Loans were issued for the purpose of replenishing the working capital of the Swiss company owned at that time by Anatoly Chubais, for a long period, at an insignificant percentage, without any security. Under such circumstances, it must be assumed that Anatoly Chubais, with the help of a sham deal, transferred his own funds from abroad. This fact was also established in October 2017 by the Zelenogradsky District Court of Moscow, whose ruling stated that in 2010 the Swiss company Concept AG JSC was originally created by Anatoly Chubais without the purpose of conducting business activities.



Rucriminal.info believes that these funds were used to finance the construction of a Residential Complex in the village of Peredelki, Odintsovo district, Moscow region, with a book value of 47,000,000 US dollars, which illegally passed into the ownership of the Mints, and subsequently Anatoly Chubais at an underestimated cost of 600,000,000 rubles.

The process of buying the Residential Complex was extremely dubious from a legal point of view and looked more like a raider takeover, simulating a sale at a negligible price relative to the real appraised value.

Recall that the market value of the residential complex "Peredelki" according to 3 (Three) independent assessments carried out for the company JSC "SFO Concept AG" (Switzerland), including judicial, was determined by 34,000,000 - 36,500,000 US dollars.

2. Why did Anatoly Chubais not openly build the Peredelki residential complex, but did it incognito through the Swiss company JSC SFO Concept AG and his family office LLC SFO CONCEPT CONSULTING, located in Russia?



In our opinion, the only correct answer is:

We believe that Boris Mints did not want to show the nature and origin of such large sums of money on the territory of the Russian Federation, in particular, on the accounts of the Cypriot company O1 TRUST SERVICES LIMITED. As it turned out later from media sources, the savings of Non-profit Pension Funds of the Russian Federation, which are part of the O1 Group, owned by the same Boris Mints, were transferred to this company, including from Russia. We believe that the names but for this reason the Cypriot company O1 TRUST SERVICES LIMITED has changed its name to TILSOKA LIMITED.

As for Anatoly Chubais, we believe that this not so transparent scheme was implemented for the following reasons:

1. Anatoly Chubais at that time was a civil servant, and, accordingly, he could not declare such amounts.

2. According to the 3-NDFL declarations of Anatoly Chubais for 2010-2014. he earned in the region of 1.5 billion rubles, and the estimated cost of the real estate residential complex "Peredelki", taking into account the cost of the land plot, at the rate of the Central Bank of the Russian Federation amounted to about 2.5 billion rubles.

3. Anatoly Chubais, using this scheme, we believe that he sought to legalize the money received from Boris Mints doubtfully.

4. Undoubtedly, the main goal of Anatoly Chubais was the acquisition of the residential complex "Peredelki" at the lowest possible cost (3 (Three) times cheaper than the market price, namely for 12,500,000 US dollars) and due to the fact that Ilya Suchkov refused to participate in illegal transaction, was previously determined guilty of a serious crime. The first criminal case was initiated in 2016 by the senior investigator of the Department of the Ministry of Internal Affairs of Russia for the Odintsovo urban district, Egorova Zh.A., against Ilya Suchkov, a criminal case was initiated under Part 3 of Art. 30 h. 4 article 159 of the Criminal Code of the Russian Federation "Attempted fraud".

- loans from the Cypriot company O1 TRUST SERVICES LIMITED (currently TILSOKA LIMITED) were taken not by Ilya Suchkov, but by Andre Odermatt, the Manager of the Swiss company SFO Concept AG JSC, on behalf of Anatoly Chubais, the only 100% shareholder at that time.

- loans in the amount of 22,000,000 US dollars were managed not by Ilya Suchkov, but by Anatoly Chubais.

- in 2014, Ilya Suchkov, under the loan agreements previously concluded by Anatoly Chubais, from the profit of the Swiss company, in fact from his own money, partially repaid the obligations to the Cyprus Company of Boris Mints for Anatoly Chubais ahead of schedule. In the hope that, based on an earlier agreement with Anatoly Chubais, these amounts will be compensated to them after the purchase of the Peredelki residential complex at market value.

In this connection, talking about the composition of any crime in the actions of Ilya Suchkov is at least cynical!

Moreover, the concealment of this fact by the Cypriot company 01 TRUST SERVICES LIMITED (TILSOKA LIMITED), during the investigation of the criminal case against entrepreneur Ilya Suchkov, is an independent sign of abuse of rights, fraud and illicit enrichment by the Cypriot company Boris Mints 01 TRUST SERVICES LIMITED (TILSOKA LIMITED) .

But since we are talking about the “magic” surname Chubais, the law of the Russian Federation does not apply to individual police officers, prosecutors and courts. Entrepreneur Ilya Suchkov in 2016 by the same senior investigator of the Investigative Department of the Ministry of Internal Affairs of Russia for the Odintsovo urban district Egorova Zh.A. was illegally taken into custody and placed in a pre-trial detention center for a year, where, thanks to the efforts of the above-mentioned investigator, he was made a disabled person.

In order to justify their illegal actions, in terms of the arrest of businessman Ilya Suchkov, the senior investigator of the Investigative Department of the Ministry of Internal Affairs of Russia for the Odintsovo urban district Egorova Zh.A. a year later, in 2017, “it was discovered” that Anatoly Chubais was also allegedly theft of his property, at first for 3 billion rubles. rubles, then by 70,843,905 rubles. Despite the fact that the residential complex "Peredelki" in 2016, the senior investigator of the Investigative Department of the Ministry of Internal Affairs of Russia for the Odintsovo urban district Egorova Zh.A. was recognized as the object of a crime, and in fact material evidence in a criminal case, according to her response to the Federal Bailiff Service for the Moscow Region, we quote “despite the lack of grounds for removing the arrest in the framework of the criminal case from the Peredelki residential complex”, in 2018 she was permission was given for its sale at a "public auction". As expected, the only buyer at the auction was the same Cypriot company Boris Mints 01 TRUST SERVICES LIMITED (TILSOKA LIMITED).

Blatant lawlessness! During the investigation, the investigator trades material evidence! But since this was done in the interests of Anatoly Chubais, no one noticed!

Later in 2019, the property of the residential complex "Peredelki" was "squeezed" by Boris Mints from the Swiss company in favor of Anatoly Chubais at a reduced cost. A completely contrived and falsified criminal case has been “investigated” for 6 (Six) years! In order to conceal the tampering of the case materials, as well as to conceal other gross violations in this criminal case, the investigating authorities are trying by hook or by crook to "drag" this criminal case through the courts.

Despite the lawlessness committed by the investigation in this criminal case for more than 6 (six) years, the prosecution authorities supervising the investigation did not see or did not want to see the grossest violations on the part of the investigation. Lawyers of Ilya Suchkov sent more than 350 complaints to the prosecutor's office, which, as we believe, were not checked. Answers on obvious proven facts, including the violation of the rights of Ilya Suchkov, consisted solely of formal replies.

On February 9, 2022, after the courts of Moscow and the Moscow Region returned the criminal case for additional investigation to the Prosecutor of the Moscow Region in order to eliminate the violations in it that prevented its consideration by the court on the merits, this criminal case No. 01-0104/2022 was received by the Khamovnichesky District Moscow Court where it is currently “under consideration”.

Unfortunately, there is every reason to believe that the trial in this criminal case by Judge Filchenko M.S. be carried out biased and biased, with an accusatory bias, in order to achieve a result already determined by it in advance.

Having extensive experience as a judge, for reasons that are not clear, but rather for understandable reasons, the following obvious lawlessness occurs in the court, namely: the judge left without consideration, and in fact refused to consider more than 12 (Twelve) petitions that are extremely important for objective consideration of the present criminal case; in calling witnesses of the side of the defendants; in violation of the current criminal procedural legislation, the judge ignores and postpones for subsequent meetings the challenges to the judge and the prosecutor announced by the defense on April 06, 2022; the defense of the defendants is not given minutes and records of court sessions; practically at every court session, the rights to defend the accused are violated; the inconsistency of the indictment with the materials of the case is ignored; the absence in the case file of written material evidence indicated in the indictment is ignored; refuses to familiarize with individual case materials and material evidence. We believe that the defendants are intentionally deprived of the legal right to express their attitude towards the charge brought against them, which they do not understand.

In the presence of extensive experience as a judge, it should be assumed that the gross violations of the criminal procedural legislation of the Russian Federation, the Constitutional rights of the Russian Federation and the right to defend the defendants committed by Judge M.S. except as deliberately allowed on her part, is not possible.

