“Bad news for Governor Sergei Nosov”

The seagull was made the head of copper and gold, he waved his “empty wing” to everyon

As Rucriminal.info learned, the deal to sell Artem Chaika his share in the development company Tri Es Group fell through.

The Tri Es group of companies was created in 2015 by Artem Chaika and Ruslan Seyukov. Seyukov was to be responsible for the implementation of construction projects, and Chaika was to provide administrative support for procedures for approving land plots for construction.

Over 8 years of operation, the company was able to build only three residential complexes - Talisman on Vodny, Talisman on Dmitrovsky and Talisman on Rokossovsky.

The problem is that since 2019, Chaika has not been able to secure approval for a single new construction site for the company.

Since 2022, Chaika and Seyukov have been negotiating for Seyukov to buy out Chaika’s share. But at the end of 2023 the deal fell through. Chaika remains a co-owner of the Tri Es group of companies.

Now Chaika owns 50% of the company, of which 49% directly. 1% is registered to the director of his Iron Birds motorcycle club, Alexander Kitaev.

The second half of the company belongs to Chaika’s partner Ruslan Seyukov.

From 2020 to 2023, Chaika’s participation in Tri Es Group was opaque and hidden behind front men.

Chaika formally left the Tri Es Group in the summer of 2020, transferring his share to Kitaev.

A year later, in the summer of 2021, Kitaev was forced to re-register his share of the company to Seyukov.

The reason was the requirement of the bank that provides corporate lending to Three Es Group and JSC First Nonmetallic Company, which is owned by Chaika.

According to a source from Rucriminal.info, a large-scale withdrawal of money from the First Nonmetallic Company in the amount of about 3 billion rubles was revealed, which was carried out by Chaika with his partners Samusev and Kuzhel.

Due to a probable default due to theft, Chaika and his PNK JSC were presented with a demand for early repayment of the loan.

As a result, the loan had to be reissued to Three Es Group. Chaika, wanting to hide the affiliation between his companies, formally withdrew from participation in Tri Es Group.

The opacity of asset ownership, the use of dummies, and the opacity of financial flows are generally characteristic of Chaika’s business.

The failure of the deal to sell a stake in Tri Es Group is bad news for the Governor of the Magadan Region, Sergei Nosov.

He made Chaika a strategic partner in geological exploration of copper and gold deposits in the Magadan region. About 20 subsoil use licenses in the region were transferred to Chaika companies for next to nothing.

In June 2022, an investment agreement was signed with the Chaika-owned Kolyma Mining Company on the development of the mining industry in the Magadan Region. But all obligations remained only on paper. Neither the deadlines nor the scope of work are observed by Chaika. It is interesting that the Magadan Region Development Corporation does not try to protect the interests of the region. The liability measures provided for by the investment agreement and the law do not apply to Chaika companies.

There are systemic violations of obligations to creditors by Chaika companies.

More than 157 million rubles have already been recovered from JSC RYUGK and LLC Nedra M in the courts.

Claim against Nedra M LLC in the amount of 213 million rubles. will be reviewed in the coming days.

Nedra M LLC systematically does not even pay rent for land plots for geological exploration and paid only after the intervention of the environmental prosecutor’s office.

Chaika hoped to pay off debts to creditors and provide further financing for geological exploration in the Magadan region using funds from the sale of a stake in Tri Es Group. But the deal did not take place.

I wonder how long a business based on deception and backed only by empty promises can exist in Russia?...

Swedish family of Artem Chaika

Judge Natalya Karzhavina serving VIP husbands

The Telegram channel VChK-OGPU and RUCRIMINAL.info have more than once drawn attention to the bias of the Presnensky Court judge Natalya Sergeevna Karzhavina, who with her decisions deprives mothers of their last hopes.

This was the case with Artem Chaika’s wife.

This is how things stand now with the claim of billionaire, ex-senator, friend and business partner of Roman Abramovich, Efim Malkin, who with one snap of his fingers sued his ex-wife Anastasia Gulynskaya for the right to have her daughter live with him. Although the girl did not part with her mother all her life. The lady in the robe works out her fees contrary to all the laws of judicial practice: she creates separate proceedings specifically for the client, as if there are no other cases in the Presnensky Court, arranges dates to please the former senator and refuses the mirror demands of the mother.

