In 2016, ELVIS-NeoTech JSC, in accordance with the Subsidy Agreement No. 16411.1930168580.11.023 dated October 17, 2016, concluded with the Ministry of Industry and Trade of the Russian Federation, undertook to implement a comprehensive project "Development and organization of mass production of a spherical video camera for recording, broadcasting and publishing video images in 4K format with a 360 view. The effectiveness of the project implementation should be assessed through the volume of production and sale of import-substituting and innovative products created during the implementation of the project, which should be at least 130.8 million rubles.

Money from the state in the amount of 300 million rubles. were received and very quickly cut and eaten. The very “spherical video camera for recording, broadcasting and publishing video in 4K format with a 360 view” was never created or even tried to be created. For reporting, we bought a couple of dozen Chinese cameras, dismantled, assembled, re-glued the labels and wrote many sheets of “fake” technical documentation.

As for sales of 130.8 million rubles, they decided not to strain too much here either: somewhere in the garbage he found the company GCC EM LLC and shipped to it “on paper” products immediately as much as 143 million rubles.

It seemed that this time everything went well for ELVIS-NeoTech JSC: the products were sold, technical reports were written, and reports were submitted to the ministry.

The specialists of the ministry did not like the report, and the question immediately arose about paying for the shipped products - it turned out that out of 143 million rubles. of shipped products, only a little more than 6 million rubles were paid. (It was possible to show large volumes only by a technical run of money through the accounts, which is not easy and, most importantly, very costly). And then there's also the company LLC "GCM" successfully liquidated, because the garbage heaps do not last long.

According to a Rucriminal.info source, the situation for ELVIS-NeoTech JSC became catastrophic - everything went to the return of the subsidy and the payment of a fine, but such a turn of events was not included in the plans of innovators from Rosnano JSC, because the money from the subsidy had long been outside the company.

The second round of “scheme creation” has begun: within the framework of a large state project, ELVIS-NeoTech JSC supplied 30 thousand video cameras to 5.5 thousand schools across the country. True, the cameras were quite ordinary, made in China: not spherical, not 4K, and without a 360-degree view, but who's to stop wishful thinking? According to the new legend, the Ministry of Industry and Trade of the Russian Federation was offered to count the entire proceeds of ELVIS-NeoTech JSC from the sale of video cameras to schools in the amount of 237 million rubles into the subsidy report.

But the Ministry of Industry and Trade of the Russian Federation again saw through the scam and did not recognize the proceeds from the sale of video cameras to schools as a report on subsidies.

Today, the Ministry of Industry and Trade of Russia is taking the right and logical step by demanding the return of funds to the budget of the Russian Federation.



And what about the new management of RUSNANO?

The beginning was promising: an audit of the activities of ELVIS-NeoTech JSC, a change in leadership, analytics for the security service.

By the way, during the audit, a fraudulent scheme for the withdrawal of funds and intellectual property was identified and described (we are talking about a 40 nm VIP1 chip chip, which is of strategic importance for sensitive industries) in the amount of about 2 billion rubles (the corpus delicti under Part 1 of Art. 2 article 147, part 4 article 159.6, part 4 article 160, parts 2 and 3 article 189 of the Criminal Code of the Russian Federation). At the same time, all documentation, all technologies and materials were transferred to the foreign company SDA, which was under the control of the RUSNANO project participants.

Already from the American company SDA, the chip goes to the private company NPC ELVIS (it is not by chance that the participants in the scheme use similar names!), And from there the “clone” of the 40 nm VIP1 chip is resold to the Ministry of Industry and Trade of Russia now by order of the Ministry of Defense. The money of the Ministry of Defense of the Russian Federation, again, safely leaves the Russian Federation. There is illegal export not only in the civil but also in the military sphere.

By the end of 2014, the 40 nm VIP1 microprocessor had already been "worked out" by a group of people and "similar" prerequisites were created for a similar "working out" of VIP2 (ELISE/Capri). В арбитражный суд г Москвы поступило Заявление МИНИСТЕРСТВА ПРОМЫШЛЕННОСТИ И ТОРГОВЛИ РОССИЙСКОЙ ФЕДЕРАЦИИ (Дело №А40-283602/2021) о взыскании с проектной компании РОСНАНО АО «ЭЛВИС НЕО ТЕК» 199 873,4 тысяч рублей.

