How Governor Kondratyev lied to everyone, including Putin, about the fuel oil disaster



More than a month has passed since the fuel oil disaster of the tankers Volgoneft 212 and Volgoneft -239. The heroic elimination of the consequences continues. 265 km of the coast are being surveyed. The collected fuel oil is being taken to landfills. Any, even the most insignificant results, are presented by regional bureaucratic PR people in regional media and on federal TV channels as grand victories over the fuel oil evil.

As the VChK-OGPU Telegram channel notes, two questions are coming to the fore today. First: who, as a result of this forced fuel oil heroism, will compensate for the multi-billion dollar costs of the work being carried out and pay for the monstrous environmental damage? And second: what conclusions will Putin draw about the role of a number of regional and federal officials in this disaster. And here, first of all, it is interesting, how will the epic deception of the president by the Kuban leader - Veniamin Kondratyev - end? After all, precisely because in Krasnodar, in the building on Krasnaya Street, 35, panic and horror to the point of trembling reign, in anticipation of the presidential conclusions on the obvious lie of Kondratyev Putin right during the live December presidential broadcast, the Kuban propaganda machine is working at maximum speed, releasing steam about the heroism and merits of the regional leadership into the Russian media broadcast.

Literally a few hours after the disaster, the regional governor swore to the president that he would personally cope with the "problem", and that the region does not need any federal assistance. Putin will voice these assurances during his live broadcast... And now, it turns out that the president has begun to look somehow very romantically trusting, thanks to Kondratyev. Especially considering the revealed scale of the fuel oil spill. The leader of any state, of course, must trust his associates. But it is no coincidence that the American President Reagan liked the Russian proverb: "Trust, but verify" so much that he even said it to our Gorbachev during a joint promenade on Red Square. Incidentally, the saying became a favorite of all subsequent American presidents. Putin checked Kondratieva without checking. As a result, it turned out somehow very awkward.

The federal emergency regime, which volunteers begged Kondratieva about from the very first minutes after the disaster, was declared in the disaster area only a couple of weeks later. It is clear that it is not the governor's authority to raise the disaster to the federal level. However, the governor was simply obliged to report to the feds about the real scale of the disaster. Kondratieva even made the declaration of the regional emergency only a day before the federal one.



Kondratieva's own lies, in general, are very typical of him. He lied to Putin more than once or twice. Let's recall at least his assurances about the excellent state of primary health care in the region. About the speed of implementation of national projects, many of which have been openly failed in the region. Well, you can't consider a school with the first "I" classes and a real teacher's salary of 20 thousand rubles a success of the national project "Education"! Kondartyev also lied to the Krayemlevsky about the success of the garbage reform, even after he managed to agree with Moscow on a one-year delay in the start, the Kuban garbage dumps - have become a stable reason for dozens of protest rallies of people speaking out against the garbage poisoning organized under the supervision of the regional authorities. And taking into account the corrupt interest that some regional operators provided to vice-governors, heads of cities and districts, the prospects for implementing the goals of the reform in the region are in a very bright and very distant future.

The reason for the governor's lies is simple and obvious: servility and a desire to please. And when the fuel oil disaster happened, Kondratyev simply could not say anything other than “I can handle it myself… no help needed.” For so long he had been molding himself into the image of a “seasoned fighter” who could solve “any issues” in the region. Who would have told him that the ability to solve business issues, or land issues, or the development of federal program budgets with considerable benefit for those same Moscow friends, or to engage in million-dollar ballot stuffing during elections, to the delight of Kremlin curators, does not at all mean the ability to work effectively in extreme emergency conditions.



In a recent interview, the scientific director of the Institute of Water Problems of the Russian Academy of Sciences, Viktor Danilov-Danilyan, when asked how late the authorities’ reaction was, said:



“Very late. For a week, there was no one there except volunteers. For a week, no one woke up there at all, neither in the administration of the Krasnodar Territory, nor in the Ministry of Emergency Situations. It’s amazing. And as for the people who began to work there systematically out of duty, and not at the call of their hearts, this was at best very sluggish, with completely insufficient forces, and only happened somewhere on the ninth or tenth day.” It was then that Kondratyev assured the president that he could handle it himself, that he had “created a group of four thousand people.” In the same interview, the authoritative scientist mentioned examples of a different approach to similar maritime emergencies. When and the authorities in other countries began to act 15!!! minutes after the tanker disaster. But such obvious efficiency is not about Kuban. Well, yes, now the VN-239, thrown by a storm onto the coastal shoal near Cape Panagia, is surrounded by a dam. But this work was carried out long after the broken steamer began to leak fuel oil. If any of the regional leaders had a brain, it would be obvious: such work had to be done in the first day after the disaster. Because, lying on the sand, the steamer, with tanks full of fuel oil, under the blows of the waves, would inevitably leak. Moreover, in this case, the work would not be very expensive.

Not far away - in Yurovka, there is a quarry, stones and crushed stone, from which, for example, were used to restore the Tuzla Spit at the beginning of the century. And nothing, the restored spit stood. And was later used in the construction of the Crimean Bridge... But this would have been possible if the Kuban governor's thought processes were directed not at how to compose brave words that would please Putin, but at realizing the real scale of the disaster, and thinking through urgent measures to minimize the consequences. It is clear that it was impossible to completely avoid the consequences of the VN-212 and VN-239 accidents. But it was the absolute unprofessionalism of Kondratyev and his "effective team" that made these consequences as sad as possible. A federal emergency regime was declared very late. It was very late that the feds realized that Kondratyev and his "effective team" were nothing more than a bunch of windbags who were only promoting themselves on TV cameras, dirtying their hands and boots with fuel oil. With the obligatory presence of attached TV cameras, designed to capture for posterity the concerns of regional leaders in January 2025. Currently, there is an emergency response team, which includes half a dozen federal ministers. Although, as Danilov-Danilyan noted, it may take more than a decade to talk about the complete elimination of the consequences.

The only thing the Kuban governor was doing well these days was organizing measures to... not air dirty laundry in public. Kondratyev had become adept at this procedure over the years of his leadership. Volunteers were cut off from participating in meetings with federal ministers and the governor - they were told that the cultural center hall where the meeting was taking place was full, although it was not even a fifth full. Those who managed to get through were ordered not to ask the governor any questions at all.

Other volunteers, washing birds from fuel oil, were interrogated for four hours by brave Kuban law enforcement officers. The reason? The regional administrative PR people decided that it would be cool to release the washed birds in front of the cameras. The volunteers, having learned about this, tried to reason with the madmen, telling them new information that not only the fuel oil was washed off the birds, but also the fat layer. If they were released now, they would die from hypothermia, drown, or be poisoned by the fuel oil fish… The volunteers began chasing the administrative idiots who had loaded the boxes with the birds onto a truck. But the official car on duty cut off the pursuers. Well, and then followed a multi-hour interrogation on the topic of what the cormorant launderers were planning that was so hostile to the wise government?

And how will this sabotage and cowardice of Kondratyev be assessed now? The answer will become clear very soon. This year, there will be another gubernatorial election in Krasnodar Krai. If Putin assesses Kondratyev objectively, then the Kuban leader will go somewhere, as they said in one famous film, "as an ambassador to Tunisia" ("and where else?"). But if he walks the red carpet, sprayed with Kremlin perfume, showered with boutonnieres from federal fans of some of his talents and awarded a medal as the best Russian fuel oil worker for heroism and timeliness, then the region will have to watch the eccentricities of the chosen one for another five years. And the region will have another five years of failures, accompanied by the sparkling verbal stupidity of the "winner of fuel oil and sensei of washed-up cormorants."