Exactly the same thing happened to the ex-wife of the son of the Prosecutor General of the Russian Federation Artem Chaika - their girl no longer sees her mother, she was removed from the family and placed in a golden cage.

The parents of the baby, who spent her entire life in the Mother and Child perinatal center, after her recovery were unable to take their daughter home with them, despite years of separation due to illness - Karzhavina assigned her to another family.

Finally, Yulia Staleva, who lost her leg while walking in the Hermitage city garden due to a tree falling on her, right now, sitting in a wheelchair in front of the presidium of the Presnensky Court, is fighting to get her children back. The father, who was not involved in raising her, allegedly took them for a walk and never returned her. Who will the children live with next: with a caring disabled mother or a rich and indifferent father, Judge Karzhavina’s decision seems obvious.

The Cheka-OGPU talked about the apartment of a judge who was born in a village near Moscow, in the center of Moscow, worth more than 20 million rubles, about 4-room apartments and a plot of land in the family nest in Shchelkovo. To buy such real estate, people in robes officially need to work for at least 20 years, and that, to be honest, is to save their entire salary. But why, if the court hearings are entirely filled with oligarchs, sons of former prosecutors general and ex-senators?

The only question is how to take it. And Judge Karzhavina’s sister, Yulia, clearly succeeded in this. In Moscow she is well remembered as the press secretary of the Moscow-Yaroslavl transport prosecutor's office, where at one time the girl managed to work as an assistant prosecutor. Before this, Natalya Karzhavina helped Yulia with employment in the Meshchansky District Court, then in the Office of the Judicial Department. The expectation is that no one will notice how, immediately after the next meeting on removing a child from the family, she will meet with the assistant of an influential plaintiff and “discuss current affairs,” for example, the purchase of a new Toyota Prado SUV, which will need to be registered in the parents’ name, just like the rest of the fleet.

Another intermediary, who first became close to the younger Karzhavina, and then gained the trust of judge Natalya, is operative Ruslan Kabirov from the same line department, which is supervised by Yulia’s colleagues. The policeman fully matches his sister-in-law's clientele. The opera is suing his ex-wife, who is trying to win at least a penny of alimony for their common child. He will not only share the views of the offended fathers, but is also ready to help them through almost family ties in the Presnensky court.

As Rucriminal.info found out, Marina Chaika, fleeing persecution from her ex-husband, tried to leave for Tomsk. But even there he continued to persecute her, putting pressure on her with the help of bailiffs, guardianship authorities and psychologists.

As a result, Karzhavina, without any clear reasons, decided to take the girl from her mother and hand her over to her father.

Now Chaika does not allow the girl to see her mother and older daughters, who took their mother’s side in the divorce process.

The girl turned out to be of no use to either Chaika or his new wife, psychiatrist Yulia, and spends all her time with the nanny.

True, Chaika introduced his daughter to his mistress Ivanna Shcherbakova. Sometimes they spend weekends all together - Chaika, his two wives and daughter Sofia.

Chaika's wife Yulia is quite a match for him. For more than three years she has been suing her ex-husband Kiselev for the child and alimony. Moreover, Yulia’s child did not want to live with her and after the divorce he stayed with his father.

Sofia doesn’t want to live with them either, but she has no choice.

Governor's share

How the budget of the Magadan region is “sawed” for Chaika and partners

As a source told Rucriminal.info, Artem Chaika (the son of presidential envoy Yuri Chaika) has long been friends with Denis Morozov. Denis is a member of the Iron Birds motorcycle club owned by Chaika. The Chaika motorcycle club also includes Viktor Lukashenko (son of Alexander Lukashenko), Deputy Minister of Emergency Situations Aleksey Serko, and many employees of the prosecutor's office and law enforcement agencies. In 2018-2019, they were co-founders of Energostroy LLC (TIN 9715002482), received a contract for the construction of boiler houses in the Serpukhov District of the Moscow Region from Gazprom Teploenergo MO LLC. But they were stealing and could not hand over the work performed in the amount of more than 700 million rubles. Now Energostroy LLC is bankrupting the NIK-audit company, owned by Natalya Nefedova, who works for Chaika and until recently was the director of his Far East Management LLC.