Тогда РОСНАНО уже было готово возбуждать уголовное дело против бывших руководителей госкорпорации Киселева Олега, Пимкина Дмитрия и акционера АО «ЭЛВИС НЕО ТЕК», но все-таки адвокатская контора «Аснис и Партнеры» не зря получали двести с лишним миллионов в год при Анатолии Чубайсе. В 2016 году АО «ЭЛВИС-НеоТек» согласно Договору о предоставлении субсидий № 16411.1930168580.11.023 от 17 октября 2016, заключенному с Министерством промышленности и торговли Российской Федерации обязалось реализовать комплексный проект «Разработка и организация серийного производства видеокамеры сферической для записи, трансляции и публикации видеоизображения в формате 4К с обзором 360». Эффективность реализации проекта должна быть оценена через объём производства и реализации импортозамещающей и инновационной продукции, созданной в ходе реализации проекта, который должен составить не менее 130,8 млн.руб.

Деньги от государства в размере 300 млн.руб. были получены и очень быстро попилены и проедены. Саму «видеокамеру сферическую для записи, трансляции и публикации видеоизображения в формате 4К с обзором 360» никто не создавал и даже не пытался создать. Для отчетности купили пару десятков китайских камер, разобрали, собрали, переклеили этикетки и написали много листов «липовой» технической документации.

Что касается продаж на 130,8 млн.руб., то и тут решили не сильно напрягаться: где то на помойке нашли компанию ООО «Джи Си ЭМ» и отгрузили ей «на бумаге» продукции сразу аж на 143 млн.рублей.

Казалось, что и в этот раз у АО «ЭЛВИС-НеоТек» все прошло удачно: продукцию продали, технические отчеты написали, в министерство отчитались.

Специалистам министерства отчет не понравился, сразу возник вопрос об оплате отгруженной продукции - оказалось, что из 143 млн.руб. отгруженной продукции оплачено было всего лишь чуть больше 6 млн.руб. (показать большие объемы можно было лишь техническим прогоном денег по счетам, что непросто и, самое главное, очень затратно). А тут еще и компания ООО «Джи Си ЭМ» благополучно ликвидировалась, ибо помойки долго не живут.

По словам источника Rucriminal.info, ситуация для АО «ЭЛВИС-НеоТек» стала катастрофичной - все шло к возврату субсидии и уплате штрафа, но такой поворот событий не входил в планы инноваторов от АО «Роснано», ведь деньги из субсидии были уже давно за пределами компании.

Начался второй раунд «схемотворчества»: в рамках большого государственного проекта АО «ЭЛВИС-НеоТек» поставлял 30 тыс. видеокамер в 5,5 тыс школ по всей стране. Правда камеры были совсем обыкновенные, китайского производства: и не сферические, и не 4К, и без обзора 360 град, но кто мешает выдать желаемое за действительное? По новой легенде Минпромторгу РФ предлагалось засчитать в счет отчета по субсидии всю выручку АО «ЭЛВИС-НеоТек» по продаже видеокамер школам в размере 237 млн.руб.

Но Минпромторг РФ снова аферу раскусил и выручку от продажи видеокамер в школы в качестве отчета по субсидиям не признал.

Сегодня Минпромторг России делает правильный и логичный шаг требуя вернуть денежные средства в бюджет Российской Федерации.



А что же новый менеджмент РОСНАНО?

Начало было многообещающим: ревизия деятельности АО «ЭЛВИС-НеоТек», смена руководства, аналитика для службы безопасности.

К слову, в ходе ревизии была выявлена и описана мошенническая схема вывода денежных средств и интеллектуальной собственности (речь идет о чипе чипа 40 нм VIP1, который имеет стратегическое значение для чувствительных отраслей промышленности) на сумму около 2 млрд. рублей (состав преступлений по ч. 2 ст. 147, ч. 4 ст. 159.6, ч. 4 ст. 160, ч. 2 и 3 ст. 189 Уголовного кодекса РФ). При этом вся документация, все технологии и материалы были переданы зарубежной компании SDA, которая находилась под контролем участников проекта РОСНАНО.

Уже из американской компании SDA чип попадает в частную компанию НПЦ «ЭЛВИС» (участники схемы не случайно используют похожие названия!), а оттуда «клон» чипа 40 нм VIP1 повторно продается Минпромторгу России теперь уже по заказу Министерства Обороны. Деньги Минобороны РФ опять же благополучно уходят за пределы Российской Федерации. Налицо незаконный экспорт не только в гражданской, но и в военной сфере.

К концу 2014 года микропроцессор 40 нм VIP1 уже был «отработан» группой лиц и были созданы «аналогичные» предпосылки для аналогичной «отработки» VIP2 (ELISE/Capri). Под эту «т.н. разработку» РОСНАНО увеличило бюджет проекта и выделило новое, дополнительное финансирование.