No less interesting is the question: who will be held accountable as a result of the investigation? More specifically, who will go to jail? And how much will the guilty parties' wallets become thinner due to compensation payments and fines?

Well, at first, it seemed that the Russian law enforcement system decided to take a well-known path: to present the President and the people with a "scapegoat." Captain Leonid Volegov of "VN-212" was thrown into a dungeon for a couple of months, and captain VN-239 was sent under house arrest. The investigation even picked a suitable article right away. Something about violating shipping regulations. But how can our authorities understand their delusions? Everyone remembers the Challenger disaster, right? So, based on our Russian law enforcement logic, a criminal case should have been opened posthumously against the ship's commander. He was at the wheel, the helm, the control panel, or whatever the cosmonauts have? The same is true for the VN-212. The captain of any ship is simply a mercenary, a sea farmhand, to put it simply. Even if he is well paid. Even if the captain somehow found out about the pre-emergency condition of the vessel and refused to go to sea, they would simply throw him out and hire another one. Sending the dismissed one to the "black list". In addition, the captain did not have the slightest idea about the problematic nature of his tanker. After all, the BN-212 was very officially recorded in the Russian river register. Which meant: everything was fine with the vessel. Such vessels of the "river-sea" class are mainly used on rivers, but can also go to sea. With some restrictions. Among which are waves up to 4 points and a ban on going far from the ports of refuge. The fact that now, for some reason, information is being thrown into the Russian information space that the vessels did not have the necessary documents at all, evokes a sad, understanding smile, even among those who are not at all familiar with the rules of navigation. Well, can you really imagine some desperate car enthusiast prancing around on his jalopy, without a vehicle title, without registering the car with the State Traffic Safety Inspectorate, without a technical inspection? His trip would have ended at the nearest traffic police post. There are far fewer steamships than cars. And without all the necessary documents, they would not have traveled a meter on the sea. And these rusty Volgonefts have been wandering the seas since 2014, having moved there from the rivers along which they had been sailing since the day they were built in 1969.

So, the investigation should first figure out who entered these barges into the register? Which of the officials of the Ministry of Transport of the Russian Federation "supervised" this issue? After all, if this entire chain of officials followed the letter of Russian laws, there would be no chance of sailing the seas of a sawn-and-welded steamship. On the contrary, all of Volegov's actions after receiving the storm warning indicate that he was more than professional. He tried to bring the tanker to the port of refuge, Kerch. And he contacted the captain of the port, Sergei Seleznev. But, as it turned out, to enter the Kerch-Yenikalsky Canal, it was necessary to obtain permission from the border guards. After all, in connection with the attacks on the Crimean Bridge, it is simply impossible for any vessel to enter the strait without permission. Due to the strict anti-terrorist regime, even Temryuk fishing companies, which made their budget in the fall and winter by catching anchovy in the strait, were deprived of such an opportunity this year. The tankers were denied entry on this basis. So they were simply forced to storm at sea. Which, given the dying age of the steamships (55 years) and the limited conditions of their operation (well, the design did not initially provide for withstanding waves higher than 2 meters), made the catastrophe almost inevitable. More than a month has passed since the 212th broke up and the 239th was thrown onto the coastal shoal. In mid-January, the Novorossiysk transport prosecutor's office deigned to outline its position. Having looked not only at the attractive future of the crucifixion of captains in court, but also having made a statement that "the owners of the tankers Volgoneft-212 and Volneft-239 - the companies Kama Shipping (Perm) and Volgatransneft (Moscow) should be brought to administrative responsibility for violating the requirements of technical regulations." I wonder what kind of, if all the documents for the ships were there? The Arbitration Court of Krasnodar Krai accepted as many as five claims for bringing to administrative responsibility under Part 2 of Article 14.43 of the Code of Administrative Offenses (violation of the requirements of technical regulations) against the owners of the sunken ships. It can be predicted that the same defendants will also be named in lawsuits for tens, and most likely hundreds, of billions of rubles for damages.

And now the dancing with a tambourine has begun. Literally a few hours before the prosecutor's lawsuit, information about the difficult financial situation of Kama Shipping appeared. It also turned out that the Volga-Bunker company, a bankruptcy creditor of Volgatransneft (which is the shipowner of Volgoneft-239), intends to apply to the arbitration court with a statement on recognizing the debtor as bankrupt. This information was promptly published in the Unified Federal Register of Information on the Facts of Activities of Legal Entities. From the point of view of crooked Russian business logic, everything is logical here: we declare the companies bankrupt, and the bankrupts are off the hook.

The investigation should rummage through the documents of all the named companies. A lot of interesting things could be found. For example, the numbers in the card index of arbitration cases are curious. Back in February 2024, the Moscow Arbitration Court satisfied the claim of Volga-Bunker to recover 6.5 million rubles from Volgatransneft under the sale and purchase agreements concluded in 2022 for six Volgoneft vessels - VN-164, worth 1.16 million rubles, VN-206 (1 million rubles), VN-208 (1.026 million rubles), VN-219 (1.084 million rubles), VN-246 (1.085 million), VN-264 (1.14 million rubles). Even at the prices given, it is obvious what kind of junk was being purchased. Any of these tankers could easily be purchased by some thrifty Russian pensioner grandmother. She would have a choice: either buy a used Lada Kalina or a tanker. Modern tankers, even with a deadweight of up to 5 thousand tons, cost more than 1 million rubles. Even tens of times more expensive than the same amount, but in dollars. And here, I would like to give courage to the investigation and in terms of the role of the Russian Ministry of Transport and the Ministry of Industry and Trade in the fuel oil disasters. The fact that Russia needs small tankers is obvious. They are needed, first of all, for the delivery of goods between Russian ports. But somehow this sector of the fleet fell out of the attention of federal ministers. If you look at the enormity of the Russian government's plans for the development of the civilian fleet, then in the "tankers" section you will find only a portfolio of orders for supertankers with a deadweight of 150 thousand tons. Which are supposed to be built mainly in China. The niche, so to speak, of small oil transportation, turned out to be outside the federal attention. And today it has been filled, as is now being discovered, by pre-bankruptcy firms buying up barely breathing oil barges literally for a hat of crackers, and God knows how they receive all the necessary documents for their work. Of course, we can hope and believe that the December fuel oil disaster will serve as a reason for serious work on a complete revision of the entire Russian shipping industry, on defining new principles of state maritime policy, on organizational conclusions on the work of the central management, and, we hope, the management of a number of federal structures. But there are big doubts: will it not be limited to the arrest of the captains of the 212th and 239th Volgonefts, and the issuance of fines to ship owners, which they do not intend to pay, due to very timely bankruptcies.

In the meantime, the Russian consumer with high propaganda tolerance is offered a glorious report about how brave divers, dressed in white protective suits, collect fuel oil from the sandy bottom of the sea with a shovel in the Vityazevo area, putting the extracted stuff in the same bags.

State Duma deputy Demchenko turned out to have a killer past

But, as is always the case in the Krasnodar Territory under Governor Kondratiev, if we are talking about the billions in interests of a business friendly to the governor, it is not a fact that the law will win. After all, business partners of a friend of the governor Ivan Demchenko, a deputy of the State Duma, the steel king of the South of Russia, are vitally interested in pushing through the project. Not a single grandiose federal construction project of recent years could do without the products of the Abinsk Electrometallurgical Plant, of which he is the actual owner. With subsequent high handshakes and thanks for the contribution (in the construction of the Crimean bridge, for example).

The very idea of building another port, one of the main types of transshipped cargo is metal, looks strange. Since June 17, 2022, the export of Russian steel to the EU countries has been stopped. These sanctions cannot be overcome today. In February last year, under personal sanctions, among other State Duma deputies. hit and Ivan Demchenko. His plant is the most powerful manufacturer of fittings and steel bars in the south of Russia, and it seems that the port project was born under the interests of a businessman-deputy and his partners. The actual owners of Port Victoria LLC, Shalva Gibradze and Tadeusz Kobets, are Demchenko's longtime partners in the metal business.