On December 30, 2019, Morozov was appointed General Director of Magadan Region Development Corporation JSC. Soon he introduced his friend Artem Chaika to the governor, Sergei Nosov. Chaika was given the go-ahead to buy licenses for subsoil use in the Magadan region.

In 2020-2021, Chaika received at least 16 licensed areas in the region almost free of charge.

4. LLC "Electrum" (TIN 3906387433)

Khakhanja and Meringa sites.

Artem Chaika has collected huge areas of land for exploration, but there is nothing to develop them for. There is no funding, no work is being done.

According to a Rucriminal.info source, in order to help a friend and business partner, Denis Morozov in 2021-2022 financed the exploration work carried out by RYuGK JSC from the funds of the Magadan Region Development Corporation. Those. in fact, the private asset of Artem Chaika was financed from the regional budget.

By the way, it seemed to Chaika that it was not enough that his friend Denis Morozov heads the KRMO, Chaika put in N the Supervisory Board of another of its representatives - Plahotniuc V.A. (he also heads the legal committee of the ICIE, whose president is Chaika).

Information about the financing of Chaika's business from the regional budget came to Rucriminal.info.

Governor Nosov was aware of the situation, but after the publicity he demanded to urgently return all the funds spent by the Corporation.

On June 30, 2022, Kolyma Mining Company JSC signed an Investment Agreement with the Magadan Region Development Corporation on the implementation of a project to diversify the mining industry in the Magadan Region.

Under the terms of the agreement, JSC KGC is obliged to return to the Corporation all spent budget funds with interest. Also buy out from the Corporation a controlling stake in JSC RYuGK, which owns five licenses for copper exploration in the Olsky cluster. In addition, Chaika undertook to provide timely funding for exploration work in accordance with approved projects.

Works on Keitevanskaya, Talnikova 1 and 2 areas should be fully completed in Q1 2024.

According to the approved projects, serious work is planned for 2023 at the Khakhanja, Merenga and Lora sites.

However, the situation has not changed at all. There is still no funding from Chaika. Moreover, under the management of Chaika, companies began to receive lawsuits.

The Arbitration Court of the Magadan Region is considering a claim by LLC Modern Machinery Far East against LLC RUGK for the recovery of 140 million rubles.

The Arbitration Court of the Moscow Region is considering a claim by SP VIS-MOS LLC against Nedra M LLC for the recovery of more than 13 million rubles.

Interestingly, the owner of the JV VIS-MOS is Mayer A.A., who, in the interests of Chaika, acted as the nominal founder of OAO Kolyma Mining Company. Apparently, doing business with Artem Chaika turned out to be completely unprofitable.

At the end of October 2022, a working meeting was held via videoconference between President Vladimir Putin and Governor of the Magadan Region Sergei Nosov. The head of the region, in particular, reported on the mining industry that it is diversifying.

As for copper, according to Nosov, today the pool of investors is already actively engaged in exploration and balance sheet. The region expects in the near future to start planning the construction of a large mining and processing plant related to copper.

The Secret Life of the Chaika

A new destiny under the supervision of a psychiatrist

The businessman and son of ex-Prosecutor General Artem Chaika has an interesting personal life. According to the telegram channel of the Cheka-OGPU, he recently married the deputy head of the Alekseev mental hospital, Yulia Berseneva. And before that, he became a father for the fifth time. True, the mother of the child is not Julia and not ex-wife Marina (mother of four children), but a young girl. Marina, with the help of the court and the examinations of Yulia Berseneva, Artem Chaika took away her little daughter Sofia.

The VChK-OGPU also told details about the mother of Artyom Chaika's son. The girl's name is Shcherbakova Ivanna Ivanovna and she is listed as an employee of PNK JSC, one of the largest assets of the Chaika family.