По информации источника Rucriminal.info, «результат» освоения 3,5 млрд.рублей можно увидеть, побывав на заводе АО Элвис НеоТек в столице российской и советской микроэлектроники городе Зеленограде. Вы вообще не найдете здесь производства, нет ничего, кроме красивых, находящихся в аренде офисных помещений.

Chechen "thieves in law" started a war with each other

The leader of one of them is thief in law Akhmed Dombaev (Akhmed Shalinsky). The leader of the second is the "authority" Kazbek Dukuzov. Ramzan Kadyrov and especially Adam Delimkhanov have always hatched plans for a Chechen thief in law who could become one of the leaders of the Russian criminal world, and, possibly, thief in law No. 1. The bet was made on Aziz Batukaev, who was serving a long term in Kyrgyzstan. He was dragged out of prison, having bribed everyone who was possible, including the president of the republic, and delivered with honors to Chechnya on a private plane. But it quickly became clear that Aziz was not interested in much, except for amusing substances. During the very first serious test - a showdown with the influential thief in law Nadir Salifov (Loto Guli) - Batukaev looked faded. As a result, I had to urgently ask the same Dombaev to intervene in the conflict, who spoke with Guli from the colony and asked him to “slow down”.



As a result, a clan began to be assembled in Chechnya, which would be taken in number. Batukaev was joined in the republic by crime bosses Gilani Aliev (Gilani Sedoy), Aziz Batukaev (Aziz), Islam Edilgireev (Islam Bolshoi), Timur Saratovsky. And their leader was appointed "authority" Kazbek Dukuzov, whose weight in the criminal world is more than that of all four "thieves in law" from the clan combined.

Dukuzov has an interesting criminal biography. Having moved from Chechnya to Moscow, he joined the group of Chechen thieves in law Artik Dabchaev (Artik) and Muslim Khaskhanov. By 2002-2003, Dukuzov himself became a very authoritative person in the criminal world of Moscow. They even wanted to "crown" him.

Then Artik and Muslim had a conflict with the crime boss Mirseymur Abdullayev. The parties could not share the right to control several markets. The Chechens decided to discuss the problem with their friendly Azerbaijani "criminal general" Otar Batalov (Otar). The meeting on March 21, 2003 took place at the Take sushi bar on Kutuzovsky Prospekt. The gangsters sat at a table by the window. Unexpectedly, two unidentified men with machine guns approached the glass from the side of the street and opened fire. Dabchaev, Khaskhanov and Batalov died from their wounds. Dukuzov was hit in the chest by a bullet. The wound was not very serious, after a few days Kazbek escaped from the hospital. A month later, he held a retaliatory action. On April 30, two masked men entered the premises of the Cave Club on Schelkovo Highway. They went to the table where Abdullayev and his friend Babaev were sitting. One of the killers pulled out a Stechkin pistol and fired 12 bullets at the thief in law, he shot three more times at Babayev. Mirsermur died, his friend survived. The shooter was Dukuzov.

A year later, Dukuzov became known throughout the country as the perpetrator of the murders of Forbes editor-in-chief Paul Khlebnikov. The jury acquitted Kazbek, he was released. Soon the acquittal was canceled, he was put on the international wanted list, in which he is to this day.

After the acquittal, Dukuzov fled to the UAE, where he immediately got into trouble. He carried out an armed raid on businessmen and took several million dollars from them. It took Adam Delimkhanov a lot of effort to organize the release of Dukuzov and his transfer on a private plane to Chechnya. There he stays without hiding, being on the international wanted list. In addition to mafia activities, Dukuzov performs delicate assignments around the world. Only in November, a group of killers led by Bislan Rasaev was detained in Turkey. Its participants were supposed to eliminate in Turkey a native of Chechnya named Abdulkhakim, who fought in Syria against the regime of Bashar al-Assad. And Kazbek Dukuzov sent a group to Turkey.

It is he who is the leader in the clan, which includes four Chechen crime lords.

After the failure with Batukaev, at the top of Chechnya they began to rely on the young thief in law Akhmed Dombaev (Akhmed Shalinsky), who at that moment was in a colony. He really has a great influence in mafia circles, moreover, he is athletic and defiantly negative about drugs.

Upon his release, Akhmed was also greeted with honors in Chechnya. According to Rucriminal.info sources, in the republic, Shalinsky was immediately offered to join the clan of Kazbek Dukuzov. Thus, it would be possible to kill "two birds with one stone" at once. Firstly, the Dukuzov clan would have greatly strengthened. Secondly, the accession of Dombaev also promised financial benefits. Large passages pass through Shalinsky outflows of common money. However, he categorically refused to join anyone, saying that he would be on his own. No persuasion helped.