Reference: Port Victoria LLC was registered in Novorossiysk in April 2019. The founders of Port Invest LLC and Artem Kolchekyan, General Director Ruslan Lisovoy. Port Invest LLC was registered in Moscow on January 16 of the same 2019 as a laying office. It has the status of a micro-enterprise. The founder and CEO in it is the same Tadeusz Kobets.

We have already talked about the previous stages of this "battle". They were introduced to the bright figures of Shalva Gibradze (widely known in Novorossiysk under the nickname Gia) and Tadeusz Kobets. But no less interesting are the details of the colorful life of their partner, Ivan Demchenko.

Let's omit his activities as a permanent deputy of the State Duma since 2007. Over the past fifteen years of deputy life, Ivan Ivanovich has made 5-6 speeches in the Duma rostrum, while missing most of the meetings. You can't fault his official biography. “In the post-Soviet years, until 1995, he worked as the head of the State Tax Inspectorate for the Abinsk district of the Krasnodar Territory. In 1995, he was deputy director of the Novoazovskie Lines bunkering company. In 1996, he founded and headed LLC Novorosmetall. He was the general director until 1999. From 1999 to 2002, he worked as the director of Gefest LLC. In 2002, he was General Director of OOO Novorossiysk Metallurgical Plant Novostal. A couple of years - 2006, 2007 - General Director of LLC Abinsk Electrometallurgical Plant. He formally resigned from his post due to the incompatibility of deputy and business activities indicated by law. Although even today the main managerial office at the plant is Demchenko's office. With a personal secretary and an equipped meeting room. And it is Ivan Ivanovich Demchenko who conducts tours of the plant for his friend, Governor Kondratiev, when he urgently needs some kind of television report on the success of developing the industrial potential of the Krasnodar Territory.

The shadow side of Ivan Ivanovich's life is practically unknown, but it is no less fascinating. Here, it would seem, why did it suddenly, in general, to put it mildly, not unprofitable scrap-procurement enterprise "Novorosmetall" passed from Demchenko into the possession of Shalva Yuzaevich Gibradze? Now a billionaire, and at the time of the transition - almost a "sneak", poking "little things" metal?

In 1995, Gibradze was in the Novorossiysk FIZ Oh, where I got just for stealing metal from the city port. At the same time, Demchenko was in the same pre-trial detention center, being suspected of organizing the murder of the well-known businessman Savchenko. Let us quote the then deputy prosecutor of the Central District of Novorossiysk, Nikolai Pupynin (Pupynin died at 47).

“Demchenko was actually detained on suspicion of organizing the murder of businessman Savchenko in May 1996. He worked at Savchenko's firm as an executive director. The relationship with the founder is good. Disagreements arose later, when a shortage of oil products was discovered. Savchenko blamed his partner for this. And then another figure appears - Yuri Zhbanov - deputy. company director. The same one who, according to the testimony of two security guards of the company, handed them an AK-47 assault rifle, referring to Demchenko's order to kill Savchenko. They returned the weapons, refusing to complete the task."

It can be assumed that the investigation had some reasons to bring the criminal case against Demchenko to court. The future deputy turns to his comrade in the Novorossiysk pre-trial detention center Gia - Shalva Gibradze, knowing that he has excellent contacts in the Russian criminal world. The “question” was taken up by the thief in law of Badri Alania - Tamaz Novorossiysky (nephew of Kocho Pontisky, crowned in Poti in 1986, his uncle and another lawyer - V. Dartsmelidze - Vakho Pontisky). Badri Valikoevich successfully solved the "question". As a result, no charges were brought against Demchenko. But "in payment" for the service "Novorosmetall" passed Gie. It would seem that if Demchenko was angelically pure and fell victim to slander and speculation, then why give away a successful company that at that time was driving scrap ferrous metals to Turkey by steamboats? Moreover, Demchenko already had a considerable resource of the necessary connections to solve “minor” issues. Which over the years, as exaltation only grew stronger.

The story that happened in the metal business of Demchenko-Gibradze in the early 2000s is noteworthy. Novorossiysk customs began to slow down the shipment of scrap metal abroad. Demchenko at first seemed to have resolved the "issue" with the head of customs, Vitaly Drik. For a bribe of 500 thousand rubles. But the blackmail continued. To search for arguments in a pile of black scrap metal, authorized blackmailers began to look for non-ferrous metal, which is prohibited for export. And even our couple of, shall we say, aluminum pans. And they even tried to present this “powerful” sub-article argument “for the sake of accommodating”. The explanation that in the flow of black scrap metal, there may well be tiny inclusions of non-ferrous metal, in the form of copper pieces of transformer windings, or aluminum plugs, was not accepted. The issue was supposed to be resolved for $20,000. Customs simply did not calculate Demchenko's connections that had already been established at that time. The “error in assessing the might” of Demchenko, who was supposed to continue to be milked, resulted in the detention of an extortionist when transferring a bribe at the local Grail restaurant, and in four years in prison for Drik.

In December 2017, Badri Adania was put on the wanted list by the French authorities. On October 15, 2019, he left the Minsk pre-trial detention center -1 "Volodarka". He was extradited to France.

Today, the business interests of the family of the Duma deputy have already gone beyond the production of fittings and rods.

Formally, the poorest now is just the same father of the family. The official income of Ivan Ivanovich Demchenko for all his deputy years has never exceeded 10 million rubles.

But his son, Ivan Ivanovich Demchenko, Jr., became the first deputy general director and founder of the Abinsk Metallurgical Plant at the age of 22. He also acts as a co-owner of the main enterprises of the family business and a trustee of shares in enterprises with which his father is most directly related.

Daughter Alina - in 2012 she opened her own hotel - Musik Boutique Hotel in the trendy El Born district in the center of Barcelona (not so far from the Santa Catarina market, where they sell seafood, cured meats and cheeses, whoever has been knows). She also participated in several sickly start-up projects.

Demchenko's second daughter, Alena, is also a business woman. Since 2020, she owns a 90% stake in a media holding that creates and licenses content, as well as manages media projects.

The deputy's wife is also busy. Antonina Demchenko owns two agricultural enterprises. And although the official profit here is small - something about a million, but on this income she flies to Spain to her daughter by a business jet, and from Abinsk to Krasnodar by helicopter, landing on one of the helipads equipped by Kondratyev in Krasnodar for his helicopter flights over the entrusted territory and to hearty friends in Gelendzhik.

These flights are still being made (albeit much less frequently). Although, due to the current situation in the Krasnodar Territory, the sky has been declared practically closed. Of all the Kuban airports, only Sochi operates. Even quadrocopter flights are prohibited.

The latest family venture is joining the “winemakers' club”. Now without it in the Russian business elite in any way. This used to be a sign of a "real kid" was raspberry th jacket and Mercedes-600. The connections of the billionaire in the criminal world are explained simply - Gia is a relative of the thief in law Badri Koguashvili, in fact, Shakro's successor. Gia sent considerable sums to the relative every month. Gibradze is widely known in his native Georgia. He is one of the largest donors to the Bidzina Ivanishvili Charitable Foundation. And a sponsor of the Georgian Army Development Fund (established by the Georgian Dream party). He takes part in the construction of temples in Georgia. However, for the pious governor Kondratiev, Gia also contributes to charitable construction in the territory of the Krasnodar Territory.

We talked about the business connection between Gibradze and Demchenko in detail - who in what shares is present in the prosperous types of the Kuban (and not only the Kuban, - Gibradze, in particular, bought the Rostov Electromechanical Plant) business.