Analyzing all the events related to the initiation of an illegal criminal case in 2016, with a six-year period of biased investigation, it should be assumed that Anatoly Chubais influenced and continues to influence the actions of the prosecutor's office and judge Filchenko M.S. in order to obtain the indictment result he needed in case No. 01-0104/2022.

Созданная Анатолием Чубайсом схемы хранения зарубежных активов строилась через Швейцарскую компанию АО «СФО Концепт АГ», в которой он до мая 2013 года являлся единственным акционером. По версии оперативников, и после 2013 года Чубайс сохранил полный контроль над компанией. Из этой кормушки Чубайса, имевшего ограничения, как госчиновника, выделялись при помощи мутных схем средства на все его частные проекты. Так, в рамках данных схем по просьбе Анатолия Чубайса, под данные им гарантии возврата займов, Кипрская компания О1 ТРАСТ СЕРВИСИЗ ЛИМИТЕД (в настоящее время ТИЛСОКА ЛИМИТЕД) – конечным бенефициаром которой является, друг, соратник и партнер по бизнесу Анатолия Чубайса Борис Минц (предполагаемый номинал, за которым стоит Чубайс) , выдала в виде «займов» с 2010 по 2012 годы Швейцарской компании АО «СФО Концепт АГ» денежные средства в районе: 22 000 000 Долларов США. Займы выдавались для целей пополнения оборотного капитала принадлежащей на тот момент Анатолию Чубайсу Швейцарской компании, на длительный срок, под ничтожный процент, без какого-либо обеспечения. При таких обстоятельствах следует полагать, что Анатолий Чубайс с помощью притворной сделки перегонял из-за границы свои собственные денежные средства. Данный факт также был установлен в октябре 2017 года Зеленоградским районным судом г. Москвы, в постановлении которого указано, что в 2010 году Швецарская компания АО «Концепт АГ» изначально создавалась Анатолием Чубайсом без цели ведения хозяйственной деятельности.

Переделки, Одинцовского района, Московской области, балансовой стоимостью в 47 000 000 Долларов США, незаконно далее перешедшего в собственность господам Минцам, а в последствии Анатолию Чубайсу по заниженной стоимости в 600 000 000 рублей.

Процесс покупки Жилого Комплекса был крайне сомнительным с правовой точки зрения и больше был похож на рейдерский захват, имитирующий продажу по ничтожно низкой цене относительно реальной оценочной стоимости.

Напомним, что рыночная стоимость ЖК «Переделки» согласно 3 (Трех) проведенных для компании АО «СФО Концепт АГ» (Швейцария) независимых оценок, в том числе судебной, была определена 34 000 000 - 36 500 000 Долларов США.

Создание Анатолием Чубайсом схемы финансирования строительства ЖК «Переделки» через Швейцарскую компанию АО «СФО Концепт АГ», в которой он до мая 2013 года являлся единственным акционером, была крайне не прозрачна. Займы выдавались для целей пополнения оборотного капитала принадлежащей на тот момент Анатолию Чубайсу Швейцарской компании, на длительный срок, под ничтожный процент, без какого-либо обеспечения. При таких обстоятельствах следует полагать, что Анатолий Чубайс с помощью притворной сделки перегонял из-за границы свои собственные денежные средства. В связи с этим возникает ряд вопросов, на которые, как надеется Rucriminal.info, появятся ответы:

1. Почему Анатолий Чубайс брал заемные денежные средства не для себя напрямую в Россию?

2. Почему Анатолий Чубайс не строил ЖК «Переделки» открыто, а делал это инкогнито через Швейцарскую компанию АО «СФО Концепт АГ» и свой семейный офис ООО «СФО КОНЦЕПТ КОНСАЛТИНГ», расположенный на территории России?



Напрашивается на наш взгляд единственно верный ответ:

Полагаем, что Борис Минц не хотел на территории Российской Федерации показывать природу и происхождение столь крупных сумм денежных средств в частности на счетах Кипрской компании О1 ТРАСТ СЕРВИСИЗ ЛИМИТЕД. Как позже выяснилось из источников СМИ, что на эту компанию, в том числе из России перечислялись накопления Некомерческих Пенсионных Фондов Российской Федерации, входящих в объединение О1 Групп, принадлежащего все тому же Борису Минцу. Полагаем, что именно по этой причине Кипрская компания О1 ТРАСТ СЕРВИСИЗ ЛИМИТЕД сменила свое наименование на ТИЛСОКА ЛИМИТЕД.

Что касается, Анатолия Чубайса полагаем, что данная столь не прозрачная схема, была реализована по следующим причинам:

1. Анатолий Чубайс в тот период времени являлся государственным служащем, а соответственно такие суммы декларировать не мог.

2. Согласно деклараций 3-НДФЛ Анатолия Чубайса за 2010-2014 гг. он заработал в районе 1,5 миллиарда рублей, а сметная стоимость объекта недвижимости ЖК «Переделки», с учетом стоимости земельного участка, по курсу ЦБ РФ составила около 2,5 миллиардов рублей.

3. Анатолий Чубайс по средствам данной схемы, полагаем, что стремился легализовать сомнительно полученные от Бориса Минца денежные средства.

4. Безусловно, основной целью Анатолия Чубайса являлось приобретение ЖК «Переделки» по максимально заниженной стоимости (в 3 (Три) раза дешевле рыночной, а именно за 12 500 000 Долларов США) и в связи с тем, что Илья Сучков отказался участвовать в незаконной сделки, заранее был определен виновным в совершении тяжкого преступления. После его отказа участвовать в противоправной схеме Анатолия Чубайса, Бориса и Дмитрия Минцев в легализации денежных средств, в отношении Ильи Сучкова в 2016 -2017 годах на основании ложных доносов, в том числе Анатолия Чубайса о якобы кражи у него имущества, было возбуждено 2 (Два) уголовных дела.



Первое уголовное дело было возбуждено в 2016 году старшим следователем СУ УМВД России по Одинцовскому городскому округу Егоровой Ж.А., в отношении Ильи Сучкова было возбуждено уголовное дело, предусмотренное ч. 3 ст. 30 ч. 4 ст.159 УК РФ «Покушение на мошенничество».

Парадокс обвинения по настоящему уголовному делу заключается в том, что оно было возбуждено за 6 (Шесть) лет до наступления права требования по договорам займа заключенным управляющим Швейцарской компании АО «СФО Концепт АГ» - Андре Одерматтом по поручению Анатолия Чубайса.

Кроме того в материалах дела есть бесспорные доказательства что:

- займы у Кипрской компании О1 ТРАСТ СЕРВИСИЗ ЛИМИТЕД (в настоящее время ТИЛСОКА ЛИМИТЕД) брал не Илья Сучков, а Управляющий Швейцарской компании АО «СФО Концепт АГ» Андре Одерматт по поручению единственного на тот момент 100% акционера Анатолия Чубайса.

- займами в размере 22 000 000 Долларов США распоряжался не Илья Сучков, а Анатолий Чубайс.

- в 2014 году Илья Сучков по заключенным ранее Анатолием Чубайсом договорам займа, с прибыли Швейцарской компании, фактически из своих денег, частично, досрочно погасил обязательства имеющиеся перед Кипрской Компании Бориса Минца за Анатолия Чубайса. В надежде на то, что исходя из ранее имеющейся договоренности с Анатолием Чубайсом данные суммы будут им компенсированы после покупки по рыночной стоимости ЖК «Переделки».

В связи с чем, говорить о составе какого-либо преступления в действиях Ильи Сучкова – как минимум цинично!

Более того, сокрытие данного факта Кипрской компанией 01 ТРАСТ СЕРВИСИЗ ЛИМИТЕД (ТИЛСОКА ЛИМИТЕД), при расследовании уголовного дела в отношении предпринимателя Ильи Сучкова является самостоятельным признаком злоупотребления правом, мошенничеством и незаконным обогащением со стороны Кипрской компании Бориса Минца 01 ТРАСТ СЕРВИСИЗ ЛИМИТЕД (ТИЛСОКА ЛИМИТЕД).

Но поскольку речь идет о «магической» фамилии Чубайс закон Российской Федерации на отдельно взятых сотрудников полиции, прокуратуры и судов не распространяется. Предприниматель Илья Сучков в 2016 году все тем же старшим следователем СУ МВД России по Одинцовскому городскому округу Егоровой Ж.А. незаконно был взят под стражу и помещен в СИЗО на год, где благодаря стараниям вышеуказанного следователя из него сделали инвалида.