In another situation, all this would have led to a bloody war. Especially, knowing the temper of Dukuzov. But at the very top of the Chechen authorities, both Dukuzov and Dombaev are very favorably treated. Therefore, they simply did not allow an open conflict to flare up. However, the issue remained unresolved.



According to our source, then Gilani Sedoy was involved in the situation, who unofficially began to visit Europe and try to negotiate with friendly thieves about the dethronement of Dombaev. He also brought the necessary "evidence" from Chechnya: filming of Shalinsky's chic mansion; information that his people daily cash out large sums in Grozny through ATMs, etc. All this, according to Gilani (behind whom the figure of Dukuzov is visible), should have served as confirmation that Dombaev lives beyond his means, and therefore is attached to common money. As a result, in September, a meeting was held in Athens, in which crime bosses took part: Matvey Karabulat, Koka Shalibashvili, Gia Tskhvaradze, Andrey Gamlevsky (Hamlet), Merab Asanidze (Chikora), Tengo Pirveli, Gia Endeladze (Tava), Shotiko Tevdoradze, Zaza Ambroladze, Gia Nizharadze, Kakha Dzhangveladze (Shalvovich), Joni Purtskhvanidze (Burdgunich).



They decided to crown Shalinsky. However, in the thieves' world, the decision to get off was perceived ambiguously, and many thieves refused to recognize her decision. So Dombaev continues his former life and the majority of "criminal generals" is considered an active "thief in law". And, of course, he had a new reason for dislike for the Dukuzov-Gilani clan. According to sources, the situation is heating up and no one can say what all this will lead to.

Ставка делалась на Азиза Батукаева, который отбывал длительный срок в Киргизии. Его вытаскивали из тюрьмы, подкупив всех, кого можно, включая президента республики, доставили с почестями в Чечню на частном самолете. Но довольно быстро выяснилось, что Азизу мало что интересно, кроме веселящих веществ. Во время первого же серьезного испытания – выяснения отношений с влиятельным «вором в законе» Надиром Салифовым (Лото Гули) – Батукаев выглядел блекло. В результате пришлось срочно просить вмешаться в конфликт того же Домбаева, который из колонии поговорил с Гули и попросил его «сбавить обороты».

В результате в Чечне стали собирать клан, который бы брал числом. К Батукаеву в республике присоединились «законники» Гилани Алиев (Гилани Седой), Азиз Батукаев (Азиз), Ислам Эдильгиреев (Ислам Большой), Тимур Саратовский. А предводителем у них поставили «авторитета» Казбека Дукузова, чей вес в криминальном мире поболее, чем у всех четырех «воров в законе» из клана вместе взятых.

У Дукузова интересная криминальная биография. Перебравшись из Чечни в Москву, он вошел в группировку чеченских «воров в законе» Артика Дабчаева (Артик) и Муслима Хасханова. К 2002—2003 годам Дукузов сам стал очень авторитетным человеком в криминальном мире Москвы. Его даже хотели «короновать».

Потом у Артика и Муслима возник конфликт с «законником» Мирсеймуром Абдуллаевым. Стороны не могли поделить право контроля над несколькими рынками. Чеченцы решили обсудить проблему с дружественным им азербайджанским «криминальным генералом» Отаром Баталовым (Отар). Встреча 21 марта 2003 года состоялась в суши-баре «Таке» на Кутузовском проспекте. Гангстеры расположились за столиком у окна. Неожиданно к стеклу со стороны улицы подошли двое неизвестных с автоматами и открыли огонь. Дабчаев, Хасханов и Баталов от полученных ранений скончались. Дукузову пуля попала в грудь. Ранение оказалось не очень серьезным, уже через несколько дней Казбек сбежал из больницы. Спустя месяц он провел ответную акцию. Тридцатого апреля в помещении клуба «Пещера» на Щелковском шоссе вошли двое в масках. Они направились к столику, за которым сидели Абдуллаев и его приятель Бабаев. Один из киллеров выхватил пистолет «Стечкина» и выпустил в «вора в законе» 12 пуль, еще три раза он выстрелил в Бабаева. Мирсермур скончался, его друг выжил. Стрелком был Дукузов.

Спустя год Дукузов стал известен всей стране, как исполнитель убийств главреда Forbes Пола Хлебникова. Присяжные оправдали Казбека, он вышел на свободу. Вскоре оправдательный приговор был отменен, его объявили в международный розыск, в котором он и находится по сей день.