However, there is one species for which Shalva Gibradze is personally responsible. And we are not talking about the construction business in the form of the construction by Gia's firms of the elite LCD "Gold Coast" (13 knowledge on 17 floors) in Novorossiysk. Any abomination emanating from the authorities of the Krasnodar Territory, as a rule, is decorated with multi-colored feathers, beads and other verbal jewelry, designed to hide the true meaning of another strange bureaucratic initiative. The current Kuban parliament, whose term of life is until this September (when new elections of a new deputies are due to take place), has come up with a proposal to expand the rights of municipalities to seize private land. ZSK appealed to the State Duma with the initiative to amend the Land Code of Russia so that the authorities of the Moscow Region could seize land for the construction of social facilities. By issuing this “wise proposal”, the Kuban elected representatives painted the request to the State Duma with “care and concern”. In the pro-government Kuban media, an intensified argument began, the essence of which is: Kuban is a super attractive region, migration is still rushing - the population is growing, the social sphere is lagging behind: in polyclinics, an appointment with doctors takes three weeks to a month, in schools there are not enough letters to designate recruited in three shifts classes (the 1st “I” is already almost a common thing), parents enroll children in kindergartens at the age of ... one week, as soon as babies are discharged from maternity hospitals. And “for a person of the 21st century, these objects are vital” (quote from those same media). But since, until now, every municipality that was “rapidly growing” in population, generously distributed land to developers, and did not worry about the seemingly mandatory social infrastructure of new microdistricts, today it turned out: there are more than 100,000 residents in these high-rise buildings there are also quite a few, but there are no schools and other social programs at all. But the main thing is that there is not even land for the construction of all this socially necessary.

The issue of land for the construction of social facilities is indeed acute in the Krasnodar Territory. It was on this that the regional chiefs in the course of the birth of the initiative pressed. The head of the Krasnodar City Duma, Vera Galushko, at the last session of the KYC, where the issue was discussed, said that the proposed withdrawal of private land for the construction of social facilities "is dictated by life itself." “There is an acute shortage of land in Krasnodar. Amendments to the Land Code are simply necessary. Possibility of seizure of land plots by municipalities will solve the topical problem”.

Yury Burlachko, the chairman of the regional ZSK, also noted the need to build hospitals-schools. “Their construction will require additional free places, which are not currently available ... Radical measures are required. It is necessary to use all the potential so that the decision made at the session is noticed at the federal level. Then the cities of the country will have new maneuvers for further growth and development.”

Let's leave without comment the painful desire of the Kuban authorities to forever inflate their petty-weediness to an all-Russian scale (well, what does "other cities of the country" have to do with it - let them sort it out themselves, without our southern parliamentary concern). Let's evaluate the offer. And here it is, to put it mildly, raises questions.

Today, land from private owners, according to Russian land legislation, can be withdrawn in exceptional cases.

We look at the Land Code of the Russian Federation. Article 56.3 “Conditions for withdrawal of land plots for state or municipal needs.

Withdrawal is allowed ... "for the purpose of construction ... of objects of local importance, if these objects are provided for ... by approved territorial planning documents ... by approved territorial planning projects" ...

It would seem that the Land Code already provides for the possibility of land withdrawal. What then, in principle, is the need for "Kuban strengthening"? Once again, show off at the federal level as something pathetic and useless?

But it seems that the essence of the Kuban initiative is different. And it is directly related to the wave of adoption of new master plans for the territories that has swept across the region. Which caused real mass popular riots, in particular, in a number of coastal areas. Tens of thousands of residents of Gelendzhik and Anapa have fainted, whose houses, long ago located in the individual housing construction zones, were, at the behest of the regional authorities and personally Governor Kondratyev, “repainted” into business zones and recreation zones. Now the population of the Tuapse region and Sochi, where the general planning fuss has also begun, is being imprisoned on this powder keg.



The regional authorities have developed not the best option to calm the people. “For you, dear residents, nothing will change. As you lived, so you will live. And if you want to sell your land, then sell it at a high price.” Governor Veniamin Kondratiev reads this mantra to all residents of the Black Sea municipalities. True, at the same time, the governor also indicates the ultimate goal of national prosperity: so that “the view from the expensive yachts approaching the shore would be “fashionable fashion”.

Today, the promising Kondratieff "fashionable", that is, the complete restructuring of territories to the whims of "their own", had only one obstacleaction - the Land Code of the Russian Federation. Although it outlines the possibilities for the withdrawal of land, it also stipulates the conditions for this withdrawal. Examples of the same Krasnodar Territory say that this withdrawal procedure is quite possible, but very expensive for the budget. The sale of land by private owners for the needs of the Olympic construction cost the budget up to 30 million for home ownership. The project to build a new air terminal complex and a runway in the same Gelendzhik was also very expensive. And there the land from private owners also had to be redeemed at a “very negotiated” price.

The current impoverished regional budget, which cannot even pay salaries higher than old-age pensions to teachers, simply cannot afford such a ransom (as Kondratiev says “highly”). No money. Hence the “argument” for taking land from private owners: “We need social assistance, but there are no free plots. So we'll take it."

And only at first glance it looks strange that the regional authorities at the expense of the population are trying to solve the problem that they themselves created. Those who are familiar with the Kondratiev period of the Kuban are well aware of how and who in the region is engaged in the distribution (albeit through tenders, where for some reason "their own" always win) land to developers, accompanied by dashing corruption. But why, in the course of this action, it was impossible to reserve land for schools and kindergartens? Yes, because a school, unlike residential development, is a “recoilless technology”. It is impossible to “roll back” a floor of apartments or hundreds of meters for commerce from the kindergarten to the regional authorities. And, therefore, the main task of the Kuban authorities has always been: to sell land specifically for residential complexes for a good bribe. And so it happened that with residential square meters everything in the Kuban is more than - the region is in the Russian top three in terms of the number of square meters handed over. But in terms of the provision of social facilities, the region is at the tail of the Russian list. True, in terms of the average size of a bribe, Kuban is the undisputed champion.

Although, it is worth noting that free areas still appear. And there are many of them in municipalities. After all, the residential complexes of those developers who do not roll back are transferred to the category of problematic squatters, and they are demolished. Talking about the human tragedies associated with this is a separate topic. But if we proceed from the logic of the shortage of social facilities, then why doesn't it occur to any of the Kondratievites to build a school or a kindergarten on the site of the demolished residential complexes? And why, then, did such a “concern” happen at the last session of the KYC?

It seems that the explanation is extremely primitive. New master plans for a number of "fat" territories have been adopted in the region. In them, the IZHS zones are repainted in the "necessary" color authorities. And this is no longer individual housing construction, but business zones, recreation zones. And now we just need only a tool for the cheap withdrawal of private property for "necessary social facilities." Quotation marks are more than appropriate here. Because there is great doubt that these facilities will be erected in the required quantity. After all, if Kondratiev did not itch in the direction of this problem for seven of his governor years (when the municipalities still had free land), then why would he suddenly itch now?

Much more obvious sense of the undertaking is seen in the fact that the "initiative" is necessary solely for the legislative confirmation of the next land scams of the regional authorities. If there is no land, it must be taken away or redeemed, according to the proposed amendments, for a penny. Well, or give the owners the cadastral value of their acres, which, we note, after the adoption of the same general plan of Gelendzhik collapsed four times!

The fact that the “initiative” has no other goal is also confirmed by the fact that it was nominated by members of the KYC, who will be replaced by newly elected deputies in September 2022. Which already this autumn can say: “It's not our fault - it's our predecessors. Ask them." And the current ZSK deputies considering this issue seem to have the philosophy of a scoundrel-tenant: when such a person is asked to vacate the living space, in the end he will always spoil or screw up something.