В том же 2016 году объект недвижимости ЖК «Переделки» в рамках уголовного дела был признан местом совершения преступления и на него был наложен арест.

С целью обоснования своих незаконных действий, в части ареста предпринимателя Ильи Сучкова, старшим следователем СУ МВД России по Одинцовскому городскому округу Егоровой Ж.А. через год, в 2017 году «было обнаружено», что в отношении Анатолия Чубайса также якобы была совершена кража его имущества, сначала на 3 мрд. рублей, затем на 70 843 905 рублей. Исходя из показаний самого Анатолия Чубайса кража была совершена, толи на 20 000 000 рублей, толи на 70 000 000 рублей, при причиненном якобы Анатолию Чубайсу ущербе, согласно, опять же таки его показаний на 67 543 905 рублей.

Ни следствие, ни сам Анатолий Чубайс в сумме якобы причиненного ему ущерба так и не определились.

Для обоснования суммы якобы нанесенного Анатолию Чубайсу в 70 843 905 ущерба, указанного в обвинительном заключении, старшим следователем СУ МВД России по Одинцовскому городскому округу Егоровой Ж.А., в рамках уголовного дела были допрошены «подставные» свидетели со стороны Анатолия Чубайса, которым он якобы давал наличные денежные средства на приобретение имущества (АЙТИ - оборудования), которое где покупали и какое именно, «подставные» свидетели не помнят. Чеков из магазинов у них нет, их показания с показаниями самого Анатолия Чубайса и Сергея Крыченко разнятся.

Стоит отметить, что имеющимися в материалах дела финансовыми документами, ежеквартальными отчетами доверительного управляющего ООО «СФО КОНЦЕПТ КОНСАЛТИНГ» - Сергей Крыченко и бухгалтерской экспертизой ЭКЦ МВД РФ, проведенной по поручению следователя Егоровой Ж.А., в рамках уголовного дела № 123632, ложная версия следствия о якобы кражи у Анатолия Чубайса имущества (АЙТИ - оборудования) и нанесения ему ущерба опровергается в полном объеме. Более того, вышеуказанными документами, имеющимися в материалах дела доподлинно установлено, что указанное в обвинительном заключении имущество (АЙТИ - оборудование) определенное следствием как якобы украденное у Анатолия Чубайса идентично имуществу (АЙТИ - оборудованию) купленному и монтированному в ЖК «Переделках» на денежные средства Швейцарской компании АО «СФО Концепт АГ» при акционерстве Ильи Сучкова.

Несмотря на то обстоятельство, что ЖК «Переделки» в 2016 году старшим следователем СУ МВД России по Одинцовскому городскому округу Егоровой Ж.А. был признан объектом преступления, а по сути вещественным доказательство по уголовному делу, согласно ее же ответу в УФССП по Московской области, цитируем «не смотря на отсутствие оснований для снятия ареста в рамках уголовного дела с ЖК «Переделки»», в 2018 году ей было дано разрешение на его продажу с «публичных торгов». Как и следовало ожидать, единственным покупателем на торгах оказалась все та же Кипрская компания Бориса Минца 01 ТРАСТ СЕРВИСИЗ ЛИМИТЕД (ТИЛСОКА ЛИМИТЕД).

Вопиющее беззаконие! В период следствия следователь торгует вещественными доказательствами! Но поскольку это было сделано в интересах Анатолия Чубайса этого никто, не заметил!

Позже в 2019 году объект недвижимости ЖК «Переделки» был «отжат» Борисом Минцем у Швейцарской компании в пользу Анатолия Чубайса по заниженной стоимости. Полностью надуманное и сфальсифицированное уголовное дело «расследуется» 6 (Шесть) лет! С целью сокрытия подтасовки материалов дела, а также сокрытия других грубейших нарушений по настоящему уголовному делу, следственные органы пытаются всеми правдами и неправдами «протащить» настоящее уголовное дело в судах.

Несмотря на вершимое более 6 (Шести) лет по настоящему уголовному делу следствием беззаконие, надзирающие за следствием органы прокуратуры не видели или видеть не хотели грубейшие нарушения со стороны следствия. Адвокатами Ильи Сучкова в адрес органов прокуратуры было направлено более 350 жалоб, по которым как мы полагаем проверки не проводились. Ответы по очевидным доказанным фактам, в том числе о нарушении прав Ильи Сучкова, заключались исключительно в формальных отписках.

09 февраля 2022 года, после возвращения судами г. Москвы и Московской области уголовного дела на доследование прокурору Московской области для устранения имеющихся в нем нарушений препятствующих его рассмотрения судом по существу, настоящее уголовное дело № 01-0104/2022 в 2022 году поступило в Хамовнический районный суд г. Москвы где в настоящее время «рассматривается».

К сожалению, есть все основания полагать, что судебное разбирательство по настоящему уголовному делу судьей Фильченко М.С. проводиться предвзято и необъективно, с обвинительным уклоном, с целью достижения определенного ею уже заранее результата.

Имея большой опыт работы судьей, по не понятным причинам, а скорее по понятным, в суде происходит следующее очевидное беззаконие, а именно: судья, оставила без рассмотрения, а по факту отказала в рассмотрении более 12 (Двенадцати) ходатайств, имеющих крайне важное значение для объективного рассмотрения настоящего уголовного дела; в вызове свидетелей стороны подсудимых; в нарушение действующего уголовно-процессуального законодательства судьей игнорируется и откладывается на последующие заседания, заявленные стороной защиты 06 апреля 2022 года отводы судье и прокурору; стороне защиты подсудимых не выдаются протоколы и записи судебных заседаний; практически на каждом судебном заседании нарушаются права на защиту обвиняемых; игнорируется несоответствие обвинительного заключения материалам дела; игнорируется отсутствие в материалах дела письменных вещественных доказательств указанных в обвинительном заключении; отказывается в ознакомлении с отдельными материалами дела и вещественными доказательствами. Подсудимые полагаем, намерено лишаются законного права выразить свое отношение к предъявленному им, не понятному для них обвинению.

При наличии большого опыта работы судьей, стоит предположить, что допущенные грубейшие нарушения уголовно-процессуального законодательства Российской Федерации, Конституционных прав РФ и права на защиту подсудимых, судьей Фильченко М.С. иначе как сознательно допускаемые с ее стороны, не представляется возможным.

Анализируя все события, связанные с возбуждением незаконного, в 2016 году уголовного дела, с проведением по нему шестилетнего срока предвзятого следствия, следует предположить, что Анатолий Чубайс влиял и продолжает влиять на действия прокуратуры и судьи Фильченко М.С. для получения нужного для него обвинительного результата по делу № 01-0104/2022.

It is clear why. He sincerely worried about me. God forbid what happens. Apparently, dark memories haunted him. Without the guardianship of the elders, there could be no question of a voyage near Moscow.

I tried to convince Edik, sisters: they say, six girls are with me, the guys will come only the next morning. No danger. First of all, Streltsov showed firmness. No, that's it. Not offended.

It is clear that the relatives wanted to protect the young lady from possible unwanted contacts. Three sisters, after the death of their parents, remained, in fact, defenseless. If not for Edik... A real man, he took the burden of care upon himself. There was no family home. Companies of girlfriends and friends gathered in our Moscow apartment. A native nest where congenial people flocked to.

During the quarrels, Raya came to us, shared her sore points. Could cry. Then she came back, of course. Family responsibilities, little son. I'm not sure exactly why the fights happened. Probably ordinary life moments. Edik has a lot of fans, they just overpowered him. There are even more fans of football talent.

Raya did not have a solid family experience, life experience. Apparently, the sister had a strong feeling that her husband did not belong to her as much as to the crowd. That, they say, violent acts took place. In my opinion, a clumsy excuse for a long absence from home. The girl did not tell her parents about the trip to the country. Already at home, she told fables in order to hush up the guilt before relatives. Unconvincing, gross.

She must have expected to go back. The languid evening, however, dragged on. I had to stay. Later, when meeting with parents, she carried baby talk. I was just afraid of the anger of the elders. Edik much later reported in letters to his mother, Sofya Frolovna, that he had not raped anyone. But the girl pointed to Streltsov ...