После оправдательного приговора Дукузов скрылся в ОАЭ, где сразу влип в историю. Он совершил вооруженный налет на бизнесменов и отобрал у них несколько млн долларов. Адаму Делимханову стоило немалых усилий, чтобы организовать освобождние Дукузова и переправку его на частном самолете в Чечню. Там он пребывает не скрываясь, числясь в международном розыске. Помимо мафиозной деятельности, Дукузов выполняет деликатные поручения по всему миру. Только в ноябре в Турции была задержана группа киллеров под руководством Бислан Расаев. Ее участники должны были устранить в Турции выходца из Чечни по имени Абдулхаким, который воевал в Сирии против режима Башара Асада. А отправил группу в Турцию Казбек Дукузов.

По словам нашего источника, тогда к ситуации был подключен Гилани Седой, который неофициально стал посещать Европу и пытаться договариваться с дружественными ворами о раскоронации Домбаева. Он же привозил из Чечни необходимые «доказательства»: съемки шикарного особняка Шалинского; информацию, что его люди ежедневно через банкоматы обналичивают крупные суммы в Грозном и т.д. From their correspondence it followed that the killing of bears was for them not their own entertainment, but a trade. They froze bear meat and sent it for money on special planes to Moscow for a number of restaurants. And then the most interesting. It turned out that we are talking about restaurants from the empire of the Araz and Emin Agalarov family, in particular the Lsnoy restaurant, which was opened jointly with Grigory Leps. The menu of this establishment has a lot of venison, which was also supplied by poachers, but there is no bear meat. However, the Lesnoy website says that chef Rustam Tangirov prepares bear dishes for special gourmets on special order.



On October 31, police officers stopped a C217BX138RUS UAZ car completely stuffed with the remains of bears in the Bayandaevsky district of the Irkutsk region. Poachers killed a female bear with three cubs while they were sleeping peacefully in a den. UAZ belonged to Pribaikallesproekt (a branch of the Federal State Budgetary Institution Roslesinforg). And behind the wheel were Sergei Nikiforov, and his companion, Mikhail Nichkov, head of the local branch of the FGBU Pribaikallesproekt.

It turned out that the attackers acted not alone, but together with seven more accomplices. it is already known that nine men “on duty” took part in the case. They entered the forest, having in their hands an official task from the management of Pribaikallesproekt to work on the taxation, protection and reproduction of forests. In reality, the attackers staged a prohibited bear hunt.

During the investigation, it turned out that this was not a one-time crime. Poachers have put such a hunt on stream.

During the search, Nikiforov's phone found a correspondence from which it became clear that the killing of animals and poaching was not a random episode. This is a well-established scheme for the extraction of rare and wild animals in restaurants in Moscow and Irkutsk. The poachers discussed and organized the supply of meat to the Irkutsk Okhotnikov restaurant and to the restaurants of the Agalarov family. At a minimum, correspondence was recorded with the Lesnoy restaurant and a certain Ekaterina Chernykh, who is the general director of NIME - 3 LLC, Crocus Event, the sole founder of which is Emin Agalarov. The poachers negotiated with Cherny about the supply of bear meat and venison on a special plane.





And Rustam was mentioned in the chat - the chef of Lesnoy.

In addition to the correspondence published by Rucriminal.info, photos and video reports were found on the phone, which left no doubt about the intentional killing of the she-bear in the den. The poachers happily filmed the corpses and willingly posed with the rare "prey".

Despite such reinforced concrete evidence, the case was taken away from the local police and sent upstairs. Where it was safely closed, apparently by a call from Moscow. It is not clear how else to explain such actions of Irkutsk law enforcement officers.

The “official investigation” conducted by Pribaikalproekt showed that the poachers were not poachers at all, but “accidental victims” who simply found dead bears and decided to throw them out. To do this, they loaded them into the UAZ and went to the base to drink tea. And then they were arrested by the police.

However, everyone involved was simply fired and that was it. The case is closed, the poachers are officially out of work, the VIP clients of the Agalarov and Leps restaurants enjoyed seasonal bear meat from chef Rustam Tangirov, the case is closed. But what about photos, videos and correspondence? Who will replenish the fauna of the Irkutsk forest and stop the poaching scheme? How simply humanly Emin Agalarov and Grigory Leps are not ashamed?