Illusion called "United Russia primaries"

The technologies for organizing "victories" of the necessary candidates have been honed in the Kuban to perfection.




In the Krasnodar Territory, an illusion has begun that in other regions they call the “primaries of United Russia”. In September, the population of Kuban will think that it is they who elect the next deputies of the next Legislative Assembly of the region, but for now, in May, the Kuban horde is trying with all its might to legitimize funny processes that have nothing to do with the word “elections”. The regional leadership conducts secret selectors with the administrative elite of cities and regions. With "pumps" and promises of exquisite punishment, if the lower layer of the bureaucracy does not reach the planned figures for the coverage of the electorate. Municipalities, having received a magic regional pendel, put school directors, heads of farm clubs and chief physicians of district hospitals on the elective "gop-stop". Those, in turn, turn to entrusted employees with speeches united by the slogan "registration for the primaries or life." All state employees must register at the State Services and vote for the candidate diversity proposed by the southern division of the United Russia, providing the authorities with mandatory scans of their “free will”. This is carefully monitored and recorded. Those who do not vote are called and warned.

Other bureaucratic municipal petty, having renamed themselves “volunteers”, calls those who are not state employees, mostly pensioners, and mumbles prepared texts into the phone about the fact that “we are all in the same boat now and it is on our civic position that the next future of the sunny region depends ".

Why all this expensive fuss is not entirely clear. Because the winners of the primaries, which in the region should officially end on May 29, have long been appointed. And it is this electoral situation that is now taking shape in the Krasnodar Territory that causes sadness and sadness. Why, all these noise effects, if the result is already there?

There was a time when this southern Russian region sounded bright, steadily supplying a lot of iconic things to the country. The region attracted multibillion-dollar investments in now unfashionable dollars, eliminated numerous weed problems in agriculture, built new port facilities, implemented large transport projects, developed affordable high-tech medicine, differed from other regions in the highest rates of gasification, noticeably added to the resort industry. The Sochi Olympics, the Crimean bridge, the largest export gas pipelines - this was the "face" of the Kuban.

Under Veniamin Kondratiev, who ascended the governor's throne, the region continued to “exploit” the old developments for some time. That sometimes created the illusion that the region continues to walk something by leaps and bounds. Moreover, inflation, the growth of the foreign exchange rate, as it were, increased the volume of the regional budget. The resulting stagnation became apparent only when the joyful budget billions were converted into a more real dollar equivalent. And in order to judge the "growth of welfare" of the population, it was also enough to divide the teachers' salary of 15-20 thousand rubles per course.



The only thing that has really received rapid “development” in the Krasnodar Territory is the massive, total falsification of election results. The locomotive of the economy, accelerated to Kondratiev, continued to roll by inertia, although no one threw creative, business “coal” into the furnace. But Kondratiev quickly realized that electoral reality was not important for the Kremlin. The main evidence of the success of the work of the governors was precisely the elective result. The "technologies" of organizing the "victories" of the necessary candidates were perfected in the Kuban to perfection. At least write a manual. And Moscow was completely delighted with such stability of results. The Kuban leaders at each election "drawn" 70-80-90 percent for their appointed and discussed candidates on the board.

Probably, in a situation where everything in the country is stable, reliable, familiar - and such a crooked electoral "technology" will do. Because in the end it was Kondratiev who decided everything, the deputy corps of the ZSK was assigned the role of a page boy, whose task was to please, smile sweetly and clean the governor's armor to a shine, constantly referring to his large-scale personality in gratitude speeches.

But what to do now, when the situation is changing? In recent years, the Krasnodar Territory is not only slipping, it is rapidly sliding back. At the same time, the catastrophes in various areas of socio-political life that are going in close order, the governor and his faithful Janissaries, out of habit, draw up as achievements in brave reports to the Kremlin. Not so long ago, these fantasy reports completely tripled Moscow. But what will happen now?

A bit of demagogy for a better understanding of the real situation in the region. Let's say, when everyone is healthy, you can write for the president for an arbitrarily long time about the achievements of regional health care, the purchase of an excess number of ambulances , construction of new polyclinics, FAPs and offices of general practitioners. But when a pandemic happens, it immediately turns out that in real life, very scarce ambulances come to the sick during the day, if you're lucky, you have to put the sick in the corridors on shifted leatherette benches, and there are no medicines. And primary health care is generally destroyed to zero .... Or, when poor families refuse to improve demographics, you can talk about quality education, and dozens of new school buildings, you can fill in with a nightingale about solving the problem of providing kindergarten places. There was enough for rare children. But when families, attracted by maternity capital, begin to give birth intensively, it immediately turns out that a child should be enrolled in a kindergarten immediately upon leaving the maternity hospital. And in a school where classes are in three shifts, first-graders are recorded in the 1st “I” class.

This is to the fact that in the very near future, the Krasnodar Territory expects a solid 1st "I" in almost all important industries. The sanctions are beginning to expose huge marginal problems that no one dealt with during the "soft" time, relying on it to be eternal.

What will happen to the agriculture of the Kuban, on which the food security of the country largely depends? Don't worry about this year's harvest. Unless, because of the highest corruption of the regional administration, there will be difficulties with domestic rice. Not so long ago, during repairs, the Fedorovsky hydroelectric complex in the Kuban collapsed, on which most of the Russian rice crop depends. The repair of the building was carried out by a desk, on the staff of which ... two people - former Volgodonsk stallholders who moved to the Kuban, organized an LLC, which managed to win tenders for the repair of reclamation systems and reservoirs for 2.5 billion budget rubles in a couple of years. I wonder who helped them? But the main question today, to which the Kuban authorities have no answer, is what will happen to next year's harvest as a whole? Zero ideas on this. Where to get seeds (75-100 percent from European producers), where to get plant protection products (almost all imported, that is, sanctions)? How to replace Gin Dira and Hollanda on the fields? If you start asking Kondratieff all these questions in response, you will hear extremely empty, that is, completely meaningless, speeches about import substitution with zero specifics.

Or here, it would seem, is a plus: as a result of sanctions, the southern monopoly on resort services is returning. Resting people (who can afford it) deprived of Spain-Italian-Greece, will be forced to start wandering towards the Black Sea next summer. And what awaits them there? E. coli in sea water due to almost completely destroyed treatment systems in all resort areas, with streams of shit from septic tanks flowing cocurrently into the sea? Hours of standing in traffic jams due to endless reverses due to roads crawling into cliffs? No, officially, of course, they say that the roads are washed away and destroyed by the elements. But it is even more eroded by their bluff technology. When, due to forced kickbacks for winning tenders, road builders are forced to save a lot by not equipping storm gutters, passage tunnels for streams rushing from the mountains, what can we expect? To complete the description of the “elements”, it is worth adding that the cut of resort lands on the slopes, right under the federal highways. For the construction of the next stall or guest house, the “owners” who grabbed the landslide slope “cut” the mountain, as a result, the federal highway located above “creeps”. It is worth adding to the resort "achievements" the dry land of Gelendzhik and Novorossiysk, where the water in the taps is, to put it mildly, not a constant phenomenon. Although, if we proceed from the principle: where in the hell will these vacationers go, they will come to us anyway, then, of course, it will be possible to tell a bunch of the whole Type about the next mythical record, “we have visited 20-30-40 million vacationers”! !!

In general, the Kuban troubles, which Kondratiev and Co. have learned to “blur over” by blowing victorious electoral dust into the federal eyes, in this, and in all subsequent years, as the Kuban Cossacks say, will not work.