I don't know all the details. I'm definitely not judging. Who and what room went into, with whom and where he talked, is unprovable. This is if pragmatically, calmly argue. Moreover, more than sixty years have passed since then. I, too, have lived a great life, I understand different nuances.

To act like a Soviet court, to cut off fate at the beginning of the path ... Demonstrative reprisal, nothing more. In my opinion, a detailed, honest, impartial trial does not come close.

I can’t watch films on a topic “given” by someone. Every year it becomes unbearably more disgusting. If Edik were alive, he would certainly have suffered because of frank stupidity, vulgarity.

The impression is that Streltsov has a solid black streak in his damned life. No love, no relatives, no football, nothing. Abuse, shamelessly speculate "dirty". May be enough?! It would be nice if the "niello" corresponded at least a little to reality. Generally far from reality!



VICTIMS OF DECEPTION

Still, I am for a different perception of Eduard Streltsov by people. First of all, this is a great footballer who was loved and honored by the whole country. He loves and honors so far, in my opinion. In any case, that part of her that is passionate about a wonderful game. Such enduring things are more important, cleaner than any dirt that sometimes pours from television screens, from the pages of printed publications. However, dirt will not stick to our Edik anyway.

Whoever, no matter how much they want, the image of Streltsov, especially for the people closest to him, does not at all fit with the creature of the rapist. Again, I don’t know how for anyone, for me, the truism. He simply could not live with "it", exist.

Edik treated us with such tenderness, love, care... I don't believe in the rape invented by one of the enemies. I remember my youth. In the Soviet period, young people, I am no exception, sometimes blindly believed those around them, say, older people. In most cases, normal, decent citizens took care of us. We relied on their honesty and integrity. And, as a rule, they lived up to expectations.

Apparently, Edik is also one of the gullible. Then very young, 19 years old. Moreover, how not to believe people who represented serious state institutions - the investigating authorities, the prosecutor's office, the court, finally. Young Streltsov, one might say, "bought" the empty promises of a dishonest, dishonest investigator. They say, confess what you have done, and let him go free. By all lies they pressed on the unsettled psyche of the young man. In general, they have achieved their goal.

The unfortunate investigator was probably in a hurry to "investigate" the case, in fact, without having hard evidence. I resorted to the so-called professional trick that I mentioned. That's all. The result of the deeds is known: Edik was convicted.

Most likely for nothing. Apparently, only for the fact that on that day he was at the ill-fated dacha. It was necessary to “hang up” an accusation on someone, to cast a “shadow”. Thus, to defame.

A little later, the girl backed down, in writing she refused the accusations against Streltsov. But the flywheel of "justice" was already mercilessly grinding the fate of a brilliant football player. He was sent to prison. On it, if we use football terminology, it was corny "recouped" by order of high-ranking representatives of the Soviet authorities.

Unlike journalists and other public, I have been talking with Edik and his family for more than a quarter of a century. Like no one else, I know the details of his personal life, Streltsov's relationship with our relatives. Not by hearsay, but in reality. Therefore, I have the moral right to judge and draw conclusions. Edika knew her social circle well, she felt the inner world of a person close to us.

I mean that you need to publish truthful things if you undertake to cover a topic, for example, personal life. Don't invent nonsense...

Так вышло, нашу маму в день родов Раи положили в больницу с онкологией, - рассказывает Надежда Михайловна. - Мы, сестры, и Эдик буквально разрывались между подготовкой к приему малыша и заботой о матушке. Рая родила сынишку, Игорем назвали. Никогда не забуду прощальных слов мамы: «Он пришел мне на смену». Видимо, чувствовала свой близкий уход.

Очень стремительные события. В сентябре 63-го Рая с Эдиком поженились. В феврале 64-го сын родился, а в марте того же года мамы не стало. Радость и горе шли рядом.

Естественно, Эдик не остался в стороне от общей беды. Принял деятельное участие в организации похорон. Тогда с ним познакомилась вся наша родня. Мои близкие восхищались душевностью футболиста.

Однажды школьная подруга позвала с компанией на дачу. Отдохнуть, развеяться, пообщаться, в том числе, с юношами. С ночевкой. Прихожу домой, с порога объявляю: мол, с друзьями в Подмосковье еду. Заночуем там. Первомайские праздники, отличная погода, группа друзей. Родителей нет с нами. Одна бабушка на тот момент, сестры родные, все.

Эдик решительно, безапелляционно сказал, будто отрезал: «Ни на какую дачу ты не поедешь». Видимо, сам факт возможной поездки вызывал в нем резкое неприятие, отторжение. Понятно, почему. Искренне переживал за меня. Не дай бог, что случится. Судя по всему, мрачные воспоминания не отпускали его. Без опеки старших не могло быть и речи о подмосковном вояже.

Пыталась убедить Эдика, сестер: мол, шесть девчонок со мной, ребята приедут только следующим утром. Опасности никакой. Твердость проявил, прежде всего, Стрельцов. Нет, и все. Не обиделась.

Ясно, родные хотели оградить юную особу от возможных нежелательных контактов. Три сестры после ухода из жизни родителей остались, по сути, беззащитными. Если бы не Эдик… Настоящий мужчина, взял бремя заботы на себя. Семейной дачи не было. Компании подруг, друзей собирались в нашей московской квартире. Родимое гнездо, куда слетались близкие по духу люди.

В период ссор Рая приходила к нам, делилась наболевшим. Могла всплакнуть. Потом возвращалась, конечно. Семейные обязанности, маленький сын. Не скажу точно, отчего ссоры случались. Наверное, обычные житейские моменты. У Эдика поклонниц – море, просто одолевали. Поклонников футбольного таланта еще больше.

Рая не обладала солидным семейным стажем, жизненным опытом. Видимо, у сестры возникло стойкое ощущение, что муж не столько ей принадлежит, сколько толпе. Тем самым болельщикам, восторженным девицам. Отсюда недопонимание, разногласия. Оба молоды, страсти кипели. Удивляться нечему. Со временем многое утряслось.

Рая с Эдиком дополняли друг друга. Сестра более эмоциональна. Очень открытая по натуре, все чувства - наружу. Эдик на ее фоне не то, что «человек в себе», но сдержаннее, безусловно. Мужчина, одним словом.

Стрельцов достаточно упорно, старательно учился. Во ВТУЗе. Я помогала ему освоить английский язык, не очень давался этот предмет. Математикой занималась с ним средняя сестра Галя, она до сих пор преподает в Московском университете.

Нередко слышала пренебрежительные реплики о спортсменах, футболистах, в том числе. Дескать, примитивные ребята, кроме как мяч пинать, ничего не умеют. Подоплека понятна: других интересов в жизни не было, и нет. Что с них взять, мозги мячом отбиты, и так далее.

Как правило, такое говорят люди, недалекие по уму. Не знающие мир спорта, его героев. Никогда с ними не общавшиеся. Тот же Эдик не просто читал, - поглощал книги. Предпочитал историческую литературу. С ним интересно было разговаривать, полемизировать.

Эдик, что скрывать, остро переживал окончание футбольной карьеры в любимом «Торпедо». Для такого известного мастера своего рода трагедия. Стрельцов не собирался уходить из большого футбола, обстоятельства заставили. И то, что стал работать с детьми, по-моему, очень хорошо. Располагал к себе детишек, они тянулись к нему.



СПЕКУЛЯНТЫ «ЧЕРНУХОЙ

Попробую оценить ситуацию с «изнасилованием» как бы со стороны, беспристрастно. Хотя вряд ли получится, все же Стрельцов - близкий нам человек.

Он, конечно, красавец-мужчина. Инициатива на той самой даче исходила, все-таки, от женского пола. Ведь никто не заставлял девчонок, составившим компанию мужчинам, садиться в автомобиль, ехать в Подмосковье. Все ведь добровольно произошло.

И в комнату никто никого не заталкивал силой. Сужу по достоверным источникам, а не по слухам, домыслам, которых не счесть. А дальше невнятные объяснения, якобы, «обиженной, оскорбленной» Эдиком особы предназначались исключительно ее маме и папе.

Что, дескать, имели место насильственные действия. На мой взгляд, неуклюжее оправдание длительного отсутствия дома. Девушка не обмолвилась родителям о поездке на дачу. Уже дома небылицы рассказывала, чтобы замять вину перед близкими. Неубедительно, гадко.