Выяснилось, что речь идет о ресторанах из империи семьи Араза и Эмина Агаларовых, в частности ресторана «Лсной», который открыт совместно с Григорием Лепсом. В меню этого заведения много оленины, которую тоже поставляли браконьеры, но медвежатины нет. Однако на сайте «Лесного» сказано, что шеф-повар Рустам Тангиров для особых гурманов по спецзаказу готовит блюда из медведя.

31 октября сотрудники полиции остановили в Баяндаевском район Иркутской области УАЗик С217ВХ138RUS полностью нафаршированный останками медведей. Браконьеры убили медведицу с тремя медвежатами, пока те спокойно спали в берлоге. УАЗ принадлежал «Прибайкаллеспроект» (филиала ФГБУ «Рослесинфорг»). А за рулем были Сергей Никифоров, и его компаньон — Михаил Ничков, руководитель местного филиала ФГБУ Прибайкаллеспроекта.

Выяснилось, что действовали злоумышленники не одни, а вместе с еще семью сообщниками. уже известно, что в деле участвовали девять мужчин «при исполнении». Они зашли в лес, имея на руках официальное задание от руководства «Прибайкаллеспроект» на работы по таксации, защите и воспроизводству лесов. В реальности злоумышленники устроили запрещенную охоту на медведей.

В ходе расследования выяснилось, что это не разовое преступление. Браконьеры поставили подобную охоту на поток.

При обыске, у Никифорова в телефоне нашли переписку из которой стало ясно, что убийство животных и браконьерство — не случайный эпизод. Это налаженная схема добычи редких и диких животных в рестораны Москвы и Иркутска. Браконьеры обсуждали и организовывали поставки мяса в Иркутский ресторан Охотников и в рестораны семьи Агаларова. Как минимум, была зафиксирована переписка с рестораном Лесной и некой Екатериной Черных, которая является гендиректором ООО "НИМЭ - 3", «Крокус Ивент», единственным учредителем которого является Эмин Агаларов. С Черных браконьеры договаривались о поставках медвежатины и оленины на специальном самолете.





А в чате упоминался Рустам - шеф-повар «Лесного.

Кроме переписки, которую публикует Rucriminal.info, в телефоне нашли фото и видео отчёты, которые не оставляли сомнения в преднамеренности убийства медведицы в берлоге. Браконьеры радостно снимали трупы на видео и охотно позировали с редкой «добычей».

Несмотря на такие железобетонные доказательства, дело забрали от местных полицейских и отправили наверх. Где его благополучно закрыли, видимо по звонку из Москвы. Как ещё объяснить такие действия иркутских правоохранителей – непонятно.

Проведенное Прибайкалпроектом «служебное расследование» показало, что браконьеры никакие не браконьеры, а «случайные жертвы», которые просто нашли убитых медведей и решил их выкинуть. Для этого они погрузили их в УАЗик и поехала на базу пить чай. А после были задержаны сотрудниками полиции.

Тем не менее, всех причастных просто уволили и на этом всё. Дело закрыто, браконьеры официально без работы, VIP-клиенты ресторанов Агаларова и Лепса насладились сезонной медвежатиной от шеф-повара Рустама Тангирова, дело закрыто. Но как быть с фотографиями, видео и переписками? Кто восполнит фауну Иркутского леса и остановит браконьерскую схему? Как просто по человечески Эмину Агаларову и Григорию Лепсу не стыдно?

One of the most high-profile sports crimes in Russia - the murder of a famous football player and sports agent Yuri Tishkov - has not yet been solved. Through the editors of the VChK-OGPU telegram channel and Rucriminal.info, the relatives of Yuri Tishkov turned to the chairman of the Investigative Committee of Russia, Alexander Ivanovich Bastrykin, with a request to re-examine this case and try to identify the persons to be prosecuted. According to Yuri's relatives, well-known sports journalist Alexei Matveev, the investigation did not work out all the versions of the crime and did not begin to develop the information already received. It is possible that this was due to pressure.

In particular, the sketch of the alleged perpetrator of the murder of Yuri Tishkov outwardly is almost a “copy” of a member of the Podolsk organized criminal group Mikhail Chebrik, who oversaw work with football agents from the underworld. However, no investigation was carried out with him. It is known that the "roof" in the activities of Yuri Tishkov, as an agent, was made by the "thief in law" Oleg Shishkanov (Shishkan, the former unspoken owner of the Ramenskoye "Saturn"), but no investigative actions were carried out with him. Now Shishkan is in custody on charges of organizing murders and committing other crimes.

