov also walked in the funeral procession with a mournful face, who the day before, having received information about the successful operation, wept with happiness: brother Grisha was avenged!

Over the next years, the “special forces” eliminate everyone who can in any way damage the Uralmash OPS. In terms of cynicism and ingenuity, "special forces" could compete with any special service in the world. When the "vaginites" Sergei Dolgushin and Sergei Malofeev develop plans to kill K. Tsyganov (according to one of the options, they were going to shoot down the plane on board with Tsyganov and even managed to buy a rocket launcher for this), Uralmash militants find out about this and shoot both. Dolgushin miraculously remains alive, the doctors of the 24th city hospital pump him out, but the Kurdyumovites find a switch and de-energize the entire hospital building.

For the life of the criminal authority from Sochi Levchenko, the killer Oleg Zagorulko travels to the Black Sea three times, and the leader who has defected to the center Nikolai Shirokov is taken out in Hungary, and Kurdyumov manages to recruit Shirokov's secretary, who slept on the night of the murder with the victim in the same bed.

Bullets of "special forces" whistle in Moscow, Kyiv, Ufa, Togliatti, Nizhny Novgorod. Any conflicts are resolved by physical elimination. By the way, after the death of Shirokov, about 100 million dollars disappeared without a trace from his accounts.

Shortly after the death of Shirokov, information was leaked to the press about a mysterious document - some kind of strategic plan for the penetration of the Uralmash organized crime group into power.

The paper, allegedly written by a retired FSB colonel, detailed which areas should be intensified, who should be supported, and who should be opportunities to discredit, with particular emphasis on infiltrating law enforcement agencies. This is the first mention of the active participation of FSB officers in the development of the Uralmash organized crime group, but far from the last.



Uralmashevsky and Governor Rossel

It was from 1996 that representatives of the Uralmash organized crime group began to "go out into the public." Family members become big businessmen.

The first round of elections for the governor of the Sverdlovsk region was scheduled for August 29, 1999, in which two real candidates competed - governor Eduard Rossel and Arkady Chernetsky. In this situation, the OPS Uralmash, represented by Alexander Khabarov, has repeatedly spoken out in favor of supporting the former.



In the spring of 1999, the governor of the Sverdlovsk region, Eduard Rossel, literally stated: “They tell me, this comrade, he is, so to speak, the Uralmash leader. He is a thief, bandit and so on. Well, I invite him to my place and say: sit down, thief, tell me how you live, back and forth ... And I give them an order, and they fulfill this order - to spend money on capital construction in the Sverdlovsk region. I invite the second one, a nice person, smart, does business normally ... I would like them to stop talking about it ... Uralmashevskaya is there, something else ... Today we have a market economy.

Alexander Kobernichenko, deputy governor of Rossel for public relations, explained this statement: he meant the restoration of the Mytny Dvor in the center of Yekaterinburg. It's no secret that Dezha LLC, owned by Sergei Vorobyov, received a contract for the work. Kobernichenko the position of the governor: “People have amassed huge capital in an unrighteous way, legalize, start paying taxes and invest in the development of the regional economy. Probably for the purpose of development, soon, by a special decree of the regional government, all municipalities were obliged to purchase fuel oil in 1998-1999 only from the Uralnefteprodukt company, controlled according to operational data, the same organized criminal group Uralmash. And it was this dialogue that, apparently, forced the governor of Rossel to go to the country's leadership with requests to remove Yury Skvortsov, head of the Sverdlovsk Organized Crime Control Department, from his post.

Rossel did roughly the same thing in the spring of 1999, when, having abandoned all his affairs, he went to Moscow to intercede for "his" chief of the Central Internal Affairs Directorate Valery Kraev, who was eventually fired from the Ministry of Internal Affairs for ties with the Uralmash organized criminal group.
