Филантропия — это отдельная история. Пиар-служба Мельниченко продаёт читателям Википедии историю о крупнейшем производителе угля в России, который возглавляет ESG-рейтинги, борется с парниковыми газами и лидирует в благотворительности. Материалы про СУЭК хоть в русской, хоть в английской Википедии — чистейший гринвошинг. Ожидаемо, лично Мельниченко приписывают отчисления на благотворительность «Еврохима» и СУЭКа. У него действительно есть собственный благотворительный фонд, но очень небольшой. Согласно отчётности, бюджет фонда в 2022 году составил 400 млн рублей — менее 6 млн долларов, что дешевле содержания его парусной яхты, арестованной в Италии в марте прошлого года.

К слову, яхты — большое увлечение Мельниченко. За 20 лет он потратил более 700 млн долларов только на строительство двух мегаяхт — мотосейлера А и моторной яхты А (примерно столько же, сколько потратил на две известные яхты Владимир Путин). Сначала Игорь Леонидович, как он сам выразился, вычистил статью о Мегафоне в Wikipedia, так, чтобы это не привлекало внимание. А потом, под его чутким руководством, стали вноситься добавления, причем такие, после которых статья о «Мегафоне» превратилась в рекламный буклет. Например, под его контролем в Wikipedia была внесена фраза: «Согласно исследованию разработчика сервиса Speedtest компании Ookla, результаты которого в июле 2019 года цитировали «Коммерсантъ» и Forbes, «МегаФон» предоставляет клиентам самый быстрый мобильный интернет в России». Он еще рассчитывает на то, что именно ему поручат за совсем огромный гонорар написать автобиографическую книгу об Усманове. А у миллиардера есть такие планы на ближайшее время.

Тотальное исправление Wikipedia было одним из первых пунктов программы Алишера Усманова по созданию ему в мире имиджа международного бизнесмена и мецената, Родиной которого является Узбекистан, который не связан с Кремлем и не имеет отношения к российской политике в мире.

Сейчас у Меликова техническим исполнителем служит министр строительства архитектуры и ЖКХ Дагестана Артур Сулейманов, который совместно с вице-премьером Правительства Дагестана Русланом Алиевым штампуют распоряжения о заключении договоров с единственными поставщиками, то есть обходя конкурсные процедуры, заручившись поддержкой Администрации Президента через старые протоптанные тропы Алиева. На сегодня сумма контрактов подошла к 20 млрд рублей. В среднем размер отката равен 20 процентам. А общий долг Дагестана по кредитам вырос до 30 млрд за период руководства Меликова. Но Петрович не одинок, и в деле заправщика кроме него, особенно усердствует вице-премьер Руслан Алиев, он же портфель откатов, который через день бывает у генерала и доводит до него каждый шаг заправщика.



Утрату позиций заправщика подтверждает и то, что у него больше не получается всё и всех покупать. К примеру, задумав недавно отжать симпатичное кафе «Театро" на улице Буйнакского, принадлежащее человеку бывшего спикера НС Хизри Шихсаидову, он получил резкий отказ. Заправщик начал подключать к этому вопросу все свои связи в Белом доме, но в итоге добился обратного результата. Кто-то в Белом доме донёс ситуацию до Меликова и даже устроил ему встречу с собственником кафе, который убедил генерала, что у него много творческих планов по развитию этого культурного объекта и Меликов его поддержал. Не желая мириться с поражением, заправщик отправил к владельцу кафе своего посыльного, а по совместительству 1-го заместителя мэра Махачкалы Наримана Темуркаева, предложив через него десятки миллионов рублей, лишь бы тот отдал заведение, но снова получил отказ. Информация о том, что заправщик не пожелал согласиться с мнением Меликова вскоре была доложена генералу всё тем же Петровичем.