Sanctions force you to do real work, not writing. And if this year we are talking about the election of a new composition of the WG, then it seems obvious that the elections are a great chance to find new, promising, creative, thinking management personnel. The old deputy composition of the ZSK over the past five years has completely proved its complete inefficiency. Justification, like: “But we had to legislate the governor’s will, initiatives and undertakings of Kondratiev,” they don’t roll here anymore. Legislators should work not for the interest of the boss, but for the interest of the voters. Although ... This is ideally. In the Krasnodar Territory, the elections of city dumas, district councils, and even more so deputies of the WGW, take place according to fundamentally different principles. The opinion of the people themselves is of little interest here.

And in this regard, the upcoming elections deputies ZSK, will become just a model of the elected "leftist", just put it directly in the chamber of measures and weights, as an electoral-rigging standard.

Let's start with lists. There will be half of them in the regional parliament - representatives of various parties. The winner here with a score of 80 (plus or minus) percent in September, of course, will be United Russia. People respected in the region have already been appointed to the head of the regional party list: the former chairman of the ZSK, now a member of the Federation Council Vladimir Beketov and the brilliant surgeon Vladimir Porkhanov, head physician of the First Regional Clinical Hospital No. . They are “locomotives” designed to draw as many United Russia deputies as possible into the regional parliament on their authority. Both will “merge” after the elections (which they have done all the time in all previous elections), giving way to the next colleagues on the list.



Among the listers, as expected, was, in particular, the loafer Vice Governor Sergei Boldin, who accompanied all his activities with deafening failures. To assess his activities, an example of the results of his work as the head of the governor's commission for restoring order in coastal land use is sufficient. When the commission was just starting to work a couple of years ago, gullible social activists imagined that the indicated direction - "putting things in order" - was a real goal. Yeah ... The work of the Boldino commission was completed, with the actual "legitimization" of the cutting of forest fund lands (only in the Tuapse district there were more than 6.5 thousand such plots for sale), and "clarification of the boundaries of natural reserves", as a result of which reserved land was allocated for villas and dachas of regional chiefs. A couple more vics are waiting on the list.

In general, getting into the top of the EP list guarantees a deputy in the regional parliament. That is why newcomers who have nothing to offer the people as their electoral platform, but have something to offer officials and party functionaries for such "assistance" strive to get on the list. The issue price for the Kuban political debutants starts from 10 million rubles. Which are gathered by the "headquarters" as if for organizational questions (such as printing party posters to decorate roadsides), but in reality they go to bribe the chairmen of TECs and PECs, to print millions of "left" ballots, which then have to be thrown into the ballot boxes. On what, in fact, a couple of years ago, the former deputy director of the department of internal policy of the region, Inna Khaustova, who, after printing the millionth "leftist", helped to show "outstanding" results of 83% in the last gubernatorial elections, got caught. Many municipal heads, who in reality would have shown a result of 20 percent, were very grateful - stuffing helped them save their careers. But for this, Khaustova demanded a monthly bribe of 50-100 thousand rubles from the municipal heads. The trial of Ina Mikhailovna, who spent more than a year under investigation in a pre-trial detention center and has now been placed under house arrest, should begin in the near future.

In general, the elections in the Kuban have long become a commercial project, where a significant part of the bribe collected for getting into the list ends up in the pockets of those who make these lists of future winners. That is why in the current list of winners, there are no those who could be creative in the interests of the region during the difficult sanctions period. Such is the deputyship, it's ... it's like buying five for the loot during the session from the teacher. In the record book - "excellent", in the head - empty.

Among the inevitable winners of the Kuban single-mandate primaries, there is even more dullness. Among the appointed victors in Krasnodar there are worthy candidates, for example, the rector of the Kuban Agrarian University, the current deputy chairman of the ZSK, Alexander Trubilin. But the director of the Red Square megacenter Alexei Buzmakov, who is he for people? What is it that he remembers besides commerce?



Andrey Doroshev, deputy head of the city, is sent to deputy exile from Krasnodar. The pretty (thanks to plastic surgery and photoshop) Galina Golovchenko from the Krasnodar City Management Company will decorate the harsh male deputy gatherings. The deputy of the City Duma of the Kuban capital, Stanislav Nikolenko, will migrate to the ZSK for who knows what merits. Like his Duma colleague Igor Bragarnik. Dr. Stanislav Grinev (Clinic Preobrazhenskaya) is guaranteed a victory in the primaries, but it is not certain that this will result in a victory in the September elections. Much more likely is his fate in the autumn of “worthy to lose”, agreed with the authorities, that is, nominated for pluralism by the candidate from the “New People” or SR. Perhaps they will merge under the opposition the upcoming winner of the primaries, the general director of the Metrix Group of Companies, Nikolai Lobachev (who is on the list of winners of the current primaries).

In Sochi, the winners are also indicated in the approved list. Among them: a prominent Krasnodar developer, not poor Boris Yunanov, warmed up on the soil of the "Young Guard" by the former mayor of the country's main resort Pakhomov Viktor Bagishvili (now Viktor Teplyakov). It is not clear yet who will be the candidate from the Lazarevsky district of Sochi, but taking into account the coastal specifics and interethnic unity, it is possible that a young talented Armenian businessman will be appointed as a candidate here (especially with an eye to how Russia helped end the conflict in Karabakh) . However, representatives of the fraternal people can also be seen in the party lists. It is not clear who will become a candidate from the part of Adler and Sirius. Although here, too, you can guess who will win. The Sirius Federal Territory is "a road for the young and a hope for a progressive future." Therefore, we bet on a long-legged beauty, the owner of some more or less profitable business.

In Novorossiysk, the acting deputy of the ZSK Sergey Yaryshev was appointed the winner. Where would it be without him in the case of the failure of the program to establish a normal water supply to the main port of the country. The current deputy of the ZSK, Mikhail Kovalyuk, is most likely also destined to win the primaries. Although, why should he personally, with his business of buying and selling land and not sickly property in France, do in the ZSK, it is not at all clear.

According to Temryuk, the name of the winner has not yet been named. But here it can be calculated easily. In the recent past, Governor Kondratyev rushed about, as if with a written bag, with a crude and ill-conceived law on winemaking. Which, as a result, was, due to the fact that other deputies in winemaking do not understand anything at all, was adopted by the State Duma. So we are waiting for a winemaker from the winemaking Temryuk. However, given the political situation, the builder of the Crimean bridge may also be appointed.

But in Gelendzhik there is a winner - "Captain Obviousness" - Konstantin Dimitriev. Acting deputy of the ZSK, general director of the Krasnaya Talka sanatorium. It was in this sanatorium in the early 2000s that the Presidential General Council launched a new Russian resort policy. But since then, progress here has been replaced by a bitter regression. Dmitriev, as a deputy of the ZSK, did not lift a finger to at least indicate the prospects for the most important problem of water shortage for Gelendzhik. “Kondratiev uses lies, fabrication, calls to the “right people”

In the case of Olga Gorokhova, the former head of the regional administration's media department, the "inflatable punishing sword" burst quietly the other day. Not a single pro-government regional publication reported that case No. 15900560 and criminal prosecution on the grounds of a crime under Part 1 of Art. 285 of the Criminal Code of the Russian Federation “Abuse of official powers” ​​was terminated due to the absence of a criminal offense in the actions of Gorokhova Olga Yegorovna. The decision, signed by the investigator for especially important cases of the regional investigative committee V.V. Kuznetsov, says that the preventive measure in the form of a written undertaking not to leave the place in relation to Gorokhova O.E. For Gorokhova, in accordance with Article 134 of the Code of Criminal Procedure, the right to rehabilitation is recognized. They rarely write about officials with enthusiasm. Which is understandable - they give little cause for joy. By default, the people sacredly believe in their corruption, with difficulty in decency. But still, law enforcement officers in their work should not proceed from this well-established stereotype. Objectivity and impartiality are the main rules of their work. Ideally, they should apply to anyone. Regardless of the wallet, the “necessary” connections, and the regalia of those who fall into the field of view of law enforcement officers.