Наверняка рассчитывала вернуться назад. Томный вечер, однако, затянулся. Пришлось остаться. Позднее, при встрече с родителями несла детский лепет. Просто испугалась гнева старших. Эдик много позже сообщал в письмах маме, Софье Фроловне, что никого он не насиловал. Но девушка указала на Стрельцова…

Всех подробностей не знаю. Судить однозначно не берусь. Кто, и в какую комнату заходил, с кем и где общался, - недоказуемо. Это если прагматично, спокойно рассуждать. Тем более, минуло с тех пор больше шестидесяти лет. Я тоже большую жизнь прожила, разбираюсь в разных нюансах.

Чтобы поступить, как суд советский, в начале пути обрезать судьбу… Показательная расправа, не более того. По-моему, на детальное, честное, беспристрастное разбирательство близко не тянет.

Не могу смотреть фильмы на «заданную» кем-то тему. С каждым годом нестерпимо противнее становится. Будь жив Эдик, он наверняка исстрадался бы из-за откровенной глупости, пошлости.

Впечатление, что у Стрельцова сплошная черная полоса в треклятой жизни. Ни любви, ни родственников, ни футбола, ничего. Злоупотребляют, беззастенчиво спекулируют «чернухой». Может, хватит?! Ладно бы «чернь» хоть немного действительности соответствовала. Вообще далека от реалий!



ЖЕРТВА ОБМАНА

Все-таки, я за иное восприятие людьми Эдуарда Стрельцова. Прежде всего, это великий футболист, которого любила и чтила вся страна. Любит и чтит до сих пор, по-моему. Во всяком случае, та ее часть, что увлечена замечательной игрой. Такие непреходящие вещи важнее, чище, всякой грязи, льющейся подчас с телеэкранов, со страниц печатных изданий. Впрочем, грязь к нашему Эдику все равно не пристанет.

Кто бы, как бы ни хотел, образ Стрельцова, особенно для самых близких ему людей, совсем не вяжется с креатурой насильника. Опять же не знаю, как для кого, для меня азбучная истина. Он просто не смог бы с «этим» жить, существовать.

Эдик с такой нежностью, любовью, заботой к нам относился… Не верю в придуманное кем-то из врагов изнасилование. Вспоминаю молодость. В советский период молодежь, я не исключение, подчас слепо верила окружающим, скажем, старшим людям. В большинстве случаев нас опекали нормальные, порядочные граждане. Мы уповали на их честность, принципиальность. И, как правило, они оправдывали ожидания.

Видимо, Эдик тоже из числа доверчивых. Тогда юный совсем, 19 лет. Тем более, как не поверить людям, представлявшим серьезные государственные институты, - следственные органы, прокуратуру, суд, наконец. Молодой Стрельцов, можно сказать, «купился» на пустые обещания непорядочного, нечистого на руку следователя. Мол, признайся в содеянном, и – отпустим на волю. Всеми неправдами давили на не устоявшуюся психику юноши. В общем, добились своего.

Горе-следователь, вероятно, очень спешил «расследовать» дело, на самом деле не обладая вескими доказательствами. Прибегнул к так называемой профессиональной хитрости, о которой я упомянула. Вот и все. Результат деяний известен: Эдика осудили.

Скорее всего, ни за что. Видимо, только за то, что в тот день находился на злополучной даче. Требовалось на кого-то «повесить» обвинение, бросить «тень». Тем самым, опорочить.

Девушка чуть позже пошла на попятную, письменно отказалась от обвинений в адрес Стрельцова. Но маховик «правосудия» уже безжалостно перемалывал судьбу блестящего футболиста. Его отправили в тюрьму. На нем, если употребить футбольную терминологию, банально «отыгрались» по заказу высокопоставленных представителей советской власти.

В отличие от журналистов, и прочей публики, я больше четверти века общалась с Эдиком, его семьей. Как никто другой, знаю подробности личной жизни, взаимоотношений Стрельцова с нашими родственниками. Не понаслышке, а в реалиях. Потому имею моральное право судить и делать выводы. Круг общения Эдика хорошо знала, чувствовала внутренний мир близкого нам человека.

Я о том, что надо правдивые вещи публиковать, если беретесь освещать тему, например, личной жизни. А не выдумывать небылицы…

Other bureaucratic municipal petty, having renamed themselves “volunteers”, calls those who are not state employees, mostly pensioners, and mumbles prepared texts into the phone about the fact that “we are all in the same boat now and it is on our civic position that the next future of the sunny region depends ".

Why all this expensive fuss is not entirely clear. Because the winners of the primaries, which in the region should officially end on May 29, have long been appointed. And it is this electoral situation that is now taking shape in the Krasnodar Territory that causes sadness and sadness. Why, all these noise effects, if the result is already there?

There was a time when this southern Russian region sounded bright, steadily supplying a lot of iconic things to the country. The region attracted multibillion-dollar investments in now unfashionable dollars, eliminated numerous weed problems in agriculture, built new port facilities, implemented large transport projects, developed affordable high-tech medicine, differed from other regions in the highest rates of gasification, noticeably added to the resort industry. The Sochi Olympics, the Crimean bridge, the largest export gas pipelines - this was the "face" of the Kuban.

Under Veniamin Kondratiev, who ascended the governor's throne, the region continued to “exploit” the old developments for some time. That sometimes created the illusion that the region continues to walk something by leaps and bounds. Moreover, inflation, the growth of the foreign exchange rate, as it were, increased the volume of the regional budget. The resulting stagnation became apparent only when the joyful budget billions were converted into a more real dollar equivalent. And in order to judge the "growth of welfare" of the population, it was also enough to divide the teachers' salary of 15-20 thousand rubles per course.



The only thing that has really received rapid “development” in the Krasnodar Territory is the massive, total falsification of election results. The locomotive of the economy, accelerated to Kondratiev, continued to roll by inertia, although no one threw creative, business “coal” into the furnace. But Kondratiev quickly realized that electoral reality was not important for the Kremlin. The main evidence of the success of the work of the governors was precisely the elective result. Not so long ago, these fantasy reports completely tripled Moscow. But what will happen now?

A bit of demagogy for a better understanding of the real situation in the region. Let's say, when everyone is healthy, you can write for the president for an arbitrarily long time about the achievements of regional health care, the purchase of an excess number of ambulances , construction of new polyclinics, FAPs and offices of general practitioners. But when a pandemic happens, it immediately turns out that in real life, very scarce ambulances come to the sick during the day, if you're lucky, you have to put the sick in the corridors on shifted leatherette benches, and there are no medicines. And primary health care is generally destroyed to zero .... Or, when poor families refuse to improve demographics, you can talk about quality education, and dozens of new school buildings, you can fill in with a nightingale about solving the problem of providing kindergarten places. There was enough for rare children. But when families, attracted by maternity capital, begin to give birth intensively, it immediately turns out that a child should be enrolled in a kindergarten immediately upon leaving the maternity hospital. And in a school where classes are in three shifts, first-graders are recorded in the 1st “I” class.

This is to the fact that in the very near future, the Krasnodar Territory expects a solid 1st "I" in almost all important industries. The sanctions are beginning to expose huge marginal problems that no one dealt with during the "soft" time, relying on it to be eternal.

What will happen to the agriculture of the Kuban, on which the food security of the country largely depends? Don't worry about this year's harvest. Unless, because of the highest corruption of the regional administration, there will be difficulties with domestic rice. Not so long ago, during repairs, the Fedorovsky hydroelectric complex in the Kuban collapsed, on which most of the Russian rice crop depends. If you start asking Kondratieff all these questions in response, you will hear extremely empty, that is, completely meaningless, speeches about import substitution with zero specifics.

Or here, it would seem, is a plus: as a result of sanctions, the southern monopoly on resort services is returning. Resting people (who can afford it) deprived of Spain-Italian-Greece, will be forced to start wandering towards the Black Sea next summer. And what awaits them there? Sanctions force you to do real work, not writing. And if this year we are talking about the election of a new composition of the WG, then it seems obvious that the elections are a great chance to find new, promising, creative, thinking management personnel. The old deputy composition of the ZSK over the past five years has completely proved its complete inefficiency. Justification, like: “But we had to legislate the governor’s will, initiatives and undertakings of Kondratiev,” they don’t roll here anymore. When the commission was just starting to work a couple of years ago, gullible social activists imagined that the indicated direction - "putting things in order" - was a real goal. Yeah ... The work of the Boldino commission was completed, with the actual "legitimization" of the cutting of forest fund lands (only in the Tuapse district there were more than 6.5 thousand such plots for sale), and "clarification of the boundaries of natural reserves", as a result of which reserved land was allocated for villas and dachas of regional chiefs. A couple more vics are waiting on the list.