The case file mentions that, according to operational information, the president of CSKA, Yevgeny Giner, and Yury Belous, who held a similar position in Torpedo-ZIL, could be the customers of the crime. Yuri Tishkov represented the interests of the Torpedo-ZIL player Dmitry Smirnov. He was supposed to go to CSKA, but at the last moment Tishkov organized the transfer of the player to Sparta. At the same time, Torpedo-ZIL did not receive any compensation.



The case file contains a record that Yuri Belous met with a certain R. N. Yerginov. In a private conversation with him, Belous openly stated that "Tishkov needs to be dealt with, since he took a promising player away from the club, for whom Torpedo did not receive monetary compensation." However, this information was not checked, Yerginov was not interrogated.

“They are afraid to talk about the murder of my Yura even on the sidelines,” said Yuri’s mother Galina Grigorievna. - Apparently, they are afraid of losing their jobs, or they are shaking for life ... I feel bad, my age is already decent. I almost do not hope that during my lifetime they will find and punish the murderers ... ".

Galina Grigoryevna, Yuri's widow Elena and son Evgeny hope that after the intervention of Alexander Bastrykin, this case will be able to "get off the ground".

PHOTOROBOT IS. WHAT TOTAL?



By analogy with the earlier murder of Larisa Nechaeva, in my opinion, almost all the threads of the crime lead to a specific football club. Namely - in "Torpedo-ZIL", which was led at that time by the aforementioned Belous. The murder of Nechaeva has not yet been solved, as well as the death of Tishkov.

The foregoing allows me to draw a very specific conclusion: the indirect and some direct evidence that I have testifies to total corruption in the country's law enforcement system.

Elimination of the same Nechaeva was carefully planned. In the sense that the alleged crime was paid in advance by near-sports businessmen, in other words, by customers. The money was intended for local security officials (in this case, the Vladimir region). So that they are not very eager to investigate the murder of one of the key bosses of Spartak. They were not zealous anyway, but for the money they were ready to screw things up.

According to the same scheme, Yuri Tishkov was eliminated. Customers and murderers knew that no one and nothing threatened them, in any case they would go unpunished. Although it can not be attributed to the category of unsolved crimes.

... Colleagues from Novaya Gazeta conducted their own independent investigation. For a long time they sought from the security forces at least some documents that would shed light on the story of the death of the football player Tishkov. It was established that Yura received 29 blows with a pike, a kind of long blade with four ribs pointed at the edges. Death came from loss of consciousness due to profuse blood loss and squeezing of the heart with blood.

Yuri Tishkov was invited to the agency football business by a friend of childhood, youth, playing partner Maxim Cheltsov. At that time, Cheltsov worked as deputy general director of the Saturn team (Ramenskoye). The well-known businessman Oleg Shishkanov was secretly the owner of the club. Cheltsov with Tishkov and a number of other craftsmen kept Shishkanov company to play football. Why not?

During informal communication, the idea arose to engage in agency activities. That is, to employ the players of the Premier League, other divisions in different teams. Of course, not for free - with interest for the agents themselves. Completely legal, normal slave it has been practiced all over the world for a long time.

Thus, we agreed: Yura Tishkov is the official face of the informal group. Cheltsov is his curator, and Shishkanov provided patronage for this activity. If required, he protected the wards from possible "attacks" from the outside. Was the "roof".

And in the winter of 2002, Tishkov draws up his first agency agreement with the already mentioned midfielder of the Torpedo-ZIL club, Dmitry Smirnov. But before ending up in Spartak, Smirnov himself and his agent Tishkov attended negotiations with PFC CSKA President Evgeny Giner. After all, the army club also claimed this master.

Apparently, the player was not satisfied with the terms of the contract proposed by Giner, and after a few days he ended up in the camp of the "red-whites". Later, in the materials of the criminal case, the now permanent head of CSKA was mentioned as a potential customer of the murder. One of the main, by the way, versions. Apparently, its development eventually came to a standstill, as, indeed, the work (if any) on other versions.

An identikit of the potential killer Yura Tishkov was first published by Novaya Gazeta. The investigation team was helped to create it by people who may have seen the villain. The witnesses included a guard at the parking lot where Yura was parking his car, as well as a man who was walking his dog at the time of the crime. On the identikit, the face of a possible killer is outwardly similar to Misha Chebrik, a well-known in the criminal environment, a former boxer, a member of the Podolsk criminal community. Importantly, he "supervised" the work of football agents. What was the "curatorship" is now very clear.

Probably in the elimination of undesirable competitors in this environment. Well, where is this Misha Chebrik from the identikit? Maybe he is handcuffed, waiting for the verdict of the most humane Russian court in the world? No. Sense from the identikit - zero.