In the case of Olga Gorokhova, these rules turned out to be, as it has now become obvious, inapplicable. But when for almost 7 years not just an official, but the one on which all the regional propaganda was based until 2015, is so unreasonably “pressed” under the articles of the Criminal Code, the first question that arises after the justification happened: whose order was it? Someone "worried" informed the investigative committee about "atrocities" that did not exist in reality. Who needed all this tough law enforcement circus? We understand.

In 2015, there was a change of political elites in the southern Krasnodar Territory. Alexander Tkachev, who left to steer the Russian Ministry of Agriculture, was replaced by Veniamin Kondratiev. All the "Tkachev" leaders were dismissed even before the elections - during the period when Kondratiev was acting. heads of the region. Those who were on the highest steps in the ranking table were simply fired. Just a little spitting after them with articles in the regional media and "bright" notes of new "authorized" bloggers.

Gorokhova occupied a lower step. And on whom else could the “super-team” of young officials fail to practice exposing the outgoing bureaucratic “nature”?

In August 2015, all the regional publications, welcoming the dawn of the new Kuban government for the money allocated by the budget, covered the revealing "sensation" in detail.

“Head of the Krasnodar Territory Mass Media Department Arrested for Two Months,” was the most popular headline for articles and TV spots of the time. And for some reason, the details of the “secrets of the investigation” flowed in a stormy stream in the media quite freely.

“The Pervomaisky Court of Krasnodar chose Olga Gorokhova, who previously held the position of head of the press department of the regional administration, as a preventive measure in the form of arrest for a period of two months. The defense of Mrs. Gorokhova asked to put her under house arrest, but the court agreed with the opinion of the investigation and left the ex-official detained the day before in custody. Criminal case under Art. 159 part 4 of the Criminal Code of the Russian Federation (fraud on an especially large scale) is being investigated by the Investigation Department of the ICR. According to investigators, Olga Gorokhova implemented a fraudulent scheme when concluding state contracts for the publication of information materials about the activities of the administration. In 2014, the department headed by Olga Gorokhova signed a contract with the newspaper publishing house Periodika Kuban LLC, according to which the publishing house was to publish information materials on the activities of executive authorities with a circulation of at least 130 thousand copies in the newspaper Regional Advertising, which is distributed together with local newspapers. According to the investigation, for the report on the implementation of the state contract, a fake circulation of 200 copies of black-and-white newspapers with information about the activities of the authorities was made. At the same time, the actually published and widespread issue of the newspaper "Regional Advertisement" control copies of which are stored in files, contained commercial advertising. According to the investigation, Olga Gorokhova, knowing that the terms of the contract were not actually fulfilled, signed the acts of work performed, on the basis of which 4.5 million rubles were transferred to the account of the publishing house, which the members of the criminal group disposed of at their discretion, causing damage to the regional budget for the specified amount. Currently, the investigation is establishing a circle of other persons involved in the commission of this crime.”

Soon there was another injection. “In mid-October 2015, Olga Gorokhova became a defendant in the second criminal case on misappropriation of budget funds. The fact of misappropriation of budgetary funds was revealed. In this regard, a criminal case was initiated on the grounds of a crime under paragraph “b” of Part 2 of Art. 285.1 of the Criminal Code of the Russian Federation.

According to investigators, in 2013-2014. in order to implement the state program, contracts were concluded between the department and the radio company for the distribution of information materials and social programs on the radio about the activities of the administration and executive authorities. Gorokhova allowed spending the budgetary funds allocated by the regional budget for these activities by signing the acts of work performed in full. At the same time, part of the services rendered did not relate to the subject of the contracts and did not meet the requirements stipulated in the terms of reference for them. The total amount of budget funds spent for other purposes amounted to more than 31 million rubles. The criminal cases were merged into one proceeding.”

Reading such “powerful” accusations, it seemed that very little time was left before the rack was rolled out to the frontal place, and the ex-official was severely punished as an edification to others and to amuse the public. Moreover, all the information that leaked into the regional newspapers and television was “clear” and unambiguous. No introductory words like: "according to the investigation ... probably ... presumably ... perhaps." The regional media, in fact, long before the end of the investigation, had already announced the verdict: guilty!!!

But this, it would seem, a simple and obvious matter, for some reason stalled. Just a few weeks after her arrest, Gorokhova was transferred from the Krasnodar investigative zindan No. 1 to house arrest. Then they were completely transferred under a written undertaking not to leave. Although these “relaxations” had no effect on the level of administrative propaganda intensity. Informed Kuban journalists continued to demand a speedy rearing.

“House arrest has been lifted from the ex-head of the Kuban media department, Olga Gorokhova, she is under house arrest. Apparently, the investigation is entering the final stage, and therefore there is no need to restrict the movement of the suspect ... Most of the witnesses in this case are actively cooperating with the investigation, ”those Kuban media outlets that are very rich in calories feed on the money of the regional budget expressed hope for the inevitable severe punishment.

The only thing that was not clear was why the investigation did not have questions about that very “part of the witnesses”. Moreover, among this group, cooperating with the investigation with enthusiasm and great enthusiasm, there were characters who, it seems, should have been of much greater interest to the employees of the Kuban Investigative Committee on this “topical topic”.

After all, all the papers relating to any press in the printing house "Periodiki Kuban" were signed by its director, the former official of the regional administration Pavel Belichenko himself. He was summoned a couple of times for interrogation and ... released. The vast majority of documents that came out of the walls of the regional administration concerning the media were signed by Gorokhova's deputies, and, first of all, Vladimir Prigoda (Gorokhova's share, at that time, accounted for literally 3-4 percent of all papers coming out of the walls of the department). The explanation here is simple: at that time Sochi was preparing to host the Olympics and all Tkachev's viciki and department heads, including Gorokhov, practically did not get out of the construction sites of Olympic facilities. But for some reason, the investigation did not have any questions for the main “signer” of the documents of the media department, V. Prigoda.

For people who are at least a little familiar with the specifics of administrative work or the peculiarities of typographic technologies, it seemed that a bungled, clearly custom-made business should fall apart even at the stage of familiarization with the documents.

For example, the harsh accusation of supplying the regional media with budget money, for a criminal offense, definitely did not pull. To excite popular indignation, this is, of course, a fascinating fact, but for law enforcement officers ... zero.

After all, the order of financial interaction between the authorities and the media in all Russian regions is, in principle, the same. Regional or municipal administrations enter into an agreement with the editors on the information coverage of their wise work. You can argue about the benefits of such a procedure for a long time, but without these budget tranches, not a single district, and not a single regional media would have survived. In the Kuban, the regional administration cooperates in this way with the newspapers Kuban News, Volnaya Kuban, Kuban Segodnya, with television alami and radio stations. And what is the crime? Taking into account the fact that the nondescript current leader of the region Kondratiev is already unfastening the budget billion for his PR!, it seems even inconvenient to talk about 31 million for radio workers. This money was hardly even enough for the salary of the radio team. And yet, for some reason, the Kuban professionals of the Investigative Committee did not turn off the path assigned to them with someone.

There are even more questions on another accusation - the printing of 200 copies of the "leftist" circulation. Yes, it can be assumed that the investigators of the Investigative Committee are not taught the intricacies of typography. But, why not ask the same printing workers who sweat at the printing presses of the Kuban Periodicals: the “left print run” of 200 copies, which Gorokhova was imputed, can this at least somehow correspond to the truth?