In general, getting into the top of the EP list guarantees a deputy in the regional parliament. That is why newcomers who have nothing to offer the people as their electoral platform, but have something to offer officials and party functionaries for such "assistance" strive to get on the list. The issue price for the Kuban political debutants starts from 10 million rubles. Which are gathered by the "headquarters" as if for organizational questions (such as printing party posters to decorate roadsides), but in reality they go to bribe the chairmen of TECs and PECs, to print millions of "left" ballots, which then have to be thrown into the ballot boxes. On what, in fact, a couple of years ago, the former deputy director of the department of internal policy of the region, Inna Khaustova, who, after printing the millionth "leftist", helped to show "outstanding" results of 83% in the last gubernatorial elections, got caught. But for this, Khaustova demanded a monthly bribe of 50-100 thousand rubles from the municipal heads. The trial of Ina Mikhailovna, who spent more than a year under investigation in a pre-trial detention center and has now been placed under house arrest, should begin in the near future.

In general, the elections in the Kuban have long become a commercial project, where a significant part of the bribe collected for getting into the list ends up in the pockets of those who make these lists of future winners. That is why in the current list of winners, there are no those who could be creative in the interests of the region during the difficult sanctions period. Such is the deputyship, it's ... it's like buying five for the loot during the session from the teacher. In the record book - "excellent", in the head - empty.

Among the inevitable winners of the Kuban single-mandate primaries, there is even more dullness. Among the appointed victors in Krasnodar there are worthy candidates, for example, the rector of the Kuban Agrarian University, the current deputy chairman of the ZSK, Alexander Trubilin. But the director of the Red Square megacenter Alexei Buzmakov, who is he for people? What is it that he remembers besides commerce?

We think it will be enough to appoint 5-6 other candidates from the New People, the Communist Party of the Russian Federation and the SR as the winners (the question is whether the Liberal Democratic Party will pass - Volfovich is not with us, and without him, the governor may consider that there is nothing for the liberal democrats to do in the updated ZSK). And, most likely, the result of the bargaining will be the “singling out” of the opposition of several sections where their candidates will win. Based on the results of these elections, there is every chance to get a situation in the region that can be described in a couple of words: "It's a pity for the Kuban." Because in the list of appointed winners from the regional "United Russia" you can't even see even a couple of people who would have their own opinion, their own vision of ways out of a difficult situation. В Краснодарском крае стартовала иллюзия того, что в иных регионах называют «праймериз «Единой России». В сентябре население Кубани будет думать, что именно оно выбирает очередных депутатов очередного Законодательного собрания края, ну, а пока, в мае, начальственная кубанская орда всеми силами пытается придать легитимности забавным процессам, не имеющим к слову «выборы» ни малейшего отношения. Краевое руководство проводит тайные селекторы с управленческой верхушкой городов и районов. С «накачками» и обещаниями изысканных кар, если нижележащий слой чиновничества не выйдет на плановые цифры охвата электората. Муниципалы, получив волшебный краевой пендель, ставят на выборный «гоп-стоп» директоров школ, заведующих хуторскими клубами и главврачей районных больничек. Те в свою очередь обращаются к вверенным сотрудникам с речами, объединенными лозунгом «регистрация на праймериз или жизнь». Все бюджетники обязательно должны зарегистрироваться на Госуслугах и проголосовать за предлагаемое южным подразделением ЕР кандидатское разнообразие, предоставив начальству в обязательном порядке сканы своего «свободного волеизъявления». За этим тщательно следят и ведут учет. Недоголосовавшим названивают и предупреждают.

Прочая чиновничья муниципальная мелкота, переименовавшись в «волонтеров» обзванивает тех, кто не бюджетники- в основном пенсионеров, и, бубнит в трубку заготовленные тексты про то, что «мы сейчас все в одной лодке и именно от нашей гражданской позиции зависит очередное будущее солнечного края».

Зачем вся эта недешевая суета не совсем понятно. Потому как победители праймериз, которые в крае должны официально завершиться 29 мая, уже давно назначены. И именно эта, складывающаяся сейчас в Краснодарском крае выборная ситуация, вызывает грусть и печаль. К чему, все эти шумовые эффекты, если результат уже есть?

Было время, когда этот южный российский регион, звучал ярко, стабильно поставляя в страну немало знакового. Край привлекал многомиллиардные инвестиции в немодных ныне долларах, ликвидировал многочисленные бурьянные проблемы в сельском хозяйстве, строил новые портовые мощности, реализовывал крупные транспортные проекты, развивал доступную медицину высоких технологий, отличался от прочих регионов наивысшими темпами газификации, заметно прибавлял в курортной отрасли. Сочинская Олимпиада, Крымский мост, крупнейшие экспортные газопроводы – это было «лицом» Кубани.

При взошедшем на губернаторский трон Вениамине Кондратьеве, край еще какое-то время, продолжал «эксплуатировать» старые наработки. Что порой создавало иллюзию того, что регион продолжает шагать чем-то семимильным. Тем более, что инфляция, рост курса инвалюты, как бы увеличивали объемы краевого бюджета. Обозначившийся застой становился очевидным, только при пересчете радостных бюджетных миллиардов, в более реальный долларовый эквивалент. А чтобы судить о «росте благосостояния» населения, достаточно было тоже поделить учительские 15-20 тысяч зарплатный рублей на курс.

Единственное, что в Краснодарском крае реально получило стремительное «развитие», так это массовая, тотальная подделка результатов выборов. Разогнанный до Кондратьева локомотив экономики продолжал по инерции катиться, хотя креативного, делового «угля» в топку уже никто не бросал. Но Кондратьев быстро сообразил, что электоральная реальность для Кремля не важна. Главным свидетельством успешности работы губернаторов являлся именно выборный результат. «Технологии» организации «побед» нужных кандидатов были отточены на Кубани до полнейшего совершенства. Хоть методичку пиши. И Москва была в полном восторге от такой стабильности результатов. Кубанские вожди на каждых выборах «рисовали» по 70-80-90 процентов для назначенных и обговоренных своих в доску кандидатов.

Наверное, в ситуации, когда в стране все стабильно, надежно, привычно – и такая кривая выборная «технология» сойдет. Потому как в итоге все решал именно Кондратьев, депутатскому корпусу ЗСК при этом отводилась роль мальчика-пажа, чья задача угождать, мило улыбаться и чистить до блеска губернаторские латы, постоянно ссылаясь на его крупномасштабную личность в благодарственных речах.

Но вот что делать сейчас, когда ситуация меняется? За последние годы Краснодарский край не то что буксует, он стремительно скатывается назад. При этом, идущие плотным строем катастрофы в различных областях общественно-политической жизни губер и его верные янычары, по привычке оформляют, как достижения в бравых докладах Кремлю. Еще не так давно Москву эти фантазийные доклады вполне утраивали. Но вот что будет сейчас?

Немного демагогии для лучшего понимания складывающейся в крае реальной ситуации. Вот скажем, когда все здоровы можно сколь угодно долго сочинять для президента о достижениях регионального здравоохранения, закупке избыточного количества машин «скорой помощи», сооружению новых поликлиник, ФАПов и офисов врачей общей практики. Но вот когда случается пандемия, тут же выясняется, что в реальной жизни очень даже дефицитные «скорые» приезжают к заболевшим в течении суток, если повезет, что больных приходится класть в коридорах на сдвинутых дерматиновых банкетках, и лекарств нет. А первичное здравоохранение вообще разрушено в ноль…. Или, когда бедные семьи отказываются заниматься улучшением демографии, можно трындеть о качественном образовании, и десятках школьных новостроек, можно заливаться соловьем о решении задачи обеспеченности детсадовскими местами. На редких детей имеющегося хватало. Но когда, семьи, привлеченные материнским капиталом, детей начинают усиленно рожать, тут же оказывается, что и в детский сад надо записывать дитя сразу же при выходе из роддома. И в школе, где занятия в три смены, первоклассников записывать в 1 «Я» класс.

Это к тому, что в весьма недалеком будущем Краснодарский край ожидает сплошной 1-й «Я» практически во всех важных отраслях. Санкции начинают обнажать огромные краевые проблемы, которыми никто не занимался в «мягкое» время, полагаясь что оно будет вечным.