A LOT OF DEPARTMENTS AND NO RESULT



In parallel with the specialists of the MUR, an investigation was also carried out in the prosecutor's office of the Northern Administrative District of the capital, on the territory of which the murder took place. But they did not achieve any, even small results. For some reason, operational-search activities ceased already in May, only four months after the murder.

The case was then transferred from the Timiryazev inter-district prosecutor's office to higher-ranking colleagues - the Northern Administrative District (SAO) of Moscow. In the case file there is a curious record that the mentioned Yuri Belous met with a certain R. N. Yerginov. In a private conversation with him, Belous openly stated that "Tishkov needs to be dealt with, since he took a promising player away from the club, for whom Torpedo did not receive monetary compensation." Not even a hint, but more than a transparent setting for reprisal.

And where are the results of the search for Yerginov, or someone else, possibly directly involved in the murder of Yura Tishkov?

Lawyer Vasily Grishchak, who is close to the Tishkov family, claims that it is not district prosecutors who should investigate the crime, but at least city prosecutors. “Raise the case higher, and there will be a result,” Vasily said in an interview with reporters. “Alas, the people who could have assisted in the investigation turned out to be insolvent, simply indifferent to the grief of the Tishkovs.”



LOVE STORY



“I met Yura at the age of 15, he is three years older,” recalls the wife of Yuri Tishkov, Elena. - I remember standing at a telephone booth with friends, going to call someone. Here Yura passed by. We got talking. They began to meet.

According to Lena, her husband was an easy, pleasant person to talk to. And the problems that arose were solved effortlessly, with a smile. For example, which school to send your son to, or what to buy for a house for the family.

Her son sometimes reproached her for not taking him to his father's funeral. “It’s clear that I was afraid to injure a child that was still small, she was only eight years old,” explains Yuri’s wife. “It’s still wrong,” Evgeny objected. Now he is an adult, a graduate of one of the medical universities.

... After the untimely death of a beloved husband, father, son, the Tishkov family became almost an outcast of society. More precisely, outcast people, even persecuted. Instead of natural sympathy, or at least silent, unobtrusive empathy, they received unmotivated hostility. For what and why? What is in the heads and hearts of these, in their own way, "frostbitten" gentlemen?

Elena was fired from her job, but not from one. Somewhere they heard from someone and considered that the widow of football player Yuri Tishkov was somehow involved in the world of crime. Sick in the head?!

- The severity of Yura's loss has not blunted over the years, - says Elena. - And time, as life without a husband has shown, does not heal ...



“THE KILLER WILL NOT BE FOUND UNTIL THE END OF MY DAYS”



Yura Tishkov's mother, Galina Grigoryevna, is skeptical about the chances of finding her son's killers.

“First, investigator Kuznetsov from the Northern District conducted the case,” the inconsolable mother recalls. - Like zealously undertook. He promised in hot pursuit to find customers, the killers themselves. Indeed, the chances seem obvious, because the circle of suspects, if you think about it, is narrow.

The main customers of the crime were considered just the president of CSKA Evgeny Giner and who occupied the illogical position in Torpedo-ZIL Yuri Belous. “We will certainly interrogate all the suspects, we will issue a “transfer” if they start running from the investigation,” the brave law enforcement officer cheerfully declared to Yuri Tishkov’s relatives.

A few months later, according to Galina Grigorievna, the investigator's enthusiasm came to naught. She believes, and not without reason, "they put pressure on the investigator." It is clear who ... But the "very cool" detective, nevertheless, went on to rise through the ranks.

Yura's mother, having despaired and deeply disappointed in specific employees of the law enforcement system, prepared and sent a letter addressed to the head of the Investigative Committee of the Russian Federation, Alexander Bastrykin. Of course, she wanted to speed up the process of finding and catching her son's killers.

- The answer came from Bastrykin's department - nothing good, concrete, - says Galina Grigoryevna. “They took it down to the county level. I live now in the suburbs. And in my absence, - the neighbors said, - a car with an inscription on board - "The Investigative Committee" came. Through a gap in the fence they saw a car. "Punched" on the base, the car belongs to my sister. Later, a female investigator offered to run a DNA test on me. What for? Am I Yura's mother?

Possible, and most likely, in my opinion, the customer of the massacre of Yura Tishkov, a certain Belous, you see, travels the world, communicates with representatives of flora and fauna.

Maybe diversify this pleasant leisure? For example, a two-month sentence in a SIZO cell during a preliminary investigation can also delight a passionate nature lover. Why not?