Features of printing newspapers are as follows: first printed forms are made. The "negative" of the future newspaper is etched on metal plates. And these expensive plates are the main part of the cost of printing with a print run of, say, 5-10 thousand copies. The cost of paper is an insignificant part of the total price. Further. After installing the plates in the printing press, there is a “fitting” - a considerable amount of paper from the roll goes to roll out the ink, to select the print density. Much more than 200 copies go to the "dump". And all this fuss for the sake of 200 criminal copies? The printing of these 200 copies. while it takes about 20 seconds. And the well-wishers from the Kondratieff administration tried to slip this “fact” into the investigation? Do not make me laugh. Well, at least they indicated a circulation of 10 thousand. It could also be taken as a semblance of truth.

And in general, this sane “crime” (and we are talking about a “replaced tab” in all the regional newspapers of the Krasnodar Territory without exception) also looks strange. Any editor of the district, having received a version of the newspaper, where instead of brave reports on the achievements of the authorities, some kind of commercial advertising, he would immediately begin to ring the media department and wonder where the encouraging and invocative texts about the incredible people's hopes associated with the regional authorities had gone?

It seems that the "authors-customers" of this left-wing criminal, having thrown a "high-profile case" to the investigative committee, were not entirely at odds with either logic or typographical materiel.

Who could be the "author" of the idea of ​​a criminal case against Gorokhova? Obviously not members of the Investigative Committee. The bureaucratic "kitchen" is secretive. And without draining "reliable information", or data obtained in a similar way, it is rather difficult to find out where to look. So it’s worth looking at who benefited from removing Gorokhov, and who after her sat down on the propaganda budget that began to grow fat on a large scale under Kondratiev. The only candidate fits these "conditions". Gorokhova's then deputy was Vladimir Prigoda. In the summer of 2015, he was involved in the enchanting in its scope, falsifications and reasons to laugh at Kondratiev's election campaign. The nimble young official went out of his way to show what a fine fellow he was. In September 2015, after the election of Prigoda, this "beam of propaganda light in the dark kingdom", was triumphantly elevated to the director of the Krasnodar Territory media department.

Prigoda, even under Tkachev, walked over heads in his career aspirations. Schemer and swindler - these two words are quite sufficient for his full characterization. Having become the leader of the Kondratiev propaganda, Prigoda, first of all, organized the flow of funds to the accounts of “friendly” firms. In one of which - "OTR" he himself was a co-founder. True, after a “reminder” that officials are forbidden to participate in business by law, he left the founders of the office (and even, as it seems to him, was able to clean up the traces of his participation), but, nevertheless, budget funds continued to flow to “friends” properly.

As a result, having assessed what kind of bastard this was, Prigoda was also driven from the Kondratieff "team". Last year, this figure tried to sit down in the administration of Krasnodar. The new criminal mayor Andrei Alekseenko saw great potential in his former colleague. But the mayor, in whose new team he recruited, the landings began last winter and do not stop to this day (and employees of the federal Investigative Committee are conducting a criminal case against Alekseenko himself), they “hinted” that it’s definitely not worth taking Prigoda under his wing.

Even against the backdrop of the crooked Alexeenkov team, Prigoda would be a star.

This is what seems strange today in Gorokhova's criminal case. If the employees of the regional investigative committee were planted from Krasnaya, 35 (the building of the regional administration in Krasnodar) with a clearly left-wing "evidence base" on Gorokhovaya, then why all these years remained interested in this obvious fake? Did someone ask you not to quit your job? Or are principled enthusiasts working in the Kuban Investigative Committee who believe that if there is an order to reveal a crime, then it will be revealed, even if it does not exist?

As a result, after the first four years of a tense investigation, in the Gorokhova case, only the article on abuse of power remained (Part 1, Article 285 of the Criminal Code of the Russian Federation). According to her, the ex-official was sentenced on July 30, 2019. And somewhere the claims evaporated and according to the 130,000th newspaper "leftist" - the investigation got to the bottom after years that there was no leftist (what prevented this from being done a couple of hours after the denunciation?)

But still, the UK showed that it worked, as it were, not in vain. For abuse of official powers, Gorokhova was nevertheless sentenced to 1 year and 6 months of probation with a probationary period of 3 years. But even here the "leftist" did not quite roll. In August 2019, the Krasnodar Regional Court overturned her sentence.

And on January 24, 2020, the former head of the Kuban media department, Olga Gorokhova, was amnestied in honor of the 70th anniversary of the Victory. The press service of the regional court reported that she was released from criminal punishment and her criminal record was removed from her on the proposal of the prosecutor on the basis of paragraphs 9 and 12 of the act "On the announcement of an amnesty in connection with the 70th anniversary of Victory in the Great Patriotic War." The amnesty allowed the Kuban law enforcement officers to save face. Well, it seems like the person is to blame, but since the amnesty - the path rejoices that he did not sit down. Did such a wording suit the “culprit” itself? Unlikely.

And now the investigative committee completely terminates the criminal case due to the lack of corpus delicti. And what was that? For seven years, they dragged a person appointed by someone guilty through prisons and house arrests (at the same time, health, apparently, simply “bloomed”). Investigators of the Investigative Committee sweated for seven years, examining “papers” around the clock, the study of which took a maximum of a day, while receiving a salary.

What is the conclusion from this tragic story? He is actually the same as in all other facts, where the main character is the governor of the Krasnodar Territory Kondratyev and his bureaucratic flock. All this gang, deeply do not care that they can cripple someone's life. Deleted seven years from the life of Olga Gorokhova is another confirmation of this. To achieve their goals, these figures do not disdain anything. Lies, fabrication of "documents", denunciations, calls to "the right people" are used. To transfer the situation to your advantage, to make incredible efforts so that everything is “in my opinion”, to do everything so that the servants even at the sight of the boss fall on their faces, and certainly do not even think of contradicting even obvious stupidity - this is what is mainly spent on Kuban bureaucratic potential.

What will Olga Yegorovna herself do now? If she was broken by years of fighting for her good name, she would most likely give up, believing that she got off lightly. If she is a fighter, and decides to expose those who organized criminal prosecution against her, then we think we will learn a lot about the organization of the processes of destruction of those objectionable by the current administration of the Krasnodar Territory.

All this time, the Governor of Kuban was sitting at ease in a pleasant euphoria from the expectations of good results for the current agricultural year.

Well, yes, in 2022, why bother. Tractor-harvesters, which are mainly produced by foreign firms from now unfriendly countries, are on the move. Seeds for sowing (which also come from unfriendly territories in a number of important positions) were purchased in advance and everything planned will be sown, there is no doubt about it. Plant protection products (which is also “not ours”) will be enough for this year. But what will happen in 2023? And in the next?

The independent mass media of the region spoke about the need for Kondratyev a month and a half ago, experts pointed out the need for urgent measures, even bloggers tried to tell the governor about the obvious change in work planning. Who are not professional at all. But the result of these attempts to influence the brain of Governor Kondratiev turned out to be ... his complete misunderstanding of the problems brewing in the agricultural sector of the region.

Although the agricultural propaganda noise about the agro-industrial complex in the Kuban can already be measured in hundreds of decebels. The Governor speaks a lot from the stands. So many that there is an assumption that he lives in the podium. He eats there, sleeps in it, and in it he moves on wheels along the southern scales, sharing his empty wisdom with the inhabitants of the region.

After popular Internet resources began to write about his utter unprofessionalism with a mockery and assistants who tracked such publications reported to the chief, a decision was made to deploy counter-propaganda. By the forces of the press service of the regional administration and the TV channels and newspapers attached to it.

To begin with, Kondratiev moved to the National Grain Center. Lukyanenko, where he wisely crushed the wheat spikelets with his hands and praised the breeders under the camera lenses.