Что будет с сельским хозяйством Кубани, от которого в значительной мере зависит как продовольственная безопасность страны? За урожай этого года беспокоиться не стоит. Разве что, из-за высочайшей коррупционности краевой администрации, возникнут сложности с отечественным рисом. Не так давно во время ремонта, рухнул Федоровский гидроузел на Кубани, от которого зависит большая часть российского рисового урожая. Ремонт сооружения проводила конторка, в штате которой… два человека – бывшие волгодонские ларечники, перебравшиеся на Кубань, организовали ООО, которое сподобилось за пару лет навыигравать тендеров по ремонту мелиоративных систем и водохранилищ на 2,5 миллиарда бюджетных рублей. Интересно кто им оказывалась вспомоществование? Но главный вопрос сегодня на который у кубанских властей и близко нет ответа, вот что будет с урожаем следующего года в целом? Идей по этому поводу ноль. Где брать семена (на 75-100 процентов от европейских производителей), где брать средства защиты растений (тоже практически все импортные, то есть санкционные)? Чем заменить на полях Джин Диры и Холланды? Если начнете задавать кондратьевским все эти вопросы в ответ услышите исключительно пустые, то есть полностью лишенные смысла, речуги про импортозамещение с нулевой конкретикой.

Или вот, казалось бы, плюс: в следствии санкций, возвращается южная монополия на курортное обслуживание. Отдыхающий народ (кто может себе это позволить) лишенный испаний-италий–греций, вынужденно начнет предстоящим летом скитаться в сторону Черного моря. И что их там ждет? Кишечная палочка в морской водичке из-за разрушенных практически полностью систем очистных на всех курортных территориях, с текущими прямотоком в море ручьями дерьма из септиков? Многочасовые стояния в пробках из-за бесконечных реверсов из-за ползущих в обрывы дорог? Нет официально, конечно, говорят, что дороги подмывает и рушит стихия. Но ее еще больше подмывают их тяп-ляп технологии. Когда, из-за вынужденных откатов за победу на тендерах, дорожники вынуждены сильно экономить, не обустраивая ливневые желоба, пропускные тоннели для потоков, несущихся с гор, чего можно ожидать? Для полноты описания «стихии» стоит добавить, распил курортных земель на склонах, прямо под федеральными трассами. Для сооружения очередного ларька или гостевого дома, хапнувшие оползневый склон «владельцы» «подрезают» гору, в итоге, расположенная выше федеральная трасса «ползет». Стоит добавить к курортным «достижениям» водную сушь Геленджика и Новороссийска, где вода в кранах явление, мягко скажем, не постоянное. Хотя, если исходить из принципа: а куда эти отдыхающие на фиг денутся, все равно к нам приедут, то тут, конечно, об очередном мифическом рекорде можно будет порассказать кучу всего Типа, «у нас побывало 20-30-40 миллионов отдыхающих»!!!

В общем, кубанские беды, которые Кондратьев и Ко насобачились «замыливать» методом пускания в федеральные глаза победной выборной пыли, в этом, и во все последующие годы, как говорят кубанские казачки, «ховать» не получится.

Санкции понуждают заняться реальным делом, а не сочинительством. И если уж речь в этом году о выборах нового состава ЗСК, то кажется очевидным, что именно выборы – это отличный шанс для поиска новых, перспективных, креативных, думающих управленческих кадров. Старый депутатский состав ЗСК за прошедшие пять лет полностью доказал свою полную неэффективность. Оправдание, типа: «Но мы же должны были законодательно закреплять губернаторскую волю, инициативы и начинания Кондратьева», тут уже не прокатывают. Законодатели должны работать не на интерес начальника, а на интерес избирателей. Хотя… Это же в идеале. В Краснодарском крае выборы городских Дум, районных советов, а уж тем более депутатов ЗСК происходят по принципиально другим принципам. Мнение самого народу тут мало кому интересно.

И в этом плане, предстоящие выборы депутатов ЗСК, станут просто образцом выборного «левака», прямо хоть в палату мер и весов помещай, как выборно-подтасовочный стандарт.

Начнем со списочников. Таких в краевом парламенте будет половина - представителей различных партий. Победителем тут с результатом за 80 (плюс-минус) процентов в сентябре, конечно же, станет «Единая Россия». Во главу краевого партийного списка уже назначены уважаемые в крае люди: бывший председатель ЗСК, ныне член Совета Федерации Владимир Бекетов и гениальный хирург Владимир Порханов, главврач Первой краевой клинической больницы № 1. По сути, это и есть два достойных человека в кубанском невразумительном еэровском списке. Они - «паровозы», призванные втянуть на своем авторитете как можно больше депутатов-единороссов в краевой парламент. Оба после выборов «сольются» (что они постоянно и проделывали на всех предыдущих выборах), уступая места нижеследующим по списку коллегам.

Среди списочников, ожидаемо оказался, в частности, бездельник вице-губернатор Сергей Болдин, который сопровождал всю свою деятельность оглушительными провалами. Для оценки его деятельности достаточно примера итогов труда как руководителя губернаторской комиссии по наведению порядка в приморском землепользовании. Когда пару лет назад комиссия только начинала работать, доверчивые общественники-активисты вообразили себе, что обозначенное направление – «наведение порядка» - это реальная цель. Ага… Работа болдинской комиссии завершилась, фактическим «узакониванием» распила земель лесфонда (только в Туапсинском районе оказалось более 6,5 тысяч таких вот участков под продажу), и «уточнением границ природных заказников», в результате чего оказались выделена заповедная земля под виллы и дачи краевых начальников. В списочниках ждут еще пару вициков.

Вообще попадание в верхнюю часть списка ЕР – гарантирует депутатство в краевом парламенте. Именно поэтому в список, стремятся попасть кандидаты-новички, которым нечего предложить народу в качестве своей выборной платформы, но зато есть что предложить чиновникам и партийным функционерам за такое «содействие». Цена вопроса для кубанских политических дебютантов начинается от 10 миллионов рублей. Которые собираются «штабом» как бы на оргвопросы (типа, печатания партийных плакатов для украшения обочин дорог), а в реальности идут на подкуп председателей ТИКов и УИКов, печать миллионов «левых» бюллетеней, которые затем предстоит вбросить в урны. На чем, собственно, пару лет назад попалась бывшая заместитель директора департамента внутренней политики края Инна Хаустова, которая после печати миллионного «левака», помогла показать «выдающиеся» результаты в 83% на последних губернаторских выборах. Многие муниципальные главы, которые в реальности показали бы результат процентов в 20, были очень благодарны – вбросы помогли их карьерному спасению. Но за это Хаустова потребовала от муниципальных глав ежемесячную мзду в 50-100 тысяч рублей. Суд над Иной Михайловной, которая отсидела под следствием в СИЗО более года, а сейчас переведена под домашний арест, должен начаться в ближайшее время.

В общем, выборы на Кубани, уже давно стали коммерческим проектом, где значительная часть мзды, собираемой за попадание в список оседает в карманах тех, кто эти списки будущих победителей составляет. Оттого и в нынешнем перечне победителей, не найти тех, кто бы смог креативить в интересах края в сложный санкционный период. Такое вот депутатство, это… это как пятерку за бабло во время сессии у препода купить. В зачетке - «отлично», в голове- пусто.

Среди кубанских неизбежных победителей праймериз одномандатников еще большая тусклость. В числе назначенных триумфаторов по Краснодару есть и достойные кандидаты, к примеру, ректор Кубанского аграрного университета, нынешний зампред ЗСК Александр Трубилин. Но вот директор мегацентра «Красная Площадь» Алексей Бузмаков, он кто для людей? Чем он таким кроме коммерции запомнился?

В депутатскую ссылку от Краснодара направляется зам главы города Андрей Дорошев. Будет украшать собою суровые мужские депутатские посиделки симпатичная (благодаря пластике и фотошопу) Галина Головченко, из «Городской управляющей компании Краснодар». Депутат городской Думы кубанской столицы Станислав Николенко перекочует невесть за какие заслуги в ЗСК. Как и его коллега по Думе Игорь Брагарник. Доктору Станиславу Гриневу («Клиника Преображенская») обеспечена победа на праймериз, но не факт, что это обернется победой на сентябрьских выборах. Куда более вероятна его осенняя участь «достойно проиграть», согласованному с властями, то есть, назначенному для плюрализма кандидату от «Новых людей» или СР. Возможно сольют под оппозицию предстоящего победителя праймериз гендиректора ГК «Метрикс» Николая Лобачева (который в списке победителей нынешних праймериз).