The source said that back in 2016, Ivanna was an ordinary secretary for the new CEO of PNK, Samusev Alexander Lvovich (former Deputy Minister of Finance). The girl with all the mortals went to the smoking room, rode the subway along the route: “home-work-home”. And in 2018, Samusev took her on a business trip to Irkutsk, where Artem Chaika himself flew with them. Upon returning, Ivanna changed dramatically. She stopped communicating with mere mortals, bought herself one foreign car, and less than a year later replaced it with another, got an apartment. The official salary of 80,000 rubles was supplemented by a card with a monthly limit of 100,000 rubles, supposedly for entertainment expenses. However, Ivanna spent everything exclusively on herself. Nobody asked for advance reports.

In 2020, she became pregnant and went on maternity leave, then gave birth. This coincided with the fact that Yuri Chaika demanded from Artyom to expel Samusev from the PNK in disgrace. This was preceded by the following story.

The "breadwinner" for PNK was a contract with Russian Railways (15 billion a year) for the supply of track gravel. The contract was concluded for five years and was extended while Yuri Chaika was the Prosecutor General. In 2020, Chaika's resignation coincided with the expiration of the next contract, and the new one has already gone to the National Non-Metal Company (NNC).

At the end of 2020, PNK was borrowed from banks for a total of RUB 3.5 billion. Having lost the contract with Russian Railways, PNK could not provide such loans. In addition to loans, PNK's debt to suppliers and contractors amounted to about 10 billion rubles.

The NOC, with the help of the top management of the PNK, began to take over the PNK through bankruptcy.

But unfortunately for NOCs, the scheme did not have time to be brought to its logical conclusion. Chaika intervened in time and on December 21, 2020, with one order, they were dismissed, suspected of betrayal: Samusev A.L., Rybalka A.N. , Ukrainian Anna Yurievna (financial director). Ilyushin Igor Vladimirovich was appointed as the curator for the resuscitation of the company. As a result, the office was not allowed to go bankrupt, but things did not go uphill either. Factories are closed, debts are growing, there is no revenue.

The source of Rucriminal.info added the "wrong side" of the main assets of Artem Chaika. In 2014, Anatoly Nikolayevich Rybalka (former Deputy Head of the Department for Economic Security of the Main Directorate of the Ministry of Internal Affairs of Russia for the Krasnodar Territory) was appointed to the position of Deputy General Director for Economic Security of LLC UK PNK - JSC PNK. Even while working in the authorities, Rybalka provided related services to A.Yu. Seagull. After retiring, he was thanked by an appointment to the PNK. Salary 560,000 rubles + 30% monthly allowances. PNK also pays rent for an apartment on Zubovsky Boulevard for 95 tons of rubles and pays for flights twice a month to Krasnodar and back by a business class company.

Before Samusev joined PNK, Rybalka faithfully served Chaika. According to his achievements, the general director Kashapov was removed from his post, and a high-profile criminal case was initiated against the co-founder of PNK JSC - Vilshenko. However, Samusev had his own plans for the company and the tenacious security guard from Chaika was not part of his plans.

Samusev Alexander Lvovich has a number of industrial enterprises in the Krasnodar Territory. One of them is the Novokubanskoye cognac factory. The nominal director of which is the former head of the security service Samusev - Starinnov Alexander Yuryevich.

What kind of plans did Samusev have in the PNK?

According to a Rucriminal.info source, he signed cash-out agreements every month, with the help of which gigantic amounts were cashed out. Money under various agreements was transferred to LLC "Itilion" (provision of information services), LLC "Rialto" (provision of audit services), lawyer Arkhipov (legal services). All of the above organizations were not subject to VAT and were directly affiliated with Samusev. Plus, Samusev's guards were paid about 7 million rubles a month. Rented building at St. Ostozhenka, 28 for 10 million rubles per month. The recipient of the lease payments is also associated with Samusev.

For Samusev, the project for the reconstruction of the Orsk ShchZ became truly golden. The initial cost of the project was 300 million rubles. And the total cost has grown to more than 700 million rubles.