По Сочи победители так же в затвержденном списке обозначены. Среди них: видный краснодарский застройщик небедный Борис Юнанов, пригретый на почве «Молодой Гвардии» еще бывшим мэром главного курорта Пахомовым страны Виктор Багишвили (ныне Виктор Тепляков). Не понятно, пока кто будет кандидатом от Лазаревского округа Сочи, но с учетом приморской специфики и межнационального единения, не исключен вариант, что кандидатом тут назначат молодого талантливого бизнесмена-армянина (особенно с оглядкой на то, как Россия помогла в прекращении конфликта в Карабахе). Впрочем, представителей братского народа можно наблюдать и в партийных списках. Не ясно, кто станет кандидатом от части Адлера и Сириуса. Хотя тут тоже можно предположить кто победит. Федеральная территория Сириус - это же «дорога для молодых и надежда на прогрессивное будущее». Поэтому ставим на длинноногую красотку, владелицу какого-то более-менее доходного бизнеса.

По Новороссийску победителем назначен действующий депутат ЗСК Сергей Ярышев. Куда ж без него в деле провала программы по налаживанию нормального водоснабжения главного порта страны. Действующему депутату ЗСК Михаилу Ковалюку, скорее всего тоже предписана участь выиграть праймериз. Хотя, зачем лично ему, с его бизнесом по купле-продаже земли и нехилой собственностью во Франции делать в ЗСК, совершенно не понятно.

По Темрюку пока вроде бы фамилию победителя не называют. Но тут его можно вычислить легко. В недавнем прошлом, губернатор Кондратьев носился, как с писанной торбой, с сырым и непродуманным законом о виноделии. Который, в итоге, был, в следствии того, что прочие депутате в виноделии вообще ничего не смыслят, Госдумой, принят. Так что от винодельческого Темрюка ждем винодела. Впрочем, учитывая политическую конъюнктуру, возможно, будет назначен и строитель Крымского моста.

Зато по Геленджику есть победитель - «капитан очевидность» - Константин Димитриев. Действующий депутат ЗСК, гендиректор санаторий «Красная Талка». Именно в этом санатории в начале 2000-х президентским генсоветом был дан старт новой российской курортной политике. Но с тех пор прогресс тут сменился на горький регресс. Дмитриев, как депутат ЗСК палец о палец, не ударил, чтобы хотя бы обозначить перспективы и для Геленджика важнейшей проблемы дефицита воды. Но зато массу энергии затратил на слом хребта геленджикского народа в деле продавливания антинародного генерального плана города. План был очень нужен небедным россиянам. И сказано было в губернаторском писании: вид с моря с дорогих, подходящих к данным берегам яхт, должен быть «фешенебельный фешенебль». И не должен устремленный с моря взор владельцев 100-метров посудин и сопровождающих их ботексных девиц, смущаться при виде обычных домов горожан, чьи семьи живут у моря уже десятки лет. Так что там, где были зоны ИЖС с домами, теперь сплошь рекреация и общественная деловитость. В общем, Димитриеву, с таким подходом, конечно же, «победа» на праймериз будет обеспечена. Прямо с утра 30-го мая жители Геленджика с удивлением обнаружат, что проголосовали за него на праймериз. А в сентябре они же «отдадут ему голоса» уже на самих выборах. К их личному еще большему удивлению.

Среди победителей партийного голосования по Черноморским территориям отметим руководителя детского центра «Орленок» Александра Джеуса. Для «Орленка» он действительно делает немало. Для подшефного района – ничего. Ему по барабану, оказалось разворовывание выделяемых бюджетом денег на расчистку русел рек (в этом году случилось очередное наводнение – в районе погибли люди). Ему было плавать на то, как расходовались средства на восстановительные работы после ЧС. Как мусор свозился на пляжи и сжигался там и отдыхающие любовались прибоем среди костров. Разрушенные мосты в горах восстанавливали с помощью какой-то списанной в утиль железной рухляди – не барское дело было проследить. Чхал Джеус на массовый, практически ни скрываемый, браконьерский спил сотен тысяч кубов ценной древесины. Забил на программы газификации района. Из положительных действий, припомнить можно только выпуск совместно с депутатом Андреем Булдиным мальков осетровых в Кубань под сопровождение многочисленных телекамер. Булдин, кстати, тоже в списках победителей праймериз. Он идет по Апшеронску и Горячему Ключу. И там, и там браконьеры немало леса, наркоманы засевают лесные выработки увлекательной травой, в Горячем Ключе фигеют от планов перенести на этот бальнеокурорт крупнейшую на Юге свалку. В общем, депутат, конечно, в курсе, вот только не делает ничего. К туапсинской группе депутатов, отнесем и Владимира Лыбанева, действующего депутата ЗСК, который до депутатства весьма своеобразно возглавлял Туапсинский район, но теперь ему суждено выиграть уже по округу, куда входит Каневской район края. К распилу курортных земель данный деятель имеет самое прямое отношение. Так что достойный кандидат. Завершая экскурс по Черноморскому побережью, скажем, что в Анапе победителем праймериз назначен застройщик Николай Морарь (ЮСК «Каскад»).

Чтобы жители прочих городов и районов Краснодарского края, с утра 30-го мая не искали на интернет ресурсах краевого подразделения партии имена победителей праймериз, назовем их всех сейчас. Потом сверим. Армавир и Новокубанск - Алексей Титов. Еще один Армавирский округ (плюс часть Успенского района) – Алексей Штаничев. Кавказский район и прилегающие муниципальные образования осчастливит своей победой красавица Татьяна Очкаласова, дочь главы района Виталия Очкаласова, чья семья делает бензо-бизнес и живет в целом неплохо. В родном для губернатора Динском районе (плюс несколько территорий других МО, входящих в округ) назначен победить Сергей Орлов. Взбодренный папиными печеньками (бизнес у семьи такой – печенья-галеты) в Курганинске и смежных районах, входящих в округ, победит Александр Галенко. В Тихорецком районе – назначен Сергей Носов. В Усть-Лабинском-Тбилисском районах выйдет вперед Владимир Зюзин.

Просто перечислим других назначенных одержать победы в различных кубанских избирательных округах: Жанна Беловол, Сергей Косяников Андрей Горбань, Владимир Харламов, Алексей Косач, Николай Чалый, Вячеслав Сбитнев, Евгений Шендрик, Александр Поголов, Михаил Колодяжный, Александр Маковеев, Денис Выпренцев, Иван Артеменко, Сергей Орленко…

Обиднее всего что под все эти выборные судороги, где победители праймериз уже заранее расписаны, напрягают бюджетников. Массовость краевому руководству нужна не для получения достоверных результатов по части народных любви и предпочтений, она для отчета для Москвы, мол такая вот у нас политическая активность – небезразличен народ к судьбам. В остальном же в Краснодарском крае есть четкое разделение: народ обязан проголосовать, а власть обязана назначить победителя вне зависимости от этих голосов.

Но самое любопытное в крае начнется уже летом. Во-первых, стартует славный период новых предвыборных поборов, во-вторых, это период отчаянных торгов оппозиции за местечко-другое в краевом парламенте. Думаем, достаточно будет назначить победителями 5-6 прочих кандидатов из «Новых Людей», КПРФ и СР (вопрос пройдет ли ЛДПР, - нет с нами Вольфовича, а без него, губернатор может посчитать, что нечего делать либеральным демократам в обновленном ЗСК). И, скорее всего, результатом торга будет «выделение» оппозиции нескольких участков где победу одержат их кандидаты. Под твердое обещание не лезть своими дотошными наблюдателями в процесс вбросов на избирательных участках других избирательных округов.

По итогам этих выборов есть все шансы получить в крае ситуацию, которую можно будет охарактеризовать парой слов: «Жалко Кубань». Потому что в списке назначенных победителей от краевой «Единой России» и близко не видно хотя бы пары людей, которые бы имели свое мнение, свое видение путей выхода из сложной ситуации. Серая безликая, богатая, понтовитая, послушная воле дураков-чиновников масса. Для которых депутатский значок – всего лишь фетиш. Как малиновый пиджак для пацанов из тревожных 90-х. Или Мерседес-600.
